The Liikanen Group proposes contingent convertible (CoCo) bonds as instruments to enhance financial stability in the banking industry. Especially life insurance companies could serve as CoCo bond holders as they are already the largest purchasers of bank bonds in Europe. The growing number of banks issuing CoCo bonds leads to a rising awareness of these hybrid securities among life insurers as they are increasingly looking for higher?yielding investments into bond?like asset classes during the current low interest rate period. Our contribution provides an insight for life insurance companies to understand the effects of holding CoCo bonds as implied by the Solvency II standards that will become effective by 2016.
Dieser Bericht stellt die wesentlichen Ergebnisse der sozialwissenschaftlichen und ökologischen Begleitforschung in der Modellregion Elektromobilität Rhein-Main (SÖB) dar. Dabei wird zunächst das Projektumfeld vorgestellt, indem auf die Rahmenbedingungen des Förderprogramms sowie weitere Programme und Projekte im Bereich Elektromobilität eingegangen wird. Im zweiten Kapitel wird das Projektkonsortium und dessen Einbettung in die Modellregion Rhein-Main erläutert, sowie die Verknüpfung mit der überregionalen Begleitforschung der Nationalen Organisation Wasser- und Brennstoffzellentechnologie (NOW). Im Kapitel 3 wird das Forschungsdesign der SÖB skizziert. Dazu werden einige Erkenntnisse aus der ersten Förderperiode beleuchtet, die für die Forschungsziele der aktuellen Förderperiode ausschlaggebend waren. Des Weiteren erfolgt eine Ausführung der methodischen Vorgehensweisen der Projektpartner. Das darauf folgende Kapitel 4 stellt die wesentlichen Ergebnisse des Projekts dar. Dabei wurde bewusst versucht, die verschie¬denen Erkenntnisse der einzelnen Partner thematisch miteinander zu verknüpfen. Aus den Ergeb¬nissen wurden Handlungsempfehlungen für verschiedene Bereiche und Akteure generiert, die in Kapitel 5 einfließen. Abschließend rundet ein Fazit mit zusammenfassenden Erkenntnissen den Bericht ab.
The global financial crisis (as well as the European sovereign debt crisis) has led to a substantial redesign of rules and institutions – aiming in particular at underwriting financial stability. At the same time, the crisis generated a renewed interest in properly appraising systemic financial vulnerabilities. Employing most recent data and applying a variety of largely only recently developed methods we provide an assessment of indicators of financial stability within the Euro Area. Taking a “functional” approach, we analyze comprehensively all financial intermediary activities, regardless of the institutional roof – banks or non-bank (shadow) banks – under which they are conducted. Our results reveal a declining role of banks (and a commensurate increase in non-bank banking). These structural shifts (between institutions) are coincident with regulatory and supervisory reforms (implemented or firmly anticipated) as well as a non-standard monetary policy environment. They might, unintendedly, actually imply a rise in systemic risk. Overall, however, our analyses suggest that financial imbalances have been reduced over the course of recent years. Hence, the financial intermediation sector has become more resilient. Nonetheless, existing (equity) buffers would probably not suffice to face substantial volatility shocks.
There is a large, but yet growing debate about the need to complement the European monetary union with a stronger fiscal union. This paper reviews the potential trade-offs between effectiveness, moral hazard problems, and permanent redistribution. In particular, we contribute to the question of how member states may be willing to enter into a stronger fiscal union if the evolution of this union may imply large redistribution under incomplete contracting. We discuss clawback mechanisms that have been suggested in the literature, but conclude that clawbacks are undesirable, as they would essentially destroy the insurance value of a fiscal union. Instead, we propose that a clearly defined exit option as a guarantee against involuntary redistribution can make entry into a stronger fiscal union less risky and hence more attractive for member states.
Background. There is growing public and scientific concern about the occurrence of anthropogenic chemicals in the aquatic environment. Surface and groundwater serve as main drinking water resource. Especially in metropolitan areas these water reservoirs are impacted by organic pollutants predominantly originating from wastewater treatment plant (WWTP) effluents. The impact of wastewater derived anthropogenic chemicals is therefore related to environmental and human health concerns. In order to lower the potential environmental and human health risk from wastewater associated pollutants, strategies for enhanced pollutant removal are applicable in a medium-term perspective. Ozonation and powdered activated carbon treatment are the two advanced wastewater treatment technologies, which are technically mature as well as economically feasible for the application in large-scale wastewater treatment plants. While powdered activated carbon removes substances by adsorption, ozonation degrades a parent compound into oxidation products. Most of the available research has been done at lab-scale while onsite ecotoxicity tests and chemical analyses are rare.
Objectives. For a comparative evaluation of advanced wastewater treatments' potential to alter toxicity, a broad spectrum of ecotoxicological data need to be collected. The focus has been set on three major objectives: A) Evaluation of the endocrine activity; B) Evaluation of the unspecific toxicity; C) Evaluation of genotoxicity and mutagenicity.
Methods. The advanced treatment methods, ozonation and powdered activated carbon treatment of secondary wastewater effluents, – each equipped with subsequent sand filtration as additional post treatment step – were ecotoxico-logically characterized at a pilot-scale WWTP. For process control the elimination of 35 selected pharmaceuticals was identified by chemical analyses using HPLC-MS/MS.
The endocrine activity ((anti-)estrogenic, (anti-)androgenic, dioxin-like activity)) was characterized by yeast-based in vitro bioassays and cytotoxicity by cell based assays. Genotoxicity and mutagenicity was assessed using umuC'assay and Ames assay, respectively. All in vitro assays were performed using extracts of the wastewater samples. In vivo toxicity was assessed with the fish early life stage test with rainbow trout (Oncorhynchus mykiss). Ozonation was additionally assessed at a full-scale WWTP with in-vitro tests on endocrine activity and cytotoxicity and in vivo toxicity tests using five aquatic model organisms: Lemna minor, Daphnia magna, Chironomus riparius, Lumbriculus variegatus, Potamopyrgus antipodarum.
Results. In conventional activated sludge treated effluents the residual estrogenicity, antiandrogenicity, aryl hydrocarbon receptor agonistic activity and cytotoxicity were considerably reduced while antiestrogenicity was increased by both advanced treatment technologies. Ozonation led to an increase in genotoxic effects detected with Ames assay and with single cell gel electrophoresis of rainbow trout erythrocytes. Furthermore, mortality of rainbow trout was increased and reproduction of L. variegatus was decreased. Sand filtration lessened the genotoxic effects and adjusted reproduction of L. variegatus and mortality of rainbow trout to a similar level as conventional treatment.
Conclusions. This work demonstrates that conventional activated sludge treatment induces in vitro and in vivo toxicity. Advanced wastewater treatment combined with subsequent sand filtration can reduce in vitro and in vivo toxicity. An observed increase of endocrine activity after advanced wastewater treatment is an indication for different removal efficiencies of chemicals causing agonistic or antagonistic activity, respectively. Ozonation of wastewater generates ecotoxicity, which is largely removed by subsequent sand filtration. After a comprehensive investigation and after assurance of the removal of adverse effects, advanced treatment technologies could have beneficial effects on the ecological quality of the receiving water.
Es wird über ein mindestens seit dem Jahre 2009 bestehendes Vorkommen des Neophyten Persicaria nepalensis (MEISN.) H. GROSS (Polygonaceae) im Waldgebiet "Die Haard" (Haltern am See, Kreis Recklinghausen) berichtet. Die Art stammt ursprünglich aus den gemäßigten und tropischen Zonen Asiens. Vorkommen in NRW waren bereits aus dem Sauerland und der Wahner Heide bekannt. Die Art stammt aus Wildacker-Ansaaten und ist in der Haard entlang schattiger Waldwege eingebürgert.
Geologische Entwicklung und Geomorphogenese des Bochumer Raums werden anhand von Aufschlüssen und zahlreichen Abbildungen erläutert. Die präquartäre Entwicklung lässt sich wie folgt umreißen: 1.) Sedimentation der flözführenden Schichten des Oberkarbons in einem großen Delta in einer Randsenke vor dem sich bildenden variskischen Gebrige, 2.) Faltung der Deltasedimente im Zuge der variskischen Orogenese am Ende des Oberkarbons, 3.) flächenhafte Abtragung vom Perm bis in die Unterkreide, 4.) Meerestransgression und Ablagerung mariner Sedimente in der Oberkreide, 5.) flächenhafte Abtragung im Tertiär. Im Quartär führte eine erneute Hebung zur Einschneidung der Täler. In der Saale-Eiszeit erreichte das nordische Inlandeis das Ruhrtal, veränderte den Ruhrlauf im Osten Bochums und hinterließ eine Grundmoräne und Schmelzwasserablagerungen. In der Weichsel-Kaltzeit wurde das Gebiet von Löss bedeckt. Zu den ruhrgebietstypischen Reliefveränderungen der jüngsten Vergangenheit zählen Spuren der Kohlengräberei und Bergsenkungen.
Kultivierte und verwildernde Arten von Phedimus subgen. Aizoon im Aachener Raum und im Ruhrgebiet

Phedimus subgen. Aizoon stellt einen komplizierten Formenkreis dar, dessen Arten vielfach verwechselt oder verkannt werden. Morphologie und Entwicklungsrhythmus von in Nordrhein-Westfalen kultivierten und verwilderten Sippen wurden in Vergleichskulturen untersucht. Die beobachteten Sippen werden anhand von Beschreibungen, Abbildungen und eines Bestimmungsschlüssels vorgestellt. P. ellacombeanus verwildert am häufigsten und zeigt deutliche Etablierungstendenz, insb. im Ruhrgebiet. P. hybridus (inkl. vorläufig hierzu gestellte schmalblättrige Sippen wie 'Weihenstephaner Gold') verwildert regelmäßig, zeigt aber nur lokale Etablierungstendenz. Zwei Sippen aus dem Umfeld von P. middendorffianus konnten ebenfalls verwildert beobachtet werden. Die eine wird als Phedimus diffusus (PRAEGER) BOMBLE in den Artstatus gehoben. Von typischem P. kamtschaticus ('Variegatum' und nahe stehende Sippen) konnte nur eine Verwilderung nachgewiesen werden. P. aizoon wurde nur innerhalb eines Privatgartens, in dem er ursprünglich gepflanzt wurde, verwildert beobachtet.
Die epiphytischen Candelariella-Arten wurden im Aachener Stadtgebiet und benachbarten Gebieten untersucht. Nachgewiesen wurden sterile Flechten aus dem C. efflorescens-Aggregat, C. reflexa s. str., C. xanthostigma, C. xanthostigmoides (zu C. efflorescens agg.) und C. vitellina. C. reflexa s. str. ist im Untersuchungsgebiet selten und bisher offensichtlich mit dem hier allgegenwärtigen C. efflorescens agg. verwechselt worden. Es konnten sechs fertile Vorkommen aus dem C. efflorescens-Aggregat gefunden werden, die zu C. xanthostigmoides gehören. Von C. efflorescens agg., C. xanthostigma und C. vitellina lassen sich Formen, wahrscheinlich modifikativen Ursprungs, beobachten, die einen flächigeren Thallus mit stärkerer Lappigkeit ausbilden und im habituellen Eindruck deutlich abweichen.
Der siebte Band des Jahrbuchs enthält neben 4 umfangreicheren Beiträgen in der Rubrik "Veröffentlichungen des Bochumer Botanischen Vereins" zahlreiche meist kürzere Beiträge in den Rubriken "Exkursionen" und "Pflanzenporträts". Außerdem wird in weiteren Beiträgen über bemerkenswerte Pflanzenvorkommen berichtet, und ein Programm des 49. Westfälischen Floristentags wird wiedergegeben.
