Die Darstellung der Machtverhältnisse im politischen Diskurs – am Beispiel politisierter Gedenkreden
(2015)
The present paper deals with the way in which the relations between different political governments and their representatives are expressed at the linguistic level on the strength of power positions in the official political discourse. The political value system and its justification are expressed in the official political discourse, which lays down rules and indicates attitudes with normative status and at the same time reveals the relations between the supporters of the respective ideology. For this purpose, three commemorative speeches are analysed; these speeches were published in the newspaper Neuer Weg on the 11th September 1960 and they were delivered by the German politicians Otto Grotewohl, the prime minister of GDR and Walter Ulbricht, the deputy prime minister of GDR and the Romanian politician Chivu Stoica, the secretary of the presidium of the General Council of the Party, on the death of the former President of the German Democratic Republic Wilhelm Pieck.
With reportedly over USD50 billion lost annually through graft and illicit practices, combating corruption in Africa has been challenging. However, laws and policies at the continental, regional and national levels have been promulgated and enacted by African leaders. These initiatives have included the establishment of anti-corruption agencies mandated to tackle graft at national level, as well as coordinate bodies at regional and continental levels to ensure the harmonisation of normative standards and the adoption of best practices in the fight against corruption. Yet, given the disparity between the apparent impunity enjoyed by public servants and the anti-corruption rhetoric of governments in the region, the effectiveness of these agencies is viewed with scepticism. This continent-wide study of anti-corruption agencies aims to gauge their relevance and effectiveness by assessing their independence, mandate, available resources, national ownership, capacities and strategic positioning. These surveys include evidence-based recommendations calling for stronger, more relevant and effective institutions that are directly aligned to regional and continental anti-corruption frameworks, such as the African Union Convention on Preventing and Combating Corruption (AUCPCC), which the three countries in this current report ? Kenya, Tanzania and Uganda ? have all ratified.
Liberal political philosophy has two alternative options in principle: It can either stick to its original theorems such as the harm principle or the separation of law and morals and from here try to prove large parts of present social and political reality as wrong, illegitimate, dangerous etc. The other option is trying to adjust the original theorems to the apparent needs of modern societies, which is what I would prefer in the long run.
