Part V of our series on ISIS : "Blogforum 'Kalifat des Terrors: Interdisziplinäre Perspektiven auf den Islamischen Staat".
Since 2003, several organizations in the Arab world swore allegiance to Osama Bin Laden and al-Qaida and became part of what was been called “al-Qaeda’s affiliate network”. The emergence of al-Qaeda groups in Saudi Arabia 2003, Iraq 2004, Algeria 2007 and Yemen 2009 convinced many supporters and enemies that there was a truly global network of jihadist groups at work, commanded and controlled by the al-Qaeda leadership in Pakistan.
However, the reality was a lot more complicated. Far from being subordinate to Osama Bin Laden and Aiman al-Zawahiri, these organizations were not willing to submit to al-Qaeda command and control. Their relationship with “al-Qaeda central” was rather an alliance between independent partners of different strength. Although the al-Qaeda leadership sometimes influenced decisions taken by the regional groupings, there are numerous examples of “affiliates” ignoring its advice even regarding strategic issues.

Nach den terroristischen Anschlägen in New York und Washington D.C. verkündete der damalige Präsident der Vereinigten Staaten, George W. Bush in einem Gespräch mit Journalisten im Pentagon am 17. September 2001: “I want justice [...]. And there’s an old poster out West I recall, that said, ‘Wanted, Dead or Alive’”. Fast 10 Jahre später ist Bushs Wunsch nach Gerechtigkeit in Erfüllung gegangen – mit einem neuen Präsidenten. Am 2. Mai 2011 teilte Präsident Obama der Öffentlichkeit mit:
“Tonight, I can report to the American people and to the world that the United States has conducted an operation that killed Osama bin Laden, the leader of al Qaeda, and a terrorist who’s responsible for the murder of thousands of innocent men, women and children. [...].We will be relentless in defense of our citizens and our friends and allies. We will be true to the values that make us who we are. And on nights like this one, we can say to those families who have lost loved ones to al Qaeda’s terror, justice has been done”.
Mit dem Tod von Osama bin Laden wird allem Anschein nach ein wichtiges Kapitel im Krieg gegen den Terror geschlossen. Präsident Obama verfolgt weiterhin aktiv das Ziel, die US-amerikanischen Truppen aus Afghanistan abzuziehen; Sicherheitsgesetze werden auch in Deutschland auf ihre Nützlichkeit und Verfassungskonformität überprüft....
