Seit der Einführung des International Anti-Corruption Day 2003 konnte Deutschland gestern zum ersten Mal mitfeiern. Erst über zehn Jahre nach der Unterzeichnung der United Nations Convention against Corruption hat Deutschland die Konvention im November 2014 ratifiziert. Was sagt dieser lange Weg über das Verhältnis von globaler Norm und nationalen Recht aus? Eine normtheoretische Skizze.

Eine ihrer Stärken liegt darin, wie sie die Ambivalenz des sozialen und politischen Lebens nachzeichnet. Eine zentrale Rolle spielt dabei allgegenwärtige Korruption. Ihre Ambivalenz bricht sich nicht zuletzt in der Darstellung der Figur des State Senator Clay Davis.

Seit dem Jahr 2005 ist der Schutz vor schweren Menschenrechtsverletzungen, Kriegsverbrechen und Völkermord durch die UN zum überwölbenden Ziel von staatlicher, regionaler und globaler Sicherheit erhoben. Diese Schutzverantwortung (Responsibility to Protect, R2P) illustriert somit die Abkehr von "alter" globaler Sicherheitskultur, die sich über Jahrzehnte auf die scheinbar unumstößlichen Eckpfeiler souveräner Gleichheit und strikter Nicht-Einmischung gestützt hatte. Nimmt diese globale Norm aber regionale Sicherheitskomplexe ausreichend in den Blick? In diesem Working Paper beleuchtet die Perzeption der Schutzverantwortung in den regionalen Organisationen Südostasiens und Afrikas durch die Linse ihrer Sicherheitskulturen. Anstatt die Schutzverantwortung bloß als normative Innovation zu erfassen, wird sie als Ausdruck "kulturellen Wandels" konzeptualisiert, um neben der "abstrakten Norm" auch die "konkrete Praxis" in die Betrachtung einfließen zu lassen.
Este artículo presenta algunos de los debates y posiciones teóricas que caracterizan la tradición sociológica conocida como Teoría Crítica. Por lo tanto, explora el pensamiento de Max Horkheimer y Theodor Adorno, ambos vinculados a su origen; las críticas y las propuestas realizadas por Jürgen Habermas; y, después, las elaboradas por su sucesor, Axel Honneth. Por último, traeremos las formulaciones de este último autor en el libro “La lucha por el reconocimiento: la gramática moral de los conflictos sociales”, que se ocupa de elementos importantes para la comprensión de los movimientos sociales en el siglo XXI. Y, como tratan de argumentar, mantiene viva, en una forma actualizada, los propósitos actuales del origen de la Teoría Crítica.

Este artigo elucida, em primeiro lugar, os vários significados da noção francesa de dispositif e contrasta-a com os usos de "aparelho" ("appareil"), por um lado, e "reunião" ("agencement"), por outro. A segunda parte apresenta o uso distintivo de Foucault do conceito de dispositivo. O argumento baseia-se na tese de que a noção de dispositivo de Foucault está firmemente ancorada em uma analítica do governo, na medida em que se concentra na direção e regulação de forças agenciais e processos vitais. Na última parte, proponho combinar uma analítica do governo, seguindo Foucault, com insights dos Estudos de Ciência e Tecnologia (STS). Argumento que essa síntese teórica entre STS e uma analítica do governo ajuda a corrigir os problemas de muitas análises da sociologia política e da teoria social e política ao enfrentar as transformações e mudanças nas sociedades contemporâneas.
Ruling parties as communities of practice and collective identity in China-Ethiopia relations

While it helps to put the overemphasis on Chinese agency in the literature into perspective, the recent debate on the role played by African agency in Sino-African relations generally adopts the same rationalist perspective on international politics, and thus stands to miss important aspects of the relations studied. This paper takes the example of Ethiopia, which is often used to highlight African elites’ strategic use of the new options presented by China’s rise, and analyses it from a constructivist perspective. Such a perspective proposes that we need to take the role played by ideas, discourses and emotions seriously, and that Ethiopian policy makers do not exist outside a dense web of personal relations, common knowledge, and shared practices that inadvertently structure their relations with China. More specifically, it is argued here that the ruling parties of China and Ethiopia are linked together in an international community of practice, that exchanges within this community have strengthened the perception of like-mindedness, and that Sino-Ethiopian relations therefore rest on a different basis than is acknowledged by purely rationalist accounts.
Staaten haben keine Freunde, sondern Interessen – das scheint sowohl unter Praktikern als auch unter Forschern der internationalen Politik allgemein bekannt zu sein. Entgegen diese weit verbreiteten Ansicht argumentiert diese Dissertation, dass es in der Tat Raum für das Konzept von Freundschaft in den internationalen Beziehungen gibt, und dass ein besseres Verständnis der hiermit verbundenen Dynamiken nicht nur dazu beiträgt, eine sich verändernde globale Ordnung besser zu verstehen, sondern auch die Beziehungen zwischen China und Afrika.
Aufbauend auf der konstruktivistischen Literatur zu staatlicher Identität sowie Erkenntnissen aus Psychologie, Soziologie und Anthropologie wird in einem ersten Schritt ein neues Modell internationaler Freundschaft entwickelt. Es bezieht sich auf eine verlässliche Beziehung zwischen Staaten, die sich gegenseitig entsprechend ihres eigenen Selbstverständnisses anerkennen, und die durch gegenseitige Identifikation sowie häufigen Austausch und enge Zusammenarbeit eine als intim zu bezeichnende Beziehung entwickelt haben. Dies bedeutet zwar nicht, dass ungleiche Macht und konkurrierende Interessen irrelevant werden; aber sie ermöglichen es den beteiligten Staaten, konstruktiv mit potenziell konfliktreichen Fragen von Macht und Interesse umzugehen, und bilden so eine zentrale Säule legitimer internationaler Ordnungen.
In einem zweiten Schritt wird dieses Modell der internationalen Freundschaft zur Analyse der chinesisch-äthiopischen und chinesisch-südafrikanischen Beziehungen herangezogen. Ausgehend von den Sichtweisen der jeweiligen Staatseliten wird das komplexe Zusammenspiel von Interessen und Identitäten in den gegenwärtigen Beziehungen zwischen China und Afrika beleuchtet, und wie die beiden bilateralen Beziehungen durch eine Reihe bewusster Entscheidungen schrittweise ihre aktuellen Qualitäten erworben haben. Heute bilden geteilte Ideen von historisch gewachsener Solidarität, überschneidendend strategischen Interessen und dem gemeinsamen Engagement für ein Projekt alternativer Modernisierung und globaler Transformation die Grundlage für zwei Beziehungen, die von China als beispielhafte „internationale Beziehungen neuen Typs“ gepriesen werden. Somit liefern die chinesisch-äthiopischen und chinesisch-südafrikanischen Beziehungen auch wichtige Einblicke, wie eine chinazentrierte internationale Ordnung aussehen könnte - zumindest für diejenigen Staaten, die diese Ordnung und ihre von Peking definierten Regeln und Rollen als legitim akzeptieren.
Coming of voting age. Evidence from a natural experiment on the effects of electoral eligibility

In recent years, several jurisdictions have lowered the voting age, with many more discussing it. Sceptics question whether young people are ready to vote, while supporters argue that allowing them to vote would increase their specific engagement with politics. To test the latter argument, we use a series of register-based surveys of over 10,000 German adolescents. Knowing the exact birthdates of our respondents, we estimate the causal effect of eligibility on their information-seeking behaviour in a regression discontinuity design. While eligible and non-eligible respondents do not differ in their fundamental political dispositions, those allowed to vote are more likely to discuss politics with their family and friends and to use a voting advice application. This effect appears to be stronger for voting age 16 than for 18. The right to vote changes behaviour. Therefore, we cannot conclude from the behaviour of ineligible citizens that they are unfit to vote.
Europe’s new digital borders

The European Union’s (EU) external border framework is not only increasingly reliant on digital databases, but these databases are now set to become interoperable. By 2020, the European Commission (EC) aims to have a fully interconnected new architecture for identity management at the border in place. Based on biometric enrolment of all third-country citizens, Europe’s new digital borders raise a number of concerns, including suspicion, large-scale surveillance, and internal policing that spread well beyond the border site.
Border management today is embedded into a complex network of data collection and data analysis that provides authorities with knowledge about who (or what) attempts to cross the border. While still serving as physical chokepoints for the examination and extraction of dangerous, suspicious, or illegitimate elements from global flows of mobility, border operations therefore increasingly rely on a number of databases...
As police with tear gas and water cannons fuel unrest across Turkey, it seems that many eyes are wearily cast over Europe’s favourite neighbour, soon to join the list of potentially unstable Middle-East nations. Yet even as Erdogan’s messy power play brings Turkey’s democratic survivability into question, the nation’s solar energy industry is breaking new ground and massive nuclear power capacity is quietly being prepared to relieve the nation’s energy import dependency. In Brazil, riots breaking out over a transport price hike reflect the pressures of inflation and widespread corruption: an outburst fuelled by a long history of mismanagement and ineffective policy at state and federal levels. Nevertheless, big plans are underway for the expanding of Brazil’s power grid, set to underwrite national economic growth into 2030 and beyond. Behind these gruelling scenes of democratic upheaval, lie two distinct cases of energy policy in the making, in spite of overt political turmoil. This post highlights two instances of critical energy policy, unfolding behind the scenes.
Pontos básicos da trajetória intelectual de Habermas são reconstruidos à luz de seu confronto com Rawls. Assinalam-se os limites da pretensão habermasiana a uma universalidade superior à rawlsiana. Argumenta-se que o livro de 1962 sobre "mudanças estruturais da esfera pública" já encerra as questões que encontrarão desdobramento mais tarde, inclusive na "teoria da ação comunicativa" de 1981. O artigo vai no sentido de uma reconstrução crítica de alguns problemas centrais do programa de pesquisa de Habermas. No final, retoma-se o confronto com Rawls.
O presente artigo trata da consciência filosófica expressa nas formulações de T. W. Adorno quanto ao desvanecimento da ética como possibilidade inerente ao ato educativo. Tendo em vista compreender o significado do termo "doutrina da vida reta" que, nas palavras de Adorno, teria caído em esquecimento na atualidade, o presente texto revisita o pensamento ético de Aristóteles, procurando elucidar o seu sentido imanente à educação. Por fim, extrairemos desse percurso algumas preocupações referentes ao problema da educação contemporânea sob a ótica das formulações de Adorno.
O propósito deste artigo é o de expor os motivos que levaram T.W. Adorno e M. Horkheimer a não tratar o problema filosófico da moral nas sociedades contemporâneas nos termos de uma teoria ética. Em decorrência disso, a ética assume, na perspectiva desses autores, a dimensão de um impulso que se realiza enquanto crítica racional a uma racionalidade supostamente esclarecida.
This essay reflects on the convergence between Jürgen Habermas’ work and the theoretical framework put forward by the Institute of Social Research in Frankfurt, arguing in favor of the characteristics of the Frankfurt school in Habermas and pointing out research possibilities in the field of Organizational Studies (OS). We discuss the essential theoretical aspects of the work by Horkheimer (1975) “Traditional and Critical Theory,” and produce a critique on the use of generational chronology as the main criterion for understanding the intellectual movement of the Frankfurt School. The methodology is based on the critique of the interpretation using the philosophical hermeneutics (RICOEUR, 1990) and observes the propositional nature of an interpretation offered in theoretical essays (MENEGUETTI, 2011). To support the provocative proposition of this work, we establish a dialogue with authors such as Bottomore (2001), Freitag (2004), Nobre (2004), and Melo (2013)) discussing a non-generational characterization of the Frankfurt School’s members and the proximity of Habermas in relation to the pioneer works on the Critical Theory. We believe that (i) the re-reading of the emancipatory purpose (HABERMAS, 2002); (ii) the deconstruction of the impartiality of the scientific knowledge (HABERMAS, 1987); (iii) and the incorporation of the philosophy of language into the Frankfurtian social criticism (HABERMAS, 2012) are important contributions of Habermas to the Frankfurt’s critical theory. As for a proposal for the field of organizational studies, this esseay concludes that recognizing Habermas as a Critical Theory scholar of the Frankfurt School may constitute a new research agenda for the field. The contribution of this essay lies in helping researchers in the field of Organizational Studies to understand Habermas’ work differently and not as a non-critical or utopian production. In this perspective, it is clear that Habermas’ intellectual production is politically engaged in contemporary social problems, which is a dimension neglected by the researchers of the field of Organizational Studies in Brazil.
O objetivo deste ensaio é argumentar em favor da frankfurtianidade de Jürgen Habermas, isto é, estudar os pontos de convergência de sua obra em relação ao projeto teórico do Instituto de Pesquisa Social de Frankfurt e, a partir dessa ênfase, apontar novas possibilidades de pesquisa no campo de Estudos Organizacionais (EO). Para isso, refletimos sobre aspectos teóricos essenciais do ensaio “Teoria tradicional e teoria crítica” (HORKHEIMER, 1975) e elaboramos uma crítica aos intérpretes que utilizam a cronologia geracional como principal critério para a compreensão de diferenças no movimento intelectual da Escola de Frankfurt. Metodologicamente, inspiramo-nos na proposta de crítica à interpretação por meio da hermenêutica filosófica (RICOEUR, 1990) e na natureza propositiva de interpretação de um ensaio teórico (MENEGHETTI, 2011). Para sustentar a proposição expressa de forma provocativa no título deste artigo, dialogamos com comentadores (BOTTOMORE, 2001; FREITAG, 2004; NOBRE, 2004; MELO, 2013), a fim de propor uma caracterização não geracional de seus membros e a proximidade de Habermas em relação ao marco fundador da Teoria Crítica. Nesse sentido, acreditamos que (a) a releitura da intenção emancipadora (HABERMAS, 2002), (b) a desconstrução da isenção do conhecimento científico (HABERMAS, 1987) e (c) a incorporação da filosofia da linguagem à crítica social frankfurtiana (HABERMAS, 2012) são contribuições importantes de sua obra à Teoria Crítica de Frankfurt. Como proposição para a área de EO, em nossas considerações finais argumentamos que a recolocação do autor no posto de genuíno teórico crítico da Escola de Frankfurt pode constituir uma nova agenda de pesquisa para o campo. Acreditamos que nosso esforço pode auxiliar pesquisadores da área de EO a compreender a obra de Habermas a partir de uma via que os afasta da armadilha de considerá-lo um teórico não crítico e/ou utópico. Sob esse enfoque, torna-se evidente sua produção intelectual politicamente engajada nos problemas sociais contemporâneos – dimensão que vem sendo negligenciada pelos pesquisadores do campo de EO no Brasil.
The paper is aimed at contributing to an empirically grounded understanding of the psychosocial dynamics that underlie the relation between heteronormative images of masculinity, internalized heterosexism and health behavior of gay men in the global North. It is based on a qualitative interview study that focuses on the consequences of the internalization of dominant images of masculinity for the identity constructions of gay men and their HIV-related sexual risk behavior in Germany. In the paper it will be argued that 1) the tension between the authoritative image of masculinity that is determined by heteronormative discourses one the one hand and the gendered self-image that is shaped and threatened by connotations of a non-masculine homosexuality on the other constitutes a decisive issue of gay identity constructions, 2) a higher sexual risk behavior can be understood as a possible consequence of the internalization of masculine images and its impact on the self-esteem, if the self-image does not match the male ideal, and 3) this may include a paradoxical desire for the imagined masculinity that is experienced as violent with regard to one’s own psychodynamics. Finally, perspectives on gay masculinities that may transgress dominant heteronormative modes of subjectification are discussed.
During the early months of the COVID-19 pandemic in Germany, social restrictions and social distancing policies forced large parts of social life to take place within the household. However, comparatively little is known about how private living situations shaped individuals experiences of this crisis. To investigate this issue, we analyze how experiences and concerns vary across living arrangements along two dimensions that may be associated with social disadvantage: loneliness and care. In doing so, we employ quantitative text analysis on open-ended questions from survey data on a sample of 1,073 individuals living in Germany. We focus our analyses on four different household structures: living alone, shared living without children, living with a partner and children, and single parents. We find that single parents (who are primarily single mothers) are at high risk of experiencing care-related worries, particularly regarding their financial situation, while individuals living alone are most likely to report feelings of loneliness. Those individuals living in shared houses, with or without children, had the lowest risk of experiencing both loneliness and care-related worries. These findings illustrate that the living situation at home substantially impacts how individuals experienced and coped with the pandemic situation during the first wave of the pandemic.
Although scholars hypothesized early on that social belonging is an important predictor for voting behavior, its role for populist voting remains empirically ambiguous and underexplored. This contribution investigates how different aspects of social belonging, that is, quality, quantity, and perception of one's own social relationships, relate to electoral abstention and to populist voting on the left and right. Employing multilevel regression models using data from four waves of the European Social Survey, this study finds that all measures of social belonging foster turnout, but they exert an incoherent influence on populist voting depending on the party's ideological leaning. While social belonging plays a subordinate role for left populist support, strong social belonging reduces the probability to support populist parties on the right. With that, the study analysis offers a nuanced view on how different dimensions of social belonging relate to electoral behavior. By doing so, this study sheds light on what aspects of social belonging encourage, or inhibit, which form of “protest at the ballot box.”
Objective: The study investigates the relationship between perceived loneliness and the individuals' attitude whether voting is a civic duty. With that, it is the first study to shed light on the mechanism linking perceived loneliness to voting behavior.
Methods: Two independent, cross-sectional, and representative datasets from Germany (n = 1641) and the Netherlands (n = 1431) are analyzed.
Results: The regression results and effect decomposition techniques show that loneliness is associated with reduced intention to vote as well as a lower sense of duty to vote. The effect of loneliness on voting behavior is partially mediated through a reduced sense of duty.
Conclusion: Loneliness is associated with political disengagement. The study provides empirical evidence that the relationship between loneliness and turnout is partially mediated through sense of duty. This showcases that lonely individuals tend to feel detached from society and are less likely to feel obligated to participate in the electoral process.
The bloody rebellion in Syria has aroused hostilities between Sunni and Shiite Muslims, a religious conflict that dates back to the first Muslim civilwar and the Battle of Siffin in 657 AD which took place on the banks of the Euphrates river, in what is now Ar-Raqqah, Syria. Today we see how the conflict is again spreading from Syria to the rest of the Middle East in places like Tripoli in Libanon, Falludscha in Iraq and Sad’ah in Yemen. But how did it come to this?
This thesis develops a conceptual framework for a better understanding of the impact of slow-onset climate and environmental changes on human migration in developing countries. Its regional focus is on the West African Sahel, where the majority of the population depends on agriculture and thus is highly vulnerable to environmental changes. Migration from fragile environments is predominantly considered one of several household strategies to adapt to and minimise the risk of environmental stress. Based on qualitative and quantitative data from two selected rural study areas, Bandiagara in Mali and Linguère in Senegal, this thesis analyses the drivers of migration from the two areas.
The findings illustrate that, even though people highly depend on the natural environment, migration motives are manifold and that migration often is not a household strategy to cope with environmental changes. Although environmental conditions shape migration in the region and the migrants’ support is crucial for most households, environmental stress plays a relatively small role as a driver of migration - at least in Mali, where it is considerably less important than in Senegal. On the contrary, migration is often driven by better opportunities elsewhere rather than by livelihood stressors in the home area. Particularly the migration of young people is often an individual rather than a household decision and influenced by individual aspirations, such as aspirations for consumer goods or a better future, rather than by environmental stress.
This thesis claims that research should consider people’s capabilities to migrate or to stay as well as their individual aspirations and preferences - in addition to the household’s needs and the opportunities elsewhere. This is important in order to explain why some people stay in and others migrate from an area affected by environmental stress, though living under similar conditions. Depending on people’s capabilities to choose freely between staying and migrating and their preferences and aspirations for one or the other activity, people can either be “voluntary migrants”, “voluntary non-migrants”, “forced migrants” or “trapped people”.
Moreover, it is important to consider social trends and transformation processes in the analysis of the linkages between environment change and migration. Higher education levels and aspirations to a “modern” lifestyle among young people, for instance, might decrease the impact of environmental factors on migration, despite worsening environmental conditions.

Just a few days ago during a parliamentary session, a Kurdish deputy was violently attacked and injured by members of the governing Justice and Development Party (AKP). As if to support Charles Tilly’s statement that ‘political violence occurs when actors have few opportunities, yet enough resources to mobilize for violence’1, many groups in Turkey are currently involved in a battle against Kurdish, Alevi or left Turkish citizens. The Turkish President Recep Tayyip Erdoğan in a political stalemate, uses military and police, but also the Nationalist Movement Party’s (MHP) youth organization Grey Wolves as well as Islamist militias like Esedullah Timleri (Arabic for: Lions of Allah) have increasingly resorted to violence as tool of action.
Political violence has been a central characteristic of the Turkish far right, which largely resembles street-based mobilization in Western Europe. Despite the common ultra-nationalist ideology, the Gülen Movement (GM) stands out. AKP’s former “soft-power instrument” now appears to be the only reasonable and non-violent player among all of these self-named animal groups. Since the power struggle escalated between Erdoğan and Fethullah Gülen in 2013, the GM has been seen as a victim of Erdoğan’s repressive measures, instead of making itself conspicuous by using violence. How can we explain this exception?
The Spanish reproductive bioeconomy has bloomed in the last few decades. There are now over three hundred fertility clinics in Spain, which has become one of the main destinations for what is often called “reproductive tourism” in the European context. The phenomenon of assisted reproduction has been extensively studied within English-speaking countries of the global North, but not so much in the cluster of Spanish-speaking countries, with a few interesting exceptions. Following the invitation to collaborate in this special issue around reproduction in Latin America and Spain, we offer an analysis of how Spanish oocyte provision and domestic work function as part of global care chains (GCC). We will compare the results of two major projects: one focusing on domestic work and the other on egg donation programs, both in Spain. We will introduce different perspectives around care and GCC, discussing how transference of oocytes can be viewed as a type of feminized labor involving affective-care work, clinical work, and biological work. The framework of GCC, a concept used to unpack unjust power relations embedded in transferences of care in current neoliberal and globalized socio-economic arrangements, can help to enable a conversation on how transferences of reproductive capacity might be reinforcing the stratification of reproduction.

Advances in information and communication technologies enable more decentralized and individualized mechanisms for coordination and for managing societal complexity. This has important consequences for the role of conditionality and the idea of individual responsibility in two seemingly unrelated policy areas. First, the changing information infrastructure enables an extension of conditionality in the area of welfare through greater activation, enhanced self-management, and a personalization of risks. Second, conditionality and personal responsibility also form an important ideational template and a legitimatory basis for facilitating value creation that is based on data as a raw material. This argument is illustrated looking at the trajectories of the digital strategies in the United Kingdom and Germany. In both cases, data protection is depicted as a question of individual responsibility and tied to certain forms of individual conduct.
Mit der von LORENZER begründeten Tiefenhermeneutik wird eine methodologisch und methodisch reflektierte Methode psychoanalytischer Forschung vorstellt, die im Rahmen der kritischen Sozialforschung der Frankfurter Schule entwickelt wurde. Die neue Art und Weise, wie ein Neonazi einen Besuch der Gedenkstätte Auschwitz dazu benutzt, um einen neuen Antisemitismus zu erzeugen, soll durch eine szenische Interpretation seiner medialen Auftritte als gut gelaunter Tourist, als zorniger Rechtsextremist, als sachlicher Experte und als trotziger Jugendlicher untersucht werden: Es wird zu zeigen sein, wie sich die Bedeutung dieser Rollenspiele in der Spannung zwischen einem manifesten und einem latenten Sinn entfaltet. Die Ergebnisse dieses Interpretationsprozesses bilden die Grundlage für die theoretische Klärung der Frage, welcher Sozialisationsmuster dieser "Yuppie-Nazi" sich bedient, um vor allem Jugendliche zu faszinieren. Depth hermeneutics—as developed by LORENZER within the framework of the Frankfort School's program of critical social research—represents a methodological and systematic approach to psychoanalytic research. The new ways and means by which a neo-Nazi utilises his visit to the Auschwitz Memorial to arouse further anti-Semitism are to be investigated by means of a scene-by-scene interpretation of his filmed appearances—first as a good-mooded tourist, then as a volatile right-wing extremist, as competent expert, and as rebellious adolescent. The aim is to demonstrate how the meaning of these role plays develops within the tension between a manifest and a latent significance. The results of this process of interpretations form the basis for clarifying the question: what patterns of socialisation are used by this "yuppie-neo-Nazi" to fascinate particularly adolescents?? In conclusion, the way in which through his post-modern film-production the producer turns Auschwitz into a test-ground where the neo-Nazi can do "a merry dance on the volcano", is analysed.

Current work on populism stresses its relationship to nationalism. However, populists increasingly make claims to represent ‘the people’ across beyond national borders. This advent of ‘transnational populism’ has implications for work on cosmopolitan democracy and global justice. In this paper, we advance and substantiate three claims. First, we stress populism’s performative and claimmaking nature. Second, we argue that transnational populism is both theoretically possible and empirically evident in the contemporary global political landscape. Finally, we link these points to debates on democracy beyond the state. We argue that, due to the a) performative nature of populism, b) complex interdependencies of peoples, and c) need for populists to gain and maintain support, individuals in one state will potentially have their preferences, interests, and wants altered by transnational populists’ representative claims. We unpack what is normatively problematic in terms of democratic legitimacy about this and discuss institutional and non-institutional remedies.

country’s domestically weak far right has managed to send its representatives to the European Parliament (EP). Prior to 2014, these MEPs remained largely isolated, retaining a non-affiliated status. Initially, Volen Siderov’s far right party Attack, the first of its kind in post-communist Bulgaria, won three seats in the legislative body in 2007. Formed in 2005, Attack quickly gained electoral support, conveying a strong xenophobic and anti-minority rhetoric combined with emphasis on Orthodox Christian values and opposition to globalization. No other Bulgarian party has previously sought to attract voters using such a strategy. Attack participated in the short-lived Identity, Tradition, Sovereignty group in the EP. Further efforts for constructing a lasting political grouping on the far right with the participation of Bulgarian parties remained futile, making their influence on debate-shaping and decision-making hardly possible. Winning a seat less in 2009, Attack remained outside of any recognized EP political group...
Entre os autores da Teoria Crítica frankfurtiana, talvez Adorno seja declaradamente o mais influenciado pela filosofia de Hegel. Coube ao mesmo preservar o sentido de dialética que, reconfigurada, aparece como método essencialmente crítico. Salientar o criticismo da dialética significa, aos olhos de Adorno, entendê-la como essencialmente negativa, algo previsto na sua formulação inicial no contexto do idealismo pós-kantiano. Entretanto, é possível observar tão claramente essa força crítica dentro do próprio Hegel? A resposta a tal questão surge na própria comparação entre os conceitos (Crítica, dialética, negatividade) conjugados pelos dois pensadores, algo que buscamos mostrar no presente artigo.
Der Einsatz militärischer Gewaltmittel, wie er derzeit von den USA und Frankreich in Syrien vorbereitet wird, benötigt stets eine besonders hohe Rechtfertigung. Washington, Paris und London bemühen vor allem zwei Gründe: Assad zu bestrafen und von weiteren Angriffen abzuschrecken sowie das Chemiewaffentabu im Völkerrecht aufrechtzuerhalten. Beiden mangelt es in eklatanter Weise an überzeugender Wirksamkeit und Legitimität. Auf diese Weise beschädigen Obama und Hollande die internationale Ordnung, die sie vorgeben zu verteidigen. Stattdessen sollten sie die gleiche Kraft in diplomatische Bemühungen für Frieden stecken.
The paper examines obligations towards bearers of the right to asylum in circumstances of partial compliance. Who should bear the burdens when a state responsible for assisting bearers of the right to asylum fails to comply with the requirements of justice and unjustly defaults on its responsibilities? Are the complying states obligated to ‘take up the slack’ and assist the bearers of the right to asylum, or are they obligated to bear only their ‘fair share’ of burdens in the global protection of the right to asylum? The paper argues that the complying states with the capacity to assist can have an obligation of justice to assist bearers of the right to asylum when other states unjustly default on their responsibilities.
Unter ausdrücklicher Berufung auf unterschiedlichste Bedrohungen "unserer" Inneren Sicherheit werden seit Jahrzehnten Gesetze verabschiedet und umgesetzt, der staatliche Repressionsapparat ausgebaut, aufgerüstet und diversifiziert. Innere Sicherheit ist hierbei ein Terminus, der begrifflich ein hinsichtlich Formen und Inhalten äußerst heterogenes Feld abdeckt. Hierzu zählen Vollzugspolizeien, Geheimdienste, Justiz, Ministerialverwaltungen, der Bereich Politik und Politiker, Gesetze, diverse Fachwissenschaften, kritische Intellektuelle, Medien (vgl. Cremer-Schäfer 1993, 17 f.) und allerlei Phänomene, die in den genannten Bereichen bzw. von den genannten Akteuren als Bedrohungen verhandelt werden (z. B. "gewöhnliche Kriminalität", "Chaoten", "islamische Fundamentalisten" etc.). Eine Aufzählung, die sich ohne weiteres noch fortsetzen ließe. Mögen die angenommenen Gefährdungen Innerer Sicherheit auch selten in Zweifel gezogen werden, die Politik Innerer Sicherheit ist gleichwohl umstritten. Die Auseinandersetzung darum ist mitnichten nur Gegenstand von Expertenstreits in den akademischen Nischen entsprechender Fakultäten, sondern wird in Parlamenten ebenso geführt wie in den Medien. Sie findet seit jeher ihren Weg bis ins Feuilleton. Unstrittig bleibt somit fürs erste bloß eines: Innere Sicherheit ist kein neues Thema. ...
У статті розглядаються соціокультурні контексти створення і рецепції теорії напівосвіти Т. Адорно на основі широкого застосування біографічного методу, що дозволило розкрити інтенціональність цієї теорії крізь призму спогадів учнів і колег. Запропоновано аргументативне підкріплення тези Ю. Габермаса про внутрішню роздвоєність теоретизування Адорно. Аналізуються інтерпретаційні схеми поняття Bildung (освіта, культура, формування) у німецькому ідеалізмі, де домінує семантика формування, а патології цього процесу відповідно концептуалізуються як деформації та розпад форм у різноманітніх маніфестаціях напівосвіти. Теорія напівосвіти є передусім діагностикою стану сучасних розвинутих суспільств, де засобами масової культури постійно продукуються такі патології, як відчуження і стани масового психозу. Цьому сприяє також тенденція рефеодалізації, яка, в свою чергу, виступає також симптоматикою духовної кризи постсучасності. Одним з проявів цієї кризи є радикальний антипод освіти - антиосвіта, яка є наслідком відмови сучасних навчальних і виховних практик від гуманістичної ідеї освіти. Для виходу із стану кризи критичної рефлексії потребують не тільки напівосвіта і антиосвіта, а й сама ідея освіти.
"A manager in the minds of doctors" : a comparison of new modes of control in European hospitals

Background: Hospital governance increasingly combines management and professional self-governance. This article maps the new emergent modes of control in a comparative perspective and aims to better understand the relationship between medicine and management as hybrid and context-dependent. Theoretically, we critically review approaches into the managerialism-professionalism relationship; methodologically, we expand cross-country comparison towards the meso-level of organisations; and empirically, the focus is on processes and actors in a range of European hospitals.
Methods: The research is explorative and was carried out as part of the FP7 COST action IS0903 Medicine and Management, Working Group 2. Comprising seven European countries, the focus is on doctors and public hospitals. We use a comparative case study design that primarily draws on expert information and document analysis as well as other secondary sources.
Results: The findings reveal that managerial control is not simply an external force but increasingly integrated in medical professionalism. These processes of change are relevant in all countries but shaped by organisational settings, and therefore create different patterns of control: (1) ‘integrated’ control with high levels of coordination and coherent patterns for cost and quality controls; (2) ‘partly integrated’ control with diversity of coordination on hospital and department level and between cost and quality controls; and (3) ‘fragmented’ control with limited coordination and gaps between quality control more strongly dominated by medicine, and cost control by management.
Conclusions: Our comparison highlights how organisations matter and brings the crucial relevance of ‘coordination’ of medicine and management across the levels (hospital/department) and the substance (cost/quality-safety) of control into perspective. Consequently, coordination may serve as a taxonomy of emergent modes of control, thus bringing new directions for cost-efficient and quality-effective hospital governance into perspective.
Research around the “glass escalator” demonstrates that men receive promotions faster than women in women-dominated occupations. However, it remains unclear how overall establishment composition affects the glass escalator. We use German longitudinal linked employer-employee data (LIAB) between 2012 and 2019 to examine how occupational and establishment gender composition shape gender differences in promotions to management. Establishment gender composition moderates the glass escalator, meaning women's mobility disadvantages in women-dominated jobs are most pronounced in men-dominated establishments. We hypothesize that changing occupational status is a central mechanism: When occupations mirror the composition of the establishment, their status increases locally. Higher occupational status offsets lower leadership expectations attributed to women and increases women's promotion odds relative to their male colleagues.
Seitdem im Juli die Schiedsentscheidung über die Territorialkonflikte im südchinesischen Meer gefällt wurde, wird in Zeitungen und Blogs intensiv darüber diskutiert, wie diese Entscheidung einzuordnen ist und welche Folgen sich daraus ergeben. Das Schiedsgericht hat nicht über Fragen der Souveränität selbst entschieden, sondern über die rechtlichen Grundlagen, aus denen Souveränitätsansprüche abgeleitet werden können. In diesem Zusammenhang hatte das Gericht die interessante Frage zu klären, inwieweit die durch China angeführten „historischen Rechte“ geeignet sind, einen Gebietsanspruch zu begründen. Klar ist, dass der Schiedsspruch nicht geeignet ist, den Konflikt zu beenden. China hat von Beginn an deutlich gemacht, dass es das Verfahren weder anerkennen noch sich daran beteiligen würde und hat daher schließlich auch die Entscheidung als rechtwidrig abgelehnt. Die Funktion des Verfahrens ist daher auch weniger die Konfliktlösung, die es nicht leisten kann, als vielmehr das Herausarbeiten einer rechtlich gerechtfertigten Position....
Internationale Gerichte sollen Konflikte zwischen Staaten befrieden. Dass es dabei nicht immer nur um das Völkerrecht geht, zeigt der Streit zwischen den USA und dem Iran. Jürgen Osterhammel verwendete den Begriff des Sendungsbewusstseins, um den Kern der Zivilisierungsmissionen in dieser Zeit zu beschreiben. The study of civilization is one of the core subjects of international legal history. This is no recent development. Jörg Fisch published his seminal work "Die Europäische Expansion und das Völkerrecht" in 1984, the same year in which Gerrit W. Gong presented his renowned "Standard of Civilization". Today, the more recent works by Martti Koskenniemi and Antony Anghie probably represent the most influential research in this field. What all these path breaking works have in common is that they discuss concepts of civilization in international law especially with regard to its function as providing justification narratives for the European/non-European unequal relations, in particular in the 19th century. ...
The relationship between past and present has been the subject of controversial debates in historical research time and again. In 2013, to give a prominent example, Philip Alston in a review essay discussed the issue of "Does the past matter?" with regard to a debate on the origins of human rights. The debate was dedicated to the controversial question of "[h]ow far back can we trace the genealogy of today’s international human rights system". In this review, I would like to rephrase this question to ask instead to what degree the present matters for historical writing. Other than in the work of Alston, this is not meant as a question on the contingency and path-dependence of history, but rather as a reflection on how historians describe and evaluate the past and what role knowledge of the present may have in this context. ...

In China war das europäische Völkerrecht bis zur Mitte des 19. Jahrhunderts weitgehend unbekannt. Abgesehen von einzelnen Verträgen aus dem 17. und 18. Jahrhundert gab es weder Vertragspraxis noch Völkerrechtswissenschaft. Dies änderte sich erst durch Chinas Kriege mit westlichen Mächten. Die »Barbaren« nutzten ihre militärische Überlegenheit gegenüber China, um durch erzwungene völkerrechtliche Friedensverträge Handelsinteressen zu verwirklichen und halbkoloniale Strukturen zu etablieren. Diese Friedensübereinkommen wurden und werden, als "ungleiche Verträge" überschrieben, vielfach in der wissenschaftlichen Literatur besprochen. ...
Am 12. Juli wurde vom Internationalen Schiedshof das Urteil im Streit zwischen den Philippinen und der VR China verkündet. Der Schiedshof erklärte, dass große Teile der chinesischen Ansprüche im Südchinesischen Meer null und nichtig sind, da sie einer rechtlichen Grundlage entbehren. Dies betrifft zunächst die auf der sog. nine-dash line basierenden Ansprüche. Dabei handelt es sich um eine aus den 1940er Jahren stammende Karte mit neun unterbrochenen Strichen, mittels derer China seit Jahrzehnten die äußeren Grenzen seiner nicht näher bestimmten historischen Rechte auf große Teile des Südchinesischen Meeres begründet. Gefallen sind auch die Ansprüche auf eine bis zu 200 Seemeilen umfassende ausschließliche Wirtschaftszone (Exclusive Economic Zone; EEZ) in den Spratly-Inseln und rund um Scarborough Shoal im Norden des südchinesischen Meeres, weil diesen vom Gericht der Inselstatus abgesprochen wurde. Der Verlust dieser Rechte wiederum hat zur Folge, dass die chinesische Besetzung mehrerer Riffe und Atolle als illegal eingestuft wird, weil sie innerhalb der ausschließlichen Wirtschaftszone EEZ der Philippinen liegen....
