Über Scheinriesen: Was TARGET-Salden tatsächlich bedeuten : eine finanzökonomische Überprüfung

Der TARGET-Saldo der Bundesbank beläuft sich gegenwärtig auf knapp 1 Billion Euro. Kritikern zufolge birgt dieser Umstand hohe Lasten und Risiken für den deutschen Steuerzahler und zeigt, dass Deutschland zu einem „Selbstbedienungsladen“ im Eurosystem geworden sei. Vor diesem Hintergrund erörtert das Papier im Detail, wie TARGET-Salden überhaupt entstehen und was sie finanzökonomisch bedeuten. Die wirtschaftspolitische Analyse kommt zu dem Schluss, dass - anders als von den Kritikern behauptet- unter den Bedingungen einer Währungsunion im Normalbetrieb - TARGET-Salden lediglich Verrechnungssalden ohne weitere Implikationen sind, die aber nützliche Informationen über ökonomisch tieferliegende, regionale Verschiebungen geben können. Unter dem Extremszenario eines Zerfalls der Währungsunion können TARGET-Salden zwar als offene Positionen interpretiert werden, deren spätere Erfüllung würde aber ähnlich dem Brexit von komplizierten politischen Verhandlungen abhängen, sodass über die Werthaltigkeit allenfalls spekuliert werden kann. Sollte man das Extremszenario für bedeutend halten, und politisches Handeln fordern, erscheinen zwei Lösungen sinnvoll. Beide Vorschläge führen zu einer institutionellen Stärkung der Eurozone: i) die Einführung einer Tilgungspraxis, wie sie im US-amerikanischen Fedwire-System angewandt wird. Dabei handelt es sich um eine rein fiktive Tilgung in Form einer Umbuchung auf einem gemeinsamen (Offenmarkt-)Konto bei der EZB; ii) die Bündelung aller monetären Aktivitäten bei der EZB, sodass eine regionale Abgrenzung von Zahlungsvorgängen entfällt (und damit die TARGET-Salden verschwinden), weil alle Banken in direkter Beziehung zu ein und derselben Zentralbank stehen und der Zahlungsverkehr direkt zwischen den beteiligten Banken stattfindet.
Mobilität ist eine wesentliche Voraussetzung für soziale Teilhabe. Jedoch ist Mobilität mit Kosten verbunden, sodass die soziale Teilhabe bei geringen finanziellen Mitteln gefährdet sein kann. Das Projekt Social2Mobility begegnet dieser Problematik, indem es das Ziel verfolgt, die soziale Teilhabe von Menschen, die von finanzieller Armut betroffen oder bedroht sind, durch Stärkung ihrer Mobilität zu steigern. Um dieses Ziel zu erreichen, soll im Rahmen des Projektes in der Region Hannover ein Reallabor eingerichtet werden. Das Arbeitspapier begleitet dessen Konzeption und geht der Frage nach, inwiefern in der Region Hannover ein Reallabor zum Thema mobilitätsbezogene soziale Exklusion eingerichtet werden kann. So werden in diesem Arbeitspapier die konzeptionellen Überlegungen zur räumlichen Verortung, zur Zielgruppenauswahl und zu möglichen Themen für das Reallabor dargestellt. Zudem werden die Spezifizierung auf die Zielgruppen Haushalte mit Kindern und ältere Menschen (ab 60 Jahren) sowie die Auswahl der Kommune Ronnenberg als Verortung für das Reallabor begründet.
Das Bundesverfassungsgericht ist für seine Entscheidungen, die sich in besonderer Weise auf das Demokratieprinzip des Grundgesetzes (Art. 20 Abs. 2 GG) stützen, viel kritisiert worden. Der Beitrag analysiert insbesondere die Entscheidungen zum Ausländerwahlrecht und zur Europäischen Integration im Hinblick darauf, ob sich neben dem vielfach kritisierten Demokratieverständnis, das ein monistisch verstandenes (deutsches) Volk zum Ausgangspunkt nimmt, auch offenere Demokratiemodelle zumindest zwischen den Zeilen dieser Entscheidungen entdeckt werden können. Das Ergebnis fällt allerdings ernüchternd aus. Jede Öffnung, die Alternativen neben dem monistischen Modell der Volkssouveränität andeutet, wird in den folgenden Sätzen dieser Entscheidungen sogleich wieder zurückgenommen.
Gegen den Landeshaushalt 2022 des Freistaats Thüringen bestehen nach Einschätzung von Helmut Siekmann erhebliche verfassungsrechtliche Bedenken. In einem Gutachten kommt Siekmann zu dem Schluss, dass sich die festgestellten globalen Minderausgaben im Vergleich zum gesamten Haushaltsvolumen nicht rechtfertigen lassen. Der verfassungsrechtlich gebotene Haushaltsausgleich sei nur dadurch erzielt worden, dass die eigentlich gebotenen Einzelkürzungen nicht vom Parlament entschieden, sondern der Exekutive überlassen worden seien. Durch Globale Minderausgaben soll der Ausgleich von Einnahmen und Ausgaben erreicht werden, ohne dafür erforderliche und politisch oft schwer durchsetzbare Kürzungen bei Einzeltiteln vornehmen zu müssen.
In Thüringen fehlen der Minderheitskoalition aus Linke, SPD und Grünen im Parlament vier Stimmen für eine eigene Mehrheit. Sie muss damit bei allen Entscheidungen eine Unterstützung der oppositionellen CDU aushandeln. Siekmann weist in seinem Gutachten darauf hin, dass die Veranschlagung von globalen Minderausgaben gleich welcher Art in keinem Fall die Exekutive ermächtigt, bestehende Verpflichtungen nicht zu erfüllen.
Zur Reform der Einlagensicherung: Elemente einer anreizkompatiblen Europäischen Rückversicherung

Bankeinlagen bis 100.000 Euro sind de jure überall im Euroraum gleichermaßen vor Verlusten geschützt. De facto hängt der Wert dieser gesetzlichen Haftungszusage unter anderem von der Ausstattung des nationalen Sicherungsfonds und der relativen Größe des Bankensektors in einer Volkswirtschaft ab. Um die Homogenität des Einlagenschutzes zu gewährleisten und die Bankenunion zu vollenden, bedarf es einer einheitlichen europäischen Einlagensicherung. Die bestehende implizite Risikoteilung im Euroraum ist ordnungspolitisch nicht wünschenswert. Ferner kann eine explizite und glaubwürdige Zweitsicherung Fehlanreize zur Übernahme exzessiver Risiken verhindern, bevor es zum Schadensfall kommt. Daher plädiert dieser Beitrag für ein zweistufiges, streng subsidiär organisiertes Rückversicherungsmodell: Nationale Erstversicherungen würden einen festgeschriebenen Teil, die europäische Rückversicherung nachrangig den Rest der Deckungssumme besichern. Die Rückversicherung gewährt diese Liquiditätshilfen in Form von Kassenkrediten. Weil die Haftung auf nationaler Ebene verbleibt, werden Risiken geteilt aber nicht vergemeinschaftet. Marktgerechte Prämien müssen nicht nur das individuelle Risikogewicht einer Bank sondern auch länderspezifische Risikofaktoren berücksichtigen. Zuletzt braucht der Rückversicherer umfangreiche Aufsichtsrechte, um die Zahlungsfähigkeit der Erstversicherer mit Hinblick auf die nationalen Haftungspflichten jederzeit sicherzustellen.

Die Stellungnahme befasst sich mit einem wichtigen Aspekt der Offenlegung der Bezüge von Entscheidungsträgern im Bankensektor. Komplementär zu der Diskussion um die Veröffentlichung der Vergütung von Vorstandsmitgliedern börsennotierter Unternehmen ist auch auf Landeseben versucht worden, die Transparenz der Vergütung von Führungskräften kommunaler oder landeseigener Unternehmen zu erhöhen. Namentlich sind die Träger der Sparkassen durch den neuen § 19 Abs. 6 des Sparkassengesetzes von Nordrhein-Westfalen verpflichtet worden, darauf „hinzuwirken“, dass die „gewährten Bezüge jedes einzelnen Mitglieds des Vorstands, des Verwaltungsrates und ähnlicher Gremien unter Namensnennung“ veröffentlich werden. Diese Vorschrift ist jedoch weitgehend wirkungslos geblieben; nicht zuletzt weil das OLG Köln in einer einstweiligen Verfügung die Vorschrift mangels Gesetzgebungskompetenz des Landes als nichtig behandelt hat. In dieser Situation ist am 8. August 2013 der Vorschlag eines Gesetzes „zur Offenlegung der Bezüge von Sparkassenführungskräften im Internet“ durch die Fraktion der Piraten im Landtag Nordrhein-Westfalen eingebracht worden. Der Entwurf ist Gegenstand der Stellungnahme, die Helmut Siekmann für den Haushalts- und Finanzausschuss des Landtags Nordrhein-Westfalen erstellt hat. Sie stellt maßgebend darauf ab, dass die Sparkassen als Anstalten des öffentlichen Rechts einen öffentlichen Auftrag zu erfüllen haben und den Grundsätzen des Verwaltungsorganisationsrechts unterliegen. Als Teil der (leistenden) Verwaltung müssen sie Transparenz- und Kontrollansprüchen der Bürger und ihren Repräsentanten in den Parlamenten genügen.
Die "Digitalisierung" ist ein gesamtgesellschaftlicher und globaler Trend, der nahezu alle Bereiche der Lebens- und Arbeitswelt durchzieht und insofern auch das Studieren an (allen) Hochschulen betrifft. Das Schlagwort "Digitalisierung" verweist auch auf alle Varianten der Nutzung von digitalen Technologien im Bereich Studium und Lehre. Lange Zeit stand vor allem das E-Learning im Vordergrund der Diskussion und damit die Nutzung von digitalen Technologien im engeren Lehr-Lernkontext zur Unterstützung der Interaktion von Lehrenden und Studierenden. Heute werden an den Hochschulen zunehmend die weiteren Möglichkeiten der digitalen Technik für Studium und Lehre erkannt und immer mehr in der Praxis an Hochschulen genutzt: Von der Werbung um Studierende bis hin zur Ansprache von Alumni können sie die Qualität, die Leistungsfähigkeit, die Öffnung, Vermarktung und Internationalisierung der Hochschullehre unterstützen (Kerres 2013, Bischof und von Stuckrad 2013); und einige Hochschulen nutzen die Digitalisierung von Lehre und Studium zur Profilbildung und zur besseren Positionierung im nationalen und internationalen Wettbewerb zwischen Hochschulen. ...
Der vorliegende Beitrag beschäftigt sich mit Problemen der Messung individueller Wohlfahrt und ihrer Verteilung. Dabei wird versucht, eine Brücke zwischen ökonomischen und soziologischen Ansätzen zu schlagen. In einern ersten Teil werden Probleme der Nutzenmessung diskutiert. Für die Nutzenmessung gibt es weder einen natürlichen Nullpunkt noch eine natürliche Maßeinheit, so daß es deren Bestimmung durch Konventionen bedarf. Selbst die dabei einzubeziehende Palette objektiver und subjektiver Wohlfahrtskomponenten ist nicht vorgegeben. Ausgehend von dem soziologischen Ansatz, sowohl "welfare" als auch "happiness" zu berücksichtigen, wird ein differenziertes Schema wohlfahrtsrelevanter Bedürfnisse erarbeitet, deren Messung teilweise "objektiv unter Annahmen" - dies betrifft alle Besitzbedürfnisse -, überwiegend aber "subjektiv durch Einschätzung" möglich ist (Zugehörigkeitsbedürfnisse, Bedürfnisse nach Selbstverwirklichung, gesellschaftsbezogene Bedürfnisse). Die Bedingtheit empirischer Wohlfahrtsanalysen wird offensichtlich, da die unvermeidlichen normativen Hypothesen einer wissenschaftlichen Beweisführung nicht zugänglich sind. Dies gilt auch, wenn man sich auf die in Geldeinheiten direkt bewertbaren Bedürfnisbefriedigungsmittel beschränkt; denn die daraus resultierende Wohlfahrt hängt von den individuellen Nutzenfunktionen ab. Hinzu kommen Probleme bei der Zusammenfassung von Einkommens-, Vermögens- und Absicherungsindikatoren zu einem individuellen Gesamtwohlfahrtsmaß, um einem eindimensionale Wohlfahrtsverteilung unter allen Gesellschaftsmitgliedern ermitteln zu können. Schließlich bedarf es auch bei der Zurechnung der in einern Haushalt vorhandenen Bedürfnisbefriedigungsmittel auf die einzelnen Haushaltsmitglieder normativer Setzungen, die sich in verschiedenen Äquivalenzskaien niederschlagen. In einem zweiten Teil werden - nach der grundsätzlichen Erörterung von Schwierigkeiten bei der Operationalisierung und Messung von Nutzen - einige Ungleichheitsmaße dargestellt und hinsichtlich ihrer normativen Implikationen diskutiert. Alle Verteilungsindikatoren basieren auf der Philosophie des individualistischen Utilitarismus und gehen von Gleichverteilung als Referenzpunkt aus. Die Frage nach dem Einfluß der Wohlfahrt anderer Gesellschaftsmitglieder auf den individuellen Nutzen bleibt also ebenso ausgeklammert wie die nach einem gerechten Maß an Ungleichheit als Vergleichspunkt zur gegebenen Ungleichheit. Abschließend wird die Entwicklung einiger Verteilungsindikatoren in der Bundesrepublik Deutschland von 1962/63 bis 1988 dargestellt. Dabei zeigt sich eine weitgehende Stabilität der Verteilung der Nettoäquivalenzeinkommen, die allerdings nicht mit der Verteilung individueller Wohlfahrt gleichzusetzen ist.
Das vorliegende Diskussionspapier ist die erweiterte and aktualisierte Fassung des Kapitels „Neoliberalismus und Arzt-Patient-Beziehung“ meines Buches „Zur sozialen Anatomie des Gesundheitswesens. Neoliberalismus und Gesundheitspolitik in Deutschland“ (Frankfurt 2005). Es geht dabei um die Ökonomisierung bzw. Kommerzialisierung eines sozialen Bereiches, der davor lange Zeit verschont wurde. Der Einfluss von Markt und Wettbewerb auf die Arzt-Patient- Beziehung werden beschrieben und analysiert sowie auf daraus folgende wichtige Veränderungen hingewiesen. Dabei zeigt sich, dass der Patient zunehmend zum Kunden wird und der Arzt immer intensiver unternehmerisch zu denken hat. Der Ermessensspielraum für ärztliche Entscheidungen, von Indikationsstellungen und therapeutischen Interventionen, werden davon nicht unerheblich berührt. Daraus ergeben sich ethische Aspekte, die schon vor einigen Jahrzehnten von der „kritischen Medizin“ beklagt wurden. Gesundheit wird hier als Menschenrecht gesehen. Als Gegenmodell zur um sich greifenden Kommerzialisierung gelten neue Formen der Versorgung, die auf der Basis von Solidarität beruhen.
