Threat perceptions is a popular topic among scholars of international relations, yet the focus is oftentimes how two states perceive and misperceive threats (Robert Jervis, David Singer among others). Threats are generally understood as potential harm directed against the territorial integrity or the political regime of the states in question or both. Wandering on the borders of the mainstream realist theory and the rational choice theory – popular since when behavioralism entered into IR literature in the 1960s – and the constructivism of the reflectivist era (Wendt), the topic has been made a subject of study through such several different conceptual lenses but mostly on an international/state level of analysis a la Waltz...
The paper will outline a research project – its goals and methods – that focuses on what 1) makes humans flee from their home, land and country, at the risk of losing their lives, 2) seek refuge in another place, 3) what individual assessments they made before, during and after flight, and 4) how they assess the question of return to their countries/places of origin when the original causes of their flight – e.g. civil unrest, civil strife or civil war – are not any more directly present in the country or place from which they fled...

How do coalition governments affect the risk of civil war onset in ethnically divided societies? Existing research argues that power-sharing coalitions decrease the risk of civil war because they redress grievances. Building on a formal model of coalition formation, we predict that ethnic elites are most likely to form oversized rather than minimum-winning coalitions in anticipation of future challenges to the regime. This year’s conference of the AFK (German Association for Peace and Conflict Studies) and the European Peace Research Association (EuPRA) is on "Peace and Conflict Studies from the Margins to the Centre; Rethinking Europe in an Unequal World" (16 – 18 March 2017 in Schwerte (nearby Dortmund), Germany).
The virtual realm of the internet is often seen as an egalitarian world where differences such as those between young and established researchers do not seem so significant. While we do not fully agree with this thesis, we want to use this blog to make a model attempt at providing a platform in which those participating in the conference and others can enter discussion with young students, established researchers, and peace activists.
To make this possible, we started a project in cooperation with the Bretterblog – a young team of researchers who established this blog some years ago. Here we will discuss the topics of the conference and will inform a broader audience about the newest results in peace and conflict research from different countries.
Die erste Phase des im Dezember 2016 in Kraft getretenen Friedensabkommens zwischen der kolumbianischen Regierung und den FARC-Rebellen ist mit der Ankunft von ca. 6300 Kämpfern in den vereinbarten 26 Konzentrationszonen abgeschlossen. Dort wird nun der Prozess der Entwaffnung beginnen und die Vorbereitung auf die Eingliederung in das zivile Leben, ein Schritt, der der kolumbianischen Gesellschaft noch große Opfer abverlangen wird – sei es bezogen auf die Prozesse der justiziellen Aufarbeitung der Vergangenheit, sei es hinsichtlich der notwendigen Versöhnungsprozesse oder sei es bei der Suche nach neuen Formen des friedlichen Zusammenlebens. Sich in das zivile Leben einzufinden, dürfte insbesondere den ca. 7000 geschätzten Kindersoldaten Kolumbiens schwer fallen, die teilweise bereits im Alter von 12 Jahren von den illegalen bewaffneten Akteuren des Landes an Waffen ausgebildet wurden und ihre Kindheit bzw. Jugend in Guerilla-Verbänden verbracht haben. Die umfassende Betreuung der Kindersoldaten ist einer der zentralen Indikatoren für einen erfolgreichen Verlauf des Friedensprozesses in Kolumbien, wenn der Teufelskreis aus Gewalt, Vertreibung und Rekrutierung Minderjähriger durchbrochen werden soll. Sonst droht eine Verlängerung von Gewaltbiographien, die die Geschichte des Landes bereits in der Vergangenheit maßgeblich geprägt haben.
Am Donnerstag, dem 26.01.17, beschloss der Deutsche Bundestag, wie schon im letzten Jahr, eine Ausweitung des Bundeswehreinsatzes im Rahmen der UN-Mission MINUSMA in Mali. Die maximale Anzahl der in und um Gao im Norden Malis eingesetzten Soldatinnen und Soldaten wird von bisher 650 auf 1000 erhöht, da Deutschland zukünftig auch die Bereitstellung von Kampf- und Rettungshubschraubern für MINUSMA übernimmt. Damit wird der Einsatz in Mali zum Größten der Bundeswehr. Der Befehlshaber des Einsatzführungskommandos hat das Gefährdungspotenzial schon im vergangenen Jahr mit der ISAF-Mission in Afghanistan verglichen und in keinem anderen UN-Einsatz sind im letzten Jahr mehr Soldaten getötet worden.
Die Entsendung weiterer Soldatinnen und Soldaten vom Deutschen Bundestag in einen Einsatz, in dem sie erheblichen Gefahren für Leib und Leben ausgesetzt sind, erfordert eine umfangreiche Begründung durch die politisch Verantwortlichen und eine kritische Würdigung durch die Zivilgesellschaft.
Ist es zum Lachen oder zum Weinen? Diese Frage stellt sich immer wieder bei der Beobachtung der Worte und Taten des neuen US-Präsidenten – zum Beispiel anläßlich seines ersten Fernsehinterviews mit dem Journalisten David Muir (ABC America, 27.1.2017). Trump benahm sich wie ein rechthaberisches, selbstbezogenes, liebesbedürftiges Kind. Er beharrte auf seiner Version der Amtseinführung, nach der noch nie so viele Menschen wie diesmal an der Zeremonie teilgenommen hätten. Er sprach nicht nur davon, er verwies auch auf Fotos, die er an Wänden im Weißen Haus hat aufhängen lassen. Trump wiederholte außerdem seine Behauptung, dass es viele illegale Stimmen gegeben hätte, und alle für Hillary Clinton. Natürlich würde man auch den einen oder anderen finden, der illegal für ihn abgestimmt habe. Diese Person würde man dann, sagte Trump, als Gegenbeweis vor die Kameras zerren. Aber die Wahrheit sei, dass Millionen von illegalen Stimmen fast ausnahmslos für Clinton abgegeben worden seien...
Two decades after the predicted “end of ideology”, we are observing a re-emphasis on party ideology under Hu Jintao. The paper looks into the reasons for and the factors shaping the re-formulation of the Chinese Communist Party’s (CCP) ideology since 2002 and assesses the progress and limits of this process. Based on the analysis of recent elite debates, it is argued that the remaking of ideology has been the consequence of perceived challenges to the legitimacy of CCP rule. Contrary to many Western commentators, who see China’s successful economic performance as the most important if not the only source of regime legitimacy, Chinese party theorists and scholars have come to regard Deng Xiaoping’s formula of performance-based legitimacy as increasingly precarious. In order to tackle the perceived “performance dilemma” of party rule, the adaptation and innovation of party ideology is regarded as a crucial measure to relegitimize CCP rule.
For more than two decades, the National Planning Office for Philosophy and Social Sciences (NPOPSS) has been managing official funding of social science research in China under the orbit of the Communist Party of China’s (CPC) propaganda system. By focusing on “Major Projects”, the most prestigious and well-funded program initiated by the NPOPSS in 2004, this contribution outlines the political and institutional ramifications of this line of official funding and attempts to identify larger shifts during the past decade in the “ideologics” of official social science research funding – the changing ideological circumscriptions of research agendas in the more narrow sense of echoing party theory and rhetoric and – in the broader sense – of adapting to an increasingly dominant official discourse of cultural and national self-assertion. To conclude, this article offers reflections on the potential repercussions of these shifts for international academic collaboration.
In my paper I take issue with proponents of ‘intersectionality’ which believe that a theoretical concept cannot/should not be detached from its original context of invention. Instead, I argue that the traveling of theory in a global context automatically involves appropriations, amendment and changes in response to the original meaning. However, I reject the idea that ‘intersectionality’ can be used as a freefloating signifier; on the contrary, it has to be embedded in the respective (historical, social, cultural) context in which it is used. I will start by mapping some of the current debates engaging with the pros and cons of the global implementation of the concept (the controversy about master categories, the dispute about the centrality of ‘race’, and the argument about the amendment of categories). I will then turn to my own use of ‘intersectionality’ as a methodological tool (elaborated in Lutz and Davis 2005). Here, we shifted attention from how structures of racism, class discrimination and sexism determine individuals’ identities and practices to how individuals ongoingly and flexibly negotiate their multiple and converging identities in the context of everyday life. Introducing the term doing intersectionality we explored how individuals creatively and often in surprising ways draw upon various aspects of their multiple identities as a resource to gain control over their lives.
In my paper I will show how ‘gender’ or ‘ethnicity’ are invariably linked to structures of domination, but can also mobilize or deconstruct disempowering discourses, even undermine and transform oppressive practices.
Obstetrical care as a matter of time: ultrasound screening in anticipatory regimes of pregnancy

This article explores the ways in which ultrasound screening influences the temporal dimensions of prevention in the obstetrical management of pregnancy. Drawing on praxeographic perspectives and empirically based on participant observation of ultrasound examinations in obstetricians’ offices, it asks how ultrasound scanning facilitates anticipatory modes of pregnancy management, and investigates the entanglement of different notions of time and temporality in the highly risk-oriented modes of prenatal care in Germany. Arguing that the paradoxical temporality of prevention – acting now in the name of the future – is intensified by ultrasound screening, I show how the attribution of risk regarding foetal growth in prenatal check-ups is based on the fragmentation of procreative time and ask how time standards come into play, how pregnancy is located in calendrical time, and how notions of foetal time and the everyday life times of pregnant women clash during negotiations between obstetricians and pregnant women about the determination of the due date. By analysing temporality as a practical accomplishment via technological devices such as ultrasound, the paper contributes to debates in feminist STS studies on the role of time in reproduction technologies and the management of pregnancy and birth in contemporary societies.
In diesem Arbeitspapier1 soll die statistische Erfassungstechnologie – im Foucaultschen Sinne einer gouvernementalen Technologie – in zwei ihrer zentralen Bestandteile, die Teilpraxen Zählen und Ordnen zerlegt werden, die gerade in ihrer Kombination einen Reifizierungseffekt von statistischem Wissen bewirken, der, wie hier gezeigt werden soll, wenn es um die Produktion von Wissen über „Rasse“/Ethnizität geht, als solcher gleichzeitig ein rassistischer Effekt ist. Die Macht der Zahlen einerseits und die zumeist stillschweigend im Hintergrund erfolgende taxonomische Arbeit andererseits wirken dabei als Teilpraxen der statistischen Erfassungstechnologie zusammen und bewirken gemeinsam deren Blackboxing-Effekt. Im ersten Abschnitt über das Zählen soll der Unterschied zwischen Zahlen und Worten aufgespürt werden, und damit der Unterschied zwischen Zahlenwissen und anderen Formen des Wissens. Im zweiten Abschnitt über das Ordnen wird ausführlicher die taxonomische Arbeit im Zusammenhang von Regierungswissen einschließlich ihrer Subjektivierungseffekte betrachtet und im Fortgang zunehmend auf die Anlage von Taxonomien der „Rasse“/Ethnizität für amtliche Statistiken fokussiert.
Die folgenden konzeptuellen Überlegungen dienen im Rahmen meiner Studie über das Dilemma der Erhebung von Ethnizitätsdaten zur Diskriminierungsmessung dazu, statistische Taxonomien als Instrument des Regierens und der Wissensproduktion in einer machtanalytischen Perspektive zu fassen.
This contribution1 is framed within the field of cultural studies and migration and ethnic relations, trying to examine how the Italian American experience has been imaginatively (re)created and received. It will entail an interdisciplinary approach about the cultural and literary analysis of the Italian diaspora in the United States, from a gender perspective that recovers the voice and historical presence of women as has been transmitted in the arts and critical methods. Focusing on the media and literary representations that deal with Italian migration to the United States since the last decades of the 19th century, their welcome or later development until our days, I make particular reference to a community mainly conceived in the masculine, as major receptions and persistent stereotypes about family relations and ethnicity attest. I will analyse, at the same time, the existence of other works that either contest or balance that cultural and gender stereotyping of the Italian American experience or community.
This paper1 investigates changes in the domestic work sector when passing from the informal to the formal labor market. The issue is explored within the context of the housework voucher policy (titres-services), which allows households to officially purchase weekly housework services from an authorized agency, through vouchers. This contribution has therefore a twofold focus: observing changes in labor market dynamics and investigating workers’ perception of this change. In order to discuss these issues, I will firstly look at the step from informal to formal labor market through two aspects: ethnic niches and individual labor dynamics – two bedrocks of Brussels domestic work market. Then, I will analyze workers’ personal experiences when acquiring a declared job in the voucher system.
Analyzing objective and subjective changes, a entral question of this article is to which extent the switch to the housework voucher system can bring empowerment to domestic workers. The sector work quality, in objective and subjective terms, has improved mainly by the setting of rules and by allowing workers to enjoy labor rights and a work status. The formal market dynamics of the housework voucher system remain, however, profoundly ethicized and marked by women’s presence, as was/is the shadow market.
The article shows that workers’ understanding of the transition from an informal to a formal sector is largely a result of their previous experiences and social position, mainly regarding migration status. This change will be thus much more assertive for workers who had their migrant status regularization and work formalization processes concomitantly, demonstrating that the most empowering shift is the one of acquiring papers, and not of entering declared work.
In the ‘age of transnationalization’, spatial mobility is highly valued as a resource and accordingly ‘sedentariness’ is often symbolically devalued. Migration between Poland and Germany (mainly from Poland to Germany) has a century-long tradition. Not only has it yielded the emergence of a dense transnational social space, but is also considered as a re-enactor of cultural traits and symbolic meanings. Spatial mobility is tied to notions of social mobility and to projects of life-making. Since legal restrictions for Polish migrants seeking to work and settle in Germany have vanished, the quest for ‘normalcy’ has enhanced and pressures towards even more migration have increased. I argue that symbolic meanings of mobility are decisive for hierarchies in transnational social spaces. I have put main emphasize on families’ practices of caring for and caring about each other: the first being more a physical or material activity, while the latter is a more symbolic and emotional one. The interviews reveal that people draw multiple differentiations between migrant populations in terms of their migration reasons as well as between the mobile and the immobile. Those differentiations are embedded in the distinct feature of the transnational social space between Poland and Germany with assumed differences in terms of ‘modernity’. At the end the symbolic meanings of mobility also help explain the puzzle of why the emigration rates from Poland are constantly high, although Poland is a comparatively wealthy country.
Often adopting a feminist perspective, the sociological literature on migrant domestic services (MDS) does not make explicit which feminist paradigm it speaks from. This article situates this literature within ongoing debates in feminist theory, in particular the tension between materialist and poststructuralist approaches. Then, it discusses the empirical relevance of each of those two paradigms on the example of the results of original research into the personalization of employment relationships in MDS.
The contribution proposes a new way of making sense of the diversity of feminist theories, distinguishing between modern and postmodern approaches. Indeed, since the 1980s, feminist theory in the US and Western Europe has undergone a ‘postmodern turn’, which renders previous typologies much less up-to-speed with recent developments in the field. Then, the article examines which paradigms are implicit in the sociological literature on MDS. Initially, personalization in MDS was mainly seen in materialist terms, as a way to maximize the quantity and quality of labour (including emotional labour) extracted from domestic workers. The emergence of postmodern approaches in feminist theory set off a progressive shift in MDS literature. First, this literature showed that personalization also fulfils identity functions for employers and
workers, then it widened its focus to include the affective dimensions of domestic labour (not to be confused with emotional labour). The final section shows how modern and postmodern feminist approaches can be combined within a single research, on the example of original research on personalization in MDS in Belgium and Poland. In particular, the contribution shows that the distinction between material functions of personalization on the one hand, and its emotional/identity functions on the other is not empirically operative. Indeed, migrant domestic workers generally use emotional/identity categories to frame material questions, and vice versa. This final part shows that, rather than representing incompatible approaches, modern and postmodern feminisms complete each other, in this case showing a fuller image of personalization processes in MDS.
This working paper is based on a lecture given at the Summer School “Multiple Inequalities in the Age of Transnationalization”, June 23-27 2014 at Goethe University Frankfurt. In it, I explore the linkages between sexuality and migration and aim to show that instead of deeming them a narrow subfield of migration studies, thinking through these linkages has much wider implications for different fields, including post- and decolonial queer studies, the study of race and sexuality, the study of citizenship and state projects of inclusion/exclusion, and for work that attempts to ce-center the predominant knowledge production focused on the Global North.
Highly-skilled labour migration in Switzerland: household strategies and professional careers

The article investigates household strategies in the context of highly-skilled labour migration. It focuses on the ways highly-skilled migrants are taking up residence in Switzerland. The analysis shows different household strategies based on the perception of a further professional move. The perceived likeliness of a further move implies household strategies characterized by a high motility: the household remains ready to move and mobilises dedicated organisations (like outplacement agencies or international schools). When a further move is neither perceived nor wanted, the household develops more anchored strategies which are often cheaper. In order to cope with frequent mobilities, the analysis shows that household strategies are deeply gendered.
Der Artikel untersucht Rassismus und Sexismus und ihre materiellen und diskursiven Artikulationen an dem spezifischen Artikulationsort Haar, bzw. Locken. Anhand von biographisch-narrativen Interviews mit Frauen of Color und mit Hilfe von Ansätzen der Grounded Theory werden Fragen danach aufgeworfen, welche symbolischen Bedeutungen von Locken es gibt; Welche Umgangsformen mit Haar es gibt; Wie Haar eingesetzt wird; Ob es Widersprüche gibt; Wie sich diese artikulieren und wie Subjekte trotz rassistischer, sexistischer Diskurse und der damit verbundenen materiellen Unterdrückung handlungsmächtige Akteurinnen ihrer eigenen Biographien werden. Parallel wird der Forschungsprozess aus dekolonialer, feministischer Perspektive entwickelt, beschrieben und reflektiert und damit eine dekolonial feministische Methodologie entworfen.
Donald Trump’s foreign policy agenda has been characterized as unpredictable, unprecedented and – after a telling neologism of the president himself – unpresidented. In this blog post I will argue that the constituent parts of Trump’s foreign policy are all but new. What is new is their combination. Moreover, while Trump’s Jeffersonianism-Jacksonianism stands in stark contrast to the Wilsonianism-Hamiltonianism that Hillary Clinton embraced during her election campaign, it is only a partial departure from Barack Obama’s Jeffersonianism-Hamiltonianism.
Das Yin und Yang des Terrors

Man stelle sich folgendes Szenario vor: Björn Höcke und Abū Bakr al-Baġdādī diskutieren bei Sandra Maischberger darüber, welche Konsequenzen Deutschland aus dem islamistischen Terrorismus ziehen sollte – und sie sind sich dabei einig.
Die Fiktion mag hanebüchen klingen. Nicht nur, weil der Möchtegern-Kalif des „Islamischen Staats“ (IS) unter keinen Umständen als Gast einer deutschen Talkshow in Erscheinung treten könnte – oder auch nur wollte. Sondern auch, weil der Möchtegern-Goebbels aus Thüringen sich stets als ritterlicher Gegner der Islamisten präsentiert, deren Denken und Handeln völlig unvereinbar sei mit dem Willen des hiesigen Volkes, den die Rechtspopulisten zu repräsentieren meinen. Gleicht man allerdings die (migrations-)politischen Willensbekundungen, die AFD und Co. als Antwort auf den islamistischen Terror bieten, ab mit den politischen Reaktionen, die sich der IS von Anschlägen in Europa erhofft, fällt es schwer, hier einen Widerspruch zu sehen. Vielmehr lässt ein solcher Abgleich die deutschen – und auch europäischen – Rechtspopulisten, für die Höcke hier stellvertretend steht, fast schon als heimliche Partner des IS erscheinen, deren Absichten sich bestens mit den Vorstellungen der IS-Strategen ergänzen.
Damit ist ein dialektisches Problem angesprochen, das dem Umgang mit dem Terrorismus stets inhärent ist. Immerhin gehört es zu den Binsenweisheiten der Konfliktforschung, dass terroristische Akteure Reaktionen provozieren wollen, die ihnen neue Handlungsmöglichkeiten eröffnen. Und dies wiederum verweist darauf, dass Politiker und Sicherheitsbehörden, aber auch die Medien dabei (ungewollt) zu Erfüllungsgehilfen werden können, wenn deren Reflexe dem terroristischen Kalkül entsprechen. Die Dynamik des Terrors speist sich eben nicht nur aus den Aktionen der Terroristen, sondern auch aus dem Verhalten ihrer Antagonisten und der Öffentlichkeit. Um jene Dynamik zu verstehen, reicht daher der Blick auf terroristische Strategien keineswegs aus. Vielmehr ist deren Effekt von den Reaktionen relationaler Akteure abhängig. Wer also dem Terrorismus das Wasser abgraben will, der muss – so paradox das klingt – auch Vorsicht gegenüber denen walten lassen, die Anstoß an ihm nehmen.
Diese Prämisse eröffnet eine kritische Perspektive auf Formen des Anti-Terrorismus. Denn demnach können Versuche, dem Terror die Stirn zu bieten, unbeabsichtigte (Neben-)Folgen mit sich bringen, welche die Dynamik des Terrors verstärken. Derartige backfire mechanisms sind es, die in diesem Beitrag problematisiert werden. Jedoch widmet er sich nicht der staatlichen Antiterrorpolitik, sondern erörtert, inwiefern das Zusammenspiel von Medien und Rechtspopulismus zur aktuellen Dynamik des islamistischen Terrorismus beiträgt. Diese Frage stellt sich vor dem Hintergrund, dass die jüngsten Anschläge in Europa eine virtuelle Form des Terrorismus darstellen, wo häufig Einzelpersonen im Namen des IS agieren, aber kaum bis gar nicht im Kontakt mit der Organisation standen. Es scheint daher die Vermutung nicht abwegig, dass co-konstitutive Faktoren – wie die Berichterstattung über den Terror und anti-muslimische Diskurse – eine nicht unbedeutende Rolle bei deren Radikalisierung und Aktivierung spielen.

Terrorism isn't new to the country; in its history, France has experienced a significant number of attacks. In 1995, the GIA-affiliated terrorist network of which Khaled Kelkal was part conducted several attacks, as did the Al Qaida-affiliated gang de Roubaix one year later; but until Mohammed Merah’s murders in 2012 in Toulouse and Montauban, terrorist attacks were treated as political violence in the context of anti-colonial struggles or connected to other kinds of violent conflicts abroad, such as the Bosnian War, rather than as religiously inspired or connected to social, societal and/or political issues within the country, or as some sort of atypical pathology. Terrorist perpetrators, their networks and milieus were met with repressive instruments – a wider angle of analysis which would have allowed to tackle the threat from a more holistic perspective had not been incorporated in a counter-terrorism policy design.

Dabei hätte es bleiben können, aber es sollte nicht lange dauern, bis das ebenfalls immer aktuelle Reizthema Terrorismus mit den Vorfällen in Verbindung gebracht wurde: Rainer Wendt, Bundesvorsitzender der Deutschen Polizeigewerkschaft, ließ im Zuge des angeblichen Hackerangriffs folgendes verlautbaren: "Cyber-Kriminalität ist Terrorismus."
Die Gleichsetzung von Hackern mit Terroristen, die Herr Wendt in seinem Interview vornimmt, ist derart absurd und gleichzeitig symptomatisch für eine unproduktive und hysterische Debatte zu IT-Sicherheit (vulgo: Cybersicherheit) und dem vagen Begriff des Cyberterrors, dass es sinnvoll ist, sie in einen kritischen Kontext zu setzen. Dieser Beitrag betrachtet daher, ausgehend vom Ausfall der Telekomrouter, die Ereignisse und diskutiert wieso die Debatte um IT-Sicherheit in Deutschland fundamental an den eigentlichen Sicherheitsproblemen in der IT und aus Sicht der Terrorbekämpfung vorbei geht.
It is widely thought that the international community, taken as a whole, is required to take action to prevent terrorism. Yet, what each state is required to do in this project is unclear and contested. This article examines a number of bases on which we might assign responsibilities to conduct counterterrorist operations to states. I argue that the ways in which other sorts of responsibilities have been assigned to states by political philosophers will face significant limitations when used to assign the necessary costs of preventing terrorism. I go on to suggest that appealing to the principle of fairness—which assigns obligations on the basis of benefits received from cooperative endeavours—may be used to make up the shortfall, despite this principle having received relatively little attention in existing normative accounts of states’ responsibilities.
On October the 2nd the Colombian people rejected the peace agreement between the government and the FARC in a referendum with a very thin majority of 0.4%. With this unexpected rejection, the referendum was in some ways similar to the Brexit referendum, for the results of which David Cameron was as little prepared as Juan Manuel Santos for his rejection; there was obviously no Plan B. In the last weeks, the government undertook ten changes to the agreement, but it will not go through a referendum again. Santos, as he said, has learned his lesson from the rejection and will seek to have the amended peace agreement approved in Congress. This will likely lead to the implementation of the peace agreement and the furtherance of its goals, such as a DDR process, land reforms, a transitional justice process and reparations for victims, just to mention a few. But this progress in peace will be seen as being at odds with popular opinion. Many of the “no” voters are still not satisfied with the adjustments made by the government and the FARC, and neither are the sectors of the opposition mainly responsible for the rejection. Nevertheless, the government and the FARC are progressing with the implementation, and peace talks with the second-largest – and now the last standing – guerrilla group, the ELN, are scheduled to start in 2017. The prospects for 2018 and onwards, when the presidency election will be held, are more questionable.

This blog series reflected on the interactions between social movements and institutions. These interactions have proven to be among the most complicated areas of social movement research, especially because causality is very hard to establish: (how) do movements influence formal political institutions – and vice versa? How to study, understand and explain the consequences of the institutionalization of social movements? The difficulties of addressing these questions are also related to definitional problems as social movements and institutions can be understood and defined in various ways. All authors contributing to this blog series highlight the importance of studying interactions between social movements from one perspective or another.
In seinem unlängst erschienenen Buch „Citizen Science“ untersucht der Wissenschaftstheoretiker Peter Finke die Rolle von Laiinnen und Laien für die Wissenschaft. Sein Anliegen ist es, ihre Bedeutung für den Erkenntnisfortschritt wie auch für ein praxisbezogenes bürgerschaftliches Engagement darzulegen. Aus zahlreichen Blickwinkeln variiert Finke den Grundgedanken einer Kontinuität des Handelns von Laiinnen und Laien zu dem von Fachwissenschaftlerinnen und Fachwissenschaftlern, die durch die institutionalisierten Erscheinungsformen der Wissenschaft verschleiert wird. Instead of concealing uncertainties and artefacts in order to tell a coherent and all-encompassing story, retaining the variety of alternative assemblies may actually strengthen the method. It is undeniable that there is discrimination in Germany, and it is equally undeniable that more on issues of integration and conflict prevention should be done. Thus, could effective integration processes prevent radicalisation of the Muslim youth in Europe?
Donald Trump hat die Polittechnologie des Populismus auf die Spitze getrieben und geradezu perfektioniert. Hier sind die mehr oder minder appetitlichen Zutaten seines Hyperpopulismus, die allesamt zur Anwendung kamen. Keine dieser Ingredienzen ist gänzlich neu, sondern sie wurden auch schon von europäischen Rechtspopulisten hinlänglich erprobt. Dieses Gemisch bedarf eines fruchtbaren Resonanzbodens, um seine betörende Wirkung zu entfalten. Es muss auf eine gesellschaftliche Disposition treffen. Je nach Kontext spielen unterschiedliche sozio-kulturelle und ökonomische Faktoren eine Rolle, weshalb sich die Populismen auch von Land zu Land in Form und Inhalt durchaus unterscheiden. Dennoch gibt es so etwas wie einen Kern an populistischen Lehrsätzen und Mechanismen, die man sich vergegenwärtigen sollte, um auch in der medialen Berichterstattung nicht stets aufs Neue in die aufgestellten Fallen zu tappen.
Flüchtlinge in eine neue Sicherheitsarchitektur einzubinden ist billiger und effektiver als ein Überwachungsstaat oder der Einsatz der GSG 9 bei jedem Verdachtsfall. Der Fall des Terrorverdächtigen von Chemnitz hat auf deutlichste Weise gezeigt, dass Behörden große Schwierigkeiten damit haben, die Bildung von Kleinst-Terrorzellen zu verhindern. Sie bekommen ihre Informationen zu oft ex-post, oder warten zu lange mit dem Zugriff. Daher muss an besseren Präventions- und Notfallmechanismen gearbeitet werden. Dies hat allerdings viele Facetten : Jugend- und Informationsprogramme, eine effektive Bekämpfung der Jihad Online Propaganda und die aktive Einbindung von Flüchtlingen und ihren Netzwerken in die Terrorismusprävention und in Notfall-Strategien.

Um Mitternacht deutscher Zeit beschloss der Erste Hauptausschuss (Ausschuss für Abrüstung und Internationale Sicherheit) der UN-Generalversammlung mit großer Mehrheit, dass im nächsten Jahr Verhandlungen über ein Verbot von Kernwaffen aufgenommen werden sollen. Damit gipfelte die sogenannte Humanitäre Initiative, die sich in den vergangenen Jahren formierte und zunehmend an Momentum gewann, in einer historischen Resolution. Mit 123 zu 38 Stimmen, bei 16 Enthaltungen, stimmten knapp Zweidrittel der Staaten für Resolution L.41 („Taking forward multilateral nuclear disarmament negotiations“). Die USA und Russland, deren Arsenale zusammen über 95% der weltweiten Kernwaffen ausmachen, stimmten ebenso dagegen, wie (mit Ausnahme der Niederlande) sämtliche NATO-Mitglieder, darunter auch Deutschland. Repertoires of counter-contention: conceptualizing institutional responses to social movements

The ways in which political authorities respond to societal challenges is a key element in the interaction between social movements and state institutions. Two conceptual distinctions are important when studying such repertoires of counter-contention: authorities’ responses may (1) aim at either including or excluding challengers, and they may (2) either respect their autonomy or try to control them.
Since 2013, the Swiss Federal Intelligence Service (FIS) has warned of a heightened threat emanating from jihadi terrorism in Switzerland. According to FIS’s assessment, the threat has continuously risen since then and reached a new high in 2016. This is a new situation for a country that has, since the two attacks conducted by Palestinian groups targeting an El Al airplane in Kloten in 1969 and the bombing of a Swissair machine in 1970, remained largely unscathed by terrorism. This has remained true even in the decade after 9/11 when a wave of jihadi terrorism inspired and often directed by al-Qaeda struck urban centers in Europe and elsewhere on multiple occasions...
It is estimated that a number between 27,000 and 31,000 foreign fighters have been flocking to Iraq and Syria since the breakout of the war in 2011.
An updated assessment of the flow of foreign fighters into Syria and Iraq shows that there is a significant increase in the number of foreign fighters travelling to Syria. Data provided by the Soufan Group in 2014 estimated that the identifiable number of foreign fighters is approximately 12,000 from 81 countries. It was also believed that the number of foreign Jihadists coming form Western countries does not exceed 3000: “Around 2,500 are from Western countries, including most members of the European Union, the United States, Canada, Australia, and New Zealand”, according to Soufan’s initial report on Foreign Fighters in Syria. Now the number exceeds 27,000 foreign fighters from at least 86 countries...

Die Anschläge in diesem Sommer in ganz Europa sowie der andauernde Kampf gegen den Islamischen Staat haben das Thema der Terrorbekämpfung auch in der Öffentlichkeit wieder ganz nach oben auf die Tagesordnung gesetzt. Ob nun auf Länderebene oder durch neue Maßnahmen auf Bundesebene und International – eine ganze Reihe weiterer Maßnahmen wurden beschlossen um die Terrorbekämpfung in Deutschland zu verbessern. An analysis of the UK's counter-terrorism strategy, CONTEST, and the challenges in its evaluation

The UK’s Counter-Terrorism strategy, known as CONTEST, is recognized as one of the most successful soft-focus strategies in the world, with an intended emphasis on community support and what have become known as ‘Prevent’ (or counter-extremism) measures. In all, there are four limbs to CONTEST: PREVENT, PROTECT, PURSUE and PREPARE. While there is much crossover between these areas, for example policing activities take place in all four limbs, each one has a specific focus with its own intrinsic goals. This article intends to provide an overview of CONTEST, and to explore the challenges of evaluating counter-terrorism strategies in general. In doing so, I intend to show that while robust and independent evaluation of CONTEST has not been undertaken from a quantitative approach, some level of evaluation has taken place and can be taken into consideration when moving forward with future analysis of the strategy...

In Anbetracht der wachsenden soziokulturellen Vielfalt in Deutschland und in anderen europäischen Ländern wächst die Relevanz pädagogischer Ansätze zur kulturellen Verständigung und somit auch der soziokulturellen Kommunikation und Sozialisationsforschung.
D. Kumbier und F. Schulz von Thun beschreiben diese Situation in folgender Weise: "Wenn Menschen miteinander in Kontakt treten, prallen Welten aufeinander. Das ist schon innerhalb einer Kultur der Fall, weil jeder mit einem persönlichen mentalen System ausgestattet ist, das ihn zu einem einmaligen und einsamen Inselbewohner macht. Unsere ganze Kommunikationspsychologie legt es darauf an, für diesen Prozess der Bewegung von Welten ein Bewusstsein zu schaffen und auf diese Grundlage kompetente Umgangsformen aufzubauen" (Kumbier/Schulz von Thun 2008, S. 9).
Hier begegnen sich zwei Welten, die auf zwei verschiedenen Kontinenten liegen, deren Werteorientierungen und kulturelle Normen und Gebräuche auf verschiedenen Weltreligionen basieren, die sich im Laufe der Jahrhunderte anders entwickelt haben. Hier ist die Rede von Asien und Europa, vom Christentum und Islam, von einem Entwicklungsland und einem Industrieland, nämlich von Afghanistan und Deutschland.
Eine nähere Betrachtung zeigt, dass das Christentum, das Judentum und der Islam eine gemeinsame Wurzel haben und sich von dem gemeinsamen Stammvater Abraham herleiten. Der große Unterschied besteht darin, dass Europa die Aufklärung erlebt hat und Religion heute überwiegend als eine Option empfunden wird. ...

Indignados and occupy: channeling political dissatisfaction through an anti-institutional approach

Between 2011 and 2012 many public spaces in global North were indefinitely occupied by people dissatisfied with the political system. The origin of this dissatisfaction, however, is not clear. This article rejects that the origin was either a popular longing for direct democracy or for an end to neoliberalism. It problematizes the frequent assumption that voting is a proper way to account for the will of the people: The manifestation of thousands of Indignados and Occupiers pointed to the idea that elections are not a sufficient method for expressing political will. This article goes further to suggest that voting is not a neutral method either.

The article traces a formalization process within the Interventionist Left (IL). Against theoretical expectations that would assume a de-radicalization of aims and repertoires of protest, we find that due to the network’s multi-track strategy, and the claim to radicalize existing social debates, the IL did not de-radicalize despite a formalization process and a partial integration into established systems.

The relationship of social movements and institutions should not just be seen as one where political demands can influence policy change in a targeted organization or political system. With a focus on instituting practices, instead of resulting institutions, we can understand all social institutions as institutionalizations, as constantly moving processes with the potential for radical change.
The dualism of movements and institutions. A structurational approach towards the two concepts

In studies of social mobilization, the distinction between institutions and organizations is often as blurry as the instant of time from which on we can actually speak of a proper movement. Using the idea of a `duality of structure’ as a starting point, this article suggests a way of fixing the boundaries: a brief analysis of the South African Landless People’s Movement demonstrates the merit of conceiving of movements as aggregate actors with shared common objectives and common norms, which institutionalize particular modes of cooperation by purposefully drawing on existing institutions in order to shape functioning internal structures.

Imperialism is the domination of one state by another. This paper sketches a nonrepublican account of domination that buttresses this definition of imperialism. It then defends the following claims. First, there is a useful and defensible distinction between colonial and liberal imperialism, which maps on to a distinction between what I will call coercive and liberal domination. Second, the main institutions of contemporary globalization, such as the WTO, the IMF, the World Bank, etc., are largely the instruments of liberal imperialism; they are a reincarnation of what Karl Kautsky once called ‘ultraimperialism’. Third, resistance to imperialism can no longer be founded on a fundamental right to national self-determination. Such a right is conditional upon and derivative of a more general right to resist domination.
The concept of freedom as non-domination that is associated with neo-republican theory provides a guiding ideal in the global, not just the domestic arena, and does so even on the assumption that there will continue to be many distinct states. It argues for a world in which states do not dominate members of their own people and, considered as a corporate body, no people is dominated by other agencies: not by other states and not, for example, by any international agency or multi-national corporation. This ideal is not only attractive in the abstract, it also supports a concrete range of sensible, if often radical international policies.
Contemporary liberalism and republicanism present clearly distinct programs for domestic politics, but the same cannot be said when it comes to global politics: the burgeoning literature on global republicanism has reproduced the divide between cosmopolitan and associational views familiar from long-standing debates among liberal egalitarians. Should republicans be cosmopolitans? Despite presence of a range of views in the literature, there is an emerging consensus that the best answer is no. This paper aims to resist the emerging consensus, arguing that republicans should be cosmopolitans. The considerations offered against cosmopolitanism generally rest on an incomplete understanding of the relationship between economic inequality or poverty on the one hand, and domination on the other. Insofar as republicans agree that promoting freedom from domination should be our central political aim, they should regard the reduction of economic inequality and poverty at home and abroad as equally pressing.
The article aims to sharpen the neo-republican contribution to international political thought by challenging Pettit’s view that only representative states may raise a valid claim to non-domination in their external relations. The argument proceeds in two steps: First I show that, conceptually speaking, the domination of states, whether representative or not, implies dominating the collective people at least in its fundamental, constitutive power. Secondly, the domination of states – and thus of their peoples – cannot be justified normatively in the name of promoting individual non-domination because such a compensatory rationale misconceives the notion of domination in terms of a discrete exercise of power instead of as an ongoing power relation. This speaks in favour of a more inclusive law of peoples than Pettit (just as his liberal counterpart Rawls) envisages: In order to accommodate the claim of collective peoples to non-domination it has to recognize every state as a member of the international order.
Given the current Middle Eastern scenario, one may reasonably hold the argument that the on-going turmoil in the Middle East owes its burden equally to the Machiavellian Anglo-American policies in the region and the harrowing failure of the Muslim governments/leaderships in the Middle East to rationally respond to those challenges. But are there any dimensions beyond religion?
Der deutsche und französische Innenminister haben eine Initiative gestartet um gegen Verschlüsselung vorzugehen. Ihr Argument, was von mehr oder weniger allen Geheimdiensten/Strafverfolgungsbehörden unisono vorgetragen wird lautet, dass verschlüsselte Kommunikation die Arbeit der Behörden behindere. Bereits im Jahr 1993 wurde die gleiche Debatte geführt, endete aber mit dem Konsens, dass die Vorteile von Verschlüsselung die Nachteile deutlich überwiegen. Dieser Konsens, getragen von Industrie, Datenschützern und Politik (sowohl Liberale als auch Konservative) schien sicher, war er doch die vernünftigste Antwort auf ein komplexes Problem. Kern dieses “going dark” Arguments ist also, dass digitale Überwachung schwerer würde, wenn alle verschlüsseln. Terroristen und andere bad guys könnten also nicht mehr gefangen werden. Die Debatte ist also gar nicht so neu und überraschend wie immer behauptet wird....

We introduce a blog series with ten weekly contributions on their interrelation, outlining several innovative approaches and suggesting some vantage points for rethinking ‘Movements’ and ‘Institutions’ in a productive manner.
Nicht erst seit der Wahl in Berlin 2011 ist die Piratenpartei in aller Munde. Doch trotz des großen Medienechos ist bisher relativ wenig über das Innenleben der Partei bekannt. Daher wurden im Frühjahr 2011 alle damals rund 12.000 Parteimitglieder eingeladen, an einer umfangreichen Befragung teilzunehmen.
Rund ein Viertel der Piraten folgte dem Ruf und gab Antworten auf Fragen zu ihrem Engagement, ihrem Demokratieverständnis, zur programmatischen Entwicklung, zur innerparteilichen Demokratie, Kommunikation und Partizipation. In dieser Studie zum Selbstverständnis der Partei werden die Ergebnisse anschaulich dargestellt und zusammengefasst. Abgerundet wird das Bild durch eine ausführliche Beschreibung zur Entwicklung der deutschen Piratenpartei und ihres internationalen Umfelds.
Tobias Neumann ist Jahrgang 1981 und hat Soziologie, Politologie und Philosophie studiert. Der Wahl-Frankfurter ist seit 2009 Mitglied der Piratenpartei, in der er seine Leidenschaft für Politik auslebt.
Seitdem im Juli die Schiedsentscheidung über die Territorialkonflikte im südchinesischen Meer gefällt wurde, wird in Zeitungen und Blogs intensiv darüber diskutiert, wie diese Entscheidung einzuordnen ist und welche Folgen sich daraus ergeben. Das Schiedsgericht hat nicht über Fragen der Souveränität selbst entschieden, sondern über die rechtlichen Grundlagen, aus denen Souveränitätsansprüche abgeleitet werden können. In diesem Zusammenhang hatte das Gericht die interessante Frage zu klären, inwieweit die durch China angeführten „historischen Rechte“ geeignet sind, einen Gebietsanspruch zu begründen. Klar ist, dass der Schiedsspruch nicht geeignet ist, den Konflikt zu beenden. China hat von Beginn an deutlich gemacht, dass es das Verfahren weder anerkennen noch sich daran beteiligen würde und hat daher schließlich auch die Entscheidung als rechtwidrig abgelehnt. Die Funktion des Verfahrens ist daher auch weniger die Konfliktlösung, die es nicht leisten kann, als vielmehr das Herausarbeiten einer rechtlich gerechtfertigten Position....
Das Bundeskabinett hat in der vergangenen Woche die Strategie der Bundesregierung zur Extremismusprävention und Demokratieförderung beschlossen. Das gemeinsam vom Bundesinnenministerium und dem Bundessozialministerium verantwortete Konzept stellt damit die erste ressortübergreifende Strategie des Bundes in diesem Bereich dar....
Obgleich die Disziplin der internationalen Beziehungen global sein will, bleibt sie allzu häufig von westlichen Wissenschaftlern dominiert. Doch wie kann internationale Politik anders gedacht werden? Welche Perspektiven ergeben sich auch für westliche WissenschaftlerInnen aus einem Perspektivwechsel? Und welche Herausforderungen bringt dies mit sich?
Am 12. Juli wurde vom Internationalen Schiedshof das Urteil im Streit zwischen den Philippinen und der VR China verkündet. Der Schiedshof erklärte, dass große Teile der chinesischen Ansprüche im Südchinesischen Meer null und nichtig sind, da sie einer rechtlichen Grundlage entbehren. Dies betrifft zunächst die auf der sog. nine-dash line basierenden Ansprüche. Dabei handelt es sich um eine aus den 1940er Jahren stammende Karte mit neun unterbrochenen Strichen, mittels derer China seit Jahrzehnten die äußeren Grenzen seiner nicht näher bestimmten historischen Rechte auf große Teile des Südchinesischen Meeres begründet. Gefallen sind auch die Ansprüche auf eine bis zu 200 Seemeilen umfassende ausschließliche Wirtschaftszone (Exclusive Economic Zone; EEZ) in den Spratly-Inseln und rund um Scarborough Shoal im Norden des südchinesischen Meeres, weil diesen vom Gericht der Inselstatus abgesprochen wurde. Der Verlust dieser Rechte wiederum hat zur Folge, dass die chinesische Besetzung mehrerer Riffe und Atolle als illegal eingestuft wird, weil sie innerhalb der ausschließlichen Wirtschaftszone EEZ der Philippinen liegen....
Wohl kaum ein anders arabisches Land ist so umstritten wie Saudi-Arabien, zumindest wenn es um die Frage von Rüstungsexporten geht. Erst im Juni hat das Verwaltungsgericht Frankfurt in einer von Heckler & Koch eingereichten Klage geurteilt, dass die Bundesregierung sich in der Frage der Genehmigung der Lieferung von Bauteilen für die Lizenzproduktion des G-36 Sturmgewehrs nach Saudi-Arabien entscheiden müsse. Das Wirtschaftsministerium unter der Führung von Sigmar Gabriel (SPD) hatte diese Entscheidung bislang vertagt, auch mit Hinweis auf die gegenwärtige Militärintervention, die das Königreich zusammen mit anderen arabischen Staaten im Jemen führt....
The paper is aimed at contributing to an empirically grounded understanding of the psychosocial dynamics that underlie the relation between heteronormative images of masculinity, internalized heterosexism and health behavior of gay men in the global North. It is based on a qualitative interview study that focuses on the consequences of the internalization of dominant images of masculinity for the identity constructions of gay men and their HIV-related sexual risk behavior in Germany. In the paper it will be argued that 1) the tension between the authoritative image of masculinity that is determined by heteronormative discourses one the one hand and the gendered self-image that is shaped and threatened by connotations of a non-masculine homosexuality on the other constitutes a decisive issue of gay identity constructions, 2) a higher sexual risk behavior can be understood as a possible consequence of the internalization of masculine images and its impact on the self-esteem, if the self-image does not match the male ideal, and 3) this may include a paradoxical desire for the imagined masculinity that is experienced as violent with regard to one’s own psychodynamics. Finally, perspectives on gay masculinities that may transgress dominant heteronormative modes of subjectification are discussed.
Das britische Austrittsreferendum ist eng mit der größeren Thematik der EU-Krise verknüpft. Gäbe es keine Krise der europäischen Integration, hätte der Brexit weniger Appeal. Umgekehrt könnte das Votum der britischen Bevölkerung die EU-Krise dramatisch verschärfen. Aus der Sicht dritter Staaten kann die Reputation des globalen Akteurs EU nur leiden, wenn eines der größten und wichtigsten Mitglieder die Leinen kappt, weil, so die „Brexiteers“, das europäische Projekt ohnehin keine Zukunft habe. Welche Konsequenzen der Brexit für den Rest der EU haben wird, hängt auch davon ab, wie Großbritannien den Exit-Schock und die Folgen verarbeitet. Möglicherweise wird den Briten (und anderen) der Wert der EU erst mit dem Ausscheiden deutlich. Dennoch erwischt der Brexit die EU in einer denkbar ungünstigen Phase und könnte die Krise vertiefen. Zumindest macht das Beispiel Schule. Bereits vor der britischen Entscheidung forderten Parteien und Bewegungen in mehreren EU-Ländern ebenfalls das Recht auf ein Referendum über Verbleib oder Austritt. Und Umfragen deuteten an, dass zumindest in einigen EU-Ländern eine Mehrheit für den Austritt votieren könnte. Nach dem Brexit rufen Marine Le Pen, Norbert Hofer und andere noch lauter nach Abstimmungen in ihren Ländern. Die europäischen Eliten werden sich in dem Spagat üben müssen, einerseits bei europäischen Fragen auf ihre Bevölkerungen zu hören, andererseits die Forderungen nach organisierter Beteiligung in Form von Referenden abzuwehren....
The Muskoka Initiative – or the Maternal, Newborn and Child Health (MNCH) Initiative has been a flagship foreign policy strategy of the Harper Conservatives since it was introduced in 2010. However, the maternal health initiative has been met with a number of key criticisms in relation to its failure to address the sexual and reproductive health needs of women in the Global South2. In this article, I examine these criticisms and expose the prevalent and problematic discourse employed in Canadian policy papers and official government speeches pertaining to the MNCH Initiative. I examine the embodiment of the MNCH and how these references to women’s bodies as “walking wombs” facilitate: the objectification and ‘othering’ of women as mothers and childbearers; a discourse of ‘saving mothers’ in a paternalistic and essentialist language; and the purposeful omission of gender equality. Feminist International Relations (IR) and post-colonial literature, as well as critical/feminist Canadian foreign policy scholarship are employed in this paper to frame these critiques.
