Die Grundlagen der heutigen modernen Wortartenklassifikationen gehen bis in die Antike zurück: Bereits zu dieser Zeit hat Dionysius Thrax ein Schema mit acht Wortarten etabliert. Die darin auftretenden Wortarten sind Substantive, Verben, Adjektive, Artikel, Pronomen, Präpositionen, Adverbien und Konjunktionen. Diese Zahl wird wiederum in den unterschiedlichen Grammatikansätzen unserer Zeit variiert. So verwendet der generative Ansatz beispielsweise vier Wortarten – Bergenholtz/Schaeder (1977) verzeichnen dagegen ganze 51 verschiedene Wortarten und zusätzlich 5 Lexemklassen. Allein diese starken Schwankungen in der angenommenen Anzahl der Wortarten verdeutlichen die allgemeinen Schwierigkeiten bei der Abgrenzung der Wortarten in ihren Kriterien.
Das Zitat "Denn sie gliedern sich in Stämme wie die Menschen" aus Érik Orsennas "Die Grammatik ist ein sanftes Lied" leitet den Titel dieser Arbeit ein und markiert gleichzeitig eine Schnittstelle zwischen der Literaturwissenschaft und der Linguistik und speziell der Grammatik. Als metasprachliche Erzählung setzt sich Orsennas Erzählung literarisch mit der Sprache und ihrer Grammatik auseinander. In der vorliegenden Arbeit beschäftige ich mich vorrangig mit der Analyse der Kriterien zur Klassifikation von Wortarten und ihrer literarischen Darstellung und Ausgestaltung in Orsennas Text über die Wörter, die in Stämmen in der Stadt der Wörter zusammenleben und in einer Fabrik miteinander zu Sätzen verbunden werden können. Der Originaltext von Orsenna ist eine Erzählung in französischer Sprache. Die Übersetzerin Caroline Vollmann hat den Text an die Gegebenheiten und speziellen Phänomene der deutschen Sprache angepasst. Aus diesem Grund spreche ich in der Arbeit von Orsenna und Vollmann als Verfassern.
Da die Darstellung der Wortarten bei Orsenna und Vollmann primär durch Metaphern realisiert wird und den Wörtern als "Stämmen" in einer Stadt menschliche Eigenschaften zugewiesen werden, möchte ich besonders auf die Grundlagen der kognitiven Metapherntheorie von Lakoff und Johnson eingehen. Um eine möglichst wissenschaftlich fundierte Grundlage für die Analyse von Kriterien zur Wortartenklassifikation zu gewährleisten, habe ich drei Grammatiken als Vergleichsmedium für die spätere Analyse von Orsennas und Vollmanns Text ausgewählt. Dadurch gewinne ich sowohl eine syntaktisch als auch morphologisch und semantisch orientierte Perspektive auf den Untersuchungsgegenstand. Aus den Grammatiken von Hentschel/Weydt (2003), Helbig/Buscha (2005) und Boettcher (2009) soll im Verlauf der Arbeit ein Kriterienkatalog erstellt werden, der in einem weiteren Schritt auf die Analyse der Wortartenklassifikation des literarischen Textes angewendet werden kann.
In this paper we analyze the semantics of a higher-order functional language with concurrent threads, monadic IO and synchronizing variables as in Concurrent Haskell. To assure declarativeness of concurrent programming we extend the language by implicit, monadic, and concurrent futures. As semantic model we introduce and analyze the process calculus CHF, which represents a typed core language of Concurrent Haskell extended by concurrent futures. Evaluation in CHF is defined by a small-step reduction relation. Using contextual equivalence based on may- and should-convergence as program equivalence, we show that various transformations preserve program equivalence. We establish a context lemma easing those correctness proofs. An important result is that call-by-need and call-by-name evaluation are equivalent in CHF, since they induce the same program equivalence. Finally we show that the monad laws hold in CHF under mild restrictions on Haskell’s seq-operator, which for instance justifies the use of the do-notation.
The emergence of Capitalism is said to always lead to extreme changes in the structure of a society. This view implies that Capitalism is a universal and unique concept that needs an explicit institutional framework and should not discriminate between a German or US Capitalism. In contrast, this work argues that the ‘ideal type’ of Capitalism in a Weberian sense does not exist. It will be demonstrated that Capitalism is not a concept that shapes a uniform institutional framework within every society, constructing a specific economic system. Rather, depending on the institutional environment - family structures in particular - different forms of Capitalism arise. To exemplify this, the networking (Guanxi) Capitalism of contemporary China will be presented, where social institutions known from the past were reinforced for successful development. It will be argued that especially the change, destruction and creation of family and kinship structures are key factors that determined the further development and success of the Chinese economy and the type of Capitalism arising there. In contrast to Weber, it will be argued that Capitalism not necessarily leads to a process of destruction of traditional structures and to large-scale enterprises under rational, bureaucratic management, without leaving space for socio-cultural structures like family businesses. The flexible global production increasingly favours small business production over larger corporations. Small Chinese family firms are able to respond to rapidly changing market conditions and motivate maximum efforts for modest pay. The structure of the Chinese family proved to be very persistent over time and to be able to accommodate diverse economic and political environments while maintaining its core identity. This implies that Chinese Capitalism may be an entirely new economic system, based on Guanxi and the family.
This paper proposes a new approach for modeling investor fear after rare disasters. The key element is to take into account that investors’ information about fundamentals driving rare downward jumps in the dividend process is not perfect. Bayesian learning implies that beliefs about the likelihood of rare disasters drop to a much more pessimistic level once a disaster has occurred. Such a shift in beliefs can trigger massive declines in price-dividend ratios. Pessimistic beliefs persist for some time. Thus, belief dynamics are a source of apparent excess volatility relative to a rational expectations benchmark. Due to the low frequency of disasters, even an infinitely-lived investor will remain uncertain about the exact probability. Our analysis is conducted in continuous time and offers closed-form solutions for asset prices. We distinguish between rational and adaptive Bayesian learning. Rational learners account for the possibility of future changes in beliefs in determining their demand for risky assets, while adaptive learners take beliefs as given. Thus, risky assets tend to be lower-valued and price-dividend ratios vary less under adaptive versus rational learning for identical priors. If there is one thing to be learned from David Foster Wallace, it is that cultural transmission is a tricky game. This was a problem Wallace confronted as a literary professional, a university-based writer during what Mark McGurl has called the Program Era. But it was also a philosophical issue he grappled with on a deep level as he struggled to combat his own loneliness through writing. This fundamental concern with literature as a social, collaborative enterprise has also gained some popularity among scholars of contemporary American literature, particularly McGurl and James English: both critics explore the rules by which prestige or cultural distinction is awarded to authors (English; McGurl). Their approach requires a certain amount of empirical work, since these claims move beyond the individual experience of the text into forms of collective reading and cultural exchange influenced by social class, geographical location, education, ethnicity, and other factors. Yet McGurl and English's groundbreaking work is limited by the very forms of exclusivity they analyze: the protective bubble of creative writing programs in the academy and the elite economy of prestige surrounding literary prizes, respectively. To really study the problem of cultural transmission, we need to look beyond the symbolic markets of prestige to the real market, the site of mass literary consumption, where authors succeed or fail based on their ability to speak to that most diverse and complicated of readerships: the general public. Unless we study what I call the social lives of books, we make the mistake of keeping literature in the same ascetic laboratory that Wallace tried to break out of with his intense authorial focus on popular culture, mass media, and everyday life.
Der vorliegende Abschlussbericht fasst die Ergebnisse der Studie „Berufliche Weiterbildung von Teilzeitkräften“ zusammen. Der Projektzeitraum erstreckte sich vom 15.06.2010 bis zum 31.03.2011, Gefördert wurde die Studie durch das Hessische Ministerium für Wirtschaft, Verkehr und Landesentwicklung (HMWVL) und den Europäischen Sozialfonds (ESF).
The article discusses the methodology adopted for a cross-linguistic synchronic and diachronic corpus study on indefinites. The study covered five indefinite expressions, each in a different language. The main goal of the study was to verify the distribution of these indefinites synchronically and to attest their historical development. The methodology we used is a form of functional labeling which combines both context (syntax) and meaning (semantics) using as a starting point Haspelmath’s (1997) functional map. In the article we identify Haspelmath’s functions with logico-semantic interpretations and propose a binary branching decision tree assigning each instance of an indefinite exactly one function in the map.
Depending on the point of time and location, insurance companies are subject to different forms of solvency regulation. In modern regulation regimes, such as the future standard Solvency II in the EU, insurance pricing is liberalized and risk-based capital requirements will be introduced. In many economies in Asia and Latin America, on the other hand, supervisors require the prior approval of policy conditions and insurance premiums, but do not conduct risk-based capital regulation. This paper compares the outcome of insurance rate regulation and risk-based capital requirements by deriving stock insurers’ best responses. It turns out that binding price floors affect insurers’ optimal capital structures and induce them to choose higher safety levels. Risk-based capital requirements are a more efficient instrument of solvency regulation and allow for lower insurance premiums, but may come at the cost of investment efforts into adequate risk monitoring systems. The paper derives threshold values for regulator’s investments into risk-based capital regulation and provides starting points for designing a welfare-enhancing insurance regulation scheme.

Capturing the zero: a new class of zero-augmented distributions and multiplicative error processes

We propose a novel approach to model serially dependent positive-valued variables which realize a non-trivial proportion of zero outcomes. This is a typical phenomenon in financial time series observed at high frequencies, such as cumulated trading volumes. We introduce a flexible point-mass mixture distribution and develop a semiparametric specification test explicitly tailored for such distributions. Moreover, we propose a new type of multiplicative error model (MEM) based on a zero-augmented distribution, which incorporates an autoregressive binary choice component and thus captures the (potentially different) dynamics of both zero occurrences and of strictly positive realizations. Applying the proposed model to high-frequency cumulated trading volumes of both liquid and illiquid NYSE stocks, we show that the model captures the dynamic and distributional properties of the data well and is able to correctly predict future distributions.
Correctness of program transformations in extended lambda calculi with a contextual semantics is usually based on reasoning about the operational semantics which is a rewrite semantics. A successful approach to proving correctness is the combination of a context lemma with the computation of overlaps between program transformations and the reduction rules.The method is similar to the computation of critical pairs for the completion of term rewriting systems. We describe an effective unification algorithm to determine all overlaps of transformations with reduction rules for the lambda calculus LR which comprises a recursive let-expressions, constructor applications, case expressions and a seq construct for strict evaluation. The unification algorithm employs many-sorted terms, the equational theory of left-commutativity modeling multi-sets, context variables of different kinds and a mechanism for compactly representing binding chains in recursive let-expressions. As a result the algorithm computes a finite set of overlappings for the reduction rules of the calculus LR that serve as a starting point to the automatization of the analysis of program transformations.
Die Ergebnisse der Arbeit lassen sich wie folgt zusammenfassen: 1. Das Früherkennungssystem des § 91 Abs. 2 AktG ist kein „Risiko“-Früherkennungssystem, wie dies der IDW PS 340 annimmt. Daraus folgen zu weit reichende angebliche Risikomanagement- und Prüfpflichten. Eine fortlaufende und ständige Erfassung, Bewertung und Analyse von Einzelrisiken ist nämlich nicht erforderlich. Zwar mag im Einzelfall eine Risikosteuerung angezeigt sein, die sich einem umfassenden Risikomanagement annähert. Die über § 91 Abs. 2 AktG hinausgehenden Maßnahmen ergeben sich dann aber aus §§ 76, 93 AktG und sind insofern auch nicht Prüfungsgegenstand des Abschlussprüfers nach § 317 Abs. 4 HGB. 2. Der IDW PS 340 blendet die zentral wichtige Liquiditätssteuerung aus. Hier ist er zu eng und nicht spezifisch genug. Bestandsgefährdende Entwicklungen können nämlich auch durch Liquiditätsrisiken entstehen. § 91 Abs. 2 AktG verpflichtet daher die Gesellschaft zur Aufstellung eines Finanzplans, der künftige Zahlungsein- und Zahlungsausgänge einander gegenüberstellt. 3. Der IDW PS 340 besteht nicht hinreichend deutlich auf schriftlicher Dokumentation des Früherkennungssystems. Denn eine schriftliche Fixierung von Früherkennungs- und Überwachungssystem dient nicht nur der Funktionsfähigkeit dieser Systeme, sondern bildet auch die Prüfungsgrundlage, ohne die dem Abschlussprüfer eine hinreichende Prüfung nicht möglich ist.
Der folgende Aufsatz ist eine geringfügig überarbeitete Version eines Vortrags über das japanische Gesellschaftsrecht anlässlich der im August 2010 veranstalteten Summer School für japanisches Recht an der Goethe-Universität Frankfurt am Main1. Der Vortrag war nicht nur an Juristen und Studierende der Rechtswissenschaften, sondern auch an Japanologen und Studierende der Japanologie gerichtet, weshalb ich mich bemüht habe, mich möglichst nicht in juristischen Details zu verlieren, sondern eine Einführung in das Wesen des japanischen Gesellschaftsrechts zu geben. In den letzten Jahren gab es im Umfeld japanischer Unternehmen zahlreiche bedeutende gesetzliche Änderungen, und es scheint, als würde sich diese Entwicklung zunehmend beschleunigen. In dieser Lage, in der die täglich neu auftretenden Rechtsfragen schnellstmöglich einer Lösung bedürfen, ist es für die Gelehrten des Gesellschaftsrechts oft schwierig, sich wissenschaftlich mit der substantiellen Dimension dieser Rechtsfragen zu beschäftigen. Auch dieser Aufsatz über das japanische Gesellschaftsrecht ist nur eine Skizze zum Gegenstand meines Forschungsgebietes. Die Darstellung beginnt – zum besseren Verständnis der zugrundeliegenden Systematik vor allem für den deutschen Leserkreis – mit einer knappen Erläuterung der Entsprechungen des deutschen Begriffs „Gesellschaft“ im Japanischen. Auf diese terminologische Klärung folgt ein kurzer Überblick zur Geschichte des japanischen Gesellschaftsrechts bis hin zur Erstellung des japanischen Gesellschaftsgesetzes, da zum Verständnis des heutigen japanischen Gesellschaftsrechts eine gewisse Kenntnis seiner Vorgeschichte höchst wichtig ist. Bereits hier sei der wichtige Punkt erwähnt, dass das historische japanische (Aktien-)Gesellschaftsrecht unter dem starken Einfluss Deutschlands und der Vereinigten Staaten von Amerika gestaltet wurde, was sich noch gegenwärtig auf das japanische Gesellschaftsgesetz und die Struktur der japanischen Aktiengesellschaften auswirkt. In den weiteren Abschnitten werden diese Besonderheiten des japanischen Gesellschaftsrechts anhand der Struktur der japanischen Aktiengesellschaft illustriert.
This paper analyzes the emergence of systemic risk in a network model of interconnected bank balance sheets. Given a shock to asset values of one or several banks, systemic risk in the form of multiple bank defaults depends on the strength of balance sheets and asset market liquidity. The price of bank assets on the secondary market is endogenous in the model, thereby relating funding liquidity to expected solvency - an important stylized fact of banking crises. Based on the concept of a system value at risk, Shapley values are used to define the systemic risk charge levied upon individual banks. Using a parallelized simulated annealing algorithm the properties of an optimal charge are derived. Among other things we find that there is not necessarily a correspondence between a bank's contribution to systemic risk - which determines its risk charge - and the capital that is optimally injected into it to make the financial system more resilient to systemic risk. The analysis has policy implications for the design of optimal bank levies. Der Kontrollbegriff des WpÜG

Die Bestimmungen des WpÜG über Übernahme- und Pflichtangebote knüpfen von jeher an das Halten von mindestens 30 Prozent der Stimmrechte einer Zielgesellschaft an. Der folgende Beitrag geht der Frage nach, ob dieser formale Kontrollbegriff des geltenden Rechts den Machtverhältnissen in börsennotierten Gesellschaften angemessen Rechnung trägt. Darüber hinaus hinterfragt er die systematische Stimmigkeit der unterschiedlichen Schwellenwerte für Kontrolle und Beherrschungsvermutung bei börsennotierten Gesellschaften.
In seiner ausführlichen Untersuchung unterschiedlicher philosophischer Ansätze zum Prinzip „Verantwortung“ führt Ludger Heidbrink (2003) aus, dass die Standardtheorie der „Verantwortung“ auf drei Pfeilern beruhe, „dem Subjekt der Verantwortung, dem Objekt der Verantwortung und der Instanz der Verantwortung“ (ebd.: S. 21 f.; Hervorhebung von B. H.). Dabei bezieht er sich auf einige philosophische Ansätze, die Verantwortung in einer mehrstelligen Relation verstehen: Eine Person hat (1) Verantwortung für etwas (2) vor und gegenüber jemandem (3) und wird nach Maßgabe von gewissen Kriterien beurteilt (4) (u. a. Lenk/Maring 1993; Höffe 1993). An dieser Definition wird deutlich, dass es sich bei „Verantwortung“ um ein zutiefst soziales Handlungsprinzip dreht, denn eine Person, die verantwortlich handelt, tritt immer in irgendeiner Form in Interaktion mit ihrer sozialen Umwelt. So kümmern sich beispielsweise Eltern um ihre Kinder; Arbeitsnehmer stellen im Rahmen kollegialer Arbeitsteilung ein Produkt her oder erfüllen eine Dienstleistung für einen Kunden. Selbst wer sich gegenüber einem Tier oder der Natur verantwortlich verhält, erfüllt dabei eine moralische Norm, deren Einhaltung die Gesellschaft von ihm erwartet. Daran wird deutlich, dass eine Person, auch wenn sie sich in ihrem Handeln nicht direkt auf andere Menschen bezieht, gegenüber Personen oder Instanzen die Folgen ihres Verhaltens verantworten muss, was bedeutet, dass sie im Rahmen der Rechenschaftspflicht letztlich auch in eine Interaktion mit anderen Menschen tritt. Nur von mündigen Menschen kann Verantwortung für ihr Handeln erwartet werden. Der intersubjektive Charakter des Verantwortungspostulats lässt normalerweise auch zu, dass sich die beteiligten Personen über die Voraussetzungen verständigen können, unter denen das geforderte Handeln möglich ist oder war. Denn meistens genügt allein der Willen einer Person nicht zur Übernahme von Verantwortung.
(1) Unter „öffentlichen Banken“ sind Kreditinstitute in unmittelbarer oder mittelbarer Trägerschaft einer Gebietskörperschaft zu verstehen.
(2) Eine Bestandsaufnahme ergibt, dass ein nennenswerter Teil der „öffentlichen Banken“ materiell privatisiert oder stark umgeformt worden ist.
(3) Die Sicherung der Kunden durch Anstaltslast und Gewährträgerhaftung ist weitgehend beseitigt worden, ohne dass dies den Betroffenen hinreichend deutlich gemacht worden ist.
(4) Die bestehenden „öffentlichen Banken“ sind deutlich vielgestaltiger organisiert als noch vor wenigen Jahren.
(5) Auch „öffentliche Banken“ unterliegen regelmäßig der „allgemeinen“ Aufsicht und Kontrolle, wie sie für privatwirtschaftliche Institute in ihrer jeweiligen Rechtsform gelten.
(6) Darüber hinaus ist aus verfassungsrechtlichen Gründen eine besondere Leitung, Aufsicht und Kontrolle der „öffentliche Banken“ durch ihr Trägergemeinwesen erforderlich; nicht zuletzt um die Einhaltung ihres besonderen öffentlichen Auftrags kontrollieren zu können.
(7) Die Prüfung durch Wirtschafsprüfer kann diese Aufgaben nicht erfüllen.
(8) Sie ist an erster Stelle Aufgabe der Exekutive des Trägergemeinwesens.
(9) Eine bloße Rechtsaufsicht ist verfassungsrechtlich problematisch, jedenfalls dann wenn eine Einstandspflicht des Trägergemeinwesens besteht.
(10) Die Mitwirkung in Aufsichtsgremien der „öffentliche Banken“ ist keine hinreichende Aufsicht in diesem Sinne.
(11) Darüber hinaus sind die parlamentarische Kontrolle und die Kontrolle durch die Rechnungshöfe ganz wesentlich.
(12) Die Kontrolle durch Sicherungseinrichtungen kann wirksam und sinnvoll sein.
(13) Öffentlich-rechtliche und privatrechtliche Mischformen dürfen nicht zu einer Ausdünnung von Aufsicht und Kontrolle führen.
(14) Der Einsatz des Instituts der Beleihung ist nur dann rechtlich akzeptabel, wenn ein durchgehender Aufsichts- und Leitungsstrang auch gegenüber dem Beliehenen gesichert ist.
(15) Überlegungen zur Neuordnung der „öffentlichen Banken“ müssen zuerst die Frage beantworten, ob und welche Bankdienstleistungen der Staat unmittelbar oder mittelbar anbieten sollte.
(16) Eine Grundversorgung der Bevölkerung mit einfachen Bankdienstleistungen, die sicher, einfach, kostengünstig und leicht erreichbar sind, ist eine staatliche Aufgabe. Hier liegt in weitem Umfang Marktversagen vor.
(17) Ob ein reformiertes Einlagensicherungssystem die notwendige Sicherheit bieten kann, ist zweifelhaft, solange keine Staatsgarantie für die Sicherungseinrichtungen besteht.
(18) Es ist an eine Reaktivierung von Anstaltslast und Gewährträgerhaftung für einfache Institute zur Grundversorgung der Bevölkerung zu denken.
(19) Leitung und Kontrolle des Managements „öffentlicher Banken“ müssen wesentlich strenger werden, um jegliche Risiken für die öffentlichen Haushalte auszuschließen. Gehaltsmäßig muss ihre Leitung so uninteressant sein, dass sie weder für Politiker noch für „Finanzingenieure“ attraktiv ist.
Das Thema dieses Diskussionspapiers ist die Ökonomisierung des Sozialen. Methodisch handelt es sich um eine metatheoretische Analyse, der gleichzeitig theoretische wie empirische und normative Erkenntnisinteressen zugrunde liegen. Die vergleichende Analyse von Diskurspositionen über gesellschaftliche Transformationsprozesse zeigt dabei, dass sich die objektiven Anforderungsstrukturen und subjektiven Bewältigungsstrukturen im Umbruch befinden. Die drei ausgewählten Diskurspositionen werden dabei auf theoretische Fundierung, empirische Validierung und normative Implikationen hin untersucht. Die divergierenden theoretischen wie empirischen Bezüge bilden mit den normativ-politischen Positionen weitgehend kohärente Diskurspositionen. The aim of this paper is to examine what has been the role of information provision to the market throughout the crisis. We consider two main sources of information to the market, financial statements and information provided by credit rating agencies. We examine how these sources of information work and the effectiveness of their disclosure process during the crisis. Contrary to the commonly held view, fair value accounting did not have a major impact on the crisis development and severity. However, the structure and lack of accountability of credit rating agencies had a profound impact on their incentives, which may have jeopardized the accuracy of the whole rating process. We claim that the crisis experience has changed the way we think about information as well as market discipline and discuss policy implications and proposals for regulation. This paper studies the impact of the concentration of control, the type of controlling shareholder and the dividend tax preference of the controlling shareholder on dividend policy for a panel of 220 German firms over 1984-2005. While the concentration of control does not have an effect on the dividend payout, there is strong evidence that the type of controlling shareholder matters as family controlled firms have high dividend payouts whereas bank controlled firms have low dividend payouts. However, there is no evidence that the dividend preference of the large shareholder has an impact on the dividend decision. Do firms buy their stock at bargain prices? : Evidence from actual stock repurchase disclosure

We use new data from SEC filings to investigate how S&P 500 firms execute their open market repurchase programs. We find that smaller S&P 500 firms repurchase less frequently than larger firms, and at a price which is significantly lower than the average market price. Their repurchase activity is followed by a positive and significant abnormal return which lasts up to three months after the repurchase. These findings do not hold for large S&P 500 firms. Our interpretation is that small firms repurchase strategically, whereas the repurchase activity of large firms is more focused on the disbursement of free cash. Using life-history survey data from eleven European countries, we investigate whether childhood conditions, such as socioeconomic status, cognitive abilities and health problems influence portfolio choice and risk attitudes later in life. After controlling for the corresponding conditions in adulthood, we find that superior cognitive skills in childhood (especially mathematical abilities) are positively associated with stock and mutual fund ownership. Childhood socioeconomic status, as indicated by the number of rooms and by having at least some books in the house during childhood, is also positively associated with the ownership of stocks, mutual funds and individual retirement accounts, as well as with the willingness to take financial risks. On the other hand, less risky assets like bonds are not affected by early childhood conditions. We find only weak effects of childhood health problems on portfolio choice in adulthood. Finally, favorable childhood conditions affect the transition in and out of risky asset ownership, both by making divesting less likely and by facilitating investing (i.e., transitioning from non-ownership to ownership).
Eurobonds zur Bewältigung der europäischen Krise? : Wegweisung zu einer modernen Entwicklungsunion

Die aktuelle Debatte um den Umgang mit der Verschuldung Griechenlands und anderer EWU Staaten berührt die Grundlagen europäischer Wirtschaftspolitik. Die nächsten Schritte sind wohl abzuwägen, um über eine unmittelbare Kriseneindämmung hinaus eine langfristige Stabilisierung der wirtschaftlichen und politischen Strukturen in der Eurozone zu erreichen.
Eine funktionsfähige Wirtschafts- und Währungsunion hat ihren Preis. Sie ist aber auch von großem Nutzen, gerade für Deutschland und die wettbewerbsstarken Regionen, die insbesondere vom einheitlichen Binnenmarkt und der monetären Stabilität profitieren. Das rechtfertigt zugleich
eine Unterstützung ökonomisch schwächerer Mitglieder der Union durch die stärkeren. Historisch waren Währungsunionen ohne einen derartigen minimalen fiskalischen Ausgleich nicht dauerhaft. Deshalb sind, wenn man die Währungsunion aufrechterhalten will, zwei Extrempositionen - keine Transfers, um keinen Preis ebenso wie deren Gegenteil: jedwedes Defizit wird bedingungslos finanziert - nicht zielführend. Ein kompletter Haftungsausschluss (no bail-out) ist nicht glaubwürdig, solange unabweisbare Schuldenschnitte von insolventen Staaten oder Regionen (wegen Überschuldung) nicht möglich sind, weil sie innerhalb eines stark integrierten Bankenmarktes potentiell unkontrollierbare Rückwirkungen auslösen. Andererseits liefe die unkonditionierte, dauerhafte Finanzierung regionaler Ungleichgewichte auf Transfervolumina hinaus, die eine Überforderung der Transfergeber darstellten. Sie führte vor allem zu einer Perpetuierung der Probleme, weil Anreize zur letztlich unabdingbaren Anpassung fehlten. Damit bleiben zur Schaffung der Voraussetzungen einer funktionsfähigen Währungsunion nur Optionen, die zwischen den Polen liegen.
There is ample empirical evidence documenting widespread financial illiteracy and limited pension knowledge. At the same time, the distribution of wealth is widely dispersed and many workers arrive on the verge of retirement with few or no personal assets. In this paper, we investigate the relationship between financial literacy and household net worth, relying on comprehensive measures of financial knowledge designed for a special module of the DNB (De Nederlandsche Bank) Household Survey. Our findings provide evidence of a strong positive association between financial literacy and net worth, even after controlling for many determinants of wealth. Moreover, we discuss two channels through which financial literacy might facilitate wealth accumulation. First, financial knowledge increases the likelihood of investing in the stock market, allowing individuals to benefit from the equity premium. Second, financial literacy is positively related to retirement planning, and the development of a savings plan has been shown to boost wealth. Overall, financial literacy, both directly and indirectly, is found to have a strong link to household wealth. Rare Earth Elements (REE) have become the new strategic economic weapon for the modern age. Used in the manufacturing of products ranging from mobile phones to jet fighter engines, REEs have become the new “oil” of today in terms of economic and strategic importance. Currently, 95% of REEs mined globally are mined in China, giving China a monopoly on the industry. Deng Xiaoping foresaw the importance of REEs in 1992 when he commented: “as there is oil in the Middle East, there is rare earth in China.” Recently, China temporarily stopped exports of REEs to Japan, the EU and the US as an unofficial response to varying political and economic issues. This stoppage raised concerns as to the dependability of China and REE exports. Using the theory of neo-mercantilism, this paper analyzes China’s actions in the REE market and its subsequent economic and political implications. It concludes with a look at how countries are trying to position themselves away from a dependency on China.
In Deutschland und in fast allen Industrieländern finden sich mittlerweile Medikamentenwirkstoffe in nahezu allen Gewässern und vereinzelt auch im Trinkwasser. Auch wenn die Konzentrationen in der Regel sehr gering sind, lassen sich erste Anzeichen für Auswirkungen auf Wasserlebewesen nachweisen. Akute Folgen für die menschliche Gesundheit sind bisher nicht erwiesen. Es kann allerdings nicht ausgeschlossen werden, dass sich Langzeitfolgen dieser Niedrigstkonzentrationen entwickeln und unerwartete Effekte durch die Wechselwirkung zwischen verschiedenen Wirkstoffen (Cocktaileffekt) entstehen. Besonders gefährdet sind dabei sensible Bevölkerungsgruppen wie Kinder und chronisch Kranke. Es besteht daher nicht zuletzt aus Vorsorgegründen Handlungsbedarf. Das Problem der Medikamentenreste im Wasser ist bei den wichtigsten Akteuren des Gesundheitssystems weitgehend unbekannt. Auch wenn Wissen nicht mit Bewusstsein gleichgesetzt werden kann – denn es gibt auch das Phänomen des Nicht-Wissen-Wollens – geht es in einem ersten Schritt darum, fundiertes Wissen zu erzeugen. Nur auf Basis dieser Sensibilisierung können weitere Strategien umgesetzt und letztendlich Aufklärung und Verhaltensänderungen erreicht werden. Dabei geht es um die gesamte Alltagspraxis im Umgang mit Medikamenten. Diese umfasst Fragen der Verschreibung, der Compliance, der nichtmedikamentösen Krankheitsvorsorge bis hin zum Arzt-Patienten-Verhältnis. Das ist nämlich häufig von Missverständnissen und mangelnder Kommunikation über – vermeintliche – Verschreibungsnotwendigkeiten geprägt. Der erste Teil der Strategie für die Bevölkerung soll über unterschiedliche Kanäle und Medien drei unterschiedliche Zielgruppen ansprechen, die in einer empirischen Untersuchung vom ISOE identifiziert wurden und auf das angesprochene Problem ganz unterschiedlich reagieren: · ‚Die Verleugner/Relativierer‘ · ‚Die Aufklärungsinteressierten‘ · ‚Die Hypersensiblen‘ Jede Zielgruppe soll in der passenden sprachlichen und argumentativen Art und Weise durch spezifische Medien und mit dem richtigen Grad der Differenziertheit angesprochen werden. Dabei spielen „die Aufklärungsinteressierten“ eine Opinionleader-Rolle. Sie können über anspruchsvolle Medien mit sehr differenzierten Informationen versorgt werden und geben dieses Wissen dann in angemessener Form an ihre Gesprächspartner weiter. Der zweite Teil der Strategie für die Bevölkerung bezieht sich auf die Kommunikation richtiger Entsorgungswege für Altmedikamente. Ziel ist es, dass Medikamentenreste nur noch in der Apotheke, keinesfalls aber in der Spüle oder in der Toilette entsorgt werden. Auf Grundlage einer Analyse typischer Fehler in bereits bestehenden Kommunikationsmedien zu diesem Thema hat das ISOE Empfehlungen zur richtigen Konzeption von Infomaterialien erarbeitet. Bei der Ansprache der Apotheker geht es in einem ersten Schritt um die Vermittlung von Faktenwissen: Wir schlagen dazu eine PR-Kampagne vor, die Artikel in den wichtigsten Fachmedien platziert. Gleichzeitig soll das Thema auch Teil der Aus- und Fortbildung werden. Zusätzlich soll die Beraterfunktion der Apotheken gestärkt werden. Die spezielle Zielgruppe der umweltsensiblen Kunden würde durchaus positiv darauf reagieren, wenn sie auf die Problematik der Medikamentenreste im Wasser hingewiesen würde. Bei allen anderen Kunden können und sollen die Apotheker ihre Rolle als Berater wahrnehmen: Sie betonen, wie wichtig die korrekte Einnahme (Compliance) und adäquate Packungsgrößen sind und warnen ihre Kunden, insbesondere die älteren, auch vor potenziellen Fehleinnahmen. Bei der Kommunikationsstrategie für Ärzte geht es im ersten Schritt ebenfalls um Wissen. Dabei muss aber deren Selbstverständnis als Wissenschaftler bei gleichzeitig niedrigem Wissensstand in diesem speziellen Feld berücksichtigt werden. Hier muss der Weg einer ‚diskursiven Selbstaufklärung‘ beschritten werden. Das Thema Medikamentenreste im Wasser kann somit nicht von Laien von außen an die Ärzte herangetragen werden, sondern muss in wichtigen Medien der Ärzteschaft und durch Verbandsfunktionäre angenommen und kommuniziert werden (top-down). Wenn es im zweiten Schritt um eine Problemsensibilisierung geht, muss mit starkem Widerstand eines Teils der Ärzteschaft gerechnet werden. Sie könnten fürchten, dass eine Einmischung in Heilungspläne aus Umweltsicht droht und betonen, dass Ärzte nicht für Umweltfragen zuständig seien. Letztlich steht – das haben empirische Untersuchungen des ISOE gezeigt – hinter dieser Problemabwehr ein Tabu: Es soll nicht darüber gesprochen werden, dass in zahlreichen Praxen zu viel verschrieben wird. Diese Problematik kann tatsächlich nicht aus der Umweltperspektive angegangen werden. Doch decken sich hier die Ziele des Gewässerschutzes mit den ökonomischen Zielen eines sparsamen Umgangs mit Arzneimitteln. Bei jeder Kommunikationsmaßnahme für diese Zielgruppe muss berücksichtigt werden, dass sich die Ärzte von dem, was sie als ‚Dauergesundheitsreform‘ aller Regierungen wahrnehmen, gegängelt fühlen. Sie sind keinesfalls bereit, eine neue Form der Regulierung, diesmal aus Umweltgründen, hinzunehmen. Ganz anders wird das Problem von ‚kritischen Ärzten‘ wie Umweltmedizinern und von Ärzten mit Naturheilschwerpunkt gesehen. Sie interessieren sich für die Problematik, weil sie einen Zusammenhang zwischen Umweltqualität und Gesundheit sehen. Außerdem haben sie Patienten, die an möglichst wenig Medikamentenverschreibungen, dafür aber an einer ‚sprechenden Medizin‘ interessiert sind. Wenn eine Kommunikationsstrategie also auch das schwierige Problem der übermäßigen Verschreibungen angehen will, empfiehlt es sich, die Erfahrungen dieser Mediziner einzubeziehen und zusätzlich auf eine ‚Bottom-up-Strategie‘ abzuzielen. Mit der Umsetzung der strategischen Kommunikation sollte eine Agentur beauftragt werden, die Erfahrungen im ‚Issue Management‘ vorweisen kann. Weiterhin sollte die Agentur Kenntnisse im Social Marketing und der Beeinflussung von Verhalten haben. Alle wichtigen Entscheidungen sollten von einem Konsens-Gremium (Runder Tisch ‚MeriWa‘1) verabschiedet werden, in dem die Ärzteschaft, die Apotheker sowie die Verbraucherinnen und Verbraucher angemessen repräsentiert sind.
Based on Foucault’s analysis of German Neoliberalism and his thesis of ambiguity, the following paper draws a two-level distinction between individual and regulatory ethics. The individual ethics level – which has received surprisingly little attention – contains the Christian foundation of values and the liberal-Kantian heritage of so called Ordoliberalism – as one variety of neoliberalism. The regulatory or formal-institutional ethics level on the contrary refers to the ordoliberal framework of a socio-economic order. By differentiating these two levels of ethics incorporated in German Neoliberalism, it is feasible to distinguish dissimilar varieties of neoliberalism and to link Ordoliberalism to modern economic ethics. Furthermore, it allows a revision of the dominant reception of Ordoliberalism which focuses solely on the formal-institutional level while mainly neglecting the individual ethics level.
Insurance contracts are often complex and difficult to verify outside the insurance relation. We show that standard one-period insurance policies with an upper limit and a deductible are the optimal incentive-compatible contracts in a competitive market with repeated interaction. Optimal group insurance policies involve a joint upper limit but individual deductibles and insurance brokers can play a role implementing such contracts for the group of clients. Our model provides new insights and predictions about the determinants of insurance.
This paper outlines a new method for using qualitative information to analyze the monetary policy strategy of central banks. Quantitative assessment indicators that are extracted from a central bank's public statements via the balance statistic approach are employed to estimate a Taylor-type rule. This procedure allows to directly capture a policymaker's assessments of macroeconomic variables that are relevant for its decision making process. As an application of the proposed method the monetary policy of the Bundesbank is re-investigated with a new dataset. One distinctive feature of the Bundesbank's strategy consisted of targeting growth in monetary aggregates. The analysis using the proposed method provides evidence that the Bundesbank indeed took into consideration monetary aggregates but also real economic activity and inflation developments in its monetary policy strategy since 1975. We present an intertemporal consumption model of consumer investment in financial literacy. Consumers benefit from such investment because their stock of financial literacy allows them to increase the returns on their wealth. Since literacy depreciates over time and has a cost in terms of current consumption, the model determines an optimal investment in literacy. The model shows that financial literacy and wealth are determined jointly, and are positively correlated over the life cycle. Empirically, the model leads to an instrumental variables approach, in which the initial stock of financial literacy (as measured by math performance in school) is used as an instrument for the current stock of literacy. Using microeconomic and aggregate data, we find a strong effect of financial literacy on wealth accumulation and national saving, and also show that ordinary least squares estimates underestate the impact of financial literacy on saving. This paper studies the market quality of an internalization system which is designed as part of an open limit order book (the Xetra system operated by Deutsche Börse AG). The internalization sys-tem (Xetra BEST) guarantees a price improvement over the inside spread in the Xetra order book. We develop a structural model of this unique dual market environment and show that, while adverse selection costs of internalized trades are significantly lower than those of regular order book trades, the realized spreads (the revenue earned by the suppliers of liquidity) is significantly larger. The cost savings of the internalizer are larger than the mandatory price improvement. This suggests that internalization can be profitable both for the customer and the internalizer. In this paper we challenge the view that corporate bonds are always arm’s length debt. We analyze the effect of bond ratings on the stock price return to acquirers in M&A transactions, which tend to have significant effects on creditor wealth. We find acquirers abnormal returns to be higher if they are unrated, controlling for a wide variety of other effects identified in the literature. Tracing the difference in returns to distinct managerial decisions, we find that, everything else constant, rated firms increase their leverage in takeover transactions by less than their unrated counterparts. Consistent with a significant role for rating agencies, we find monitoring effects to be strongest when acquirer bonds are rated at the borderline between investment grade and junk. Finally, we are able to empirically exclude a large number of alternative explanations for the empirical regularities that we uncover. Japan's quest for energy security : risks and opportunities in a changing geopolitical landscape

For much of the 20th century, economic growth was fueled by cheap oil-based energy supply. Due to increasing resource constraints, however, the political and strategic importance of oil has become a significant part of energy and foreign policy making in East and Southeast Asian countries. In Japan, the rise of China’s economic and military power is a source of considerable concern. To enhance energy security, the Japanese government has recently amended its energy regulatory framework, which reveals high political awareness of risks resulting from the looming key resources shortage and competition over access. An essential understanding that national energy security is a politically and economically sensitive area with a clear international dimension affecting everyday life is critical in shaping a nation’s energy future.
It has often been asked whether today´s Japan will be able to move into new and promising industries, or whether it is locked into an innovation system with an inherent inability to give birth to new industries. One argument reasons that the thick institutional complementarities among labour, innovation, and finance among its enterprises and the public sector favour industrial development in sectors of intermediate uncertainty, while it is difficult to move into areas of major uncertainty. In this paper, we present the case of the silver industry or, somewhat more prosaically, the 60+ or even 50+ industry, for which most would agree that Japan has indeed become a lead market and lead producer on the global market. For an institutional economist, the case of the silver industry is particularly interesting, because Japan´s success is based on the cooperation of existing actors, the enterprise and public sector in particular, which helped overcome the information uncertainties and asymmetries involved in the new market by relying on several established mechanisms developed well before. In that sense, Japan´s silver industry presents a case of of what we propose to call successful institutional path activation with the effect of an innovative market creation, instead of the problematic lockin effects that are usually associated with the term path dependence.
Der Text Konstitutive Regeln – normativ oder nicht? Ein Blick auf ihre Rolle in Praktiken geht der Frage nach, ob – und wenn ja, in welcher Weise – konstitutive Regeln normativ sind. Die Herausforderung besteht darin, dass diese Regeln bzw. ihre Befolgung womöglich durchweg in nicht-normativen Begriffen beschrieben werden können – nämlich im Wesentlichen als Erfüllung notwendiger und/oder hinreichender Bedingungen. Natürlich kann man, aus welchen Gründen auch immer, jederzeit fordern, einer konstitutiven Regel Folge zu leisten. Aber damit würde Normativität ‚von außen‘ an solche Regeln herangetragen; in Frage steht aber, ob diese Regeln selbst normativ sind. Für eine derartige ‚interne‘ Normativität spricht sicherlich unser Umgang mit diesen Regeln und auch unser alltägliches Reden über sie. So beschreiben wir in unserer Alltagspraxis etwa das Befolgen von Spielregeln (als Paradebeispiele für konstitutive Regeln) als etwas, das korrekt ist oder getan werden soll – und Abweichungen entsprechend als Verletzungen. Der Überlegungsgang des Textes ist zweigeteilt: In einem ersten Schritt werden einige Arten von konstitutiven Regeln unterschieden. Der systematische Ertrag dieser begrifflichen Überlegungen besteht in dem Vorschlag, dass manche Arten von konstitutiven Regeln ganz problemlos als auch normative Phänomene charakterisierbar sind, andere hingegen nicht. In einem zweiten Schritt wird vor allem zu zeigen versucht, dass einige der wirklichen ‚Problemfälle‘ konstitutiver Regeln zumindest als schwach-normative Regeln beschrieben werden können (im Unterschied zu stark-normativen Phänomenen wie Verpflichtungen oder Verbote). Die ‚schwache Normativität‘ dieser Regeln kommt zum Vorschein, wenn man ihre Rolle in Praktiken betrachtet – insbesondere die Art und Weise, wie sich Akteure in diesen Praktiken unter Berufung auf konstitutive Regeln kritisieren, ohne sich dabei bereits als verpflichtet zu behandeln, diese Regeln zu befolgen.
Am 1. Januar 2012 tritt das KORUS-Freihandelsabkommen zwischen Südkorea und den USA in Kraft. Mit dem KORUS-Freihandelsabkommen und dem vergleichbar umfangreichen, bereits seit Juli 2011 rechtskräftigen Abkommen mit der EU (KOREU) verfügt Südkoreas exportorientierte Volkswirtschaft über einen nahezu uneingeschränkten Zugang zu den beiden stärksten Wirtschaftsräumen der Welt, die gemeinsam mehr als 50 Prozent des weltweiten Bruttoinlandsprodukts (BIP) erwirtschaften. Nicht zuletzt angesichts der jüngsten globalen Finanz- und Wirtschaftskrise sowie des Stillstands der multilateralen Doha-Verhandlungsrunde zur globalen Handelsliberalisierung, setzen zahlreiche Staaten
in Ostasien wie auch Südkorea auf eine expansive und vor allem bilaterale Freihandelspolitik. In Seoul hat diese Politik mit den beiden jüngsten Abkommen ihren vorläufigen
Höhepunkt erreicht. Die weitere Handelsstrategie des Landes sieht eine Diversifizierung und Ausweitung der Freihandelspolitik vor.
* Insbesondere die jüngeren Abkommen mit Indien, den USA und der EU stellen eine Weiterentwicklung der bisherigen Freihandelspolitik Südkoreas dar. Verglichen
mit den anfänglichen Abkommen mit Chile oder auch Singapur haben diese umfangreichen und tiefgreifenden Vereinbarungen eine neue Qualität.
* In den neueren bilateralen Freihandelsprojekten Südkoreas mit dem Golfkooperationsrat oder Australien werden zunehmend auch Themen wie Rohstoff- und Ernährungssicherung in den Blick genommen. Mit dem Abschluss der Freihandelsabkommen werden auch politische Ziele verfolgt, wie zum Beispiel die Stärkung der Allianz mit den USA oder das Knüpfen
strategischer Partnerschaften über die ostasiatische Region hinaus.
* Vor allem für Japan stellen KORUS und KOREU eine ökonomische Herausforderung dar. Es ist möglich, dass nun in Ostasien, wie auch im gesamten pazifischen Raum, weitere große Freihandelsabkommen folgen werden.
The European Monetary Union euro has done very well since its initiation. Price stability has been secured and the external value of the new currency is more than satisfactory. The confidence in it is also shown by its increasing use as a global reserve currency. It has been a stabilizing factor in the current crisis. The recent budgetary problems of some member states are principally not a problem of the Monetary Union. It is therefore in no way justified to speak of a "Euro-crisis". It is true, however, that the Monetary Union restricts the number of possibilities for member states to solve their financial problems but it does not eliminate them entirely that outside help would have become indispensible. The purchase of debt instruments of member states in financial distress by the ECB is questionable from an economic, and more important, from a legal point of view. The longer the duration, the less legally justifiable is it. Financial support for member states in severe financial distress might be acceptable as a temporary crisis resolution mechanism. A permanent support mechanism needs a basis in the primary law of the EU. The treatment of the risk of "sovereign" debt in the legal framework for financial institutions urgently needs improvement. Especially the capital requirements for credit institutions have to be adjusted.
This paper outlines important lessons for monetary policy. In particular, the role of inflation targeting, which was much acclaimed prior to the financial crisis and since then has not lost much of its endorsement, is critically reviewed. Ignoring the relation between monetary policy and asset prices, as is the case in this monetary policy approach, can lead to financial instability. In contrast, giving, inter alia, monetary factors a role in central banks’ policy decisions, as is done in the ECB’s encompassing approach, helps prevent these potentially harmful side effects and thus allows for fostering financial stability. The direct financial impact of the financial crisis has been to deal a heavy blow to investment-based pensions; many workers lost a substantial portion of their retirement saving. The financial sector implosion produced an economic crisis for the rest of the economy via high unemployment and reduced labor earnings, which reduced household contributions to Social Security and some private pensions. Our research asks which types of individuals were most affected by these dual financial and economic shocks, and it also explores how people may react by changing their consumption, saving and investment, work and retirement, and annuitization decisions. We do so with a realistically calibrated lifecycle framework allowing for time-varying investment opportunities and countercyclical risky labor income dynamics. We show that households near retirement will reduce both short- and long-term consumption, boost work effort, and defer retirement. Younger cohorts will initially reduce their work hours, consumption, saving, and equity exposure; later in life, they will work more, retire later, consume less, invest more in stocks, save more, and reduce their demand for private annuities. In the microstructure literature, information asymmetry is an important determinant of market liquidity. The classic setting is that uninformed dedicated liquidity suppliers charge price concessions when incoming market orders are likely to be informationally motivated. In limit order book markets, however, this relationship is less clear, as market participants can switch roles, and freely choose to immediately demand or patiently supply liquidity by submitting either market or limit orders. We study the importance of information asymmetry in limit order books based on a recent sample of thirty German DAX stocks. We find that Hasbrouck’s (1991) measure of trade informativeness Granger-causes book liquidity, in particular that required to fill large market orders. Picking-off risk due to public news induced volatility is more important for top-of-the book liquidity supply. In our multivariate analysis we control for volatility, trading volume, trading intensity and order imbalance to isolate the effect of trade informativeness on book liquidity. This paper examines to what extent the build-up of 'global imbalances' since the mid-1990s can be explained in a purely real open-economy DSGE model in which agents' perceptions of long-run growth are based on filtering observed changes in productivity. We show that long-run growth estimates based on filtering U.S. productivity data comove strongly with long-horizon survey expectations. By simulating the model in which agents filter data on U.S. productivity growth, we closely match the U.S. current account evolution. Moreover, with household preferences that control the wealth effect on labor supply, we can generate output movements in line with the data.
