Efficient systems for the securities transaction industry : a framework for the European Union

This paper provides a framework for the securities transaction industry in the EU to understand the functions performed, the institutions involved and the parameters concerned that shape market and ownership structure. Of particular interest are microeconomic incentives of the industry players that can be in contradiction to social welfare. We evaluate the three functions and the strategic parameters - the boundary decision, the communication standard employed and the governance implemented - along the lines of three efficiency concepts. By structuring the main factors that influence these concepts and by describing the underlying trade-offs among them, we provide insight into a highly complex industry. Applying our framework, the paper describes and analyzes three consistent systems for the securities transaction industry. We point out that one of the systems, denoted as 'contestable monopolies', demonstrates a superior overall efficiency while it might be the most sensitive in terms of configuration accuracy and thus difficult to achieve and sustain.
The extraction of strictness information marks an indispensable element of an efficient compilation of lazy functional languages like Haskell. Based on the method of abstract reduction we have developed an e cient strictness analyser for a core language of Haskell. It is completely written in Haskell and compares favourably with known implementations. The implementation is based on the G#-machine, which is an extension of the G-machine that has been adapted to the needs of abstract reduction.
Occasionally binding constraints have become an important part of economic modelling, especially since western central banks see themselves (again) constraint by the so-called zero lower bound (ZLB) of the nominal interest rate. A binding ZLB constraint poses a major problem for a quantitative-structural analysis: Linear solution methods do no work in the presence of a non-linearity such as the ZLB and existing alternatives tend to be computationally demanding. The urge to study macroeconomic questions related to the Great Recession and the Covid-19 crisis in a quantitative-structural framework requires algorithms that are not only accurate, but that are also robust, fast, and computationally efficient.
A particularly important application where efficient and fast methods for occasionally binding constraints (OBCs) are needed is the Bayesian estimation of macroeconomic models. This paper shows that a linear dynamic rational expectations system with OBCs, depending on the expected duration of the constraint, can be represented in closed form. Combined with a set of simple equilibrium conditions, this can be exploited to avoid matrix inversions and simulations at runtime for signifcant gains in computational speed.
We propose an iterative procedure to efficiently estimate models with complex log-likelihood functions and the number of parameters relative to the observations being potentially high. Given consistent but inefficient estimates of sub-vectors of the parameter vector, the procedure yields computationally tractable, consistent and asymptotic efficient estimates of all parameters. We show the asymptotic normality and derive the estimator's asymptotic covariance in dependence of the number of iteration steps. To mitigate the curse of dimensionality in high-parameterized models, we combine the procedure with a penalization approach yielding sparsity and reducing model complexity. Small sample properties of the estimator are illustrated for two time series models in a simulation study. In an empirical application, we use the proposed method to estimate the connectedness between companies by extending the approach by Diebold and Yilmaz (2014) to a high-dimensional non-Gaussian setting.
Die vorliegende Untersuchung der effektiven Stundenlöhne in Deutschland erfolgte im Hin-blick auf die Frage nach der Ungleichheit ihrer Verteilung und der Einhaltung eines Kriteri-ums minimaler Leistungsgerechtigkeit. Ausgangspunkt ist die Annahme eines komplexen Gerechtigkeitsempfindens in der Gesellschaft, das neben dem Marktmechanismus als einem Motor für Leistung und leistungsabhängige Einkommen auch individuelle Anstrengungen sowie die Folgen faktischer Marktunvollkommenheiten bzw. faktischen Marktversagens berücksichtigt. Zur Approximation der ergänzenden Aspekte von Leistungsgerechtigkeit wird an relative Lohnpositionen angeknüpft: Lohneinkommen, die einen gesellschaftlichen Mittelwert sehr weit – bezogen auf den Durchschnitt um mehr als die Hälfte, und alternativ bezogen auf den Median um mehr als ein Drittel – unterschreiten, gelten als Indikator für Zielabweichungen. Implizit wird damit unterstellt, dass individuelle Leistungsunterschiede begrenzt, die aus dem Marktmechanismus folgende Differenzierungen aber grenzenlos sind. Die sich aus dem hier gewählten Kriterium ergebenden Niedriglohngrenzen entsprechen ungefähr alternativ abgeleiteten Grenzwerten, die aus der Norm folgen, dass eine Vollzeiterwerbstätigkeit mindestens das eigene sozio-kulturelle Existenzminimum zuzüglich einer Leistungskomponente sichern sollte. Neben dem Aspekt minimaler Leistungsgerechtigkeit für den unteren Rand der Verteilung werden keine weiteren konkreten Normen zur Beurteilung der Zielangemessenheit der beobachteten Verteilung der Lohnsätze gesetzt. Dies würde den Rahmen dieser Untersuchung sprengen. Die empirische Analyse auf Basis des Sozio-ökonomischen Panels (SOEP) und der Einkommens- und Verbrauchsstichprobe (EVS) konzentriert sich auf das Jahr 2003 und wird ergänzt um einige Auswertungen für 1998, die allerdings nur mit dem SOEP durchgeführt werden können. Obwohl aus dem SOEP generell eine größere Ungleichheit der Verteilung resultiert, halten sich die Unterschiede zwischen den Ergebnissen beider Datenquellen in Grenzen. ...
Die Reihe „Papers of Excellence 2.0: Ausgewählte Arbeiten aus den Fachdidaktiken und Bildungswissenschaften der Goethe-Universität Frankfurt a.M.“ ist eine neue, erweiterte und zusätzliche Auflage der bekannten Reihe „Papers of Excellence: Ausgewählte Arbeiten aus den Fachdidaktiken“, welche seit 2010 von Daniela Elsner und Anja Wildemann im Shaker-Verlag herausgegeben wird. In alter Tradition werden auch in der ab sofort zusätzlich zur Printausgabe erscheinenden Online Version dieser Buchreihe herausragende Examens- und Masterarbeiten, die sich durch eine ausgewiesene empirische, fachdidaktische Auseinandersetzung mit einem Thema auszeichnen, zusammenfassend vorgestellt. Neu ist, dass die Online Version nun auch Arbeiten mit einem bildungswissenschaftlichen Fokus aufnimmt und solche, die an der Schnittstelle zwischen Fachdidaktik und Bildungswissenschaften an-gelegt sind. Die Papers of Excellence 2.0, die derzeit nur Studien integriert, die an der Goethe Universität Frankfurt am Main angefertigt wurden, werden von Astrid Jurecka (Bildungswissenschaften) und Daniela Elsner (Fachdidaktik) herausgegeben und sind kostenfrei zugänglich.
We study the incidence and severity of lower-bound episodes and the efficacy of three types of state-dependent policies—forward guidance about the future path of interest rates, large-scale asset purchases and spending-based fiscal stimulus—in ameliorating the adverse consequences stemming from the effective lower bound on nominal interest rates. In particular, we focus on the euro area economy and examine, using the ECB’s New Area- Wide Model, the consequences of the lower bound both for the near-term economic outlook, characterised by persistently low nominal interest rates and inflation, and in a lasting low-real-interest-rate world. Our findings suggest that, if unaddressed, the lower bound can have very substantial costs in terms of worsened macroeconomic performance. Forward guidance, if fully credible, is most powerful and can largely undo the distortionary effects due to the lower bound. A combination of imperfectly credible forward guidance, asset purchases and fiscal stimulus is almost equally effective, in particular when asset purchases enhance the credibility of the forward guidance policy via a signalling effect.
To estimate demand for labor, we use a combination of detailed employment data and the outcomes of procurement auctions, and compare the employment of the winner of an auction with the employment of the second ranked firm (i.e. the runner-up firm). Assuming similar ex-ante winning probabilities for both firms, we may view winning an auction as an exogenous shock to a firm’s production and its demand for labor. We utilize daily data from almost 900 construction firms and about 3,000 auctions in Austria in the time period 2006 until 2009. Our main results show that the winning firm significantly increases labor demand in the weeks following an auction but only in the years before the recent economic crisis. It employs about 80 workers more after the auction than the runner-up firm. Most of the adjustment takes place within one month after the demand shock. Winners predominantly fire fewer workers after winning than runner-up firms. In the crisis, however, firms do not employ more workers than their competitors after winning an auction. We discuss explanations like labor hoarding and productivity improvements induced by the crisis as well discuss implications for fiscal and stimulus policy in the crisis.
This essay reviews a cornerstone of the European Banking Union project, the resolution of systemically important banks. The focus is on the inherent conflict between a possible intervention by resolution authorities, conditional on a crisis situation, and effective prevention prior to a crisis. Moreover, the paper discusses the rules for bail-in debt and conversion rules for different layers of debt. Finally, some organizational requirements to achieve effective resolution results will be analyzed.
