The EU Commission proposed a regulation on artificial intelligence (AI) on 21 April 2021, which categorizes the use of AI in “social credit” as a prohibited application. This paper examines the definition and structure of the Social Credit System in China, which comprises various systems operating at different levels and sectors. The analysis focuses on two main subsystems: the database and one-stop inquiry platform for financial credit records, and the social governance tool designed to facilitate legal and political compliance. The development of the commercial customer credit reference is also explored. This paper further discusses the impacts and concerns associated with the implementation of the Chinese social credit system to raise awareness. The objective is to offer insights from the existing system and contribute to the ongoing discussion on regulating AI applications in social credit within the EU.
Five new species of the genus Phlugiolopsis Zeuner, 1940 (Tettigoniidae: Meconematinae) from China

This paper reports five new species of Phlugiolopsis Zeuner, 1940 from Sichuan, Yunnan and Guangxi in China, i.e., Phlugiolopsis luojishanensis sp. nov., Phlugiolopsis lata sp. nov., Phlugiolopsis rongshuiensis sp. nov., Phlugiolopsis acuta sp. nov. and Phlugiolopsis daweishanensis sp. nov. We present a redescription of the male of Phlugiolopsis punctata Wang, Li & Liu, 2012, describe the female of Phlugiolopsis punctata Wang, Li & Liu, 2012 and the male of Phlugiolopsis pentagonis Bian, Shi & Chang, 2013 for the first time. In addition, images illustrating the morphology of these species and seven previously described species are provided. The distribution map of the genus Phlugiolopsis from China is also provided.
Six new species of the genus Rhaphidophora Serville, 1838 are described from China: R. hexagoniproctalis Wang, Di & He sp. nov., R. heterodentis Shen, Wang & He sp. nov., R. imbricofurca Shen, Wang & He sp. nov., R. glenoides Qin, Wang & He sp. nov., R. impressa Wang, Qin & He sp. nov., R. stenoterminata Zhang, Wang & He sp. nov. A key with previously described species from China is provided.
Sixteen species of Issidae (Hemiptera: Fulgoromorpha) were recorded in a single day of collecting in Dong Son-Ky Thuong Nature Reserve, Quang Ninh Province, Vietnam, of which a checklist is provided. Among them, eight species are new to science and described in different tribes and subtribes: in the Hemisphaeriini Hemisphaeriina: Gergithoides olivaceus sp. nov., Hemisphaerius bresseeli sp. nov. and Neogergithoides scapularis sp. nov.; Hemisphaeriini Mongolianina: Mongoliana vietnamica sp. nov.; Kodaianellini: Kodaianella mua sp. nov.; Parahiraciini Parahiraciina: Pusulissus quangninhensis sp. nov. and Rostrolatum curviceps sp. nov.; Sarimini: Pseudocoruncanius obliquus sp. nov. The new genus Melichergithus gen. nov. is described to accommodate Gergithus gravidus Melichar, 1906 and the new combination Melichergithus gravidus (Melichar, 1906) gen. et comb. nov. is proposed; a black form of the species is recorded for the first time and described. Two species, Longieusarima lunulia Wang, Bourgoin & Zhang, 2017 and Parallelissus fuscus Meng, Qin & Wang, 2020, are recorded from Vietnam for the first time, while another species Maculergithus luteomaculatus (Constant & Pham, 2016) is recorded for the first time from Quang Ninh Province. Four species were represented by single females that could not be identified to species level, belonging to the genera Clypeosmilus Gnezdilov & Soulier-Perkins, 2017, Fortunia Distant, 1909 (two species) and Kodaianellissus Wang, Bourgoin & Zhang, 2017. The five following genera are recorded from Vietnam for the first time: Kodaianella Fennah, 1956, Rostrolatum Che, Zhang & Wang, 2020, Longieusarima Wang, Bourgoin & Zhang, 2017, Parallelissus Meng, Qin & Wang, 2020 and Kodaianellissus. The type material of Hemisphaerius rufovarius Walker, 1858 and its junior synonyms H. scymnoides Walker, 1862, H. testaceus Distant, 1906 and H. virescens Distant, 1906 was studied and the male terminalia described; as a result, H. rufovarius is removed from the fauna of Vietnam and China. Hemisphaerius bipunctatus Melichar, 1906 is also removed from the fauna of Vietnam after examination of the corresponding specimens. This study provides a 25% increase in the number of Issidae of Vietnam; a complete list of the 51 species recorded from the country, as well as a map of the number of recorded species per province, are given and discussed.
Small businesses face major challenges to becoming more innovative. These challenges are particularly prevalent in emerging economies where high uncertainties are a barrier to innovation. We know from previous studies that linkages to universities, on the one hand, and public procurement, on the other, support large and innovative firms in their efforts to become more innovative. However, we do not know whether these positive effects also hold true for small businesses. In this paper, we focus on how policy strategies reducing information, market and financial uncertainties shape small businesses’ innovation in China. Based on a sample of 926 small businesses derived from the World Bank Enterprises Survey in China (2012), we find that university-industry linkages enhance innovation, though only when it comes to minor forms of innovation. In line with the resource-based view of the firm, this effect is stronger for small businesses with higher capabilities. Moreover, we show that bidding for or delivering contracts to public sector clients has a positive effect on innovation, and in particular of major forms of innovation. In the bidding selection process, private firms and firms with higher capabilities are selected. Our findings show that both policy strategies have enhanced innovation, though with different effects on the degree of novelty. We attribute this finding to the different degrees of uncertainties they address.
The species of Rhyacobates Esaki, 1923 are reviewed. Three new species, R. bui sp. nov. from Guangxi, China and Lạng Sơn, Vietnam, R. elongatus sp. nov. from Hà Tĩnh, Vietnam and R. turgidus sp. nov. from Sichuan and Chongqing, China are described. Supplemental descriptions, diagnoses and new distribution records are provided for the fourteen previously known species, i.e., R. abdominalis Andersen & Chen, 1995, R. anderseni Tran & Yang, 2006, R. angustus Tran & Nguyen, 2016, R. chinensis Hungerford & Matsuda, 1959, R. constrictus Tran & Nguyen, 2016, R. edentatus Andersen & Chen, 1995, R. gongvo Tran & Yang, 2006, R. lundbladi (Hungerford, 1957), R. malaisei Andersen & Chen, 1995, R. recurvus Andersen & Chen, 1995, R. scorpio Andersen & Chen, 1995, R. svenhedini (Lundblad, 1934), R. takahashii Esaki, 1923, and R. zetteli Tran & Nguyen, 2016. Photographs and line drawings of the habitus, diagnostic characteristics of both sexes, the habitat and in-situ photographs are presented. A revised key to the species of Rhyacobates is also provided.
Tricondyla wiesneri Naviaux, 2002 (Coleoptera: Cicindelidae) is reported from China for the first time. Photographs, short descriptions, and an identification key for all six taxa of the genus Tricondyla Latreille, 1822 known from China are given.

Here, I describe four new species of the Neoserica vulpes species group: Neoserica daxue sp. nov., N. mianningana sp. nov., N. myanmarensis sp. nov., and N. yanyuan sp. nov. Genitalia and habitus of the new species are illustrated. Additional records of species from the group are given and the key to species of the Neoserica vulpes species group is updated.
The ant genus Temnothorax Mayr, 1861 (Myrmicinae, Crematogastrini) is diverse with 498 species described. Species are distributed predominately within the northern hemisphere with species richness decreasing closer to the tropics; contrary to other ant genera overall. In Southeast Asia, richness is relatively low and knowledge on the genus remains fragmentary, likely due to poor sampling efforts compared to temperate regions. Here, using specimens from recent sampling efforts, Temnothorax is reported for the first time from the Hong Kong Special Administrative Region. Two new species, T. barrettoi Hamer & Guénard sp. nov. and T. haveni Lee, Hamer & Guénard sp. nov., are described based on qualitive morphological characters, with additional morphometric data also gathered. An updated key, as well as a distributional checklist of Temnothorax species from mainland China is provided. We suggest that the two new species are likely arboreal based on our collections, however, further arboreal sampling is necessary to confirm this hypothesis. We hope this study may spurn effort to generate further information on sub-tropical Chinese Temnothorax species.
This paper is an attempt to peel out the core of historical and autobiographical reality in Klara Blumʼs poems, to show their militant character and ideological limits, and to analyze them as contemporary documents whose relevance lies less in the originality of their language than in the consistency of their historical and intellectual substance.
