Be it in the case of opening a website, sending an email, or high-frequency trading, bits and bytes of information have to cross numerous nodes at which micro-decisions are made. These decisions concern the most efficient path through the network, the processing speed, or the priority of incoming data packets.
Despite their multifaceted nature, micro-decisions are a dimension of control and surveillance in the twenty-first century that has received little critical attention. They represent the smallest unit and the technical precondition of a contemporary network politics – and of our potential opposition to it. The current debates regarding net neutrality and Edward Snowden’s revelation of NSA surveillance are only the tip of the iceberg. What is at stake is nothing less than the future of the Internet as we know it.
Stuttgart 21 – eine Rekonstruktion der Proteste : Soziale Bewegungen in Zeiten der Postdemokratie
(2020)

Thousands of Cameroonian women played an essential role in the radically anti-colonial nationalist movement led by the Union of the Populations of Cameroon (UPC): they were the women of the Democratic Union of Cameroonian Women (UDEFEC). Drawing on women nationalists' petitions to the United Nations, one of the largest collections of political documents written by African women during the decolonization era, as well as archival research and oral interviews, this work shows how UDEFEC transcended ethnic, class, education and social divides, and popularized nationalism in both urban and rural areas through the Trust Territories of the Cameroons under French and British administration. Foregrounding issues such as economic autonomy and biological and agricultural fertility, UDEFEC politics wove anti-imperial democracy and notions of universal human rights into locally rooted political cultures and histories. UDEFEC's history sheds light on the essential components of women's successful political mobilization in Africa, and contributes to the discussion of women's involvement in nationalist movements in formerly colonized territories.

The policy review is part of the project EQualCare: Alone but connected? Digital (in)equalities in care work and generational relationships among older people living alone, a three-year international project involving four countries: Finland, Germany, Latvia and Sweden. EQualCare interrogates inequalities by gender, cultural and socio-economic background between countries, with their different demographics and policy backgrounds. As a first step into empirical analysis, the policy review aims to set the stage for a better understanding of, and policy development on, the intersections of digitalisation with intergenerational care work and care relationships of older people living alone in Germany.
The policy review follows a critical approach, in which the problems policy documents address are not considered objective entities, but rather discursively produced knowledge that renders visible some parts of the problem which is to be solved as other possible perspectives are simultaneously excluded. Twenty publicly available documents were studied to analyse the processes in which definitions of care work and digital (in)equalities are circulated, translated and negotiated between the different levels of national government, regional governments and municipalities as well as other agencies in Germany.
The policy review consists of two parts: a background chapter providing information on the social structure of Germany, including the historical development of Germany after the Second World War, its political structure, information on the demographic situation with a focus on the 60+ age group, and the income of this age group. In addition, the background presents the structure of work and welfare, the organisation of care for old people, and the state of digitalisation in Germany. The analysis chapter includes a description of the method used as well as an overview of the documents chosen and analysed. The focus of this chapter is on the analysis of official documents that deal with the interplay of living alone in old age, care, and digitalisation.
The analysis identified four themes: firstly, ageing is framed largely as a challenge to society, whereas digitalisation is framed as a potential way to tackle social challenges, such as an ageing society. Secondly, challenges of ageing, such as need of care, are set at the individual level, requiring people to organise their care within their own families and immediate social networks, with state support following a principle of subsidiarity. Thirdly, voluntary peer support provides the basis for addressing digital support needs and strategies. Publications by lobby organisations highlight the important work done by voluntary peer support for digital training and the benefits this approach has; they also draw attention to the over-reliance on this form of unpaid support and call for an increase in professional support in ensuring all older people are supported in digital life. Fourthly, ageing as a hinderance to participation in digital life is seen as an interim challenge among younger old people already online.
In summary, the analysis shows that the connection between ageing and digitalisation remains a marginal topic in current politics. The focus on older people merely as a potential group at risk of being left behind implies a deficit perspective on ageing and a homogenising of a large and diverse age group. Lessons learnt from the pandemic should not be interpreted in a one-sided way, by merely acknowledging the increasing number of (older) people moving online, but by acknowledging intersecting inequalities that mitigate social participation.

Anarchival practises : the Clanwilliam Arts Project as re-imagining custodianship of the past
(2023)
Where is the past? It is not really behind us, but with us, constantly imagined and re-imagined in public discourse through historical narrations. Using the Clanwilliam Arts Project as a case study, this volume is founded on the 'anarchive', a conceptual constellation that positions the past in relation to the present, bringing into view strategies to facilitate remembering beyond the colonial archive.

The Video Vortex Reader is the first collection of critical texts to deal with the rapidly emerging world of online video – from its explosive rise in 2005 with YouTube, to its future as a significant form of personal media. After years of talk about digital convergence and crossmedia platforms we now witness the merger of the Internet and television at a pace no-one predicted. These contributions from scholars, artists and curators evolved from the first two Video Vortex conferences in Brussels and Amsterdam in 2007 which focused on responses to YouTube, and address key issues around independent production and distribution of online video content. What does this new distribution platform mean for artists and activists? What are the alternatives?
In response to rising anti-Semitism worldwide, including in some of the strongest democracies, the U.S. Congress passed the Global Anti-Semitism Review Act of 2004. On October 16, 2004, President George W. Bush signed the legislation into law (Public Law 108-332). The Act requires the U.S. Department of State to document and combat acts of anti-Semitism globally. To advance these goals, the Act mandated a one-time report on anti-Semitic acts, which the U.S. Department of State submitted to the U.S. Congress in January 2005. The Act also established within the U.S. Department of State an Office of the Special Envoy to Monitor and Combat Anti-Semitism. On May 22, 2006, Gregg Rickman was sworn in by U.S. Secretary of State Condoleezza Rice as the first Special Envoy. The U.S. Department of State’s January 2005 Report on Global Anti-Semitism surveyed anti-Semitic incidents throughout the world. The annual Country Reports on Human Rights Practices and the annual Report on International Religious Freedom include country-by-country assessments of the nature and extent of acts of anti-Semitism and anti-Semitic incitement. The Office of the Special Envoy to Monitor and Combat Anti-Semitism contributes to the anti-Semitism sections of these annual surveys, pursuant to the Global Anti-Semitism Review Act. Both reports have revealed that incidents of anti-Semitism have become more frequent in recent years. Consistent with the U.S. Department of State’s commitment to assess and counter anti-Semitism, this report is provided to the U.S. Congress to further assess contemporary anti-Semitism by exploring anti-Semitic themes and practices. This report is meant to be used as a resource for increasing understanding of and informing public discourse about contemporary forms of anti-Semitism and for shaping policies to combat anti-Semitism worldwide.
