The debate on effects of globalization on welfare states is extensive. Often couched in terms of a battle between the compensation and the efficiency thesis, the scholarly literature has provided contradictory arguments and findings. This article contributes to the scholarly debate by exploring in greater detail the micro-level foundations of compensation theory. More specifically, we distinguish between individual policy preferences for compensatory social policies (unemployment insurance) and human capital-focused social investment policies (education) and expect globalization to mainly affect demand for educational investment. A multi-level analysis of ISSP survey data provides empirical support for this hypothesis. This finding provides an important revision and extension of the classical analytical perspective of compensation theory, because it shows that citizens value the social investment function of the welfare state above and beyond simple compensation via social transfers. This might be particularly relevant in today's skill-centered knowledge economies.
Wer vom Populismus sprechen will, darf über den Liberalismus nicht schweigen. Es macht die Analyse komplexer, weil diejenigen, die sie betreiben, sich nicht mehr als unbeteiligte Beobachter ausgeben können. Allein schon der Begriff Populismus markiert ja eine Perspektive von außen, denn heutige Populisten nennen sich gewöhnlich nicht so. Wer den Begriff verwendet, ist unter den Vorzeichen eines sich immer weiter polarisierenden politischen Feldes also in der Regel dem Gegenlager der 'Liberalen' zuzurechnen. Dessen Vertreter sind an einer beide Seiten umgreifenden Dynamik beteiligt. Insofern ist auch die Art, wie sie über den Populismus sprechen, Teil des politischen Spieles. Deshalb reicht es nicht, das 'Narrativ des Populismus' mit seinen charakteristischen Merkmalen zu isolieren und, was ein leichtes Spiel ist, als trügerisch zu entlarven. Das Bild muss ergänzt werden um eine Analyse auch des 'liberalen Narrativs': der perspektivischen Verzerrungen, die es enthält, seiner Leerstellen und Ambivalenzen, vor allem aber der Gründe für seine geschwundene Integrationskraft sowohl im nationalen als auch im Weltmaßstab.
Within democratic orders, it is the declared aim of a state of exception to secure or restore the endangered foundation of democracy. The provided measures are, however, undemocratic insofar they directly affect individual rights as the principle on which democracy is based: By suspending rights, the state of exception treats individuals not as members of a democratic community (demos), but as parts of a population which has to be secured. Whereas individual rights enable individuals to be part of the demos, the state of exception – by restraining rights – enforces a politics of population. In my article, I show in what way individual rights, too, are used as a strategy of governing the population. Referring to the history of individual rights in the early modern period, I describe a specific form of alienation of individual rights. I argue that this alienation consists in the separation of a private from the political component of individual rights. This alienation is the reason for a dialectical shift from demos to population which occurs in an extreme form in the state of exception. Against this background, the question of the state of exception and the question of individual rights appear in an unfamiliar but crucial relation. In order to oppose the dialectical shift and the misuse of exceptional measures, I claim it necessary to insist on the inextricable link between the private and the political component of individual rights – that is to extend the domain of democracy.
Pio Gama Pinto was born in Kenya on March 31, 1927. He was assassinated in Nairobi on February 24, 1965. In his short life, he became a symbol of anti-colonial and anti-imperialist struggles in Kenya and India. He was actively involved in Goa's struggle against Portuguese colonialism and in Mau Mau during Kenya's war of independence. For this, he was detained by the British colonial authorities in Kenya from 1954-59. His contribution to the struggle for liberation for working people spanned two continents - Africa and Asia. And it covered two phases of imperialism - colonialism in Kenya and Goa and neo-colonialism in Kenya after independence. His enemies saw no way of stopping the intense, lifelong struggle waged by Pinto - except through an assassin's bullets. But his contribution, his ideas, and his ideals are remembered and upheld even today by people active in liberation struggles. This book does not aim or claim to be a comprehensive record on Pio Gama Pinto, just the beginning of the long journey necessary to record the history of Kenya from an anti-imperialist perspective. It introduces readers to voices of many people who have written about Pinto to build up as clear a picture of Pinto as possible. In that spirit, it seeks to make history available to those whose story it is - people of Kenya, Africa and progressive people around the world.
This book is divided into eleven chapters. Chapters 1, 2 and 3 present analyses of the concepts of public health, sustainability and policy change. Chapters 4 and 5 describe the stakeholder analysis and national health accounts frameworks. These chapters determine the attributes, characteristics and other features of these concepts and frameworks. The aim is to improve general clarity and understanding of these concepts and frameworks that contribute to the Sustainability Impact Assessment framework and the case study methodological approach that exemplifies its role in sustainability assessment of policy change in immunization systems. Chapter 6 outlines the Sustainability Impact Assessment framework itself, setting out the steps involved in a typical SIA with examples of methodologies used in the case study. Chapter 7 describes the case study methodological approach including its rationale and components. Chapter 8 outlines the application context of the case study with emphasis on the country's immunization system. Chapters 9 and 10 describe the application scenarios of the methodological approach, detailing the stakeholder analysis and resource map assessment processes. The summary and conclusions of the book are provided in Chapter 11. This chapter reviews the contributions of the Sustainability Impact Assessment framework and case study methodological approach, providing additional discussion of relevant issues and some directions for future work.
Menschenrechte und Ausnahmezustand sind zwei Weisen, durch die der moderne Staat seine rechtliche Ordnung nicht nur begründet und erhält, sondern auch immer wieder durchbricht. Zwischen ihnen besteht ein Gegensatz: Wo der Ausnahmezustand erklärt wird, werden Menschenrechte eingeschränkt.
Während die beiden Phänomene in ihrem Zweck entgegengesetzt sind, sind sie allerdings in ihren Mitteln verbunden. Darauf beruht ihr dialektisches Verhältnis, das in diesem Buch als Zusammenhang von Berechtigung und Entrechtung ausgewiesen wird. Dazu diskutiert der Autor im ersten Teil die Theorien von Souveränität und Ausnahmezustand bei Carl Schmitt und Giorgio Agamben. Im zweiten, philosophisch und historisch argumentierenden Teil zeigt er auf, dass das für die Menschenrechtsidee konstitutive Konzept der Rechtsperson staatliches (Ausnahme-)Handeln nicht nur begrenzt, sondern es auch ermöglicht.
Die Analyse zielt darauf, das positive Potential der Menschenrechte gegen ihre negativen Effekte in Stellung zu bringen und so gegenüber einer Logik der Maßnahme zu verteidigen.
Für die diesem Buch zugrunde liegende gleichnamige Dissertation wurde Jonas Heller 2018 mit dem Werner Pünder-Preis ausgezeichnet.
Participatory policy making is a contested concept that can be understood in multiple ways. So how do those involved with participatory initiatives make sense of contrasting ideas of participation? What purposes and values do they associate with participatory governance? This paper reflects on a Q‐method study with a range of actors, from citizen activists to senior civil servants, involved with participatory initiatives in U.K. social policy. Using principal components analysis, supplemented with data from qualitative interviews, it identifies three shared participation preferences: participation as collective decision making, participation as knowledge transfer, and participation as agonism. These preferences demonstrate significant disagreements between the key informants, particularly concerning the objectives of participation, how much power should be afforded to the public, and what motivates people to participate. Their contrasting normative orientations are used to highlight how participatory governance theory and practice frequently fails to take seriously legitimate diversity in procedural preferences. Moreover, it is argued that, despite the diversity of preferences, there is a lack of imagination about how participation can function when social relations are conflictual.
Ein politischer Kopf aus Ostschwaben: Johann Gottfried Pahl 1768–1839 : Pfarrer und Publizist

Pahl lebte in einer stürmischen Zeit. Die Französische Revolution 1789 und ihre Folgen erschütterten Europa; Napoleons Herrschaft setzte dem Alten Reich ein Ende. Pahl war die längste Zeit seines Berufslebens ein einfacher Landpfarrer, in Neubronn, Affalterbach und Fichtenberg. Erst im Alter wurde er Dekan und zuletzt Prälat und Landtagsabgeordneter mit persönlichem Adel: Johann Gottfried von Pahl. Nach dem Tod Pahls am 18. April 1839 in Stuttgart erschien am 24. April im Bamberger "Fränkischen Merkur" eine kurze Notiz: Durch den Tod des Prälaten von Pahl "hat Würtemberg eine seiner ausgezeichnetsten Notabilitäten, einen wahren Patrioten, die Wissenschaft einen trefflichen Gelehrten, die zweite Kammer einen ihrer glänzendsten Redner, der protestantische Clerus des Landes ein auch über die Grenzen Würtembergs hinaus überall mit hoher Achtung genanntes Mitglied, verloren". Nach Pahls Tod gab sein Sohn Wilhelm 1840 die Lebenserinnerungen unter dem Titel "Denkwürdigkeiten aus meinem Leben und aus meiner Zeit" heraus, die bis heute immer wieder gern von Forschern, die sich mit den Jahrzehnten um 1800 beschäftigen, herangezogen wird [...] Neben den gedruckten Publikationen und der Autobiographie gibt es bedauerlicherweise nicht viele Quellen, die Auskunft über sein Leben geben. Nur Nachlasssplitter finden sich in der heute vom Stadtarchiv Aalen betreuten Pahl-Sammlung des ehemaligen Schubart-Museums vor. Vom reichen Briefwechsel Pahls sind nur kleine Reste in Bibliotheken und Archiven übrig geblieben, sieht man von einem dicken Konvolut im Archiv der Grafen von Adelmann im Staatsarchiv Ludwigsburg ab, das aber fast nur seine Tätigkeit als Amtmann betrifft. Wenig ergiebig sind - nicht allzu viele - Archivalien, die im Landesarchiv Baden-Württemberg (Hauptstaatsarchiv Stuttgart und Staatsarchiv Ludwigsburg, vor allem Zensurangelegenheiten betreffend) und im Landeskirchlichen Archiv Stuttgart eingesehen werden konnten. Daher befasst sich diese Schrift zu seinem 250. Geburtstag vor allem mit den vielen gedruckten Publikationen Pahls.
Bei der exklusiven Alternative ist nur eines von beiden machbar. Diese Semantik, die nur eine von beiden Möglichkeiten zulässt, wird transparent in der lateinischen Ursprungsbedeutung 'alter' - der eine von beiden. Im Fremdwort 'alternieren' ist diese Bedeutung 'zwischen zwei abwechselnd' noch erkennbar, die im Prinzip allerdings zwei gleichwertige Lösungen impliziert. Die Wortprägung 'Alternative' - als Kompositum aus 'alter' ("der andere") und 'nativus' ("geboren, auf natürlichem Weg entstanden") - existiert im klassischen Latein noch nicht, sondern stellt eine relativ späte adjektivische Variante im Mittellateinischen dar und erscheint seit dem 15. Jahrhundert in deutschen Texten als Adverb 'alternative', mit beginnendem 18. Jahrhundert wurde dann das auslautende '‑e' aufgegeben und adjektivischer Gebrauch möglich. Umgangssprachlich wird der Ausdruck zwar häufiger unpräzise in einem vageren Sinne verwendet und meint dann nicht nur genau zwei, sondern ganz unbestimmt mehrere Möglichkeiten ("es gibt doch viele Alternativen"), aber in der politischen Rhetorik der Gegenwartssprache dominiert auch im Sprachgebrauch jene logisch, linguistisch und etymologisch fundierte Bedeutung des Terminus. Wenn also der Begriff im politischen Kontext auftaucht, zeigt er - sprachwissenschaftlich gesagt - diese binäre Opposition, und wenn er hier personalisiert, eignet ihm auch diese antagonistische Zuspitzung und kompromisslose Polarisierung.
