The infrastructure for parking and parked cars themselves (e.g., parked cars blocking bike lanes and sidewalks or the visibility range) can lead to conflicts for pedestrians and cyclists. The perception of conflicts could discourage walking and cycling in neighborhoods and undermine municipalities’ efforts to provide more sustainable urban mobility. The aim of this study was therefore to analyze the effect of on-street car parking in urban neighborhoods on perceived parking and traffic-related conflicts. In addition, it examines in what way the intention to reduce one’s car use influences the perception of the conflicts (Stage Model of Self-Regulated Behavior Change (SSBC)). A household survey was conducted in the inner-city neighborhood of Frankfurt-Bornheim, Germany (N=1027). The residents most often observed the conflicts in which parked cars impeded walking and cycling as well as situations in which pedestrians felt threatened by cyclists biking on the sidewalk. Results from multiple linear regression models revealed that the influencing factors for the perception of conflicts were the use of different means of transportation and the intention to change one’s behavior (SSBC model) to reduce car use rather than car ownership. In addition, a resident’s age and household structure seemed to affect awareness of conflicts in which pedestrians and cyclists were involved. The results suggest a group-serving bias, meaning that the residents mostly observed those conflicts that they did not cause. A separate infrastructure for pedestrians and cyclists could help prevent most of the conflicts described in this study.
Seeking Urban Transformation. Alternative Urban Futures in Zimbabwe tells the stories of ordinary peoples struggles to remake urban centres. It interrogates and highlights the principle conditions in which urban transformation takes place. The main catalysts of the transformation are social movements and planning institutions. Social movements pool resources and skills, acquire land, install infrastructure and build houses. Planning institutions change policies, regulations and traditions to embrace and support a new form of urban development driven by grassroots movements. Besides providing a comprehensive analysis of planning and housing in Zimbabwe, there is a specific focus on three urban centres of Harare, Chitungwiza and Epworth. In metropolitan Harare, the books examines new housing and infrastructure series to the predominantly urban poor population; vital roles played by the urban poor in urban development and the adoption by planning institutions of grassroots-centered, urban-planning approaches. The book draws from three case studies and in-depth interviews from diverse urban shapers i.e. representatives and members of social movements, urban planners, engineers, surveyors, policy makers, politicians, civil society workers and students to generate a varied selection of insights and experiences. Based on the Zimbabwean experience, the book illustrates how actions and power of ordinary people contributes to the transformation of African cities.
Advantageous fragmentation? : reimagining metropolitan governance and spatial planning in Rhine-Main

This paper traces the latest round of debates about appropriate scales and scopes of government and governance in Rhine-Main - an economically highly integrated but politically, territorially and emotionally divided region. We identify a downscaling of political power from the regional to the municipal level, and an upscaling of informal networking and image building to an extended regional scale. These countertrends are signs of a more complex geographical rearrangement in municipal and institutional relations. The inherent contradictions in the rescaling and reimagining of Rhine-Main are evident in the Strategic Vision for Frankfurt/Rhein-Main 2020. Its new conceptualization of Rhine-Main postulates complementary polycentricity as a competitive asset but remains firmly grounded in an institutional territorial logic that contravenes its own economically-driven agenda.
Namibia is known to be the most arid country south of the Sahara. Average annual rainfall is not only relatively low in most parts of the country, it is also highly variable. Only 8 per cent of the country receives enough rain during a normal rainy season to practice rainfed cultivation. At the same time between 60 per cent and 70 per cent of the population depend on subsistence agro-pastoralism in non-freehold or communal areas. Against the background of rising unemployment, the livelihoods of the majority of these people are likely to depend on natural resources in the foreseeable future.
Natural resources generally are under considerable strain. As the rural population increases, so is the demand for natural resources, land and water specifically. Dependency on subsistence farming which is the result of large scale rural poverty exacerbates the problem. Large parts of the country are stocked injudiciously, resulting in overgrazing and water is frequently overabstracted, leading to declining water tables (MET 2005: 2).
Unequal access to both land and water has prompted government to introduce reforms in these sectors. These reforms were guided by the desire to manage resources more sustainably while providing more equal access to them. In terms of NDP 2, sustainability means to use natural resources in such a way so as not to ‘compromise the ability of future generations to make use of these resources’ (NDP 2: 595).
Immediately after Independence government started reform processes in the land and water sectors. However, these reforms have happened at different paces and largely independent of each other. Increasingly policy makers and development practitioners realised that land and water management needed to be integrated, as decisions about land management and land use options had a direct impact on water resources. Conversely the availability of water sets the parameters for what is possible in terms of agricultural production and other land uses. The north-central regions face a particular challenge in this regard as the region carries more livestock than it can sustain in the long run. At the same time, close to half the households do not own any livestock. Access to livestock by these households would improve their abilities to cultivate their land more efficiently in order to feed themselves and thus reduce poverty levels.
But livestock are a major consumer of water. In 2000 livestock was consuming more water than the domestic sector. The figures were 77Mm3/a and 67Mm3/a respectively (Urban et al. 2003 Annex 7: 2). This situation has prompted a Project Progress Report on the Namibia Water Resources Management Review in 2003 to conclude that Given the extreme water scarcity in most parts of the country, land and water issues are closely linked. It therefore seems indispensable to mutually adjust land – and water sector reform processes (Ibid: 20).
This paper will briefly look at four institutions that are central to land and water management with a view to assess the extent to which they interact. These are Communal Land Boards, Water Point Committees, Traditional Authorities and Regional Councils. A discussion of relevant policy documents and legislative instruments will investigate whether the existing policy framework
provides for an integrated approach or not. Before doing this, it appears sensible to briefly situate these four institutions in the wider maze of institutions operating at regional and
sub-regional level. All these institutions – important as they are in the quest to improve participation at the regional and sub-regional level – are competing for time and input fros mallscale farmers.
Urban areas develop on formal and informal levels. Informal development is often highly dynamic, leading to a lag of spatial information about urban structure types. In this work, an object-based remote sensing approach will be presented to map the migrant housing urban structure type in the Pearl River Delta, China. SPOT5 data were utilized for the classification (auxiliary data, particularly up-to-date cadastral data, were not available). A hierarchically structured classification process was used to create (spectral) independence from single satellite scenes and to arrive at a transferrable classification process. Using the presented classification approach, an overall classification accuracy of migrant housing of 68.0% is attained.
