Over-allotment arrangements are nowadays part of almost any initial public offering. The underwriting banks borrow stocks from the previous shareholders to issue more than the initially announced number of shares. This is combined with the option to cover this short position at the issue price. We present empirical evidence on the value of these arrangements to the underwriters of initial public offerings on the Neuer Markt. The over-allotment arrangement is regarded as a portfolio of a long call option and a short position in a forward contract on the stock, which is different from other approaches presented in the literature.
Given the economically substantial values for these option-like claims we try to identify benefits to previous shareholders or new investors when the company is using this instrument in the process of going public. Although we carefully control for potential endogeneity problems, we find virtually no evidence for a reduction in underpricing for firms using over-allotment arrangements. Furthermore, we do not find evidence for more pronounced price stabilization activities or better aftermarket performance for firms granting an over-allotment arrangement to the underwriting banks.
In dieser Studie werden die Wirkungen von Arbeitsbeschaffungsmaßnahmen (ABM) in Deutschland auf die individuellen Eingliederungswahrscheinlichkeiten der Teilnehmer in reguläre Beschäftigung evaluiert. Für die Untersuchung wird ein umfangreicher und informativer Datensatz aus den Datenquellen der Bundesagentur für Arbeit (BA) verwendet, der es ermöglicht, die Wirkungen der Programme differenziert nach individuellen Unterschieden der Teilnehmer und mit Berücksichtigung der heterogenen Arbeitsmarktstruktur zu untersuchen. Der Datensatz enthält Informationen zu allen Teilnehmern in ABM, die ihre Maßnahmen im Februar 2000 begonnen haben, und zu einer Kontrollgruppe von Nichtteilnehmern, die im Januar 2000 arbeitslos waren und im Februar 2000 nicht in die Programme eingetreten sind. Mit Hilfe der Informationen der Beschäftigtenstatistik ist es hierbei erstmals möglich, den Abgang in reguläre Beschäftigung auf Grundlage administrativer Daten zu untersuchen. Der vorliegende Verbleibszeitraum reicht bis Dezember 2002. Unter Verwendung von Matching-Methoden auf dem Ansatz potenzieller Ergebnisse werden die Effekte von ABM mit regionaler Unterscheidung und für besondere Problem- und Zielgruppen des Arbeitsmarktes geschätzt. Die Ergebnisse zeigen zwar deutliche Unterschiede in den Effekten für Subgruppen, insgesamt weisen die empirischen Befunde jedoch darauf hin, dass das Ziel der Eingliederung in reguläre ungeförderte Beschäftigung durch ABM weitgehend nicht realisiert werden konnte. Central wage bargaining and local wage flexibility : evidence from the entire wage distribution

We argue that in labor markets with central wage bargaining wage flexibility varies systematically across the wage distribution: local wage flexibility is more relevant for the upper part of the wage distribution, and flexibility of wages negotiated under central wage bargaining affects the lower part of the wage distribution. Using a random sample of German social-security accounts, we estimate wage flexibility across the wage distribution by means of quantile regressions. The results support our hypothesis, as employees with low wages have significantly lower local wage flexibility than high wage employees. This effect is particularly relevant for the lower educational groups. On the other hand, employees with low wages tend to have a higher wage flexibility with respect to national unemployment.
