In der Netzschau dieser Woche geht es um afghanischen Aktivismus für Frauenrechte, Joseph Blatters opportunistische Thematisierung von Diskriminierung von Frauen im Iran, die Wirksamkeit von Mikrokrediten, den Islamischen Staat und die Probleme des Nahen und Mittleren Ostens und die Überwachung durch die NSA.
A recent investigation was conducted to assess the threat of insect venom hypersensitivity to deployed U.S. service members operating in the region. In parallel with this study, a checklist of medically important Hymenoptera was assembled from limited fi eld collections as well as a comprehensive review of the literature and information provided by electronic databases. We compiled names of 14 families comprising 396 species of Hymenoptera capable of stinging humans. This is the first such checklist for Afghanistan, and should aid future taxonomic work and provide reference information for public health-related entomology in this region.
Guerillas win as long as they do not lose, and government forces lose as long as they do not win. In Afghanistan, this adage holds, once again, true. Western civilian and military leaders want us to believe that insurgents and criminals are running out of options. Indeed, after much initial stuttering, NATO has transformed into a veritable counter-insurgency machine, with the United States shouldering most of the burden. Casualties among the Taliban and other enemies of NATO are enormous. Enormous, too, is the coalition of NATO and Afghan troops, approaching half a million soldiers and militia-types.

WikiLeaks hat mit der Veröffentlichung der Afghan War Logs im Juli 2010 die Einsätze von U.S.-Spezialeinheiten in Afghanistan in den Fokus der Öffentlichkeit katapultiert: Die U.S.-Task Force 373 (TF-373) jagt in Afghanistan Terroristen und Talibanführer. Ihr Auftrag ist es, diese gefangen zu nehmen oder zu töten. Die ISAF-Staaten führen dazu eine Joint Priority Effects List (JPEL), mit den Spalten Capture und Kill, jedoch unterliegen die U.S.-Einheiten dem Mandat der Operation Enduring Freedom (OEF). Die Einsätze unterliegen stets der Geheimhaltung und finden auch im deutschen Mandatsgebiet in Nordafghanistan statt. Hier greifen U.S.-Einheiten auf deutsche Infrastruktur und auf logistische Unterstützung durch die Bundeswehr zurück.Die veröffentlichten Dokumente enthüllen somit ein Problem der deutschen Afghanistanpolitik: Durch die indirekte Beteiligung der Bundeswehr an diesen Einsätzen drängt sich die Frage auf, inwieweit hier eine demokratische Legitimation und die grundgesetzlich-etablierte parlamentarische Kontrollfunktion gegeben sind. Denn problematisch wird die Unterstützerrolle der Bundeswehr im Regional Command North (RC-North), sobald sie den Bereich des parlamentarischen Mandats verlässt. Das OEF-Mandat für die Bundeswehr – das den Einsatz von bis zu 100 Soldaten des Kommando Spezialkräfte vorsah – wurde Ende 2008 nicht verlängert; das Engagement in Nordafghanistan findet seit dem nur noch im Rahmen der Sicherheits- und Aufbaumission ISAF statt...
Elisa Linseisen plädiert mit ihrem Beitrag für eine kuratorische Anteilnahme, die die heterogenen filmischen Existenzweisen (vom Distributionstext, zum nicht umgesetzten Drehbuch, zur Erinnerung an den abgebrochenen Dreh) bis in ihr Potenzial sichtbar macht. Als Untersuchungsgegenstand dient ihr der Dokumentarfilm Mariam Ghanis "What We Left Unfinished" (USA/Afghanistan/Qatar 2019), an dem sie exemplarisch zeigt, dass 'unfertige' Filme nicht als "ästhetisch formatierte Bruckstücke" untersucht werden sollten, sondern als "materialisierte Momentaufnahmen eines Produktionsprozesses, der nicht in der Fertigstellung eines als autonom wahrgenommenen Werks resultiert." (Linseisen) Durch diese Perspektivierung von Filmen als prinzipiell vorläufigem, intermedialen Material, das nicht notwendigerweise in einer Endversion fixiert werden muss, macht sie ein "Zuviel des Filmischen" aus, das "alternative medial-affektive Konstellationen des Kuratierens mit sich und dadurch Potenziale jenseits filmhistorischer Dominanzmuster hervorbringt" (Linseisen).
A sound and well-functioning legal system will encourage growth in investment and create opportunities for investors. Trademarks as part of intellectual property play an important role in the future development of a country. A mark or symbol is needed in order to give products and services identity and to distinguish them and their qualities from identical or similar products and services of a competitor.
This research studies, examines and analyses the degree, nature and function of trademark protection within the legal system of Afghanistan and compare them with the Paris, Madrid and TRIPs agreements. It has been divided into four chapters: Chapter one provides general information and an overview of the current legal system of Afghanistan. Chapter two studies and analyses international agreements pertaining to the legal protection of trademark. It also critically assesses the ATML compatibility with these agreements: and answers the research question of to what extent the ATML provisions are compatible with them. Chapter three provides information on the different purposes of trademarks from a development perspective and compares the purposes provided by the ATML. Finally, chapter four assesses and examines the acquisition, assignment and termination of trademarks. The conclusions and findings of the thesis are the final section of this research.
Afghanistan, as a transitioning economy, has not developed a solid legal and practical foundation for providing comprehensive protection mechanisms for trademarks as have been articulated in developed countries and international agreements. Accordingly, the Afghan government has not entirely integrated these needs into its legal system and there are some inconsistencies of the ATML with these agreements.
One more challenge is the lack of appropriate legal institutions for issuing, managing, administering and protecting of trademarks. The establishment of a well-functioning administrative institution will serve to fulfil the objectives of the laws. Therefore, the CBR office holds the administrative responsibility for processing the registration of trademarks.
However, the methods and facilities of the CBR office remain outdated, and the office does not have the capacity to provide applicants with up-to-date administrative and technical facilities.
Therefore, legal protection of trademark in Afghanistan is linked not only to the existence of a well functioning of laws, regulations, clear procedures, mechanism and guidelines but also to an efficient and well-functioning administrative office.

Anne-Will-Sendung, in der unter anderem Verteidigungsminister de Maizière zu Gast war – ein interessantes Doppelformat von Fiktion und (Talkshow-)Realität, die immerhin von 3,7 bzw. 2,8 Millionen Menschen gesehen wurde...
A new genus with a new species of soft-winged flower beetle, Pectotibialis paghmanensis Tshernyshev gen. et sp. nov. are described from Afghanistan. The new genus can be distinguished from the congeners of the tribe Apalochrini by the dark pectination in the apices of tibiae in both sexes, and the anterior tibiae which are hollowed at distal half, flattened and rounded femora, bituberculate basal parts of head and pronotum, two lamellate metathoracic appendages, tarsal comb above second tarsomere of anterior legs, and serrate antennae in the male. Based on the metathoracic appendages and comb in anterior legs would attribute this new species to the new genus Dromanthomorphus Pic, 1921, but all the other above-mentioned characters define its independent status and the designation of a new genus; Pectotibialis Tshernyshev gen. nov. The external appearance, special male characters and genitalia of the type species of the new genus are illustrated, and a distribution map is provided. A key to the Apalochrus-section of the tribe Apalochrini is provided.
