Two Mastogloia Thwaites ex W.Sm. taxa were found during a survey of the diatom flora of Lac de Guiers, Senegal. Based on all currently available literature, one taxon could be identified as M. belaensis M.Voigt, a species formerly described from Pakistan. The second species showed some resemblance to M. braunii Grunow. Analysis of the type of M. braunii revealed, however, important morphologic differences, leading to the description of a new species from the Senegal population: M. senegalensis Van de Vijver, Fofana, Sow & Ector sp. nov. The present paper describes this new species and discusses and illustrates the morphology of M. belaensis and the type of M. braunii. All taxa are discussed with morphologically similar taxa.

Debates about climate-induced migratory movements – and their possible links to instability and conflict – along with the discussion on migration flows across the Mediterranean Sea frequently highlight the West African Sahel as a region of concern. However, findings from recent empirical research on Sahelian regions in Mali and Senegal suggest no evidence for increasing population movements towards Europe as a direct result of environmental stress and climate change. It is the patterns of migration that are changing and not so much the volume. A closer look at the social-ecological conditions of migration in the Sahel allows for an alternative characterization of the problem dynamics. It reveals a rich and comprehensive picture of mobility and the importance of climate and environment in this respect, and identifies starting points for policy options.
Das heutige Westafrika stand von Mitte des 19. Jahrhunderts bis zu Anfang der 1960er Jahre unter vorwiegend französischer und britischer Kolonialherrschaft, welche die vorkolonialen politischen Einheiten zerstörte und der Bevölkerung lange Zeit grundlegende politische und zivile Rechte sowie repräsentative Institutionen vorenthielt (vgl. Gellar 1990: 132). Sie hinterließ den afrikanischen Ländern nach der Unabhängigkeit ein hochgradig zentralisiertes und hierarchisiertes administratives Herrschaftssystem, welches jedoch gleichzeitig dezentrale Elemente integrierte. Es handelte sich um „hierarchisch und raumstrategisch dekonzentrierte, meist zentralörtlich organisierte Verwaltungssysteme“ (Thomi 2001: 24). ... Der Aufbau der Arbeit ist folgender: zunächst werden die verschiedenen strategischen Konzepte der Dezentralisierung erläutert, wobei für die vorliegende Arbeit der Begriff der demokratischen Dezentralisierung (Devolution) entscheidend ist und der Zusammenhang zwischen Dezentralisierung und Demokratisierung herausgearbeitet wird. Diesem folgt eine Definition der zentralen Kategorie dieser Arbeit, dem Begriff der Partizipation. Politische Partizipation soll dabei weiter gefasst werden und nicht nur formal institutionalisierte, sondern auch informelle Formen der Beteiligung einbeziehen. Dieser Ansatz bietet die Möglichkeit, die Partizipation der ländlichen Bevölkerung und besonders der Frauen neu zu definieren. Denn der oft weniger bedeutsamen formellen Partizipation (Wahlbeteiligung, Teilnahme an öffentlichen Versammlungen und schwachen Repräsentation in den Entscheidungsinstanzen) steht ein hohes Maß an Engagement in Basisgruppen gegenüber. Auch wenn es den Selbsthilfegruppen zunächst um die Sicherung der alltäglichen Lebensbedürfnisse geht, bedeutet diese Form der Partizipation einen wichtigen Beitrag zur Konsolidierung der Demokratie. Der Analyse der aktuellen Partizipationschancen im Senegal ist ein kurzer historischer Abriss der Dezentralisierungsreformen seit den 1960er Jahren vorangestellt. Für das Verständnis der heutigen Situation ist es vor allem wichtig zu erkennen, welche Ziele mit den Reformen jeweils verbunden waren. Da die Effektivität von Reformen jedoch von dem ihnen zugrundeliegenden politischökonomischen Kontext abhängt, geht der Beschreibung der Dezentralisierungsmaßnahmen an sich eine Beschreibung der innenpolitischen Entwicklung Senegals mit den spezifischen Merkmalen ihrer politischen Kultur voraus. Meine Annahme ist, dass einige Formen der Partizipation, wie z.B. die Wahlbeteiligung, im Senegal recht positiv bewertet werden können, dass es allerdings strukturelle Hindernisse gibt, die einer weiter reichenden Partizipation im Wege stehen. Der Analyse der elektoralen, direkten und informellen Partizipationsmöglichkeiten, die im Zusammenhang mit den Dezentralisierungsreformen entstanden sind, folgt in einem weiteren Schritt die Untersuchung der Faktoren, die eine erfolgreiche Dezentralisierung und stärkere Partizipation hemmen. Hier sind sowohl auf staatlichinstitutioneller, als auch auf politisch-kultureller Ebene strukturelle Hindernisse zu konstatieren. Chancen zur Partizipation können kaum genutzt werden, wenn die dezentralisierten Strukturen nicht demokratischer Kontrolle unterworfen sind. Daher werden zum Abschluss die institutionelle Leistungserbringung und verschiedene Hebel zur Durchsetzung der Rechenschaftspflicht untersucht.
Cette étude avait pour objectifs: 1) d’identifier et de caractériser les acteurs impliqués dans la filière des produits à usage médicinal tirés de Cordyla pinnata, Detarium microcarpum et Detarium senegalense au Sénégal; 2) d’analyser l’organisation de cette filière et l’importance des parties utilisées; 3) d’analyser la commercialisation de ces produits; 4) d’identifier les forces, faiblesses, opportunités et menaces de la filière. L’échantillonnage en boule de neige a été utilisé et a permis d’interroger, à l’aide de guides d’entretien 13 tradipraticiens locaux, 3 récolteurs et 17 herboristes. Les résultats ont révélé que les acteurs de cette filière, majoritairement des hommes, entretenaient des relations de coopération et qu’ils béné- ficiaient de l’appui de la société civile en termes de formation et d’organisation. Les racines et les écorces de Cordyla pinnata et Detarium microcarpum étaient plus utilisées tandis que celles de Detarium senegalense étaient peu commercialisées. Les écorces, les racines et les feuilles étaient vendues entre 0,108 et 0,290 Euro/100g. Une partie des écorces était transformée en poudre avant d’être commercialisée chez les herboristes entre 1,046 Euro/100g (pour Cordyla pinnata) et 1,524 Euro/100g (Detarium microcarpum). Les prix étaient plus élevés à Dakar. Les parties tirées de Cordyla pinnata étaient essentiellement utilisés contre les parasitoses intestinales tandis que celles de Detarium microcarpum et dans une moindre mesure celles de Detarium senegalense servaient à soigner les dermatoses. Les faiblesses de cette filière concernaient essentiellement l’exploitation anarchique de la ressource et la raréfaction saisonnière de certains produits tandis que l’éloignement des sites d’approvisionnement menaçait son bon fonctionnement.
This monograph focuses on Gnokholo, a precolonial province of Senegal that has long been landlocked because of its eastern position and inhabited by Mandingoans. The decline of the Malian empire in the 15th century has been confined to a situation of geographical marginality in the foothills of the mountains Of the Fouta Djalon. This book reconstructs the geography, history, economy, culture and social structures of the pre-colonial Gnokholo Kingdom. It fills a deficit insofar as social studies have neglected these populations considered as part of a minority culture. Written in a simple and clear style, this book is in keeping with the tradition of the work of Father Boilat. It is an anthropological collection of a body of knowledge revealing various aspects of the country and the inhabitants of the Gnokholo.
