SAFE Professor Michalis Haliassos was a member of the National Council for Research and Technology (ESET) established by the Government of Greece for the period 2010-2013. The council, consisting of eleven scientists from a range of disciplines, has now published their communiqué "National Strategic Framework for Research and Innovation 2014 -2020".
To promote the advancement of research, technology and innovation in Greece, the strategic plan proposed by the authors seeks to identify areas of existing research strength and excellence that can be further advanced to become engines for progress and growth in Greece, as well as flaws inherent to the present system. The authors stress the need to address current constraints to growth, which include the declining education system; the confusion and weaknesses of R&D governance and management; the discontinuities and inefficiencies of resource allocation and investment; the lack of adaptation to clearly-defined national priorities; and the inadequate opportunities and funding for high-quality research and development to flourish. They stress the need for prioritisation and efficient allocation; stability of the policy frame; predictability of planning; provision of opportunity; recognition of excellence; and responsiveness to current and future needs.
Innovations are a key factor to ensure the competitiveness of establishments as well as to enhance the growth and wealth of nations. But more than any other economic activity, decisions about innovations are plagued by failures of the market mechanism. As a response, public instruments have been implemented to stimulate private innovation activities. The effectiveness of these measures, however, is ambiguous and calls for an empirical evaluation. In this paper we make use of the IAB Establishment Panel and apply various microeconometric methods to estimate the effect of public measures on innovation activities of German establishments. We find that neglecting sample selection due to observable as well as to unobservable characteristics leads to an overestimation of the treatment effect and that there are considerable differences with regard to size class and betweenWest and East German establishments.
Fiktion und Fakten am Beispiel Carmen Elisabeth Puchianus Prosaband "Amsel – schwarzer Vogel"

Literary productions live in a multi-dimensional context. On the one hand, the author and his/her reality play a significant role in the creation of the text; on the other hand, the reference to reality takes place through reception, that is, in a dimension where the author and the text are powerless. I would like to research on Carmen Elisabeth Puchianu’s stories Amsel–schwarzer Vogel (München 1995) from this point of view, as some texts have triggered outrageous reactions. These can be explained to some extent as a confusion between fact and fiction as well as a rejection of new literary discourses both in the German literature in Romania and Romanian literature after the political changes in 1989.
E-Learning als Innovation in der Lehre : Ansätze zur hochschulweiten Organisationsentwicklung

In diesem Beitrag wird E-Learning als eine Innovation in der Lehre betrachtet und deutlich gemacht, wie durch Anreizsysteme, Qualifizierung, Beratung und eine Öffnung nach außen externe wie auch interne Erfahrungen und Neuerungen in die Universität Einzug halten können. Mit Hilfe eines Stufenkonzeptes und zentraler und dezentraler Supportstrukturen wurde an einer Universität die Einführung von E-Learning erfolgreich umgesetzt und weiterbegleitet. Dabei wurden auf verschiedenen Ebenen wie z. B. der Fachbereiche, der Lehrenden und auch der Multiplikatoren in den Fachbereichen Vernetzungsinstrumente angewandt. In diesem Zusammenspiel konnte ein deutlicher Anstieg von E-Learning erreicht werden.
Anhand des Fallbeispiels studiumdigitale, der zentralen eLearning-Einrichtung der Goethe-Universität Frankfurt, werden verschiedene Thesen zur Einrichtung und Entwicklung einer so genannten Third Space-Einrichtung dargelegt, die einerseits den Erfolg und das Überleben einer Einrichtung wie auch ihre Fortentwicklung betreffen. Der Schwerpunkt liegt dabei auf der Ausgestaltung der Austauschbeziehung der Einrichtung zu ihren ‚Kunden’, den Lehrenden, zu ihren Nachbareinrichtungen und sowie der Definition und Ausprägung der Aufgaben der Institution.
Diffusion of e-learning as an innovation and economic aspects of e-learning support structures

Meanwhile, many universities and educational institutions have implemented an e-learning center or some similar, often smaller institutional units in order to support the usage of new media in teaching and learning processes [1]. This paper addresses questions around the installation of such e-learning support structures at different levels of an institution and also looks at the diffusion of e-learning as an innovation in educational institutions.
We identify strong cross-border institutions as a driver for the globalization of in-novation. Using 67 million patents from over 100 patent offices, we introduce novel measures of innovation diffusion and collaboration. Exploiting staggered bilateral in-vestment treaties as shocks to cross-border property rights and contract enforcement, we show that signatory countries increase technology adoption and sourcing from each other. They also increase R&D collaborations. These interactions result in techno-logical convergence. The effects are particularly strong for process innovation, and for countries that are technological laggards or have weak domestic institutions. Increased inter-firm rather than intra-firm foreign investment is the key channel.
