Justice, not development : Sen and the hegemonic framework for ameliorating global inequality

Starting from the merits of Sen's "Development as freedom", the article also explores its shortcomings. It argues that they are related to an uncritical adoption of the discourse of "development", which is the hegemonic framework for ameliorating global inequality today. This discourse implies certain limitations of thought and action, and the article points out three areas where urgent questions of global justice have been largely ignored by development theory and policy as a consequence. Struggles for justice on a global scale, this is the conclusion, should not take the detour of "development".
Sanktionen als ein Instrument der Außenpolitik oder der kollektiven Sicherheit galten lange Zeit als wenig vielversprechend. Der Politikwissenschaftler David A. Baldwin kommt noch 1985 nach einer Zusammenfassung einschlägiger Literatur zu dem Schluss: „[i]t would be difficult to find any proposition in the international relations literature more widely accepted“ (Baldwin 1985: 57). Jedoch erscheinen ab Mitte der 1980er die ersten umfangreicheren quantitativen Evaluationsstudien zu Sanktionen, welche ein differenzierteres Bild über die möglichen Funktionen und Zielsetzungen von Sanktionen zeichnen oder gar aufzeigen, dass Sanktionen zumindest manchmal erfolgreich sein können (zu den bekanntesten zählt hier sicherlich die 1985 erschienene Studie von Gary Clyde Hufbauer, Jeffrey J. Schott und Kimberly Ann Elliott). In der Folge entwickeln sich die 1990er Jahre geradezu zu einer Sanktionsdekade (David Cortright & George A. Lopez) in der Sanktionen regelmäßig in unterschiedlichsten Kontexten und gegen unterschiedlichste Adressaten verhängt werden und das Instrument erheblich fortentwickelt wurde. Insbesondere die Vereinten Nationen aber auch regionale Organisationen wie die EU haben seitdem Sanktionen als Instrument eines Krisen- und Konfliktmanagements für sich wieder neu entdeckt und vermehrt verhängt...
