To sum up our findings we come to the following statements. - During the period from 1973 to 1993 inequality of the personal distribution of equivalent pre-government income increased to some extent, as was to be expected given the enormous rise in unemployment. - Inequality of post-government income also increased slightly, but was much lower than inequality of pre-government income due to the equalizing effect of the German tax and transfer system. - In 1993 inequality of pre-government income was higher, and inequality of post-government income was considerably lower in East Germany than in West Germany; the West German tax and transfer system that was transferred to East Germany after reunification - with some additional but temporary minimum regulations - seems to have had a stronger equalizing effect in the East than in the West. - A decomposition into three age groups, the young and the middle-aged group sub-divided further according to whether household members were affected by unemployment, showed that within-groups inequality explained by far more of overall inequality than between-groups inequality. - The relative positions of the two young groups as well as of the middle-aged group with unemployed members deteriorated with respect to their equivalent pre-government and post-government incomes. - During the first period with rising unemployment (1973 to 1978), the development of within-groups inequality and of between-groups inequality contributed to about the same extent to the increase of overall inequality of pre-government income. But this was fully compensated by the tax and transfer system as there were only a negligible change in inequality of equivalent net income and very slight effects of the (four) components of change which nearly compensated each other. - During the last period from 1988 to 1993 the equalizing effect of the German tax and transfer system seems to have weakened, at least in the western part of Germany. The increase in inequality of equivalent net income is mainly due to developments of within group inequalities.
The study presented in this paper reviews the emergence and development of Hungarian economic and legal terminology. It is based on research during which I examined over 1 000 terms from their first publication in specialized dictionaries, through changes in their meaning, all the way to their integration into technical vocabulary or their extinction. My research also focused on the reasons why the colloquial meaning of a term may cause the disappearance of its technical meaning. I conclude my study with examples.
Die vorliegende Arbeit beleuchtete ein bisher in der Finanzwissenschaft weitgehend unbeachtetes Thema.: die Ausgaben für staatliches Personal. Der Fokus lag dabei auf den von den acht westdeutschen Flächenländern getätigten Ausgaben. Ziel war es, Gemeinsamkeiten und Unterschiede in der Entwicklung, der Höhe und der Struktur der Personalausgaben über einen Zeitraum von 26 Jahren, von 1970 bis 1996, herauszuarbeiten. Weiterhin wurden die insbesondere seit Mitte der neunziger Jahre verstärkten Aktivitäten der Länder zur Begrenzung bzw. dem effizienteren Einsatz der Personalausgaben untersucht. ...
During the last years the relationship between financial development and economic growth has received widespread attention in the literature on growth and development. This paper summarises in its first part the results of this research, stressing the growth-enhancing effects of an increased interpersonal re-allocation of resources promoted by financial development. The second part of the paper seeks to identify the determinants of financial development based on Diamond's theory of financial intermediation as delegated monitoring. The analysis shows that the quality of corporate governance of banks is the key factor in financial system development. Accordingly, financial sector reforms in developing countries will only succeed if they strengthen the corporate governance of financial institutions. In this area, financial institution building has an important contribution to make. Theory's engagement with language on the one hand, with literature's potential to generate knowledge that is theoretically relevant on the other, has a long history. One of its roots lies in the approach to culture and society developed by enlightenment anthropology and philosophy. In this paper Christian Moser intends to analyze the function attributed to language in eighteenth-century theories of the origin of culture and society. What we nowadays call 'cultural theory' is genealogically related to these early investigations into the constitution of human society. Social theories of the enlightenment first emerged in the contexts of a secularized universal history and the nascent discourses of anthropology and the philosophy of history. They often took the form of a 'conjectural history': speculations about the origin of society and its institutions; the origin of government, of law, and of social inequality; all of them linked systematically to the origin of language. While present-day cultural theory no longer harbours this obsession with origins, it still carries with it a rich legacy of enlightenment thought, not least its idea that social structure and linguistic structure are interconnected. Therefore it seems apposite to trace back current 'languages of theory' to eighteenth-century 'theories of language' and their interplay with 'theories of society.'
Qual o papel que a política social desempenha no desenvolvimento? Que ferramentas teóricas e conceptuais podemos usar para compreender melhor esse papel - considerando que as de que dispomos actualmente são, na maioria, as associadas aos modelos socioeconómicos e políticos dos países mais industrializados? Neste trabalho procuramos analisar estas questões, com base na reflexão sobre os modelos de regimes de bem-estar aplicados à realidade dos países em desenvolvimento. Nesta discussão recorremos a um conceito de política social abrangente e, nesse sentido, procurámos identificar a multi-dimensionalidade de funções que aquela pode desempenhar no desenvolvimento, designadamente em sociedades caracterizadas pela instabilidade e pela fragilidade institucional. Por outro lado, considerando a dependência que grande parte dos PED vive em relação à ajuda pública ao desenvolvimento, procurámos perceber também, de que modo a política social é entendida pelos actores-chave da cooperação – qual a posição que ocupa na agenda actual, dominada pelos objectivos da luta contra a pobreza, da melhoria dos níveis de saúde e de educação? Este articulado de questões está vertido na análise do caso da Guiné-Bissau numa perspectiva de regime de bem-estar, cuja evolução recente tem sido marcada pela instabilidade política, conflito, e degradação dos níveis de bem-estar. O programa de ajustamento estrutural na república da Guiné-Bissau : Uma avaliação política e ética

Os guineenses assumiram o desenvolvimento como uma das metas a atingir e a estabilização e o ajustamento foi-lhes imposta como solução para os problemas estruturais existentes. No entanto, a forma como têm vindo a ser concebidos pelo Banco Mundial e pelo Fundo Monetário Internacional, direccionada sobretudo para a área económica, acabou por limitar o papel dos Programas de Ajustamento Estrutural (PAE) tidos como indutores do desenvolvimento, tornando-os num agregado de premissas austeras, com resultados não esperados. As propostas do FMI e do BM, tendendo para a liberalização económica e estímulo dos mercados em detrimento da intervenção estatal, traduzem-se em medidas de redução de taxas de utilização dos serviços públicos, supressão de subsídios, redimensionamento da administração pública, cortes, congelamentos salariais e privatizações. Os resultados destas reformas foram catastróficos, porquanto não só não melhoraram o défice orçamental, como os efeitos negativos das restrições orçamentais sobre o bem-estar, geraram um ambiente de promiscuidade social e o agravamento do sector informal como estratégia de sobrevivência Tendo em conta o objecto em estudo, isto é, a relação de forças que encontrámos entre o relacionamento entre os actores políticos guineenses e as Instituições Financeiras Internacionais, notámos que a ausência de comportamentos éticos também influiu nos resultados. Por um lado, o BM e o FMI, perante um Estado fragilizado, apresentaram condicionalismos à obtenção de empréstimos e ajudas, por outro lado, os actores guineenses, mesmo perante este dilema, não se coibiram do exercício da corrupção, do clientelismo e do neo-patrimonialismo, como estratégia para o enriquecimento fácil.
