Populists in the EU often call for restrictions on EU immigrants’ access to welfare rights. These calls are often demagogic and parochial. This paper aims to show what exactly is both distinct and problematic with these populist calls from a normative point of view while not necessarily reducible to demagogy and parochialism. The overall aim of the paper is not to argue that all populists call for such restrictions nor to claim that all calls for such restrictions are populist. The purpose of the paper is rather humble. It only aims to show that populist calls for restrictions on EU immigrants’ access to welfare rights are characterised by two normatively problematic arguments that target two different subsets of the citizenry: what I dub for the purpose of this paper the moralists and the immoralists. It is the way populists address these two subsets of the citizenry, as well as the fact that they could simultaneously appeal to the concerns of both groups, that makes populist approaches to welfare rights both conceptually distinct to other approaches as well as potentially politically appealing to a more diverse population of voters.
This article examines whether restrictions on access to welfare rights for EU immigrants are justifiable on grounds of reciprocity. Recently political theorists have supported some robust restrictions on the basis of fairness. They argue that if EU immigrants do not immediately contribute sufficiently to the provision of basic collective goods in the host state, restrictions on their access to the welfare state are justified. I argue that these accounts of the principle of reciprocity rely on an ambiguous conception of contribution that cannot deliver the restrictions it advocates. Several strategies open to those advocating reciprocity-based restrictions are considered and found wanting. This article defends that verdict from a number of objections.
This paper focuses on Eastern European migrants who, since the beginning of the 1990s, are entering the Republic Cyprus as “artistes”. This is a visa permit status as well as an euphemism for short-term work permits in the local sex industry. In addition to exploring the migrational experiences of these women and their living and working conditions in the Republic of Cyprus, the paper reconstructs, empirically and analyt ically, the connection between immigration and the local sex industry. Here, several categories of social actors and institutions in Cyprus are actively involved. The rhetoric of government representatives, entrepreneurs and clients in the sex business on the one hand is contrasted with the discourse of local NGO representatives concerned with immigrants’ rights on the other hand. The paper comes to the conclusion that all of these discursive positions ultimately do not do justice to the complex process of decisionmaking that women undergo who migrate into the sex industry. Either, freedom of choice is emphasized – such as by entrepreneurs and the government – or the domination of women – as in the public statements of the NGO. In order to analyze the ambivalent tension between freedom of choice and submission to force by which the women’s decision is characterized, the author employs Michel Foucault’s concept of governmentality, which describes forms of political regulation that use the individual’s freedom of action as an instrument to exercise power.
Basierend auf Erfahrungen in einem Forschungsprojekt mit iranischstämmigen Migranten geht der Beitrag der Frage nach, inwiefern sich die umfassend reglementierte und damit weitgehend fremdbestimmte Lebenssituation als Flüchtling im deutschen Asyl auf die biografische Selbstthematisierung in Forschungszusammenhängen auswirkt.
Unabhängig vom jeweiligen Forschungsgegenstand beeinflusst der Kontext der Interviewsituation und die darin zustande kommende Beziehung zwischen Forschenden und Beforschten grundsätzlich die Gestalt der biografischen Erzählung. Infolge der Machtprozeduren im "totalen Flüchtlingsraum", die mit institutionell weitreichenden Zugriffen auf die Biografien von Asylsuchenden verbunden sind, ließ sich in den untersuchten Interviews jedoch eine mehr oder weniger stark ausgeprägte Verschärfung des ohnehin vorhandenen Hierarchieverhältnisses beobachten. In Anbetracht der empirischen Beobachtungen wird für eine reflexive biografiewissenschaftliche Migrationsforschung plädiert, die die Machtverhältnisse im transnationalen Raum in ihren Auswirkungen auf den Forschungsprozess systematisch analysiert. Forschende und Beforschte sind dabei nicht lediglich in ihren kulturellen Differenzen zu betrachten, sondern darüber hinaus in ihren unterschiedlichen intersektionellen Positionierungen, die von weiteren Machtmomenten wie dem sozioökonomischen Status, der Nationalität, dem Geschlecht, der Sexualität usw. bestimmt werden.
The article explores the increasing gap between the cultural dynamics of transnationalization in Germany and the national self-perception of the German society. While concepts of “in-migration” (Zuwanderung) and ”integration” still stick to notions of the nation-state as being a ”container” embracing and controlling a population and a culture of its own, the various processes of material and imaginary mobility across the national borders contradict and challenge this notion as well as its political implications. By drawing on the transnational lifeworlds and the cultural productivity of migrants, anthropological research has made important contributions to render visible this challenge. It is argued, however, that an all too exclusive focus on migration may, in fact, rather conceal the wider effects of transnationalisation and cultural globalisation on the society and its cultural fabric as a whole.
Inhibitors of Apoptosis Proteins (IAPs) are a class of highly conserved proteins predominantly known for the regulation of caspases and immune signaling. However, recent evidence suggests a crucial role for these molecules in the regulation of tumor cell shape and migration by controlling MAPK, NF-κB and Rho GTPases. IAPs directly control Rho GTPases, thus regulating cell shape and migration. For instance, XIAP and cIAP1 function as the direct E3 ubiquitin ligases of Rac1 and target it for proteasomal degradation. IAPs are differentially expressed in tumor cells and have been targeted by several cancer therapeutic drugs that are currently in clinical trials. Here, we summarize the current knowledge on the role of IAPs in the regulation of cell migration and discuss the possible implications of these observations in regulating tumor cell metastases.
Cette communication a pour but de révéler l'implication du personnage dans des discours hégémoniques qui mettent en scène une société de la diversité par une apparente absence de la ligne de couleur. Deux générations seront confrontées existentiellement- et ontologiquement avec des imaginaires interchangeables autour de la notion de « Noir de France ». Les deux romans Blues pour Élise (2010) et Ces âmes chagrines (2011) offrent un parallélisme dans leur description similaire, tant sur le plan diachronique que dans la variation des significations des points de vue.
Learning and animal movement

Integrating diverse concepts from animal behavior, movement ecology, and machine learning, we develop an overview of the ecology of learning and animal movement. Learning-based movement is clearly relevant to ecological problems, but the subject is rooted firmly in psychology, including a distinct terminology. We contrast this psychological origin of learning with the task-oriented perspective on learning that has emerged from the field of machine learning. We review conceptual frameworks that characterize the role of learning in movement, discuss emerging trends, and summarize recent developments in the analysis of movement data. We also discuss the relative advantages of different modeling approaches for exploring the learning-movement interface. We explore in depth how individual and social modalities of learning can matter to the ecology of animal movement, and highlight how diverse kinds of field studies, ranging from translocation efforts to manipulative experiments, can provide critical insight into the learning process in animal movement.

This paper studies the linkage between international male migration and changes on land inheritance patterns in rural Oaxaca (Mexico). Land inheritance is a long-term exchange between parents and male adult children in Oaxaca: sons are bequeathed with land as long as they provide for their parents (and their wives care for their in-laws) while daughters are excluded from the family patrimony. Drawing on theoretical sample and 37 in depth interviews, this paper argues that intergenerational solidarity based on the parent-son alliance through inheritance is breaking down due to the uncertainty of men´s migration project along with the increase in the fallback position of wives, who may refuse to take care of elderly in-laws. Other alliances emerge instead: parents try to build new alliances with their daughters, bequeathing them agricultural and building plots. However, these new alliances and inheritance shifts are neither a heterogeneous process nor an automatic change and several family and social dimensions must be included to understand the different outcomes.
