Zwischen Bilateralismus und Multilateralismus : die Zentralasienpolitik der Volksrepublik China

Die Außenpolitik der Volksrepublik China (VRC) ist im Wandel begriffen. Nur ein – wenngleich wesentlicher – Ausdruck dessen ist die erst seit wenigen Jahren zu beobachtende Entwicklung, dass sich die VRC vermehrt multilateralen Institutionen zuwendet und diese mittlerweile zum Teil gar selbst initiiert. Dieser Trend stellt eine radikale Kehrtwende gegenüber dem dar, was die VRC seit ihrer Gründung 1949 noch bis weit in die 1990er-Jahre hinein mit Multilateralismus (ML) assoziiert hat – nämlich Mechanismen zur Strafung und Einengung der VRC. Doch welche praktische Bedeutung kommt multilateralen Wirkungsweisen innerhalb der chinesischen Außenpolitik in jüngster Zeit tatsächlich zu? Die vorliegende Magisterarbeit beschäftigt sich mit dieser Fragestellung, indem sie zu analysieren sucht, welche Rolle multilaterale Strukturen – im Gegensatz zu bilateralen – bei der Implementierung chinesischer außenpolitischer Interessen spielen. Dies geschieht anhand eines einzigartigen Fallbeispiels, und zwar der chinesischen Zentralasienpolitik, innerhalb der wiederum die Shanghai Cooperation Organization (SCO) eine herausragende Stellung einnimmt. Diese Organisation ist das einzige multilaterale Forum, an dem die VRC von Beginn an als der maßgebende Akteur im Hinblick auf ideelle, konzeptionelle und inhaltliche Belange teilgenommen hat. Entsprechend ist davon auszugehen, dass die Untersuchung ein Höchstmaß an Einblicken in den tatsächlich intendierten Zweck des chinesischen ML zu liefern vermag. Die Analyse zeigt, dass multilaterale Vorgehensweisen in quantitativer Hinsicht seit Gründung der SCO im Jahre 2001 stark zugenommen haben, und das auf allen vier identifizierten Hauptinteressensgebieten der VRC in Zentralasien: Sicherheit, Wirtschaft, Energie und Geopolitik. Mit Blick auf die qualitative Komponente ist indessen zu konstatieren, dass dem ML, den China in der Region praktiziert, einige negativ behaftete Charakteristika zu eigen sind. Die Attribute „flexibel“, „selektiv“, „flach“ und „instrumentalisiert“, die derzeit weitgehend als prägend für den chinesischen ML in seiner Gesamtheit angesehen werden, besitzen auch – und gerade – in Zentralasien ihre Gültigkeit. Insgesamt fällt auf, dass die VRC multilaterale Strategien nur dann verfolgt, wenn der kurzfristige Eigennutzen über den bilateraler Mechanismen hinausgeht. Und auch dann hört der Rückgriff auf ML dort auf, wo der eigene Gewinn ein Maximum erreicht. Somit bleiben die chinesischen Machthaber den Praxisbeweis einer integrativen Funktion von ML noch schuldig.
The taxonomic and faunistic status of the spider family Oecobiidae in Iran, Afghanistan and Turkmenistan is revised. A new species, namely Uroctea gambronica sp. nov. (♂) is described from southern Iran, and the male of U. grossa Roewer, 1960 is described and illustrated for the first time. Additionally, new faunistic data are provided, including the first records of Oecobius putus O. Pickard-Cambridge, 1876 and U. grossa in Afghanistan and Turkmenistan, respectively, and the re-evaluation of previously misidentified and questionable records of this family in the region. The known distribution ranges of all species are mapped for these three countries.
Islam, the Muslim traditions and the ulama in Central Asian societies are becoming increasingly important for assessing the situation in and around the region. To understand of the post Soviet Muslim republics it is nec-essary to know the Islamic heritage of the Soviet Union, i.e. the Islamic understanding and interpretation of Soviet official ulama which still influence the mind of the people and the contemporary Central Asian ulama. The official ulama were endeavouring to reconcile Islam with science and progress and to guarantee its survival in a modern environment, they served by an extremely energetic effort to preserve Islam at least in purity and integrity as religion and national sentiment and to prevent it from relapsing into deprivation and ignorance. The most important official Muslim religious figure, the Mufti of Tashkent Z. Babakhan interpreted Islam as a bulwark of progress, disseminator of knowledge, the religion of peace and friendship; portrayed the Prophet Muhammad as a “democrat, reformer and revolutionary, even a socialist”; reconciliation with socialism and communism.
The genus Drymeia Meigen, 1826 (Diptera: Muscidae) in Kyrgyzstan: new records and new species

The muscid genus Drymeia Meigen, 1826 in Kyrgyzstan has been studied. One new species is described: Drymeia ziegleri sp. nov. An annotated checklist and keys for each sex of the six named species of Kyrgyzstan Drymeia are provided. Five species are newly recorded from Kyrgyzstan. An image of the new species is given.
The distribution of the poorly known Central Asian wolf-spider Oculicosa supermirabilis Zyuzin, 1993 is clarified, discussed and mapped on the basis of both original and literature-derived data. The species is currently known from the Turan Lowland between the 41st and 43rd degrees of latitude north; its distribution coincides with that of the grey-brown desert soil and lies within the geobotanical sub-zone of southern deserts. Both sexes are also illustrated and diagnosed.
The continental expression of global cooling during the Miocene Climate Transition in Central Asia is poorly documented, as the tectonically active setting complicates the correlation of Neogene regional and global climatic developments. This study presents new geochemical data (CaSO4 content, carbonate δ13C and δ18O) from the endorheic alluvial‐lacustrine Aktau succession (Ili Basin, south‐east Kazakhstan) combined with findings from the previously published facies evolution. Time series analysis revealed long‐eccentricity forcing of the paleohydrology throughout the entire succession, split into several facies‐dependent segments. Orbital tuning, constrained by new laser ablation U‐Pb dates and a preexisting magnetostratigraphy, places the succession in a 5.0 Ma long interval in the middle to late Miocene (15.6 to 10.6 Ma). The long‐term water accumulation in the Ili Basin followed the timing of the Miocene Climate Transition, suggesting increased precipitation in the catchment area in response to climate cooling and stronger westerly winds. This was paced by minima of the 2.4 Ma eccentricity cycle, which favored the establishment of a discharge playa (~14.3 Ma) and a perennial lake (12.6 to 11.8 Ma). Furthermore, low obliquity amplitudes (nodes) caused a transient weakening of the westerlies at ~13.7 to 13.5 Ma and at ~12.7 Ma, resulting in negative hydrological budgets and salinization. Flooding of the windward Ili Basin coeval with aridification in the leeward basins suggests that the Tian Shan was a climate boundary already in the middle Miocene. Our results emphasize the impact of climate fluctuations on the westerlies' strength and thus on Central Asian hydrology.
The Central Asian spider genus Anemesia Pocock, 1895 is rediagnosed and revised. The genus was found to contain 14 species: ♂♀ A. andreevae sp. nov. (Uzbekistan, Tajikistan); ♂♀ A. birulai (Spassky, 1937) (Turkmenistan); ♂♀ A. castanea sp. nov.; ♂♀ A. incana Zonstein, 2001, ♂♀ A. infumata sp. nov.; ♂♀ A. infuscata sp. nov.; ♂♀ A. karatauvi (Andreeva, 1968) (all Tajikistan); ♂ A. koponeni Marusik, Zamani & Mirshamsi, 2014 (Iran); ♂♀ A. oxiana sp. nov.; ♂♀ A. pallida sp. nov.; ♂ A. parvula sp. nov. (all Tajikistan); ♂♀ A. pococki sp. nov. (Turkmenistan); ♂♀ A. sogdiana sp. nov. (Uzbekistan, Tajikistan) and ♂♀ A. tubifex (Pocock, 1889), the type species (Afghanistan, Turkmenistan). Nine species are newly described; others are redescribed from types and/or conspecific material. Males of A. tubifex and females of A. birulai, hitherto unknown, are described for the first time. Data on the variability, relationships, distribution, and ecology of all considered species are provided.
