Sanktionen als ein Instrument der Außenpolitik oder der kollektiven Sicherheit galten lange Zeit als wenig vielversprechend. Der Politikwissenschaftler David A. Baldwin kommt noch 1985 nach einer Zusammenfassung einschlägiger Literatur zu dem Schluss: „[i]t would be difficult to find any proposition in the international relations literature more widely accepted“ (Baldwin 1985: 57). Jedoch erscheinen ab Mitte der 1980er die ersten umfangreicheren quantitativen Evaluationsstudien zu Sanktionen, welche ein differenzierteres Bild über die möglichen Funktionen und Zielsetzungen von Sanktionen zeichnen oder gar aufzeigen, dass Sanktionen zumindest manchmal erfolgreich sein können (zu den bekanntesten zählt hier sicherlich die 1985 erschienene Studie von Gary Clyde Hufbauer, Jeffrey J. Schott und Kimberly Ann Elliott). In der Folge entwickeln sich die 1990er Jahre geradezu zu einer Sanktionsdekade (David Cortright & George A. Lopez) in der Sanktionen regelmäßig in unterschiedlichsten Kontexten und gegen unterschiedlichste Adressaten verhängt werden und das Instrument erheblich fortentwickelt wurde. Insbesondere die Vereinten Nationen aber auch regionale Organisationen wie die EU haben seitdem Sanktionen als Instrument eines Krisen- und Konfliktmanagements für sich wieder neu entdeckt und vermehrt verhängt...

Globale Dschihadisten, die Deutschland als legitimes Angriffsziel beschreiben, begründen dies unter anderem damit, dass die Bundesrepublik ein im globalen „Krieg gegen den Islam″ eingebundener „Feindesstaat″ sei. Andersdenkende Salafisten wie Mohamad Gintasi alias Abu Jibril und als gemäßigte Islamisten bezeichnete Akteure wie Samir Mourad (DIdI e.V.), aber auch Repräsentanten einiger etablierter Islamverbände, halten ihnen entgegen, deutsche Muslime hätten mit Annahme der deutschen Staatsbürgerschaft oder durch Erhalt ihrer Aufenthaltserlaubnis einen islamrechtlich bindenden Sicherheits(garantie)vertrag (amān) geschlossen. Dieser verpflichte sie, solange sie Sicherheit zugesprochen bekämen und, so ergänzen einige, den Islam praktizieren könnten, geltendes Recht zu achten....

Notenbanken haben heute nicht die Aufgabe die Geldmenge zu kontrollieren. Ihr Job ist es, den Wert des Geldes – und damit den Preis der Wirtschaftsgüter in der jeweiligen Währung – zu stabilisieren. Doch wie ist diese Preisstabilität am besten herzustellen? Muß man dabei nicht doch die Geldmenge im Auge behalten? Unter monetären Ökonomen gibt es dazu eine wissenschaftliche Debatte.

Stellungnahme zum Antrag der SPD-Fraktion auf Einführung einer Finanztransaktionssteuer in Europa

Die Finanztransaktionssteuer ist kein geeignetes Instrument zur Verringerung systemischer Risiken, noch ein Mittel zur Vorbeugung einer Finanzkrise. Da sie zudem nur in Deutschland, Frankreich und einzelnen anderen Staaten eingeführt würde, wäre das Steueraufkommen, aufgrund von Steuerumgehung durch Verlagerung von Finanztransaktionen ins Ausland, gering.
This contribution draws on two recent publications in which the macroeconomic model data base (www.macromodelbase.com) is employed for model comparisons. The comparative approach is used to base policy analysis on a systematic evaluation of the different implications that a certain economic policy can have when submitted to different modeling approaches. In this manner, policy recommendations are more robust to modeling uncertainty. By extending the comparative approach to forecasting, the authors investigate the accuracy of different forecasting models and obtain more reliable mean forecasts.
In 2011 wurde der Preis für Wirtschaftswissenschaften der schwedischen Reichsbank im Gedenken an Alfred Nobel an die US-Ökonomen Thomas J. Sargent von der New York University und Chistopher A. Sims von Princeton University verliehen. Gerade deutsche Zeitungskommentare kritisierten die Forscher vielfach für die Verwendung „unrealistischer“ Annahmen wie Nutzenmaximierung und rationale Erwartungen. Diese Kritik verkennt den maßgeblichen Beitrag von Sargent und Sims zur Entwicklung der modernen Makroökonomik. Ihre empirischen Methoden sind heute Standardwerkzeuge der akademischen Forschung und werden auch von Ökonomen in Zentralbanken, Finanzministerien und internationalen Organisationen eingesetzt. Sie haben grundlegende neue Erkenntnisse ermöglicht, zum Beispiel über die Wirkungsweise der Geld- und Fiskalpolitik.
In der Soziologie gilt – bei allen dieser Erhebungsmethode eingeräumten Schwierigkeiten – die Befragung immer noch als „Königsweg“ der Sozialforschung. Auch in der Stadt- und Gemeindesoziologie wird häufig der Weg der Befragung eingeschlagen, um über die Summe der Interviewees auf die Struktur Rückschlüsse zu ziehen. Über diesen Weg kann zwar Typenbildung betrieben werden, die Möglichkeit eine Stadt als Totalität zu erfassen wird allerdings vergeben. Demgegenüber soll im Vortrag die Stadt im Sinne der objektiven Hermeneutik, als autonome Lebenspraxis und damit eigenständige Handlungs- und Entscheidungsinstanz verstanden werden, also nicht nur als die Summe von Häusern und Menschen. So wird hier von einer dem Ort innewohnenden Logik, einer emergenten Rationalität ausgegangen, die nicht von einer einzelnen Bevölkerungsgruppe bewusst geplant wurde, sondern sich über eine langfristige Eigenlogik des Ortes entwickelt hat. Hier soll gezeigt werden, welchen Nutzen die Analyse von Luftbildern einer Stadt für diese m.E. elementare stadt- und siedlungssoziologische Fragestellung haben kann. Grundlegende Annahme ist dabei, dass sich über die vertikale Aufsicht entscheidende Schlussfolgerungen für Gemeindeuntersuchungen ergeben, die über andere Daten nicht bzw. nicht in dieser Deutlichkeit erreicht werden können. Das Luftbild, das ich für diesen Zweck ausgewählt habe, bildet die osthessische Stadt Bebra ab. Ziel ist es, über die extensive Auslegung des Luftbilds eine Fallstruktur der Stadt zu entfalten. Die Analyse wird hier nur verkürzt dargestellt; gegenüber der ursprünglichen Interpretation, die Teil meiner soziologischen Diplomarbeit ist, sind einige Argumentationsketten stark gerafft.
Das System der lateinischen Nominalflexion wird als Beispiel eines komplexen morphologischen Systems untersucht, das alle Symptome des ‚flektierenden Syndroms’ zeigt (homonyme, synonyme und kumulative Exponenten, Genuseinteilung, unterschiedlich strukturierte Deklinationskassen, defektive Paradigmen, usw.; Plank 1991a). Im Mittelpunkt steht die Frage, wie die Form-Funktions-Beziehung in einem derartigen System ‚funktioniert’. Morphembasierte Analysen bieten kaum Einsichten in die ‚Logik’ fusionierender Flexionssysteme: Die Vielfalt der Oberflächenformen kann zwar auf verschiedene Weise reduziert werden (zugrundeliegende Formen, Allomorphie, Morphonologie; Householder 1947). Homonymien, Synonymien und Kumulationen und damit die Tatsache, daß sich das System nicht den Erwartungen einer morphemischen Perspektive fügt, bleiben jedoch bestehen: Der Gedanke, morphologische Marker als ‚Saussuresche Zeichen’ aufzufassen, erweist sich hier als nicht fruchtbar (Anderson 1992). Aber auch neuere regelbasierte Ansätze halten – trotz der Zulassung ‚indirekterer’ Beziehungen – an einer vergleichbaren Form-Inhalts-Janusköpfigkeit morphologischer Markierungen grundsätzlich fest, wenn sie morphologische Markierungen als ‚Ausbuchstabierungen’ von Merkmalen oder Merkmalsbündeln behandeln. Traditionelle Darstellungen im Rahmen einer Wort-und-Paradigma-Morphologie liefern zwar oft wenig mehr als eine Auflistung von Formen, weisen jedoch den Weg zu einer nicht-zeichenhaften Auffassung morphologischer Markierung, die Saussure (1976: 122) am Beispiel der deutschen Pluralbildung formuliert: „ce n’est pas ‘Gäste’ qui exprime le pluriel, mais l’opposition ‚Gast : Gäste’”. Danach läge die Funktion morphologischer Markierungen in derartigen Fällen nicht darin, als ‚Exponenten’ von ‚Inhalten’ zu fungieren, sondern darin Formen unterschiedlicher Funktion nur zu unterscheiden: Eine funktionale Distinktion wird zum Ausdruck gebracht, indem sie mit einer formalen Differenzierung korreliert wird. In Anwendung dieses Gedankens auf die lateinische Nominalflexion sollen (i) die auszudrückenden funktionalen Distinktionen, (ii) die zur formalen Differenzierung genutzten Ausdrucksmittel und (iii) die Art der Korrelation untersucht werden.
Schwankungen zwischen starker und schwacher Flexion werden mit unterschiedlichen Graden von Determinativhaftigkeit verschiedener Pronominaladjektive korreliert, bezogen auf eine universelle Dimension der IDENTIFIKATION (nach Seiler), sowie mit unterschiedlichen Graden der Ausgeprägtheit determinativischer (starker) Flexion, bezogen auf eine Ordnung nach formaler Markanz verschiedener Wortformen. Es wird gezeigt, dass stärkere Determinativhaftigkeit der Lexeme schwache Flexion bei folgenden Adjektiven begünstigt. Bezüglich der Varianz bei verschiedenen paradigmatischen Formen wird die Vermutung gestützt, dass das Formengewicht der Endungen eine wesentliche Rolle spielt.
Sprachvermögen und Zahlbegriff : zur Rolle der Sprache für die Entwicklung numerischer Kognition

In welchem Zusammenhang stehen Sprache und Zahl als kognitive Domänen? Welche Rolle spielt das menschliche Sprachvermögen für die Entwicklung des Zahlbegriffs? In den letzten Jahrzehnten haben verschiedene Disziplinen aus dem Gebiet der Kognitionswissenschaft – darunter Psycholinguistik, Entwicklungspsychologie, Ethologie und kognitive Neurowissenschaft – wesentlich zu unserem Verständnis der Beziehung zwischen Sprache und numerischer Kognition beigetragen. Die unterschiedlichen Ergebnisse liefern Evidenz für eng verknüpfte ebenso wie für autonome Bereiche in den beiden Domänen.
Cross-linguistically, numerals differ from other linguistic expressions in various aspects of their grammatical behavior and their acquisition. What is so special about them? I will show that a closer look at the status of numbers and numerals not only gives an answer to this question, but can also shed some light onto the syntax-semantics interface. Taking into account philosophical approaches from the foundations of mathematics, I will set forth a definition of number as a function that can be fulfilled by certain sequences. This will lead us (i) to dispense with abstract entities “numbers“ and (ii) to regard numeral sequences as sets that can function as numbers. I will show that this OCCAMiam view captures the peculiar features of numeral sequences as a reflex of their “number function”. On the other hand, the integration of number words into complex syntactic structures leads to a morpho-syntactic behavior of cardinals, ordinals and numerals in “#”-constructions that comes close to that of different word classes, depending on parallels in their semantic-conceptual structure.

Wohl kaum ein anders arabisches Land ist so umstritten wie Saudi-Arabien, zumindest wenn es um die Frage von Rüstungsexporten geht. Erst im Juni hat das Verwaltungsgericht Frankfurt in einer von Heckler & Koch eingereichten Klage geurteilt, dass die Bundesregierung sich in der Frage der Genehmigung der Lieferung von Bauteilen für die Lizenzproduktion des G-36 Sturmgewehrs nach Saudi-Arabien entscheiden müsse. Das Wirtschaftsministerium unter der Führung von Sigmar Gabriel (SPD) hatte diese Entscheidung bislang vertagt, auch mit Hinweis auf die gegenwärtige Militärintervention, die das Königreich zusammen mit anderen arabischen Staaten im Jemen führt....
Im Juni 2007 wurde im Auftrag der Universitätsbibliothek Frankfurt eine Nutzerbefragung in Zusammenarbeit mit dem Fachbereich Informations- und Wissensmanagement der Hochschule Darmstadt durchgeführt. Es wird eine Einführung in den Satz von Belyi und Grothendiecks Dessins d'enfants gegeben, hier Kinderzeichnungen genannt. Dieses Arbeitsgebiet ist in den letzten zwanzig Jahren entstanden und weist viele reizvolle Querverbindungen auf von der inversen Galoistheorie über die Teichm llerräume bis hin zur Mathematischen Physik. Das Schwergewicht des folgenden Beitrags liegt in den Beziehungen zu den Fuchsschen Gruppen und der Uniformisierungstheorie: Kinderzeichnungen bieten die Möglichkeit, für arithmetisch interessante Riemannsche Flächen - die als algebraische Kurven über Zahlkörpern definiert sind - Überlagerungsgruppen explizit zu beschreiben und umgekehrt aus gewissen Typen von Überlagerungsgruppen Kurvengleichungen zu gewinnen. Was hier aufgeschrieben ist, behandelt eigentlich nur bekanntes Material, gelegentlich mit neuen Beweisvarianten und Beispielen. Da aber noch keine zusammenfassende Einführung in das Thema existiert, hoffe ich, dass es als Vorlage für ein Seminar oder eine fortgeschrittene Vorlesung nützlich sein mag.
This paper investigates the accuracy of point and density forecasts of four DSGE models for inflation, output growth and the federal funds rate. Model parameters are estimated and forecasts are derived successively from historical U.S. data vintages synchronized with the Fed’s Greenbook projections. Point forecasts of some models are of similar accuracy as the forecasts of nonstructural large dataset methods. Despite their common underlying New Keynesian modeling philosophy, forecasts of different DSGE models turn out to be quite distinct. Weighted forecasts are more precise than forecasts from individual models. The accuracy of a simple average of DSGE model forecasts is comparable to Greenbook projections for medium term horizons. Comparing density forecasts of DSGE models with the actual distribution of observations shows that the models overestimate uncertainty around point forecasts.

Daher fällt einem meist auf, ob jemand beispielsweise in Solothurn seinen Berner, Basler oder Thurgauer Dialekt beibehalten hat, oder aber man beobachtet – vielleicht sodann mit einer gewissen Skepsis –, dass ein zugezogener Mensch das Solothurnische langsam annimmt und seinen eigenen Dialekt nach und nach zu verlernen scheint. ...
Im Mittelpunkt des Gutachtens stehen die anthropologischen Grundlagen, das wirtschaftsethische Fundament und das Menschenbild der Sozialen Marktwirtschaft. Die Leitlinien des Wittenberg-Prozesses der Chemie-Sozialpartner dienen dabei als argumentative Grundstruktur. Ziel der Arbeit ist es, aufzuzeigen, dass die CSSA und der Wittenberg-Prozess auf den normativen und wirtschaftsethischen Prämissen der (originären) Sozialen Marktwirtschaft ruhen und die Sozialpartnerschaft der chemischen Industrie ein wichtiger Baustein ist auf dem Weg hin zu einer Neubegründung und Renaissance der Sozialen Marktwirtschaft vor dem Hintergrund der Globalisierung. Folgende Hypothesen sollen dabei eingehender untersucht werden: 1. Fundamental für die Wirtschaftsethik der Sozialen Marktwirtschaft ist die Unterscheidung von Individual, Unternehmens-und Ordnungsethik. 2. Das Freiheitsverständnis der Sozialen Marktwirtschaft enthält sowohl negative (im Sinne der Abwesenheit von Willkür und Zwang) als auch positive Momente (im Sinne von rationaler Selbstbestimmung und kantischer Autonomie). Darüber hinaus inkorporiert es die aus der Konstitutionenökonomik bekannten Prinzipien der Diskriminierungs und Privilegienfreiheit. 3. Das Gerechtigkeitsverständnis der Sozialen Marktwirtschaft ist synkretistisch und eklektisch; es verbindet kommutative mit distributiven Gerechtigkeitselementen. 4. Der Homo oeconomicus ist kein(!) Bestandteil der Wirtschaftsethik der Sozialen Marktwirtschaft. Diese weist vielmehr Parallelen zur Heuristik der Kulturellen Ökonomik – dem sogenannten Homo culturalis – auf. 5. Eine bedeutende Funktion innerhalb der Sozialen Marktwirtschaft kommt der Sozialpartnerschaft zu. Diese leistet einen wichtigen Beitrag zur Stärkung der sozioökonomischen Teilhabe und Inklusion auf der unternehmensethischen Ebene.
Freiburg School of Law and Economics, Freiburg (Lehrstuhl-)Tradition and the Genesis of Norms

The paper analyzes the parallels and differences between the Freiburg School of Law and Economics represented by the works of Eucken (and Röpke) and the Freiburg (Lehrstuhl-)Tradition represented by the works of Hayek and Vanberg. The parallels are illustrated by making use of the constitutional economics concepts Ordnungspolitik (i.e., order of rules/choices over rules) as well as freedom of privileges and discrimination. The differences, which have received surprisingly little attention, include the following aspects: 1. philosophy of science and epistemology, 2. genesis of norms, and 3. political philosophy. The paper tackles these issues in three steps. The second chapter presents Vanberg’s constitutional economics theory with special emphasis on the concepts of citizen sovereignty and normative individualism. The third chapter reviews the ordoliberal concepts of science and the state which are – to a certain degree – elitist and expertocratic, that is, they rely to a considerable degree on intellectual experts (in particular, scientists) being part of the societal elite. The fourth chapter differentiates two kinds of genesis of norms: an evolutionary one and an elitist-expertocratic one allowing for a differentiation between Eucken’s and Röpke’s Ordoliberalism on the on the hand and Vanberg’s Hayekian -- and Buchanan-style constitutional economics approach on the other hand. The paper ends with a summary of the main findings.
Following Foucault's analysis of German Neoliberalism (Ordoliberalism) and his thesis of ambiguity, this paper introduces a two-level distinction between individual and regulatory ethics. In particular, its aim is to reassess the importance of individual ethics in the conceptual framework of Ordoliberalism. The individual ethics of Ordoliberalism is based on the heritage of Judeo-Christian values and the Kantian individual liberty and responsibility. The regulatory or formal-institutional ethics of Ordoliberalism which has so far received most attention on the contrary refers to the institutional and legal framework of a socio-economic order. By distinguishing these two dimensions of ethics incorporated in German Neoliberalism, it is feasible to distinguish different varieties of neoliberalism and to link Ordoliberalism to modern economic ethics.
Variations and disparities between von Hayek and Ordoliberalism can be detected on diverse levels: 1. philosophy of science; 2. setting dissimilar priorities; 3. social philosophy; 4. genesis of norms; and, 5. notion of freedom. Therefore, it is possible to make an important distinction within neoliberalism itself, which contains at least two factions: von Hayek’s evolutionary liberalism, and German Ordoliberalism. The following essay not only takes the neoliberal separation of different varieties as granted; it proceeds further. It focuses on the topic of justice and elaborates the (slightly) differing conceptions of justice within neoliberalism. Thus, the specific contribution of the paper is that it adds a sixth dimension of differences (which is highly interconnected with the differing conceptions of genesis of norms). In this paper, I emphasize the (often neglected) subtle differences between von Hayek, Eucken, Röpke, and Rüstow, with special emphasis on their theories of justice. In this regard, I focus not only on Eucken and von Hayek; in addition, I include the concepts of justice developed by Rüstow and Röpke, as well, and, in consequence, broaden the perspective incorporating Eucken as a member of the Freiburg School of Law and Economics, and Rüstow and Röpke as representatives of Ordoliberalism in the wider sense. The paper tackles these topics in three steps. After briefly examining and discussing the existing literature and providing a literature overview on the decade-long debate on von Hayek and Ordoliberalism, I then describe von Hayek’s conception of commutative justice; particularly, justice of rules and procedures (rather than end-state justice). Then, I examine Eucken’s, Rüstow’s, and Röpke’s theories of justice, which consist of a mixture of commutative and distributive justice. Then, I draw a comparison between the ideas of justice developed by Eucken, Röpke, Rüstow, and von Hayek. The essay ends with a summary of my main findings.
4 June 2013 marked the formal launch of the third generation of the Equator Principles (EP III) and the tenth anniversary of the EPs – enough reasons for evaluating the EPs initiative from an economic ethics and business ethics perspective. This chapter deals with the following questions: What has been achieved so far by the EPs? Which reform steps need to be adopted to further strengthen the EPs framework? Can the EPs be regarded as a role model in the field of sustainable finance and CSR? The first part explains the term EPs and introduces the keywords related to the EPs framework. The second part summarises the main characteristics of the newly-released third generation of the EPs. The third part critically evaluates EP III from an economic ethical and business ethics perspective. The chapter concludes with a summary of the main findings.
2008/9 sees the 60th anniversary of the German economic and currency reform of June 20, 1948, and the adoption of the Grundgesetz on May 23, 1949, which committed the country to the ideals of a socially committed market economy. Both of these events are important points along the path taken by the Federal Republic of Germany to reach the system of a social market economy. Since the term, Social Market Economy is often used in several different contexts and sometimes to mean contradictory things, we must ask: what exactly does the term social market economy entail? What economic-ethical ideas and theories are behind it? This paper will trace the origins of the social market economy (chapter 2) and explain the central characteristics of the Freiburg School of Economics (chapter 3), one of the main pillars of the social market economy. Central to this paper is the oeuvre of Walter Eucken, one of the leading representatives of the ordoliberal Freiburg School. The aim is to identify socio-political factors of influence and inspiration on his theory of economic policy (chapter 4) and evaluate similarities to the works of Kant, Smith and other economic philosophers. Chapter 5 will seek to elucidate Eucken’s “Program of Liberty”. We shall also allow ourselves a slight diversion to elaborate on the parallels between this work and Kant’s understanding of freedom and autonomy. Chapter 6 deals with Eucken’s dual requirements of an economic and social order (i.e. functioning and humane socio-economic order). In chapter 7, we seek to answer – with considerable reference to Adam Smith – to what extent it can be assumed that self-interest and the common good are mutually compatible. This paper concludes with a few remarks about the topicality of ordoliberalism in relation to modern, German-speaking economic ethics (chapter 8).

Local interactions between particles of a collection causes all particles to reorganize in new positions. The purpose of this paper is to construct an energy-based model of self-organizing subgroups, which describes the behavior of singular local moves of a particle. The present paper extends the Hegselmann-Krause model on consensus dynamics, where agents simultaneously move to the barycenter of all agents in an epsilon neighborhood. Tunesien hat bislang als einziges Land des Arabischen Frühlings einen demokratischen Weg eingeschlagen.
Gleichzeitig hat der „Islamische Staat“ (IS) nirgendwo so großen Zulauf wie hier, kommt die größte Gruppe ausländischer Jihadisten des IS aus Tunesien. Fast vier Jahren nach dem Sturz des autokratischen Herrschers Zine el-Abidine Ben Ali schaffte das kleine nordafrikanische Land mit freien Wahlen den letzten Schritt zur Demokratie. Der „Arabische Frühling“ begann mit der Selbstverbrennung des Gemüsehändlers Mohamed Bouazizi am 17. Dezember 2010 nach einem Streit mit einer Polizistin in Sidi Bouzid. Dies war der Auftakt für landesweite Unruhen und Aufstände. Es waren vorwiegend schlechte Lebensbedingungen sowie die Arbeits- und Perspektivlosigkeit der Jugend, die die Menschen auf die Straße trieben, aber auch die Monopolisierung von Reichtümern durch die Präsidentenfamilie. Im Januar 2011 wurde der Präsident Zine el-Abidine Ben Ali zum Rücktritt gezwungen, woraufhin er fluchtartig das Land verließ.

In this paper I discuss the properties of particle verbs in light of a proposal about syntactic projection. In section 2 I suggest that projection involves functional structure in two important ways: (i) only functional phrases can be complements, and (ii) lexical heads that take complements and project must be inflected. In section 3, I show that the structure of particle verbs is not uniform with respect to (i) and (ii). On the one hand, a particle always combines with an inflected verb; in this respect, particle verbs look like verb-complement constructions. On the other hand, the particle is not a functional phrase and therefore is not a proper complement, which makes the combination of the particle and the verb look more like a morphologically complex verb. I argue that syntactic rules can in fact interpret the node dominating the particle and the verb as a projection and as a complex head. In section 4, I show that many of the characteristic properties of particle verbs in the Germanic languages follow from the fact that they are structural hybrids.

This paper examines left dislocation constructions in Zulu, a Southern Bantu language belonging to the Nguni group (Zone S 40). In Zulu left dislocation configurations, a topic phrase in the beginning of the sentence is linked to a resumptive element within the associated clause. Typically, the resumptive element is an incorporated pronoun (cf. Bresnan & Mchombo 1987), as illustrated by the examples in (1) and (2). In these examples, the object pronoun (in italics) is part of the verbal morphology and agrees with the noun class (gender) of the dislocate. Nicht nur in Borges' Erzählung 'La Biblioteca de Babel' (1941) und Ecos Roman 'Il nome de la rosa' (1980) bildet die Bibliothek einen besonderen ästhetischen Reflexionsraum in der Literatur. Als Ort der Ordnung und der Unordnung, der Wahrheit und der Fiktion, des Wissens und der Inspiration wird sie in Beiträgen des Symposiums beleuchtet. Dessen Titel "Bibliotheken nach Babel" verweist sowohl auf fiktive Bibliotheken in der Nachfolge derjenigen aus der Feder von Borges als auch auf reale, die eingerichtet wurden, um Ordnung ins Chaos ungeordneten Wissens zu bringen und somit für historisch geprägte Wissensordnungen stehen.

History of the bible in Yoruba
Am 10. und 11. November 2011 fand ein internationales Symposium unter dem Titel Deutsch-slawische Kontakte – Geschichte und Kultur anlässlich des 65. Geburtstagsjubiläums der außerordentlichen Professorin Mária Papsonová statt. Das Symposium, dessen wissenschaftliche Beiträge auch in der Frau Mária Papsonová gewidmeten gleichnamigen Festschrift festgehalten wurden, veranstalteten die engagierten Mitarbeiter und Mitarbeiterinnen des Instituts für Germanistik an der Philosophischen Fakultät der Pavol-Josef-Šafárik-Universität in Košice.
„[...] Goethe [liebte] die Herzogin Anna Amalia [...] und [blieb] ihr ein Leben lang treu“, so lautet die zentrale Hypothese des in Weimar lebenden Juristen und Schriftstellers Ettore Ghibellino, mit der sich angeblich sämtliche „Widersprüche“ in Goethes Leben und Werk erklären ließen. In seinem Buch „J. W. Goethe und Anna Amalia / Eine verbotene Liebe“, zuerst 2003 erschienen, unternimmt der Autor nichts Geringeres als den Versuch, die Goethe-Forschung auf eine ‚neue Grundlage‘ zu stellen. [...] Ghibellionos Ansatz ist historisch so fragwürdig, das zugrunde liegende Kunst- und Literaturverständnis derart einseitig biographistisch, der Umgang mit den Quellen so unreflektiert, ja manipulativ, die Kenntnisnahme und Einbeziehung der aktuellen Forschungsliteratur so selektiv, dass sich eine ernsthafte wissenschaftliche Auseinandersetzung eigentlich verbietet. In der Fachwelt hat Ghibellinos Veröffentlichung daher weder Interesse noch Unterstützung gefunden. Allerdings vermarktet der Autor mit seinem Buch geschickt das große allgemeine Interesse an der Person Goethes, dabei auch voyeuristische Bedürfnisse des Publikums bedienend. Inzwischen sind bereits zwei Nachauflagen (2004 und 2007) und eine englische Übersetzung (2007) erschienen. Aus diesem Grund muss diese neue ‚Weimar Legende‘ in aller Deutlichkeit als das benannt werden, was sie tatsächlich ist, nämlich eine Erfindung des Autors.
Die Mitglieder des Instituts haben im Berichtszeitraum durch ihre Arbeit auf vielfältige Art und Weise daran mitgewirkt, wie in den Vorjahren, einerseits Angebote in die Region zu entwickeln und andererseits die Anstrengungen in Richtung Internationalisierung von Forschung und Lehre zu verstärken. Dabei konnten bestehende Kooperationen genutzt und neue Kooperationspartner gewonnen werden. Darüber hinaus ist das Institut bemüht, einen medienästhetischen Forschungsschwerpunkt im Fachbereich 10 zu etablieren. [...] Die Mitglieder des Instituts haben durch eine rege Publikationstätigkeit (siehe nachfolgende Auflistung), vielfältige Vorträge, öffentliche Stellungnahmen, Interviews und Gespräche in Zeitungen, Rundfunk und Fernsehen dazu beigetragen, dass die Universität Bremen in und außerhalb der Region als Standort einer produktiven kulturwissenschaftlichen DDR- und Deutschlandforschung wahrgenommen wird.
In April 2002 the European Central Bank (ECB) and the Center for Financial Studies (CFS) launched the ECB-CFS Research Network to promote research on “Capital Markets and Financial Integration in Europe”. The ECB-CFS research network aims at stimulating top-level and policy-relevant research, significantly contributing to the understanding of the current and future structure and integration of the financial system in Europe and its international linkages with the United States and Japan. This report summarises the work done under the network after two years. Over time the network formed a coherent and growing group of researchers interested in the integration of European financial markets, while using light organisational structures and budgets. The members of this evolving group met repeatedly at the events organised by the network to present the latest results of their research and to share views on policy options. In this sense, the “network of people” intended at the start was created. Overall, the network aroused great interest, as leading academic researchers, researchers from the main policy institutions and high-level policy makers participated actively in it by presenting research results, through speeches and in policy panels. It also stimulated a new research field on securities settlement systems, an area of high policy relevance and interest to the ECB that had not attracted much interest in the research community beforehand. Also, the network seems to have triggered several related outside initiatives by international institutions, such as the IMF or the OECD. During its first two years the network was organised around three workshops and a final symposium on 10-11 May 2004. To focus research resources and to ensure medium-term policy relevance, a limited number of areas have been given top priority: bank competition and the geographical scope of banking; international portfolio choices and asset market linkages between Europe, the United States and Japan; European bond markets; European securities settlement systems; and the emergence and evolution of new markets in Europe (in particular start-up financing markets). In order to stimulate further research focused on the priority fields of the network, the ECB Lamfalussy research fellowships were established. These fellowships sponsor projects proposed by young researchers, both a dvanced doctoral students and younger professors. Five Lamfalussy fellowships were granted in 2003 and five more in 2004. The first papers from this program have already been issued in the ECB working paper series or are forthcoming. One of them won the prize for the best paper written by a Ph.D. student at the 2004 European Finance Association Meetings in Maastricht. Results of the network in the five top priority areas can be summarised as follows: Bank competition and the geographical scope of banking. First, integration does not appear to be very advanced in many retail banking markets. Second, some of the inherent characteristics of traditional loan and deposit business constrain the cross-border expansion of commercial banking, even in a common currency area. Hence, the implementation of some policies to foster cross-border integration in retail banking may be ineffective. Third, theoretical research suggests that supervisory structures may not be neutral towards further European banking integration. Finally, a stronger role of area-wide competition policies could be beneficial for further banking integration. This would also stimulate economic growth, as more competition in the banking sector induces financially dependent firms to grow more. European bond markets. While the government bond market has integrated rapidly with the EMU convergence process, its full integration has not yet been achieved. The introduction of a common electronic trading platform reduced transaction costs substantially, but yield spreads of long-term sovereign bonds of the euro area are still heterogeneous. This is largely explained by different sensitivities to an international risk factor, whereas liquidity differentials only play a role in conjunction with this latter factor. Somewhat surprisingly in this context, the dynamically developing corporate bond market exhibits a relatively high level of integration. There is also increasing evidence that the introduction of the euro has contributed to a reduction in the cost of capital in the euro area, in particular through the reduction of corporate bond underwriting fees. As a result, firms may wish to increase bond financing relative to equity financing. The development of a larger corporate bond market is also important for monetary policy. For example, US evidence suggests that the rating of corporate bonds may contribute to the persistence of recessions, as rating agencies´ policies affect firms asymmetrically in their access to the bond market over the business cycle. US evidence also suggests that liquidity conditions in stock and bond markets tend to be positively correlated. European securities settlement systems. European securities settlement infrastructures are highly fragmented and further integration and/or consolidation would exploit economies of scale that could greatly benefit investors. It is not clear, however, whether direct public intervention in favour of consolidation would lead to the highest level of efficiency, for example because of the existence of strong vertical integration between trading and securities platforms (“silos”). In contrast, promoting open access to clearing and settlement systems could lead to consolidation and the highest level of efficiency. Finally, regarding concerns about unfair practices by Central Securities Depositories (CSDs) toward custodian banks, regulatory interventions favouring custodian banks should be discouraged, as long as CSDs are not allowed to price discriminate between custodian banks and investor banks. The emergence and evolution of new markets in Europe (in particular start-up financing markets). While fairly well integrated, “new markets” and start-up financing are less developed and integrated in Europe than in the United States. However, new markets and venture capitalists are the most important intermediaries for the financing of projects with high risk but with potentially very high return. The analysis carried out within the network reveals that European start-up financiers are mostly institutional investors, while US venture capitalists are mostly rich individuals. Also, new markets are essential for the development of start-up finance in Europe, as they provide an exit strategy for start-up financiers who can then sell new successful projects using initial public offerings. Finally, the legal framework affects the development of venture capital firms. For example, very strict personal bankruptcy laws constrain early stage entrepreneurs, reducing demand for venture capital finance. International portfolio choices and asset market linkages between Europe, the United States and Japan. At a global scale, asset market linkages have increased recently. For example, major economies such as the United States and the euro area have become more financially interdependent. This phenomenon can be observed in stock and bond markets as well as in money markets, where the main direction of spillovers has recently been from the US to the euro area. Country-specific shocks now play a smaller role in explaining stock return variations of firms whose sales are internationally diversified. Increases in firmby-firm market linkages are a global phenomenon, but they are stronger within the euro area than in the rest of the world. Various other phenomena also increase market linkages and therefore the likelihood that financial shocks spread across countries. One example is the use of global bonds. Finally, the nowadays more direct access of unsophisticated investors to financial markets may increase volatility. Other areas. Financial integration affects financial structures, but it does not need to lead to their convergence across countries. Financial structures matter for growth, as market-oriented financial systems benefit all sectors and firms, whereas bank-based systems primarily benefit younger firms that depend on external finance. Moreover, good corporate governance increases firms’ value. In particular, the dual board system, where the monitoring and advising roles of the board of directors are separated, is found to dominate the single board structure. Therefore, the further development of the European single market should strongly require good corporate governance. In general, well designed institutions foster entrepreneurial activity, partly by relaxing capital constraints. The results of the network clearly illustrated the substantial effects the introduction of the euro had on euro area financial markets. In addition to the effects on bond markets, stock markets and the cost of capital summarised above, research produced showed that the single currency had its strongest effects on money markets, whose unsecured segment is now completely integrated. Without any doubt the euro generally enhanced the liquidity and efficiency of euro area financial markets, and ongoing initiatives such as the European Union’s Financial Services Action Plan will help to continue this process. In sum, in the first two years the network has established itself as the hub for the research debate on European financial integration. Some of the best papers produced by the network, leading to the conclusions mentioned above, are currently being considered for publication in two special issues of academic journals. An issue of the Oxford Review of Economic Policy on “European financial integration” is published contemporaneously with this report, and an issue of the Review of Finance is planned for next year. The current policy context, the gradual progress of integration as well as the creation of other related non-ECB or non-CFS initiatives on financial integration suggest that this topic will remain high on the agendas of policy makers and academics for the years to come. Therefore, the ECB Executive Board and the CFS decided to continue the network, refocusing its priorities. Three priority areas have been added: 1) The relationship between financial integration and financial stability, 2) EU accession, financial development and financial integration, and 3) financial system modernisation and economic growth in Europe. These three areas have become particularly important at the current juncture, but have not received particularly strong attention in the first two years of the network. For example, the area of financial stability research was highlighted by the ECB research evaluators as an area deserving further development. Moreover, despite the results found in the first two years of the network, new developments remain to be further explored in the earlier priority areas. A three-year extension is envisaged, running from after the May 2004 symposium until 2007, with two events to be held per year. The threeyear period is long enough to consider the first effects of the Financial Services Action Plan. It also constitutes a realistic horizon for the ambitious agenda implied by the three new priorities. The generally light organisational structure and working of the network will not be changed. In addition, given the value of the Lamfalussy fellowship research program in inducing further research in the areas of the network, the program has also been extended for all the research topics in the area of the network.

This report arises from research carried out in Iganga and Namutumba districts in late 2006/early 2007 by the Cultural Research Centre (CRC), based in Jinja. Our research focus was to gauge the impact of using Lusoga as a medium of instruction (since 2005 in "pilot" lower primary classes) within and outside the classroom. This initiative was in response to a new set of circumstances in the education sector in Uganda, especially the introduction by Government of teaching in local languages in lower primary countrywide from February 2007. This followed an experimental period, in selected pilot districts, including Iganga, where fifteen pilot schools had been chosen: all these became part of this study.
Hitze, Trockenheit und Borkenkäfer haben im Sommer 2003 den Bäumen derart zugesetzt, dass örtlich ganze Waldpartien braun wurden. Auf den Fichten wurde je nach Region eine in diesem Ausmass bisher unbekannte Massenvermehrung des Borkenkäfers (Buchdrucker; Ips typographus) beobachtet. Diese Entwicklung hält weiter an. Wie lange sie dauert, hängt von der Witterung der kommenden Jahre ab. Borkenkäfer kommen zu jeder Zeit in allen Wäldern vor. Im Normalfall sorgen ausgeglichenes Wetter und natürliche Feinde dafür, dass sie nicht Überhand nehmen. Die extreme Witterung im Sommer 2003 hat dazu geführt, dass sich die Käfer explosionsartig vermehren konnten. Verschärft wurde die Situation dadurch, dass die Käfer in den Jahren nach dem Sturm Lothar ihre Population aufbauen konnten. Aber auch dort, wo Lothar keine Schäden verursacht hat, haben Käfer große Lücken in den Wald gerissen. In Lango, Northern Uganda, 20 years of war, cattle rustling and HIV/AIDS have resulted in widespread loss of life, population displacement, and loss of property. In spite of this turmoil, some traditional cultural practices, such as widow inheritance, early child marriage, and widow cleansing continued, although they were increasingly seen to conflict with ‘modern’ development thinking, especially when infringing women and children’s rights. External development actors first tried to address this situation by ‘sensitising’ communities, but with limited success. It however soon became evident that clan leaders were instrumental in perpetuating cultural practices: in the early 2000’s, they became increasingly identified as key actors to address harmful traditions and to resolve conflicts. With the many trials faced by local communities, women’s roles in supporting the family institution and upholding cultural values had however expanded too. Several development organisations were established to address the challenges related to these changes and one was the Lango Female Clan Leaders’ Association, with a focus on promoting girls’ education and access to justice for women. This case study examines the role that these female clan leaders have successfully played in tackling current gender- related challenges. It explores the interface between traditional and modern gender concepts and the value of working with cultural resource persons to address cultural challenges. The study involved desk research, field based semistructure interviews, focus group discussions with 30 respondents and key informants, and a validation write-shop, all held in the course of 2008.
In late 2006/early 2007, the Cultural Research Centre (CRC), with financial and technical support from the Cross-Cultural Foundation of Uganda, carried out research in Iganga and Namutumba districts to gauge the impact of the introduction of the local language as a medium of instruction in ‘pilot’ lower primary school classes. Our research was in response to new circumstances in Uganda’s education sector, with Government introducing teaching in local languages in lower primary classes from February 2007. This was accompanied by a “thematic curriculum”, to develop early childhood skills that are fundamental to continuing educational performance in numeracy, literacy and life skills. This was a departure from the earlier emphasis on the acquisition of facts in various subjects in primary schools, mostly focusing on recall, and mostly taught in English. This nationwide policy followed a pilot initiative in four districts, including Iganga (later split into Iganga and parts of Namutumba districts), where 15 pilot schools had been chosen. Instruction in Lusoga in Primary 1 to 3 classes started there in 2005, following a period of teacher training. From the outset however, parents, teachers, pupils and others raised questions: was teaching in the local language possible, and would it make a positive difference to learning?

Die Anschläge in diesem Sommer in ganz Europa sowie der andauernde Kampf gegen den Islamischen Staat haben das Thema der Terrorbekämpfung auch in der Öffentlichkeit wieder ganz nach oben auf die Tagesordnung gesetzt. Ob nun auf Länderebene oder durch neue Maßnahmen auf Bundesebene und International – eine ganze Reihe weiterer Maßnahmen wurden beschlossen um die Terrorbekämpfung in Deutschland zu verbessern. Ebenso wurden auch in anderen Ländern neue Maßnahmen beschlossen, in Frankreich sogar der Ausnahmezustand bis Anfang 2017 verlängert. Gleichzeitig brachten die neuen Maßnahmen auch eine Diskussion über die Sinnhaftigkeit, Effizienz und Effektivität dieser Maßnahmen mit sich – und ebenso, wie weit eine demokratische Gesellschaft in ihrem Sicherheitsbedürfnis überhaupt gehen soll. Das »Diversity-Konzept der Goethe-Universität Frankfurt am Main 2011 – 2014« basiert auf den im Hochschulentwicklungsplan 2011 festgelegten Zielen der Universität. Für die Erarbeitung des Konzeptes hat die Goethe-Universität verschiedene Instrumente kombiniert, nicht zuletzt, um eine ausreichende Partizipation zu gewährleisten: So wurden zum einen Leitfadeninterviews mit Beschäftigten in Beratungsfunktionen, Mitgliedern des AStA und anderen geführt. Zum anderen wurden eine Internetrecherche, ein Open-Space-Workshop sowie vier Strategie- und Sensibilisierungs-Workshops mit unterschiedlichen Themenstellungen organisiert.
Das Konzept entstand in enger Zusammenarbeit zwischen der für Gleichstellung zuständigen Vizepräsidentin, Prof. Roser Valenti, der Senatskommission »Frauenförderung, Gleichstellung und Diversität«, der »Projektsteuerungsgruppe diversityPolicies« und dem Gleichstellungsbüro.
An der Goethe-Universität liegen bereits verschiedene Konzepte und Zielvereinbarungen zur Geschlechtergleichstellung und Familienförderung vor. Das Diversity-Konzept sieht deshalb dazu keine Maßnahmen vor. Mit Auslaufen des Frauenförderplans im Jahr 2014 werden gleichstellungs- und andere diversitätsbezogene Berichte und Maßnahmen in einem zentralen »Gender Equality & Diversity Action Plan« (GEDAP) der Goethe-Universität Frankfurt am Main zusammengefasst und alle vier Jahre fortgeschrieben.
The “Diversity Concept of the Goethe University Frankfurt am Main 2011–2014” is based on the goals as laid down in the University Development Plan 2011. The Goethe University combined various instruments for working out the concept, not least in order to ensure adequate participation: on the one hand, guided interviews were conducted, for example, with employees in advisory functions, members of the AStA (General Students’ Commit-tee), etc. On the other hand, Internet research, an open space workshop, as well as four strategy and awareness-raising workshops on various topics were organized.
The concept was developed in close cooperation with the vice president responsible for gender and diversity, Prof. Dr. Roser Valenti, the Senate Commission “Advancement of Women, Equal Opportunity, and Diversity”, the “Project Supervision Group Diversity Poli-cies”, and the Equal Opportunities Office.
The Goethe University already has various concepts and target agreements on gender equal-ity and family support. The Diversity Concept therefore includes no measures on these top-ics. With the expiry of the Plan for the Advancement of Women in 2014, all of the other reports and measures related to equal opportunity and diversity will be consolidated in a central “Gender Equality & Diversity Action Plan of the Goethe University Frankfurt am Main” (GEDAP) and updated every four years.

In a recently published study on mineral waters from various manufacturers, scientists at Johann Wolfgang Goethe University Frankfurt established that some of the samples exam-ined in an in vitro test system revealed the presence of not otherwise specified substances with hormone-like activity. The scientists noted that this effect was determined more particu-larly in samples taken from mineral water in bottles made of the plastic, PET. Amongst the public at large this prompted questions about the potential health impact of drinking mineral water from PET bottles. The Federal Institute for Risk Assessment (BfR) has undertaken an initial, provisional assessment of the study findings.
Wir haben Geburtstag!

Heute vor drei Jahren ist der Sipoblog gestartet. Anfangs noch als reines Studentenprojekt mit dem Schwerpunkt WikiLeaks, dann eingebettet in das Forschungsprojekt Sicherheitskultur im Wandel. Mittlerweile ist das Forschungsprojekt abgeschlossen, doch der Sipoblog hat überlebt – und feiert heute seinen dritten Geburtstag!
The impacts of climate and environmental changes on migration have gained increasing attention in recent years. Yet the role and significance of the climate as an influencing factor for migratory processes is still poorly understood. Case studies are required which consider the specific historical, socio-cultural and environmental context. The micle project examined the interactions between climate change, land degradation and migration in selected regions in the Sahelian countries Mali and Senegal.
This year’s conference of the AFK (German Association for Peace and Conflict Studies) and the European Peace Research Association (EuPRA) is on "Peace and Conflict Studies from the Margins to the Centre; Rethinking Europe in an Unequal World" (16 – 18 March 2017 in Schwerte (nearby Dortmund), Germany).
The virtual realm of the internet is often seen as an egalitarian world where differences such as those between young and established researchers do not seem so significant. While we do not fully agree with this thesis, we want to use this blog to make a model attempt at providing a platform in which those participating in the conference and others can enter discussion with young students, established researchers, and peace activists.
To make this possible, we started a project in cooperation with the Bretterblog – a young team of researchers who established this blog some years ago. Here we will discuss the topics of the conference and will inform a broader audience about the newest results in peace and conflict research from different countries.
Das neue IWF : Konzept

Das Institut für den Wissenschaftlichen Film (IWF) gehört seit 1977 als Einrichtung mit
Servicefunktion für die Forschung zur Blauen Liste. Die Evaluation durch den Wissenschaftsrat
führte 1996 zu der Empfehlung, das rWF nicht weiter in diesem Rahmen zu fördern.
Das Hauptmonitum des Wissenschaftsrats lautet, daß das JWF "in Herstellung und
Vertrieb kaum die neuen Entwicklungen der elektronischen Medien aufgegriffen und umgesetzt"
habe.
Andererseits wird aus dem politischen und wissenschaftlichen Raum ein hoher und
zukünftig noch steigender Bedarf an Dienstleistungen auf dem Feld der Medien in der
Wissenschaft artikuliert. Hierzu gehört insbesondere die spezialisierte Visualisierung wissenschaftlicher
Inhalte in realen und virtuellen Umgebungen. Diese Inhalte sind wissenschaftsadäquat
zu erheben und zu bearbeiten; sie sind bedarfs- und nutzungsgerecht zur
Verfügung zu stellen; sie sind in neue Lehr- und Lernumgebungen einzubetten. Gefragt
ist die wissenschaftliche Medieneinrichtung, die neue Medien- und Kommunikationstechnologien
beherrscht und sich kommunikativ und kooperativ in ein Netzwerk mit der
Wissenschafts- und Medienlandschaft einbringt.
Das IWF hat hierauf mit seinem Konzept geantwortet:
Mit dem Ziel , auf seinem Gebiet zum anerkannten überregionalen Kompetenzzentrum zu
werden , entwickelt es sich zum spezialisierten Content-Provider. Zusammen mit der Wissenschaft
wird es Inhalte recherchieren, visualisieren und zur Verfügung stellen. Dabei
wird es sich auf Kernkompetenzen in Form spezieller Visualisierungstechniken und
-methoden konzentrieren, mit besonderem Gewicht auf innovativen Anwendungen neuer
Medien.
