Die USA setzen seit Jahrzehnten sog. Sekundärsanktionen bzw. Secondary Sanctions ein, um ihren Primärsanktionen mehr Wirkung zu verleihen. Diese Art der Sanktionen soll ausländische Personen im Ausland davon abhalten, Geschäftskontakte zu Zielobjekten von unilateralen US-Primärsanktionen einzugehen oder weiterzuführen. In diesem Beitrag wird der Frage nachgegangen, inwieweit diese Praxis nach dem Recht der Jurisdiktion völkerrechtlich zulässig ist. Dazu wird zunächst der Begriff der Sekundärsanktionen definiert. Es folgt ein Abriss der Geschichte der Sekundärsanktionen. Nach einer kurzen Einführung in das Recht der Jurisdiktion werden dessen Grundsätze auf die Sekundärsanktionen übertragen. Die Autorin kommt zu dem Ergebnis, dass Zugangsbeschränkungen nach dem Territorialitätsprinzip völkerrechtlich zulässig, alle darüber hinausgehenden Sekundärsanktionen hingegen völkerrechtswidrig sind.
Bildungsangebote müssen inklusiv gestaltet werden, um allen Interessierten gleiche Möglichkeiten der Teilhabe zu bieten. Der Digitalisierung der Lehre kommt dabei eine wichtige Rolle zu. Trotz eines beträchtlichen Entwicklungsschubs in den vergangenen Jahren, vor allem aufgrund der Corona-Pandemie, stehen die Hochschulen in Deutschland jedoch vor zahlreichen Herausforderungen. Die Untersuchung hat zum Ziel, für Deutschland beispielgebende Lösungen in anderen Hochschulsystemen zu identifizieren. Hierfür wurden Webseiten U S-amerikanischer Hochschulen unter der Fragestellung analysiert, wie Informationsportale an U S-Hochschulen gestaltet sind und wo ein Transfer vorbildhafter Lösungen in den deutschen Hochschulraum sinnvoll und möglich ist. Der Autor untersucht mittels einer quantitativen Inhaltsanalyse die Webseiten zwanzig ausgewählter U S-amerikanischer Hochschulen. Neben konkreten Einzelbeispielen von Good Practice bei der Gestaltung webbasierter Informationsportale lassen sich Erfolg versprechende Strategien zum einen bei den sogenannten Ivy-League-Hochschulen erkennen, die ihre Informationsangebote stark an den Bedarfen der Studierenden ausrichten. Zum anderen zeigen die Webseiten von Hochschulen, die unter dem Aspekt Barrierefreiheit sehr gute Rankingresultate erzielen, dass ein vom Umfang her reduziertes, dafür aber inhaltlich kohärentes Angebot positiv bewertet wird. Schließlich gibt die Untersuchung Anregungen für eine Etablierung zentraler Informationsstrukturen im Bereich barrierefreier digitaler Lehre.
In recent years, the notion of infrastructure has enjoyed growing scholarly attention; infrastructure being precisely that which allows for the kind of interfacing between local and global scales the term 'glocalization' resists on. In order to connect this discourse to the studies of language and literature, this article revisits Jacques Lacan's paper "Of Structure as an Inmixing Prerequisite to Any Subject Whatever". Rather than taking Lacan's notorious claim that "the best image to sum up the unconscious is Baltimore in the early morning" as the absurdity it may seem at first glance, the article proposes to read the claim seriously. Taking the scenic route through the extensive work on the Baltimore region undertaken in urban studies since the 1950s, the article outlines how Lacan's connection of the unconscious to a Baltimore street scene is actually closely tied to the interest in the notion of 'structure' at the core of his paper: Since Jean Gottmann's groundbreaking work on the topic, the extended Baltimore region - the 'Northeastern Megalopolis' - has continued to exert a twofold fascination over urban geography: not only does it represent a cultural and economic center of global importance, but also a type of structure characterized by change and accident rather than by unity and planning. 'Structured', in this context, must adopt a new meaning, which, in turn, sheds a new light on Lacan's famous claim in the same paper that the unconscious is "structured like a language". Lacan's seemingly offhand remark, thus, serves as an entrance into a possible configuration of language, literature, and infrastructure.

Angesichts globaler Krisendiagnosen setzen einige Aktivist*innen nicht primär auf Reformen innerhalb der bestehenden Verhältnisse – sie träumen von einer komplett anderen Ordnung. Oftmals ziehen sie sich deswegen aus bestehenden Institutionen und dem Alltag der Mehrheitsgesellschaft zurück. Anstelle von Eskapismus kann es sich bei ihrem Rückzug aber auch um radikalen Widerstand handeln. Philip Wallmeier stellt ein Netzwerk an Aktivist*innen in den Mittelpunkt seiner empirischen Studie, die zwischen den frühen 1970er Jahren und der Jahrtausendwende in den USA in »Kommunen«, »intentionale Gemeinschaften« und »Ökodörfer« zogen. Die Analyse zeichnet die historischen Veränderungen nach und beschreibt anschaulich, welche Widersprüche sich in der Praxis für die Aktivist*innen bei dem Versuch ergaben, alternative Lebensformen zu entwickeln, um so die Verhältnisse grundlegend zu transformieren.
taxia tibialis Schaeffer, 1908 (Coleoptera: Cerambycidae: Lamiinae: Pteropliini) is transferred to Bisaltes (Bisaltes) Thomson, 1868 (Apomecynini), new combination; the female is described for the first time. This extends the range of the genus, previously only known as far north as Costa Rica, to southern Texas. Bisaltes (Bisaltes) obliquatus Breuning, 1940 is found to be conspecific with Bisaltes (Bisaltes) uniformis Breuning, 1939, new synonymy, and recorded from Argentina and the Brazilian state of São Paulo. The holotypes of Esthlogena pulverea Bates, 1866, and Bisaltes posticalis Thomson, 1868 (currently, both synonyms of Bisaltes (Bisaltes) pulvereus) are illustrated for the first time. The holotype of Bisaltes (Bisaltes) bimaculatus Aurivillius, 1904, as well as ventral and lateral habitus of this species are illustrated for the first time and it is newly recorded from the Brazilian state of Santa Catarina.
Türkisch-russische Zentralasienpolitik : geopolitische Rivalität oder strategische Partnerschaft?

Die türkisch-russische Geschichte ist eine Geschichte der Rivalitäten. Sie wird wegen 15 Kriege zwischen den beiden Staaten als konflikthaft bezeichnet. Ihren 1. Krieg führten die beiden Staaten wegen Zentralasien, um das Khanat Astrachan (1568–1570). Der Untersuchungszeitraum dieser Dissertation erstreckt sich von diesem Datum bis zum Ende 2019. In diesem Zeitraum rivalisierten die Türkei und Russland geopolitisch in Zentralasien. Diese Arbeit konzentriert sich auf die türkisch-russische Zentralasienpolitik, bzw. darauf, wie die Türkei und Russland auf ihre gegenseitige Zentralasienpolitik reagieren, warum sie in Zentralasien geopolitisch rivalisieren (1. Forschungsfrage) und ob in Zukunft eine türkisch-russische strategische Partnerschaft in Zentralasien möglich ist (2. Forschungsfrage). Politikwissenschaftlich sind diese Fragen von großer Relevanz, weil eine mögliche türkisch-russische strategische Partnerschaft die gesamten Machtverhältnisse der Welt verändern würde.
Frankfurt Okulu düşünürleri otoritaryenliğe ilişkin araştırmalarını 1930’lu ve 1940’lı yıllarda yapmışlardır. Theodor W. Adorno ile Leo Lowenthal ve Norbert Guterman’ın araştırmaları ve analizlerinde ortaya koydukları “otoritaryen kişilik”ler, ajitatörler ve demagogların söylemiyle günümüzde ABD’deki siyasi liderlerin resmi olmayan sözcülerinin yeni medyadaki söylemleri arasında paralellikler bulunmaktadır. Bu anlamda Frankfurt Okulu düşünürlerinin otoritaryenizm teorisinin günümüzün otoritaryen popülist söylemini eleştirel bir şekilde analiz etmemize yardımcı olacağı düşünülmektedir. Bunun için öncelikle otoritaryen popülizm kavramı tartışılacak, ardından elitleri, beyaz olmayan tüm insanları, göçmenleri, Müslümanları, Yahudileri ve komünistleri, beyaz Hıristiyan Amerika'nın mevcut önyargılarını kullanarak düşman olarak etiketleyen yeni medya kişiliği Nicholas J. Fuentes’in söylemi analiz edilecek; otoritaryenlik ve anti-Semitizm üzerine yapılan ilk dönem araştırmalar, çevrimiçi haberlerde ve sosyal medyada “sahte peygamberler”in yeni söylemiyle karşılaştırılacaktır
Eine zuverlässige Identitätskontrolle ist zu dieser Zeit noch nicht möglich. Man muss dem 33-jährigen plantation-owner glauben, der sich unter selbst gewählter Identität als "CMSealsfield" beim Gouverneur von Louisiana vorstellt, einen Wohnsitz in Louisiana angibt, Leumundszeugnisse präsentiert, sein Vorleben samt Taufnamen Carolus Magnus Postl verschweigt und diese nur in der Unterschrift des "safe conduct pass" (US-Schutzzusage) andeutet. Die administrierenden Herren, Gouverneur Henry Johnson (Louisiana, USA), Albin Eusèbe Michel de Grilleau, Kanzler des französischen Konsulats, und C. N. Morant, Kapitän des amerikanischen Vollschiffs "American", können nicht ahnen, dass sie dem Reisenden im Juni 1826 zu einer amerikanischen Identität mit dem anglophonen Namen Charles Sealsfield (1793-1864) verhelfen und ihn in die nationale 'machinery of identification and integration' einbeziehen. Indem Johnson den Status als 'US-resident' legitimiert, vermittelt er dem politischen Österreichflüchtling und Priester durch Identitätswechsel von Postl zu Sealsfield eine provisorisch gesicherte Existenz.
Dieser Akt ist mit weitreichenden Konsequenzen für Sealsfield verbunden. Er absolviert als 'Amerikaner' Sealsfield die Karriere eines deutschsprachigen 'amerikanischen' Autors von Amerika-Romanen (1833-47) und reüssiert 1844/45 als englischsprachiger 'amerikanischer' Autor unter der Fehlschreibung Seatsfield kurzfristig zum Protagonisten der amerikanischen Nationalliteratur, nachdem 'The Boston Daily Advertiser' am 20. März 1844 in Folge von Theodor Mundts (1808-1861) Urteil aus dem Jahr 18422 ihn als "The Greatest American Author" einer nationalen democratical American literature apostrophiert hat.

Jahrhundert - spielten als Modell staatswissenschaftlichen, verfassungsrechtlichen und politischen Denkens bei den Vertretern und Verteidigern der monarchischen Herrschaft und ihres Machtgefüges genauso wie bei den Anführern und Anhängern gemäßigter und radikaler Reform-, Oppositions- und Widerstandsbewegungen, aber auch an deutschen Universitäten und Akademien, in literarischen und philosophischen Zirkeln, in Unternehmer- und Verlegerkreisen, Künstlerbünden und der medialen Öffentlichkeit eine zentrale Rolle. Zugleich stellte die Neue Welt ein Sehnsuchtsziel für Freiheitsliebende, politische Flüchtlinge, Auswanderungswillige und Wirtschaftsmigranten, aber auch bisweilen die gefürchtete Endstation für verbannte Gefangene dar: Das Spektrum der Funktionen, Aufgaben, Bilder und Vorstellungen ist breit, das die Vereinigten Staaten von Amerika in der Wahrnehmung der Zeitgenossen im Vor- und Nachmärz einnahmen und das ihnen zugeschrieben wurde - nicht zuletzt auch in der (Emigrations-)Literatur.
Rund 200.000 Menschen verließen von 1800 bis 1914 ihre westfälische Heimat, um in den USA ihr Glück zu suchen. Im ländlichen Westfalen gab es für sie keine Arbeitsplätze und keine Chance auf einen beruflichen Aufstieg. Als jüngere Geschwister waren sie zudem von der Erbfolge ausgeschlossen. Von anderen Auswanderern wussten sie, was sie in den USA erwarten würde. Bereits ausgewanderte ehemalige Nachbarn, Verwandte und Freunde berichteten ihnen in Briefen, wie die Überfahrt organisiert wurde, wie die Einreiseformalitäten abliefen und welche Möglichkeiten es gab, in der neuen Heimat Arbeit zu finden und Land zu erwerben. Dennoch gingen die Emigranten ein hohes Risiko ein, denn die Überfahrt kostete viel Geld und nicht allen gelang es, in den Vereinigten Staaten zu beruflichem Erfolg zu gelangen. Zu Beginn des Ersten Weltkriegs hatten über fünf Millionen Menschen in den USA deutsche Vorfahren. Sie lebten als Farmer in den nördlichen Staaten des Mittleren Westens, waren aktiv im Wirtschaftsleben, in der Kultur und in der Politik der Vereinigten Staaten. Die Geschichte dieser Auswanderer zeigt viele Parallelen zur Situation der heutigen Flüchtlinge, die zu Hunderttausenden aus Afrika und dem Nahen Osten in Deutschland eintreffen. Die deutschen Auswanderer flohen zwar nicht vor einem Bürgerkrieg, aber auch sie waren als Anhänger der 1848er Revolution politisch verfolgt und von Gefängnis bedroht. Andere wollten sich durch die illegale Auswanderung dem deutschen Wehrdienst entziehen oder flohen aus wirtschaftlicher Not, weil ihnen z.B. die Krise in der heimgewerblichen Textilindustrie weder ein Auskommen noch eine berufliche Perspektive bot. Ähnlich wie Deutschland heute knüpften auch die Vereinigten Staaten die Einwanderung bereits im 19. Jahrhundert an konkrete Bedingungen: Die Einreisenden mussten gesund sein und durften keine kriminelle Vergangenheit aufweisen. Mit dem Eintritt der USA in den Ersten Weltkrieg wurden die Deutschen schließlich zu Kriegsgegnern.

Gerade die repressive, restaurative Politik in Europa und hier vor allem in den Einzelstaaten des Deutschen Bundes bildete für viele unter Verfolgungsmaßnahmen und Zensurbedingungen arbeitende und leidende Oppositionelle, Intellektuelle, Gelehrte und Kulturschaffende den Ausgangspunkt für ihre intensive Auseinandersetzung mit dem Verfassungs-, Regierungs- und Gesellschaftssystem der USA und den dort, wie es scheint, ohne Probleme vertretenen und verwirklichten Ideen von Freiheit, Demokratie, Recht, Föderalismus, Republik und Revolution und inspirierten sie gleichzeitig zu einer umfassenden künstlerischen und wissenschaftlichen Beschäftigung mit den jenseits des Atlantiks vorgefundenen und noch näher zu erkundenden Kulturen, Sprachen und Landschaften.
2017 jährte sich der 200. Jahrestag des Wartburgfestes, Tagungen fanden statt, neue Erkenntnisse und Veröffentlichungen sind zu erwarten. Das Wartburgfest gilt als das erste überregionale und gesamtnationale Fest im deutschsprachigen Raum, ausgerichtet von der ab 1815 gegründeten Burschenschaft, einer neuen politischen Jugend- und Studentenbewegung - der ersten in Europa -, die zugleich die erste nationale Organisation des deutschen Bürgertums überhaupt war. Folge des Wartburgfestes waren die Grundsätze und Beschlüsse des 18. Oktober, die erste Formulierung der Grundrechte in Deutschland, deren Intentionen teilweise in die Reichsverfassungen von 1848/49 und 1919 sowie in das Grundgesetz 1949 und zahlreiche Landesverfassungen einflossen. Zugleich handelt es sich um das erste Parteiprogramm im deutschsprachigen Raum. Nicht zuletzt wurden auf dem Wartburgfest erstmals im größeren Rahmen die künftigen schwarz-rotgoldenen deutschen Nationalfarben gezeigt. Für die deutsche Geschichte und Verfassungsentwicklung stellen Burschenschaft und Wartburgfest ohne Zweifel Meilensteine dar.
Dieser Artikel thematisiert die Anfänge und Hintergründe der Beziehung zwischen europäischer Comic-Kultur und amerikanischer Comic-Geschichte. Die erfolgreiche Etablierung amerikanischer Comics in Europa Mitte der 1930er Jahre ist eng mit den internationalen Wirtschaftsbeziehungen verbunden; verständlich wird sie aber nur, wenn man sich vor Augen führt, welchen Einfluss Engagement und Vernetzung einzelner Persönlichkeiten hatte. Es war zum Beispiel das Verdienst von John A. Brogan, Foreign Sales Manager der 1929 gegründeten internationalen Vertriebsabteilung von King Features Syndicate, dem es gelang, den europäischen Zeitungen passende Comic-Strips zum Verkauf anzubieten. Aus seinen Bemühungen resultierte in Europa die Gründung von Agenturen, die hauptsächlich dem Vertrieb von Comics gewidmet waren. Auf diese Weise wurden die organisatorischen und personellen Voraussetzungen für den transatlantischen Kulturtransfer im Bereich der Comics geschaffen.
This paper analyses economic power, state power and ideological power in the age of Donald Trump with the help of critical theory. It applies the critical theory approaches of thinkers such as Franz Neumann, Theodor W. Adorno and Erich Fromm. It analyses changes of US capitalism that have together with political anxiety and demagoguery brought about the rise of Donald Trump. This article draws attention to the importance of state theory for understanding Trump and the changes of politics that his rule may bring about. It is in this context important to see the complexity of the state, including the dynamic relationship between the state and the economy, the state and citizens, intra-state relations, inter-state relations, semiotic representations of and by the state, and ideology. Trumpism and its potential impacts are theorised along these dimensions. The ideology of Trump (Trumpology) has played an important role not just in his business and brand strategies, but also in his political rise. The (pseudo-)critical mainstream media have helped making Trump and Trumpology by providing platforms for populist spectacles that sell as news and attract audiences. By Trump making news in the media, the media make Trump. An empirical analysis of Trump’s rhetoric and the elimination discourses in his NBC show The Apprentice underpins the analysis of Trumpology. The combination of Trump’s actual power and Trump as spectacle, showman and brand makes his government’s concrete policies fairly unpredictable. An important question that arises is what social scientists’ role should be in the conjuncture that the world is experiencing.

Diese Frage stellt sich immer wieder bei der Beobachtung der Worte und Taten des neuen US-Präsidenten – zum Beispiel anläßlich seines ersten Fernsehinterviews mit dem Journalisten David Muir (ABC America, 27.1.2017). Trump benahm sich wie ein rechthaberisches, selbstbezogenes, liebesbedürftiges Kind. Er beharrte auf seiner Version der Amtseinführung, nach der noch nie so viele Menschen wie diesmal an der Zeremonie teilgenommen hätten. Er sprach nicht nur davon, er verwies auch auf Fotos, die er an Wänden im Weißen Haus hat aufhängen lassen. Trump wiederholte außerdem seine Behauptung, dass es viele illegale Stimmen gegeben hätte, und alle für Hillary Clinton. Natürlich würde man auch den einen oder anderen finden, der illegal für ihn abgestimmt habe. Diese Person würde man dann, sagte Trump, als Gegenbeweis vor die Kameras zerren. Aber die Wahrheit sei, dass Millionen von illegalen Stimmen fast ausnahmslos für Clinton abgegeben worden seien...
Mit dem Beitrag "Seinfeld und das Tabu der Masturbation" betrachtet Elisabeth Werner Inszenierungen von Tabus und Tabubrüchen in audiovisuellen Formaten. Die Autorin fokussiert die (De)Thematisierung von Sexualität und Autoerotik vor dem Hintergrund der medialen Bedingungen des Formats Sitcom und des spezifischen kulturellen Zuschnitts der Sitcom "Seinfeld", die zuweilen mit ihrer Figurenkonstellation an überlieferte Narrative der jüdischen Kultur anschließt.
Das Außenministerium der Vereinigten Staaten von Amerika und die amerikanische staatliche Behörde für Entwicklungszusammenarbeit USAID haben gerade ihre Gemeinsame Strategie gegen gewaltbereiten Extremismus (Joint Strategy on Countering Violent Extremism) vorgestellt. Nachstehend sollen die wesentlichen Inhalte kurz skizziert werden.
"Österreich - USA: Künstlerischer und interkultureller Dialog". Konferenz der Austrian Studies Association (ASA) an der Universität Wien, 14.-17. März 2016
Zum zweiten Mal seit Bestehen der 1961 ins Leben gerufenen Austrian Studies Association (ASA) fand die jährliche ASA-Konferenz in Europa, und zwar wieder in Wien, statt. Organisiert wurde sie von Pia Janke (Forschungsplattform Elfriede Jelinek, Universität Wien), Maria-Regina Kecht (Rice University) und Teresa Kovacs (Forschungsplattform Elfriede Jelinek, Universität Wien). Die Veranstaltung vernetzte durch ein vielfältiges Programm an wissenschaftlichen Vorträgen und künstlerischen Programmpunkten die Universität Wien mit anderen in Wien beheimateten Institutionen, die als Kooperationspartner fungierten, namentlich mit dem Wien Museum, dem Österreichischen Filmmuseum und dem Amerika-Haus.
Rechtsvergleichend wird betrachtet, wem in Deutschland und den USA das Recht zu wählen zusteht. Es wird dargestellt, dass die gleichheitsrechtlich begründete Ausdehnung des Wahlrechts auf früher exkludierte Personengruppen keine lineare Fortschrittsgeschichte ist.
Der Kampf um das Wahlrecht in den USA war weitgehend Teil des Kampfes gegen Rassendiskriminierung. Änderungen des Wahlrechts in bestimmten Einzelstaaten der USA stellen einen erheblichen Rückschritt im Hinblick auf die Allgemeinheit der Wahl dar, da sie Verschärfungen mit sich bringen, die ohnehin schon benachteiligte Bevölkerungsgruppen faktisch vom Wahlrecht ausschließen.
Auch in Deutschland war es ein langwieriger Prozess, bis sich die Allgemeinheit der Wahl durchsetzte. Aber auch in Deutschland ist die Allgemeinheit der Wahl noch in mehrfacher Hin-sicht beschränkt. Insbesondere die Einschränkungen des Wahlrechts für Strafgefangene wie auch das Wahlrecht für Auslandsdeutsche sind verfassungsrechtliche sehr problematisch. Auch Reformvorschläge, wie etwa die Einführung eines Kinderwahlrechts, treuhänderisch durch die Eltern ausgeübt, sind verfassungsrechtlich äußerst bedenklich.
Die amerikanische Hardcore Punk Szene wird bis heute als eine antirassistische Rebellion gegen das Wiedererstarken konservativer Wertvorstellungen wahrgenommen. Hardcore Punk entwickelte sich in den USA aus der Stilrichtung des Punkrock und hatte seinen Höhepunkt in den 1980er Jahren. Dabei wurde sowohl der lyrische Inhalt als auch die musikalische Form des ursprünglichen Genres radikalisiert und die subkulturelle Identität maßgeblich über körperbetonte und expressive Bühnenauftritte konstituiert. Die Hardcore Punk Szene inszenierte sich vornehmlich als prekäre und stigmatisierte Gesellschaftsschicht, um von dieser Position aus eine vermeintlich antirassistische Grundhaltung zu propagieren. Die Tatsache, dass diese Szene jedoch fast ausschließlich aus weißen, männlichen und der Mittelschicht zugehörigen Jugendlichen bestand, wirft Fragen hinsichtlich der etablierten, politisch eindeutigen Verortung als subversiver Bewegung auf.

Based on observations of living and silver-impregnated cells, we provide redescriptions as well as comparisons with original descriptions for the seven species. We also comment on the geographic distributions of known populations of these aquatic ciliate species and provide a table reporting some aquatic scuticociliates of the eastern US Gulf Coast.
Donald Trump hat die Polittechnologie des Populismus auf die Spitze getrieben und geradezu perfektioniert. Hier sind die mehr oder minder appetitlichen Zutaten seines Hyperpopulismus, die allesamt zur Anwendung kamen. Keine dieser Ingredienzen ist gänzlich neu, sondern sie wurden auch schon von europäischen Rechtspopulisten hinlänglich erprobt. Dieses Gemisch bedarf eines fruchtbaren Resonanzbodens, um seine betörende Wirkung zu entfalten. Es muss auf eine gesellschaftliche Disposition treffen. Je nach Kontext spielen unterschiedliche sozio-kulturelle und ökonomische Faktoren eine Rolle, weshalb sich die Populismen auch von Land zu Land in Form und Inhalt durchaus unterscheiden. Dennoch gibt es so etwas wie einen Kern an populistischen Lehrsätzen und Mechanismen, die man sich vergegenwärtigen sollte, um auch in der medialen Berichterstattung nicht stets aufs Neue in die aufgestellten Fallen zu tappen.

Exakt ein Viertel seiner knapp 6.500 Worte (für die er dieses Jahr 59 Minuten und 56 Sekunden benötigte) füllten Themen wie IS und Syrien/Irak, der Abzug aus Afghanistan, die Ukraine-Krise und russische Aggression, das Tauwetter in der Karibik, die Verhandlungen rund um das iranische Atomprogramm, Cybersicherheit, Ebola, Guantanamo und die „größte Gefahr für zukünftige Generationen“: Klimawandel....
Nach dem Ausfall der vergangenen Woche, gibt es diese Woche wieder eine Netzschau. Alles beim Alten, bin ich geneigt zu sagen. Aber das stimmt nicht ganz. Diese Ausgabe ist eine Übergangs-Netzschau und kommt deshalb sehr schlank daher. Wir überlegen, das Format drastisch zu verändern. After five years of the Syrian war, we can recognize “four” conflicting parties on the ground – Assad, ISIS, rebel groups and the Kurds. Each one of these conflicting parties has regional and international backers, who ironically do not agree with each other about whom they are fighting for or against. The Syrian regime is backed by Iran, Russia, Hezbollah and Iraqi militias. ISIS is backed by the flood of global Jihadists from all over the world. Rebel groups are backed by Gulf States, Turkey, Jordan and the US. The Kurds are supported by the US. While in the media, we always say “the Syrian conflict, crisis or war”, I wonder what makes this war that much Syrian. It is rather a war on the land of Syria, in which more than 50% of Syria’s population have been displaced, over 220 thousand have been killed, and many more have been injured or imprisoned. According to Amnesty international, more than 12.8 million Syrian people are in “urgent need of humanitarian assistance”. In addition to this humanitarian catastrophe, most of the Syrian land and infrastructure have been destroyed. So what is that Syrian about the Syrian “war”?...

Es hätte mehr Aufmerksamkeit verdient, denn hinter dieser kleinen Meldung verbirgt sich ein Kampf um die zukünftige Kontrolle des Internets...
Trotz der Annäherung der Begriffe 'Geschichte' und 'Evolution' unter dem Vorzeichen einer semantischen Verschiebung kulturellen Kapitals haben sich bis in die Gegenwart auch begriffliche Differenzen erhalten. So gibt es neben der unbekümmerten Anwendung von 'Geschichte' und 'Evolution' auf alle sich in der Zeit verändernden Dinge auch Versuche, die Begriffe terminologisch stark zu machen und in der Folge dessen 'Evolution' für den Bereich der Natur und 'Geschichte' für den der Kultur zu reservieren. Der Beitrag liefert eine historische Rekonstruktion dieser Entwicklung. Am Anfang stehen dabei einige quantitative sprachwissenschaftliche Beobachtungen zur Entwicklung der Häufigkeit der Begriffe in verschiedenen Textgattungen und zur gegenwärtigen Semantik durch einen Vergleich der häufigsten Genitivattribute. Im zweiten Abschnitt wird die Veränderung des Ausdrucks 'Geschichte' untersucht, zunächst in seiner terminologischen Bedeutung in den Geschichtswissenschaften, dann in seiner Ausweitung auf Gegenstände der Natur. Der dritte Abschnitt liefert eine analoge Untersuchung zu 'Evolution', ausgehend von den Naturwissenschaften und in der Ausweitung auf kulturelle Phänomene. Im vierten Abschnitt wird eine Verbindung der beiden Begriffe näher betrachtet, die im Sinne einer semantischen Verschränkung wirksam ist und sich unter anderem daraus ergibt, dass das Wort 'Evolution' eine teleologische Konnotation hat, die bei 'Geschichte' nicht vorliegt. Der fünfte Abschnitt schließlich beleuchtet die wissenschaftliche Stellung der Begriffe in der Gegenwart und erwägt die Aussichten ihrer terminologischen Differenzierung.
Am vergangenen Freitag wurde zum mittlerweile fünften Mal der Internationale Tag gegen Nuklearversuche begangen. Außenminister Steinmeier merkte dazu an: „Auch wenn die Krisendiplomatie derzeit oftmals das Tagesgeschäft bestimmt, dürfen wir unsere langfristigen Bemühungen um Abrüstung nicht aus den Augen verlieren. Deutschland setzt sich weiterhin mit großem Nachdruck für das Inkrafttreten des Atomteststoppvertrags ein, der die Neu- und Weiterentwicklung von Nuklearwaffen stark erschweren würde – ein enormer Sicherheitsgewinn für die Weltgemeinschaft.“ Das Schicksal des bereits 1996 zur Unterschrift aufgelegten Umfassenden Kernwaffenteststopp-Vertrags, oder CTBT, wie er international abgekürzt wird, hängt in den Augen der meisten Beobachter von der Ratifikation der Vereinigten Staaten ab. Diese ist 1999 gescheitert. Und obwohl die Obama-Administration schon früh während der ersten Amtszeit plante, den Vertrag erneut dem Senat vorzulegen, ist es dazu bis heute nicht gekommen. Ein Blick auf die Verhältnisse im Senat und den damit zusammenhängenden „Ratifikationsstau“ zahlreicher internationaler Abkommen lässt weder für die verbleibende Amtszeit von Obama Hoffnung aufkommen – noch für die Zeit danach...

Letzte Woche hat China ein neues strategisches Trägersystem getestet. Dabei handelte es sich nicht um eine herkömmliche ballistische Rakete, sondern um einen Hyperschall-Flugkörper, der offenbar die zehnfache Schallgeschwindigkeit (etwa 12.350 km/h) erreichte. Die Aufregung in Washington war groß – zumindest in konservativen Kreisen...
Dass die EU und die USA auf die russischen Machenschaften in der Ukraine mit Sanktionen reagiert haben, ist ebenso verständlich wie richtig. Darauf zu bauen, dass diese Maßnahmen Russland zu einer Kurskorrektur bewegen, wäre dagegen fatal. Dass die Sanktionen wirkungslos bleiben, ist nämlich noch die eindeutig bessere Aussicht. Im schlimmeren Fall aber unterstützen die Sanktionen gefährliche Tendenzen der russischen Selbstisolation und sind damit sogar kontraproduktiv. Anstatt auf den Erfolg von Sanktionen zu hoffen, sollte Europa auf eine offene wie ebenbürtige, kritische Auseinandersetzung mit Russland und ein Appellieren an dessen Verantwortung als Großmacht setzen...

Oxybleptes davisi (Notman) is confi rmed to exist in Florida, with records from Leon, Liberty and Wakulla counties in the Panhandle, and Orange County in central Florida. Lissohypnus texanus Casey is newly reported from Florida. A new species, Lissohypnus fullertoni, is described from Florida. Diochus schaumii Kraatz reverts to this original spelling; its widespread form in Florida is identical to that in the northeastern USA.

Das Zittern in der Ukraine geht weiter. Während Moskau heute die Krim-Annexion verkündet hat, wachsen in Kiew die Befürchtungen, bald weitere Territorialverluste hinnehmen zu müssen. Denn Russland hat kaum verhohlen auch schon Ansprüche an die Ost- und Südukraine angedeutet. Einer eventuellen militärischen Konfrontation um diese Regionen könnte die Ukraine aber heute nicht lange standhalten, zu drückend ist die russische Überlegenheit.
Rückkehr zu G7?

Die Krimkrise verlangt allen Beteiligten das höchste diplomatische Geschick ab, es gilt eine militärische Auseinandersetzung zu vermeiden, denn die kann niemand wollen. Ein Versuch „des Westens“ gegenüber Russland als eine geschlossene und starke Partei aufzutreten, ist die gemeinsame Erklärung der G7, die am Montag letzter Woche (02. März) zunächst vom Weißen Haus und am Folgetag auch durch die anderen Mitglieder bekannt gegeben wurde. Darin verurteilen die G7 die „Verletzung der Souveränität und territorialen Unversehrtheit der Ukraine“ und fordern Russland auf, die Probleme auf der Krim durch friedliche Mittel zu lösen.
Nach der verdienten Sommerpause melden wir uns heute mit der Netzschau zurück. Viel ist in den vergangenen Wochen passiert: Man denke nur an ISIS, die Ukraine (heute noch nicht Thema) oder an Schottland (ok, NOCH ist da nichts passiert). Hier ein kleiner Überblick von lesenswertem Material aus der letzten Woche.
Der dritte Advent ist geschafft, wie biegen auf die Zielgerade gen Weihnachten, Jahreswechsel und Bretterblogpause ein. In der letzten, diesmal recht bunten Netzschau diesen Jahres drehen wir uns um Islamophobie und Rassismus, Folter, Cyberpeace, die “resistance” und soziale Bewegungen und schließlich “IS(IS)”.
Offiziere der amerikanischen Nuklearstreitkräfte haben bei ihren monatlichen Eignungstests in großem Umfang geschummelt und sich die Testantworten per SMS gegenseitig zugeschickt. Dies ist nur einer von vielen Skandalen, die in den letzten Monaten publik geworden sind und die Fragen über die Sicherheit des Nuklearwaffenarsenals aufwerfen...

Can a tightening of the bank resolution regime lead to more prudent bank behavior? This policy paper reviews arguments for why this could be the case and presents evidence linking changes in bank resolution regimes with bank risk-taking. The authors find that the tightening of bank resolution in the U.S. (i.e., the introduction of the Orderly Liquidation Authority) significantly decreased overall risk-taking of the most affected banks. This effect, however, does not hold for the largest and most systemically important banks – too-big-to-fail seems to be unresolved. Building on the insights from the U.S. experience, the authors derive principles for effective resolution regimes and evaluate the emerging resolution regime for Europe.
Seit dem japanischen Angriff auf Pearl Habour 1941 sind die USA weltweit kontinuierlich in offizielle und inoffizielle militärische Handlungen verwickelt, und zum ersten Mal in der Geschichte der USA wurden nach dem Zweiten Weltkrieg Rüstungsindustrie und militärisches Truppen- und Waffenpotenzial nicht annähernd auf den Stand der Vorkriegszeit zurückgenommen, sondern entsprechend dem neuen Welt- bzw. Supermachtstatus der USA auf einem außerordentlich hohen Niveau belassen. Es ist daher nicht verwunderlich, dass ein seit Jahrzehnten wachgehaltenes 'Bewusstsein vom Krieg' auch eine entsprechende literarische Produktion zur Folge hat. Vor allem von Interesse ist daher nicht die Quantität der Produktion, sondern vielmehr die Eigenart der Vorstellungen von Krieg bzw. Frieden, die uns in diesem Schrifttum entgegentreten. Die folgenden Ausführungen beschränken sich im Wesentlichen auf amerikanische Romane des 20. Jahrhunderts; zunächst sollen jedoch, zum Vor-Verständnis für jene Leser, die sich nicht professionell mit Literatur im Allgemeinen und mit Literatur der USA im Besonderen beschäftigen, zwei Aspekte kurz umrissen werden: Erstens ist generell zwischen Literatur und Sachtext, z. B. zwischen einem Roman und einer soziologischen, politischen etc. Studie zu unterscheiden. [...] Zweitens ist zu beachten, dass zu den wichtigsten Charakteristiken der amerikanischen Literatur vom Krieg der Umstand zählt, dass sie meist aus der Perspektive des Siegers oder zumindest aus einer Position der Überlegenheit heraus verfasst wurde.
Danke für die Klarstellung! Es hätte des Kraftausdrucks von Victoria Nuland nicht bedurft, um Klarheit über die transatlantischen Beziehungen zu erhalten. Schon auf der Münchner Sicherheitskonferenz war deutlich geworden, dass die US-Administration die NSA-Affäre so schnell wie möglich vom Tisch haben will und zur Tagesordnung übergehen möchte – ohne ihre Politik zu ändern. Außenminister John Kerry ging mit keinem Wort auf die Bespitzelung deutscher Politiker ein, als er – dem Programm seiner Abteilungsleiterin für Europa und Eurasien Nuland folgend – eine „transatlantische Renaissance“ beschwor. Und der US-Abgeordnete Mike Rogers riet, lieber „nach vorne zu schauen“ und die Gefahren im Cyberspace gemeinsam zu bekämpfen, anstatt in den angeblichen Verfehlungen der amerikanischen Geheimdienste herumzustochern...

Zwei Dinge werdenhier verwechselt: Sanktionen und Zwangsdiplomatie...
Die Snowden-Leaks an sich, insbesondere die von ihm an die Öffentlichkeit geleakten Powerpoint-Folien, haben es bereits in sich. Leicht zu verstehen sind sie aber nicht immer, es gibt schlicht zu viele Codenamen. Um so interessanter ist daher diese Mitschrift eines Vortrags von William Binney, einem ehemaligen technischen Direktor bei der NSA, der nach 37 Jahren Dienst ausschied und Whistleblower wurde. In diesem Vortrag erklärt Binney, was es mit der Überwachungsinfrastruktur der NSA auf sich hat, was hinter den ganzen Codenamen steckt und welche Implikationen das ganze hat...
With the current conflict in Gaza going full tilt, the usual questions have popped up: Who is to blame, what is everyone’s motivation and strategy, how to stop the bloodshed, how to end the conflict. And as usual, the two-state solution, i.e. two separate, sovereign states within the borders of the 1949 armistice agreement, keeps popping up as a purported solution. This is especially prominent in the statements of politicians in countries not directly involved in the conflict. Countries that at least claim to want to help end the conflict, be it through mediation or other diplomatic measures. But for those countries, the two-state solution has become an idea to hide behind. It does not help solve the conflict, neither in the short- nor mid-term. Clinging to the idea merely prolongs the status quo. However, it does allow the rest of the world to avoid facing the facts, which would force them to reevaluate their position on who to support and actually do something about the conflict as it currently is. But it’s high time we face the music and admit it: The two-state solution is no longer a viable option when it comes to mediating this conflict...
Die Krimkrise lässt nicht nach und jeder Staat scheint eine eigene Agenda zu verfolgen. Wer aber verfolgt seine Agenda so, dass sie am Ende auch erfolgreich ist? Die Krise ist noch nicht ausgestanden, doch eine erste Bestandsaufnahme lässt bereits interessante Schlüsse zu. Russland scheint sich momentan nicht schlecht zu schlagen, in Angesicht eines Westens, der immer noch damit ringt, eine klare Linie zu fahren. Doch der wahre Gewinner der gesamten Auseinandersetzung könnte ein Staat sein, der sich bis jetzt sehr ruhig verhalten hat: China.
Der Heartbleed Bug hat das Internet aufgeschreckt. Ein zentrale Software (OpenSSL), zuständig für verschlüsselte Verbindungen, hat seit etwa 2 Jahren eine riesige Lücke, die den Zugriff auf Daten von anderen Nutzern erlaubt. Inzwischen ist die Lücke zwar gestopft und die meisten Nutzer sollten ihre Passwörter geändert haben, aber das Vertrauen ist nachhaltig geschädigt. Und damit ist nicht nur das Vertrauen in die offene Software gemeint, die viele der zentralen Funktionen des Internets ermöglicht, oder die ganzen Webdienste, die darauf setzen. Wenig überraschend kam auch sofort der Vorwurf auf, dass die NSA den Bug seit fast 2 Jahren ausnutzt. Die NSA hat dies sofort bestritten, aber um ihre Glaubwürdigkeit ist es nach den Enthüllungen von Edward Snowden nicht besonders gut bestellt. Fakt ist zudem, dass der Bug offensichtlich anderen im Netz bereits bekannt war und aktiv ausgenutzt wurde – vermutlich von einem Geheimdienst. Zum ersten mal hat die weitere Öffentlichkeit im Netz es also mit einem derart weitreichenden Bug zu tun. Was folgt politisch daraus?...
Die Entscheidung scheint gefallen: die Bundesregierung wird bald bewaffnete Drohnen anschaffen. Dass die Politik sich den Wünschen des Militärs nach bewaffneten Systemen beugen würde, war letztlich nicht eine Frage des ob sondern nur noch des wann. Aber schon die Art und Weise, wie die Entscheidung an die Öffentlichkeit gelangt ist, zeigt, was die Bundesregierung offensichtlich vermeiden möchte. Anstelle eines „gesellschaftlichen Diskurses“ über Kampfdrohnen, den Verteidigungsminister de Maizière stets angekündigt hatte, war es eine kleine Anfrage der Bundestagsfraktion der Linkspartei, die Klarheit über die deutschen Absichten brachte. Völlig überrumpelt musste das Verteidigungsministerium schnell klarstellen, bewaffnete Drohnen seien „unbedingt erforderlich“. Diese dienten dem Schutz der deutschen Soldatinnen und Soldaten, in internationalen Einsätzen und jeder, der die Anschaffung bewaffneter Drohnen in Frage stelle, unterwandere die Sicherheit unserer Streitkräfte, so die offizielle Argumentation. Man könne einfach nicht auf diese Fähigkeit verzichten – nicht gerade ein Diskussionsangebot aus dem Verteidigungsministerium...
Es tut sich etwas in Folge der Snowden-Leaks: In den USA werden Untersuchungsausschüsse eingesetzt, Vorstöße, die Macht der NSA einzuschränken bzw.transparenter zu gestalten werden stärker – vor allem aber wird es wohl institutionelle Änderungen geben. Und diese hängen an einer Person: Keith Alexander.

US-Präsident Barack Obama ist wiedergewählt. Das ist eine gute Entscheidung für Amerika. Denn ein Blick auf die drängendsten Probleme des Landes zeigt, dass der amtierende Präsident sie erkannt und angegangen hat. Sein Problem: Ihre Lösung wird viele Jahre brauchen. Wie schwer dies wird, zeigt allein, wie sehr die Kandidatur Obamas polarisiert. Ein Reiseeindruck aus dem wählenden Amerika.

Hinzu kommt der Ruf nach einer Stärkung kosmopolitischer Herrschaft. Doch es gibt auch Hinweise auf gegenteilige Entwicklungen.
Regulations in the pre-Sarbanes–Oxley era allowed corporate insiders considerable flexibility in strategically timing their trades and SEC filings, for example, by executing several trades and reporting them jointly after the last trade. We document that even these lax reporting requirements were frequently violated and that the strategic timing of trades and reports was common. Event study abnormal re-turns are larger after reports of strategic insider trades than after reports of otherwise similar nonstrategic trades. Our results also imply that delayed reporting is detrimental to market efficiency and lend strong support to the more stringent trade reporting requirements established by the Sarbanes–Oxley Act. Das Studienfach Deutsch als Fremdsprache/Germanistik erlebt seit einigen Jahren an einer Vielzahl von ausländischen Universitäten eine tiefe Rezession. In diesem Beitrag stellen drei Germanistinnen der East Carolina University in Greenville, North Carolina, USA, ihre erfolgreichen Strategien zur Wiederbelebung eines Germanistikprogramms vor. Die Umwandlung eines traditionellen Germanistikstudiums in ein vielfältiges "German Studies" Programm erfolgte durch die Erweiterung des Lehrangebots mit interdisziplinären und praxisbezogenen Kursen, die Vermittlung von interkulturellen Kompetenzen und "Service-Learning" (Lernen durch Engagement) Aktivitäten.
During the Black Revolution, LeRoi Jones used a radical adaptation of Dante to express a new militant identity, turning himself into a new man with a new name, Amiri Baraka, whose experimental literary project culminated in "The System of Dante's Hell" in 1965. Dante’s poem (specifically, John Sinclair's translation) provides a grid for the narrative of Baraka's autobiographical novel; at the same time, the Italian poet's description of hell functions for Baraka as a gloss on many of his own experiences. Whereas for Ralph Ellison and Richard Wright, Dante marks a way into the world of European culture, Baraka uses Dante first to measure the growing distance between himself and European literature and then, paradoxically, to separate himself totally from it. Baraka's response to the poet at once confirms and belies Edward Said's claim that Dante's "Divine Comedy" is essentially an imperial text that is foundational to the imperial discipline of comparative literature. That Baraka can found his struggle against imperialist culture, as he sees it, on none other than this specific poem suggests the extent to which it is a richer and more complex text than even Said imagined. To see exactly how Baraka does this, Dennis Looney proposes to read several extended passages from "The System of Dante's Hell" to take stock of its allusiveness to the Italian model. For all the critical attention to Baraka, surprisingly no one has undertaken the necessary work of sorting out his allusions to Dante in any systematic way.

This paper reconsiders the effect of investor sentiment on stock prices. Using survey-based sentiment indicators from Germany and the US we confirm previous findings of predictability at intermediate time horizons. The main contribution of our paper is that we also analyze the immediate price reaction to the publication of sentiment indicators. We find that the sign of the immediate price reaction is the same as that of the predictability at intermediate time horizons. This is consistent with sentiment being related to mispricing but is inconsistent with the alternative explanation that sentiment indicators provide information about future expected returns. During the last decades households in the U.S. have experienced that residential house prices move in a persistent manner, i.e. that returns are positively serially correlated. Since an owner-occupied home is usually the largest investment of a household it is important to understand how households act when they base their consumption and investment decisions on this experience. We show in a setting with housing market cycles and households who can decide whether they rent or own the home, that - besides the consumption and the precautionary savings motive - serial correlation in house prices generates a new speculative motive for homeownership. In particular, we show how good and bad housing market cycles affect homeownership rates, leverage, stock investments and consumption and can explain empirically observed household behavior during housing market boom and bust periods. We show that average excess returns during the last two years of the presidential cycle are significantly higher than during the first two years: 9.8 percent over the period 1948 – 2008. This pattern in returns cannot be explained by business-cycle variables capturing time-varying risk premia, differences in risk levels, or by consumer and investor sentiment. In this paper, we formally test the presidential election cycle (PEC) hypothesis as the alternative explanation found in the literature for explaining the presidential cycle anomaly. PEC states that incumbent parties and presidents have an incentive to manipulate the economy (via budget expansions and taxes) to remain in power. We formulate eight empirically testable propositions relating to the fiscal, monetary, tax, unexpected inflation and political implications of the PEC hypothesis. We do not find statistically significant evidence confirming the PEC hypothesis as a plausible explanation for the presidential cycle effect. The existence of the presidential cycle effect in U.S. financial markets thus remains a puzzle that cannot be easily explained by politicians employing their economic influence to remain in power. Discussions of the international dimension of the global economic crisis have frequently focused on the build-up of large current account "imbalances" since the mid-1990s. This paper examines the extent to which the U.S. current account can be understood in a purely real open-economy DSGE model, were agents' perception of long-run growth evolves over time in response to changes in productivity. We first show that long-run growth forecasts based on
ltering actual productivity growth comove strongly with survey measures of expectations. Simulating the model, we
nd that including data on U.S. TFP growth and the world real interest rate can, under standard parametrizations of our model, explain the evolution of the U.S. current account quite closely. With household preference that allow positive labor supply e¤ects after favorable news of future income, we can also generate output movements in line with the data.
How is it possible to write about "American" habitus in general, when the United States is socially, geographically, ethically and politically so diverse? "The USA", it has been observed, "is not a country, it is a continent". The social forces and social processes shaping the habitus of Americans are multifarious. There has not, for example, ever been a single elite in the USA as a whole that has succeeded in monopolising the social "model-setting" function to the extent that was common in the history of many Western European countries. For the development of American habitus, Stephen Mennell advances a central proposition: His thesis is that the central historic experience shaping the social habitus of Americans is that of their country constantly becoming more powerful relative to its neighbours. This has had long-term and all-pervasive effects on the way Americans see themselves, on how they perceive the rest of the world, and how others see them.
Christine Haug streicht die juristische Problematik auf dem Buchmarkt des Nachmärzes heraus und beschreibt die fortschreitende Globalisierung der Buchmärkte, wobei der Ausbau der internationalen Kommunikations- und Verkehrssysteme wichtige Katalysatoren waren. Haug verdeutlicht am Beispiel des New Yorker Buchhändlers und Verlegers Ernst Steiger, der in Süddeutschland zu den Vertretern der sogenannten 'speculativen Richtung' des Buchhandels gehörte, zum einen das Urheberrechtsverständnis auf dem deutschsprachigen Buchmarkt und zum anderen die Irritationen, die sich auf Verleger-, vor allem aber auf Schriftstellerseite (Berthold Auerbach, Paul Lindau, Friedrich Spielhagen) in der Konfrontation mit dem amerikanischen Copyright einstellten, als im Zuge der Auswanderungen in die USA die deutschsprachige Literatur sich auf dem amerikanischen Buchmarkt zu etablieren suchte. Das divergierende Rechtsverständnis ist, so wird deutlich, zugleich eng gekoppelt an ästhetische, produktionstechnische und ökonomische Vorstellungen zur Literatur und zum Literaturmarkt, die im Hinblick auf Vormärz-Verlage wie Otto Wigand oder Heinrich Hoff aufschlussreich sind.
We analyze a national sample of Americans with respect to their debt literacy, financial experiences, and their judgments about the extent of their indebtedness. Debt literacy is measured by questions testing knowledge of fundamental concepts related to debt and by selfassessed financial knowledge. Financial experiences are the participants’ reported experiences with traditional borrowing, alternative borrowing, and investing activities. Overindebtedness is a self-reported measure. Overall, we find that debt literacy is low: only about one-third of the population seems to comprehend interest compounding or the workings of credit cards. Even after controlling for demographics, we find a strong relationship between debt literacy and both financial experiences and debt loads. Specifically, individuals with lower levels of debt literacy tend to transact in high-cost manners, incurring higher fees and using high-cost borrowing. In applying our results to credit cards, we estimate that as much as one-third of the charges and fees paid by less knowledgeable individuals can be attributed to ignorance. The less knowledgeable also report that their debt loads are excessive or that they are unable to judge their debt position. JEL Classification: D14, D91
American households have received a triple dose of bad news since the beginning of the current recession: The greatest collapse in asset values since the Great Depression, a sharp tightening in credit availability, and a large increase in unemployment risk. We present measures of the size of these shocks and discuss what a benchmark theory says about their immediate and ultimate consequences. We then provide a forecast based on a simple empirical model that captures the effects of wealth shocks and unemployment fears. Our short-term forecast calls for somewhat weaker spending, and somewhat higher saving rates, than the Consensus survey of macroeconomic forecasters. Over the longer term, our best guess is that the personal saving rate will eventually approach the levels that preceded period of financial liberalization that began in the late 1970s. We investigate US households’ direct investment in stocks, bonds and liquid accounts and their foreign counterparts, in order to identify the different participation hurdles affecting asset investment domestically and overseas. To this end, we estimate a trivariate probit model with three further selection equations that allows correlations among unobservables of all possible asset choices. Our results point to the existence of a second hurdle that stock owners need to overcome in order to invest in foreign stocks. Among stockholders, we show that economic resources, willingness to assume greater financial risks, shopping around for the best investment opportunities all increase the probability to invest in foreign stocks. Furthermore, we find that households who seek financial advice from relatives, friends and work contacts are less likely to invest in foreign stocks. This result corroborates the conjecture by Hong et al. (2004) that social interactions should discourage investment in foreign stocks, given their limited popularity. On the other hand, we find little evidence for additional pecuniary or informational costs associated with investment in foreign bonds and liquid accounts. Finally, we show that ignoring correlations of unobservables across different asset choices can lead to very misleading results.
In this paper we investigate the comparative properties of empirically-estimated monetary models of the U.S. economy. We make use of a new data base of models designed for such investigations. We focus on three representative models: the Christiano, Eichenbaum, Evans (2005) model, the Smets and Wouters (2007) model, and the Taylor (1993a) model. Although the three models differ in terms of structure, estimation method, sample period, and data vintage, we find surprisingly similar economic impacts of unanticipated changes in the federal funds rate. However, the optimal monetary policy responses to other sources of economic fluctuations are widely different in the different models. We show that simple optimal policy rules that respond to the growth rate of output and smooth the interest rate are not robust. In contrast, policy rules with no interest rate smoothing and no response to the growth rate, as distinct from the level, of output are more robust. Robustness can be improved further by optimizing rules with respect to the average loss across the three models.
It is well known that Luis Kutner (1908-1993) played an important role in the development of the living will (advance directive, Patientenverfügung). But it is not clear when he developed his concept. We have screened the Luis Kutner Papers,deposited at the Hoover Institution Archives at Stanford University to answer this question. We found out that in the second half of 1967, Kutner dealt intensively with the issue of euthanasia. On December 7, 1967, he delivered a speech at the annual meeting of the Euthanasia Society in New York and presented the concept of the living will to the audience. So Kutner surely was a pioneer in this field, but further research is necessary to clarify, if he (or maybe Elsa W. Simon or Abraham L. Wolbarst) was the "originator" of the living will concept in the sense of passive euthanasia.
This paper provides a joint analysis of household stockholding participation, stock location among stockholding modes, and participation spillovers, using data from the US Survey of Consumer Finances. Our multivariate choice model matches observed participation rates, conditional and unconditional, and asset location patterns. Financial education and sophistication strongly affect direct stockholding and mutual fund participation, while social interactions affect stockholding through retirement accounts only. Household characteristics influence stockholding through retirement accounts conditional on owning retirement accounts, unlike what happens with stockholding through mutual funds. Although stockholding is more common among retirement account owners, this fact is mainly due to their characteristics that led them to buy retirement accounts in the first place rather than to any informational advantages gained through retirement account ownership itself. Finally, our results suggest that, taking stockholding as given, stock location is not arbitrary but crucially depends on investor characteristics. JEL Classification: G11, E21, D14, C35
This paper explores the role of trade integration—or openness—for monetary policy transmission in a medium-scale New Keynesian model. Allowing for strategic complementarities in price-setting, we highlight a new dimension of the exchange rate channel by which monetary policy directly impacts domestic inflation. Although the strength of this effect increases with economic openness, it also requires that import prices respond to exchange rate changes. In this case domestic producers find it optimal to adjust their prices to exchange rate changes which alter the domestic currency price of their foreign competitors. We pin down key parameters of the model by matching impulse responses obtained from a vector autoregression on U.S. time series relative to an aggregate of industrialized countries. While we find evidence for strong complementarities, exchange rate pass-through is limited. Openness has therefore little bearing on monetary transmission in the estimated model.
Increasingly, individuals are in charge of their own financial security and are confronted with ever more complex financial instruments. However, there is evidence that many individuals are not well-equipped to make sound saving decisions. This paper demonstrates widespread financial illiteracy among the U.S. population, particularly among specific demographic groups. Those with low education, women, African-Americans, and Hispanics display particularly low levels of literacy. Financial literacy impacts financial decision-making. Failure to plan for retirement, lack of participation in the stock market, and poor borrowing behavior can all be linked to ignorance of basic financial concepts. While financial education programs can result in improved saving behavior and financial decision-making, much can be done to improve these programs’ effectiveness.
Many older US households have done little or no planning for retirement, and there is a substantial population that seems to undersave for retirement. Of particular concern is the relative position of older women, who are more vulnerable to old-age poverty due to their longer longevity. This paper uses data from a special module we devised on planning and financial literacy in the 2004 Health and Retirement Study. It shows that women display much lower levels of financial literacy than the older population as a whole. In addition, women who are less financially literate are also less likely to plan for retirement and be successful planners. These findings have important implications for policy and for programs aimed at fostering financial security at older ages.
We investigate, using the 2002 US Health and Retirement Study, the factors influencing individuals’ insecurity and expectations about terrorism, and study the effects these last have on households’ portfolio choices and spending patterns. We find that females, the religiously devout, those equipped with a better memory, the less educated, and those living close to where the events of September 2001 took place worry a lot about their safety. In addition, fear of terrorism discourages households from investing in stocks, mostly through the high levels of insecurity felt by females. Insecurity due to terrorism also makes single men less likely to own a business. Finally, we find evidence of expenditure shifting away from recreational activities that can potentially leave one exposed to a terrorist attack and towards goods that might help one cope with the consequences of terrorism materially (increased use of car and spending on the house) or psychologically (spending on personal care products by females in couples).
While companies have emerged as very proactive donors in the wake of recent major disasters like Hurricane Katrina, it remains unclear whether that corporate generosity generates benefits to firms themselves. The literature on strategic philanthropy suggests that such philanthropic behavior may be valuable because it can generate direct and indirect benefits to the firm, yet it is not known whether investors interpret donations in this way. We develop hypotheses linking the strategic character of donations to positive abnormal returns. Using event study methodology, we investigate stock market reactions to corporate donation announcements by 108 US firms made in response to Hurricane Katrina. We then use regression analysis to examine if our hypothesized predictors are associated with positive abnormal returns. Our results show that overall, corporate donations were linked to neither positive nor negative abnormal returns. We do, however, see that a number of factors moderate the relationship between donation announcements and abnormal stock returns. Implications for theory and practice are discussed.
This paper addresses and resolves the issue of microstructure noise when measuring the relative importance of home and U.S. market in the price discovery process of Canadian interlisted stocks. In order to avoid large bounds for information shares, previous studies applying the Cholesky decomposition within the Hasbrouck (1995) framework had to rely on high frequency data. However, due to the considerable amount of microstructure noise inherent in return data at very high frequencies, these estimators are distorted. We offer a modified approach that identifies unique information shares based on distributional assumptions and thereby enables us to control for microstructure noise. Our results indicate that the role of the U.S. market in the price discovery process of Canadian interlisted stocks has been underestimated so far. Moreover, we suggest that rather than stock specific factors, market characteristics determine information shares.
How do fiscal and technology shocks affect real exchange rates? : New evidence for the United States

Using vector autoregressions on U.S. time series relative to an aggregate of industrialized countries, this paper provides new evidence on the dynamic effects of government spending and technology shocks on the real exchange rate and the terms of trade. To achieve identification, we derive robust restrictions on the sign of several impulse responses from a two-country general equilibrium model. We find that both the real exchange rate and the terms of trade – whose responses are left unrestricted – depreciate in response to expansionary government spending shocks and appreciate in response to positive technology shocks.

In this paper, we examine three famous episodes of deliberate deflation (or disinflation) in U.S. history, including episodes following the Civil War, World War I, and the Volcker disinflation of the early 1980s. These episodes were associated with widely divergent effects on the real economy, which we attribute both to differences in the policy actions undertaken, and to the transparency and credibility of the monetary authorities. We attempt to account for the salient features of each episode within the context of a stylized DSGE model. Our model simulations indicate how a more predictable policy of gradual deflation could have helped avoid the sharp post-WWI depression. But our analysis also suggests that the strong argument for gradualism under a transparent monetary regime becomes less persuasive if the monetary authority lacks credibility; in this case, an aggressive policy stance (as under Volcker) can play a useful signalling role by making a policy shift more apparent to private agents. This paper proposes a possible way of assessing the effect of interest rate dynamics on changes in the decision-making approach, communication strategy and operational framework of a Central bank. Through a GARCH specification we show that the USA and Euro area displayed a limited but significant spillover of volatility from money market to longer-term rates. We then checked the stability of this phenomenon in the most recent period of improved policymaking and found empirical evidence that the transmission of overnight volatility along the yield curve vanished soon after specific policy changes of the FED and ECB.
Using data of US domestic mergers and acquisitions transactions, this paper shows that acquirers have a preference for geographically proximate target companies. We measure the ‘home bias’ against benchmark portfolios of hypothetical deals where the potential targets consist of firms of similar size in the same four-digit SIC code that have been targets in other transactions at about the same time or firms that have been listed at a stock exchange at that time. There is a strong and consistent home bias for M&A transactions in the US, which is significantly declining during the observation period, i.e. between 1990 and 2004. At the same time, the average distances between target and acquirer increase articulately. The home bias is stronger for small and relatively opaque target companies suggesting that local information is the decisive factor in explaining the results. Acquirers that diversify into new business lines also display a stronger preference for more proximate targets. With an event study we show that investors react relatively better to proximate acquisitions than to distant ones. That reaction is more important and becomes significant in times when the average distance between target and acquirer becomes larger, but never becomes economically significant. We interpret this as evidence for the familiarity hypothesis brought forward by Huberman (2001): Acquirers know about the existence of proximate targets and are more likely to merge with them without necessarily being better informed. However, when comparing the best and the worst deals, we are able to show a dramatic difference in distances and home bias: The most successful deals display on average a much stronger home bias and distinctively smaller distance between acquirer and target than the least successful deals. Proximity in M&A transactions therefore is a necessary but not sufficient condition for success. The paper contributes to the growing literature on the role of distance in financial decisions.
Although many observers consider the Bush administration’s “faith-based initiative” a unique breach in the wall of separation between church and state, close ties between the federal government and religious agencies are no novelty in the history of American public policy. Since the end of the Second World War, billions of dollars of public funds have been made available to religiously-affiliated hospitals, nursing homes, educational institutions, and social services - institutions which were regarded as vital to Cold War preparedness. By the same token, government use of religious foreign aid agencies, the donation of surplus land and military facilities to religious charities, and the funding of the chaplaincy in the armed forces have undergirded Cold War foreign policy goals. Based on the principle of subsidiarity, post-war public policy thus integrated religious groups into the framework of the welfare and national security state in ways which underwrote both the expansion of the federal government and the growth of religious agencies. Crucially, public funding relations involved not only mainline Protestant, Jewish and Catholic organizations, but also white evangelicals, who had traditionally been the most outspoken opponents of closer ties between church and state. Cold War Anti-Communism, the fear of Catholic or secularist control of public funds, and pragmatic considerations, however, ushered in the gradual revision of their separatist views. Ironically, the programs of Lyndon Johnson’s Great Society, so vilified by the Christian Right, pioneered many of the funding streams most beneficial to evangelical providers. Considering that since 1945 the sprawling and loosely organized evangelical movement has become the largest single religious faction in the US, and that conservative Protestants now form the most strongly Republican group in the religious spectrum, these findings are of particular importance. They suggest that Cold War state-building and the resurgence of Evangelicalism mutually reinforced each other in ways which have been largely ignored by scholarship on conservatism and its focus on the “backlash” against the political and cultural upheaval of the 1960s. Based on newly accessible archival materials and a comprehensive review of secondary literature, this paper suggests that the institutional and ideological ties between evangelicals and the state, which developed in the aftermath of the Second World War, are as important in understanding the political mobilization of conservative Protestants as the more recent “culture war” sentiments.
We study the relation between the credit cycle and macro economic fundamentals in an intensity based framework. Using rating transition and default data of U.S. corporates from Standard and Poor’s over the period 1980–2005 we directly estimate the credit cycle from the micro rating data. We relate this cycle to the business cycle, bank lending conditions, and financial market variables. In line with earlier studies, these variables appear to explain part of the credit cycle. As our main contribution, we test for the correct dynamic specification of these models. In all cases, the hypothesis of correct dynamic specification is strongly rejected. Moreover, accounting for dynamic mis-specification, many of the variables thought to explain the credit cycle, turn out to be insignificant. The main exceptions are GDP growth, and to some extent stock returns and stock return volatilities. Their economic significance appears low, however. This raises the puzzle of what macro-economic fundamentals explain default and rating dynamics. JEL Classification: G11, G21
This paper presents a simple new method for estimating the size of ‘wealth effects’ on aggregate consumption. The method exploits the well-documented sluggishness of consumption growth (often interpreted as ‘habits’ in the asset pricing literature) to distinguish between short-run and long-run wealth effects. In U.S. data, we estimate that the immediate (next-quarter) marginal propensity to consume from a $1 change in housing wealth is about 2 cents, with a final long-run effect around 9 cents. Consistent with several recent studies, we find a housing wealth effect that is substantially larger than the stock wealth effect. We believe that our approach is preferable to the currently popular cointegrationbased estimation methods, because neither theory nor evidence justifies faith in the existence of a stable cointegrating vector. We examine the empirical predictions of a real option-pricing model using a large sample of data on mergers and acquisitions in the U.S. banking sector. We provide estimates for the option value that the target bank has in waiting for a higher bid instead of accepting an initial tender offer. We find empirical support for a model that estimates the value of an option to wait in accepting an initial tender offer. Market prices reflect a premium for the option to wait to accept an offer that has a mean value of almost 12.5% for a sample of 424 mergers and acquisitions between 1997 and 2005 in the U.S. banking industry. Regression analysis reveals that the option price is related to both the price to book market and the free cash flow of target banks. We conclude that it is certainly in the shareholders best interest if subsequent offers are awaited. JEL Classification: G34, C10
Regional inflation dynamics within and across Euro area countries and a comparison with the US

We investigate co-movements and heterogeneity in inflation dynamics of different regions within and across euro area countries using a novel disaggregate dataset to improve the understanding of inflation differentials in the European Monetary Union. We employ a model where regional inflation dynamics are explained by common euro area and country specific factors as well as an idiosyncratic regional component. Our findings indicate a substantial common area wide component, that can be related to the common monetary policy in the euro area and to external developments, in particular exchange rate movements and changes in oil prices. The effects of the area wide factors differ across regions, however. We relate these differences to structural economic characteristics of the various regions. We also find a substantial national component. Our findings do not differ substantially before and after the formal introduction of the euro in 1999, suggesting that convergence has largely taken place before the mid 90s. Analysing US regional inflation developments yields similar results regarding the relevance of common US factors. Finally, we find that disaggregate regional inflation information, as summarised by the area wide factors, is important in explaining aggregate euro area and US inflation rates, even after conditioning on macroeconomic variables. Therefore, monitoring regional inflation rates within euro area countries can enhance the monetary policy maker’s understanding of aggregate area wide inflation dynamics. The paper presents an overview about some of the international relevant projects of digital resources in Germany. Online presentations of primary sources, e.g. photographic material, and bibliographic tools supporting research, such as cross searching, will be presented as potential partners of resource sharing with North America. Not only the possibility of cooperation will be sketched, but also necessary preliminary work and some obstacles will be outlined. This report is accompanied by a short characterization of African studies in Germany and the status quo of Open Access-initiatives.
We evaluate the asset pricing implications of a class of models in which risk sharing is imperfect because of the limited enforcement of intertemporal contracts. Lustig (2004) has shown that in such a model the asset pricing kernel can be written as a simple function of the aggregate consumption growth rate and the growth rate of consumption of the set of households that do not face binding enforcement constraints in that state of the world. These unconstrained households have lower consumption growth rates than constrained households, i.e. they are located in the lower tail of the crosssectional consumption growth distribution. We use household consumption data from the U.S. Consumer Expenditure Survey to estimate the pricing kernel implied by the model and to evaluate its performance in pricing aggregate risk. We employ the same data to construct aggregate consumption and to derive the standard complete markets pricing kernel. We find that the limited enforcement pricing kernel generates a market price of risk that is substantially larger than the standard complete markets asset pricing kernel. This paper employs a multi-country large scale Overlapping Generations model with uninsurable labor productivity and mortality risk to quantify the impact of the demographic transition towards an older population in industrialized countries on world-wide rates of return, international capital flows and the distribution of wealth and welfare in the OECD. We find that for the U.S. as an open economy, rates of return are predicted to decline by 86 basis points between 2005 and 2080 and wages increase by about 4.1%. If the U.S. were a closed economy, rates of return would decline and wages increase by less. This is due to the fact that other regions in the OECD will age even more rapidly; therefore the U.S. is “importing” the more severe demographic transition from the rest of the OECD in the form of larger factor price changes. In terms of welfare, our model suggests that young agents with little assets and currently low labor productivity gain, up to 1% in consumption, from higher wages associated with population aging. The paper constructs a global monetary aggregate, namely the sum of the key monetary aggregates of the G5 economies (US, Euro area, Japan, UK, and Canada), and analyses its indicator properties for global output and inflation. Using a structural VAR approach we find that after a monetary policy shock output declines temporarily, with the downward effect reaching a peak within the second year, and the global monetary aggregate drops significantly. In addition, the price level rises permanently in response to a positive shock to the global liquidity aggregate. The similarity of our results with those found in country studies might supports the use of a global monetary aggregate as a summary measure of worldwide monetary trends. JEL Classification: E52, F01
This paper is intended to show how Latinos in general and Mexican Americans, Cuban Americans, and Puerto Ricans in particular, engage politically in the United States. Latinos execute their influence by voting or in non-electoral activities like campaign work or financial contributions. As an individual, one participates as a member of society and possibly as a member of an interest group, i.e. a party. Thus, to be successful, it is necessary to combine one’s personal interest with that of others in order to form an alliance that, due to its size, may have an impact on the political stage. This study will show which factors are necessary and which steps were taken to gain and enhance Latino political influence. In doing so, it will become clear that Mexican Americans, Cuban Americans, and Puerto Ricans all started their struggle from diverse backgrounds and possess significantly different goals. Although common language unites these three national-origin groups, they do not have the same political and economic resources at their disposal. Decisive differences in immigration politics, naturalization, and economic opportunities become visible and will prove a distinct heterogeneity of Latinos concerning political behavior and goals. Political activities of Mexican Americans, Cuban Americans, and Puerto Ricans will be outlined as well as how they differ from each other. In doing so, it is necessary to take notice of their specific histories and legal experiences upon arrival in the United States. Furthermore, different demographic factors of the three national-origin groups additionally affect political participation. An understanding of Latino political participation should be in the interest of the U.S. public as well as scholars engaging in American Studies. This biggest minority increasingly makes its presence felt in the electoral arena, especially at the state level. In states such as California, Texas, Florida and New Mexico Latinos constitute decisive voting blocs. But also, Latinos nationwide enlarge their political clout, due to cumulative numbers and a more developed political consciousness. With this national and state level significance of the Latino electorate, examining their policy preferences and goals has become progressively more important to the understanding of the U.S. political scene. The approach here is twofold. First, political participation of the Latino population as a whole will be researched; using numbers and results from the presidential election 2004. In this part of the paper, the concept of pan-ethnicity using the label Latino will be used to sum up Spanish-speaking nationalities and their political efforts. In order to be eligible to vote, certain legal requirements are to be met, so factors that account for voting will be outlined first. In accordance with the large share of non-citizens among the Latino population, it is also necessary to examine their non-electoral political activities. The second part will portray Latinos in more detail, examining the three largest national-origin groups. By demonstrating their specific histories and varied experiences and opportunities in U.S. politics, it will become clear that when talking about Latino Politics, it is indispensable to bear in mind the heterogeneity of America’s biggest minority and the side effects this has.
