Disturbing the Peace

If Minna has a successful career, a loving husband, wonderful children - all well-deserved - is it compulsory that she must also toil for a reckless sister who has diametrically opposed priorities? Her biased mother thinks so. What if the sister dumps her child on Minna's veranda and vamooses and in trying to find the sister to give back her child, there appear some strange persons and a cult intended on grabbing the child? A decision has to be made and made fast. How could Minna ever envisage that in trying to help her careless sister and baby while taking care of her own family she would end up antagonising everyone in spite of her desperate battle to spread love to all? Just where are her priorities? How prepared is she for the unexpected conclusion to her simmering travails? Hell definitely breaks lose in this emotionally charged family saga in which Emmanuel Achu carves a world where such opposites as love and hate, sympathy and apathy, despair and hope, fear and courage, friendship and enmity reside as bedfellows. Disturbing the Peace is definitely a lyrical treat where you would be shocked to discover that being responsible can equate to being cursed.
A collection of six thought-provoking stories, four of which were award-winning-stories at the 1990 literary contest of the national Association of Cameroonian Poets and Writers (APEC). The stories are set in different localities in Africa and Cameroon in particular. The author in a lucid manner explores the theme of women lib- the African way in the lead story. Ebenye, the protagonist, representing the sharp-witted African woman cannot understand why she should cook food without tasting of it. So she decides to take the bold step of eating a piece of the python that she has been ordered to cook for the men of her community. The other stories tackle themes of corruption, poverty, alcoholism, endurance, love and more.
The Raped Amulet

An extraordinary story of a young man from Africa who tries hard to reconcile the ways he had grown up with, and those he was experiencing in his host country - Great Britain. The story is set in Coventry, in the English Midlands and is told by Dion Ekpochaba, a postgraduate student at the University of Warwick. Dion, fresh from his motherland, Cameroon, loses an amulet, a cherished heritage of his ancestry and becomes desperate about the loss. He meets an elderly English man, Tom Jones who makes a startling revelation: the amulet had just been desecrated by his dog and thrown into the depths of a lake in the campus. Dion became so flabbergasted that Tom Jones thought he might have gone out of his mind. The two strangers tried to understand each other to no avail. However, the misfortunes of time turn the tides, resulting in a friendship, which provides grounds for mutual understanding and respect for each other's ways. Beware the Drives

This collection of verse, which has mostly short poems, some of which are two-liners, is an outcome of several years of keen observation of the very nature of man. The observation brought this writer to the conclusion that man is dominated by fear and in his effort to conquer it, he resorts to unbridled aggression. Such aggression has been very instrumental in much of the success that humanity has been able to achieve, so far. But at the same time, the same aggression in man's nature has been responsible for the pleasure he takes in the ruthless destruction of his own kind, the environment in which he cushions himself, plants and animals.
This book is an uncompromising analysis of Senegal's decentralisation policy in rural areas. It discusses the state's inability to promote local development, despite this being its main raison d'?tre in a context of poverty. To identify reasons for the shortcomings, the author goes beyond policy statements and explores, sociologically, the compatibility of the behaviour and the cultural context of actors with the pursuance of local development objectives. Yet, there are indeed solutions to the actors' lethargy and to the weak coverage of the initiatives undertaken. The solutions can be found in the methodical and civic mobilisation around more ambitious actions that are more adapted to receptive localities, though opened to modernity and perfectly anchored in the culture for positive results. Rosnert Ludovic Alissoutin holds a PhD in Law. Since 1995, he has been working as a consultant on development issues in Senegal and Africa, particularly local development issues. The particularity of his approach lies in the rejection of scientific exclusivism and recourse to a multi disciplinary, open and flexible analysis of the complexity of human development. It is this perspective that informed his doctoral thesis on La Gestion de l'eau en milieu aride, which discusses legal, anthropological, geographical, and sociological issues. The Day God Blinked

The Day God Blinked x-rays the politico-economic and socio-moral life of a rich and resourceful country called Ewawa from 1982 to 2007. The country had been ruled by a dynamic and insightful miser known as the Old Man. But because he had been in power for too long, his citizens longed for change. It happened when nobody expected it. The old man died suddenly in his sleep and was replaced by his handpicked successor. Unfortunately, the successor whom everybody had expected would do better plunged the country into terrible economic and moral crises. Lucia, the protagonist, narrates her predicament. To her, Ewawa is rotten in all totality. There is nowhere to turn for salvation. The custodians of the economic, social, moral and spiritual values of the land are not up to the task. The country is without hope. Is all doomed?
The Oryctini (Coleoptera: Scarabaeidae: Dynastinae) is a large tribe of worldwide distribution with approximately 26 genera and 230 species. Fourteen genera and 113 species are found in the Neotropical region. Knowledge of the tribe in the Neotropics is fragmentary, necessitating further studies that address taxonomy, biology, and geographical distribution patterns. This study surveyed the Oryctini of the Brazilian Amazon. The composition of the group in the study area consisted of 7 genera, 18 species and 2 subspecies found in 7 states, 91 municipal districts, and approximately 167 specific localities. States with larger number of species are Amazonas and Pará, with 17 and 13 species respectively. Heterogomphus eteocles Burmeister, Heterogomphus aidoneus (Perty), Heterogomphus telamon Burmeister, Megaceras crassum Prell, and Megaceras laevipenne Prell are reported for the first time from the study area. Megaceras laevipenne is reported for the first time from Brazil. The taxonomy, descriptions, distribution maps, and biological and ecological data are provided for all species. A character analysis is provided as well as an identification key for all oryctine species that occur in the Brazilian Amazon.
Reforming the African Public Sector: Retrospect and Prospectsis an in-depth and wide-ranging review of the available literature on African public sector reforms. It illustrates several differing country experiences to buttress the main observations and conclusions. It adopts a structural/institutional approach which underpins most of the reform efforts on the continent. To contextualize reform of the public sector and understand its processes, dynamics and intricacies, the book examines the state and state capacity building in Africa, especially when there can be no state without an efficient public sector. In addition, the book addresses a number of theories such as the new institutional economics, public choice and new public management, which have in one way or another influenced most of the initiatives implemented under public sector reform in Africa. There is also a survey of the three phases of public sector reform which have emerged and the balance sheet of reform strategies, namely, decentralization, privatization, deregulation, agencification, co-production and public-private partnerships. It concludes by identifying possible alternative approaches such as developing a vigorous public sector ethos and sustained capacity building to promote and enhance the renewal and reconstruction of the African public sector within the context of the New Partnerships for Africa's Development (NEPAD), good governance and the Millennium Development Goals (MDGs).
Über die Bedeutung von kontinuierlichen Weiterbildungsaktivitäten besteht ein breiter Konsens: Sie sind aus betrieblicher Sicht unerlässlich zur Sicherung der Wettbewerbsfähigkeit, zur Bewältigung des technisch-organisatorischen Wandels und zur Erreichung notwendiger Innovationen und Produktivitätssteigerungen. Aus Sicht der Erwerbspersonen wiederum reicht eine (falls vorhandene) berufliche Erstausbildung angesichts der dynamischen Prozesse in der Arbeitswelt häufig nicht mehr aus, um Beschäftigung und Einkommen langfristig zu sichern. Immer wieder postuliert wird daher die Notwendigkeit lebenslangen Lernens.
Gerade der beruflichen Weiterbildung wird daher von verschiedener Seite eine Schlüsselrolle für die gesamte Wirtschafts- und Sozialpolitik zugesprochen (vgl. Bellmann/Büchel 2001). Die Erkenntnis der besonderen Bedeutung beruflicher Weiterbildung ist nicht neu. Umso erstaunlicher ist die mangelhafte Informationsgrundlage über Art, Umfang und Intensität beruflicher Weiterbildungsformen. Der Weiterbildungsbereich ist in Deutschland statistisch nur bruchstückhaft erfasst, die vorhandenen Statistiken sind häufig nicht kompatibel und begriffliche Abgrenzungen heterogen bis diffus (vgl. Bellmann 2003). Begibt man sich von einer internationalen (EU) oder nationalen (Deutschland) auf die regionalisierte Ebene der Bundesländer, wird die Datenlage noch dürftiger. Sind national bzw. international inzwischen zumindest einige Berichtsysteme etabliert wie z.B. der Continual Vocational Trainig Survey (CVTS, vgl. zu den Ergebnissen Statistisches Bundesamt 2007), das Berichtsystem Weiterbildung (BSW; vgl. Rosenbladt, Bilger, 2008) oder im Aufbau wie der Adult Education Survey (AES), stehen Daten und Informationen auf Bundesländerebene in wesentlich geringerem Umfang zur Verfügung.
Um (Förder-) Aktivitäten im Bereich der beruflichen Weiterbildung optimiert einsetzen und bewerten zu können, bedarf es jedoch einer möglichst detaillierten Informationsgrundlage über Art und Umfang von Weiterbildungsaktivitäten. Hier setzt das vorliegende Projekt an: Das Institut für Wirtschaft, Arbeit und Kultur führte eine vom Hessischen Ministerium für Wirtschaft, Verkehr und Landesentwicklung geförderte Studie mit dem Ziel durch, eine solche Informationsgrundlage über Art und Umfang betrieblicher Weiterbildung in Hessen zu erhalten. Gleichzeitig sollte ein Konzept zur Etablierung eines „Informationssystems Weiterbildung in Hessen“ erarbeitet werden, welches eine kontinuierliche Berichterstattung über Weiterbildungsaktivitäten in Hessen über einen längeren Zeitraum erlaubt und auch nicht betrieblich finanzierte Weiterbildungsformen berücksichtigt.
Der vorliegende Bericht stellt somit einen ersten Baustein des „Informationssystems Weiterbildung“ dar, der sich auf betriebliche Weiterbildung beschränkt. Hierzu wurde Anfang 2008 eine repräsentative telefonische Betriebsbefragung bei ca. 2.200 hessischen Unternehmen durchgeführt. Des Weitern wurden die Daten des IAB-Betriebspanels Hessen für die Jahre 2001 bis 2007 hinsichtlich der dort vorhandenen Fragen zur betrieblichen Weiterbildung ausgewertet.
Zwischen "öffentlicher" und "kommerzieller" Kultur besteht ein Spannungsverhältnis. Durchzieht diese Feststellung fast alle Arbeiten, die sich mit öffentlicher Kulturpolitik befassen, so gilt sie für Frankfurt doch in ganz besonderem Maße: Die Stadt verkörpert zugleich eine richtungsweisende Kulturpolitik, von der Impulse für die gesamte Bundesrepublik ausgingen wie auch eine von den wirtschaftlichen Interessen des Finanzsektors dominierte Kommunalpolitik. In "Kultur für alle", einem Buch, dessen Autor Hilmar Hoffman nicht nur viele Jahre lang Kulturdezernent der Stadt war, sondern das sich auch maßgeblich aus den Erfahrungen dieser Zeit speist, ist beispielsweise von einer "im Kern antagonistischen Beziehung" die Rede. Kultur und Arbeit stünden in einem "krassen Mißverhältnis" und als "noch weitgehend vorbelastet muß auch das gestörte Verhältnis der öffentlichen Kulturarbeit zur Kulturindustrie gelten, obschon die Überschneidungsflächen erheblich an Terrain gewonnen haben, zum Beispiel im Bereich von Film und Kino oder in den Großveranstaltungen mit populärer Musik nach dem Motto 'Umsonst und open air'" (Hoffmann 1981: 22). ...
Für die Klärung der ersten Fragestellung nach der Entwicklung und Struktur des Fachkräftebedarfs in Hessen wurden vier Indikatoren ausgewertet: Ein Vergleich der Qualifikationsstruktur der Beschäftigten von 2001 bis 2007. Die Entwicklung des Verhältnisses der neu eingestellten Arbeitskräfte für qualifizierte und einfache Tätigkeiten in den ersten Halbjahren 2001 bis 2003, 2005 und 2007. (3) Ein Strukturvergleich der offenen Stellen von 2001 bis 2007. Sowie (4) eine Analyse der erwarteten zukünftigen Stellenbesetzungen. Insgesamt lässt sich sagen, dass die ersten drei Indikatoren die Tendenz eines zunehmenden Fachkräftebedarfs seit Anfang oder Mitte des Jahrzehnts abbilden. So hat seit 2002 der Anteil an qualifizierten Beschäftigten um 5 Prozentpunkte zugenommen. Ebenfalls hat sich seit 2003 der Anteil der Neueinstellungen für qualifizierte Tätigkeiten von 49,2 auf 57,1% erhöht. Und auch der Anteil an vakanten Stellen, für die qualifizierte Arbeitskräfte zum nächstmöglichen Zeitpunkt gesucht werden, ist von zwei Dritteln im Jahr 2005 auf über 80% im Jahr 2007 gestiegen. Insoweit lässt sich belegen, dass der Fachkräftebedarf der Betriebe in den letzten Jahren zugenommen hat. Allerdings weist keiner der Indikatoren für 2007 einen höheren Wert als 2001 auf, so dass von einem uförmigen Verlauf gesprochen werden kann, bei dem der Tiefpunkt zwischen den Jahren 2003 bis 2005 lag. Es könnte also sein, dass die Entwicklung der Fachkräftenachfrage weniger dem Wandel von der Industrie- zur Wissensgesellschaft als vielmehr der wirtschaftlichen Konjunktur und ihren Auswirkungen auf den Arbeitsmarkt folgt. Mit Blick auf den vierten Indikator ist jedoch davon auszugehen, dass es in naher Zukunft bei dem Trend eines verhaltenen Anstiegs der Fachkräftenachfrage bleibt. Mehr als ein Viertel der hessischen Betriebe geht davon aus, in den Jahren 2008 und 2009 Stellen für Fachkräfte neu besetzen zu müssen. Für die Beantwortung der zweiten Frage nach Ausmaß und Struktur eines möglichen Fachkräftemangels standen als Indikatoren der Anteil der nicht besetzten Stellen bezogen auf die eingestellten Fachkräfte und das Ausmaß und die Intensität der zukünftig erwarteten Stellenbesetzungsprobleme zur Verfügung. Nur für den ersten Indikator konnte ein Vergleich mit einem früheren Messzeitpunkt durchgeführt werden. Als Ergebnis bleibt festzuhalten, dass es für die hessischen Betriebe im Jahr 2007 schwieriger war, geeignete Fachkräften zu finden, als 2005. Im 1. Halbjahr 2005 stellten die Betriebe etwa 55.800 qualifizierte Arbeitskräfte ein und konnten rund 9.200 Stellen nicht besetzen. 2007 stieg zwar die Anzahl an neueingestellten Fachkräften auf 91.400, aber die Zahl der nicht besetzten Stellen stieg noch stärker auf 26.300. Hieraus wird deutlich, dass die Betriebe 2007 größere Schwierigkeiten als 2005 bei der Deckung ihres Fachkräftebedarfs hatten. Allerdings könnte auch diese Entwicklung in einem konjunkturellen Aufwärtstrend normal sein. Inwieweit die Spannungen auf dem Arbeitsmarkt weiter zunehmen werden, lässt sich anhand der vorhandenen Daten nicht abbilden. Abschließend erweisen sich u. E. die erwarteten Probleme bei Stellenbesetzungen als der deutlichste Hinweis auf einen Fachkräftemangel. Etwa die Hälfte der Betriebe, die für 2008 oder 2009 eine Neubesetzung von Fachkräftestellen erwarten, gehen von Problemen bei der Rekrutierung aus; wobei wiederum mehr als die Hälfte bei allen zu besetzenden Fachkräftestellen Schwierigkeiten vermuten.
Als wichtigste Gründe hierbei werden vor allem schwer zu findenden Zusatzqualifikationen und zu wenig vorhandene Bewerber/innen genannt.
Die Internationalisierung der Wirtschaftsbeziehungen sowie der technologische Wandel erhöhen im Zusammenhang mit der konjunkturellen Entwicklung die Nachfrage nach Fachkräften. Ausgangspunkt dieses Reports war die Frage, inwieweit die hessischen Betriebe auf diesen erhöhten Bedarf durch eine Intensivierung ihrer Fort- und Weiterbildungstätigkeiten reagieren Fast die Hälfte der hessischen Betriebe (45%) förderte im ersten Halbjahr 2007 Weiterbildungsmaßnahmen ihrer Beschäftigten. Dies sind prozentual ebenso viele Betriebe wie in Westdeutschland. Seit 2001 hat sich der Anteil in Hessen um 6 Prozentpunkte erhöht. Damit ist die Steigerung geringer als in Westdeutschland ausgefallen, da hier im selben Zeitraum ein Anstieg von 9 Prozentpunkten zu verzeichnen ist.
Der Anteil an Fort- und Weiterbildungsmaßnahmen fördernden Betrieben in Hessen nimmt dabei mit der Betriebsgröße sehr stark zu. Darüber hinaus ist er in Dienstleistungsorientierten Branchen deutlich höher als in den Betrieben des Verarbeitenden Gewerbes. Insbesondere die Öffentliche Verwaltung bzw. Organisationen ohne Erwerbszweck zeichnen sich durch einen hohen Förderanteil aus. Während dieser Indikator auf eine zumindest leichte Zunahme an Weiterbildungsaktivitäten der Betriebe hinweist, wird dieses Bild durch die Betrachtung des Anteils der weitergebildeten Beschäftigten relativiert. Seit 2003 hat sich dieser nicht mehr nennenswert verändert und liegt 2007 bei 22%. Im Zeitverlauf ist dabei eine Angleichung der Anteile über die einzelnen Betriebsgrößenklassen festzustellen. Dies bedeutet, dass Kleinst- und Kleinbetriebe den gleichen Anteil an Beschäftigten weiterbilden wie mittelgroße und Großbetriebe, obwohl ihr Anteil bei den fördernden Betrieben deutlich geringer ist. Für die Wirtschaftszweige wiederholt sich in der Tendenz die Struktur der fördernden Betriebe. Der Anteil an weitergebildeten Beschäftigten ist bei der Öffentlichen Verwaltung bzw. Organisationen ohne Erwerbszweck mit 30% am größten. Mithilfe der Daten des IAB-Betriebspanels konnten neben den unterschiedlichen Ausprägungen bezüglich des Wirtschaftszweigs und der Betriebsgröße weitere Zusammenhänge von betrieblichen Merkmalen und der Förderung von Fort- und Weiterbildungsmaßnahmen aufgezeigt werden. Fördernde Betriebe weisen gegenüber nicht fördernden Betrieben einen höheren Anteil an Beschäftigten in qualifizierten Tätigkeiten und eine erhöhte Ausbildungs- und Investitionstätigkeit auf.
Weiterhin erwarten fördernde Betriebe eher einen zukünftigen Fachkräftemangel. Gefördert werden dabei überproportional qualifizierte Beschäftigte mit (Fach-) Hochschulabschluss oder einer abgeschlossenen Berufsausbildung. Im Zeitverlauf steigt dabei der Anteil der Akademiker seit 2003 an, während der für un- bzw. angelernte Arbeitskräfte abnimmt. Männer und Frauen werden in etwa im Verhältnis ihres Anteils an den Gesamtbeschäftigten weitergebildet. Der mit Abstand größte Teil an Fort- und Weiterbildungsmaßnahmen besteht in externen Kursen, Seminaren und Lehrgängen. 85% der Betriebe, die Fort- und Weiterbildungsmaßnahmen fördern, gaben an, solche Maßnahmen durchzuführen. Dieser Anteil ist gegenüber 2003 und 2005 noch mal um 5 Prozentpunkte gestiegen.
Weitere relevante Maßnahmen sind darüber hinaus Weiterbildungen am Arbeitsplatz, Teilnahme an Vorträgen und interne Kurse. In knapp der Hälfte der Betriebe finden diese statt. Gegenüber 2005 hat sich der Anteil der Betriebe leicht erhöht, bei denen die Weiterbildung zum Teil oder vollständig außerhalb der Arbeitszeit stattfindet. Im Jahr 2007 beteiligt zudem ein Viertel der Betriebe ihre Beschäftigten zumindest zum Teil an den entstehenden Weiterbildungskosten. Insgesamt zeigt der Report, dass von einer relativ großen und zunehmenden Bedeutung der Weiterbildung gesprochen werden kann, soweit dabei der Anteil der fördernden Betriebe betrachtet wird. Der Anteil der geförderten Beschäftigten liegt niedriger und ist seit 2003 nicht mehr gestiegen. Überproportional gefördert werden nach wie vor gut qualifizierte Arbeitskräfte, für Geringqualifizierte besteht eine erheblich geringere Chance auf betriebliche Weiterbildung.

His voice is both lyrical and satirical, expressing anger and tenderness even as his barbs are sharp and his kisses tender. His beats are complex polyrhythms that roll on in incantatory style or achieve mystical brevity. Bofelo entered the world of sociopolitical and cultural activism in the early 1980s through the black consciousness movement in Zamdela Township in Sasolburg. He lives in Durban, where he has built up an audience as a performer of poetry, a speaker and a facilitator. He has self-published two poetry collections and is represented in journals, newspapers and on web sites.
Africa is richly blessed with cultural and natural heritage, key resources for nation building and development. Unfortunately, heritage is not being systematically researched or recognised, denying Africans the chance to learn about and benefit from heritage initiatives. This book offers a preliminary discussion of factors challenging the management of intangible cultural heritage in the African communities of Zanzibar, Mauritius and Seychelles. These islands are part of an overlapping cultural and economic zone influenced by a long history of slavery and colonial rule, a situation that has produced inequalities and underdevelopment. In all of them, heritage management is seriously underfinanced and under-resourced. African descendant heritage is given little attention and this continues to erode identity and sense of belonging to the nation. In Zanzibar tensions between majority and minority political parties affect heritage initiatives on the island. In Mauritius, the need to diversify the economy and tourism sector is encouraging the commercialisation of heritage and the homogenisation of Creole identity. In Seychelles, the legacy of socialist rule affects the conceptualisation and management of heritage, discouraging managers from exploring the island's widerange of intangible heritages. The author concludes that more funding and attention needs to be given to heritage management in Africa and its diaspora. Rosabelle Boswell is a senior lecturer in the Anthropology Department at Rhodes University, South Africa and a specialist of the southwest Indian Ocean islands. Her research interests include ethnicity, heritage, gender and development. Boswell's PhD was on poverty and identity among Creoles in Mauritius and her most recent work is onthe role of scent and fragrances in the heritage of the Swahili islands of the Indian Ocean region.

Es ist einfach faszinierend, wie diese kleinen Säugetiere mit ihren unglaublichen Sinnes- und Flugleistungen feinsten Hindernissen ausweichen, allerkleinste Insekten orten und in akrobatischen Flugmanövern erbeuten. Durch ihre nächtliche Lebensweise sind sie dem Menschen eher verborgen und unbekannt geblieben. Der geräuschlose Flug und das Vermögen, sich bei Dunkelheit sicher zu orientieren, sind weitere Eigenschaften, die für den einen erstaunlich, für den anderen unglaublich, ja sogar unheimlich sind. Früher wurden diese fliegenden Säugetiere deshalb mit Dämonen und Zauberei in Zusammenhang gebracht. Unsere heimischen Fledermäuse haben damit nichts gemein. Im Gegenteil – da sie sich ausschließlich von Insekten und anderen Gliedertieren ernähren, stehen sie sogar in unserem Dienst, denn viele der in der Dunkelheit fliegenden Insekten sind in der Land- und Forstwirtschaft nicht gern gesehen und den Menschen häufig lästig. Da die meisten der insektenfangenden Vögel nur bei Tage jagen, bleiben die Nachtinsekten von ihnen so gut wie verschont. Durch die nächtliche Jagd füllen die Fledermäuse diese „Lücke“ im Haushalt der Natur. In Baden-Württemberg gelten insgesamt 23 Fledermausarten als heimisch. Die Nymphenfledermaus als 23. Art wurde erst 2005 entdeckt. Derzeit sind von 19 Arten Fortpflanzungsvorkommen bekannt. Viele sind als sehr selten einzustufen. Innerhalb der letzten rund 50 Jahre sind die Fledermausbestände bei uns zum Teil dramatisch zurückgegangen – und dies, obwohl alle 23 Arten unter Naturschutz stehen. Dieses Heft möchte Ihnen die Lebensweise der Fledermäuse näher bringen und Schutzmöglichkeiten zu einer langfristigen Sicherung der Fledermausbestände erläutern.

Seit dem Erscheinen der letzten deutschen Florenliste für Farn- und Samenpflanzen im Jahr 1998 haben sich zahlreiche Änderungen ergeben: Erstnachweise, Streichungen und Neubeschreibungen von Sippen, taxonomische Neubewertungen und nomenklatorische Änderungen. Das neue Verzeichnis listet alle in Deutschland etablierten Sippen (Indigene, Archäophyten, Neophyten) der Rangstufen Art und Unterart auf sowie eine Auswahl an Synonymen. Akzeptiert werden 4165 Sippen. Die Kriterien für etablierte Neophyten wurden geringfügig modifiziert. Durch den Bezug zum "Kritischen Band" der Rothmaler-Exkursionsflora ist im Gegensatz zu früheren Florenlisten eine eindeutige taxonomische Verknüpfung hergestellt; Abweichungen werden kommentiert. Eine Reihe taxonomisch kritischer Taxa wurde von Spezialisten bearbeitet.
Die vorliegende Veröffentlichung umfasst zwei Grundbausteine. Zum einen die offizielle Rote Liste mit Nennung der Gefährdungskategorien, zum anderen ein revidiertes systematisches Gesamtartenverzeichnis der Mollusken Baden-Württembergs. Die Rote Liste dient zum schnellen Feststellen der jeweiligen Gefährdungskategorien der einzelnen Arten in Baden-Württemberg und ist wie üblich alphabetisch nach Gattungen geordnet. Sehr großer Wert wurde auf die sorgfältige Analyse der Ergebnisse gelegt (Kapitel 7). Das Gesamtartenverzeichnis dient der aktuellen systematischen Einordnung aller Arten, weshalb hier die Taxa im Kontext des wissenschaftlichen Systems der Mollusken aufgeführt werden. Im systematischen Artenverzeichnis soll der momentane Kenntnisstand über die Mollusken Baden-Württembergs in knapper Darstellung zum Ausdruck kommen. Hier sind auch die bekannten Unterarten aufgeführt und es werden zusätzliche Informationen zum Verbreitungstyp, zur Verbreitung (Vorkommen in den Naturräumen 3. Ordnung) sowie zur Ökologie (Zuordnung einzelner Arten zu bestimmten Biotoptypen) gegeben. Mit diesen Zusatzinformationen werden Rote Listen und Artenverzeichnisse zu Gradmessern der Biodiversitätsforschung. In über 130 ‚Anmerkungen‘ werden die entsprechenden Angaben zur Systematik, Verbreitung und Ökologie präzisiert und es wird auf die hierfür zu Grunde liegende Literatur verwiesen. Alle Angaben der Roten Liste sind auch im ausführlichen systematischen Artenverzeichnis enthalten. In beiden Listen sind die Arten mit ihrer laufenden Nummer aufgeführt. Damit ist ein problemloser Wechsel von der Roten Liste zu den Angaben im systematischen Artenverzeichnis gewährleistet. Der Forschungsstand findet sich vielfach in der historischen Literatur, die deshalb eine sorgfältige und kritische Berücksichtigung erfuhr (siehe Anmerkungen und Literaturverzeichnis). Einen unschätzbaren Wert haben in diesem Zusammenhang die zahlreichen Veröffentlichungen David Geyer‘s, die den Beginn der modernen Regionalfaunisik in Baden-Württemberg kennzeichnen. Ein eigenes Kapitel zur Forschungsgeschichte hätte jedoch den vorgegebenen Rahmen dieser Arbeit gesprengt.

Ultimately, in the hope of jumpstarting the process, he makes pertinent suggestions on turning the tide on the continent.

With a curmudgeonly stepmother who harasses her even as she spoils her own biological daughter, Mungeu', the protagonist, blazes a path for herself in the face of many odds. But things go terribly wrong when she falls pregnant. The dilemma of whether or not to keep the pregnancy, given society's expectations, flings this young woman into direct confrontation with a life that is beyond her years. She is bent on succeeding: she will keep her baby, and with her training at a girls' craft center, start a business and bring up her illegitimate child. But Mungeu' can only make plans as she realises before long that the authority to dispose of them does not rest with her alone; there are other powerful forces out there.
Fahrtabschnitt MSM 07/1 Transit Rostock - Las Palmas. Fahrtabschnitt MSM 07/2a Auf der Transitreise zwischen Las Palmas de Canaria und Walfischbai wird die Wirkung unterschiedlicher biogeochemischer Grundbedingungen auf Produktions/ Abbau-Gleichgewichte in den primären Ebenen des pelagischen Ökosystems untersucht. Auf einem Schnitt über den Äquator stehen die physikalischdynamischen Prozesse im äquatorialen Stromsystem im Vordergrund. Vor dem Kunene-Fluß sollen die benthischen Besiedlungsmuster mit funktionellen Mustern der Austauschdynamik zwischen Sediment und Wasser in Beziehung gesetzt werden. Fahrtabschnitt MSM 07/2b Die deutsche IMBER-Initiative (GIMBER) untersucht die Wechselwirkungen zwischen biologischen Ökosystemkomponenten, biogeochemischen und physikalischen Prozessen und menschlichen Einflüssen auf marine Ökosysteme. Im Benguela- Auftrieb wird untersucht, wie Effekte struktureller Unterschiede der primärproduzierenden Gemeinschaft (Flagellaten-/Diatomeen-plankton) weiter in das Nahrungsnetz propagieren und die trophischen Beziehungen in höheren Ebenen beeinflussen. Für wichtige pelagische Gruppen wie Copepoden, Euphausiaceen, gelatinöses Zooplankton, Fischlarven und mesopelagisches Nekton werden mit modernsten Methoden Daten zu Abundanz, Vertikalverteilung, Nahrungsspektren, Trophodynamik und physiologischen Raten erhoben. Sie bilden die Grundlage für trophische und biogeochemische Modelle im Rahmen des geplanten GIMBERProgramms und sollen Aufschluss über zu erwartende Folgen eines Regimewechsels in heimischen Gewässern geben. Synopsis Fahrtabschnitt MSM 07/3 Der dritte Fahrtabschnitt ist besonders auf die Durchführung von physiologischen Experimenten an Bord des Schiffes zugeschnitten. Aufbauend auf die großflächigere hydrographische und planktologische Aufnahme im Untersuchungsgebiet während des vorangegangenen Fahrtabschnittes sowie aktuellen Satellitenbildern zur Temperatur- und Chlorophyll-a Verteilung werden Organismen für die Experimente gefangen. Dabei werden in aussichtsreichen Gebieten kurze, küstennormale Schnitte bearbeitet, auf denen verschiedene Netze mit unterschiedlichsten Maschenweiten zum Einsatz kommen. Verschiedene Gruppen von Plankton werden untersucht: Copepoden, Euphausiaceen und Fischlarven stehen im Mittelpunkt. Über die in-situ Verteilung der Organismen werden Untersuchungen mit einem undulierenden Videoplanktonrekorder (OKI) Auskunft geben. Zum Abschluss der Stationsarbeiten wird ein Süd-Nord-Schnitt auf 11°30´O, der sich von 19 bis 14° S erstrecken soll. Die lange Überfahrt aus dem Untersuchungsgebiet nach Mindelo, Kapverden, wird für intensive physiologische Untersuchungen an Bord genutzt werden.

House of Falling Women is the story of a young woman with quixotic ideas about improving the lot of women who finds out that the crusader's cloak is an uncomfortable one. Martha Elive, armed with a university education and a substantial legacy from a Dutchwoman she meets while studying abroad on a scholarship, decides to create an institute for the empowerment of women, only to find that the contradictions to be resolved are more firmly anchored in her psyche than elsewhere. In addition to her unexorcised ghosts and the legacies of a chequered love life, she has to contend with recalcitrant public opinion and moral inertia, the opposition of old-guard reactionaries, and the incomprehension of her small-town parents. House of Falling Women is a poignant, often hilarious story of the search by a group of women for a new place in society in a world where women are dissatisfied with the old values and bewildered by the new.
Rwanda entered independence following a transition marked by violent internecine conflict. The conflict was stoked by the departing colonial rulers as they sought to place control of the levers of state in the hands of an ethnic majority, which they had hitherto marginalised in favour of a minority they now sought to exclude. It carried on into the country’s post-colonial politics. For nearly three decades Rwanda’s postcolonial rulers presided over an ethnocracy that perpetuated the negative colonial legacy of ethnic division. They systematically practiced a politics of exclusion and repression that placed the country’s long-term stability under threat, eventually led to civil war, and culminated in the genocide of 1994. After the genocide and the defeat and overthrow of the ancien regime of ethnic supremacists, the new ruling elite - most of whom had spent nearly three decades in exile or been born there - embarked on re-building a collapsed state and re-ordering the country’s politics. The last fourteen years have witnessed deliberate efforts to re-orient the country away from three decades of politics of division and exclusion under the First and Second Republics, towards a system which privileges national reconciliation and unity, equity, and inclusion. This paper examines developments in post-1994 Rwanda against the background of pre-1994 politics and society, and the factors that led to and facilitated the war that culminated in the genocide and eventual overthrow of the Second Republic. It provides insights into the efforts and achievements made by the new ruling elites in pursuit of long-term peace and stability. A great deal, however, remains inadequately explored, including political organisation and the role of political parties, economic reform and management, and the reform and management of the security sector, all of which are the focus of on-going research.

Fourth Child shows a poet courageously facing deep feelings while being committed to accurate writing, making beautiful and living things out of the fabric of loss, grief, and emptiness.
Die Ausbildungssituation in Hessen hat sich im Befragungszeitraum 2007 im Vergleich zum Vorjahr erheblich verbessert. Die negative Entwicklung auf dem Ausbildungsmarkt konnte gestoppt werden, die Zahl der Auszubildenden stieg in Hessen um 5,6% und damit deutlich stärker an als im Durchschnitt der westdeutschen Bundesländer (+4 Prozentpunkte). Darüber hinaus hat die Zahl der Auszubildenden auch im Verhältnis zur Anzahl der sozialversicherungspflichtig Beschäftigten zugelegt. Die Ausbildungsquote stieg in Hessen um 0,2 Prozentpunkte auf 5,1%. Da im gleichen Zeitraum die westdeutsche Ausbildungsquote um 0,1 Prozentpunkte auf 5,4% sank, kam es zu einer Annäherung der hessischen Ausbildungsquote an den westdeutschen Durchschnitt. Ebenso erfreulich ist, dass im Vergleich zum Vorjahr nicht nur die Zahl der Auszubildenden, sondern auch die Zahl der ausbildenden Betriebe in Hessen gestiegen ist. Die Ausbildungsbeteiligung stieg zwischen Juni 2006 und Juni 2007 um 2 Prozentpunkte.
Trotz der positiven Gesamtentwicklung bestehen in Hessen jedoch immer noch ungenutzte Ausbildungspotenziale. So bildeten 27% der Betriebe mit einer Ausbildungsberechtigung nicht aus. Die Analyse des Ausbildungsengagements der hessischen Betriebe unter Berücksichtigung ihrer wirtschaftlichen Situation ergab, dass das ungenutzte Ausbildungspotenzial bei Betrieben mit einer sehr guten Ertragslage besonders hoch ist. Dieses Ausbildungspotenzial sollte ausgeschöpft werden. Denn trotz einer leichten Zunahme des Ausbildungsplatzangebotes (+1,2%) liegt die hessische Angebots-Nachfrage-Relation nach wie vor unter 100%, das heißt, die Nachfrage nach Lehrstellen ist größer als das Angebot. Das Ausbildungspotenzial der hessischen Betriebe sollte entsprechend stärker genutzt werden, so dass allen Ausbildungsplatzsuchenden eine Ausbildung angeboten werden kann. Vor dem Hintergrund, dass trotz der positiven wirtschaftlichen Gesamtentwicklung des vergangenen Jahres die Ausbildungsbeteiligung unter der bisherigen Höchstmarke von 35% (2003 und 2005) liegt, ist davor zu warnen, das Engagement für eine stärkere Beteiligung der hessischen Betriebe an der betrieblichen Ausbildung zu reduzieren. Dies gilt so wohl für die Anzahl der ausbildenden Betriebe, als auch für die Anzahl der Auszubildenden pro Betrieb.
Unabhängig von den gestiegenen Beschäftigungszahlen in Rheinland-Pfalz haben sich die Anteile der einzelnen Beschäftigtengruppen im Verhältnis zum Vorjahr nicht verändert. Ein überproportionales Wachstum von qualifizierten Arbeitnehmern oder auch Fachkräften konnte demnach nicht bestätigt werden. Der Anteil der Arbeitnehmer* innen, die einen Fachhochschul- oder Universitätsabschluss benötigen, liegt in Rheinland-Pfalz unter dem westdeutschen Mittelwert. Dessen ungeachtet werden in Rheinland-Pfalz qualifizierte Arbeitnehmer gesucht. Ein klarer Schwerpunkt liegt hierbei auf Personen mit einer abgeschlossenen Lehre, einer vergleichbaren Berufsausbildung oder entsprechender Berufserfahrung. Ein Bedarf an hoch qualifizierten Arbeitskräften mit Fachhochschul- oder Universitätsabschluss liegt besonders in Großbetrieben mit über 250 Beschäftigten vor. Dennoch ist es voreilig, von einem akuten Fachkräftemangel in Rheinland-Pfalz zu sprechen. Zwar erwarten 8 Prozent der rheinland-pfälzischen Betriebe Probleme bei der Besetzung von Fachkräftestellen in den nächsten zwei Jahren, Rheinland-Pfalz liegt damit aber unter dem westdeutschen Wert von 12 Prozent. Bei Betrachtung der gemeldeten offenen Stellen fällt auf, dass zwar 61 Prozent der Stellen für Beschäftigte mit einer abgeschlossenen Lehre, einer vergleichbaren Berufsausbildung oder entsprechender Berufserfahrung gemeldet waren, die Meldequoten für einfache Tätigkeiten oder gesuchte Arbeitnehmer für Stellen mit einem erforderlichen Fachhochschul- oder Universitätsabschluss niedriger liegen. Besonders gering ist hierbei mit 42 Prozent die Meldequote für jene offenen Stellen, die einen Fachhochschul- oder Universitätsabschluss erfordern. Bei den Personalabgängen ist zu vermerken, dass der Anteil der Arbeitnehmer, die gekündigt haben, gestiegen, und der Anteil der Personen, die aufgrund des Ablaufs eines befristeten Vertrags einen Betrieb verließen oder durch den Betrieb gekündigt wurden, gesunken sind. Zudem verdoppelte sich der Anteil der Auszubildenden, die den Betrieb nach Abschluss einer Ausbildung verlassen haben. Die mit 13,2 Prozent höchste Fluktuationsrate und somit die größte Beschäftigtendynamik gab es bei den mittleren Betrieben mit 50 bis 249 Beschäftigten. Obwohl diese Betriebe mit 25 Prozent den geringsten Anteil an den Gesamtbeschäftigten haben, weisen sie nach den Kleinst- und Kleinbetrieben die zweithöchste absolute Beschäftigtenfluktuation auf. Die stabilsten Beschäftigtenverhältnisse gab es bei den Großbetrieben mit über 250 Beschäftigten. Hier betrug die Fluktuationsrate lediglich 5,5 Prozent. Bei den Wirtschaftszweigen ist ein großer Unterschied zwischen der Beschäftigungsdynamik bei den Betrieben des Produzieren- den Gewerbes und den Betrieben der dienstleistungsorientierten Branchen zu erkennen. Mit einer annähernd viermal höheren Fluktuationsquote bei den Betrieben der dienstleistungsorientierten Branchen ist hier eine weitaus höhere Dynamik zu erkennen, während bei den Betrieben des Produzierenden Gewerbes eine größere Beschäftigungsstabilität vorhanden ist.
Nach einer Analyse der im IAB-Betriebspanel erhobenen Daten kann
zusammenfassend festgestellt werden, dass sich die Situation der Auszubildenden in Rheinland-Pfalz im Vergleich zum Vorjahr verbessert hat. Einen starken Anteil an dieser positiven Entwicklung haben in Rheinland-Pfalz 2007 besonders die Kleinbetriebe.
Außer bei der Auszubildendenzahl können vor allem im Baugewerbe und im Dienstleistungssektor positive Entwicklungen verzeichnet werden, die jeweils weit über dem westdeutschen Durchschnitt liegen. Auch die Ausbildungsquote liegt weiterhin über dem westdeutschen Wert und kann im Gegensatz zu dessen Rückgang von -0,1 Prozentpunkten einen Zuwachs verzeichnen. Der Wirtschaftssektor mit der erfreulichsten Ausbildungsquote ist auch hier das Baugewerbe, der Dienstleistungssektor liegt im Mittelfeld. Hierbei muss jedoch bedacht werden, dass das Baugewerbe im Vergleich mit den anderen Sektoren, Ausnahme ist der Sektor Öffentliche Verwaltung/Organisationen ohne Erwerbszweck, eine weniger starke Bedeutung für den Wirtschaftsstandort Rheinland-Pfalz hat. Daneben hat sich auch die Ausbildungsbeteiligung der Betriebe erhöht. Während weniger Betriebe eine Ausbildungserlaubnis haben als noch im Vorjahr, nutzt ein höherer Anteil der Betriebe mit Ausbildungserlaubnis diese auch. Das ungenutzte Ausbildungspotential derjenigen Betriebe, die trotz vorliegender Ausbildungserlaubnis nicht ausbilden, hat sich demnach verringert. Positiv wirken sich vor allem Haus- und Firmentarifverträge auf die Ausbildungsbereitschaft aus, aber auch die Erwartung eines steigenden Geschäftsvolumens und steigender Beschäftigtenzahlen. Die in diesem Jahr erstmals erfassten unterstützenden Maßnahmen zur betrieblichen Ausbildung nutzen 32 Prozent der ausbildenden Betriebe. Aufgrund der erstmaligen Erhebung dieses Punktes ist es nicht möglich, eine positive oder negative Entwicklung aufzuzeigen. Hier wird es interessant sein, die zukünftige Resonanz auf die Angebote zu erfassen und kommende Entwicklung zu beobachten. Eine weitere positive Entwicklung zeigt sich bei der erhöhten Übernahme erfolgreicher Auszubildende nach ihrer Ausbildung in Angestelltenverhältnisse in ihren Ausbildungsbetrieben. Hier kann insgesamt ein Plus von 5 Prozentpunkten bei der Übernahmequote vermerkt werden.

Niger's political history has lacked a synthesis on the army's involvement in politics since independence. The country is a fertile ground for such analysis. Between 1964 and 1999, the country witnessed three successful military coups during the democratisation process (April 1974, January 1996, and April 1999) and at least four military coup attempts (1964, 1975, 1976, 1983). In its forty years of independence, Niger has been under military rule for twenty-one years. It has also experienced seven different institutional regimes while four out of the six presidents who headed the country were soldiers. Niger evolved from the Second to the Fifth Republic in less than ten years - from the national conference (November 1991) to the last military coup (April 1999). In statistical terms, Niger has been witnessing a military coup or a military coup attempt every five-years since 1974. In addition to that, the country recorded seven mutinies and various other forms of troop rebellion between December 1963 and August 2000. In terms of institutional instability, Niger's record is unparalleled in Africa. A study on the army is therefore more needed than ever before. The recurrence with which the military appears on the political scene imposes another way of looking at Niger's army. A critical analysis of the military phenomenon, if not an assessment, would help envisage new prospects for Niger's future. This work, which was undertaken by a multi disciplinary team, suggests an analysis, from a historical and sociological perspective, of the long-standing involvement of the army in politics (the apparition of war leaders in the 19th century, the transition from colonial army to national army, the politicisation of the army and the emergence of 'military-politicians', the army sociology.). It aims at providing an answer to a key question: Why is the army so deeply involved in politics in Niger? It reveals how a significant military component has been gradually built up in Niger's political arena to become a highly dynamic political entrepreneur, able to compete with civilian politicians. The work shows, on the one hand, the significance of socio-political and economic contexts that promote the propensity for military interventionism, and on the other hand the transformations within the army that explain its propensity to intervene. It relates two decades of 'military rule', analyses their modes of legitimating, organising and managing power, gives an assessment of their economic policies and sheds light on women's role in that institution, which was thus far a men's business.

Set in an Igbo village in Eastern Nigeria from the late 1950?s to early 1970?s and in the United States in the early 1970?s, the author sympathetically handles the powerlessness of the widow in rural African societies and addresses with candor and sensitivity the problems of race, human sexuality, cultural disengagement and the role of love in blurring the ?color line.? Born in Imo State Nigeria, Ben Igwe was educated in Nigerian and American Universities. He holds a Ph.D. in Library and Information Science from the University of Maryland at College Park. He has taught in Universities in Nigeria and the United States. He is currently Chief of the division of Philosophy, Psychology and Religion in the District of Columbia Public Library in Washington, D.C. He lives with his family in Adelphi, Maryland.
This book is about emerging informal responses to unemployment in Malawi. To the bicycle taxi and handcart operators who are at the centre of the book, informality is a means for negotiating newer experiences and challenges associated with urbanisation. Jimu richly documents how informal economy activities continue to represent grassroots responses to widespread poverty, unavailability of meaningful employment opportunities and the failure of the state as well as the private and the non-state sectors to respond to escalating demand for formal sector jobs. Multiplicity of activities and straddling urban and rural opportunities are strategies employed to deal with opportunity impermanence and maximize returns from various low paying tasks and jobs. While these activities have grown without state support, state involvement is necessary to regulate and promote the welfare of the workers in the sector as well as that of the users of their service and the general public. This will require constructive engagement among the operators, users of their services, local government, and various state agencies.
Tale of an African Woman

The village of Yakiri has been cursed by ancestral wrath because of the treatment of Yaa, the first girl who wrestled her male goatherd peers to earn the right to be initiated into the society of manhood. Her struggle is taken up generations later by Yaya, the granddaughter of Tafan and Wirba. Orphaned like her forebear, Yaya becomes a star student in the village's primary school and promises to go far. But, ask the villagers, is it right to invest in an education for an African girl who may become the property of another village? An educated woman will abandon the farm where she is needed, wear high heels and try to order men around! In the midst of it all, one Irish missionary, living in Africa and for the most time with Africans, literally wiggles his way into hearts and minds. With his intervention, Yaya leaves the village to school in the city, but her troubles as a woman have not really begun. Yarns of cultural borrowing, indigestion and transcendence reveal the simple and complex ways in which community matters are confronted and decided. This happens in shrines where seers are consulted and cowry shells thrown, in palm wine houses, but also around the school and presbytery. The untold stories and perspectives of girls and women burst through in illuminating and uplifting ways. Quarrels, squabbles, near collisions and mutual conversions give way to innovative traditions.

Liesl Jobson's collection is aptly termed 'flash fiction' or 'prose poems'. It comprises 100 short pieces that are beautifully impressionistic - the literary equivalent of a well-times photograph. Jobson was born in Durban, South Africa. Her poetry and prose has been published in journals and anthologies in South Africa and abroad. She won the People Opposing Women Abuse women's writing poetry competition in 2005. She as also awarded a community publishing project great from the Centre for the Book under the auspices of the National Library of South Africa in 2007. This is her debut collection which won the Ernst van Heerden creative writing award for 2006 from the University of the Witwatersrand. She is a freelance writer, photographer ad bassoonist.

Als einer von wenigen deutschen Völkerrechtlern hat sich Michael Bothe über einen längeren Zeitraum hinweg mit Fragen der rechtlichen Gestaltung des Nord-Süd-Verhältnisses beschäftigt. Im Zentrum seines Interesses stand und steht dabei die nach wie vor ungelöste Frage nach der Rolle, die das Recht hier einnehmen kann; insbesondere ist weiterhin nicht ausgemacht, ob es in der Lage ist, mit der Aussicht auf Befolgung Regeln für die Lösung von Verteilungsfragen vorzugeben, aber auch eine Bindung der sogenannten Entwicklungsländer an Globalziele des Umweltschutzes und der Ressourcenerhaltung zu erreichen. Um sich einer Antwort nähern zu können muss es gelingen, die Bindungswirkung der auf diesem Feld seit jeher vagen, eher prinzipiellen und häufig nicht im Sinne des klassischen Völkerrechts verbindlichen Regeln mit juristischen Begriffen zu erfassen. Der Völkerrechtswissenschaft ist damit die Aufgabe gestellt, Rechtsbeziehungen des Nord-Süd-Verhältnisses in die Kategorien der Lehre von den Völkerrechtssubjekten, der Internationalen Organisationen, der Rechtsquellen und der Durchsetzung zu bringen.
If Each One Of Us Would Be God? Is a hypothesis that rejects the logic of religious institutions with their ability to limit the evolution of human consciousness, since the reality of our existence within religions is defined as fixed. If each one of us would be God, we would return into the deepness of our absolute consciousness and be in contact with our true selves. This challenging statement awakens the conscious deadening of a Supreme human being, as the search for our spiritual identity has nothing to do with the collective degree that is dictated by religious rules, which creates dependency. It is a process of individualism that makes each one of us responsible for our own being. We can be in contact with God from the moment we become conscious of All and Nothing. As God is primarily All and Nothing (love and hate, good and evil), to be able to connect with All (Love), we must transform ourselves into All and Nothing and deepen our understanding on inner brightness and darkness, which pushes us to carry valuable moral judgements on our own acts. If Each One of Us Would Be God? courageously opens up the debate over Biblical statements. However, in order to fully understand the Bible?s dialectic, the duty of each one of us remains the deepest search of the fundamental truth of oneself to accomplish our spirituality.
Nach den Ergebnissen des IAB-Betriebspanels sind die rheinland-
pfälzischen Betriebe im Vergleich zu Westdeutschland etwas weniger innovativ. Insgesamt ist die Innovationstätigkeit in Rheinland-Pfalz jedoch im Verlauf der letzten Jahre angestiegen. Der Schwerpunkt bei den Innovationen lag nach wie vor bei Maßnahmen zur Qualitätssicherung. Es hat sich gezeigt, dass Rheinland-Pfalz zudem im Bereich der Forschung und Entwicklung etwas zurückhaltender ist als der westdeutsche Durchschnitt:
Zum einen findet in Rheinland-Pfalz in anteilig weniger Betrieben FuE statt, zum anderen widmen sich hier durchschnittlich etwas weniger Beschäftigte diesem Aufgabenbereich. Außerdem finden seltener Kooperationen mit Universitäten und/oder anderen Unternehmen in diesem Bereich statt. Bei einer Gegenüberstellung innovativer und nicht-innovativer Betriebe ergaben sich zum Teil Unterschiede zwischen diesen: So ist in innovativen Unternehmen das Qualifikationsniveau höher und sowohl die Beschäftigungs- als auch die Geschäftsentwicklung stellen sich hier positiver dar als in nicht-innovativen Betrieben. Als schwierig erwies sich für Innovatoren jedoch die Besetzung offener Stellen. Hier waren im Vergleich zu Nicht-Innovatoren überdurchschnittlich häufig Schwierigkeiten feststellbar. Gleichzeitig nutzten jedoch beide Gruppen ihr Ausbildungspotenzial nicht voll aus. Hier besteht entsprechend die Möglichkeit, die vorhandenen Stellenbesetzungsprobleme durch verstärkte Ausbildungsaktivitäten zu verringern. Diesbezüglich ist zu betonen, dass sowohl innovative als auch nicht innovative Betriebe ihr Ausbildungspotenzial nicht bzw. nur zum Teil ausschöpfen und hier entsprechend noch Möglichkeiten des Ausbaus bestehen. Das ist vor allem auch deshalb notwendig, da Innovationen vielfach auch daran scheitern, dass Fachkräfte fehlen. Dem könnte mit vermehrter Ausbildung und auch Weiterbildung erfolgreich begegnet werden. Die Weiterbildungsquote der innovativen Betriebe übersteigt das der nicht-innovativen deutlich. Weiterbildung ist somit für innovative Betriebe ein Instrument, ihren Bedarf an qualifizierten Fachkräften zu decken. Aufgrund der Ergebnisse des IAB-Betriebspanels stellt sich nun die Frage, welche Faktoren tatsächlich einen Einfluss auf das Innovationsverhalten der Betriebe haben. Zwar ließen sich im Rahmen dieses Kurzreports Unterschiede zwischen innovativen und nicht-innovativen Betrieben herausarbeiten. Nicht abschließend beantwortet werden kann jedoch die Frage, wodurch diese zustande kommen. So hat sich bspw. gezeigt, dass sich die Ertragslage und die Beschäftigungsentwicklung bei Innovatoren und Nicht Innovatoren unterscheiden, unklar ist jedoch, ob positive Geschäftsentwicklungen Innovationen begünstigen, oder ob es vielmehr umgekehrt ist. Aufgrund einer im Jahr 2004 durchgeführten multivariaten Analyse ist ein signifikanter Zusammenhang zwischen Wirtschaftszweig sowie Betriebsgrößenklasse und Innovationen festgestellt worden. Diese beiden Faktoren haben somit Einfluss auf die Innovationstätigkeit der Unternehmen.
Diesbezüglich ist zu betonen, dass sich Rheinland-Pfalz durch, verglichen mit den alten Bundesländern, überproportional viele Kleinst- und Kleinbetriebe auszeichnet und branchenspezifisch der Schwerpunkt traditionell im Verarbeitenden Gewerbe liegt. Da Klein- und weniger Innovationen durchführen, wirkt dieses Strukturmerkmal sich entsprechend auch auf die vergleichsweise geringere Innovationstätigkeit in Rheinland-Pfalz aus. Ein eindeutiger Einfluss der Ertragslage auf die Durchführung von Neuerungen konnte hingegen nicht bestätigt werden (vgl. Wagner, Schmid (2003)).
Die Internationalisierung der Wirtschaftsbeziehungen sowie der Strukturwandel der Gesellschaft hin zur Informationsgesellschaft erhöhen die Nachfrage nach Fachkräften. Diese Situation erfordert Strategien in den Betrieben, um ihren Bedarf an qualifizierten Beschäftigten zu decken. Die Weiterbildung ist eine zentrale Strategie, um auf geänderte Qualifikationsanforderungen und Fachkräftebedarfe zu reagieren. Insgesamt förderten in Rheinland-Pfalz im ersten Halbjahr 2007 etwa 43 Prozent der Betriebe Weiterbildungsmaßnahmen ihrer Beschäftigten. Seit 2001 hat sich der Anteil um 10 Prozentpunkte deutlich erhöht. Werden die Anteile der Beschäftigten, die weitergebildet werden, an allen Beschäftigten betrachtet, ergibt sich eine Weiterbildungsquote in Rheinland-Pfalz von 23 Prozent. Die Weiterbildungsquote der Frauen liegt mit 24 Prozent leicht darüber.
Nicht nur bei den Betrieben, auch bei den Beschäftigten hat sich der Anteil derjenigen, die an Weiterbildungsmaßnahmen teilnehmen, von 2000 auf 2007 um 8 Prozentpunkte erhöht. Damit sind in Rheinland-Pfalz nicht nur der Anteil der Betriebe, die Fort- und Weiterbildungsmaßnahmen fördern, sondern auch die Anteile der Beschäftigten, die gefördert werden, gestiegen. Somit hat die Bedeutung der Weiterbildung für die Betriebe und die Beschäftigten in Rheinland-Pfalz in den letzten sieben Jahren deutlich zugenommen. Dieses Instrument zur Deckung des Fachkräftebedarfs ist ausgeweitet worden. Erstmalig sind Betriebe des Dienstleistungssektors an der Spitze der weiterbildenden Betriebe. Bezogen auf die Betriebe zeigt sich mit steigender Betriebsgrößenklasse ein steigender Anteil der Betriebe, die weiterbilden. Auch die Weiterbildungsquote der Beschäftigten ist in den Großbetrieben am höchsten. Bezogen auf die Wirtschaftszweige ergibt sich ein anderes Bild als bei den Betrieben: Die meisten Beschäftigten werden anteilig im Verarbeitenden Gewerbe gefördert. Bei der differenzierten Betrachtung der Beschäftigten wird deutlich, dass insbesondere qualifizierte Beschäftigte weitergebildet werden. Die Weiterbildung dieser Qualifikationsgruppe wird damit als Instrument zur Deckung des Fachkräftebedarfs eingesetzt. Mit Hilfe der Daten des IAB-Betriebspanels konnten neben den unterschiedlichen Ausprägungen bezüglich des Wirtschaftszweigs und der Betriebsgröße weitere Zusammenhänge von betrieblichen Merkmalen und der Förderung von Fort- und Weiterbildungsmaßnahmen aufgezeigt werden. Fördernde Betriebe weisen gegenüber nicht fördernden Betrieben eine erhöhte Ausbildungs- und Investitionstätigkeit auf. Weiterhin erwarten fördernde Betriebe eher einen zukünftigen Fachkräftemangel. Für die Planung der Weiterbildung sind Informationen zu ihrer Art notwendig. Der mit Abstand größte Teil an Fort- und Weiterbildungsmaßnahmen besteht in externen Kursen, Seminaren und Lehrgängen. Eine weitere relevante externe Maßnahme ist die Teilnahme an Vorträgen. Darüber hinaus sind die internen Maßnahmen „Weiterbildungen am Arbeitsplatz“ und „interne Kurse“ von Bedeutung. Angaben zur eigentlichen Kostenübernahme, zum Zeitpunkt der Weiterbildung (während oder außerhalb der Arbeitszeiten) und zum Abschluss von Rückzahlungsvereinbarungen müssen als Kosten der Weiterbildung berücksichtigt werden, um das Engagement der Betriebe beurteilen zu können. Die Kosten für die Weiterbildung werden in den meisten Betrieben von ihnen übernommen. Außerdem lassen die meisten Betriebe die Weiterbildung komplett in der Arbeitszeit stattfinden. Auch Rückzahlungsvereinbarungen werden wenig getroffen. Hier ist nur der Anteil in den Großbetrieben hoch. Insgesamt kann von einer relativ großen und deutlich zunehmenden Bedeutung der Weiterbildung in Rheinland-Pfalz gesprochen werden. Überproportional gefördert werden nach wie vor gut qualifizierte Arbeitskräfte, für Geringqualifizierte besteht eine erheblich geringere Chance auf betriebliche Weiterbildung.
Das IAB-Betriebspanel ist eine jährliche, repräsentative Betriebsbefragung des Instituts für Arbeitsmarkt und Berufsforschung der Bundesagentur für Arbeit, die seit 1993 in Zusammenarbeit mit der TNS Infratest Sozialforschung GmbH auf Bundesebene erhoben wird. Durch die Beteiligung der Bundesländer konnte die Zahl der befragten Betriebe soweit aufgestockt werden, dass auch gesonderte Auswertungen auf Länderebene möglich sind. Seit der Befragung 2001 ist durch die Unterstützung der Hessischen Landesregierung sowie der Regionaldirektion Hessen der Bundesagentur für Arbeit auch für Hessen eine gesonderte Auswertung möglich. Betraut mit der Auswertung der gewonnenen Paneldaten für das Land Hessen ist das Institut für Wirtschaft, Arbeit und Kultur in Frankfurt am Main.
Ziel des IAB-Betriebspanels ist es, Informationen und Erkenntnisse über die wirtschaftliche Situation, die Entwicklung des Arbeitsmarktes sowie das betriebliche Beschäftigungsverhalten in Hessen zu gewinnen. Die daraus ableitbaren Erkenntnisse bieten regionalen wie auch lokalen Akteuren eine fundierte Basis für problemadäquates Handeln. Zu diesem Zweck werden in regelmäßigen Abständen Kurzreports herausgegeben, welche über zentrale Ergebnisse der Befragung berichten.
Beim vorliegenden Report handelt es sich um den vierten aus der Befragungswelle 2007. Thema des Reports ist das Innovationsverhalten der hessischen Betriebe.
Im vorliegenden Panel basieren die Ausführungen auf der mündlichen Befragung von 1021 Betrieben in Hessen. Sie stehen für etwa 148.000 hessische Betriebe. Grundgesamtheit der Bruttostichprobe ist die Betriebsdatei der Bundesagentur für Arbeit, in der alle Betriebe enthalten sind, welche mindestens einen sozialversicherungspflichtig Beschäftigten bei der Sozialversicherung gemeldet hatten. Soweit dies möglich ist, werden jedes Jahr dieselben Betriebe befragt. Die Ergebnisse wurden auf alle hessischen Betriebe hochgerechnet und sind damit im Hinblick auf die Wirtschaftszweige und Betriebsgrößenklassen repräsentativ.

Titabet and the Takumbeng is a play that relives the unprecedented political upheaval of the 1992 first ever multiparty presidential elections in Cameroon. Following the controversial elections, Bamenda - the stronghold of the main opposition party, the Social Democratic Front (SDF) - was plunged into a tense and intense civil disobedience campaign. The violence which ensued pitted SDF militants who claimed their victory was stolen against regime loyalists. The government reacted by imposing a curfew on Bamenda. The army that was dispatched to keep the peace committed ferocious kidnapping, rape, theft and torture, driving women, children and men into the arms of terror. Titabet the protagonist emerges as the leader of the oppressed. He and the sacred women's cult of Takumbeng were the only hope for the people. The sacred cleansing cult and Titabet's courageous resistance apparently brought an end to what would have been too devastating a tale to narrate. Kehbuma Langmia teaches courses in Mass Communications, Broadcast Journalism and Media Studies at Bowie State University. With previous degrees in fine arts, television and film, he earned his PhD in Mass Communication and Media Studies from Howard University. He also has an MA degree in theatre arts from the University of Yaound?, Cameroon. He is also a graduate from the Television Academy in Munich, Germany. Dr. Langmia writes, produces and directs independent productions, and serves as executive producer for students' television projects at Bowie State University.
Die Aufarbeitung des literarischen Nachlasses von Meinrad Inglin ist im Jahre 1981 abgeschlossen worden. Die durch Inglin der Kantonsbibliothek testamentarisch vermachten Dokumente sind systematisch geordnet und durch den Katalog "Nachlass Meinrad Inglin" erschlossen worden. 1985 wurde ein erster Nachtragkatalog erstellt. Dieser ist hier integriert worden und existiert nicht mehr. Seither sind der Kantonsbibliothek Schwyz durch Schenkungen weitere Dokumente und Materialien überlassen worden. Ausserdem lässt die Kantonsbibliothek Schwyz von Fall zu Fall von bedeutenden Inglin-Dokumenten, die sich im Eigentum Dritter befinden, xerographische Reproduktionen anfertigen. Diese stellen auch als Kopie der Originaldokumente eine wertvolle Bereicherung des Nachlasses Meinrad Inglin dar. Um die Registrierung und Aufarbeitung der neu eingehenden Dokumente besser und mit neuen Möglichkeiten fortführen zu können, wurde der erste (oben erwähnte) Nachtragkatalog "Nachlass Meinrad Inglin Postum, 1985" in den jetzt vorliegenden integriert.

Die hier vorliegende Bibliographie beinhaltet die Primärwerke, listet die Adaptionen auf und umfasst in der Sekundärliteratur eine Reihe bis heute erschienenen Publikationen und Artikel über den Autor und dessen Werke.
God the Politician

God the Politician is a compelling analytical, critical, informed and largely eyewitness account of the major events that have taken place in Cameroon since the return of multiparty politics in the 1990s. The accession of Paul Biya to power under the one-party regime in 1982 and the attempt to overthrow him in a coup d'?tat in 1984 are told in flashback, so are the excesses of power without responsibility that have come to be associated with over 25 years of Biya as President. Most of the story is centred on the struggle by the opposition, led by the Social Democratic Front (SDF), to overthrow the incumbent. In his determination to crush opposition, President Biya and his collaborators have sometimes used intrigue, but mostly force and callous indifference to basic human rights and to democracy. Bloodshed has often been the result of the regime's titanic struggles against freedoms. President Paul Biya is not in a hurry to go and so instead of democratizing Cameroon, he has chosen to Cameroonize democracy, turning electoral fraud into an art. Because of massive fraud during elections and the inability of the opposition to unite, political party leaders have decided to join him who they cannot beat. The book is an x-ray of a regime and the Frankenstein monsters it has created and sustained to thwart democracy. It exposes the corruption, electoral fraud, human rights abuse and cynicism that make politicians believe they can play God in the lives of Cameroonians.

The title comes from a poem in a cycle that embodies the labours of the medieval alchemists - heating and burning, transformation of passionate intensity, the search for an enduring element. In the process malignant doubt is burnt off, and what takes its place is trust in the everyday: 'take this day, here, take it all its clarity, all its gold' - Like all of Metelerkamp's work, these generous poems draw on and weave together, with her distinctive energy and passion, the details of family and rural life, dreams, landscapes and journeys.

Im Jahr 1781 initiierte die Herzogin-Mutter Anna Amalia von Sachsen-Weimar-Eisenach das „Journal von Tiefurth“, eine nur handschriftlich vervielfältigte Zeitschrift, die es bis 1784 auf insgesamt 49 Stück brachte. Der Vortrag von Katharina Mommsen zeigt, daß das Journal keineswegs nur dem musisch-literarischen Zeitvertreib der Weimarer Hofgesellschaft diente, sondern gleichzeitig ein raffiniert konzipiertes Instrument der Kulturpolitik war, mit dem sich Anna Amalia gegen das Pamphlet „De la Littérature Allemande“ ihres Onkels, König Friedrich II. von Preußen, wandte. Beide Erscheinungen, die man gewöhnlich nur als beiläufige Fußnoten zur Literaturgeschichte zur Kenntnis genommen hat, werden durch Detektiv-Philologie in einen schlüssigen politischen Zusammenhang gesetzt, der beiden erst ihre rechte Bedeutung gibt.
The Bay of Diego-Suarez, considered to be one of the finest and largest natural harbours in the world, is located towards the northernmost tip of Madagascar in the Antsiranana province. Despite its historical and current use as a port, much of its convoluted perimeter is still somewhat untouched, harbouring pristine shorelines and subtidal coral reefs. The position of the bay between other regions in which high marine biodiversity has already been revealed suggests that it may also harbour high biodiversity. However, the relatively long coastline and limited connectivity of the bay with the Indian Ocean, in combination with existing anthropogenic activities, potentially make its marine environments susceptible to a range of environmental impacts including sedimentation, nutrification and pollution. The Frontier-Madagascar Marine Research Programme (FMMRP) became involved in conducting marine ecological survey work in the Bay of Diego-Suarez, north Madagascar, in April 2005, having relocated from its previous base at Anakao in southwest Madagascar. The rationale for the survey programme stemmed from the affiliation of the FMMRP with the Malagasy organisations Association Nationale pour la Gestion des Aires Protégées (ANGAP) and Service d’Appui a la Gestion de l’Environnement (SAGE), who were interested in identifying areas of the bay with particularly healthy coral reef systems. Additional environmental interest in the bay has arisen as a result of its proximity to surrounding terrestrial protected areas such as the newly managed Ramena complex, incorporating Orangea and Montagne des Français, and also Montagne d’Ambre. Since its relocation to the Diego-Suarez area, the FMMRP has compiled over two years’ worth of marine ecological data relating to benthic community composition, fish species abundance and population size structure, frequency of algae and invertebrate indicator species, and physical environmental parameters. Thus there exists an extensive dataset for the Bay of Diego-Suarez, from which details of the current condition of its marine habitats can be investigated and a baseline for temporal monitoring can be established. The primary purpose of this report is to signify the initial detailed dissection of the dataset and demonstrate the conclusions that can be made regarding the ecological status of coral reef systems within the bay. This has mostly involved the examination of benthic data, focusing upon variations in percentage cover of substrata and coral community characteristics as useful structural indicators of reef condition. Additionally, the report includes an assessment of the abundance and distribution of sea urchins and their relation to benthic community patterns, as a demonstration of the ability to interrelate different aspect of the FMMRP dataset to enhance the conclusions that can be drawn. Benthic community data were obtained from 380 line intercept transects conducted in different sectors of the Bay of Diego-Suarez between October 2005 and December 2007, representing a combined distance of 7,600 m. Sediment occupied the greatest overall proportion of the benthos (around 38%), especially in the western areas of the bay. Overall mean hard coral cover was around 15%, and tended to co-vary with other ‘hard’ substrata such as rock and rubble. In total, 38 scleractinian coral genera were recorded during survey work, in addition to a number of unidentified genera. The coral communities of the bay were dominated by Acropora and Porites spp., which comprised around 33% and 20% of total recorded hard coral cover, respectively. Hard coral cover and generic diversity appeared to be positively related. These indicators were greatest in the northeast area opposite the mouth of the bay, reaching mean values of around 37% and 6.8 genera, respectively. Here, the hard coral community was dominated by Acropora spp. and comprised a relatively high proportional cover of Galaxea spp. In the northwest of the bay, coral cover was approximately half as great and consisted primarily of species belonging to the genera Porites and Millepora. Habitats in this area were highly similar in terms of their overall coral community composition. Hard coral cover and diversity were generally lower in the southern portion of the bay, especially in more immediate proximity to the population centre of Diego-Suarez (around 2% and 1.5- 5.5 genera, respectively). Coral community composition was considerably more variable than in the northern portion of the bay. v After sediment and ‘hard’ substrata, seagrass formed the next major interplaying component of the benthic environment (around 10% overall proportional cover). The easternmost areas adjacent to the mouth of the bay were characterised by high seagrass cover, whic h reached around 48%. Little or no seagrass was encountered elsewhere, except at one locality in the northwest (around 13% cover). Macroalgae cover was low and less variable, reaching a maximum value of around 10% adjacent to Diego-Suarez. There were no differences between island and mainland sites in terms of overall benthic substratum characteristics, yet soft coral cover was significantly greater amongst island sectors. Sea urchin abundance data were obtained from 498 belt transects conducted between April 2006 and December 2007, representing a total area of 49,800 m2. A total of 6 species were recorded, of which Diadema setosum comprised by far the greatest relative abundance (96%) and observation frequency (55%). The greatest population densities of this species were encountered in the more exposed areas in the west and northwest, reaching around 1.5 m-2, and very few individuals were recorded in the eastern reaches. Data suggest a possible seasonal increase in D. setosum densities, corresponding with an increase in water temperature towards the end of the year. No significant correlation existed between D. setosum population density and coral cover, although these seemed to be inversely related in the central northern area of the bay. There was also no significant correlation with macroalgae cover. However, D. setosum density was positively and negatively associated with rubble and seagrass cover, respectively. There was a lack of a clear pattern amongst sectors with respect to overall benthic community characteristics, let alone between the density of D. setosum and benthic substratum composition. In conclusion, a relatively detailed map of benthic community composition has been produced for the Bay of Diego-Suarez, which shall be useful in elucidating the primary factors determining the condition of marine environments within the bay and developing effective sustainable management strategies. Further analysis, incorporating additional components of the FMMRP dataset, is required in order to further clarify our understanding of the key issues surrounding the current status of these coral reef systems. It is hoped that continued survey work will enable important long-term ecological monitoring of the marine environment of the bay and assessment of the effectiveness of any management initiatives that may be implemented.

When he smiled he had that elusive curve on his lips that reminded her of her husband. She had been unable to resist that curve of the lips even after eight years of marriage. When her husband smiled she had the feeling he was looking down on her in amused condescension. This used to annoy her but she could not resist the charm he exuded. Now here she was an abandoned wife with an estranged son. Her thoughts roved as she watched them, plunging into the past, the present and the future. The girl brought back the past. She wished she could obliterate that past from her life and her son's. In Precipice, Susan Nkwentie Nde, in her first novel, has a way of weaving past intrigues and present emotions to keep all guessing about what will be. She opens up her characters for the reader to enter and inhabit their minds and bodies in a compelling story of love and estrangement, happy accidents, quest and survival.
In K?cracy, Trees in the Storm and Other Poems, Bill Ndi vociferously bemoans the fate of a world in which the good and the evil are intimate bedfellows; a world wherein miscreants proceed with nauseating impunity to trample on innocence. The poet, a widely traveled scholar in Africa, Europe, and the Americas, currently resides in Australia where he is hailed as an Ambassador of the Peace. Informed by his experience as a child of the world - being at home away from home and thinking of home, Bill Ndi serves the reader with a delicious platter of poetic maze which to him is synonymous to the political maze he has known around the world.
Xenophobia is a political discourse. As such, its historical development as well as the conditions of its existence must be elucidated in terms of the practices and prescriptions that structure the field of politics. In South Africa, its history is connected to the manner citizenship has been conceived and fought over during the past fifty years at least. Migrant labour was de-nationalised by the apartheid state, while African nationalism saw it as the very foundation of that oppressive system. However, only those who could show a family connection with the colonial/apartheid formation of South Africa could claim citizenship at liberation. Others were excluded and seen as unjustified claimants to national resources. Xenophobia's current conditions of existence are to be found in the politics of a post-apartheid nationalism were state prescriptions founded on indigeneity have been allowed to dominate uncontested in condition of passive citizenship. The de-politicisation of a population, which had been able to assert its agency during the 1980s, through a discourse of 'human rights' in particular, has contributed to this passivity. State liberal politics have remained largely unchallenged. As in other cases of post-colonial transition in Africa, the hegemony of xenophobic discourse, the book shows, is to be sought in the character of the state consensus. Only a rethinking of citizenship as an active political identity can re-institute political agency and hence begin to provide alternative prescriptions to the political consensus of state-induced exclusion.
This study investigates the experiences of women journalists during the last phase of Namibia's liberation struggle against South African rule. Black or white, women journalists in Namibia made significant contribu-tions to the liberation cause -including the founding of a high-profiled newspaper -whilst others worked for media sympathetic to the apart-heid government. Based on interviews and deploying feminist media theory, Maria Mboono Nghidinwa pays close attention to the gendered power relationships in the newsrooms of newspapers and radio stations at the time. She looks at the intense political intimidations which tar-geted women and, in particular, the constraints experienced by black women journalists.
The book examines the creative industries of Cameroon and Africa and makes bold the cultural triumphant assertion that Africa is home to some of the most diverse cultural patrimony and the most versatile creative professionals. It also discusses indigenous development models and questions the rationale for Eurocentric democratic paradigms which have partly contributed to the demise of a concrete democratic development entitlement in most African countries. Ngwane weaves both the cultural and political strands into a search for a homegrown development web which he calls 'glocalisation'. Ngwane's essays, most of which have animated debate and discourse in national newspapers, online blogs and International journals are lucid in their arguments, poignant in their ideological focus, rich in their non-fiction craftsmanship and urgent in their message delivery. The essays will make good reading for students of Africa studies, Development studies, Politics and Culture.
A re-conceptualisation of the health question and approaches based on the questioning of dominant paradigms are therefore needed to confront the on-going health crisis and put Africa on track for development.

Inuktitut ist eine polysynthetische Sprache und zeichnet sich durch uneingeschränkte morphologische Produktivität und Komplexität aus. Die vorliegende grammatische Skizze richtet ihr Augenmerk vorrangig auf diese synthetischen Prozesse, die sich keineswegs auf lexikalische Produktivität im Sinne einer ‚Wortbildung’ beschränken, sondern weitestgehend grammatisch konfigurierende Prozesse umfassen. Ausführlich behandelt werden auch die Kapazitäten der extrem differenzierten Flexionsparadigmen, insbesondere der Verbalflexion, die vollständige Propositionen konstituiert und durch die allein ein kohärenter Diskurs gewährleistet wird.

Since independence, the government of Botswana has practiced an exclusive language policy in which only English has been used in government circles at the exclusion of all the 26 languages represented in the country, with a limited use of the national language, Setswana. However, in recent years more positive statements have been heard in Parliament, opening up to recognize the use of other languages in education and society. These statements have provided a conducive environment for Non-governmental organizations to develop other languages for use in education and out-of-school literacy. This paper focuses on the work of one such organization. It reports on a project this organization is undertaking to revive the language and culture of the Wayeyi people in North Western, and Central Botswana. It gives findings on attitudes towards Shiyeyi as a language of instruction for literacy and shows how the preference expressed for Shiyeyi has great potential for a literacy program.
This book explores the latent and sometimes overt undercurrents that have shaped the judicial history of Cameroon since the United Nations Trusteeship period. It is an insightful account by a critical observer privileged to serve as Director of Public Prosecutions and a judge in a post-independence context characterized by dual and often conflictual legal systems inspired by French and English colonialism. Justice Nyo'Wakai demonstrates how the conflict of judicial concepts, procedures and usages have led to the Francophone judicial system trying to impose itself on the Anglophone judicial system in Cameroon. Often reduced to toothless bulldogs by new constitutional dispensations informed largely by the French colonial legacy and Francophone realities, Anglophones have bemoaned the independence of the Judiciary identified with their Anglo-Saxon heritage. In the face of such domination and the highhandedness of the Executive, only mature cool headedness and the ability to bend over backwards on the part of Anglophone legal practitioners have contained the explosive situation and allowed for a gradual evolution of the Judicial System in Cameroon.
The case for privatization, whether defined in a broad or narrow sense, has been forcefully made by its advocates against the backdrop of the much advertised poor performances of state-owned enterprises (SOEs) and theoretical arguments relating to the efficiency of private firms over public enterprises. Consequently, privatization and commercialization have been key components of the structural adjustment programmes foisted by the Bretton Woods institutions on Third World countries. Yet, the empirical findings on privatization, especially outside Africa where they exist, do not portray the strategy to be a panacea that works in all circumstances in all branches of economic activity. In spite of this, since the late 1980s, privatization has been stepped up in almost all African countries. And after about two decades of vigorous implementation of privatization programmes in Africa, there is a compelling need for a comprehensive and systematic analysis of various privatization issues, particularly the economic and social impact. This book thus establishes a clear case for a comprehensive and systematic analysis of the impact of privatization in Africa. Specifically, the book provides a state-of-the art review of privatization issues and research questions as a prelude to an in-depth study of the economic and social impact of privatization. In the light of the rich insights brought to bear on the issues, this book should stimulate the interest of researchers, donors and policy makers to undertake or support the follow-up in-depth research envisaged.

New Phycitiplex Porter (Hymenoptera, Ichneumonidae) from Subandean Desert in northwest Argentina

Six new species of Phycitiplex (P. obscurior, P. tricinctus, P. unicinctus, P. peralta, P. trichroma, and P. lepidus) are described from material taken by Malaise trap in a humid ravine at Santa Vera Cruz in the Subandean Desert (Monte) of La Rioja Province (Argentina). These are keyed along with several closely related described species. Except for P. eremnus from central Chile, this genus is known only from the semiarid Chaco and Subandean biogeographic provinces in the northern half of Argentina. The only available host record is of Phycitiplex doddi (Cushman) reared from larvae of Cactoblastis cactorum (Berg), a phycitid moth that attacks prickly pear cacti.

Da der Steinmarder ein nachtaktiver Einzelgänger ist, kreuzt er unseren Weg nur selten. Der hervorragende Kletterer hält sich aber gerne in unseren Dachgeschossen auf, sei es zur Aufzucht von Jungen oder um sich tagsüber zu verstecken. Diese Publikation zeigt die Problematik von Mardern in Siedlungsräumen auf, gibt Lösungsvorschläge und Verhaltensmaßnahmen.

Nach der aktuellen Beschäftigungsprognose für die Region Rhein-Main ist bis Ende 2009 mit stagnierenden Beschäftigtenzahlen zu rechnen. Dies gilt sowohl für die Gesamtbeschäftigung als auch für die sozialversicherungspflichtige Beschäftigung.
Eine dramatische Verschlechterung der Situation auf dem Arbeitsmarkt in der Region ist damit nicht zu erwarten. Dies erscheint angesichts der aktuellen Abschwächung der wirtschaftlichen Aktivität und der immer pessimistischer werdenden Wachstumsprognosen etwas überraschend, steht aber im Einklang mit den Regionalprognosen des Instituts für Arbeitsmarkt und Berufsforschung (IAB). Auch dort wird (für Hessen) für das Jahr 2009 von einer stagnierenden Beschäftigung ausgegangen.
Die tatsächlichen Wirkungen des Abschwungs auf den Arbeits markt hängen jedoch nicht nur von seinem Ausmaß, sondern auch von seiner Dauer ab. Die Betriebe in der Region Rhein-Main, das hat die 2-Jahresprognose gezeigt, gehen nur von einer kurzen Schwächeperiode der Wirtschaft aus, die im Jahr 2010 nach ihrer Einschätzung bereits wieder überwunden sein und sich entsprechend in einer Zunahme der Arbeitskräftenachfrage im Jahr 2010 niederschlagen wird (Prognose für 2010: +0,7%).Es ist hier aber zu berücksichtigen, dass auch die Betriebe ihre Erwartungen unter sehr hohen Unsicherheiten formulieren. Falls sich diese kurzfristig nicht erfüllen, d.h. die Krise doch länger andauert als gegenwärtig erwartet, wird sich dies auch auf dem Arbeitsmarkt in der Region Rhein-Main niederschlagen. Des Weiteren bleibt festzuhalten, dass die Region Rhein-Main ihre kurzfristige Stabilität in den Beschäftigtenzahlen überwiegend einem Sektor, den Dienstleistungen für Unternehmen, zu verdanken hat. Andere wichtige Branchen in der Region, wie das Kreditgewerbe und Versicherungsinstitute oder das Verarbeitende Gewerbe, gehen dagegen für 2009 schon von einem spürbaren Beschäftigungsrückgang aus. Falls sich die negativen Entwicklungen auf den Dienstleistungssektor übertragen, ist auch in der Region Rhein-Main mit einem Beschäftigungseinbruch zu rechnen. Negativ ist des Weiteren die Entwicklung bei den Kleinstbetrieben zu bewerten. Diese haben in den letzten Jahren nicht unerheblich zur Beschäftigungsstabilität bzw. zum Beschäftigungsanstieg der Region Rhein-Main beigetragen. Aktuell zeichnen sie sich jedoch durch die schlechteste Prognose aller Betriebsgrößenklassen aus.

Aufklärung und Verbergung, Enthüllen und Verhüllen bilden hier unauflöslich ineinander verschlungene Vorgänge. ...
Ein Vorläufer dieses bebilderten Bestimmungsbuchs über die Flechten (Lichenes) Madeiras, der Kanaren und Azoren war als Gedächtnisstütze zur Mitnahme bei Exkursionen entstanden und enthielt zunächst nur die Gattungen Parmelia s.lat. und Ramalina. Später hat der Verfasser die Artenzahl erweitert, so dass jetzt Repräsentanten aller auffallenden Flechtengattungen abgebildet sind. Die Information sollte knapp, jedoch so vollständig sein, dass das Werk auch zum Nachbestimmen zu Hause dienen kann. Es ist nicht für Spezialisten oder absolute Anfänger geschrieben.
The Pan-Africanist debate is back on the historical agenda. The stresses and strains in the union of Tanganyika and Zanzibar since its formation some forty years ago are not showing any sign of abating. Meanwhile, imperialism under new forms and labels continues to bedevil the continent in ever-aggressive, if subtle, ways. The political federation of East Africa, which was one of the main spin-offs of the Pan-Africanism of the nationalist period, is reappearing on the political stage, albeit in a distorted form of regional integration. It is in this context that the present study is situated. Backgrounding the major dramas of the union of Tanganyika and Zanzibar this book studies the personalities involved and their politics, and includes an account of the Dodoma CCM conference that toppled President Jumbe. It is also a detailed legal analysis of the union incorporating powerful new material.

Classificatory changes are made for some taxa of New World Melolonthinae based on the examination of specimens (including type specimens) and a reevaluation of some of the characters used to justify previous classification decisions. Blepharotoma angustata (Blanchard) (new combination) is transferred from the genus Aplodema Blanchard. The Neotropical members of the genus Heteronyx Guérin-Méneville are transferred to the genus Blepharotoma resulting in the following new combinations: Blepharotoma boliviana (Moser), Blepharotoma corumbana (Moser), Blepharotoma cuyabana (Moser), Blepharotoma heynei (Moser), and Blepharotoma schencklingi (Moser). The genus Blepharotoma is transferred from the tribe Liparetrini to the tribe Sericoidini. The genus Aplodema and the junior synonym Haplodema Harold are transferred from the tribe Liparetrini to the tribe Sericoidini and synonymized with the genus Sericoides Guérin-Méneville. Sericoides magellanica (Blanchard) (new combination) is transferred from the genus Aplodema and placed as a senior synonym of Apterodema acuticollis Fairmaire (new synonymy). Ampliodactylus (new genus) is described for two southern South American species: Ampliodactylus marmoratus (Curtis) (new combination) and Ampliodactylus vestitus (Philippi) (new combination). The genus Chremastodus Solier is placed in synonymy with the genus Macrodactylus Dejean (Macrodactylini) and Chremastodus pubescens Solier is placed as a junior synonym of Macrodactylus chilensis Solier (new synonymy). Macrodactylus crassipes Philippi and Macrodactylus nigrinus Philippi are placed as junior synonyms of Macrodactylus farinosus Philippi (new synonymies). The genus Astaenosiagum Martínez is placed in synonymy with the genus Pristerophora Harold (Macrodactylini). Pristerophora longipes (Philippi) (new combination) is transferred from the genus Astaenosiagum and Schizochelus ursulus Philippi is placed as a junior synonym of this species (new synonymy). Pristerophora paulseni (new species) is described. Pristerophora picipennis (Solier) is placed as a senior synonym of Schizochelus breviventris Philippi (new synonymy) and Schizochelus serratus Philippi (new synonymy). Pusiodactylus (new genus) is described for two southern South American species: Pusiodactylus mondacai (new species) and Pusiodactylus flavipennis (Philippi) (new combination). The genus Paulosawaya Martínez and D'Andretta is placed in synonymy with the genus Clavipalpus Laporte (Macrodactylini) resulting in the new combination Clavipalpus ornatissima (Martínez and D'Andretta). The following replacement names are proposed for three junior secondary homonyms the genus Plectris LePeletier and Serville: Plectris evansi (new name) for Plectris cinerascens Moser (junior secondary homonym of Plectris cinerascens (Blanchard)), Plectris katovichi (new name) for Plectris bonariensis Frey (junior secondary homonym of Plectris bonariensis (Bruch)), and Plectris tacoma (new name) for Plectris comata (Blanchard) (junior secondary homonym of Plectris comata (Blanchard)).

Mit Interesse habe ich den "Spiegel" Nr. 39/08 gelesen und war besonders angetan vom Beitrag "Goethes allmächtige Fee" über Ghibellino sowie dessen Interview. 2003 war sein inzwischen so gelesenes wie umstrittenes Buch "Goethe und Anna Amalia - Eine verbotene Liebe?" erschienen (3. Aufl., Weimar 2007); die akademische Wissenschaft, besonders die wie immer weltfremden Weimarer jener Institute mit den stets wechselnden Namen, protestierte. Ulrike Krenzlin wertet Ghibellinos Buch in den "Weimarer Beiträgen" 4/2007 als zumindest debattenwürdig und ernstzunehmend. So denke ich auch. Sehr ernst sogar!...
