Women?s contributions against apartheid under the auspices of the Namibian liberation movement SWAPO and their personal experiences in exile take center stage in this study. Male and female leadership structures in exile are analysed whilst the sexual politics in the refugee camps and the public imagery of female representation in SWAPO?s nationalism receive special attention. The party?s public pronouncements of women empowerment and gender equality are compared to the actual implementations of gender politics during and after the liberation struggle.
This book is a comprehensive appraisal of the political history of Nigeria since colonisation, with emphasis on political parties. The author argues that party coalitions in Nigeria can be explained by the factors of heterogeneity as well as the political systems the country has experimented with. He asserts the influence of the institution of the presidency in the current trend towards a two-party system.
Cameroon's Predicaments

This book deals with a variety of socio-cultural, economic and political problems facing Cameroon and the rest of Africa, with particular reference to unemployment, corruption, poverty, criminality, violence, insecurity, and moral decadence. It presents a critical analysis of government policies from the colonial era to the present time; arguing that most of these policies have been stalled by an uncommitted leadership. The regime in Cameroon has drifted away from basic managerial and democratic principles in in favour of the ethnicisation of politics, sterile consumption, clientelism and patronage. The book contends that corruption has become the main instrument of governance whereby the political and economic elites control the wealth of the nation at the expense of a majority who wallow in abject poverty and misery. Faced with the difficult economic and political situation, most youth and the intelligentsia have adopted ?official and ?unofficial? means to circumvent all immigration rules to travel to affluent Western countries, the consequences notwithstanding. Brain drain is often the outcome. Further, it examines issues of social exclusion, political representation and marginalization with special focus on the predicament of Anglophone Cameroonians as a socio-cultural community. The inclusion of examples and case studies based on empirical and secondary data from Africa is intended to foreground the importance of comparison, and attract the interest of both academic and non-academic readership.

Trends in Nollywood: A Study of Selected Genres is a welcome addition to the growing body of works on the Nigerian cinema. It is part film history and part film theory and criticism. The history part traces the origin of the Nigerian cinema up to the present era of video productions. The work examines in detail, the contextual issues which have helped to define emergent trends within the industry.
Feathers in Reverse

Feathers in Reverse is the ideal gift for a loved one who is scared of poetry. It engages and immerses readers with the luring subtlety of a serpent. The goal of Perspectives on Student Affairs in South Africa is to generate interest in student affairs in South Africa. The papers contained herein are based on best practice, local experience and well-researched international and local theories. The papers in this book deal with matters pertaining to international and national trends in student affairs: academic development, access and retention, counselling, and material support for students coming from disadvantaged backgrounds. They are linked to national and international developments, as described in the first two papers. This publication will assist both young and experienced practitioners as they grow into their task of developing the students entrusted to them. All contributors are South Africans with a great deal of experience in student affairs, and all are committed to the advancement of student affairs in South Africa. The editors are former heads of student affairs portfolios at two leading South African universities.

Reading through the Charcoal Industry in Ethiopia : Production, Marketing, Consumption and Impact

Studies in many African countries show that charcoal making is among the primary drivers of deforestation and subsequent land degradation. In the case of Ethiopia, charcoal is produced from state-owned (public) forests and woodlands. There is little regulatory intervention from the government side. Moreover, production is more traditional and the producers have little idea that charcoal can be produced efficiently with modern technologies. Although charcoal meets significant portion of urban households' energy needs in the country, and also support the livelihood of tens of thousands of rural households, it hardly attracted the attention of policy makers and development agents. A good majority of urban population who use charcoal on regular basis doesn't seem to know how charcoal is made, from where it comes, and its adverse environmental impacts. In cognizant of the potential environmental impact of charcoal production and marketing in the country, FSS commissioned this study with the objective to understand the environmental, social and economic implications of charcoal production, marketing and consumption in Ethiopia with aim to generate/increase awareness among the general public and incite a policy debate among concerned key stakeholders.
A concern for social regeneration stands as the factor that animates Soyinka's life-long involvement in social and political activism, leading to hid incarceration for two years during the civil war, and his having to flee into exile during the period of Sani Abacha's dictatorship. Soyinka expresses this same concern for social regeneration in his writings, using difference metaphors. The focus of this work lies in the exploration of the articulations of social regeneration in the works of Wole Soyinka. The first past focuses on the dramatic works, and the argument of the author is that the metaphor adopted by Africa's foremost playwright in articulating his vision of social regeneration is that of ritual. Attention shifts in part two to Soyinka's two novels; and here, Bello goes to the roots of Yoruba metaphysics to fetch a metaphor which describes a creature with contradictory personality; which at once is committed to the regeneration of the social order while at the same time retaining a vindictive, vengeful nature.
Zunächst wäre zu klären, wo der Begriff "Graphic Novel" herkommt, welche Funktion er in einer groß angelegten Imagekampagne für den Comic hat und welche Kritik man an ihm üben kann. Dies geschieht anhand von ausgewählten Beispielen aus dem aktuellen Diskurs über "Graphic Novels", wie er von Comicschaffenden, Comicverlagen, VertreterInnen des Buchhandels und dem Feuilleton geführt und von der Comicforschung reflektiert wird. Vor allem soll in diesem Aufsatz jedoch der Versuch unternommen werden, den Begriff Graphic Novel, der nun einmal unleugbar da ist und eine gewisse Popularität genießt, probeweise einmal ernstzunehmen, statt bloß seine Schwächen zu kritisieren und ihn abzulehnen. Es kann ausnahmsweise durchaus produktiv sein, sich zu fragen, wie der möglicherweise leere Begriff sinnvoll gefüllt werden kann.
The birth of a new nation is an exciting time. Mick Bond spent the years 1962-73 as a District Officer and a District Commissioner, actively participating in the demise of the colonial regime and then as a civil servant in independent Zambia. This detailed account of his life and work includes the daily routine of a colonial officer, his personal experiences of the 1964 Lumpa conflict and his involvement in the elections of 1962, 1964, and 1968.
Im Rahmen einer Zusammenarbeit zwischen der Thüringer Landesanstalt für Umwelt und Geologie und der Goethe-Universität Frankfurt fand in Kooperation mit dem Deutschen Wetterdienst (DWD) eine umfassende Studie zum konvektiven Unwetterpotential über Thüringen statt. Unwetterereignisse, die durch konvektive Prozesse in der Atmosphäre verursacht werden, besitzen ein nicht unerhebliches Schadenspotential, obwohl sie oftmals eine räumlich eng begrenzte Ausdehnung aufweisen. Aufgrund ihrer Charakteristik ist sowohl die Vorhersage solcher Ereignisse, als auch eine vollständige, systematische Erfassung für eine detaillierte Auswertung längerer Zeitreihen noch immer eine Herausforderung. Zusätzliches Interesse besteht in der Abschätzung der durch den Klimawandel abhängigen Entwicklung des zukünftigen Gefährdungspotentials konvektiver Unwetter. Für eine gezielte Untersuchung des Themenkomplexes ist eine Vielzahl unterschiedlicher Daten und Methoden verwendet worden. Mit Hilfe von Fernerkundungsdatensätzen wird ein räumlich differenziertes Gefährdungspotential über Thüringen nachgewiesen. Bedingt durch das Relief ist das Auftreten von Konvektion am häufigsten und intensivsten über dem südlichen Thüringer Wald und dessen Ostrand zu beobachten, während Nordthüringen eine deutlich geringere Aktivität solcher Unwetterereignisse aufweist. Eine Abschätzung mittels globaler Klimamodelle und daraus abgeleiteten Wetterlagen zeigt unter Berücksichtigung des RCP8.5 Klimaszenarios für die nahe Zukunft (2016-2045) eine Zunahme des Gefährdungspotentials durch konvektive Unwetter. Aufgrund des Anstiegs feuchter Wetterlagen (49 % auf 82 %) erhöht sich die Zunahme der Gefährdung für den Zeitraum 2071-2100 noch deutlicher. Im Vergleich zu diesem statistischen Ansatz nimmt die projizierte Gefährdung durch extreme Ereignisse erheblich zu (Faktor 6), wenn die Ergebnisse expliziter Simulationen konvektiver Ereignisse mit einem regionalen Klimamodell (mit horizontaler Gitterdistanz von 1 km) und eine Zunahme der Tage mit konvektiven Extremereignissen berücksichtigt werden. Ein Anstieg der Gefährdung durch konvektive Unwetter in der Zukunft ist wahrscheinlich. Eine Quantifizierung bleibt jedoch unsicher.
Conviviality in Bellville: An Ethnography of Space, Place, Mobility and Being in Urban South Africa

This book provides insight into the experiences of mobility and migration in contemporary South Africa, contributing to a field of literature about multiculturalism and urban public space in globalizing cities. It takes into consideration the greater international political and local socio-economic factors that drive migration, relationships and conviviality, and how they are intertwined in the everyday narrative of 'insiders' and 'outsiders'. The Bellville central business district demonstrates the realities of interconnected local and global hierarchies of citizenship and belonging and how they emerge in a world of accelerated mobility. The book further demonstrates how the emergence of conviviality in everyday public life represents a critical field for contemplating contemporary notions of human rights, citizenship and belonging.
Girl on the Edge: A Memoir

The Last to Leave

The Last to Leave is Margaret Clough's second collection of poetry. These poems follow on from her first extremely popular collection, At Least the Duck Survived (2011) in that the light, warm-hearted tone continues as does Clough's engagement with aging and mortality. These poems are a tonic and leave the reader feeling refreshed, saddened and better off. Clough has participated in The Franschoek Literary Festival, and has been invited to a number of reading engagements in the Western Cape, including the McGregor Poetry Festival. Her books sell out every time she reads.
This report focuses on the chronology and geography of collective violence against migrant entrepreneurs since South Africa's first democratic elections in 1994. The overall aim of the research was to document and create a chronological account of attacks on migrant businesses, to categorise the types and frequency of attacks and to map the locations where such events occurred.

Esiaba Irobi (1960-2010) was one of Africa's most innovative and productive younger playwrights. Deeply rooted in the indigenous performance traditions of his Igbo ethnic group, Irobi's drama, in the tradition of Wole Soyinka, is a hybrid production involving an iconoclastic reconceptualisation of the heritage he appropriates, its fascinating conflation with other performance traditions, and their projection onto the arena of contemporary Nigerian politics. This study by Isidore Diala is the first book-length examination of Irobi's work. It portrays a highly creative individual who was literally driven by the creative urge. The five chapters of this study illuminate different aspects of Irobi's oeuvre and include a vivid portrayal of Irobi the actor in his dream role of Elesin Oba, the eponymous King's Horseman in Wole Soyinka's drama. Diala highlight's Irobi's fascination for African festivals, which feature prominently in the earlier plays.He also demonstrates that although he is rooted in his Igbo culture, Irobi draws on different ethnic groups, pointing to conceptions of pan-Africanism that include the wAfrican diaspora.
In the 1980s, the University of Cape Town s social anthropology department was predominantly oriented by an expos style of critical scholarship. The enemy was the apartheid state, the ethical imperative was clear and a combative metaphor for doing research motivated the department. Andrew David Spiegel, known affectionately as Mugsy by his students and colleagues, has been a central, if understated, figure of this history and helped to frame the theoretical charge of a generation of students looking to counter apartheid from inside . In a series of interviews between the senior professor and one of his students Jessica Dickson Spiegel offers a unique perspective from the centre of anthropology s recent history in South Africa.
Taking the history of trade and of traders as its subject matter, this book offers the first economic history of northern Namibia during the twentieth century. It traces Namibia's way from a rural, largely self-relying society into a globalised economy of consumption. This transformation built on colonial economic activities, but it was crucially shaped by local traders, a new social elite emerging during the 1950s and 1960s. Becoming a trader was one of the few possibilities for black Namibians to gain monetary income at home. It was a pathway out of migrant labour, to new status in the local society and often to prosperity. Politically, most traders occupied a middle ground: content of their own social position, but intent on political emancipation from colonial rule. Economically, their energy and business acumen transformed northern Namibia into an increasingly urban consumer society. The development path they chose, however, depended too much on the colonial reserve economy to remain sustainable after 1990. Their legacy still shapes spatial and social structures in northern Namibia, but most traders' businesses have today closed down. By telling the history of the rise and decline of traders and trade in northern Namibia, this book is thus also a reflection on the conundrums of economic development under conditions of structural inequality.

Emmanuel Fru Doh, a native of Cameroon, holds a Ph.D. from the University of Ibadan, Ibadan, Nigeria. He taught at the University of Yaounde (E.N.S. Bambili) for almost a decade-the 90s-before leaving for the US. He then had a brief stint as an Adjunct Professor at the University of Minnesota before settling into the Department of English at Century, a College within the Minnesota State Colleges and Universities (MnSCU) System. Poet, novelist, social and literary critic, Emmanuel Fru Doh is the author of Nomads: The Memoir of a Southern Cameroonian.
On March 8, 2007, one of Cameroon's foremost scholars died in a ghastly traffic accident barely hours after launching his most forthright and acerbic collection of poems: Disgrace: Autobiographical Narcissus. Dr. Bate Besong was a social activist, a critic, troubadour, and playwright; an avant-garde, steeped in the tradition of the absurd, who fought against the corrupt system of governance that transmuted Cameroonians into a comatose and apathetic citizenry neutered by fear engendered by the workings of an existing Gestapo. For the first time, Emmanuel Fru Doh has gone beyond an analysis of Besong's plays into giving an in-depth appraisal of his poems which have, for a long time, held back critics because of their opacity. Der vollständige Titel der vorliegenden Arbeit lautet: Sprachwandel in Chur: 'Aufnahmen des Sprachatlasses der deutschen Schweiz (SDS) konfrontiert mit der Mundart von heute'. Entsprechend dieses Programmes sollen folgende Fragen beantwortet werden:
o Was für Aenderungen können wir in der Churer Mundart ausmachen?
o In welche Richtung gehen diese Aenderungen? Lassen sich Tendenzen ausmachen?
o Welche Einflüsse führten zu den festgestellten Veränderungen?
Es ist klar, dass im Rahmen dieser Arbeit nur ein Teil allen Sprachwandels in Chur festgehalten werden konnte. Es ist aber durchaus möglich, anhand der erfassen Veränderungen Schlüsse zu ziehen, die sich auch auf die Mundart von Chur überhaupt übertragen lassen.
Schwerpunktmässig wurden für diese Arbeit Vokalismus und morphologisch-syntaktische Probleme bevorzugt behandelt. Für Konsonantismus eignet sich die Form der schriftlichen Umfrage wenig (Vgl. Kap.l.3.). Der Wandel im mundartlichen Wortschatz ist zu gross, als dass er auch nur annähernd vollständig behandelt werden könnte. Und Stiefkinder mussten auch satzmelodische und rhythmische Probleme bleiben. Dafür wurden anhand ausgesuchter Beispiele Phänomene erfasst, bei welchen der SDS nicht als Grundlage dienen konnte.
Wichtig ist für diese Arbeit, dass mit "der Mundart von heute" auch wirklich heutige Mundart erfasst wurde. Es sollte also keineswegs eine "richtige" Churer Mundart rekonstruiert (auch wenn dies mit den Verweisen auf die SDS-Karten implizit natürlich gemacht worden ist), sondern vielmehr mit den Aussagen der Gewährspersonen (Gwp) gearbeitet werden. In diesem Sinne kann Sekundärliteratur Erhellung bringen, soll aber nicht Untersuchungsgegenstand sein.
Nachdem ich meine Lizentiatsarbeit [..] abgeschlossen hatte, fragte mich Prof. Ebneter an, ob ich bereit wäre, mit dem gleichen Transkritionssystem auch eine Umfrage zu diversen Verbalformen in Graubünden zu erstellen. […] Von Prof. Ebneter bekam ich eine Liste mit den gewünschten Verbformen. Ich habe zu diesen je einen Satz konstruiert, der den Gewährspersonen vorgelegt wurde. Einmal hatten die Informantinnen und Informanten die Verbformen mit vorangestelltem Subjektpronomen und einmal mit Inversion aus der standardsprachliche Vorlage in der 1. Person Singular zu übersetzen. In der Folge habe ich dann das ganze Paradigma abgefragt.
Die Resultate meiner Erhebung sind teilweise in die Verbalmorphologie des Abschlussbandes zum Forschungsprojekt "Deutsch und Romanisch am Hinterrhein" eingeflossen. Insgesamt aber sind die Verbformen noch nie integral veröffentlicht worden. Eine eigenständige gedruckte Publikation verlangte wohl auch einen Kommentar zu den Paradigmen. Mit der Möglichkeit, Texte auch digital zu publizieren, hat sich allerdings eine neue Verbreitungsform ergeben, die es erlaubt, auch "Materialien" zu veröffentlichen, die vielleicht anderen wissenschaftlich Arbeitenden nützlich sein können. Im Zeichen des zum Teil rapiden Sprachwandels gerade in der Verbalmorphologie stellen die 1988 erfassten Verbparadigmen aber auch ein Brückendokument dar, das spannende Vergleiche zwischen den Aussagen früherer Forschungen und aktuellen Daten zulässt.

Tiger in an African palace collects eight essays about kinship and belonging that Richard Fardon wrote to complement his monographs on West Africa. Busi is pregnant with Parks' baby. Her granny is sick, there is no money for food, and her mother is still in Jozi. Her friends are supportive, but they don't understand how lonely it feels to be pregnant while they are out partying. She knows she should forget Parks, but she can't. In the 1960s and 1970s, Third World governments prescribed and imposed a certain kind of journalism variously called 'objective' journalism or 'development journalism'. They understood this as journalism restricted to reporting 'facts' as dished out by their propagandists and did not tolerate the questioning of government policy. By 'development journalism', they meant the mere reporting of government efforts to provide services, amenities and infrastructures and the singing of praises anytime a bridge was inaugurated, irrespective of whether it was well-built or whether the contract to build was awarded according to the norms of transparency and probity. This one-sided journalism was prevalent especially in state-owned media and media practitioners in the few private news publications that existed who did not toe the line were subjected to constant harassment and incarceration. However, with the coming of well-trained journalism graduates into the scene in the 1970s and the advent of global liberalization in the late 1980s and 1990s, daring journalists like Sam-Nuvala Fonkem thought it was time to take the bull by the horn and start taking a more critical look at government pronouncements, matching policy statements with real action in the field; in short, moving from 'objective' journalism to interpretative and investigative journalism. This collection of Sam-Nuvala Fonkem's writings is a sampling of the fruit of that new spirit to dare where angels hitherto feared to tread, to hold public officials to account and to expose the falsehood cached behind the political masquerade of the ruling class.
Building on Fossungu's earlier works, and essentially providing Africa with original, critical, and multi-level analyses of the trio of globalization, democracy, and national determination, this book theorizes that African states have to unite in order to have any impact in the global economy. Using the failure of the Cameroon Goodwill Association of Montreal (CGAM) as a case study, the book urges Africans to make hard choices and avoid politickerization and midnight politics in favour of fossungupalogy (that is, the science of straightforwardness, necessitating the fearless looking at truth straight in the eye). The questions of the book are many but do all boil down to whether or not Africans fear the truth and do not therefore do politics. It is amazing that Africans in the West live in societies where fierce political competitors do embrace each other after one has defeated the other; but they are incapable of looking their so-called friends in the eye and saying, for example: 'Man, I think you've totally gotten it wrong this time.' Such comportment defines politickerization or negative competition. While attempting some possible responses to the numerous queries it raises, this book basically proffers the science of Four-Eyesism as a discipline that all African schools need to institute and make a compulsory subject: if the vandalized continent would have to be awakened to its realities. This book is rich in Fossungu's dazzling capacity to invent, define and use a multitude of new terminological constructs informed by African experiences.
Einar Schleef zählt zu den herausragendsten Theaterregisseuren der 1990er Jahre. Seine Theaterstücke polarisierten, waren unbequem und verlangten den Zuschauern ein Höchstmaß an Konzentration ab. Er wurde gefeiert und verflucht gleichermaßen. Weniger bekannt war allerdings, dass er sich auch als Schriftsteller betätigte und auch hier ausufernd und kompromisslos war. Erst nach seinem Tod 2001 rückten zunehmend seine epischen Werke in das Bewusstsein eines breiteren Publikums. Einar Schleefs "halbdokumentarische[r] Familien- oder Heimatroman" Gertrud, geschrieben in den Jahren nach seiner "Republikflucht" 1976, ist der schier endlose, auf nahezu tausend Seiten ausgebreitete Erinnerungsstrom einer alten, in Sangerhausen geborenen und dort lebenden Frau, Gertrud (Trude) Schleef, geborene Hoffmann. Sie ist die Mutter des Autors, die (durch das Sprachrohr Schleef) in einem ständigen Wechsel von Monologen, Briefen, Tagebuchnotizen ihr Leben erzählt. Als der erste Band gedruckt vor ihm liegt, schreibt Schleef in sein Tagebuch: "Mutter, ich habe dir eine Pyramide errichtet, einfach Schotter übereinander. Für eine Deutsche Familientragödie."
Der doppeldeutige Einsatz von Gegenständlichkeit kann als exemplarisch für das filmische Erzählen David Lynchs gelten, das auf geradezu unheimliche Weise zwischen dinglicher Konkretion, alptraumhafter Irrealität und medialer Selbstbezüglichkeit schwebt - eine komplexe Konstellation, die gern auf psychoanalytische Theoreme oder selbstreflexive Muster reduziert wird, ohne die widerständig-zweideutige Rolle der Gegenstände zu beachten: Sie beharren einerseits als dingliche Körper unabweislich auf der Tatsächlichkeit der erzählten Geschichte, verweisen aber zugleich auf den medialen Rahmen des Vorgestellten und mithin auf seine Fiktionalität. Dieser Verweis auf den äußeren Darstellungsapparat führt bei Lynch aber nicht zu einem Auseinanderbrechen der dargestellten Welt, sondern kann geradezu verbindende, Kohärenz bildende Wirkung haben. "Gegenständliches Erzählen" wäre hier folglich zugleich anschaulich-konkret (stellt eine gegenständliche Welt vor) und selbstbezüglich, ohne abstrakt zu sein (es verkörpert den Prozess des Erzählens in Gegenständen der erzählten Welt). In diesem Sinn wäre "gegenständliches Erzählen" zunächst als eine narratologische Strategie und charakteristische écriture zu verstehen. Sie soll im Folgenden nach den zwei Seiten Schriftlichkeit und Anschaulichkeit untersucht werden.
This book is an ethnographic study of a group of migrants in Cape Town from Malawi, Zimbabwe and South Africa. It seeks to understand how migrants overcome structural exclusion by forming and maintaining convivial relationships through the Bay Community Church and how this is facilitated by Information and Communication Technologies (ICTs). The book argues that ICTs are implicated in the negotiation of conviviality. ICTs allow for a negotiation of intimacy and distance; although their functions may facilitate more contact than is desired or further distance those already separated physically. This book interrogates the strict division between 'insiders' and 'outsiders' and highlights that migrants are able to sustain multiple networks and relationships, linking their home and host countries. Despite increasingly strict border control and animosity from host communities, migrants are able to overcome imposed identities such as 'outsider'. They do so by using ICTs such as cell phones and Facebook to emphasise their Christian identity, which is one of the main factors for inclusion in church-based networks. Membership with a mixed denominational church such as the Bay further challenges the notion that migrants stick to themselves. Inclusive communities such as the Bay and everyday desires for conviviality evoke the need to reconsider policies too narrowly articulated around the dichotomisation of 'foreigners' and 'nationals', 'home' and 'away', 'us' and 'them'.

Kpewi Durorp is the third attempt at bringing Durorp into the public domain, and is a more detailed introduction to the language. It contains sixteen chapters which address important elements of grammar, with some including mini bilingual dictionaries, with words organised not alphabetically but thematically, with the singular aim of facilitating learning and easy acquisition of the language. Durorp is an interesting and linguistically distinct semi-Bantu or Bantoid language spoken by a minority group of people known as Bororp or people of the Kororp ethnic group. A part of this ethnic group inhabits the Southwestern part of Cameroon while the other occupies the Southeastern tip of Nigeria. A minority group, Kororp has continued to suffer not only cultural and socio-economic shrinkage but also linguistic marginalisation characterised by an obvious erosion of some key elements of the language. Like any other language, however, Durorp has borrowings from languages such as Efik, Ejagham, and even English. There is a Durorp-English Dictionary to facilitate the development of Durorp vocabulary (Langaa, 2013).

Faith conversion experiences are first of all personal before being universal. While biblical history records relatively few conversion encounters as dramatic and as explosive as Saint Paul's on the road to Damascus, it is not rare for individuals in the throes of a religious conversion to fall prey to intensely agonizing confusion. Die 'Schöne Seele' ist die Erzählerfigur des VI. Buchs von Goethes Roman "Wilhelm Meisters Lehrjahre". Ihr Leben erscheint dem Leser als eine Hinführung zu frei gewählter Ehelosigkeit und religiöser Askese; sie kündigt nämlich ihre Verlobung mit Narciß auf, dem Anschein nach wegen der damit verbundenen, vom wahren Verhältnis zu Gott ablenkenden Formen gesellschaftlicher Unterhaltung, wird Stiftsdame und Anhängerin des zeitgenössisch verbreiteten Pietismus in seiner Hallenser wie dann schließlich auch seiner Zinzendorfischen Form. Der Name "Schöne Seele" ist ihr von ihren jungen Verwandten zugedacht, weil sie ihren Verzicht angeblich nicht als Verlust erleidet, sondern als Moment glücklicher Selbstvervollkommnung.
Kawa zeigt, daß diese bislang vorherrschende Lesart den Chakakter der 'Bekenntnisse' als Dokument der (fiktiven) Romanempirie übersieht. Damit stehe dieser Text nämlich in einem vielseitigen Konfliktfeld, in dessen Kontext es seine spezifische Gestalt erst erhalte; er sei sowohl von der Verfasserin selbst wie von den Propagatoren des Manuskripts, also den Mitgliedern der 'Turmgesellschaft', entsprechend gekürzt und geschönt worden. Die schließlich an den Lesrer tradierte Fassung sei hinsichtlich ihres Wahrheitsgehalts fragwürdig und gebe nur bei gründlicher philologischer Bemühung den Blick darauf frei, daß Phyllis, wie sich die ansonsten namenlose Hauptgestalt gelegentlich nennt, sich der maitressenhaften Beziehung mit ihrem fürstlichen 'Mentor' und 'Oheim' zu entziehen versucht, dabei aber nicht die Unterstützung ihres Verlobten und nur teilweise die ihrer Familie erhält. Ihrem Verlobten sei nämlich für die Zweckehe und damit für die äußerliche Legitimation des Oheims, der auf diese Weise ungestört sein Verhältnis zu seiner Nichte fortsetzen wolle, eine außergewöhnliche Karriere als Kompensation versprochen worden.
Nach dem Zerwürfnis mit Narciß führt Phyllis aber noch ein langes, mit zahlreichen erotischen Affairen durchsetztes Leben, das bei entsprechend scharfsinnig ausgerichteter Lektüre auch in allen anderen Büchern des Romans und selbst noch in "Wilhelm Meisters Lehrjahre" auf wie immer versteckte Weise in unterschiedlichsten Auftritten faßbar wird. Der Leser muß zum Zwecke der Einsicht in diese Handlungs-Stationen verborgene genalogische Zusammenhänge beim Figurenensemble auflösen und eine Person identifizieren, die im Roman unter mehreren Namen und Bezeichnungen auftritt.
Hingewiesen wird am Ende auf den Umstand, daß die Schreiberin sich dabei zunehmend von der Nicht-Existenz der Erbsünde und von einem künftigen Sündenerlaß überzeuge, wie er mit dem Theologem der "Herwiederbringung der Dinge" in der Gnosis (z.B. bei Origenes) verbunden ist und im radikalen Pietismus (z.B. bei Klopstock) wiederbelebt wird. Dieser Aspekt der prognostizierten 'Rettung', der erst noch bearbeitet werden muß, verknüpft das Schicksal der "Schönen Seele" eng mit dem Schluß von 'Faust II'.

This publication is the result of a baseline study of the state of the higher education systems in the five Portuguese speaking countries in Africa (PALOP): Angola, Cape Verde, Guinea-Bissau, Mozambique and Sao Tome and Principe. The project was undertaken by an African international expert in the field of higher education studies and was fully sponsored and supported by the Association for the Development of Education in Africa (ADEA). The report offers a historical overview of the development of higher education in PALOP from colonial times to the present. The main objective of this baseline study is to map the landscape and dynamics of change in the higher education systems of PALOP countries. It focuses on describing the latest developments of trends of expansion, financing, governance and policy reforms closely linked to the development of higher education systems in these countries. Furthermore, the study will facilitate an informed debate and the dissemination of knowledge on the role of higher education for development in Africa.

The history of people with disabilities has been dominated by their isolation and exclusion. The long fight towards inclusion - and inclusive education in particular - started not many years ago. Most were powerless to control their own destiny. Their participation in society has been the object of other's actions. In many countries their disability policies have a substantial element of protection and charity but not the right to equalisation of opportunities. This book highlights the process of change that is underway internationally. The equalisation of opportunities requires new processes through which the various systems of society such as health services and education are delivered. It means the right for people with disabilities to remain in their communities and to receive the schooling and social supports they need within the ordinary structures available in local communities. Strong advocacy is needed for this to happen. In particular parents need to be empowered, communities mobilised and professionals trained in new ways of working: hence this book. Drawing on experiences in Africa, the book describes the issues to be considered when it comes to implementing inclusive strategies: the processes to be followed and the roles of different sectors, such as people with disabilities, parents, policy makers, educationalists, health and community development professionals and crucially, society at large.

The future of the country in Searching for Bate Besong is compromised by irresponsible leadership, falsehoods, blind tyranny, waste, and lawlessness. Visionaries like Dockinta (a literary incarnation of Bate Besong, one of Cameroon's most fiery and revolutionary authors) who try to question or expose the status-quo are incarcerated and tortured by the brute forces of dictatorship. It however only needs the strong will and audacity, the messianic self-sacrifice and determination (which are the values Dockinta incarnates), to expose, ridicule and destroy power drunkenness. This play is sine qua non to searching for the collective memory of a community marginalized and subjugated by successive regimes of exploitation and repression. It promises the rediscovery of the dignity and destiny of an active volcano wrongfully rendered docile. The Search will liberate a people who agonized from the whips by the Germans, the hypocrisy of the British, the outright exploitation of the French and the eternal domination of La Republique du Cameroun. The search will culminate in liberating not only Cameroonians, but Africa from corruption, nepotism, tribalism, organized crime, wars and the abuse of basic human rights and freedoms.
This is the first English edition of Tamara Mcheidze's monograph on the spiders of Georgia (Mcheidze 1997; in alternative transliteration: Mkheidze 1997), containing taxonomic, faunistic and ecological information on 362 spider species recorded by T. Mcheidze in Georgia between the 1920s and 1992. The English edition resembles the original text, with a preface, taxonomic comments and a part with supplementary information on the locations, a location map and an index provided by the editor.

This is a book about the Tonga of Northern Malawi, sometimes called the Lakeshore Tonga to distinguish them from other ethnic groups with the same name further west in Central Africa. The Lakeshore Tonga were the first ethnic group to identify themselves with the Christian faith. The purpose of the research was to investigate the use of Tonga myths, folktales, proverbs and rituals for their role in Moral Education and assess and evaluate their contribution towards value formation for the youth. Each chapter in the book aims to discuss some ideas in the anthropology of religion and to illustrate them with specific case studies formed primarily through conversation with friends, both young and old, over some years.

The Kenyan population is highly concentrated in urban centres, leading to increased social, economic and environmental strains, with a significant percentage of urban dwellers living in sprawling slums. Urban development is increasingly a major focus, especially in the fight against urban sustainability problems. There is little practical orientation in the academic literature for the growing gap between the rich and poor. Current literature is enormously concerned with resource use and environmental pressures, paying scant attention to the nexus between urban sustainability and empowerment of the urban poor. This book initiates debates on the segment of urban population often referred to as 'the bottom of the pyramid (BOP)', by analysing the microfinance innovation following evaluation of the impacts of access to microfinance and financial training and the implications to urban sustainability in Kenya. The main conclusion reached is that microfinance has an instrumental role to play in promoting sustainable urban development as it supports social welfare improvement and increases the livelihood of participants, business development and urban sustainability to a certain extent, thereby empowering the urban poor in contributing to poverty alleviation.

This annotated bibliography provides a summary of scholarly work on children and youth in Africa published between 2001 and 2011. It draws from journal articles, monographs, and book chapters. This rich resource for scholars presents publications with a wide range of approaches to child and youth studies. Some scholars question certain views of children especially when it comes to their own agency and full participation in socioeconomic production at the household level. The idea that children are vulnerable social subjects is the predominant view that shaped much of the research reported on in this volume. Western restrictions, on specific age limits, that govern children's participation in work or labour, whether paid or not, and the subsequent rights that go along with them are often not easily translatable to many African contexts. This creates a kind of separation between African and Western scholars in their study and understanding of children. The overwhelming focus of research published on HIV/AIDS and orphans, violence and child-soldiers, children's rights, and street children, demonstrates the continued interest regarding children as vulnerable and in need of adult protection. Focusing on the vulnerability of children in Africa appears to be a result of the construction of childhood in terms of modern (mostly) Western perceptions which are based on chronological age mainly. This book is very important for all scholars working on children and the youth in Africa.
Leitfrage des Reports war, wie die Betriebe mit den Herausfor-derungen umgehen, geeignete Bewerber für ihre Ausbildungsplätze zu finden. Hiermit verbunden ist implizit die Frage, ob sich bereits heute Anzeichen für größer werdende Schwierigkeiten bei der Re krutierung von Auszubildenden zeigen und entsprechender Handlungs-druck herrscht, und ob die Betriebe diese Veränderungen wahrnehmen und hierauf reagieren. Eine pauschale Antwort fällt nach Betrachtung der Auswertung des letztjährigen IAB-Betriebspanels schwer. Zwar blieb nach wie vor eine hohe Zahl an Ausbildungsplätzen unbesetzt und es klagen viele Betriebe über einen Mangel an geeigneten Bewerbern und Bewerbungen überhaupt. Zugleich gibt aber eine deutliche Mehrheit der Betriebe an, bei der Besetzung von Ausbil-dungsstellen zu keinerlei Kompromissen gezwungen gewesen zu sein, während Jugendliche ohne Schulabschluss in der Regel ohne Chance auf einen Ausbildungsplatz bleiben. Da in vielen Fällen zudem keine Daten aus der Vergangenheit vorliegen, kann nicht gesichert gesagt werden, ob eine Veränderung des betrieblichen Verhaltens vorliegt. Dass die Betriebe aber ten-denziell bereit sind auf ein verändertes Umfeld zu reagieren, zeigen obige Auswertungen. So sind etwa drei Viertel aller Ausbildungsbetriebe grundsätzlich bereit, auch Jugendliche mit schlechten schu-lischen Leistungeauszubilden; Voraussetzungen hierfür sind in der Regel ein guter Gesamteindruck bzw. ein vorher absolviertes Prakti-kum. Selbiges bietet die große Mehrheit der Betriebe auch an; auf diesem Weg kann der Betrieb einen fundierten Eindruck von dem Ju-gendlichen gewinnen, während dieser erste Erfahrungen in der Arbeitswelt sammeln kann. An Angeboten zur Berufsorientierung nehmen die Betriebe hingegen seltener teil. Dass die Betriebe den Ausbil-dungsabsolventen häufiger als in der Vergangenheit auch eine Über-nahme in den Betrieb ermöglichen, kann ebenfalls als Indiz für eine größere Sensibilität gegenüber den Folgen des demografischen Wandels und des damit verbundenen Arbeitskräfterückgangs gedeutet werden. Generell zeigt jedoch die Differenzierung nach Sektoren, dass sehr wohl spezifische Problemlagen bestehen, auf die auch spezifisch reagiert wird. So beklagt das Produzierende Gewerbe, in dem traditionell viel ausgebildet wird, bereits heute einen absoluten Mangel an Bewerbern, während in den Dienstleistungssektoren eher die Qualität der Bewerber bemängelt wird und die Betriebe entsprechend häufiger zu Kompromissen gezwungen sind. Hier sind allerdings, wie auch in den anderen Bereichen, weitere Faktoren wirksam, weshalb der genaue Blick auf die Daten und Ergebnisse ratsam ist, um vorschnelle Schlussfolgerungen zu vermeiden.
Arbeitszeitregelungen sowie Löhne und Gehälter sind zentrale personalpolitische Instrumente zur Erhöhung der Arbeitsplatzattraktivität und zur vorausschauenden Bewältigung der demografischen Heausforder- ungen. Die Daten des aktuellen IAB-Betriebspanels des Jahres 2013 zeigen jedoch nicht, dass diese Herausforderungen seitens der Betri ebe bereits bestehen bzw. wahrgenommen werden. Generell zeigen sich im Zeitverlauf vergleichsweise geringe Unterschiede. Wo dies nicht der Fall ist und deutlichere Ausschläge zu verzeichnen sind, kann dies in der Regel durch konjunkturelle Effekte erklärt werden. Dies gilt z.B. für die übertarifliche Entlohnung, deren Verbreitung nahezu wieder Vorkrisenniveau erreicht hat, für das Lohnniveau, bei dem ähnliches gilt, aber auch für die Nutzung von Arbeitszeitkonten, deren kontinuierliche Zunahme durch die Wirtschaftskrise nur unterbrochen wurde. Weitgehend konstant blieben zudem die vereinbarten Wochenarbeitszeiten, allein der Anteil der Betriebe mit sehr hohen Arbeitsvolumen war leicht rückläufig.
Insgesamt könnte man also annehmen, dass der Rückgang des Erwerbspersonenpotenzials für die hessischen Betriebe noch in weiter Ferne liegt, weshalb Verhaltensanpassungen weder erwartbar noch zielführend sind. Der genauere Blick offenbart jedoch, dass dies nicht für alle Befunde zutrifft. Insbesondere die deutliche Zunahme des Anteil der Betriebe, die Überstunden nutzten, ist hier zu nennen, zumal dieser vor allem in kleinen Betriebe sowie Betrieben des Produzierenden Gewerbes zu beobachten war, Betrieben also, die tendenziell größere Schwierigkeiten bei der Rekrutierung von Arbeitskräften haben als größere Betriebe bzw. Betriebe aus dem Öffentlichen Sektor oder dem Dienstleistungsbereich (vgl. Larsen/Nüchter 2012, RKW 2011). Dieser Befund verweist auch auf die beiden Interpretationsmöglichkeiten, mit denen Veränderungen von Arbeitszeiten und Löhnen betrachtet werden können. Eingangs wurde gesagt, dass deren aktive betriebliche Gestaltung Vorteile bei der Bewältigung der demografischen Herausforderungen bringen kann. Zugleich müssen Betriebe jedoch, falls es ihnen nicht gelingt, Arbeitskräfte im notwendigen Ausmaß zu gewinnen und an sich zu binden, die vorhandene Belegschaft stärker belasten als bislang. Zudem müssen sie, statt mit höheren Löhnen aktiv die eigene Attraktivität zu erhöhen, aus Wettbewerbs- oder anderen Gründen auch bei der Entlohnung geringere Spielräume in Kauf nehmen. Sowohl für die Arbeitszeitgestaltung als auch die Verbesserung der Attraktivität allgemein gilt demnach, dass Arbeitgeber sich nach Möglichkeit proaktiv kümmern sollten, um nicht zum Reagieren gezwungen zu werden. Der deutliche Anstieg der Verbreitung von Arbeitszeitkonten in den sehr kleinen Betrieben zeigt, dass dies zumindest teilweise bereits vollzogen wird.
Der Report ging zum Einen der Frage nach, wie sich die Weiterbil-dungsaktivitäten der hessischen Betriebe 2013 darstellen und welche Entwicklung zu beobachten ist, zum anderen wurde vertieft die Wei-terbildungsbeteiligung der an- und ungelernten Beschäftigten untersucht. Zur ersten Frage lässt sich festhalten, dass sich die Weiterbildungsbereitschaft der Betriebe auf hohem Niveau konso-lidiert hat: Die Beteiligung der Betriebe lag ähnlich hoch wie in den Vorjahren, und die Zahl der Beschäftigten, deren Weiterbildung gefördert wurde, erreichte erneut einen Höchststand.
Dies zeigt, dass Weiterbildung bei den hessischen Betrieben weiterhin einen hohen Stellenwert besitzt, wobei vor allem kleinere Betriebe und der Dienstleistungssektor aktiv sind. Eine Betrachtung der zeitlichen und finanziellen Organisation zeigt zudem, dass die Betriebe die Verantwortung für die Maßnahmen in der Regel nicht auf die Beschäftigten abwälzen. Eine jeweils deutliche Mehrheit der Betriebe übernimmt die anfallenden Kosten komplett und ermöglicht die Weiterbildung während der Arbeitszeit, sieht die Weiterbildung demnach als originäre betriebliche Aufgabe, für dessen Organisation und Kosten er die Verantwortung übernimmt. Dies ist keineswegs eine neue Entwicklung; bereits im vergangenen Jahrzehnt übernahmen die Betriebe mehrheitlich den anfallenden Aufwand. Ebenfalls wenig verändert zeigen sich die Präferenzen bei der Art der Weiterbildung: Noch immer ist der externe Kurs die bei weitem am häufigsten genutzte Form der Wissensvermittlung; flexible Formen wie die Weiterbildung am Arbeitsplatz haben ebenfalls eine hohe Verbreitung, ihre Bedeutung nahm aber im Gegensatz zu den Vorjahren nicht weiter zu. Ein schwieriges Thema bleibt die Integration Geringqualifizierter in die betriebliche Weiterbildung. Zwar ist deren Weiterbildungsquote, wohl auch durch vielfältige Fördermöglichkeiten, höher als in der Vergangenheit, liegt jedoch noch immer nur bei etwa der Hälfte des Durchschnittswerts. Mit anderen Worten: Die Wahrscheinlichkeit, im eigenen Betrieb weiterqualifiziert zu werden, ist für An- und Ungelernte weniger als halb so hoch wie für qualifizierte Beschäftigte. Besonders Betriebe aus Sektoren mit hohen Anteilen an Höherqualifizierten beziehen Geringqualifizierte seltener in die Weiterbildung ein. Insgesamt zeigt sich somit, dass die hessischen Betriebe eine gleichbleibend hohe Weiterbildungsaktivität zeigen, bestimmte Zielgruppen jedoch noch immer klar unterrepräsentiert sind. Gerade im Hinblick auf den zukünftigen Rückgang des Erwerbspersonenpotenzials bestehen hier innerbetriebliche Potenziale, die erschlossen werden sollten.
Betriebliche Ausbildung in Hessen 2013: Stand und Entwicklung ; IAB-Betriebspanel-Report Hessen

Die Verbreitung und Intensität der betrieblichen Ausbildung waren im vergangenen Jahrzehnt strukturell immer recht ähnlich, unterbrochen von kleineren, unter Umständen konjunkturbedingten Ausschlägen. So ist auch 2013 keine generelle Zu- oder Abnahme der Ausbildungsbe-reitschaft zu verzeichnen, die Ausbildungsbeteiligung und die Aus-bildungsquote bleiben konstant. Die eingangs gestellte Frage, ob sich der Rückgang von Schulabsolventen und geeigneten Bewerbern in Hessen bereits auf die betriebliche Ausbildung auswirkt, kann somit auf den ersten Blick verneint werden. Ein zweiter Blick offenbart einige Anzeichen für größer werdende Probleme. Insbesondere die hohe Zahl unbesetzter Ausbildungsstellen verweist auf die Heraus forder-ungen, die für viele ausbildungsbereite Betriebe bestehen. Besonders große Schwierigkeiten, Ausbildungsstellen zu besetzten, haben die kleinen Betriebe, Betriebe in Sektoren, die entweder sehr viel oder sehr wenig ausbilden, sowie Betriebe, die günstige Geschäftserwar-tungenhaben, also wachstumsorientierte dynamische Betriebe. Inwie- weit die hohe Zahl an unbesetzten Stellen bereits Folge zurückge-hender Bewerbungen ist, lässt sich mit den Daten des IA-Betriebs-panels nicht klären. Die Daten der BA geben in jedem Fall noch keinen Hinweis auf einen generellen Bewerberrückgang; interessant ist jedoch in jedem Fall, wie die Betriebe mit den offenkundig wachsenden Schwierigkeiten umgehen, geeignete Bewerber zu finden.
Der 2013 erreichte Höchststand an erfolgreichen Ausbildungsabsol-venten sowie die sehr hohe Zahl an angebotenen Ausbildungsstellen sind in jedem Fall erfreulich. Man kann somit festhalten, dass die hessischen Betriebe 2013 erfolgreich waren in dem Bemühen, eine große Zahl an Jugendlichen auszubilden. Inwieweit diesen Jugendlich- en auch eine Übernahme im Betrieb ermöglicht wird und welche weiteren Aktivitäten die hessischen Betriebe entfalten, um das heutige Ausbildungsniveau zu halten, wird Gegenstand des zweiten Ausbildungsreports sein.
Für die Beurteilung von Standortfaktoren der Region Rhein-Main sowie von Aktivitäten, die aus Sicht der Betriebe die Wettbewerbsfähigkeit beeinflussen, lassen sich folgende zentrale Befunde festhalten: Die Mehrzahl der erfassten Standortfaktoren wird seitens der Betriebe für wichtig gehalten. Besonders hohe Bedeutung haben die Kundennähe, Kostenaspekte (Mieten, Lohnkosten) und die Infrastruktur. Dienstleistungsbetriebe halten hierbei häufiger „weiche“ Standortfaktoren (Standortmarketing, Wohnungsangebot) für wichtig, während im Produzierenden Gewerbe vor allem die Nähe zu Kunden und Zulieferern von Bedeutung ist. Es zeigt sich zudem, dass mittelgroße und große Betriebe die meisten Faktoren tendenziell für wichtiger halten als Kleinst- und Kleinbetriebe, wobei vor allem Infrastruktur und Arbeitsmarktaspekte betont werden. Bei der Bewertung der Faktoren sind ebenfalls große Differenzen zwischen den Faktoren zu beobachten.
Positiv werden die Nähe zu Kunden, Partnern und Hochschulen, das Image der Region und die überregionale Verkehrsanbindung beurteilt; negativ das Wohnungsangebot, die Mieten und Lohnkosten. Alle erfassten Standortfaktoren wurden besser bewertet als bei der ersten Befragung im Jahr 2001. Insbesondere kritisch diskutierte Faktoren wie der Fachkräftemarkt oder die innerstädtische Verkehrssituation beurteilten die Betriebe deutlich positiver als vor zwölf Jahren.
Nimmt man Bedeutung und Bewertung zusammen, zeigen sich Kostenaspekte (Löhne, Mieten und Grundstückskosten) als zentrale Handlungsfelder, bei denen eine hohe Bedeutung und eine eher schlechte Bewertung zusammenkommen. Folgerichtig wird Aktivitäten zur Kostensenkung auch die höchste Bedeutung zur Stärkung der Wettbewerbsfähigkeit beigemessen. Fast ebenso wichtig sind nach Einschätzung der Betriebe jedoch auch Anstrengungen im Bildungs- und Arbeitsmarktbereich, vor allem aus Sicht des Dienstleistungssektors.

Folgende Beschäftigungstrends in der Region Rhein-Main sind für die Jahre 2014 und 2015 zu erwarten: Die Gesamtbeschäftigung in der Region Rhein-Main wird bis Ende 2014 voraussichtlich um ein Prozent steigen. Die Zahl der sozialversicherungspflichtig Beschäftigten steigt nach Einschätzung in etwa gleichem Maße an, eine Verdrängung sozialversicherungspflichtiger Beschäftigung durch andere Beschäftigungsformen findet demnach 2014 nicht statt. Die künftige Beschäftigungsentwicklung verläuft in den Sektoren unterschiedlich.
Mit einem Stellenabbau rechnet in 2014 nur der Finanzsektor, aber auch im Verarbeitenden Gewerbe finden sich unterdurchschnittliche Erwartungen. Der Dienstleistungssektor bleibt 2014 und 2015 bezogen auf die Beschäftigung die zentrale Wachstumsbranche in der Region Rhein-Main. Insbesondere im Bereich der Sonstigen Dienstleistungen, aber auch im Informations- und Kommunikationssektor und den wirtschaftsnahen Dienstleistungen werden deutliche Beschäftigungsanstiege prognostiziert. Dies betrifft 2014 sowohl die Gesamtbeschäftigung als auch sozialversicherungspflichtige Beschäftigungsverhältnisse. Ein Jobmotor der Region sind erneut die kleinen Betriebe, die bis Ende 2014 mit einem kräftigen Beschäftigungszuwachs, insbesondere bei den sozialversicherungspflichtigen Beschäftigungsverhältnissen rechnen. Anders ist dies bei den Großbetrieben, die weiterhin von einem Stellenabbau ausgehen. Die 2-Jahresprognose zeigt, dass die Betriebe in der Region Rhein-Main mittelfristig einen noch höheren Anstieg der Beschäftigung erwarten; es wird ein Zuwachs um etwa 2,6 Prozent erwartet. Hierbei ist aber, wie bereits bei den letztjährigen Prognosen, zu berücksichtigen, dass Prognosen über einen längeren Zeitraum auch mit höheren Unsicherheiten verbunden sind. Dieser Zuwachs bis Ende 2015 wird sektor- und betriebsgrößenübergreifend prognostiziert; auch in diesem Zeithorizont rechnen die Kleinstbetriebe sowie die Sonstigen Dienstleistungen, der IuK-Sektor sowie die wirtschaftsnahen Dienstleistungen mit deutlich mehr Beschäftigten.
This book employs the event of the Arab Spring revolution of 2011 to reflect on the event itself and beyond. Some of the chapters address the colonial encounter and its lingering reverberations on the African sociopolitical landscape. Others address the aftermath of large scale societal violence and trauma that pervade the African context. The contributions indicate the range of challenges confronting African societies in the postmodern era. They also illustrate the sheer resilience and inventiveness of those societies in the face of apparently overwhelming odds. What is the nature of political power in contemporary Africa as constituted from below instead of being a state driven phenomenon? What constitutes sovereignty without recourse to the usual academic responses and discourses? These two questions loom behind most of the deliberations contained in this book with contributions from an impressive field of international scholars.

Der Ruf nach einem „Rettungsschirm für Kommunen“, einem „Stärkungspakt Stadtfinanzen“ oder „kommunalen Entschuldungsfonds“ rückt in regelmäßigen Abständen die ernste Lage einer Vielzahl klammer Kommunen ins öffentliche Bewusstsein. Die drohende Überschuldung deutscher Städte und Gemeinden stellt parallel zur Entwicklung der globalen Finanz- und Wirtschaftskrise eine besorgniserregende Realität dar. Große Löcher in den Kommunalhaushalten sind dabei kein Phänomen der jüngsten Vergangenheit, vielmehr macht sich die angespannte Finanzlage in vielen Kommunen bereits seit Jahren vor Ort bemerkbar. Beispielsweise in den Bereichen von Kultur, Jugendeinrichtungen, Beratungsstellen, Museen, Bibliotheken, Sportplätzen, Freibädern, Freizeitangeboten und Tierparks sind Ausgabenkürzungen an der Tagesordnung, die die Einwohner_innen alltäglich mit der finanziellen Unterausstattung auf Lokalebene konfrontieren. Außerdem dokumentiert ein rasanter Anstieg des Kreditvolumens im vergangenen Jahrzehnt die klamme Lage der Kommunen. Im Krisenjahr 2009 sind die sogenannten Kassenkredite, die kurzfristige Engpässe im Kommunalhaushalt ausgleichen sollen, auf fast 35 Milliarden Euro angestiegen und haben bundesweit mittlerweile ein Volumen von 48 Milliarden Euro überschritten (Deutscher Städtetag 2013).
Diese enorme Schuldenlast ist vor allem als Resultat einer strukturellen Unterfinanzierung der Städte zu werten, welche nicht zuletzt die Erbringung der kommunalen Daseinsvorsorge im Infrastrukturbereich gefährdet sowie wie bei der städtischen Gas-, Wasser- und Elektrizitätsversorgung oder im engeren sozialen Bereich. Um die lokale Verantwortung für die Versorgungssicherheit wiederzugewinnen, gab es in den letzten Jahren vermehrt Projekte, um Versorgungsbetriebe wieder in städtisches Eigentum zurückzuführen (Libbe 2011; Verband kommunaler Unternehmen 2012). Unter dem Stichwort Rekommunalisierung wurde die Gründung eigener Stadtwerke bereits als Abkehr von einer Privatisierungslogik (Candeias et al. 2009) präsentiert. In diesem Licht erscheint Kommunalpolitik mitunter als Alternative zu renditeorientiertem Wirtschaften.
Eine solche Darstellung übersieht allerdings, dass kommunales Handeln eng in den wachstumsorientierten Finanzmarktkapitalismus eingebunden ist. Diese Einbindung hat eine materielle Basis und tritt beispielsweise dann zu Tage wenn Kommunen auf Grund der konjunkturellen Flaute in der internationalen Finanz- und Wirtschaftskrise stark unter steigenden Ausgaben für Sozialtransfers sowie unter sinkenden Steuereinnahmen leiden. Zusätzlich besteht aber auch eine diskursive Einbindung, die sich darin äußert, dass die Pflicht zur Fiskaldisziplin in bundesdeutschen Kommunen bereits eine vergleichbare Bedeutung erlangt hat wie in den Haushaltsplänen der Nationalstaaten der Euro-Zone. Schon werden in Anlehnung an die Einführung nationaler Schuldenbremsen kommunale Schuldenbremsen diskutiert (Bertelsmann Stiftung 2013). Das kann kaum verwundern, da in einer Mehrzahl der Kommunen schon kurz nach der Subprimekrise die Verantwortlichen zu einem wettberwerbsorientierten Politikverständnis zurückkehrten und konservative Konzepte der Krisenlösung anwendeten(Belina und Schipper 2009). Zum aktuellen Zeitpunkt gibt es daher wenig Anlass Kommunalpolitik auf einem alternativen Entwicklungsweg zu glauben.
What does it mean to be marginal? For residents of Cape Town?s Langa Township, being considered marginal is subject to a host of social, physical and sometimes materialistic qualifications ? not least of which is owning a mobile phone. Through various presentations of unique aspects of township life revealed through ethnographic snapshots, this book reveals the complex realities of marginalization experienced by some residents in Langa Township, located in Cape Town, South Africa. Mobile phones have been embraced and accommodated by both local South Africans and African immigrant residents living and working in Langa. Among other things, the technology has become a way of challenging (real and imagined) marginalities within the township in particular and South Africa in general. The book provides empirical data on the role of technology in regards to migration and notions of belonging; specifically the ways that technology has mitigated distance for residents, provided opportunities for development, facilitated the negotiation of various marginalities, and offered new ways of belonging for Langa residents.
As one of the foremost scientists of the time, the Zurich-born botanist Hans Schinz travelled throughout the colony of German South-West Africa, now known as Namibia, from 1884 to 1886. During his expeditions, which covered the length and breadth of the country, he was an enthusiastic collector of many botanical, ethnographical, zoological and mineral samples. He described his experiences in vivid detail in letters to his family and colleagues in Zurich and Berlin. The extensive collections, with which he returned to Switzerland, and his subsequent research fostered his rapid career progression: in 1893 Hans Schinz became the director of the Zurich Botanical Gardens and in 1895 the Professor of Systematic Botany at the University of Zurich.
The essays collected together in this book reflect the author's varied experiences in the realms of politics and social struggle; he notes that they cannot be separated from his other experiences in his country, Egypt, over the years. These experiences extend from popular culture or folklore, through the wider political world of African liberation politics, to the Committee for the Defense of National Culture. This book is like a long trip through African culture from the 1950s to the beginning of the 21st century. These essays will most likely provoke a lot of memories, sweet and bitter; with maybe the bitter ones as the more lasting. The author notes that it appears as if the only relationship that seems to have mattered, for a long time, for the Egyptians with the rest of Africa was the river Nile, which joins the country to ten other countries, while a vast desert stands in-between. Such separation ignores the ancient relations between Pharaonic Egypt and the rest of Africa, and the role of Egypt in supporting many liberation movements on the continent. The author has set himself some tough questions in this book: Is it legitimate today to use race to sub-divide the African continent? Can this, moreover, be simply done as if race is ahistorical or an idealistic concept of identities? Or are we going to talk about Arabism in Egypt, Libya or Maghreb as if it were an identity gained with the advent of the Arabs, implying that these were 'lands with no people' - a sort of 'No Man's Land?' Or was this a fragile space that could not confront the invading empire? Or will Arabism equate with Bantuism or negroism sometimes, and Hausa and Swahili cultures at other times? These are the types of issues that Helmi Sharawy examines in this very important book. Experiences that inform this book began with the author's first encounter in March 1956, with some African youths who were in Cairo for higher studies or as representatives of liberation movements with whom he worked as an intermediary with the Egyptian national state, which work left on him an everlasting impression.
Tumbuka folktales are on the verge of extinction. If not recorded now, the loss would not only be the amusement they provide but chiefly lessons inherent. On the surface, they are simple narratives, however, subtly they evoke serious moral lessons that are very applicable to our everyday life today. This folklore collection is based on field research conducted by the authors in Citumbuka speaking areas of Mzimba and Rumphi districts in Nothern Malawi.
The purpose of this book is to show that the possession cult of Vimbuza presents itself as an oral genre which is part and parcel of African Oral Literature. The ethnolinguistic study which we undertake will permit us to catch a glimpse of its whole complexity. The analysis has a bearing on four principal aspects. Historical developments: a certain number of facts concerning the birth of possession among the Tumbuka; possession: the study attempts to show how the cult articulates itself with its beliefs and the use of divination; the social role: analysis of social functions; the style: an analysis of the linguistic procedures which are characteristic of Vimbuza songs. The presence of rhetorical figures would confirm that we are talking about an oral literary genre.
The Swiss ophthalmologist Erika Sutter was born in Basel in 1917. She spent 32 years working in Elim Hospital, founded by the Swiss Mission in an impoverished rural area in North-Eastern South Africa. Together with her African colleague and friend, Selina Maphorogo, she founded the Care Groups, village self-help groups working for better health in their communities. The movement is still active after more than 30 years, and now has around 2,000 members, mostly women, in over 200 villages. Erika Sutter has received numerous international honours and awards for her pioneering work, including the award ?Woman of the Year? in 1984 from the South African newspaper ?The Star?, and an honorary doctorate from the University of Basel. For the creation of this biography, Erika Sutter spent many hours with the author, her friend Gertrud Stiehle, telling the story of her long life ? vividly, with a sharp eye for social issues, a hint of self-irony, and dry wit. Her account does not ignore events in the wider world. She experienced life on the Swiss-German border during the Second World War, and her years of working in South Africa were those when the apartheid policies of the South African Government were becoming more and more repressive, affecting many aspects of life in the country.
