Innovations are a key factor to ensure the competitiveness of establishments as well as to enhance the growth and wealth of nations. But more than any other economic activity, decisions about innovations are plagued by failures of the market mechanism. As a response, public instruments have been implemented to stimulate private innovation activities. The effectiveness of these measures, however, is ambiguous and calls for an empirical evaluation. In this paper we make use of the IAB Establishment Panel and apply various microeconometric methods to estimate the effect of public measures on innovation activities of German establishments. We find that neglecting sample selection due to observable as well as to unobservable characteristics leads to an overestimation of the treatment effect and that there are considerable differences with regard to size class and betweenWest and East German establishments.
Während sich das deutsche Erziehungs-, Bildungs- und Sozialsystem durch Achtung und Expansion „institutioneller Vielfalt“ auszeichnet, wird in Spanien spätestens seit 1990 mit unterschiedlicher Intensität, je nach Regierung, ausgehend von der LOGSE Reform an einer „Schule für alle“ gearbeitet. Es werden vergleichsweise wenige Kinder in Sondereinrichtungen beschult. Die Strategien und die dahinter liegenden Vorstellungen, wie Partizipation zu realisieren sei, waren Ende letzten Jahrhunderts in beiden Ländern deutlich verschieden. Die in der Dissertation vorgestellten Daten zeigen jedoch, dass zu wenige Kinder die Kompetenzen für eine gegenwärtige und zukünftige persönlich und wirtschaftlich erfolgreiche Lebensführung erwerben. Zentral für die Arbeit ist die von Urie Bronfenbrenner entwickelte systemökologische Theorie der menschlichen Entwicklung. Im Kern geht es bei dieser Theorie immer um die Suche, das Finden und Gestalten optimaler Bedingungen für menschliche Entwicklung. Die Fragestellung der Arbeit ist, wie in Deutschland und Spanien, aber auch wie Professionelle, interdisziplinär die Aufgabe der Integration und Partizipation im Rahmen ihrer Vorgaben bewältigen. Die Arbeit ist in zwei große Teile unterteilt. Die ersten Kapitel sind eine Sammlung von Daten, Theorien, Praxen, Diskussionen und geschichtlichen Entwicklungen, die die schulische Integration von Kindern mit Behinderungen bzw. mit schwierigen Lebenslagen, darstellt. Ab Kapitel sieben wird dann mit Methoden der qualitativen Sozialforschung nach Ressourcen und Kompetenzen, die in Spanien wie in Deutschland vorliegen bzw. entwickelt werden müssen gesucht, um auch Kindern mit Schwierigkeiten eine für sie persönlich erfolgreiche Bildung zur ermöglichen. Nach einem Einführungskapitel werden im zweiten Kapitel Theorien und Modelle der Integrationspädagogik und der an ihr beteiligten Disziplinen diskutiert. Das folgende Kapitel stellt ausgewählte Studien vor, die sich mit Lern- und Lebenslagen von Kindern befassen, denn der gesellschaftliche wie der wissenschaftliche Blick auf die Kindheit hat sich gewandelt. Ein integratives bzw. inklusives Erziehungs- und Bildungssystem wäre eine passende Antwort auf den Wandel. Das vierte Kapitel gibt einen Einblick in das bundesdeutsche Bildungssystem und stellt statistische Daten zur integrativen Beschulung in den Bundesländern vor. Das fünfte Kapitel befasst sich mit dem spanischen Bildungssystem. Das starke Engagement der Katholischen Kirche im 19. und auch noch im 20. Jahrhundert, die Francozeit und die Transición sind die Basis, auf der in den 90 ziger Jahren des letzten Jahrhunderts die, auf 10 Jahre angelegte LOGSE Reform geplant und teilweise umgesetzt wurde. Diese als top-down zu bezeichnende systemische Reform, wird mit ihren Elementen der integrativen und der kompensatorischen Erziehung dargestellt. Die Beschreibung der spanischen Reformentwicklungen endet im Jahr 2004. Der empirische Teil der Arbeit beginnt im Kapitel sechs mit Gedanken zur Qualitativen Sozialforschung. Im Kaptitel sieben wird die Gegenstandsnahe Theoriebildung vorgestellt. Das achte Kapitel befasst sich mit dem Zirkulären Dekonstruieren. Im neunten Kapitel werden die deutschen und die spanischen Interviewpartner in ihrer professionellen Expertenrolle als Grundschullehrerin, Sozialarbeiterin, Erziehungswissenschaftler, Psychologe, Unterstützungslehrerin, Physiotherapeut und Förderschullehrerin vorgestellt. Sechs Interviews fanden Ende 1999, also zu einer Zeit in der die LOGSE Reform bereits fast abgeschlossen sein sollte, statt. Das siebte Interview mit der Förderschullehrerin wurde 2001 geführt. Verständigung und Bewertung konnten aus den Kategorien der Interviews als wichtige Ressourcen für integrative schulische Arbeit erkannt werden. Im Kaptitel zehn wird der ökosystemische Ansatz vertieft dargestellt. Im elften Kapitel werden dann systematisch die Definitionen der Ökosystemischen Theorie auf die Lebensbereiche, die ein Kind betreffen, bzw. die herausgearbeiteten Kategorien angewendet. In diesen Lebensbereichen werden interdisziplinär und über die Ländergrenzen hinweg, die Kategorien diskutiert, um zu Aussagen über gute Entwicklungsbedingungen zu kommen. Die Kapitel zwölf bis vierzehn verbinden die Ergebnisse der Auswertung mit den zusammengetragenen Daten und Fakten zur Situation in Deutschland und Spanien. Als förderlich für die Integration, die auf allen Systemebenen angelegt sein sollte, werden beispielhaft folgende Kriterien beschrieben: eine integrative Grundhaltung, ein moderat konstruktivistischer Unterricht, die Anerkennung und Förderung aller Kompetenzen der Kinder, die Arbeit mit dem entwicklungsfördernden Potential, Kontinuität in den Beziehungen, Strukturen und Räumen, Bestreben nach müheloser Kommunikation. Die Literaturversorgung und Informationsvermittlung hat in unserer Gesellschaft eine große Bedeutung, vornehmlich in den Bereichen Forschung, Bildung und Lehre. Dabei spielen die Bibliotheken eine wichtige Rolle. Ein Verzeichnis mit Angaben zu den Bibliotheken, die über wirtschaftsrelevante Bestände verfügen, entspricht daher sicherlich einem dringenden Informationsbedarf in diesem, in besonderem Maße auf Fachliteratur angewiesenen Gebiet. Was den Umfang des Bibliotheksführers anbelangt, muss Folgendes festgestellt werden. Zum einen hat er nicht den Ehrgeiz, möglichst viele Bibliotheken nachzuweisen, sondern nur jene, die der Öffentlichkeit zugänglich sind. Leider sind aus diesem Grunde zahlreiche gut ausgestattete Bibliotheken (wie beispielsweise bestimmte Firmenbibliotheken) nicht in dem Verzeichnis erfasst. Zum anderen habe ich mich auf die Meldungen beschränkt, die ich aufgrund meiner Aufrufe erhalten habe. Diese umfassen 61 Bibliotheken, die im Hauptteil alphabetisch nachgewiesen werden. Erschlossen wird dieser Teil durch zwei Register, die den unterschiedlichen Bedürfnissen entsprechen sollen: Das Stichwortregister listet die Fachgebiete auf, die die Bibliotheken in ihren Meldungen als Beschreibung ihrer Bestände angegeben haben. Das Ortsregister soll jenen helfen, die feststellen wollen, ob in ihrem Wohnort oder der näheren Umgebung eine Bibliothek vorhanden ist, die Literatur speziell zu einem von ihnen gesuchten Gebiet hat.
Die vorliegende Arbeit hat das Ziel, eine Kulturgeschichte des türkischen Theaters und Kabaretts in der Bundesrepublik vorzustellen, deren Protagonisten (Organisatoren, Schriftsteller, Schauspieler und Regisseure) nunmehr bereits in die dritte Generation gehen, ohne dass die Geschichte der ersten Generation, der Initiatoren und bis heute treibenden Kraft dieses Theaters, je kohärent aufgezeichnet worden wäre. Darüber hinaus steht ein Generationswechsel an: das wird deutlich, sobald man sich in die 'Szene' begibt, in der es, wie meine Ausführungen zeigen werden, derzeit rumort, kreativ und destruktiv zugleich: Junge Künstler mit neuen Ideen drängen nach und fühlen sich nicht selten behindert von den 'Alten', die immer noch die Schalthebel besetzen und sich nicht davon abbringen lassen wollen, ihre Projekte nach altbewährten Methoden fortzuführen.
To resolve the IPO underpricing puzzle it is essential to analyze who knows what when during the issuing process. In Germany, broker-dealers make a market in IPOs during the subscription period. We examine these pre-issue prices and find that they are highly informative. They are closer to the first price subsequently established on the exchange than both the midpoint of the bookbuilding range and the offer price. The pre-issue prices explain a large part of the underpricing left unexplained by other variables. The results imply that information asymmetries are much lower than the observed variance of underpricing suggests.
This paper suggests a motive for bank mergers that goes beyond alleged and typically unverifiable scale economies: preemtive resolution of banks´ financial distress. Such "distress mergers" can be a significant motivation for mergers because they can foster reorganizations, realize diversification gains, and avoid public attention. However, since none of these potential benefits comes without a cost, the overall assessment of distress mergers is unclear. We conduct an empirical analysis to provide evidence on consequences of distress mergers. The analysis is based on comprehensive data from Germany´s savings and cooperatives banks sectors over the period 1993 to 2001. During this period both sectors faced significant structural problems and superordinate institutions (associations) presumably have engaged in coordinated actions to manage distress mergers. The data comprise 3640 banks and 1484 mergers. Our results suggest that bank mergers as a means of preemtive distress resolution have moderate costs in terms of the economic impact on performance. We do find strong evidence consistent with diversification gains. Thus, distress mergers seem to have benefits without affecting systematic stability adversely.
This paper aims to analyze the impact of different types of venture capitalists on the performance of their portfolio firms around and after the IPO. We thereby investigate the hypothesis that different governance structures, objectives and track record of different types of VCs have a significant impact on their respective IPOs. We explore this hypothesis by using a data set embracing all IPOs which occurred on Germany's Neuer Markt. Our main finding is that significant differences among the different VCs exist. Firms backed by independent VCs perform significantly better two years after the IPO compared to all other IPOs and their share prices fluctuate less than those of their counterparts in this period of time. Obviously, independent VCs, which concentrated mainly on growth stocks (low book-to-market ratio) and large firms (high market value), were able to add value by leading to less post-IPO idiosyncratic risk and more return (after controlling for all other effects). This paper investigates the magnitude and the main determinants of share price reactions to buy-back announcements of German corporations. For our comprehensive sample of 224 announcements that took place between May 1998 and April 2003 we find average cumulative abnormal returns around -7.5% for the thirty days preceding the announcement and around +7.0 % for the ten days following the announcement. We regress post-announcement abnormal returns with multiple firm characteristics and provide evidence which supports the undervaluation signaling hypothesis but not the excess cash hypothesis or the tax-efficiency hypothesis. In extending prior empirical work, we also analyze price effects from initial statements of firms that they intend to seek shareholder approval for a buy-back plan. Observed cumulative abnormal returns on this initial date are in excess of 5% implying a total average price effect between 12% and 15% from implementing a buy-back plan. We conjecture that the German regulatory environment is the main reason why market variations to buy-back announcements are much stronger in Germany than in other countries and conclude that initial statements by managers to seek shareholders’ approval for a buy-back plan should also be subject to legal ad-hoc disclosure requirements.
We characterize the response of U.S., German and British stock, bond and foreign exchange markets to real-time U.S. macroeconomic news. Our analysis is based on a unique data set of high-frequency futures returns for each of the markets. We find that news surprises produce conditional mean jumps; hence high-frequency stock, bond and exchange rate dynamics are linked to fundamentals. The details of the linkages are particularly intriguing as regards equity markets. We show that equity markets react differently to the same news depending on the state of the economy, with bad news having a positive impact during expansions and the traditionally-expected negative impact during recessions. We rationalize this by temporal variation in the competing "cash flow" and "discount rate" effects for equity valuation. This finding helps explain the time-varying correlation between stock and bond returns, and the relatively small equity market news effect when averaged across expansions and recessions. Lastly, relying on the pronounced heteroskedasticity in the high-frequency data, we document important contemporaneous linkages across all markets and countries over-and-above the direct news announcement effects. Financial theory creates a puzzle. Some authors argue that high-risk entrepreneurs choose debt contracts instead of equity contracts since risky but high returns are of relatively more value for a loan-financed firm. On the contrary, authors who focus explicitly on start-up finance predict that entrepreneurs are the more likely to seek equity-like venture capital contracts, the more risky their projects are. Our paper makes a first step to resolve this puzzle empirically. We present microeconometric evidence on the determinants of debt and equity financing in young and innovative SMEs. We pay special attention to the role of risk for the choice of the financing method. Since risk is not directly observable we use different indicators for financial and project risk. It turns out that our data generally confirms the hypothesis that the probability that a young high-tech firm receives equity financing is an increasing function of the financial risk. With regard to the intrinsic project risk, our results are less conclusive, as some of our indicators of a risky project are found to have a negative effect on the likelihood to be financed by private equity.
A widely recognized paper by Colin Mayer (1988) has led to a profound revision of academic thinking about financing patterns of corporations in different countries. Using flow-of-funds data instead of balance sheet data, Mayer and others who followed his lead found that internal financing is the dominant mode of financing in all countries, that financing patterns do not differ very much between countries and that those differences which still seem to exist are not at all consistent with the common conviction that financial systems can be classified as being either bank-based or capital market-based. This leads to a puzzle insofar as it calls into question the empirical foundation of the widely held belief that there is a correspondence between the financing patterns of corporations on the one side, and the structure of the financial sector and the prevailing corporate governance system in a given country on the other side. The present paper addresses this puzzle on a methodological and an empirical basis. It starts by comparing and analyzing various ways of measuring financial structure and financing patterns and by demonstrating that the surprising empirical results found by studies that relied on net flows are due to a hidden assumption. It then derives an alternative method of measuring financing patterns, which also uses flow-of-funds data, but avoids the questionable assumption. This measurement concept is then applied to patterns of corporate financing in Germany, Japan and the United States. The empirical results, which use an estimation technique for determining gross flows of funds in those cases in which empirical data are not available, are very much in line with the commonly held belief prior to Mayer’s influential contribution and indicate that the financial systems of the three countries do indeed differ from one another in a substantial way, and moreover in a way which is largely in line with the general view of the differences between the financial systems of the countries covered in the present paper.
This paper analyzes empirically the distribution of unemployment durations in West- Germany before and after the changes during the mid 1980s in the maximum entitlement periods for unemployment benefits for elderly unemployed. The analysis is based on the comprehensive IAB employment subsample containing register panel data for about 500.000 individuals in West Germany. We analyze two proxies for unemployment since the data do not precisely measure unemployment in an economic sense. We provide a theoretical analysis of the link between the durations of nonemployment and of unemployment between jobs. Our empirical analysis finds significant changes in the distributions of nonemployment durations for older unemployed individuals. At the same time, the distribution of unemployment durations between jobs did not change in response to the reforms. Our findings are consistent with an interpretation that many firms and workers used the more bene cial laws as a part of early retirement packages but those workers who were still looking for a job did not reduce their search effort in response to the extension of the maximum entitlement periods. This interpretation is consistent with our theoretical model under plausible assumptions. JEL: C24, J64, J65
Thema dieser Arbeit ist eine ökonomische Einordnung der Förderung der beruflichen Weiterbildung (FbW) als Teil der Aktiven Arbeitsmarktpolitik in Deutschland. Die Analyse erfolgt im Lichte des sektoralen Wandel, der Verschiebung der qualifikatorischen Arbeitsnachfrage und der vorrauszusehenden Produktivitätseffekte im Zusammenhang mit einer alternden Gesellschaft. Auf Basis der Humankapitaltheorie wird zunächst theoretisch erörtert, inwieweit sich FbW als Teil der Aktiven Arbeitsmarktpolitik aus Effizienz- und Verteiliungsgesichtspunkten rechtfertigen lässt und in welcher Form FbW sinnvoll sein kann.
Der jüdische Schriftsteller und aggressiv-polemische Publizist Saul Ascher (1767-1822) fing nach den napoleonischen Befreiungskriegen das Befinden einer Generation von deutschen Intellektuellen mit einem Reizwort ein. "Die höchsten Interessen der menschlichen Natur, Religion, Vaterland, Recht, erwarben in dem Gemüth der deutschen Denker nunmehr ein eigenes Gepräge, das sich durch eine Gemüthsäusserung aussprach, die man füglich 'Germanomanie' benennen könnte." Gemeint waren die Überlegungen eines Ernst Moritz Arndt, Johann Gottlieb Fichte, Friedrich Ludwig Jahn, Friedrich Schlegel, Friedrich W.J. Schelling, Adam Müller und Ludwig Tieck, um die Verschiedenheit der Religion, der Verfassungen und Fürstentümer in einem deutschnationalen Geist zu einigen.
Aschers trennscharfe, aber polemisch übersteigerte Analyse der sogenannten 'Germanomanen', die er an anderer Stelle als "transzendentale Idealisten und Identitäts-Philosophen" identifizierte, erschien zu einem Zeitpunkt, als auch die Neue Welt von einer Welle der germanophilen Begeisterung erfasst wurde. Der wichtigste und am meisten rezipierte Autor der amerikanischen "Germanomanie" war Johann Wolfgang Goethe (1749-1832).

Der Kulturrelativismus Herderscher Prägung, der das 18. Jahrhundert weithin bestimmte, dann aber im späteren Verlauf des 19. durch die kolonialistische Zivilisationsideologie überschattet wurde, hat in der zweiten Hälfte des 20. erneut Auftrieb bekommen im Zusammenhang postkolonialer Interessenrichtungen. In der unmittelbaren Gegenwart werden jedoch auch Stimmen laut, die den "Kult der Kulturen" als Affront gegen die zivilisatorischen Werte Europas verdächtigen. So namentlich Roger Sandall in seinem Buch 'The Culture Cult' (Westview, Boulder 2001), das auch in den deutschsprachigen Ländern ein starkes Echo ausgelöst hat (vgl. Merkur, November 2002, S. 1024–1028).
Die Vorgeschichte des deutschen Kolonialismus kennt diesen Konflikt sozusagen in Reinkultur.
