Depuis bientôt trois (3) ans, le Docteur Heméry-Hervais SIMA-EYI enseignant et directeur en outre, du Centre d’études pour la littérature gabonaise(CELIG) anime à la faculté des lettres et des sciences humaines, notamment au sein du département des Littératures Africaines de l’Université Omar Bongo, un séminaire intitulé « Littérature et société au Gabon » . Ce séminaire vise à étudier, analyser la littérature gabonaise dans ses rapports apparents avec la société dans laquelle cette littérature est produite. Pour ce faire, le Docteur SIMA-EYI a demandé à ses étudiants de voir, dans l’optique d’un colloque sur la littérature gabonaise , quelle place les institutions littéraires(maisons d’éditions, universités, centres de recherche, ministères, etc.)accordent à la littérature produite dans notre pays . Ainsi, scindée en deux(2) groupes,l’un dirigé par Guy Wilfried IDIATHA et l’autre par Désiré Clitandre DZONTEU, la classe de licence des Littératures Africaines s’est donc penchée sur cet épineux problème. Notre équipe s’est intéressée au groupe bancaire BICIG et son concours littéraire et artistique ; au Théâtre national ; aux maisons d’éditions entre autres, La Maison Gabonaise du Livre, Ndzé, Hilaire Makaya et les éditions du silence ; l’Union des écrivains gabonais(UDEG), l’Ecole Normale supérieure(ENS) et l’organisation des Nations unies pour l’éducation , la science et la culture(UNESCO). We analytically show that a common across rich/poor individuals Stone-Geary utility function with subsistence consumption in the context of a simple two-asset portfolio-choice model is capable of qualitatively explaining: (i) the higher saving rates of the rich, (ii) the higher fraction of personal wealth held in stocks by the rich, and (iii) the higher volatility of consumption of the wealthier. On the contrary, time-variant "keeping-up with the Joneses" weighted average consumption playing the role of moving benchmark subsistence consumption gives the same portfolio composition and saving rates across the rich and the poor, failing to reconcile the model with what micro data say.
We determine optimal monetary policy under commitment in a forwardlooking New Keynesian model when nominal interest rates are bounded below by zero. The lower bound represents an occasionally binding constraint that causes the model and optimal policy to be nonlinear. A calibration to the U.S. economy suggests that policy should reduce nominal interest rates more aggressively than suggested by a model without lower bound. Rational agents anticipate the possibility of reaching the lower bound in the future and this amplifies the effects of adverse shocks well before the bound is reached. While the empirical magnitude of U.S. mark-up shocks seems too small to entail zero nominal interest rates, shocks affecting the natural real interest rate plausibly lead to a binding lower bound. Under optimal policy, however, this occurs quite infrequently and does not imply positive average inflation rates in equilibrium. Interestingly, the presence of binding real rate shocks alters the policy response to (non-binding) mark-up shocks.
The Crusade movement is one of the most important occurrences of medieval history. It took place throughout two centuries in the Levant and affected both Muslims and Crusaders and in turn changed the way in which West and East related to one another. When the Crusaders took control of the Holy Land and many Islamic cities in the Levant, they transferred their feudal European system there. They established four main fiefdoms or lordships, Jerusalem, Edessa, Antioch and Tripoli. In addition, there were another twelve secondary fiefdoms, of which Tibnīn was one. Tibnīn was called “Toron” by the Crusaders. Once the Crusaders had captured Tibnīn, they began building its fortified castle, from which the fief of Tibnīn gained its importance throughout the period of the Crusades.
This paper traces the military role of Tibnīn and its rulers in the Latin East against the Muslims until 1187/ 583. Tibnīn played a key role in overcoming the Muslims in Tyre and controlled it in 1124. It also played a vital role in the conflict between Damascus and the Kingdom of Jerusalem. Tibnīn participated in defending Antioch, Banyas, Hebron and Transjordan several times. Furthermore, its soldiers and Knights joined the army of the Kingdom of Jerusalem to capture Ascalon in 1153, and joined the campaigns of Amaury I, King of Jerusalem, against Egypt from 1164 to1169. The military situation of Tibnīn under the rule of the royal house until its fall to the Muslims in 1187/ 583 will be studied as well.
The text reframes the current debate about refugees in Germany by contrasting Germany’s recent history of racist violence and limitations of asylum laws with the resistance and agency of refugee movements across Germany. Both provide an important lens to re-examine the simultaneous heralding of „welcome culture“, a sharp rise in arson attacks on asylum centres and the current legislative roll-back of refugee rights in Germany.
This is the seventh article in our series on refugees. This article deals with the accommodation of Syrian refugees living in Germany. Based on my personal experience living in a refugee camp („Heim“) in the city of Cologne (Köln), and based on relevant literature, the article will, firstly, address the different types of temporary residences for refugees in Germany, and, secondly, the process through which refugees pass while looking for a permanent accommodation. Thirdly, and most importantly, the article discusses the ongoing shift within Köln’s urban and social structure in the light of the emerging resettlement of refugees. Although the urban structure of Köln, like many other German cities, has a certain level of urban segregation manifested in the settlement of immigrant communities (Friedrichs 1998, p.1), I argue that, on the contrary, the resettlement of Syrian refugees shows coherence and dispersion. Die Bretter, die die Welt bedeuten, waren in der letzten Woche aus asiatischem Holz geschnitzt. Gleich drei bedeutende Gipfel fanden im Zeitraum vom 10. bis zum 13. November in Ost- und Südostasien statt: Asia Pacific Economic Cooperation (APEC) in Peking, der ASEAN-Gipfel und der East Asian Summit (EAS) in Naypyidaw. Die letzte Woche machte bisher am deutlichsten, was die neue Rolle Asiens in der Welt bedeuten kann. In the last few years, Myanmar has undergone a severe and unexpected change. The military-led country has been starting to open up its borders and economy, enhance citizens’ rights and, allegedly, democratize. While the EU and US were quick to celebrate the changes and lift sanctions in return, a number of questions remain: Will the changes be sustainable? Does the opening-up indicate a movement towards democracy? What were the reasons for the military to relinquish some of its power – and has it actually done so in the first place?
Social movements and institutions are central actors in national and transnational politics as well as core categories of social inquiry. Despite their importance, both terms are still haunted by a lack of thorough definitions. We introduce a blog series with ten weekly contributions on their interrelation, outlining several innovative approaches and suggesting some vantage points for rethinking ‘Movements’ and ‘Institutions’ in a productive manner.

Social movements challenge systems of rule and thus institutions. They are expressions of the non-identical, the gaps and fissures in today’s world. That’s what makes social movements interesting and relevant for a critical research agenda. Thus, more than applying ready-made concepts to cases, scholars should inquire into the interactions between social movements and institutions as relationships between rule and resistance. This article proposes one way to go about such a critical research agenda.
Die Arnimforschung hat erst in den 50er-Jahren dieses Jahrhunderts erkannt, nach welchem Prinzip Arnim seine Texte organisiert: es ist das Prinzip der Analogie. Über Analogie bringt Arnim seine Themen und Motive, Haupterzählstrang und episodische Nebenhandlungen sowie Haupt- und Nebenfiguren in Beziehung. Arnim konstituiert seine Texte über eine Vielzahl irgendwie ähnlicher Motive. Gewisse Inhaltselemente wiederholen sich im Verlaufe der Handlung oder formulieren sich in ähnlicher oder auch gegensätzlicher Variation erneut aus. Um Arnims Werk in seiner analogischen Strukturierung zu verstehen, muss man das eigentümliche Verhältnis von Text, Motiv und Thema in diesem Werk beschreiben können. Wer sich ernsthaft für Themen und Motive zu interessieren beginnt, stößt methodologisch indes bald einmal auf Probleme. Die Methodendiskussion der 70er- und 80er-Jahre ist an diesem Fachbereich nahezu spurlos vorübergegangen. Ich werde deshalb im Folgenden kurz auf die Terminologie der heutigen Motivforschung eingehen (I) und anschließend Vorschläge für die Reformulierung des Motivbegriffs unterbreiten (II). Danach werde ich Arnims Motivgestaltung am Beispiel der Erzählung Die Einquartierung im Pfarrhause exemplarisch erläutern und zeigen, wie Arnims Werk in seiner Informationsdichte und Heterogenität strukturiert ist (III und IV).
Trotz ihrer hohen Zahl besetzen Jugendliche in westafrikanischen Staaten gesellschaftlich marginalisierte Positionen. Die Gründe für die Organisation der ländlichen Jugend in Jugendvereinen ergeben sich somit aus ihrer Lebenssituation. Formen sozialer Solidarität zur Verbesserung der Lebensmöglichkeiten wie die Aktivitäten der Jugendvereine stellen eine rationale Folge ihrer ökonomisch schlechten Situation dar (WEICKER 1992:550). Die im frankophonen Westafrika weit verbreiteten Jugendvereine, die im weiteren Verlauf auch als associations des jeunes bezeichnet werden, dienen Jugendlichen als Instrumente zur Gestaltung ihrer Lebenswelt. Als gemeinsames Betätigungsfeld bieten diese Vereine Einblicke in den Alltag der Jugendlichen (jeunes) (vgl. JENSEN 1996:61). Hier werden ihre Beziehungen untereinander sowie zu ihrer Umwelt erkennbar. Die Vereine sind Spiegel ihrer Interessen und Bedürfnisse. In diesem Kontext sind Jugendvereine als Instrumente zur Verfolgung ihrer spezifischen Interessen zu verstehen. Eine Betrachtung der Vereine macht deutlich, mit welchen unterschiedlichen Strategien die jeunes diese Interessen verfolgen. Über die Vereine engagieren sich die Mitglieder im Kollektiv für gemeinnützige Ziele, sie verstehen es aber auch, über ihre Mitgliedschaft individuelle Lebenskonzepte durchzusetzen. Dabei sind die jeunes keineswegs die einzigen Akteure, die über die Vereine ihre Umwelt zu gestalten versuchen. Die associations des jeunes stehen in einem besonderen Spannungsfeld. Sie stellen eine „Linse“ dar, welche die verschiedenen Interessen der Mitglieder bündelt. Die Vereine stellen nicht nur für die Jugend wichtige soziale Sprachorgane dar, sondern dienen auch der Artikulation allgemeiner gesellschaftlicher Bedürfnisse. Vereinsmässige Organisationsformen der Jugend (jeunesse) haben in dieser Funktion im frankophonen Westafrika vor und nach der völkerrechtlichen Unabhängigkeit von der französischen Kolonialmacht immer eine gesellschaftlich wichtige Rolle gespielt. So ist die Relevanz der jugendlichen Klientel der Partei RDA (Rassemblement Démocratique Africain) in ihrem Kampf um die völkerrechtliche Unabhängigkeit der französischen Kolonien Westafrikas im historischen Kontext ausschlaggebend für die heutige Verwendung des Begriffs jeunesse als übergreifende Bezeichnung für organisierte Jugendbewegungen (d’ALMEIDA-TOPOR 1992:16). Nach der Demokratisierung westafrikanischer Staaten ermöglichten jedoch Parteien der Bevölkerung die politische Beteiligung an gesellschaftlichen Entscheidungsprozessen. Gewerkschaften und Vereine verloren als Mittel zur Artikulation und Verfolgung gesellschaftlicher Bedürfnisse an Bedeutung. Im aktuellen Diskurs der Entwicklungszusammenarbeit und der staatlichen Entwicklungsagenda bieten sich den (ländlichen) Vereinen jedoch neue Möglichkeiten, auf die sozioökonomische Entwicklung ihrer Umwelt – und damit der Lebenswelt der Jugendlichen – Einfluss zu nehmen. Durch ihre Funktion als Selbsthilfegruppen dienen die Vereine als Transmissionsinstrumente für die Vorhaben lokal agierender NGOs (Non-Governmental Organisations) und erlangen dadurch für die lokale Bevölkerung sozioökonomische Relevanz. Aus diesem Grund stellen sie auch ein Zugriffsinstrument für politische Eliten dar, die sich die Reputation der Vereine nutzbar machen wollen, um über sie ihren Einfluss in der Bevölkerung zu vergrößern. So verstehen es vor allem die Vertreter der städtischen modernen Elite, die Vereine auch zur Verfolgung ihrer individuellen Ziele zu nutzen. Zurückgekehrte Migranten, aber auch durch Schulbildung qualifizierte, vor Ort lebende jeunes sind als potenzielle Initiatoren der Vereine zu sehen. Sie besitzen organisatorische Fähigkeiten, die sie zu Gründung, Leitung oder aktiven Mitgliedschaft in einer Vereinigung befähigen, die der Entwicklungszusammenarbeit dienen können. Die Zusammenarbeit der Vereine mit (staatlichen und nichtstaatlichen) Organisationen der Entwicklungszusammenarbeit eröffnet ihnen den Zugang zu ökonomischem und sozialem Kapital, das auch zur Verbesserung der eigenen Lebenssituation genutzt werden kann. Da sich die Berufs- und Studienabschlüsse der besser ausgebildeten jeunes nicht mehr zwangsläufig positiv auf ihre Lebenssituation auswirken, dienen ihnen die Vereine somit als ideales Instrument, entsprechende Ressourcen zu erschließen. Auf diese Weise hoffen die jeunes auch, sich zunehmend aus Abhängigkeiten befreien und ihren sozialen Status als Jugendliche hinter sich lassen zu können.
