This paper reviews the genus Microtachycines and establishes a new genus, Megatachycines gen. nov. One new species and two new combinations of the genus Megatachycines are recorded, i.e., Megatachycines pentus gen. et sp. nov., Megatachycines elongatus (Qin, Liu & Li, 2017) comb. nov., and Megatachycines trispinosus (Qin & Li, 2020) comb. nov. Images illustrating the morphology of all species of the genera Microtachycines and Megatachycines are provided.
In this paper, four new cave-dwelling species of the subgenus Tachycines (Gymnaeta) from Guangxi, Hunan and Jiangxi are described, i.e., Tachycines (Gymnaeta) quadratus sp. nov., Tachycines (Gymnaeta) shiziensis sp. nov., Tachycines (Gymnaeta) sparsispinus sp. nov. and Tachycines (Gymnaeta) papilious sp. nov. The female of Tachycines (Gymnaeta) liboensis Zhu, Chen & Shi, 2020 is recorded for the first time. Moreover, images illustrating the morphology of the four new and three previously described species are provided.
Five new species of the genus Phlugiolopsis Zeuner, 1940 (Tettigoniidae: Meconematinae) from China

This paper reports five new species of Phlugiolopsis Zeuner, 1940 from Sichuan, Yunnan and Guangxi in China, i.e., Phlugiolopsis luojishanensis sp. nov., Phlugiolopsis lata sp. nov., Phlugiolopsis rongshuiensis sp. nov., Phlugiolopsis acuta sp. nov. and Phlugiolopsis daweishanensis sp. nov. We present a redescription of the male of Phlugiolopsis punctata Wang, Li & Liu, 2012, describe the female of Phlugiolopsis punctata Wang, Li & Liu, 2012 and the male of Phlugiolopsis pentagonis Bian, Shi & Chang, 2013 for the first time. In addition, images illustrating the morphology of these species and seven previously described species are provided. The distribution map of the genus Phlugiolopsis from China is also provided.
Between 2009 and 2016, a total of 174 Odonata species (Tab. 1) have been recorded in the Dehong Dai and Jingpo Autonomous Prefecture, China. 21 of these species are new records for China, and additional 26 taxa have to be described as new to science. Brief comments on selected species refer to morphological characters, distribution and seasonality.
The Chinese fauna of the pselaphine genus Sathytes Westwood (Batrisitae: Batrisini) currently includes 20 species. In this paper, 15 new species from various provinces of the country are described: S. alpicola sp. nov. (Xizang), S. australis sp. nov. (Guangdong, Guangxi), S. chayuensis sp. nov. (Xizang), S. chengzhifeii sp. nov. (Yunnan), S. huapingensis sp. nov. (Guangxi), S. linzhiensis sp. nov. (Xizang), S. maoershanus sp. nov. (Guangxi), S. nujiangensis sp. nov. (Yunnan), S. panzhaohuii sp. nov. (Xizang), S. shennong sp. nov. (Hubei), S. tianquanus sp. nov. (Sichuan), S. transversus sp. nov. (Xizang), S. valentulus sp. nov. (Guangxi), S. xingdoumontis sp. nov. (Hubei) and S. xizangensis sp. nov. (Xizang). New collection records are provided for S. longitrabis Yin & Li, 2012, S. tangliangi Yin & Li, 2012 and S. yunnanicus Yin & Li, 2012. Maps showing the distribution of the genus in China, and an updated checklist of the world species are provided.
The species of Stenothemus Bourgeois, 1907 from Southeast China are reviewed. Stenothemus fukienensis Wittmer, 1974 and S. kuatunensis Wittmer, 1979 are supplementarily described. Two new species are described, S. longicornis Y. Yang & H. Liu sp. nov. (China: Guangdong) and S. flavus Y. Yang & X. Yang sp. nov. (China: Zhejiang). Five new combinations are established: S. biimpressiceps (Pic, 1930) comb. nov. (from Cantharis L.), S. chinensis (Wittmer, 1982) comb. nov., S. limbatipennis (Pic, 1926) stat. rev. et comb. nov., S. nigriceps (Wittmer, 1955) comb. nov. and S. pallicolor (Wittmer, 1951) comb. nov. (from Lycocerus Gorham). Leiothorax atrosanguineus Švihla, 2005 syn. nov. is synonymized with S. chinensis, Lycocerus limatus Kazantsev, 2007 syn. nov. with S. limbatipennis. The above species are illustrated with habitus photos, aedeagi, abdominal sternites VIII and internal genitalia of female. A key for the identification of the above species is provided.
Nine individuals of Apatidelia from Zhejiang Province, China were examined and their barcode sequences were generated and analyzed. A new species, A. morsei Xu & Sun sp. nov., is described and illustrated. The larva, male and female of A. acuminata Leng & Yang, 1998 and the male and female of A. morsei Xu & Sun sp. nov. are associated by mtCOI gene sequences. The male of A. acuminata Leng & Yang, 1998 is re-described and re-illustrated, and the female and the larva of the same species are also described and illustrated. Females and larvae of the genus are here reported for the first time.
Tricondyla wiesneri Naviaux, 2002 (Coleoptera: Cicindelidae) is reported from China for the first time. Photographs, short descriptions, and an identification key for all six taxa of the genus Tricondyla Latreille, 1822 known from China are given.

Three species of the genus Cryptochetum Rondani, 1875 from China are described and figured as new to science: C. euthyiproboscise sp. nov., C. glochidiatusum sp. nov., and C. longilingum sp. nov. An identification key to the known species of Cryptochetum from China is presented. The type specimens of the new species are deposited in the Henan Agricultural University.
Arising from a number of 2019 IUCN Red List assessments for a subset of Chinese Odonata, a series of corrections and taxonomic revisions were made to the World Odonata List. The rationale for these amendments is provided here. Paragomphus wuzhishanensis Liu, 1988 is shown to be a junior synonym of Paragomphus pardalinus Needham (1942). Epophthalmia kuani Jiang 1998 is synonymised as a junior synonym of Epophthalmia. elegans (Brauer, 1865) and Epophthalmia bannaensis Zha & Jiang, 2010 is treated as a junior synonym of Epophthalmia vittata Burmeister, 1839. Idionyx pseudovictor Xu, 2013 is shown to be junior synonym of Idionyx claudia Ris, 1912 and Sympetrum anomalum Needham, 1930 is treated as a junior synonym of Sympetrum maculatum Oguma, 1922.
The pressure on tax haven countries to engage in tax information exchange shows first effects on capital markets. Empirical research suggests that investors do react to information exchange and partially withdraw from previous secrecy jurisdictions that open up to information exchange. While some of the economic literature emphasizes possible positive effects of tax havens, the present paper argues that proponents of positive effects may have started from questionable premises, in particular when it comes to the effects that tax havens have for emerging markets like China and India.
A decorated pair of trousers excavated from a well-preserved tomb in the Tarim Basin proved to have a highly informative life history, teased out by the authors – with archaeological, historical and art historical dexterity. Probably created under Greek influence in a Bactrian palace, the textile started life in the third/second century BC as an ornamental wall hanging, showing a centaur blowing a war-trumpet and a nearly life-size warrior of the steppe with his spear. The palace was raided by nomads, one of whom worked a piece of the tapestry into a pair of trousers. They brought no great luck to the wearer who ended his days in a massacre by the Xiongnu, probably in the first century BC. The biography of this garment gives a vivid glimpse of the dynamic life of Central Asia at the end of the first millennium.
Die Masterarbeit untersucht die Beziehungen zwischen der Europäischen Union und der Volksrepublik China im Hinblick auf die Menschenrechtspolitk der EU. Anhand der chinapolitischen Strategiepapiere der EU wird der Frage nachgegangen, wie sich die Menschenrechtspolitik der EU gegenüber der Volksrepublik seit den Geschehnissen von 1989 entwickelt hat und inwiefern die von der EU verfolgten Politiken von Erfolg gekrönt waren.
Türkisch-russische Zentralasienpolitik : geopolitische Rivalität oder strategische Partnerschaft?

Die türkisch-russische Geschichte ist eine Geschichte der Rivalitäten. Sie wird wegen 15 Kriege zwischen den beiden Staaten als konflikthaft bezeichnet. Ihren 1. Krieg führten die beiden Staaten wegen Zentralasien, um das Khanat Astrachan (1568–1570). Der Untersuchungszeitraum dieser Dissertation erstreckt sich von diesem Datum bis zum Ende 2019. In diesem Zeitraum rivalisierten die Türkei und Russland geopolitisch in Zentralasien. Diese Arbeit konzentriert sich auf die türkisch-russische Zentralasienpolitik, bzw. darauf, wie die Türkei und Russland auf ihre gegenseitige Zentralasienpolitik reagieren, warum sie in Zentralasien geopolitisch rivalisieren (1. Forschungsfrage) und ob in Zukunft eine türkisch-russische strategische Partnerschaft in Zentralasien möglich ist (2. Forschungsfrage). Politikwissenschaftlich sind diese Fragen von großer Relevanz, weil eine mögliche türkisch-russische strategische Partnerschaft die gesamten Machtverhältnisse der Welt verändern würde.
The influence and power of some OECD states is under threat but China appears to remain astonishingly flexible, economically potent, and politically strong. How accurate is this view? To answer this question, major aspects of Chinese economic regulation that were adopted in the country’s progress towards capitalist modernization are examined. The analysis requires a historical reconstruction of how China changed the way it intervenes economically and politically, especially with regard to the institutions of the central state. Such a reconstruction reveals that, since the 1990s, the central state has indeed increased its steering capacities. These capacities have a distinctive basis that includes acceptance of a state-centered approach, idiosyncratic innovation policies taking place in the "shadow" of the state’s hierarchy, and the ongoing influence of the communist party. An all-embracing controlling power is, however, not detectable. What does exist in China’s competition-driven system of “statecapitalist” regulation, is a set of limits on the state’s capacity to govern.
Small businesses face major challenges to becoming more innovative. These challenges are particularly prevalent in emerging economies where high uncertainties are a barrier to innovation. We know from previous studies that linkages to universities, on the one hand, and public procurement, on the other, support large and innovative firms in their efforts to become more innovative. However, we do not know whether these positive effects also hold true for small businesses. In this paper, we focus on how policy strategies reducing information, market and financial uncertainties shape small businesses’ innovation in China. Based on a sample of 926 small businesses derived from the World Bank Enterprises Survey in China (2012), we find that university-industry linkages enhance innovation, though only when it comes to minor forms of innovation. In line with the resource-based view of the firm, this effect is stronger for small businesses with higher capabilities. Moreover, we show that bidding for or delivering contracts to public sector clients has a positive effect on innovation, and in particular of major forms of innovation. In the bidding selection process, private firms and firms with higher capabilities are selected. Our findings show that both policy strategies have enhanced innovation, though with different effects on the degree of novelty. We attribute this finding to the different degrees of uncertainties they address.
