The post-2000 period in Zimbabwe saw the launch of a fast track land reform programme, resulting in a flurry of accounts from white Zimbabweans about how they saw the land, the land invasions, and their own sense of belonging and identity. In White Narratives, Irikidzayi Manase engages with this fervent output of texts seeking definition of experiences, conflicts and ambiguities arising from the land invasions. He takes us through his study of texts selected from the memoirs, fictional and non-fictional accounts of white farmers and other displaced white narrators on the post-2000 Zimbabwe land invasions, scrutinising divisions between white and black in terms of both current and historical ideology, society and spatial relationships. He examines how the revisionist politics of the Zimbabwean government influenced the politics of identities and race categories during the period 2000-2008, and posits some solutions to the contestations for land and belonging.
This is report is the most comprehensive study yet of the contribution of migrant and refugee entrepreneurs to Cape Town's local economy. The survey of over 500 entrepreneurs engaged in trade, services and manufacturing in different areas of the city dispels some of the more prevalent myths that o#en attach to the activities of migrants. The vast majority are not 'illegal foreigners', but have a legal right to be in South Africa and to run a business. Most are highly motivated individuals who enter the informal economy to earn revenue to support themselves, their families, and because they have a strong entrepreneurial motivation. Contrary to the claims of South African competitors, the vast majority are not successful because they are engaged in shadowy business practices. What emerges from the survey is that while migrant entrepreneurs undoubtedly have strong social networks, their businesses are highly individualistic in terms of organization, ownership and activity in a competitive business environment. This report demonstrates their positive economic contributions to Cape Town and examines the challenges they face in running a successful business operation in the city. It goes beyond the rhetoric of inclusion to demonstrate with hard evidence exactly why migrant and refugee entrepreneurs should be accepted as an integral and valuable part of the local economy.
There is considerable evidence from across the African continent that a significant proportion of cash remittances to rural areas is spent on food. However, bidirectional food remitting - its drivers, dimensions and impacts - is an underdeveloped research and policy area. This report therefore reviews the current state of knowledge about food remittances in Africa and aims to make a number of contributions to the study of the relationship between migration and food security.
This report provides a rich view of the activities of migrant entrepreneurs in the informal economy of Johannesburg. It is hoped that the information will facilitate understanding of the informal sector and its potential, and not just in the context of migrant entrepreneurs. The informal economy plays a significant role in the entrepreneurial landscape of the City of Johannesburg and is patronized by most of the city's residents. The research presented here challenges commonly held opinions about migrant entrepreneurs in the City of Johannesburg and shows that they do not dominate the informal economy, which remains largely in the hands of South Africans. In late 2013, the City, through Operation Clean Sweep, removed up to 8,000 traders from the city's streets. As this and recent xenophobic attacks demonstrate, Johannesburg can be a hostile place in which to operate a business as an informal economy migrant entrepreneur. Instead of trying to sweep the streets clean of these small businesses, government at national, provincial and city levels should develop policies to grow the SMME economy, develop township economies, and manage the informal economy and street trading. They need to incorporate the businesses owned by migrant entrepreneurs, rather than exclude and demonize them. These businesses make an invaluable contribution to Johannesburg's economy despite operating in a non-enabling political and policy environment.
This report presents the results of a SAMP survey of informal entrepreneurs connected to cross-border trade between Johannesburg and Maputo during 2014. The study sought to enhance the evidence base on the links between migration and informal entrepreneur-ship in Southern African cities and to examine the implications for municipal, national and regional policy.
This report argues that it is essential to understand the dynamics of the informal food retail sector because of its vital role in ensuring greater access to food by the urban poor. Existing policy frameworks to address food security and to govern the informal sector tend to neglect informal retail in the food system. As a result, the sector is poorly understood. The report therefore attempts to identify the characteristics of the sector that impact on its ability to address the food needs of the neighbourhoods in which the businesses are located. Although the research is focused on Cape Town, the findings are of broader relevance.
The nadir of Zimbabwe's political and economic crisis in 2008 coincided with the implementation of a baseline household food security survey in Harare by AFSUN. This survey found that households in low income urban areas in Zimbabwe's capital were far worse off in terms of all the food insecurity and poverty indicators than households in the other 10 Southern African cities surveyed by AFSUN. The central question addressed in this report is whether food security in Zimbabwe's urban centres has improved. AFSUN conducted a follow-up survey in 2012 that allows for direct longitudinal comparisons of continuity and change. The status of household food security in low-income neighbourhoods in Harare was improved in 2012 relative to 2008, and yet persistently high rates of severe food insecurity demonstrate that the daily need to access adequate food continued to be a major challenge. The key lesson for policymakers is that even in the context of overall economic improvement, food insecurity remains endemic among the poorest segments of the urban population. Households are already accustomed to drawing on resources outside of the formal economy and improvements in employment income have not reversed that trend. These alternative livelihood strategies should therefore be considered as a normal part of urban life and supported with state resources that can improve access to food for the most marginalized groups.
The management of elections is increasingly generating impassioned debate in these East African nations - Burundi, Kenya, Rwanda, Tanzania and Uganda. The bodies that manage and conduct elections are, therefore, coming under intense citizen and stakeholder scrutiny for the manner in which they are composed, how they organise and perform their mandates, and the outcomes they achieve. The effectiveness of electoral management bodies (EMBs) has largely been influenced by the impact of political violence on election management reforms in East Africa. Even in countries where EMBs are the products of reforms initiated in the aftermath of violent disputes over elections, they still face enormous challenges in dealing with electoral disputes and anticipating election-related crises. Although changes to constitutions and the laws in these countries have sought to make EMBs independent and, therefore, more inclined to deliver free, fair and credible elections, there are many issues that determine their impartiality and their ability to allow for the aggregation and free expression of the will of the people. These shortcomings negatively impact on democracy. This volume assembles case studies on the capacity of EMBs in these five East African countries to deliver democratic and transparent elections.
The authors take a detailed look at the economic competence and financial literacy of young adults, especially of those who start an apprenticeship or who take up their studies at an university. Economic competence and financial literacy are of special interest within this group, because these young people are – mostly for the first time in their lives – responsible for autonomously managing their own financial affairs and deal with economic challenges.
