Die Internationalisierung der Wirtschaftsbeziehungen sowie der Strukturwandel der Gesellschaft hin zur Informationsgesellschaft erhöhen die Nachfrage nach Fachkräften. Diese Situation erfordert Strategien in den Betrieben, um ihren Bedarf an qualifizierten Beschäftigten zu decken. Die Weiterbildung ist eine zentrale Strategie, um auf geänderte Qualifikationsanforderungen und Fachkräftebedarfe zu reagieren. Insgesamt förderten in Rheinland-Pfalz im ersten Halbjahr 2007 etwa 43 Prozent der Betriebe Weiterbildungsmaßnahmen ihrer Beschäftigten. Seit 2001 hat sich der Anteil um 10 Prozentpunkte deutlich erhöht. Werden die Anteile der Beschäftigten, die weitergebildet werden, an allen Beschäftigten betrachtet, ergibt sich eine Weiterbildungsquote in Rheinland-Pfalz von 23 Prozent. Die Weiterbildungsquote der Frauen liegt mit 24 Prozent leicht darüber.
Nicht nur bei den Betrieben, auch bei den Beschäftigten hat sich der Anteil derjenigen, die an Weiterbildungsmaßnahmen teilnehmen, von 2000 auf 2007 um 8 Prozentpunkte erhöht. Damit sind in Rheinland-Pfalz nicht nur der Anteil der Betriebe, die Fort- und Weiterbildungsmaßnahmen fördern, sondern auch die Anteile der Beschäftigten, die gefördert werden, gestiegen. Somit hat die Bedeutung der Weiterbildung für die Betriebe und die Beschäftigten in Rheinland-Pfalz in den letzten sieben Jahren deutlich zugenommen. Dieses Instrument zur Deckung des Fachkräftebedarfs ist ausgeweitet worden. Erstmalig sind Betriebe des Dienstleistungssektors an der Spitze der weiterbildenden Betriebe. Bezogen auf die Betriebe zeigt sich mit steigender Betriebsgrößenklasse ein steigender Anteil der Betriebe, die weiterbilden. Auch die Weiterbildungsquote der Beschäftigten ist in den Großbetrieben am höchsten. Bezogen auf die Wirtschaftszweige ergibt sich ein anderes Bild als bei den Betrieben: Die meisten Beschäftigten werden anteilig im Verarbeitenden Gewerbe gefördert. Bei der differenzierten Betrachtung der Beschäftigten wird deutlich, dass insbesondere qualifizierte Beschäftigte weitergebildet werden. Die Weiterbildung dieser Qualifikationsgruppe wird damit als Instrument zur Deckung des Fachkräftebedarfs eingesetzt. Mit Hilfe der Daten des IAB-Betriebspanels konnten neben den unterschiedlichen Ausprägungen bezüglich des Wirtschaftszweigs und der Betriebsgröße weitere Zusammenhänge von betrieblichen Merkmalen und der Förderung von Fort- und Weiterbildungsmaßnahmen aufgezeigt werden. Fördernde Betriebe weisen gegenüber nicht fördernden Betrieben eine erhöhte Ausbildungs- und Investitionstätigkeit auf. Weiterhin erwarten fördernde Betriebe eher einen zukünftigen Fachkräftemangel. Für die Planung der Weiterbildung sind Informationen zu ihrer Art notwendig. Der mit Abstand größte Teil an Fort- und Weiterbildungsmaßnahmen besteht in externen Kursen, Seminaren und Lehrgängen. Eine weitere relevante externe Maßnahme ist die Teilnahme an Vorträgen. Darüber hinaus sind die internen Maßnahmen „Weiterbildungen am Arbeitsplatz“ und „interne Kurse“ von Bedeutung. Angaben zur eigentlichen Kostenübernahme, zum Zeitpunkt der Weiterbildung (während oder außerhalb der Arbeitszeiten) und zum Abschluss von Rückzahlungsvereinbarungen müssen als Kosten der Weiterbildung berücksichtigt werden, um das Engagement der Betriebe beurteilen zu können. Die Kosten für die Weiterbildung werden in den meisten Betrieben von ihnen übernommen. Außerdem lassen die meisten Betriebe die Weiterbildung komplett in der Arbeitszeit stattfinden. Auch Rückzahlungsvereinbarungen werden wenig getroffen. Hier ist nur der Anteil in den Großbetrieben hoch. Insgesamt kann von einer relativ großen und deutlich zunehmenden Bedeutung der Weiterbildung in Rheinland-Pfalz gesprochen werden. Überproportional gefördert werden nach wie vor gut qualifizierte Arbeitskräfte, für Geringqualifizierte besteht eine erheblich geringere Chance auf betriebliche Weiterbildung.
Das IAB-Betriebspanel ist eine jährliche, repräsentative Betriebsbefragung des Instituts für Arbeitsmarkt und Berufsforschung der Bundesagentur für Arbeit, die seit 1993 in Zusammenarbeit mit der TNS Infratest Sozialforschung GmbH auf Bundesebene erhoben wird. Durch die Beteiligung der Bundesländer konnte die Zahl der befragten Betriebe soweit aufgestockt werden, dass auch gesonderte Auswertungen auf Länderebene möglich sind. Seit der Befragung 2001 ist durch die Unterstützung der Hessischen Landesregierung sowie der Regionaldirektion Hessen der Bundesagentur für Arbeit auch für Hessen eine gesonderte Auswertung möglich. Betraut mit der Auswertung der gewonnenen Paneldaten für das Land Hessen ist das Institut für Wirtschaft, Arbeit und Kultur in Frankfurt am Main.
Ziel des IAB-Betriebspanels ist es, Informationen und Erkenntnisse über die wirtschaftliche Situation, die Entwicklung des Arbeitsmarktes sowie das betriebliche Beschäftigungsverhalten in Hessen zu gewinnen. Die daraus ableitbaren Erkenntnisse bieten regionalen wie auch lokalen Akteuren eine fundierte Basis für problemadäquates Handeln. Zu diesem Zweck werden in regelmäßigen Abständen Kurzreports herausgegeben, welche über zentrale Ergebnisse der Befragung berichten.
Beim vorliegenden Report handelt es sich um den vierten aus der Befragungswelle 2007. Thema des Reports ist das Innovationsverhalten der hessischen Betriebe.
Im vorliegenden Panel basieren die Ausführungen auf der mündlichen Befragung von 1021 Betrieben in Hessen. Sie stehen für etwa 148.000 hessische Betriebe. Grundgesamtheit der Bruttostichprobe ist die Betriebsdatei der Bundesagentur für Arbeit, in der alle Betriebe enthalten sind, welche mindestens einen sozialversicherungspflichtig Beschäftigten bei der Sozialversicherung gemeldet hatten. Soweit dies möglich ist, werden jedes Jahr dieselben Betriebe befragt. Die Ergebnisse wurden auf alle hessischen Betriebe hochgerechnet und sind damit im Hinblick auf die Wirtschaftszweige und Betriebsgrößenklassen repräsentativ.
Nach den Ergebnissen des IAB-Betriebspanels sind die rheinland-
pfälzischen Betriebe im Vergleich zu Westdeutschland etwas weniger innovativ. Insgesamt ist die Innovationstätigkeit in Rheinland-Pfalz jedoch im Verlauf der letzten Jahre angestiegen. Der Schwerpunkt bei den Innovationen lag nach wie vor bei Maßnahmen zur Qualitätssicherung. Es hat sich gezeigt, dass Rheinland-Pfalz zudem im Bereich der Forschung und Entwicklung etwas zurückhaltender ist als der westdeutsche Durchschnitt:
Zum einen findet in Rheinland-Pfalz in anteilig weniger Betrieben FuE statt, zum anderen widmen sich hier durchschnittlich etwas weniger Beschäftigte diesem Aufgabenbereich. Außerdem finden seltener Kooperationen mit Universitäten und/oder anderen Unternehmen in diesem Bereich statt. Bei einer Gegenüberstellung innovativer und nicht-innovativer Betriebe ergaben sich zum Teil Unterschiede zwischen diesen: So ist in innovativen Unternehmen das Qualifikationsniveau höher und sowohl die Beschäftigungs- als auch die Geschäftsentwicklung stellen sich hier positiver dar als in nicht-innovativen Betrieben. Als schwierig erwies sich für Innovatoren jedoch die Besetzung offener Stellen. Hier waren im Vergleich zu Nicht-Innovatoren überdurchschnittlich häufig Schwierigkeiten feststellbar. Gleichzeitig nutzten jedoch beide Gruppen ihr Ausbildungspotenzial nicht voll aus. Hier besteht entsprechend die Möglichkeit, die vorhandenen Stellenbesetzungsprobleme durch verstärkte Ausbildungsaktivitäten zu verringern. Diesbezüglich ist zu betonen, dass sowohl innovative als auch nicht innovative Betriebe ihr Ausbildungspotenzial nicht bzw. nur zum Teil ausschöpfen und hier entsprechend noch Möglichkeiten des Ausbaus bestehen. Das ist vor allem auch deshalb notwendig, da Innovationen vielfach auch daran scheitern, dass Fachkräfte fehlen. Dem könnte mit vermehrter Ausbildung und auch Weiterbildung erfolgreich begegnet werden. Die Weiterbildungsquote der innovativen Betriebe übersteigt das der nicht-innovativen deutlich. Weiterbildung ist somit für innovative Betriebe ein Instrument, ihren Bedarf an qualifizierten Fachkräften zu decken. Aufgrund der Ergebnisse des IAB-Betriebspanels stellt sich nun die Frage, welche Faktoren tatsächlich einen Einfluss auf das Innovationsverhalten der Betriebe haben. Zwar ließen sich im Rahmen dieses Kurzreports Unterschiede zwischen innovativen und nicht-innovativen Betrieben herausarbeiten. Nicht abschließend beantwortet werden kann jedoch die Frage, wodurch diese zustande kommen. So hat sich bspw. gezeigt, dass sich die Ertragslage und die Beschäftigungsentwicklung bei Innovatoren und Nicht Innovatoren unterscheiden, unklar ist jedoch, ob positive Geschäftsentwicklungen Innovationen begünstigen, oder ob es vielmehr umgekehrt ist. Aufgrund einer im Jahr 2004 durchgeführten multivariaten Analyse ist ein signifikanter Zusammenhang zwischen Wirtschaftszweig sowie Betriebsgrößenklasse und Innovationen festgestellt worden. Diese beiden Faktoren haben somit Einfluss auf die Innovationstätigkeit der Unternehmen.
Diesbezüglich ist zu betonen, dass sich Rheinland-Pfalz durch, verglichen mit den alten Bundesländern, überproportional viele Kleinst- und Kleinbetriebe auszeichnet und branchenspezifisch der Schwerpunkt traditionell im Verarbeitenden Gewerbe liegt. Da Klein- und weniger Innovationen durchführen, wirkt dieses Strukturmerkmal sich entsprechend auch auf die vergleichsweise geringere Innovationstätigkeit in Rheinland-Pfalz aus. Ein eindeutiger Einfluss der Ertragslage auf die Durchführung von Neuerungen konnte hingegen nicht bestätigt werden (vgl. Wagner, Schmid (2003)).
Unabhängig von den gestiegenen Beschäftigungszahlen in Rheinland-Pfalz haben sich die Anteile der einzelnen Beschäftigtengruppen im Verhältnis zum Vorjahr nicht verändert. Ein überproportionales Wachstum von qualifizierten Arbeitnehmern oder auch Fachkräften konnte demnach nicht bestätigt werden. Der Anteil der Arbeitnehmer* innen, die einen Fachhochschul- oder Universitätsabschluss benötigen, liegt in Rheinland-Pfalz unter dem westdeutschen Mittelwert. Dessen ungeachtet werden in Rheinland-Pfalz qualifizierte Arbeitnehmer gesucht. Ein klarer Schwerpunkt liegt hierbei auf Personen mit einer abgeschlossenen Lehre, einer vergleichbaren Berufsausbildung oder entsprechender Berufserfahrung. Ein Bedarf an hoch qualifizierten Arbeitskräften mit Fachhochschul- oder Universitätsabschluss liegt besonders in Großbetrieben mit über 250 Beschäftigten vor. Dennoch ist es voreilig, von einem akuten Fachkräftemangel in Rheinland-Pfalz zu sprechen. Zwar erwarten 8 Prozent der rheinland-pfälzischen Betriebe Probleme bei der Besetzung von Fachkräftestellen in den nächsten zwei Jahren, Rheinland-Pfalz liegt damit aber unter dem westdeutschen Wert von 12 Prozent. Bei Betrachtung der gemeldeten offenen Stellen fällt auf, dass zwar 61 Prozent der Stellen für Beschäftigte mit einer abgeschlossenen Lehre, einer vergleichbaren Berufsausbildung oder entsprechender Berufserfahrung gemeldet waren, die Meldequoten für einfache Tätigkeiten oder gesuchte Arbeitnehmer für Stellen mit einem erforderlichen Fachhochschul- oder Universitätsabschluss niedriger liegen. Besonders gering ist hierbei mit 42 Prozent die Meldequote für jene offenen Stellen, die einen Fachhochschul- oder Universitätsabschluss erfordern. Bei den Personalabgängen ist zu vermerken, dass der Anteil der Arbeitnehmer, die gekündigt haben, gestiegen, und der Anteil der Personen, die aufgrund des Ablaufs eines befristeten Vertrags einen Betrieb verließen oder durch den Betrieb gekündigt wurden, gesunken sind. Zudem verdoppelte sich der Anteil der Auszubildenden, die den Betrieb nach Abschluss einer Ausbildung verlassen haben. Die mit 13,2 Prozent höchste Fluktuationsrate und somit die größte Beschäftigtendynamik gab es bei den mittleren Betrieben mit 50 bis 249 Beschäftigten. Obwohl diese Betriebe mit 25 Prozent den geringsten Anteil an den Gesamtbeschäftigten haben, weisen sie nach den Kleinst- und Kleinbetrieben die zweithöchste absolute Beschäftigtenfluktuation auf. Die stabilsten Beschäftigtenverhältnisse gab es bei den Großbetrieben mit über 250 Beschäftigten. Hier betrug die Fluktuationsrate lediglich 5,5 Prozent. Bei den Wirtschaftszweigen ist ein großer Unterschied zwischen der Beschäftigungsdynamik bei den Betrieben des Produzieren- den Gewerbes und den Betrieben der dienstleistungsorientierten Branchen zu erkennen. Mit einer annähernd viermal höheren Fluktuationsquote bei den Betrieben der dienstleistungsorientierten Branchen ist hier eine weitaus höhere Dynamik zu erkennen, während bei den Betrieben des Produzierenden Gewerbes eine größere Beschäftigungsstabilität vorhanden ist.
Nach einer Analyse der im IAB-Betriebspanel erhobenen Daten kann
zusammenfassend festgestellt werden, dass sich die Situation der Auszubildenden in Rheinland-Pfalz im Vergleich zum Vorjahr verbessert hat. Einen starken Anteil an dieser positiven Entwicklung haben in Rheinland-Pfalz 2007 besonders die Kleinbetriebe.
Außer bei der Auszubildendenzahl können vor allem im Baugewerbe und im Dienstleistungssektor positive Entwicklungen verzeichnet werden, die jeweils weit über dem westdeutschen Durchschnitt liegen. Auch die Ausbildungsquote liegt weiterhin über dem westdeutschen Wert und kann im Gegensatz zu dessen Rückgang von -0,1 Prozentpunkten einen Zuwachs verzeichnen. Der Wirtschaftssektor mit der erfreulichsten Ausbildungsquote ist auch hier das Baugewerbe, der Dienstleistungssektor liegt im Mittelfeld. Hierbei muss jedoch bedacht werden, dass das Baugewerbe im Vergleich mit den anderen Sektoren, Ausnahme ist der Sektor Öffentliche Verwaltung/Organisationen ohne Erwerbszweck, eine weniger starke Bedeutung für den Wirtschaftsstandort Rheinland-Pfalz hat. Daneben hat sich auch die Ausbildungsbeteiligung der Betriebe erhöht. Während weniger Betriebe eine Ausbildungserlaubnis haben als noch im Vorjahr, nutzt ein höherer Anteil der Betriebe mit Ausbildungserlaubnis diese auch. Das ungenutzte Ausbildungspotential derjenigen Betriebe, die trotz vorliegender Ausbildungserlaubnis nicht ausbilden, hat sich demnach verringert. Positiv wirken sich vor allem Haus- und Firmentarifverträge auf die Ausbildungsbereitschaft aus, aber auch die Erwartung eines steigenden Geschäftsvolumens und steigender Beschäftigtenzahlen. Die in diesem Jahr erstmals erfassten unterstützenden Maßnahmen zur betrieblichen Ausbildung nutzen 32 Prozent der ausbildenden Betriebe. Aufgrund der erstmaligen Erhebung dieses Punktes ist es nicht möglich, eine positive oder negative Entwicklung aufzuzeigen. Hier wird es interessant sein, die zukünftige Resonanz auf die Angebote zu erfassen und kommende Entwicklung zu beobachten. Eine weitere positive Entwicklung zeigt sich bei der erhöhten Übernahme erfolgreicher Auszubildende nach ihrer Ausbildung in Angestelltenverhältnisse in ihren Ausbildungsbetrieben. Hier kann insgesamt ein Plus von 5 Prozentpunkten bei der Übernahmequote vermerkt werden.
Die Internationalisierung der Wirtschaftsbeziehungen sowie der technologische Wandel erhöhen im Zusammenhang mit der konjunkturellen Entwicklung die Nachfrage nach Fachkräften. Ausgangspunkt dieses Reports war die Frage, inwieweit die hessischen Betriebe auf diesen erhöhten Bedarf durch eine Intensivierung ihrer Fort- und Weiterbildungstätigkeiten reagieren Fast die Hälfte der hessischen Betriebe (45%) förderte im ersten Halbjahr 2007 Weiterbildungsmaßnahmen ihrer Beschäftigten. Dies sind prozentual ebenso viele Betriebe wie in Westdeutschland. Seit 2001 hat sich der Anteil in Hessen um 6 Prozentpunkte erhöht. Damit ist die Steigerung geringer als in Westdeutschland ausgefallen, da hier im selben Zeitraum ein Anstieg von 9 Prozentpunkten zu verzeichnen ist.
Der Anteil an Fort- und Weiterbildungsmaßnahmen fördernden Betrieben in Hessen nimmt dabei mit der Betriebsgröße sehr stark zu. Darüber hinaus ist er in Dienstleistungsorientierten Branchen deutlich höher als in den Betrieben des Verarbeitenden Gewerbes. Insbesondere die Öffentliche Verwaltung bzw. Organisationen ohne Erwerbszweck zeichnen sich durch einen hohen Förderanteil aus. Während dieser Indikator auf eine zumindest leichte Zunahme an Weiterbildungsaktivitäten der Betriebe hinweist, wird dieses Bild durch die Betrachtung des Anteils der weitergebildeten Beschäftigten relativiert. Seit 2003 hat sich dieser nicht mehr nennenswert verändert und liegt 2007 bei 22%. Im Zeitverlauf ist dabei eine Angleichung der Anteile über die einzelnen Betriebsgrößenklassen festzustellen. Dies bedeutet, dass Kleinst- und Kleinbetriebe den gleichen Anteil an Beschäftigten weiterbilden wie mittelgroße und Großbetriebe, obwohl ihr Anteil bei den fördernden Betrieben deutlich geringer ist. Für die Wirtschaftszweige wiederholt sich in der Tendenz die Struktur der fördernden Betriebe. Der Anteil an weitergebildeten Beschäftigten ist bei der Öffentlichen Verwaltung bzw. Organisationen ohne Erwerbszweck mit 30% am größten. Mithilfe der Daten des IAB-Betriebspanels konnten neben den unterschiedlichen Ausprägungen bezüglich des Wirtschaftszweigs und der Betriebsgröße weitere Zusammenhänge von betrieblichen Merkmalen und der Förderung von Fort- und Weiterbildungsmaßnahmen aufgezeigt werden. Fördernde Betriebe weisen gegenüber nicht fördernden Betrieben einen höheren Anteil an Beschäftigten in qualifizierten Tätigkeiten und eine erhöhte Ausbildungs- und Investitionstätigkeit auf.
Weiterhin erwarten fördernde Betriebe eher einen zukünftigen Fachkräftemangel. Gefördert werden dabei überproportional qualifizierte Beschäftigte mit (Fach-) Hochschulabschluss oder einer abgeschlossenen Berufsausbildung. Im Zeitverlauf steigt dabei der Anteil der Akademiker seit 2003 an, während der für un- bzw. angelernte Arbeitskräfte abnimmt. Männer und Frauen werden in etwa im Verhältnis ihres Anteils an den Gesamtbeschäftigten weitergebildet. Der mit Abstand größte Teil an Fort- und Weiterbildungsmaßnahmen besteht in externen Kursen, Seminaren und Lehrgängen. 85% der Betriebe, die Fort- und Weiterbildungsmaßnahmen fördern, gaben an, solche Maßnahmen durchzuführen. Dieser Anteil ist gegenüber 2003 und 2005 noch mal um 5 Prozentpunkte gestiegen.
Weitere relevante Maßnahmen sind darüber hinaus Weiterbildungen am Arbeitsplatz, Teilnahme an Vorträgen und interne Kurse. In knapp der Hälfte der Betriebe finden diese statt. Gegenüber 2005 hat sich der Anteil der Betriebe leicht erhöht, bei denen die Weiterbildung zum Teil oder vollständig außerhalb der Arbeitszeit stattfindet. Im Jahr 2007 beteiligt zudem ein Viertel der Betriebe ihre Beschäftigten zumindest zum Teil an den entstehenden Weiterbildungskosten. Insgesamt zeigt der Report, dass von einer relativ großen und zunehmenden Bedeutung der Weiterbildung gesprochen werden kann, soweit dabei der Anteil der fördernden Betriebe betrachtet wird. Der Anteil der geförderten Beschäftigten liegt niedriger und ist seit 2003 nicht mehr gestiegen. Überproportional gefördert werden nach wie vor gut qualifizierte Arbeitskräfte, für Geringqualifizierte besteht eine erheblich geringere Chance auf betriebliche Weiterbildung.
Für die Klärung der ersten Fragestellung nach der Entwicklung und Struktur des Fachkräftebedarfs in Hessen wurden vier Indikatoren ausgewertet: Ein Vergleich der Qualifikationsstruktur der Beschäftigten von 2001 bis 2007. Die Entwicklung des Verhältnisses der neu eingestellten Arbeitskräfte für qualifizierte und einfache Tätigkeiten in den ersten Halbjahren 2001 bis 2003, 2005 und 2007. (3) Ein Strukturvergleich der offenen Stellen von 2001 bis 2007. Sowie (4) eine Analyse der erwarteten zukünftigen Stellenbesetzungen. Insgesamt lässt sich sagen, dass die ersten drei Indikatoren die Tendenz eines zunehmenden Fachkräftebedarfs seit Anfang oder Mitte des Jahrzehnts abbilden. So hat seit 2002 der Anteil an qualifizierten Beschäftigten um 5 Prozentpunkte zugenommen. Ebenfalls hat sich seit 2003 der Anteil der Neueinstellungen für qualifizierte Tätigkeiten von 49,2 auf 57,1% erhöht. Und auch der Anteil an vakanten Stellen, für die qualifizierte Arbeitskräfte zum nächstmöglichen Zeitpunkt gesucht werden, ist von zwei Dritteln im Jahr 2005 auf über 80% im Jahr 2007 gestiegen. Insoweit lässt sich belegen, dass der Fachkräftebedarf der Betriebe in den letzten Jahren zugenommen hat. Allerdings weist keiner der Indikatoren für 2007 einen höheren Wert als 2001 auf, so dass von einem uförmigen Verlauf gesprochen werden kann, bei dem der Tiefpunkt zwischen den Jahren 2003 bis 2005 lag. Es könnte also sein, dass die Entwicklung der Fachkräftenachfrage weniger dem Wandel von der Industrie- zur Wissensgesellschaft als vielmehr der wirtschaftlichen Konjunktur und ihren Auswirkungen auf den Arbeitsmarkt folgt. Mit Blick auf den vierten Indikator ist jedoch davon auszugehen, dass es in naher Zukunft bei dem Trend eines verhaltenen Anstiegs der Fachkräftenachfrage bleibt. Mehr als ein Viertel der hessischen Betriebe geht davon aus, in den Jahren 2008 und 2009 Stellen für Fachkräfte neu besetzen zu müssen. Für die Beantwortung der zweiten Frage nach Ausmaß und Struktur eines möglichen Fachkräftemangels standen als Indikatoren der Anteil der nicht besetzten Stellen bezogen auf die eingestellten Fachkräfte und das Ausmaß und die Intensität der zukünftig erwarteten Stellenbesetzungsprobleme zur Verfügung. Nur für den ersten Indikator konnte ein Vergleich mit einem früheren Messzeitpunkt durchgeführt werden. Als Ergebnis bleibt festzuhalten, dass es für die hessischen Betriebe im Jahr 2007 schwieriger war, geeignete Fachkräften zu finden, als 2005. Im 1. Halbjahr 2005 stellten die Betriebe etwa 55.800 qualifizierte Arbeitskräfte ein und konnten rund 9.200 Stellen nicht besetzen. 2007 stieg zwar die Anzahl an neueingestellten Fachkräften auf 91.400, aber die Zahl der nicht besetzten Stellen stieg noch stärker auf 26.300. Hieraus wird deutlich, dass die Betriebe 2007 größere Schwierigkeiten als 2005 bei der Deckung ihres Fachkräftebedarfs hatten. Allerdings könnte auch diese Entwicklung in einem konjunkturellen Aufwärtstrend normal sein. Inwieweit die Spannungen auf dem Arbeitsmarkt weiter zunehmen werden, lässt sich anhand der vorhandenen Daten nicht abbilden. Abschließend erweisen sich u. E. die erwarteten Probleme bei Stellenbesetzungen als der deutlichste Hinweis auf einen Fachkräftemangel. Etwa die Hälfte der Betriebe, die für 2008 oder 2009 eine Neubesetzung von Fachkräftestellen erwarten, gehen von Problemen bei der Rekrutierung aus; wobei wiederum mehr als die Hälfte bei allen zu besetzenden Fachkräftestellen Schwierigkeiten vermuten.
Als wichtigste Gründe hierbei werden vor allem schwer zu findenden Zusatzqualifikationen und zu wenig vorhandene Bewerber/innen genannt.
Die Ausbildungssituation in Hessen hat sich im Befragungszeitraum 2007 im Vergleich zum Vorjahr erheblich verbessert. Die negative Entwicklung auf dem Ausbildungsmarkt konnte gestoppt werden, die Zahl der Auszubildenden stieg in Hessen um 5,6% und damit deutlich stärker an als im Durchschnitt der westdeutschen Bundesländer (+4 Prozentpunkte). Darüber hinaus hat die Zahl der Auszubildenden auch im Verhältnis zur Anzahl der sozialversicherungspflichtig Beschäftigten zugelegt. Die Ausbildungsquote stieg in Hessen um 0,2 Prozentpunkte auf 5,1%. Da im gleichen Zeitraum die westdeutsche Ausbildungsquote um 0,1 Prozentpunkte auf 5,4% sank, kam es zu einer Annäherung der hessischen Ausbildungsquote an den westdeutschen Durchschnitt. Ebenso erfreulich ist, dass im Vergleich zum Vorjahr nicht nur die Zahl der Auszubildenden, sondern auch die Zahl der ausbildenden Betriebe in Hessen gestiegen ist. Die Ausbildungsbeteiligung stieg zwischen Juni 2006 und Juni 2007 um 2 Prozentpunkte.
Trotz der positiven Gesamtentwicklung bestehen in Hessen jedoch immer noch ungenutzte Ausbildungspotenziale. So bildeten 27% der Betriebe mit einer Ausbildungsberechtigung nicht aus. Die Analyse des Ausbildungsengagements der hessischen Betriebe unter Berücksichtigung ihrer wirtschaftlichen Situation ergab, dass das ungenutzte Ausbildungspotenzial bei Betrieben mit einer sehr guten Ertragslage besonders hoch ist. Dieses Ausbildungspotenzial sollte ausgeschöpft werden. Denn trotz einer leichten Zunahme des Ausbildungsplatzangebotes (+1,2%) liegt die hessische Angebots-Nachfrage-Relation nach wie vor unter 100%, das heißt, die Nachfrage nach Lehrstellen ist größer als das Angebot. Das Ausbildungspotenzial der hessischen Betriebe sollte entsprechend stärker genutzt werden, so dass allen Ausbildungsplatzsuchenden eine Ausbildung angeboten werden kann. Vor dem Hintergrund, dass trotz der positiven wirtschaftlichen Gesamtentwicklung des vergangenen Jahres die Ausbildungsbeteiligung unter der bisherigen Höchstmarke von 35% (2003 und 2005) liegt, ist davor zu warnen, das Engagement für eine stärkere Beteiligung der hessischen Betriebe an der betrieblichen Ausbildung zu reduzieren. Dies gilt so wohl für die Anzahl der ausbildenden Betriebe, als auch für die Anzahl der Auszubildenden pro Betrieb.
Beschäftigungsprognose 2009/2010 für die Region Rhein-Main :

Nach der aktuellen Beschäftigungsprognose für die Region Rhein-Main ist bis Ende 2009 mit stagnierenden Beschäftigtenzahlen zu rechnen. Dies gilt sowohl für die Gesamtbeschäftigung als auch für die sozialversicherungspflichtige Beschäftigung.
Eine dramatische Verschlechterung der Situation auf dem Arbeitsmarkt in der Region ist damit nicht zu erwarten. Dies erscheint angesichts der aktuellen Abschwächung der wirtschaftlichen Aktivität und der immer pessimistischer werdenden Wachstumsprognosen etwas überraschend, steht aber im Einklang mit den Regionalprognosen des Instituts für Arbeitsmarkt und Berufsforschung (IAB). Auch dort wird (für Hessen) für das Jahr 2009 von einer stagnierenden Beschäftigung ausgegangen.
Die tatsächlichen Wirkungen des Abschwungs auf den Arbeits markt hängen jedoch nicht nur von seinem Ausmaß, sondern auch von seiner Dauer ab. Die Betriebe in der Region Rhein-Main, das hat die 2-Jahresprognose gezeigt, gehen nur von einer kurzen Schwächeperiode der Wirtschaft aus, die im Jahr 2010 nach ihrer Einschätzung bereits wieder überwunden sein und sich entsprechend in einer Zunahme der Arbeitskräftenachfrage im Jahr 2010 niederschlagen wird (Prognose für 2010: +0,7%).Es ist hier aber zu berücksichtigen, dass auch die Betriebe ihre Erwartungen unter sehr hohen Unsicherheiten formulieren. Falls sich diese kurzfristig nicht erfüllen, d.h. die Krise doch länger andauert als gegenwärtig erwartet, wird sich dies auch auf dem Arbeitsmarkt in der Region Rhein-Main niederschlagen. Des Weiteren bleibt festzuhalten, dass die Region Rhein-Main ihre kurzfristige Stabilität in den Beschäftigtenzahlen überwiegend einem Sektor, den Dienstleistungen für Unternehmen, zu verdanken hat. Andere wichtige Branchen in der Region, wie das Kreditgewerbe und Versicherungsinstitute oder das Verarbeitende Gewerbe, gehen dagegen für 2009 schon von einem spürbaren Beschäftigungsrückgang aus. Falls sich die negativen Entwicklungen auf den Dienstleistungssektor übertragen, ist auch in der Region Rhein-Main mit einem Beschäftigungseinbruch zu rechnen. Negativ ist des Weiteren die Entwicklung bei den Kleinstbetrieben zu bewerten. Diese haben in den letzten Jahren nicht unerheblich zur Beschäftigungsstabilität bzw. zum Beschäftigungsanstieg der Region Rhein-Main beigetragen. Aktuell zeichnen sie sich jedoch durch die schlechteste Prognose aller Betriebsgrößenklassen aus.
Über die Bedeutung von kontinuierlichen Weiterbildungsaktivitäten besteht ein breiter Konsens: Sie sind aus betrieblicher Sicht unerlässlich zur Sicherung der Wettbewerbsfähigkeit, zur Bewältigung des technisch-organisatorischen Wandels und zur Erreichung notwendiger Innovationen und Produktivitätssteigerungen. Aus Sicht der Erwerbspersonen wiederum reicht eine (falls vorhandene) berufliche Erstausbildung angesichts der dynamischen Prozesse in der Arbeitswelt häufig nicht mehr aus, um Beschäftigung und Einkommen langfristig zu sichern. Immer wieder postuliert wird daher die Notwendigkeit lebenslangen Lernens.
Gerade der beruflichen Weiterbildung wird daher von verschiedener Seite eine Schlüsselrolle für die gesamte Wirtschafts- und Sozialpolitik zugesprochen (vgl. Bellmann/Büchel 2001). Die Erkenntnis der besonderen Bedeutung beruflicher Weiterbildung ist nicht neu. Umso erstaunlicher ist die mangelhafte Informationsgrundlage über Art, Umfang und Intensität beruflicher Weiterbildungsformen. Der Weiterbildungsbereich ist in Deutschland statistisch nur bruchstückhaft erfasst, die vorhandenen Statistiken sind häufig nicht kompatibel und begriffliche Abgrenzungen heterogen bis diffus (vgl. Bellmann 2003). Begibt man sich von einer internationalen (EU) oder nationalen (Deutschland) auf die regionalisierte Ebene der Bundesländer, wird die Datenlage noch dürftiger. Sind national bzw. international inzwischen zumindest einige Berichtsysteme etabliert wie z.B. der Continual Vocational Trainig Survey (CVTS, vgl. zu den Ergebnissen Statistisches Bundesamt 2007), das Berichtsystem Weiterbildung (BSW; vgl. Rosenbladt, Bilger, 2008) oder im Aufbau wie der Adult Education Survey (AES), stehen Daten und Informationen auf Bundesländerebene in wesentlich geringerem Umfang zur Verfügung.
Um (Förder-) Aktivitäten im Bereich der beruflichen Weiterbildung optimiert einsetzen und bewerten zu können, bedarf es jedoch einer möglichst detaillierten Informationsgrundlage über Art und Umfang von Weiterbildungsaktivitäten. Hier setzt das vorliegende Projekt an: Das Institut für Wirtschaft, Arbeit und Kultur führte eine vom Hessischen Ministerium für Wirtschaft, Verkehr und Landesentwicklung geförderte Studie mit dem Ziel durch, eine solche Informationsgrundlage über Art und Umfang betrieblicher Weiterbildung in Hessen zu erhalten. Gleichzeitig sollte ein Konzept zur Etablierung eines „Informationssystems Weiterbildung in Hessen“ erarbeitet werden, welches eine kontinuierliche Berichterstattung über Weiterbildungsaktivitäten in Hessen über einen längeren Zeitraum erlaubt und auch nicht betrieblich finanzierte Weiterbildungsformen berücksichtigt.
Der vorliegende Bericht stellt somit einen ersten Baustein des „Informationssystems Weiterbildung“ dar, der sich auf betriebliche Weiterbildung beschränkt. Hierzu wurde Anfang 2008 eine repräsentative telefonische Betriebsbefragung bei ca. 2.200 hessischen Unternehmen durchgeführt. Des Weitern wurden die Daten des IAB-Betriebspanels Hessen für die Jahre 2001 bis 2007 hinsichtlich der dort vorhandenen Fragen zur betrieblichen Weiterbildung ausgewertet.

The Botsotso literary journal started in 1996 as a monthly 4 page insert in the New Nation, an independent anti-apartheid South African weekly and reached over 80,000 people at a time largely politisized black workers and youth with a selection of poems, short stories and short essays that reflected the deep changes taking place in the country at that time. Since the closure of the New Nation in 1999, the journal has evolved into a stand-alone compilation featuring the same mix of genres, and with the addition of photo essays and reviews. The Botsotso editorial policy remains committed to creating a mix of voices which highlight the diverse spectrum of South African identities and languages, particularly those that are dedicated to radical expression and examinations of South Africa's complex society.
The poems, stories and essays of Mphutlane wa Bofelo operate within a framework of thinking that is an amalgam of philosophies: that of black consciousness, humanistic Islam and socialism. His voice is both lyrical and satirical, expressing anger and tenderness even as his barbs are sharp and his kisses tender. His beats are complex polyrhythms that roll on in incantatory style or achieve mystical brevity. Bofelo entered the world of sociopolitical and cultural activism in the early 1980s through the black consciousness movement in Zamdela Township in Sasolburg. He lives in Durban, where he has built up an audience as a performer of poetry, a speaker and a facilitator. He has self-published two poetry collections and is represented in journals, newspapers and on web sites.

Married But Available ventures into a theme about which people say as much as they withhold. It explores intersections between sex, money and power, challenging orthodoxies, revealing complexities and providing insights into the politics and economics of relationships. During six months of fieldwork in Mimboland, Lilly Loveless, a Muzungulander doctoral student in Social Geography, researches how sex shapes and is shaped by power and consumerism in Africa. The bulk of her research takes place on the outskirts of the University of Mimbo, an institution where nothing is what it seems. Through her astounding harvest of encounters, interviews, conversations and observations, the reader gets a captivating glimpse into the frailty and resilience of human beings and society. Lilly Loveless comes out of it all well and truly baptized. And so does the reader!
The Pan-Africanist debate is back on the historical agenda. The stresses and strains in the union of Tanganyika and Zanzibar since its formation some forty years ago are not showing any sign of abating. Meanwhile, imperialism under new forms and labels continues to bedevil the continent in ever-aggressive, if subtle, ways. The political federation of East Africa, which was one of the main spin-offs of the Pan-Africanism of the nationalist period, is reappearing on the political stage, albeit in a distorted form of regional integration. It is in this context that the present study is situated. Backgrounding the major dramas of the union of Tanganyika and Zanzibar this book studies the personalities involved and their politics, and includes an account of the Dodoma CCM conference that toppled President Jumbe. Getting Heard: (Re)claiming Performance Space is the third in a series of publications on art, culture and society released by Twaweza Communications. The aim is to bring to the fore conversations taking place in Kenya about identity, creativity, nationalism and the generation of knowledge. The series is also about the pursuit of freedom through arts, media and culture. In Getting Heard the performance space is shown to offer wider possibilities for knowledge creation. It shows that in post-colonial Africa political leaders have consistently performed over their subjects at local and national levels. There is discussion of: Kenya National Theatre, Story Telling, Radio Theatre, Translation, African Languages, Music, Media and Mungiki This volume opens a window to our understanding of post-colonial Africa through performances.

Titabet and the Takumbeng is a play that relives the unprecedented political upheaval of the 1992 first ever multiparty presidential elections in Cameroon. Following the controversial elections, Bamenda - the stronghold of the main opposition party, the Social Democratic Front (SDF) - was plunged into a tense and intense civil disobedience campaign. The violence which ensued pitted SDF militants who claimed their victory was stolen against regime loyalists. The government reacted by imposing a curfew on Bamenda. The army that was dispatched to keep the peace committed ferocious kidnapping, rape, theft and torture, driving women, children and men into the arms of terror. Titabet the protagonist emerges as the leader of the oppressed. He and the sacred women's cult of Takumbeng were the only hope for the people. The sacred cleansing cult and Titabet's courageous resistance apparently brought an end to what would have been too devastating a tale to narrate. Kehbuma Langmia teaches courses in Mass Communications, Broadcast Journalism and Media Studies at Bowie State University. With previous degrees in fine arts, television and film, he earned his PhD in Mass Communication and Media Studies from Howard University. He also has an MA degree in theatre arts from the University of Yaound?, Cameroon. He is also a graduate from the Television Academy in Munich, Germany. Dr. Langmia writes, produces and directs independent productions, and serves as executive producer for students' television projects at Bowie State University.
This book is about emerging informal responses to unemployment in Malawi. To the bicycle taxi and handcart operators who are at the centre of the book, informality is a means for negotiating newer experiences and challenges associated with urbanisation. Jimu richly documents how informal economy activities continue to represent grassroots responses to widespread poverty, unavailability of meaningful employment opportunities and the failure of the state as well as the private and the non-state sectors to respond to escalating demand for formal sector jobs. Multiplicity of activities and straddling urban and rural opportunities are strategies employed to deal with opportunity impermanence and maximize returns from various low paying tasks and jobs. While these activities have grown without state support, state involvement is necessary to regulate and promote the welfare of the workers in the sector as well as that of the users of their service and the general public. This will require constructive engagement among the operators, users of their services, local government, and various state agencies.
The Raped Amulet

An extraordinary story of a young man from Africa who tries hard to reconcile the ways he had grown up with, and those he was experiencing in his host country - Great Britain. The story is set in Coventry, in the English Midlands and is told by Dion Ekpochaba, a postgraduate student at the University of Warwick. Dion, fresh from his motherland, Cameroon, loses an amulet, a cherished heritage of his ancestry and becomes desperate about the loss. He meets an elderly English man, Tom Jones who makes a startling revelation: the amulet had just been desecrated by his dog and thrown into the depths of a lake in the campus. Dion became so flabbergasted that Tom Jones thought he might have gone out of his mind. The two strangers tried to understand each other to no avail. However, the misfortunes of time turn the tides, resulting in a friendship, which provides grounds for mutual understanding and respect for each other's ways. This book explores the latent and sometimes overt undercurrents that have shaped the judicial history of Cameroon since the United Nations Trusteeship period. It is an insightful account by a critical observer privileged to serve as Director of Public Prosecutions and a judge in a post-independence context characterized by dual and often conflictual legal systems inspired by French and English colonialism. Justice Nyo'Wakai demonstrates how the conflict of judicial concepts, procedures and usages have led to the Francophone judicial system trying to impose itself on the Anglophone judicial system in Cameroon. Often reduced to toothless bulldogs by new constitutional dispensations informed largely by the French colonial legacy and Francophone realities, Anglophones have bemoaned the independence of the Judiciary identified with their Anglo-Saxon heritage. In the face of such domination and the highhandedness of the Executive, only mature cool headedness and the ability to bend over backwards on the part of Anglophone legal practitioners have contained the explosive situation and allowed for a gradual evolution of the Judicial System in Cameroon.

If Each One Of Us Would Be God? Precipice

When he smiled he had that elusive curve on his lips that reminded her of her husband. She had been unable to resist that curve of the lips even after eight years of marriage. When her husband smiled she had the feeling he was looking down on her in amused condescension. This used to annoy her but she could not resist the charm he exuded. Now here she was an abandoned wife with an estranged son. Her thoughts roved as she watched them, plunging into the past, the present and the future. The girl brought back the past. She wished she could obliterate that past from her life and her son's. In Precipice, Susan Nkwentie Nde, in her first novel, has a way of weaving past intrigues and present emotions to keep all guessing about what will be. She opens up her characters for the reader to enter and inhabit their minds and bodies in a compelling story of love and estrangement, happy accidents, quest and survival.
Tale of an African Woman

The village of Yakiri has been cursed by ancestral wrath because of the treatment of Yaa, the first girl who wrestled her male goatherd peers to earn the right to be initiated into the society of manhood. Her struggle is taken up generations later by Yaya, the granddaughter of Tafan and Wirba. Orphaned like her forebear, Yaya becomes a star student in the village's primary school and promises to go far. But, ask the villagers, is it right to invest in an education for an African girl who may become the property of another village? An educated woman will abandon the farm where she is needed, wear high heels and try to order men around! In the midst of it all, one Irish missionary, living in Africa and for the most time with Africans, literally wiggles his way into hearts and minds. With his intervention, Yaya leaves the village to school in the city, but her troubles as a woman have not really begun. Yarns of cultural borrowing, indigestion and transcendence reveal the simple and complex ways in which community matters are confronted and decided. This happens in shrines where seers are consulted and cowry shells thrown, in palm wine houses, but also around the school and presbytery. The untold stories and perspectives of girls and women burst through in illuminating and uplifting ways. Quarrels, squabbles, near collisions and mutual conversions give way to innovative traditions.
The Barn

This book richly documents the battles fought by the Anglophone community in Cameroon to safeguard the General Certificate of Education (GCE), a symbol of their cherished colonial heritage from Britain, from attempts by agents of the Ministry of National Education to subvert it. These battles opposed a mobilised and determined Anglophone civil society against numerous machinations by successive Francophone-dominated governments to destroy their much prided educational system in the name of 'national integration'. When Southern Cameroonians re-united with La R?publique du Cameroun in 1961, they claimed that they were bringing into the union 'a fine education system' from which their Francophone compatriots could borrow. Instead, they found themselves battling for decades to save their way of life. Central to their concerns and survival as a community is an urgent need for cultural recognition and representation, of which an educational system free of corruption and trivialisation through politicisation is a key component.
Cry My Beloved Africa is a compendium of essays having as locus the continent of Africa. It comprises insightful observations on the politics, governmental systems, political economy, cultural practices, educational systems and natural phenomena that impact on the lives of Africans. God the Politician

God the Politician is a compelling analytical, critical, informed and largely eyewitness account of the major events that have taken place in Cameroon since the return of multiparty politics in the 1990s. The accession of Paul Biya to power under the one-party regime in 1982 and the attempt to overthrow him in a coup d'?tat in 1984 are told in flashback, so are the excesses of power without responsibility that have come to be associated with over 25 years of Biya as President. Most of the story is centred on the struggle by the opposition, led by the Social Democratic Front (SDF), to overthrow the incumbent. In his determination to crush opposition, President Biya and his collaborators have sometimes used intrigue, but mostly force and callous indifference to basic human rights and to democracy. Bloodshed has often been the result of the regime's titanic struggles against freedoms. President Paul Biya is not in a hurry to go and so instead of democratizing Cameroon, he has chosen to Cameroonize democracy, turning electoral fraud into an art. Because of massive fraud during elections and the inability of the opposition to unite, political party leaders have decided to join him who they cannot beat. The book is an x-ray of a regime and the Frankenstein monsters it has created and sustained to thwart democracy. It exposes the corruption, electoral fraud, human rights abuse and cynicism that make politicians believe they can play God in the lives of Cameroonians.
Beware the Drives

This collection of verse, which has mostly short poems, some of which are two-liners, is an outcome of several years of keen observation of the very nature of man. The observation brought this writer to the conclusion that man is dominated by fear and in his effort to conquer it, he resorts to unbridled aggression. Such aggression has been very instrumental in much of the success that humanity has been able to achieve, so far. But at the same time, the same aggression in man's nature has been responsible for the pleasure he takes in the ruthless destruction of his own kind, the environment in which he cushions himself, plants and animals.

Pidgin English is the chief medium of communication for the great majority of Cameroonians. It sustains a world view, culture and way of life. Pidgin embodies concepts that would at best be partially expressed in formal English. A critical understanding of Pidgin English requires not only a thorough grasp of the socio-cultural matrix from which the words and expressions originate but also an immersion in an Afro-centric worldview. Majunga Tok: Poems in Pidgin English is the poet's attempt at capturing these speech patterns of ordinary Cameroonians in written form. Pidgin English, also called broken English, is a lingua franca spoken not only in Cameroon but also in many West African countries, including Nigeria, Ghana, Sierra Leone and Liberia amonst others. This poetry anthology is inspired by the poet's desire to salvage a language that has been subjected to multiple forms of denigration because it is oral. In Cameroon, for instance, Pidgin English has been the target of myriad attacks from self-styled linguistic purists who claim that Pidgin is a bastardized variant of Standard English and, therefore, should not be allowed to thrive. The controversy and denigration directed at Amos Tutuola and his Pidgin English creative genius are vivid examples. This condescending attitude of speakers of Standard English stems from the fact that Pidgin is often associated with illiteracy.

Green Rape: Poetry for the Environment is an anthology of poems written in strong support of environmental literacy. Each poem is the poet's cry of protest against the rape of natural and built environments. The anthology examines a wide range of issues including the clash of global capitalism with environmental activism. It takes a close look at the major themes in international discourse on environmental degradation, climate change, renewable energy sources, global warming, Gene technology, biodiversity and more. The poet dispels a number of myths, notably the existence of an inexhaustible bank of natural resources at the disposal of Man. The Day God Blinked x-rays the politico-economic and socio-moral life of a rich and resourceful country called Ewawa from 1982 to 2007. The country had been ruled by a dynamic and insightful miser known as the Old Man. But because he had been in power for too long, his citizens longed for change. It happened when nobody expected it. The old man died suddenly in his sleep and was replaced by his handpicked successor. Unfortunately, the successor whom everybody had expected would do better plunged the country into terrible economic and moral crises. Lucia, the protagonist, narrates her predicament. To her, Ewawa is rotten in all totality. There is nowhere to turn for salvation. The custodians of the economic, social, moral and spiritual values of the land are not up to the task. The country is without hope. Is all doomed?
