Zur Versprachlichung des Raums in Bildergeschichten deutschsprachiger Vor- und Grundschulkinder

Gegenstand der vorliegenden Arbeit ist die Versprachlichung des Raums in Bildergeschichten deutschsprachiger Vor- und Grundschulkinder. Methodisch fügt sich die Untersuchung in Arbeiten zur Entwicklung der narrativen Kompetenz des Kindes anhand von Bildergeschichten ein, wie sie in neuerer Zeit […] durchgeführt wurden (s. vor allem Berman & Slobin 1994). Hinsichtlich der allgemein-sprachwissenschaftlichen Analyse der Versprachlichung des Raums ist die Arbeit vor allem den typologischen Studien von L. Talmy (1985, 1991) verpflichtet. […] Ziel der vorliegenden Arbeit ist es, die Rolle der Versprachlichung räumlicher Beziehungen unter zwei Aspekten zu untersuchen: hinsichtlich der Erstellung kohärenten narrativen Diskurses und hinsichtlich der sprachlichen Mittel, mittels derer die Kinder auf statische und dynamische räumliche Beziehungen referieren. Entsprechend der Dreiteilung der Ich-Jetzt-Hier-Origo stellen räumliche Beziehungen neben der Referenz auf Personen und zeitliche Beziehungen einen der drei Bereiche dar, in denen sich textuelle Kohärenz manifestiert. Bei der Versprachlichung des Raums geht es einerseits um Einführung, Beibehaltung und Verschiebung narrativer Orte und andererseits um statische räumliche Befindlichkeiten gegenüber dynamischen räumlichen Ereignissen. […] Die Arbeit gliedert sich in einen theoretischen und einen empirischen Hauptteil.
Das neue Wertpapiererwerbs- und Übernahmegesetz (WpÜG)1 weist den Wertpapierdienstleistungsunternehmen erstmals eine gesetzliche Rolle im Rahmen der Finanzierung von öffentlichen Übernahmeangeboten zu, indem es eine von einem solchen Unternehmen ausgestellte Bestätigung der Finanzierbarkeit zum zwingenden Bestandteil der Angebotsunterlage macht. Hieraus ergibt sich zum einen ein neues Geschäftsfeld für Kreditinstitute, zum anderen aber auch ein neues Haftungsrisiko.
Deutsche Börse AG plans to introduce a system (Xetra Best) allowing brokers and broker-dealers to internalize the orders of retail customers. Further, Xetra Best supports payment for order flow arrangements. Both internalization and payment for order flow may be detrimental to market quality. This paper discusses advantages and disadvantages of these arrangements. It draws on experiences made in the US. Die Entwicklung des aggregierten Privatvermögens und seine Verteilung in Deutschland seit 1970

Die hier vorgestellte Untersuchung des Vermögens privater Haushalte als ein möglicher Indikator für den Wohlstand einer Gesellschaft hat für die Bundesrepublik Deutschland einen starken Anstieg der Vermögen seit 1970 aufgezeigt. Dies gilt sowohl für die makroökonomischen Resultate der Finanzierungsrechnung der Deutschen Bundesbank als auch für die mikroökonomischen Ergebnisse der Einkommens- und Verbrauchsstichproben des Statistischen Bundesamts. Allerdings werden auch wesentliche Unterschiede im Aussagegehalt der einzelnen Datensätze deutlich. Während die Finanzierungsrechnung eine Steigerung des Nettovermögens um 808 Prozent in 27 Jahren aufweist (von 1,3 Billionen DM im Jahr 1970 auf 12,1 Billionen DM im Jahr 1997) lautet der entsprechende Prozentwert auf der Berechnungsbasis der Einkommens- und Verbrauchsstichproben nur 280 Prozent in 25 Jahren bei einer wesentlich niedrigeren Gesamthöhe in späteren Untersuchungen (von 2,2 Billionen DM im Jahr 1973 auf nur 8,3 Billionen DM im Jahr 1998). Die Untersuchung der Daten der EVS hat aufgezeigt, welch große Bedeutung das Immobilienvermögen für die Vermögenssituation der privaten Haushalte hat. Allerdings ist es nicht so, dass alle Haushalte über Eigentum an Grund- und Hausbesitz verfügen. In Westdeutschland hat es zwar eine starke Steigerungen der Eigentümerquote seit 1961 gegeben. Seit 1993 ist jedoch eine Stagnation bei etwa 50 Prozent zu konstatieren. Die Analyse der Vermögensverteilung nur bezogen auf die westdeutschen Haushalte hat im Zeitraum von 1973 bis 1993 eine abnehmende Konzentration sowohl bei der Betrachtung der Anteile einzelner Haushaltsquintile am Nettogesamtvermögen als auch bei der Analyse des Gini-Koeffizienten ergeben. Allerdings hat sich dieser Trend in den Jahren bis 1998 nicht weiter fortgeführt. Für das Jahr 1998 ist in Westdeutschland feststellbar, dass die unteren 40 Prozent der Haushalte über praktisch kein Vermögen verfügen, während das oberste Quintil über 60 Prozent des Gesamtvermögens aufweisen kann. Für Ostdeutschland sind starke Anpassungstendenzen hin zu den Werten der westdeutschen Bundesländer festzustellen. Dies betrifft einerseits die absolute Höhe der Vermögenswerte, auch wenn diese bisher nur 38 Prozent des entsprechenden Wertes westdeutscher Haushalte bei einer Betrachtung der Durchschnittswerte je Haushalte im Jahr 1998 erreichen. Andererseits ist auch die Eigentümerquote an Haus- und Grundbesitz nach der Wiedervereinigung stark angestiegen. Durch dieses Immobilieneigentum auf breiterer Basis wird die Ungleichheit der Vermögensverteilung in Ostdeutschland im Zeitablauf etwas verringert, so dass der Gini-Koeffizient in den Jahren von 1993 zu 1998 leicht gesunken ist. Jedoch kann auch für die neuen Bundesländer festgestellt werden, dass die unteren 40 Prozent der Haushalte über praktisch kein Vermögen verfügen, während das oberste Quintil ostdeutscher Haushalte sogar über 70 Prozent des Gesamtvermögens aufweisen kann. Feststellbar ist weiterhin eine hohe Übereinstimmung der Vermögensverteilung in Ost- und Westdeutschland. Sowohl die Vermögensverteilung auf der Basis der Quintilswerte als auch die Resultate der Gini-Koeffizienten weisen ähnliche Ergebnisse auf, wobei eine starke Angleichungstendenz zwischen beiden Landesteilen gegeben ist. Diese Ähnlichkeit der Ergebnisse kann nur als erstaunlich bezeichnet werden, wenn man bedenkt, dass beide Landesteile für über 40 Jahre unterschiedlichen wirtschaftspolitischen Leitbildern gefolgt sind – die Bundesrepublik Deutschland der sozialen Marktwirtschaft und die Deutsche Demokratische Republik der sozialistischen Planwirtschaft.
This investigation of the wealth of private households as a possible indicator for the prosperity of a society indicated a strong increase in wealth for the Federal Republic of Germany since 1970. This applies both to the macro-economic results of the financial accounting of the Deutsche Bundesbank and to the micro-economic results of the Income and Consumption Surveys of the Federal Statistical Office. However, substantial differences become clear in the content expressed by these two different sets of data. While the financial accounting of the Deutsche Bundesbank shows an increase of net assets of around 808 per cent over 27 years (from 1.3 trillion DM in the year 1970 to 12.1 trillion DM in 1997), calculations on the basis of the Income and Consumption Surveys yield a corresponding value of only 280 per cent in a 25-year period, with a substantially lower overall magnitude in later investigations (from 2.2 trillion DM in 1973 to only 8.3 trillion DM in 1998). Investigation of the EVS data pointed out the great importance of property for the wealth situation of private households. However, not every household has property in the form of housing and real estate. In West Germany, ownership rates have increased substantially since 1962. However, since 1993 these rates have stagnated at about 50 per cent. The analysis of the distribution of wealth for West German households yielded a decline in the concentration of wealth in the period from 1973 to 1993, both in terms of the shares of total wealth held by individual quintiles of households, and as expressed by the Gini coefficients. However, this trend did not continue in the years between 1993 and 1998. For the year 1998 it can be determined that the lowest 40 per cent of households in West Germany had practically no wealth, while the highest quintile claimed over 60 per cent of total assets. For East Germany, strong tendencies are established toward adapting to the values in the West German Länder. This concerns first the absolute level of net assets, even though in 1998 these amounted to just 38 per cent of the analogous value in West German households, in terms of the average value per household. Similarly, the ownership rates of housing and real estate also rose dramatically after reunification. The inequality of the distribution of wealth in East Germany was reduced somewhat by this broader basis of real-estate ownership over the course of time, such that the Gini coefficient decreased slightly in the period from 1993 to 1998. However, it is also true for the new Länder in the Federal Republic that the lowest 40 per cent of households have practically no wealth, while the highest quintile of East German households claim over 70 per cent of total assets, even higher than its share in West Germany. Furthermore, the distribution of wealth is remarkably congruous in East and West Germany. Both the distribution of wealth as expressed by the quintile values and the results of the Gini coefficients yield similar results, whereby the trend in both regions is toward convergence. The similarity of these results must be regarded as nothing less than amazing, considering that the two regions followed different economic models for over forty years: the social free-market economy (Soziale Marktwirtschaft) in the Federal Republic of Germany, and the socialist planned economy (Sozialistische Planwirtschaft) in the German Democratic Republic.
Die Bilder der Terroranschläge des 11. September in den Medien erinnerten viele Menschen an Katastrophenfilme aus Hollywood. Michael Staiger geht davon aus, dass die Bildsprache solcher Filme auch unsere Wahrnehmungsweise des realen Terrors beeinflusst. Er stellt eine zunehmende Verflechtung der Ästhetik des Hollywood-Kinos mit der Medienberichterstattung realer Ereignisse fest. "Die Inszenierung von Fernsehnachrichten verweist inzwischen ebenso auf fiktionale Bildwelten, wie sich die Spielfilmästhetik seit Jahren der Machart von Fernsehbildern bedient." Am Beispiel des Thrillers "Ausnahmezustand" (1998) analysiert Michael Staiger die Inszenierung des Terrors in Hollywood-Filmen und zeigt damit eine medienpädagogische Umsetzungsmöglichkeit des Themas auf.
Vereinsrechtsreform

Großvereine wie der ADAC – neben den Automobilclubs sind hier zum Beispiel noch die Vereine der Freien Wohlfahrtspflege (DRK, Arbeiterwohlfahrt usw.), die Technischen Verei-ne (TÜV5, DEKRA) und die Vereine der beiden Fußball-Lizenzligen6 zu nennen – entspre-chen nicht dem Leitbild des ideellen Vereins, das der Gesetzgeber bei der Schaffung des BGB-Vereinsrechts vor mehr als 100 Jahren vor Augen hatte. Zwar erfassen die §§ 21 ff. BGB dem Wortlaut nach sämtliche Vereine ungeachtet ihrer Mitgliederzahl, ihres Organisationsaufbaus und ihres Wirkungsbereichs. Doch war man sich schon zur Zeit der Entstehung des BGB darüber im klaren, daß diese Vorschriften nicht über den lokalen Kleinverein hinaus passen.
Im Bericht werden vorgestellt die: • Eigenschaften von Mooren und Torfen wie Fossilinhalt, Nähr-/Schadstoffhaushalt und Wasserhaushalt, • moorgeologische Inventur (Moorkataster) des Landes Baden-Württemberg und • Bodenfunktionen von Moor-/Torfstandorten im Sinne des § 2 (2) des Bundesbodenschutzgesetzes (BBodSchG) vom 17. März 1998. Moore/Torfe sind Landschaftselemente, die im Naturhaushalt Funktionen erfüllen und für die Nutzung durch Menschen der Raumplanung unterworfen sein können bzw. sind. Der folgende Text stellt den in die Raumplanung eingebundenen Personen und Organisationen vor: • Die Eigenschaften von Mooren und Torfen, • die Quelle verfügbarer, raumbezogener Daten (Moorkataster), • die an Planungen zu Beteiligenden, • die Quellen zu Informationen zu Moor und Torf, • das Auffinden eventuell notwendiger Gutachter und • grundsätzliche Hinweise zur Bewertung von Mooren/Torfen für Abwägungsprozesse. Der Text wurde veranlasst durch die digitale Übernahme des Moorkatasters in den RIPS-Pool der Landesanstalt für Umweltschutz in Teilen seit 2000 und vollständig ab 2003.
Die vorliegende Arbeit soll sich mit dem „Zusammenziehen von Wörtern“ beschäftigen, das als typisch für die „Pottsprache“ […] angesehen wird. Dieses Zusammenziehen soll innerhalb der Klitisierungsforschung anhand zweier Fälle untersucht werden. Zum einen sollen reduzierte Formen der Pronomina und zum anderen reduzierte Artikelformen, nämlich die des bestimmten und des unbestimmten Artikels, als Untersuchungsgegenstand dienen. Dieses soll auf einer empirischen Basis, dass heißt auf der Basis von erhobenen und analysierten Sprachdaten, geschehen. Der erste Schritt soll dabei eine Darstellung der hier behandelten Sprachvarietät sein. […] Der zweite Schritt besteht in einer Darstellung der Theorie der Klitisierung […] Nachdem der Hintergrund dieser Arbeit dargestellt worden ist, folgt die eigentliche Analyse. Zunächst wird die Klitisierung von Pronomina untersucht […], dann die von Artikelformen […]. Beide Phänomene werden nacheinander auf ihre Eigenschaften hin untersucht, um dann zum Schluss zu einer Hypothese aus der bisherigen Forschung, nämlich die der flektierten Präpositionen, Stellung zu beziehen […]. Abschließend soll versucht werden die Ergebnisse dieser Arbeit in den Forschungsstand bei der Erforschung von Klitisierung auf der einen Seite und der Varietät Ruhrdeutsch auf der anderen Seite einzuordnen […].
Untersuchungsgegenstand ist der empirische Gehalt der ökonomischen Theorie eines Hedgings auf Unternehmensebene. In den USA wurde die Hedging-Theorie in einer Reihe von empirischen Studien aufgegriffen. Die Befunde sind zumeist konsistent mit dem Erklärungsansatz von Froot/Scharfstein/Stein (1993), wonach eine Verringerung der Cashflow-Volatilität – unter der Annahme steigender Außenfinanzierungskosten – zu einer Reduzierung von Unterinvestitionskosten führt. Bei deutschen Unternehmen besitzt dieser Ansatz bemerkenswerterweise jedoch nur einen geringen Erklärungsgehalt. Die Ergebnisunterschiede können auf unterschiedliche Kapitalmarktverhältnisse zurückgeführt werden: Die unterstellten steigenden Kosten der Außenfinanzierung besitzen für deutsche Unternehmen aufgrund der Dominanz des Bezugsrechtsverfahrens sowie der Rolle der Hausbank als Mechanismus zur Überwindung von Informationsproblemen eine vergleichsweise geringere Bedeutung. Die Managerinteressen erweisen sich bei deutschen Unternehmen als eine wesentliche Hedging-Determinante. Zwischen der Höhe des gebundenen Managervermögens und der Hedging-Wahrscheinlichkeit besteht entsprechend der Hedging-Theorie ein signifikanter positiver Zusammenhang. Entgegen den amerikanischen Befunden kann jedoch eine disziplinierende Wirkung von Großaktionären auf die Hedging-Entscheidung nicht beobachtet werden. Zur Berücksichtigung der spezifischen deutschen Kapitalmarktverhältnisse wird der Einfluss von Bankenbeteiligungen und Familienunternehmen auf die Hedging-Entscheidung untersucht. Ein Bankeneinfluss auf die Derivateeinsatz-Entscheidung kann jedoch nicht festgestellt werden. Entgegen Diversifikations- und Kapitalmarktüberlegungen besteht bei Familienunternehmen interessanterweise eine signifikant geringere Hedging-Wahrscheinlichkeit.
Einbindung und standörtliche Organisation von Ingenieurdienstleistern in der Automobilentwicklung

Die Organisation der Automobilentwicklung unterliegt auch in den 1990er Jahren einem tiefgreifenden Wandel, der durch ein anhaltendes Engineering Outsourcing und eine zeitliche Parallelisierung von Entwicklungsaufgaben nach dem Konzept des Simultaneous Engineering zum Ausdruck kommt (vgl. Jürgens 2000a, Rentmeister 2001). Die Automobilhersteller sind dabei die zentralen Akteure. Mit neuen Formen unternehmensübergreifender Arbeitsteilung streben sie eine Reduzierung ihrer Entwicklungskosten und der Entwicklungszeiten für neue Fahrzeugmodelle an. Zugleich versuchen sie auf diese Weise, eine zunehmende Zahl an Modellen auf den Markt zu bringen und ihre Wettbewerbsfähigkeit zu erhöhen. Der wesentliche Grund für die gegenwärtige Reorganisation der Automobilentwicklung liegt in einem verschärften globalen Wettbewerb unter den Automobilkonzernen, die auf zunehmend weltweit integrierten Märkten im Wettbewerb zueinander stehen.
A number of recent studies have suggested that activist stabilization policy rules responding to inflation and the output gap can attain simultaneously a low and stable rate of inflation as well as a high degree of economic stability. The foremost example of such a strategy is the policy rule proposed by Taylor (1993). In this paper, I demonstrate that the policy settings that would have been suggested by this rule during the 1970s, based on real-time data published by the U.S. Commerce Department, do not greatly differ from actual policy during this period. To the extent macroeconomic outcomes during this period are considered unfavorable, this raises questions regarding the usefulness of this strategy for monetary policy. To the extent the Taylor rule is believed to provide a reasonable guide to monetary policy, this finding raises questions regarding earlier critiques of monetary policy during the 1970s.
We analyze the desinvestment decision of venture capitalists in the course of an IPO of their portfolio firms. The capital market learns of the project quality only in the period following the IPO. Venture capitalists with high-quality firms face a trade-off between immediately selling their stake in the venture at a price below the true value and having to wait until the true value is revealed. We show that the dilemma may be resolved via a reputation-acquiring mechanism in a repeated game set-up. Thereby, we can explain, e.g., the advent of "hot-issue market behavior" involving early disinvestments and a high degree of price uncertainty. Furthermore, we provide a new rationale for underpricing. Young venture capitalists may use underpricing as a device for credibly committing themselves to acquiring reputation.
Substantial research attention has been devoted to the pension accumulation process, whereby employees and those advising them work to accumulate funds for retirement. Until recently, less analysis has been devoted to the pension decumulation process – the process by which retirees finance their consumption during retirement. This gap has recently begun to be filled by an active group of researchers examining key aspects of the pension payout market. One of the areas of most interesting investigation has been in the area of annuities, which are financial products intended to cover the risk of retirees outliving their assets. This paper reviews and extends recent research examining the role of annuities in helping finance retirement consumption. We also examine key market and regulatory factors.
Money-back guarantees in individual pension accounts : evidence from the German pension reform

The German Retirement Saving Act instituted a new funded system of supplementary pensions coupled with a general reduction in the level of state pay-as-you-go old-age pensions. In order to qualify for tax relief, the providers of supplementary savings products must offer a guarantee of the nominal value at retirement of contributions paid into these saving accounts. This paper explores how this "money-back" guarantee works and evaluates alternative designs for guarantee structures, including a life cycle model (dynamic asset allocation), a plan with a pre-specified blend of equity and bond investments (static asset allocation), and some type of portfolio insurance. We use a simulation methodology to compare hedging effectiveness and hedging costs associated with the provision of the money-back guarantee. In addition, the guarantee has important implications for regulators who must find an appropriate solvency system for such saving schemes. This version June 17, 2002 . Klassifikation: G11, G23, G28
It is known that deterministic finite automata (DFAs) can be algorithmically minimized, i.e., a DFA M can be converted to an equivalent DFA M' which has a minimal number of states. The minimization can be done efficiently [6]. On the other hand, it is known that unambiguous finite automata (UFAs) and nondeterministic finite automata (NFAs) can be algorithmically minimized too, but their minimization problems turn out to be NP-complete and PSPACE-complete [8]. In this paper, the time complexity of the minimization problem for two restricted types of finite automata is investigated. These automata are nearly deterministic, since they only allow a small amount of non determinism to be used. On the one hand, NFAs with a fixed finite branching are studied, i.e., the number of nondeterministic moves within every accepting computation is bounded by a fixed finite number. On the other hand, finite automata are investigated which are essentially deterministic except that there is a fixed number of different initial states which can be chosen nondeterministically. The main result is that the minimization problems for these models are computationally hard, namely NP-complete. Hence, even the slightest extension of the deterministic model towards a nondeterministic one, e.g., allowing at most one nondeterministic move in every accepting computation or allowing two initial states instead of one, results in computationally intractable minimization problems.
Who knows what when? : The information content of pre-IPO market prices : [Version March/June 2002]

To resolve the IPO underpricing puzzle it is essential to analyze who knows what when during the issuing process. In Germany, broker-dealers make a market in IPOs during the subscription period. We examine these pre-issue prices and find that they are highly informative. They are closer to the first price subsequently established on the exchange than both the midpoint of the bookbuilding range and the offer price. The pre-issue prices explain a large part of the underpricing left unexplained by other variables. The results imply that information asymmetries are much lower than the observed variance of underpricing suggests.
Rating agencies state that they take a rating action only when it is unlikely to be reversed shortly afterwards. Based on a formal representation of the rating process, I show that such a policy provides a good explanation for the empirical evidence: Rating changes occur relatively seldom, exhibit serial dependence, and lag changes in the issuers’ default risk. In terms of informational losses, avoiding rating reversals can be more harmful than monitoring credit quality only twice per year.
This paper examines the political-economy and cultural dynamics and discourses underlying the emergence of the Palestinian Hamas and the Algerian Islamic Salvation Front. Both movements emerged in the late 1980s as responses to continuing (neo) colonial conditions in their countries. I explore to what extent the various processes commonly referred to as “globalization,” both the world-wide economic transformations epitomized by post-fordism on the macro/system level and neo-liberal structural adjustment programs within countries, and—perhaps more important—its cultural dynamics contributed to the rise and power of both movements. I examine the socio-economic situation in Algeria and Palestine-Israel during the 1980s and link it to the politics developments in both countries. Next I review the events behind the founding of both movements and the main components of their ideologies and strategies. Finally I explore their arguments to determine whether the political-economic or cultural pressures unleashed by globalization were the determining factor in their emergence and ideological development. I conclude by comparing the two case studies to determine if there are common threads that can serve as the basis for a region-wide investigation of the role of globalization in the emergence and/or rise to social hegemony of Islamist movements in other MENA countries.
Das Recht zur Verhinderung von Kursmanipulationen ist durch das 4. Finanzmarktförderungsgesetz, das am 1. Juli 2002 in Kraft getreten ist, grundlegend reformiert worden. Der Beitrag befasst sich mit den Hintergründen und der Ausgestaltung dieser Neuregelung sowie der Frage, wie diese zu bewerten ist. Verschiedene (wesentliche) Details waren im Gesetzgebungsverfahren hoch umstritten. Ein wichtiger Punkt, nämlich die subjektiven Voraussetzungen des § 20a Abs.1 S.1 Nr.2 WpHG, ist noch kurz vor Abschluss des Verfahrens geändert worden.
Der Beitritt zur Europäischen Union (EU) war seit Beginn der Transformation in Osteuropa eines der wichtigsten politischen Ziele der neu gewählten Regierungen. Im Mittelpunkt der öffentlichen Diskussion stand dabei weniger die Frage nach möglichen nationalen Opfern einer schnellen EU-Integration, sondern der Wunsch, die nach dem zweiten Weltkrieg erfolgte Teilung Europas endgültig zu überwinden. Nach über zehn Jahren Transformation und Privatisierung ist jedoch vielerorts Ernüchterung eingekehrt. Die politische Debatte um die EU-Integration der osteuropäischen Beitrittskandidaten wird zunehmend von den Kandidaten selbst kritisch geführt, und die Frage nach den nationalen Lasten eines EU-Beitritts gewinnt an Bedeutung. Je näher der Beitritt der osteuropäischen Staaten zur EU rückt, desto nachdrücklicher wird dort gefragt, ob die Mitgliedschaft in der Union ein Gewinn sein wird. Die Beitrittskandidaten befürchten u.a., dass die eigene Wirtschaft und ganze Berufsgruppen, wie z.B. die Bauern, dem EU-Wettbewerbsdruck nicht standhalten werden können. Auf der anderen Seite bremsen eigennützige Ansprüche der Altmitglieder die Osterweiterung der EU. Noch ist bei anstehenden Abstimmungen in den mittel- und osteuropäischen Ländern (MOEL) über den Beitritt überall eine Mehrheit dafür zu erwarten, doch die Euroskepsis wächst und die Europa-Kritiker gewinnen an politischem Einfluss. Die vorliegende Arbeit soll einen Beitrag zur Versachlichung der EU-Erweiterungsdiskussion leisten und die Zusammenhänge zwischen dem Transformationsprozess der MOEL und deren EU-Integration verdeutlichen. Eine sachliche Diskussion kann nur dann geführt werden, wenn dabei die Besonderheiten, die Gemeinsamkeiten und die Interdependenzen von Transformations- und Integrationsprozess berücksichtigt werden. Wir gehen dazu wie folgt vor. Zunächst beschreiben wir en Transformationsprozess aus ökonomischer Sicht (2.). Neben den wirtschaftlichen und sozialen Folgen der Transformation, soll die historische Pfadabhängigkeit verschiedener Transformationsergebnisse gezeigt und deren Bedeutung für die EU-Integrationsfähigkeit der MOEL diskutiert werden. Im Anschluss daran erläutern wir die Voraussetzungen einer EU-Osterweiterung aus Sicht der Beitrittskandidaten (Beitrittskriterien von Kopenhagen) und aus Sicht der Europäischen Union. Wir zeigen die aus einem Integrationsprozess resultierenden wirtschaftlichen, sozialen und politischen Folgen für Neu- und Altmitglieder auf und stellen den aktuellen Stand der EU-Beitrittsverhandlungen vor (3.). Die Arbeit endet mit der Darstellung alternativer Entwicklungen und einem Fazit (4.).
Im Rahmen einer Zusammenschau werden im hier vorliegenden Bericht landwirtschaftliche und den ländlichen Raum betreffende Entwicklungen eingeschätzt und, in Verbindung hiermit, künftige Umweltentlastungen sowie mögliche neue Umweltgefährdungen dargestellt. Within a two step GARCH framework we estimate the time-varying spillover effects from European and US return innovations to 10 economic sectors within the euro area, the United States, and the United Kingdom. We use daily data from January 1988 - March 2002. At the beginning of our sample sectors in all three currency areas/blocks formed a quite homogeneous group exhibiting only minor sector-specific characteristics. However, over time sectors became more heterogeneous, that is the response to aggregate shocks increasingly varies across sectors. This provides evidence that sector-specific effects gained in importance. European industries show increased heterogeneity simultaneously with the start of the European Monetary Union, whereas in the US this trend started in the early 1990's. Information technology and non-cyclical services (including telecommunication services) became the most integrated sectors worldwide, which are most affected by aggregate European and US shocks. On the other hand, basic industries, non-cyclical consumer goods, resources, and utilities became less affected by aggregate shocks. Volatility spillovers proved to be small and volatile. Ambivalence in the regulatory definition of capital adequacy for credit risk has recently stirred the financial services industry to collateral loan obligations (CLOs) as an important balance sheet management tool. CLOs represent a specialised form of Asset-Backed Securitisation (ABS), with investors acquiring a structured claim on the interest proceeds generated from a portfolio of bank loans in the form of tranches with different seniority. By way of modelling Merton-type risk-neutral asset returns of contingent claims on a multi-asset portfolio of corporate loans in a CLO transaction, we analyse the optimal design of loan securitisation from the perspective of credit risk in potential collateral default. We propose a pricing model that draws on a careful simulation of expected loan loss based on parametric bootstrapping through extreme value theory (EVT). The analysis illustrates the dichotomous effect of loss cascading, as the most junior tranche of CLO transactions exhibits a distinctly different default tolerance compared to the remaining tranches. By solving the puzzling question of properly pricing the risk premium for expected credit loss, we explain the rationale of first loss retention as credit risk cover on the basis of our simulation results for pricing purposes under the impact of asymmetric information. The following descriptive paper surveys the various types of loan securitisation and provides a working definition of so-called collateralised loan obligations (CLOs). Free of the common rhetoric and slogans, which sometimes substitute for understanding of the complex nature of structured finance, this paper describes the theoretical foundations of this specialised form of loan securitisation. Not only the distinctive properties of CLOs, but also the information economics inherent in the transfer of credit risk will be considered, so that we can equally privilege the critical aspects of security design in the structuring of CLO transactions.
We propose a new framework for modelling time dependence in duration processes on financial markets. The well known autoregressive conditional duration (ACD) approach introduced by Engle and Russell (1998) will be extended in a way that allows the conditional expectation of the duration process to depend on an unobservable stochastic process, which is modelled via a Markov chain. The Markov switching ACD model (MSACD) is a very flexible tool for description and forecasting of financial duration processes. In addition the introduction of an unobservable, discrete valued regime variable can be justified in the light of recent market microstructure theories. In an empirical application we show, that the MSACD approach is able to capture several specific characteristics of inter trade durations while alternative ACD models fail. Furthermore, we use the MSACD to test implications of a sequential trade model.
Most evaluation studies of active labour market policies (ALMP) focus on the microeconometric evaluation approach using individual data. However, as the microeconometric approach usually ignores impacts on the non-participants, it should be seen as a first step to a complete evaluation which has to be followed by an analysis on the macroeconomic level. As a starting point for our analysis we discuss the effects of ALMP in a theoretical labour market framework augmented by ALMP. We estimate the impacts of ALMP in Germany for the time period 1999-2001 with regional data of 175 labour office districts. Due to the high persistence of German labour market data the application of a dynamic model is crucial. Furthermore our analysis accounts especially for the inherent simultaneity problem of ALMP. For West Germany we find positive effects of vocational training and job creation schemes on the labour market situation, whereas the results for East Germany do not allow profound statements. In this paper, we present a monetary policy game in which the central bank has a private forecast of supply and demand shocks. The public needs to form its inflationary expectations and can make use of central bank announcements. However, because of the credibility problem that the central bank faces, the public will not believe a precise announcement. By extending the arrangement proposed by Garfinkel and Oh (1995) to a model that includes private information about both demand and supply shocks, we investigate the feasibility of making imprecise credible announcements concerning the rate of inflation. Portfolio choice and estimation risk : a comparison of Bayesian approaches to resampled efficiency

Estimation risk is known to have a huge impact on mean/variance (MV) optimized portfolios, which is one of the primary reasons to make standard Markowitz optimization unfeasible in practice. Several approaches to incorporate estimation risk into portfolio selection are suggested in the earlier literature. These papers regularly discuss heuristic approaches (e.g., placing restrictions on portfolio weights) and Bayesian estimators. Among the Bayesian class of estimators, we will focus in this paper on the Bayes/Stein estimator developed by Jorion (1985, 1986), which is probably the most popular estimator. We will show that optimal portfolios based on the Bayes/Stein estimator correspond to portfolios on the original mean-variance efficient frontier with a higher risk aversion. We quantify this increase in risk aversion. Furthermore, we review a relatively new approach introduced by Michaud (1998), resampling efficiency. Michaud argues that the limitations of MV efficiency in practice generally derive from a lack of statistical understanding of MV optimization. He advocates a statistical view of MV optimization that leads to new procedures that can reduce estimation risk. Resampling efficiency has been contrasted to standard Markowitz portfolios until now, but not to other approaches which explicitly incorporate estimation risk. This paper attempts to fill this gap. Optimal portfolios based on the Bayes/Stein estimator and resampling efficiency are compared in an empirical out-of-sample study in terms of their Sharpe ratio and in terms of stochastic dominance.
Syndicated loans and the number of lending relationships have raised growing attention. All other terms being equal (e.g. seniority), syndicated loans provide larger payments (in basis points) to lenders funding larger amounts. The paper explores empirically the motivation for such a price discrimination on sovereign syndicated loans in the period 1990-1997. First evidence suggests larger premia are associated with renegotiation prospects. This is consistent with the hypothesis that price discrimination is aimed at reducing the number of lenders and thus the expected renegotiation costs. However, larger payment discrimination is also associated with more targeted market segments and with larger loans, thus minimising borrowing costs and/or attempting to widen the circle of lending relationships in order to successfully raise the requested amount. Since the second half of the nineties the euro area has been subject to a considerable accumulation of temporary and idiosyncratic price shocks. Core inflation indicators for the euro area are thus of utmost interest. Based on euro area-wide data core inflation in this paper is analyzed by means of an indicator derived from the generalized dynamic factor model. This indicator reveals that HICP inflation strongly exaggerated both the decline as well as the increase in the price trend in 1999 and 2000/2001. Our results reinforce those achieved by Cristadoro, Forni, Reichlin and Versonese (2001) based on euro area country data which indicates the robustness of the indicator. Klassifikation: C33, E31
Against the difficult background of analysing aggregated data in this paper core inflation in the euro area is estimated by means of the structural vector autoregressive approach. We demonstrate that the HICP sometimes seems to be a misleading indicator for monetary policy in the euro area. We furthermore compare our core inflation measure to the wide-spread "ex food and energy" measure, often referred to by the ECB. In addition we provide evidence that our measure is a coincident indicator of HICP inflation. Assessing the robustness of our core inflation measure we carefully conclude that it seems to be quite reliable. Both unconditional mixed-normal distributions and GARCH models with fat-tailed conditional distributions have been employed for modeling financial return data. We consider a mixed-normal distribution coupled with a GARCH-type structure which allows for conditional variance in each of the components as well as dynamic feedback between the components. Special cases and relationships with previously proposed specifications are discussed and stationarity conditions are derived. An empirical application to NASDAQ-index data indicates the appropriateness of the model class and illustrates that the approach can generate a plausible disaggregation of the conditional variance process, in which the components' volatility dynamics have a clearly distinct behavior that is, for example, compatible with the well-known leverage effect. It is an established policy in the United States to separate commercial banking (the business of taking deposits and making commercial loans) from other commercial activities. The separation of banking and commercial activities is achieved by federal and state banking laws, which enumerate the powers that banks may exercise, the activities that banks may engage in, and the investments that banks may lawfully make, and expressly exclude banks from certain activities or relationships. Some of these provisions could be circumvented if a nonbank company could carry on banking activities through a banking subsidiary and nonbanking activities either itself or through a nonbanking subsidiary.
On April 24, 2001 the European Commission presented a proposal for a Directive1 introducing supplementary supervision of financial conglomerates (the Proposed Directive). The Proposed Directive requires a closer coordination among supervisory authorities of different sectors of the financial industry and leads to changes in the number of existing Directives relating to the supervision of credit institutions, insurance undertakings and investment firms.
In nur wenigen Jahren wird die Euopäische Union um eine Gruppe osteuropäischer Staaten erweitert werden. Diese Erweiterung birgt Chancen und Risiken. Die Chancen liegen unter anderem in der Erweiterung der Märkte und gegenseitigen Handelsbeziehungen. Voraussetzung hierfür ist allerdings gegenseitiges Verständnis im doppelten Sinn dieses Wortes. Wenn die Menschen sich nicht verstehen, werden auch neue Möglichkeiten nicht genutzt werden können, wenn die Wirtschaft nicht die richtige Sprache findet, kann sie nichts verkaufen. Für alle wirtschaftlichen, kulturellen und gesellschaftlichen Bereiche ist eine funktionierende verbale Kommunikation unerläßlich. Wie viel mehr gilt dies für grenzüberschreitende Beziehungen. Die Erweiterung der EU wird nur dann in eine Integration der neuen Kandidaten münden können, wenn die Verständigung zwischen allen Beteiligten gesichert ist. In dem vorliegenden Bändchen weisen die Autoren nach, dass nur durch Sprachkultur und eine einschlägige Forschung, die auch die kulturspezifischen Konnationen mit berücksichtigt, eine interkulturelle Sprachkompetenz erworben werden kann. In der Sprachenvielfalt eines vereinten Europa wird eine solche Kompetenz mehr denn je gefragt sein. Welche Wege uns diesem Ziel näher bringen und welche Möglichkeiten die deutsche Sprache hat, der wachsenden Sprachkonkurrenz international zu begegnen, das ist die Fragestellung der hier publizierten Studien, die dazu eine Fülle von Vorschlägen, Empfehlungen und Anregungen beisteuern. Die Arbeiten sind Ergebnisse des forost-Projektes "Sprachkultur und Sprachkultivierung in Osteuropa – ein paradigmatischer Vergleich", das sich innerhalb der Gruppe III des Forschungsverbundes "Nationale Identität, ethnischer Pluralismus und internationale Beziehungen" dieser Thematik gewidmet hat.
The corporate convergence debate is usually presented in terms of competing efficiency and political claims. Convergence optimists assert that an economic logic will promote convergence on the most efficient form of economic organization, usually taken to be the public corporation governed under rules designed to maximize shareholder value. Convergence skeptics counterclaim that organizational diversity is possible, even probable, because of path dependent development of institutional complementarities whose abandonment is likely to be inefficient. The skeptics also assert that existing elites will use their political and economic advantages to block reform; the optimists counterclaim that the spread of shareholding will reshape politics.
