The study I would like to present concerns ethnically mixed borderland communities caught in a trap of competing national narratives spread from the surrounding states. I conduct an ethnographic research on a rare contemporary case of peaceful co-living of Armenian and Azerbaijani communities, which takes place in rural areas of Georgia’s southern borderland...
On October the 2nd the Colombian people rejected the peace agreement between the government and the FARC in a referendum with a very thin majority of 0.4%. With this unexpected rejection, the referendum was in some ways similar to the Brexit referendum, for the results of which David Cameron was as little prepared as Juan Manuel Santos for his rejection; there was obviously no Plan B. In the last weeks, the government undertook ten changes to the agreement, but it will not go through a referendum again. Santos, as he said, has learned his lesson from the rejection and will seek to have the amended peace agreement approved in Congress. This will likely lead to the implementation of the peace agreement and the furtherance of its goals, such as a DDR process, land reforms, a transitional justice process and reparations for victims, just to mention a few. But this progress in peace will be seen as being at odds with popular opinion. Many of the “no” voters are still not satisfied with the adjustments made by the government and the FARC, and neither are the sectors of the opposition mainly responsible for the rejection. Nevertheless, the government and the FARC are progressing with the implementation, and peace talks with the second-largest – and now the last standing – guerrilla group, the ELN, are scheduled to start in 2017. The prospects for 2018 and onwards, when the presidency election will be held, are more questionable.

Am 27. Dezember 2015 verabschiedete der Ständige Ausschuss des Nationalen Volkskongresses das erste Antiterrorgesetz in der Geschichte der Volksrepublik China (VRC). Damit wurde eine über 25 Jahre erarbeitete umfangreiche Antiterrorstrategie zu Papier gebracht und mit ihr endlich eine verbindliche rechtliche Definition von „Terrorismus.“ Bereits gängige Praktiken wie öffentliche Medienzensur oder die Verpflichtung von Telekommunikationsunternehmen und Internetprovidern zur Bereitstellung von Inhaltsdaten wurden formalisiert und verschärft, sowie auch die Mobilisierung zivilgesellschaftlicher Organisationen auf eine rechtliche Grundlage gestellt. Allerdings stellt das Gesetz nur den finalen, formalen Schritt einer fünfundzwanzigjährigen Entwicklung dar. Tatsächlich kämpft Beijing seit Anfang der 1990er Jahre in der Provinz Xinjiang mit einer Mischung aus separatistisch und islamistisch motivierter politischer Gewalt, an deren Spitze seit spätestens 2008 das East Turkestan Independence Movement (ETIM) steht. ETIM weist ideell und organisatorisch eine Nähe zu Al Qaeda auf, und arbeitet transnational mit der Islamischen Bewegung Usbekistans, Tehrik-i-Taliban (Pakistan) und der al-Nusra Front (Syrien) zusammen...
Mit dem machtpolitischen Aufstieg Chinas treten Weltregionen in den Fokus, die in unseren Breitengraden vormals eher am Rande wahrgenommen wurden – insbesondere Asien. Changing political and economic situations generate new types of political protagonists – the far right is no exception here. Whether its structures and organizational forms endure, whether they diffuse (trans)nationally, whether their models prove successful, depends on various factors. A model that is currently about to serve as a flagship for the far right in Europe is the neo-fascist movement / party CasaPound. So why is this organizational model within the far right in Italy and Europe so successful?
My contribution is intended to shed light on the hybridity of CasaPound and the resulting force for the renewal of fascism. To carry out my argument, I will first describe the evolution of CasaPound from a movement to a party. Then I will discuss strategies and practices in terms of organizational and ideological hybridization, to finally outline the European dimension of the self-proclaimed „fascists of the third millennium“...
With the current conflict in Gaza going full tilt, the usual questions have popped up: Who is to blame, what is everyone’s motivation and strategy, how to stop the bloodshed, how to end the conflict. And as usual, the two-state solution, i.e. two separate, sovereign states within the borders of the 1949 armistice agreement, keeps popping up as a purported solution. This is especially prominent in the statements of politicians in countries not directly involved in the conflict. Countries that at least claim to want to help end the conflict, be it through mediation or other diplomatic measures. But for those countries, the two-state solution has become an idea to hide behind. It does not help solve the conflict, neither in the short- nor mid-term. Clinging to the idea merely prolongs the status quo. However, it does allow the rest of the world to avoid facing the facts, which would force them to reevaluate their position on who to support and actually do something about the conflict as it currently is. But it’s high time we face the music and admit it: The two-state solution is no longer a viable option when it comes to mediating this conflict...

Ebenso wurde deutlich, dass ganz verschiedene Akteure jenes heterogenen Zielpublikums in Russland wiederum den Hegemon sehen, an dessen Seite sie gegen die ‚neue Weltordnung‘ oder ‚westliche Werte‘ aufbegehren möchten. Die autoritäre Durchsetzung des nationalen / völkischen Interesses im Blick, verweist jenes Spektrum auf die Ideologie des Neo-Eurasismus als Anknüpfungspunkt für außen- und sicherheitspolitische Überlegungen. Die griechische Golden Dawn als stärkste Vertreterin des militanten Flügels der extremen Rechten Europas fügt jener strategischen Russophilie eine historisch-kulturelle Komponente hinzu und unterstreicht damit ihre revisionistischen Ansprüche...

At the same time, Finnish Fascism is seeking to entrench and normalize itself into a respectable part of the political framework.
With disaffection growing, the time appears to be ripe. As Heikki Hiilamo, professor of social policy in Helsinki University notes, Finland has been particularly hard hit by the most recent economic downturn. The middle and lower classes are seeing their expectations fade into uncertainty, as globalization is bringing new and intangible threats in the form of vanishing jobs. Finland is heading towards increasing social inequality, with the reality of the educated and the employed drifting further apart from “globalization’s losers”. Die Berichterstattung über den Nahostkonflikt gehört seit Jahrzehnten zum Standardrepertoire der Nachrichten. Hierzulande hat fast jeder eine Meinung zum israelisch-arabischen Konflikt, doch wenige verstehen, um was es den Konfliktparteien eigentlich geht, was in bisherigen Verhandlungen erreicht worden ist und wo genau die Hürden für eine Konfliktregelung liegen. Dieses Buch liefert eine kompakte und zugleich anschauliche und detaillierte Analyse des Konflikts zwischen Israel und seinen arabischen Nachbarn. Dabei stehen die lokalen und regionalen Akteure im Mittelpunkt. Um die Konfliktdynamiken zu erklären, geht das Buch vor allem auf die konkurrierenden Interessen und Narrative der Konfliktparteien sowie ihre Wechselwirkungen ein.

In aktuellen politischen Debatten genauso wie in wissenschaftlichen Veröffentlichungen wird häufig festgestellt, dass wir zu wenig über das Phänomen des Salafismus wissen. In der Tat: Auf empirischen Daten basierende Veröffentlichungen sind immer noch selten, während konzeptuelle und ideengeschichtliche Auseinandersetzungen mit dem salafistischen Feld in den vorhandenen Publikationen ebenso überwiegen wie die Zahlen aus Sicherheitsbehörden. Was sind die Ursachen dafür, welches Wissen benötigen wir und welche Forschungsansätze sind vielversprechend? Dieser Beitrag widmet sich diesen Fragen. Bounded rationality approach has yielded an enhanced understanding of how government organizations may produce unexpected or even unpredicted policy or program results. With public organizations not operating under full rationality conditions, administrators aspiring toward rationality may nonetheless find their goals undermined by a variety of forces, such as informational uncertainties and non-rational elements of organisational decision-making...

Der Spruch “The internet is serious business” [Quelle] ist ein alter Witz unter Nerds und wird immer wieder gerne zitiert, wenn einige Nutzer online Dinge etwas zu ernst nehmen. Da Cybersecurity wohl endgültig im sicherheitspolitischen Mainstream [Quelle] angekommen ist, war es nur eine Frage der Zeit, bis das Internet auch dort “serious business” sein würde. Spätestens mit der Ankündigung der USA [Quelle], auf Cyberangriffe potentiell auch mit Waffengewalt zu reagieren, ist dies nun eingetreten. Ist ein Cyberangriff demnach in seiner Schwere äquivalent zu einem Angriff in der realen Welt, so muss der Angreifer mit Gegenschlägen mit konventionellen Waffen rechnen...

Mit diesem Slogan ließe sich heute keine Politik mehr machen, würde ich denken. Zu Zeiten des Kosovo-Krieges war diese Forderung von Wiglaf Droste in der taz wenigstens noch einen Aufreger wert. Internationale politische Verwerfungen gab es bis heute eher nicht, und auch die NATO hat sich nicht zu einer Intervention hinreißen lassen. In Deutschland stritt das Feuilleton über die Grenzen des satirischen Geschmacks, und damit war wohl auch alles erreicht, was es zu erreichen galt...
Der Heartbleed Bug hat das Internet aufgeschreckt. Ein zentrale Software (OpenSSL), zuständig für verschlüsselte Verbindungen, hat seit etwa 2 Jahren eine riesige Lücke, die den Zugriff auf Daten von anderen Nutzern erlaubt. Inzwischen ist die Lücke zwar gestopft und die meisten Nutzer sollten ihre Passwörter geändert haben, aber das Vertrauen ist nachhaltig geschädigt. Und damit ist nicht nur das Vertrauen in die offene Software gemeint, die viele der zentralen Funktionen des Internets ermöglicht, oder die ganzen Webdienste, die darauf setzen. Wenig überraschend kam auch sofort der Vorwurf auf, dass die NSA den Bug seit fast 2 Jahren ausnutzt. Die NSA hat dies sofort bestritten, aber um ihre Glaubwürdigkeit ist es nach den Enthüllungen von Edward Snowden nicht besonders gut bestellt. Fakt ist zudem, dass der Bug offensichtlich anderen im Netz bereits bekannt war und aktiv ausgenutzt wurde – vermutlich von einem Geheimdienst. Zum ersten mal hat die weitere Öffentlichkeit im Netz es also mit einem derart weitreichenden Bug zu tun. Was folgt politisch daraus?...
Wie wichtig sind Offline-Aktivitäten für Blogs? Das Ergebnis des Workshops,zu dem das Team des Theorieblogs am 9. April an die Humboldt-Unieingeladen hatte, war eindeutig: Offline ist – trotz aller Blogeuphorie –unersetzbar.
Rund 15 BloggerInnen (plus sieben TheoriebloggerInnen) folgten derEinladung, sich über das eigene Tun auszutauschen und sich nicht nurvirtuell, sondern auch ganz klassisch zu vernetzen...
Soeben ist ein neues Internetangebot für Blogs in den (deutschen) Sozialwissenschaften gestartet: de.hypotheses.org ist er deutsche Ableger des ungemein erfolgreichen hypotheses.org aus Frankreich, welches die dortige Bloglandschaft im wissenschaftlichen Bereich bündelt. Zum Start hatte das Deutsche Historische Institut Paris (DHIP) zu einer Tagung geladen, auf der viele Aspekte des wissenschaftlichen Bloggens thematisiert wurden...
Das Internet ist ja per definitionem ein eher unordentlicher Ort. Das finden alle genau dann gut, wenn sich 14jährige Mädchen in Pakistan dadurch ausdrücken und emanzipieren können (auch wenn sich hinter einer solchen internet persona gerne mal ein alter weißer Mann verbirgt). Eher schlecht findet man es dagagen, wenn sich auch Fundamentalisten jeglicher couleur diese Freiheit im Netz zunutze machen. Da wollen die Innen- und Familienminister dieser Welt gleich regulieren, überwachen und strafen, doch… siehe oben. Zwischen diesen beiden Extrempolen pendeln sich die meisten Debatten über das Für und Wider der Internetnutzung ein. Auch in der Geisteswissenschaft – und dies hieß im konkreten Fall überwiegend: der Geschichtswissenschaft, wie wir auf einer Tagung in München feststellen konnten...

Auch wir waren bei der re:publica in Berlin, die vom 2-4 Mai stattfand. Das Themenspektrum war breit gefächert, es ging um Urheberrechte, Netzneutralität, safe spaces (caring spaces) für Aktivisten, aber auch Trolle, Spam und Hackerbrause. Fotos kann man sich hier ansehen, in den nächsten Tagen sollen auch Videos von vielen der über 200 Vorträge hier online gestellt werden. Besonders spannend für uns war das Panel “Wissenschaftliches Bloggen in Deutschland”. Verschiedenste Blog-Formate wurden dort vorgestellt und es wurde diskutiert, was die Probleme der deutschen “Blogosphäre” sind. Wir merkten: Wir sind nicht allein...
This year’s conference of the AFK (German Association for Peace and Conflict Studies) and the European Peace Research Association (EuPRA) is on "Peace and Conflict Studies from the Margins to the Centre; Rethinking Europe in an Unequal World" (16 – 18 March 2017 in Schwerte (nearby Dortmund), Germany).
The virtual realm of the internet is often seen as an egalitarian world where differences such as those between young and established researchers do not seem so significant. While we do not fully agree with this thesis, we want to use this blog to make a model attempt at providing a platform in which those participating in the conference and others can enter discussion with young students, established researchers, and peace activists.
To make this possible, we started a project in cooperation with the Bretterblog – a young team of researchers who established this blog some years ago. Here we will discuss the topics of the conference and will inform a broader audience about the newest results in peace and conflict research from different countries.

Just a few days ago during a parliamentary session, a Kurdish deputy was violently attacked and injured by members of the governing Justice and Development Party (AKP). As if to support Charles Tilly’s statement that ‘political violence occurs when actors have few opportunities, yet enough resources to mobilize for violence’1, many groups in Turkey are currently involved in a battle against Kurdish, Alevi or left Turkish citizens. The Turkish President Recep Tayyip Erdoğan in a political stalemate, uses military and police, but also the Nationalist Movement Party’s (MHP) youth organization Grey Wolves as well as Islamist militias like Esedullah Timleri (Arabic for: Lions of Allah) have increasingly resorted to violence as tool of action.
Political violence has been a central characteristic of the Turkish far right, which largely resembles street-based mobilization in Western Europe. Despite the common ultra-nationalist ideology, the Gülen Movement (GM) stands out. AKP’s former “soft-power instrument” now appears to be the only reasonable and non-violent player among all of these self-named animal groups. Since the power struggle escalated between Erdoğan and Fethullah Gülen in 2013, the GM has been seen as a victim of Erdoğan’s repressive measures, instead of making itself conspicuous by using violence. How can we explain this exception?
The text reframes the current debate about refugees in Germany by contrasting Germany’s recent history of racist violence and limitations of asylum laws with the resistance and agency of refugee movements across Germany. Both provide an important lens to re-examine the simultaneous heralding of „welcome culture“, a sharp rise in arson attacks on asylum centres and the current legislative roll-back of refugee rights in Germany.

Hin und wieder muss einfach mal ordentlich entrümpelt und aufgeräumt werden. Das gilt für das Leben im Allgemeinen und hin und wieder eben auch für das Bretterblog. Heute war es mal wieder soweit. Hoch motiviert von den verwegenen Plänen des letzten Redaktionstreffens habe ich mich unter anderem an unsere Blogroll gewagt: Einmal durchgeklickt, Blogleichen weggeräumt und gestaunt, was für starke Blogs es doch so da draußen gibt, die man hin und wieder mal aus dem Auge verliert!...
Der Hype um WikiLeaks ist verpufft – das wurde bereits in der Begrüßung von Prof. Dr. Nicole Deitelhoff, Prof. Dr. Christopher Daase und Dr. Thorsten Thiel von der Universität Frankfurt klar. Doch eine Reihe ungeklärter Fragen und Probleme rund um das Prinzip Leaking bleiben zurück. Um diese zu diskutieren, begaben sich am vergangenen Mittwoch einige Interessierte zum Workshop “Leaking: Sicherheitsbedrohung oder subversive Demokratisierung?” an die Goethe-Universität Frankfurt. Dabei sollte es um grundlegende, wissenschaftliche Fragen gehen, die im Hype um WikiLeaks und Julian Assange oftmals untergegangen sind: Wodurch werden Leaks legitimiert und wo verläuft die Grenze zu Illegitimität? Was ist die politische Funktion des Leaking? Können oder müssen Leaks neutral sein? Und wie gefährlich sind sie für Sicherheitspolitik?...
