Das IAB-Betriebspanel ist eine jährliche, repräsentative Betriebsbe-fragung des Instituts für Arbeitsmarkt und Berufsforschung der Bundes- agentur für Arbeit, die seit 1993 in Zusammenarbeit mit TNS Infratest auf Bundesebene erhoben wird. Seit 2000 werden in Rheinland-Pfalz auch auf Länderebene ausreichend Betriebe befragt, so dass nun zum elften Mal eine gesonderte Auswertung für Rheinland-Pfalz vorge- nommen werden kann. Verantwortlich für die Befragung ist in Rheinland-Pfalz das Ministerium für Soziales, Arbeit, Gesundheit und Demografie. Betraut mit der Auswertung der Paneldaten für das Land Rheinland-Pfalz ist die Gesellschaft für Wirtschaft, Arbeit und Kultur (GEWAK) in Frankfurt am Main. Ziel des IAB-Betriebspanels ist es, Informationen und Erkenntnisse über die wirtschaftliche Situation, die Entwicklung des Arbeitsmarktes sowie das betriebliche Beschäftigungsverhalten in Rheinland-Pfalz zu gewinnen. Die daraus ableitbaren Erkenntnisse bieten regionalen wie auch lokalen Akteuren eine fundierte Basis für problemadäquates Handeln. Zu diesem Zweck werden in regelmäßigen Ab- ständen Kurzreports herausgegeben, welche über zentrale Ergebnisse der Befragung berichten. Beim vorliegenden Report, dessen Thema der Fach- kräftebedarf und die betriebliche Fachkräftesicherung ist, handelt es sich um den ersten aus der Befragungswelle 2011. Im vorliegenden Panel wurden 819 Betriebe durch eine Stichprobenauswahl in Rheinland-Pfalz erfasst. Die Ergebnisse wurden auf alle etwa 101.000 rheinland-pfälz-ischen Betriebe hochgerechnet und sind repräsentativ im Hinblick auf die Wirtschaftszweige und Betriebsgrößenklassen. Grundge-samtheit der Bruttostichprobe ist die Betriebsdatei der Bundesagentur für Arbeit, in der alle Betriebe enthalten sind, welche mindestens einen sozialversicherungspflichtig Beschäftigten haben.
Die betriebliche Ausbildung und die betriebliche Weiterbildung und Qualifizierung besitzen gleichermaßen eine Schlüsselfunktion bei der Rekrutierung und Sicherung des Fachkräftebestands. Während die Ausbildung ein breites Grundlagenwissen vermittelt, dient die betriebliche Weiterbildung v.a. der spezifischen Anpassungs- und Höherqualifizierung, so dass beide Bereiche komplementär funktionieren. Dies bedeutet allerdings nicht, dass ihre Nutzung auch parallel verläuft; beide Instrumente zeigen in den letzten 10 Jahren eine sehr unterschiedliche Entwicklung. Die Verbreitung und Intensität der betrieblichen Ausbildung waren im vergangenen Jahrzehnt strukturell immer recht ähnlich, unterbrochen von kleineren, unter Umständen konjunkturbedingten Ausschlägen. Eine generelle Zunahme der Ausbildungsbereitschaft ist nicht zu verzeichnen, es gibt jedoch Anzeichen für die strategische Nutzung der zeit- und kostenintensiven betrieblichen Ausbildung als Instrument der Fachkräftesicherung. Ein ganz anderes Bild bietet sich bei der betrieblichen Weiterbildung. Hier ist ein klarer Aufwärtstrend sowohl bei der Beteiligung als auch der Intensität zu beobachten; mittlerweile fördert eine Mehrheit der hessischen Betriebe Weiterbildungsmaßnahmen. Ein genauerer Blick auf die präferierte Art der Weiterbildung liefert möglicherweise auch die Erklärung für diese gegenläufige Entwicklung: Der Trend geht recht deutlich in Richtung passgenauer und flexibler Qualifizierung, und tendenziell weg von den relativ formalisierten Kursstrukturen - sowohl auf der Angebots- als auch auf der Nachfrageseite. Im Ausbildungsbereich hingegen sind aufgrund der formalen und gesetzlichen Vorgaben deutlich geringere Flexibilisierungspotenziale vorhanden, weshalb aus Sicht der Betriebe u.U. den kurzfristigeren und flexibleren Bildungsformen der Vorzug gegeben wird. Eine solche Strategie übersieht jedoch, dass Ausbildung die Möglichkeit bietet, junge Menschen mit den jeweiligen betrieblichen Spezifika vertraut zu machen und somit die Arbeitskräfte nicht nur fachlich, sondern auch sozial und persönlich in die betriebliche Arbeitswelt zu integrieren. Eine Strategie, die Weiterbildung auf Kosten der Ausbildung bevorzugt, wirft die Frage auf, ob dies zwar als kurzfristiger Beitrag zur Qualifikationssicherung funktional ist, als langfristige Strategie zur Fachkräftesicherung und -bindung jedoch versagt. Hier wären dann andere innovative Strategien nötig, die trotz kürzerer Zyklen und knapper Ressourcen mittel- und langfristig den Fachkräftebedarf decken. Diese Herausforderung ist unter den hessischen Betrieben nicht gleich verteilt. Differenzen ergeben sich v.a. analog zur Bedeutung der jeweiligen Strategie, insbesondere Betriebe, die Weiterbildung als zentrales Element der Fachkräftesicherung sehen, setzen diese auch häufiger ein. Besonders große Probleme, Ausbildungsstellen zu besetzten und Fachkräfte zu gewinnen, haben die kleineren Betriebe. Diese warten aber bereits heute mit einer höheren Aus- und Weiterbildungsquote auf als die größeren Betriebe; die Probleme sind dort demnach erkannt, ein besonderer Bedarf an Unterstützung bleibt gleichwohl bestehen.

Während die „traditionellen“ externen Kurse und Lehrgänge eine langsame und stetige Aufwärtsentwicklung verzeichnen, waren bei den flexiblen Formen: selbstgesteuertes Lernen mit Hilfe von Medien, Weiterbildung am Arbeitsplatz sowie Teilnahme an Vorträgen, Tagungen etc. nach zum Teil deutlichen Rückgängen wieder bedeutende Anstiege zu verzeichnen. Deutliche Unterschiede ergeben sich auch zwischen den Betrieben mit Fachkräftebedarf und der Gesamtheit der Betriebe dahingehend, dass sich Betriebe mit Fachkräftebedarf durch ein weit überdurchschnittliches Aus- und Weiterbildungsengagement auszeichnen. Im Gegensatz zu allen Betrieben scheinen sie die Aus- und Weiterbildungsaktivitäten strategisch zur Fachkräftesicherung einzusetzen. Beachtliche Differenzen zeigen sich auch zwischen den beiden Typen von Betrieben mit Fachkräftebedarf. Betriebe, die keine Besetzungsprobleme bei Fachkräftestellen erwarten, zeichnen sich dadurch aus, dass es ihnen wesentlich häufiger gelingt, angebotene Ausbildungsplätze zu besetzen sowie Auszubildende mit einer abgeschlossener Ausbildung im Betrieb zu halten. Offensichtlich verfügen sie über die erforderlichen internen Strukturen, Anreize sowie Attraktivität, um Auszubildende an ihren Betrieb zu binden.
In line with the federal structure of the Nigerian State, tax administration in the country is multi-tiered. The Federal Inland Revenue Service is responsible for assessing, collecting and accounting for tax and other revenues accruing to the Federal Government. The States Boards of Internal Revenue and the Local Government Revenue Committees perform similar functions at the State and Local Government levels respectively. This book attempts to chronicle the changes that have been taking place within the Federal Inland Revenue Service since 2004 and how these activities have contributed to the reforms in the Nigerian tax system. In terms of value, the book facilitates an understanding of the role played by the Service; its staff and stakeholders in repositioning the Nigerian tax system. It is an essential reference material for everyone that seeks an understanding of the processes that underscore the ongoing changes in the Nigerian tax system.
First Harvests are expressions of impressions on a variety of local and universal phenomena and states of being. It is the first ever poetry collection by a few sons and daughters of Nkongho-Mbo, a subgroup of the Mbo ethnic group of Cameroon, on which very little has been published. The poems however transcend the geographical, cultural and emotional landscapes that have inspired them.
Based on two “uni-ocellate” females, the world’s first introductions of the milliped order Stemmiulida are recorded from Florida, United States (US). One individual was collected in 1976 in Gainesville, Alachua County (Co.)., in northcentral peninsular Florida, and the other was taken in 1991 some 408 km (255 mi) to the south-southeast in Pompano Beach, Broward Co. The absence of further individuals and additional samples suggests that the introductions did not result in viable populations, and stemmiulidans are not presently established in the state; the Gainesville site was reinvestigated in 2012 without finding additional specimens. New records from Mexico include the first from Chiapas, Oaxaca, Tabasco, Yucatan, San Luis Potosí, and Tamaulipas states, with the northernmost ordinal locality now becoming Rancho del Cielo, northwest of Gómez Farias, in the last. A northward range expansion of about 460 km (288 mi) from the previous limit, Xalapa, Veracruz, the site lies a mere 40 km (25 mi) south of the Tropic of Cancer and only some 320 km (200 mi) south of the Rio Grande and the US border at McAllen, Hidalgo Co., Texas. Indigenous Stemmiulida are not expected in the forested Rio Grande Valley of southernmost Texas, but their occurrence in the adjoining Mexican state renders such a discovery more plausible than before.

International development has its origins in the histories of nineteenth and early twentieth-century European colonisation. What happens when a leading colonial power decides to transform a model tropical colony, relying on head-loading of goods as the predominant form of transport, into a modern market economy on the back of the greatest British industrial ingenuity of the time - railways? In this meticulously researched book, Komla Tsey brings to light the historical origins of a wide range of issues confronting present-day international development researchers and policy-makers, such as technology transfer, wealth creation versus equity of access, and ways to evaluate the benefits of development work, especially across cultures. In the context of the early twenty-first-century international investment interests in resource-rich Africa, Tsey argues, forensic historical research is required to determine the precise nature and scale of the financial and humanitarian injustices committed by British colonialists during the construction of major public works projects. More than providing opportunities to take possible legal actions for reparations, this research should also serve as a reminder to present-day African policy-makers and their international and local business partners that the injustices and blatant abuses of power of the past should never be repeated.
This book deals with colonialism on a Namibian periphery and considers both the German colonial period as well as South African rule in the country. The marginality of the Kaoko region within this colonial topography of power is analysed as a dynamic and fractured feature where power relations and constellations remained highly contested. The dynamics of gender within a regional society constituted of men and women, African and European, receive special attention within frameworks engaging with colonial photography, oral histories and gendered visions.
This book explores the relationship between plantation labour and gender in Africa. Such a study is the more opportune because most of the existing works on plantation labour in Africa seem to have either under-studied or even ignored the changing conceptions of gender on the continent in recent times. One of the book's major concerns is to demonstrate that the introduction of plantation labour during colonial rule in Africa has had significant consequences for gender roles and relations within and beyond the capitalist labour process. The book focuses on two tea estates in Anglophone Cameroon. A study of these estates is particularly interesting in that one of them employs mainly female pluckers while the other employs mainly male pluckers. This allows for an examination of any variations in male and female workers' modes of resistance to the control and exploitation they meet in the labour process. Such a comparative analysis is helpful in assessing the widespread managerial assumption on tea estates that female pluckers tend to be more productive and docile than male pluckers.
This book examines some facets of gender relations in Cameroon - symmetry in male-female relationships, women's access to land in traditional society, socialization into gender roles through language textbooks in schools, the association life of women, widowhood and inheritance, social capital and entrepreneurship, husband-wife relations in early German colonial encounters - as socially and historically constructed realities from a multidisciplinary perspective, bringing together some social sciences and humanities. The studies point to the fact that these relations are as much rooted in traditions and customs fashioned in several benchmark epochs in African history - arming women with formidable social and cultural capitals or making of them victims of social structures over which they have little control - as they are constantly evolving in contemporary times and transforming women into agents in their own affairs as well as those of the new societies in the making.
Genese und Genealogie : zur Bedeutung und Funktion des Ursprungs in der Ordnung der Genealogie

"Genealogia" hieß auf Griechisch die Erzählung von der Geburt der Götter und der von ihnen erschaffenen Welt. Der griechische Kosmos, war eine genealogische Konstruktion, die ursprungsmythischem Denken ebenso entsprang, wie sie es abbildete. Als Urform des Weltverstehens hat die Genealogie Jahrhunderte lang die Ordnung der Dinge in der vormodernen Welt bestimmt.
Das vorliegende Buch erschließt das genealogische Denken vom Mythos des Ursprungs her. Protogonos - der "Erstgeborene" der orphischen Kosmogonie - ist ein urgöttliches Wesen, das in sich die Keime aller Seienden enthält, und immer wieder ist das Ursprüngliche ein paradigmatische Vorgänger, der die Zukunft weist und vorbestimmt. Am Ursprung durch die Genealogie verankert schufen die Menschen ihre ersten Gemeinschaften, die sich im Laufe der Geschichte bis zu den modernen Nationalstaaten entwickelten. Dabei scheint die Blutsverwandtschaften eine zweitrangige Rolle zu spielen, aber auch in der Zeit der Moderne ist die Menschheit nicht nur einmal in die "ursprungsmythische Geisteslage" vom "Blut und Boden" verfallen. 1933 schrieb Paul Tillich: "Der Ursprung enthält in sich das Gesetz des Kreislaufs: Was von ihm kommt, muss zu ihm zurück. Wo der Ursprung herrscht, kann es das Neue nicht geben. Die Herrschaft des Woher macht die Ernsthaftigkeit des Wozu unmöglich."
Is globalization beneficial to Africa? Does it open infinite opportunities for economic growth, development and social transformation of the continent? It is the assertion of contributions to this collection that for Africa, globalisation is a counter-revolutionary movement that is stalling the drive of the continent's societies to transform themselves into developed and prosperous entities - just as slavery and colonialism. Included are contributions from eminent scholars such as Samir Amin, Horace Campbell, Thandika Mkandawire and Cyril Obi.
Climate change is real and is impacting on economies and lives in Africa, especially rural livelihoods. The effects of the climate change phenomena have drawn bitter debate between both the developed and developing countries. To address some of the concerns, the authors identified topics of relevance to Africa, among them: discourses surrounding the green economy and sustainable development; financing green economies; carbon benchmarking; role of multilateral development banks in carbon financing; and carbon taxation. The book mainstreams climate change into 'unfamiliar' territories, such as accounting, fi nance, management, education, economics and banking.
Clairvoyant who has lived in France for the past 24 years, expresses himself at times with a virulent violence that only an exile living in a perpetual nostalgia of his/her native land can understand. His words directed at the rulers of his native country is not always flattering, a euphemism not to say discourteous or accusatory. Poet with moral probity, he however slips into obsequiousness when expressing his anger that can easily be styled great immorality.
Hidden Treasure : A Memoir

Patricia Chater wrote this account of her life from the unique position of an English woman who became absorbed into a religious community when she joined the caring and spiritual church of St Francis in Zimbabwe in the early 1960s. In a sympathetic, understated and matter-of-fact manner, she describes what it meant for the members of the community to struggle for liberation in their own land and then to face the challenges of the post-independence years. Her memoir is a contribution to the story of Zimbabwe, showing how national events impact on one particular place and on one particular group of people.
Historical Reflections on Kenya : Intellectual Adventurism, Politics and International Relations

This book thematically tackles issues that relate to the perpetual struggle between the forces of control and the forces of mental and intellectual liberation in Africa and Kenya in particular. The book addresses the colonial legacy of poverty creation, as well as the socio-political conditioning of Africans to dislike each other and to be irresponsible and disunited in the face of external threats. Poverty, hatred of other Africans, and excessive dependency on European powers can be traced to the policies adopted by colonial officials. Related to these issues, is post-colonial Kenya's attempts to addresses the political developments, the involvement of different types of media in those developments, Kenya's foreign policy, and the problem of political party transition. Ultimately, there are topical issues that continue to affect Kenya which include the question of coalition politics, the lessons of the 2002 elections, the media and corruption, parliament and foreign policy, and Africa's relations with the United States of America.
The study offers research into the efficacy of HIV and AIDS communication strategies for adolescents, especially with regards to selected secondary schools in Kenya. The study is a useful point of reference to both Kenyan researchers into HIV and AIDS as well as international scholars exploring Africanist perspectives of the socio-cultural dimensions of the pandemic.
Inhaltlich stehen lebens- und werkgeschichtliche Konstellationen der Jahre zwischen 1906 und 1913 im Mittelpunkt des Bandes. In diesem Septennium überlagern sich Phänomene, die, obgleich beide an Jahreszahlen geknüpft, doch auf sehr unterschiedliche Art und Weise in der historischen Realität verankert sind. Die ausgewählten Vorträge der Rilke-Tagung in Bad Rippoldsau vom 22. bis 26. September 2008, die im ersten Teil unter der Überschrift "Im Schwarzwald" zu finden sind, nehmen ihren Ausgang bei den beiden Kuraufenthalten Rilkes im "alte[n], früher fürstenbergische[n] Bad" Rippoldsau in den Jahren 1909 und 1913. [...] Rilkes "Verstreute Gedichte" ('Uncollected Poems') der Jahre 1906 bis 1911 standen im Mittelpunkt des Rilke-Treffens in Boston vom 22. bis 25. September 2011. Verantwortlich für die Organisation waren Prof. Dr. Judith Ryan von der Harvard University in Cambridge und Prof. Dr. William Waters von der Boston University sowie Prof. Dr. Erich Unglaub von der Technischen Universität Braunschweig. Vorangestellt sind diesem Teil Übertragungen von Rilke-Gedichten aus der Feder dreier Übersetzer. Die Vielfalt der Eindrücke, Anregungen und Vortragspositionen der Bostoner Tagung sollen durch diese Übersetzungen ebenso wie durch die nachfolgenden wissenschaftlichen Beiträge repräsentiert werden.
The implementation of the Public Finance Management Act (PFMA), 1999 is reviewed in this book, focussing on the development and reform of financial governance arrangements after 2000. South Africa has a long way to go to ensure that financial reforms are translated into service delivery gains. Implementing reforms and making sure that citizens benefit is proving difficult, yet the convergence of various government agencies in addressing financial governance is beginning to inspire the kind of confidence needed to overcome the country's financial governance challenges. The authors find that, despite the challenges, the PFMA has begun to make a difference and, if properly implemented, may still provide the ground for a fundamental transformation of public-sector service delivery.
This book explores the customary, social, economic political and rights issues surrounding access, ownership and control over land from a gender perspective. It combines theory and practice from researchers, lawyers and judges, each with track records of working on women and rights concerns. The nexus between the reluctance to recognize and materialize women?s right to land, and the increasing feminization of poverty is undeniable. The problem assumes special acuity in an essentially agrarian context like Cameroon, where the problem is not so much the law as its manner of application. That this book delves into investigating the principal sources and reasons for this prevalent injustice is particularly welcome. As some of the analyses reveal, denying women their right to land acquisition or inheritance is sometimes contrary to established judicial precedents and even in total dissonance with the country?s constitution. Traditional and cultural shibboleths associated with land acquisition and ownership that tend to stymie women?s development and fulfilment, must be quickly shirked, for such retrograde excuses can no longer find comfort in the law, morality nor in ?modern? traditional thinking. The trend, albeit timid, of appointing women to Land Consultative Boards and even as traditional authorities, can only be salutary. These are some positive practical steps that can translate the notion of equal rights into ?equal power? over land for both sexes; otherwise ?equality? in this context will remain an unattractive slogan.
Die Schlagworte "Balkanisierung" und "Zweites Beirut" stehen für auch untereinander austauschbare (Kriegs-)Schauplätze, die sich wie Jugoslawien und Libanon als Konglomerate von vielfältig definierten Zugehörigkeiten lesen lassen und die ihre Fortsetzung in mittlerweile intensiven und nicht selten künstlerischen Versuchen, die fragmentierten Kulturen zu konsolidieren, gefunden hat. Der vorliegende Band geht an Beispielen aus Literatur, Film, performativen Künsten und Musik gegenwärtigen (post-)jugoslawischen und libanesischen Zugehörigkeitsschreibungen und deren gleichzeitiger Infragestellung nach. Dabei richtet sich das Augenmerk ebenso auf neu und wieder entdeckte gemeinsame Bezugsgrößen wie das Osmanische Reich und den Kommunismus wie auch auf geteilte Möglichkeiten der Intervention, die über topographische, politische bis hin zu performativen Einsprüchen reichen.
Eines der größten Probleme, das sich im Umgang mit und in der Betrachtung von Katastrophen ergibt, ist die Tatsache, dass man auf sie im Grunde nur 'ex post' oder in mehr oder weniger genau berechenbaren Wahrscheinlichkeiten zugreifen kann. Trotz umfangreicher Untersuchungen zu den psychologischen, emotionalen und sozialen Auswirkungen von Katastrophen bleibt der akute Katastrophenfall unverfügbar. Fiktionale Darstellungen können hier Funktionen erfüllen, die weit über den ohne Frage unterhaltenden Charakter der Darstellung oder einen erzieherisch-informativen Effekt hinausgehen. Die Katastrophenfiktionen fallen dabei ebenso vielgestaltig aus wie die Textformen, die sie zum Gegenstand ihrer Darstellung machen: ob es nun literarische Texte oder Filme sind, ob Roman, Gedicht oder Hollywood- Blockbuster: gerade in fiktionalen Verhandlungen des Katastrophalen fällt auf, dass katastrophische Ereignisse nicht per se solche sind, sondern zunächst diskursiv als solche bezeichnet werden müssen. Ganz gleich, ob sich Fiktionen nun auf tatsächliche Katastrophen oder auf imaginierte Ereignisse beziehen, ermöglichen sie dennoch immer eine Reflexion der epistemologischen Bedingungen des verstehenden Zugriffs auf den Ausnahmezustand und die Konfrontation mit dem 'Realen'. Viele der hier versammelten Beiträge zeigen die Bandbreite der fiktionalen Inszenierungen von Katastrophen und untersuchen ihr Potential, die hier skizzierten Problemfelder zu reflektieren. Andere Beiträge beschäftigen sich gezielt mit solchen Texten, die nicht automatisch zu den fiktionalen Gattungen gezählt werden können, aber wiederum einen diskurskritischen Blick auf die Art und Weise lenken, wie das Katastrophale und das Reale gedacht und interpretiert werden – eine solche Reflexion kann in philosophischen sowie kultur- und medientheoretischen Texten, aber auch in essayistischen Berichten oder Textexperimenten zu tatsächlichen Katastrophen geschehen.
Das folgende Transkript zweier Vorträge zum Thema der Ernährung mit anschließender Diskussion stammt aus einer Werkstattreihe am ZfL, die anlässlich dem sich konstituierenden Forschungszweig einer biomedizinischen Epigenetik programmatisch nach der Integration "kultureller Faktoren der Vererbung" in molekularbiologische Forschung fragt. Mit der Werkstattreihe sind zwei Anliegen verbunden: Erstens sollen die Veranstaltungen eine Plattform bilden, auf der die epistemischen, methodischen und kulturgeschichtlichen Voraussetzungen der aktuellen Inkorporierung kultureller Faktoren in die Biologie der Vererbung interdisziplinär diskutiert werden können. Wenngleich die heute messbaren, transgenerationalen Effekte solcher Einschreibungen bislang nur spekulativ sind: Offenbar sind biologische Vererbungsvorgänge angemessen nur zu erklären, wenn in deren Erforschung auch nicht-genetische, gleichwohl stabile und wiederholte Übertragungsprozesse entlang beispielsweise ethologischer, psychologischer, ökologischer und im weiteren Sinne soziokultureller Linien einbezogen werden. In dieser Hinsicht haben die Biowissenschaften tatsächlich - und programmatisch - damit begonnen, ein weit über die Biologie hinausweisendes, breites epistemisches Terrain mit den ihr eigenen methodischen Mitteln und Erklärungsmodellen zu erschließen. Daraus folgt zweitens, dass von kulturwissenschaftlicher Warte aus gerade auch die Methoden zu diskutieren sind, mittels derer epigenetische Forschung sich gegenwärtig kulturellen Phänomenbereichen nähert. Denn dieses biowissenschaftliche Neuland ist nicht unbesiedelt. Prozesse der Weitergabe von erbrelevanten Informationen zwischen Eltern und Kindern, der Interaktion zwischen auf unterschiedlichen Ebenen situierten Erbinformationen von Lebewesen und ihrer Umwelt, Prozesse der Tradierung von Lebensformen standen und stehen heute im Suchfeld unterschiedlichster wissenschaftlicher Disziplinen: von Armuts- über Bildungs-, Ernährungs- und Traumaforschung bis hin zu den Geschichts-, Kultur- und Sozialwissenschaften. Aus den resultierenden Überlagerungen dieser wissenschaftlichen Zugänge folgt eine Reihe von unterschiedlichen methodischen, und epistemologischen, aber auch ethischen und handlungspraktischen Herausforderungen. Nicht nur müssen sich die Biowissenschaften in ihrem Versuch, Vererbung um 'kulturelle Faktoren' zu bereichern, am zeitgenössischen Verständnis von Kultur und Gesellschaft messen. Auch die den Geistes- und Sozialwissenschaften eigenen Antworten auf Fragen von Überlieferung, Übertragung und Vererbung sind erneut zu besichtigen.

Wherever there is a person's right, there is a corresponding duty imposed upon that person to respect the rights of others. This co-existence of rights and duties may be explained better by the principle of reciprocity of rights and duties. Such is the basis of Land as a Human Right: A History of Land Law and Practice in Tanzania. The esteemed author documents Tanzanian land law along its line of historical development (pre- and post-independence) whereby the thorny issues about 'rights' and 'duties' of the landed, landless and the intermediaries are elucidated. This volume is not limited to events in Tanzania, but includes jurisprudence of land law of other countries in order to tap some interpretative devices of our own by way of analogies. Various case types- reported and unreported, local and foreign- provide a tangible content to what would otherwise be pure theory. He also makes references to local newspapers as a way of tapping the public responses about land-related matters. His survey of such cases in and outside Tanzania led automatically to judgments touching on women's right to matrimonial property and inheritance; individual and collective rights to land; and the right to land of the indigenous peoples. It is the author's view that land law has remained poorly documented in Tanzania. There is plenty of literature about Land Law, yet these sources are not easily available or even accessible to every interested person. Equally, some of the available literature is so old that it may not always depict land law and/or practice as we tend to understand it today. This volume is a comprehensive text on land law in which all the necessary land law principles are highlighted with great precision. Advocate Rwegasira does this with a human rights approach, believing that it is through this approach that a person's right to land, whether individual or collective, can best be explained, especially in this era when conflict over land is unabatedly becoming central in family, communal and societal relations. Looking for Trouble is a collection of short stories set in Yeoville from the mid-1980s to the early 1990s. The stories capture with a dark humour the lives of young people trying to make a go of things, given the constraints of the country and the volatile period. Most of the stories have been published in literary magazines or in collections in South Africa, the UK and Uganda.

'Failure is not in my vocabulary' says Libertina Inaaviposa Amathila - medical doctor, leading member of Namibia's liberation movement SWAPO, and Cabinet Minister for 20 years. Insightful, candid and amusing, this book traces Libertina Amathila's journey from a village in western Namibia travelling alone to Dar es Salaam, Tanzania in 1962; medical training in Poland, Sweden and London; and the health and education centres in Zambia and Angola that she helped develop and run for Namibians in exile; to a victorious return home in 1989; service in the Cabinet of independent Namibia; and a leading role in the World Health Organisation. Courageous, committed, cutting through difficulties that deterred others, Libertina Amathila has assisted and empowered Namibian communities, particularly women, in exile and at home. As Minister of Regional and Local Government and Housing, Minister of Health and Social Services, and Deputy Prime Minister, she focused on those in need, such as squatters, street children, and those affected by HIV/AIDS, and undertook immediate practical measures to improve their lives. Packing her tent and supplies, she drove to remote areas and camped out until houses and clinics were built for marginalized communities, assisting in the design and construction process herself. An indomitable spirit drives this remarkable woman. This is her story.

Cell phones and the Internet have been the recipients of in-depth research on their increased and rapid integration into everyday life and the innovative appropriations associated with them in many societies. The cell phone has attracted particular attention in its perceived abilities to both enhance and destruct social relationships. Our increased access to social media and to the cell phone has taken social networking to an unprecedented level. These communication technologies are revered by many as great, all-purpose, all-positive communication devices in spite of their flaws. They are overwhelmingly bestowed with agency and superiority. Too often, they are idolized with little regard to how they affect and are affected by their users on a personal level. The mutual shaping between technology and society is not adequately acknowledged. Technologies, in spite of the seemingly endless possibilities offered by their many functions, can quite literally be sterile and useless objects outside of conscious and tangible human effort. Cell phones and the Internet, though undoubtedly capable of providing myriad beneficial opportunities for their users, need at long last to be put in their place.
