In this paper, we analyze economies of scale for German mutual fund complexes. Using 2002-2005 data of 41 investment management companies, we specify a hedonic translog cost function. Applying a fixed effects regression on a one-way error component model there is clear evidence of significant overall economies of scale. On the level of individual mutual fund complexes we find significant economies of scale for all of the companies in our sample. With regard to cost efficiency, we find that the average mutual fund complexes in all size quartiles deviate considerably from the best practice cost frontier. Der vorliegende Beitrag untersucht, ob der Mehrheitsaktionär einer Gesellschaft im Vorfeld eines Zwangsausschlusses von Minderheitsaktionären (sog. Squeeze-Out) versucht, die Kapitalmarkterwartungen negativ zu beeinflussen. Ein solches "manipulatives" Verhalten wird häufig in der juristischen wie betriebswirtschaftlichen Literatur unterstellt, da der Aktienkurs fü die Abfindungshöhe die Wertuntergrenze bildet. Unsere empirische Untersuchung der Bilanz- und Pressemitteilungspolitik von Squeeze-Out-Unternehmen im Vorfeld der Ankündigung einer solchen Maßnahme am deutschen Kapitalmarkt zeigt, dass in diesem Zeitraum tatsächlich ein signifikanter Anstieg (Rückgang) der im Ton pessimistischen (optimistischen) Pressemitteilungen feststellbar ist. Allerdings zeigt sich weiter, dass die Aktien der Squeeze-Out-Kandidaten bereits im Vorfeld und am Tag der Ankündigung so hohe positive Überrenditen erzielen, dass der von uns quantifizierte kumulierte Effekt der Informationspolitik auf die Börsenbewertung einen insgesamt nur sehr geringen Einfluss ausübt und von anderen Faktoren (z.B. Abfindungsspekulationen) dominiert wird. JEL: M41, M40, G14, K22
Gauging risk with higher moments : handrails in measuring and optimising conditional value at risk

The aim of the paper is to study empirically the influence of higher moments of the return distribution on conditional value at risk (CVaR). To be more exact, we attempt to reveal the extent to which the risk given by CVaR can be estimated when relying on the mean, standard deviation, skewness and kurtosis. Furthermore, it is intended to study how this relationship can be utilised in portfolio optimisation. First, based on a database of 600 individual equity returns from 22 emerging world markets, factor models incorporating the first four moments of the return distribution have been constructed at different confidence levels for CVaR, and the contribution of the identified factors in explaining CVaR was determined. Following this the influence of higher moments was examined in portfolio context, i.e. asset allocation decisions were simulated by creating emerging market portfolios from the viewpoint of US investors. This can be regarded as a normal decisionmaking process of a hedge fund focusing on investments into emerging markets. In our analysis we compared and contrasted two approaches with which one can overcome the shortcomings of the variance as a risk measure. First of all, we solved in the presence of conflicting higher moment preferences a multi-objective portfolio optimisation problem for different sets of preferences. In addition, portfolio optimisation was performed in the mean-CVaR framework characterised by using CVaR as a measure of risk. As a part of the analysis, the pair-wise comparison of the different higher moment metrics of the meanvariance and the mean-CVaR efficient portfolios were also made. Throughout the work special attention was given to implied preferences to the different higher moments in optimising CVaR. We also examined the extent to which model risk, namely the risk of wrongly assuming normally-distributed returns can deteriorate our optimal portfolio choice. JEL Classification: G11, G15, C61
Soll Wissen nur wirtschaftliches Wachstum fördern? : Umdenken: Innovation als sozialer Prozess

Wissenschaftliche Erkenntnisse sollen sich schnell und gewinnbringend in technologische Neuerungen umsetzen lassen, so dass Wirtschaft und Gesellschaft gleichermaßen davon profitieren können. So lässt sich das vorrangige Ziel der Innovations- und Wissenschaftspolitik umschreiben, wie sie beispielsweise von der Europäischen Union betrieben wird. Doch ist diese lineare Betrachtungsweise überhaupt noch zeitgemäß? Zeigen nicht neue Theorien der Ökonomie, dass dieses einfache Fortschrittsverständnis zu kurz greift? Wie müssen sich die herkömmlichen Politikmuster verändern, um Innovation als sozialen Prozess zu verstehen? Wie könnte eine Innovationspolitik aussehen, die Bildung und Wissenschaft nicht nur als Mittel zum ökonomischen Fortschritt instrumentalisiert? Diese und ähnliche aktuelle Fragen wirft unser Forschungsprojekt "Der Beitrag der Neuen Wachstumstheorie zur Koevolution von Wissenskultur und technischem Fortschritt" im Forschungskolleg "Wissenskultur und gesellschaftlicher Wandel" auf.
Stocks are exposed to the risk of sudden downward jumps. Additionally, a crash in one stock (or index) can increase the risk of crashes in other stocks (or indices). Our paper explicitly takes this contagion risk into account and studies its impact on the portfolio decision of a CRRA investor both in complete and in incomplete market settings. We find that the investor significantly adjusts his portfolio when contagion is more likely to occur. Capturing the time dimension of contagion, i.e. the time span between jumps in two stocks or stock indices, is thus of first-order importance when analyzing portfolio decisions. Investors ignoring contagion completely or accounting for contagion while ignoring its time dimension suffer large and economically significant utility losses. These losses are larger in complete than in incomplete markets, and the investor might be better off if he does not trade derivatives. Furthermore, we emphasize that the risk of contagion has a crucial impact on investors' security demands, since it reduces their ability to diversify their portfolios.
We provide explicit solutions to life-cycle utility maximization problems simultaneously involving dynamic decisions on investments in stocks and bonds, consumption of perishable goods, and the rental and the ownership of residential real estate. House prices, stock prices, interest rates, and the labor income of the decision-maker follow correlated stochastic processes. The preferences of the individual are of the Epstein-Zin recursive structure and depend on consumption of both perishable goods and housing services. The explicit consumption and investment strategies are simple and intuitive and are thoroughly discussed and illustrated in the paper. For a calibrated version of the model we find, among other things, that the fairly high correlation between labor income and house prices imply much larger life-cycle variations in the desired exposure to house price risks than in the exposure to the stock and bond markets. We demonstrate that the derived closed-form strategies are still very useful if the housing positions are only reset infrequently and if the investor is restricted from borrowing against future income. Our results suggest that markets for REITs or other financial contracts facilitating the hedging of house price risks will lead to non-negligible but moderate improvements of welfare.
This paper relates recursive utility in continuous time to its discrete-time origins and provides a rigorous and intuitive alternative to a heuristic approach presented in [Duffie, Epstein 1992], who formally define recursive utility in continuous time via backward stochastic differential equations (stochastic differential utility). Furthermore, we show that the notion of Gâteaux differentiability of certainty equivalents used in their paper has to be replaced by a different concept. Our approach allows us to address the important issue of normalization of aggregators in non-Brownian settings. We show that normalization is always feasible if the certainty equivalent of the aggregator is of expected utility type. Conversely, we prove that in general L´evy frameworks this is essentially also necessary, i.e. aggregators that are not of expected utility type cannot be normalized in general. Besides, for these settings we clarify the relationship of our approach to stochastic differential utility and, finally, establish dynamic programming results. JEL Classifications: D81, D91, C61
Schon im ersten Weltkrieg, besonders aber seit dem Ausbruch der Weltwirtschaftskrise und erst recht im zweiten Weltkrieg hat der öffentliche Kredit in finanz- und wirtschaftspolitischer Hinsicht eine Bedeutung erlangt, wie nie zuvor. Er, der ehedem fast nur ein außerordentliches Mittel zur Überwindung vorübergehender finanzieller Schwierigkeiten des Staates gewesen war, entwickelte sich in dieser Zeit zu einem wirtschaftspolitischen Faktor ersten Ranges, ohne dessen Mitwirkung eine erfolgreiche Finanz- und Wirtschaftspolitik heute kaum denkbar ist. Besonders die durch den zweiten Weltkrieg geschaffene Zwangslage nötigte die einzelnen Volkswirtschaften, die durch ihn gebotenen finanz- und wirtschaftspolitischen Möglichkeiten in jeder Weise bis zur Grenze des absolut Möglichen auszuprobieren. Die konjunkturaktive öffentliche Kreditpolitik jener Zeit war von Anfang an kein einheitliches Ganzes, sondern entwickelte sich zu einem geschlossenen wirtschafts- und finanzpolitischen System erst allmählich aus verschiedenen wirtschafts- und finanzpolitischen Einzelmaßnahmen. Sinn und Zweck dieser Arbeit ist es nun, rückschauend auf diese Entwicklung das Grundsätzliche dieser Politik herauszuarbeiten. Ihr besonderer Schwerpunkt liegt dabei auf der Beantwortung der Fragen, inwieweit eine staatliche konjunkturaktive Kreditpolitik ein Heilmittel ist, um einen wirtschaftlichen Schrumpfungsprozess zum Stillstand zu bringen, inwieweit ein Reizmittel, um die wirtschaftliche Entwicklung voranzutreiben und inwieweit ein Gift, das schließlich den Ruin von Marktwirtschaft und Finanzwirtschaft herbeiführt.
In this paper, we examine the impact of mergers among German savings banks on the extent to which these savings banks engage in small business lending. The ongoing consolidation in the banking industry has sparked concerns about the continuous availability of credit to small businesses which has been further fueled by empirical studies that partly confirm a reduction in small business lending in the aftermath of mergers. However, using a proprietary data set of German savings banks we find strong evidence that in Germany merging savings banks do not significantly change the extent to which they lend to small businesses compared to prior to the merger or compared to the contemporaneous lending by non-merging banks. We investigate the merger related effects on small business lending in Germany from a bank-level perspective. Furthermore, we estimate small business lending and its continuous adjustment process simultaneously using recent General Method of Moments (GMM) techniques for panel data as proposed by Arellano and Bond (1991).
This paper discusses the so-called commercial approach to microfinance under economic and ethical aspects. It first shows how microfinance has developed from a purely welfare-oriented activity to a commercially relevant line of banking business. The background of this stunning success is the – almost universal – adoption of the so-called commercial approach to microfinance in the course of the last decade. As the author argues, this commercial approach is the only sound approach to adopt if one wanted microfinance to have any social and developmental impact, and therefore the wide-spread “moralistic” criticism of the commercial approach, which has again and again been expressed in the 1990s, is ill-placed from an economic and an ethical perspective. However, some recent events in microfinance raise doubts as to whether the commercial approach has not, in a number of cases, gone too far. The evident example for such a development is the Mexican microfinance institution Compartamos, which recently undertook a financially extremely successful IPO. As it seems, some microfinance institutions have by now become so radically commercial that all of those social and development considerations, which have traditionally motivated work in the field of microfinance, seem to have lost their importance. Thus there is a conflict between commercial and developmental aspirations. However, this conflict is not inevitable. The paper concludes by showing that, and how, a microfinance institution can try to combine using the strengths of the capital market and at the same time maintaining its developmental focus and importance.
This paper is one of the first to analyse political influence on state-owned savings banks in a developed country with an established financial market: Germany. Combining a large dataset with financial and operating figures of all 457 German savings banks from 1994 to 2006 and information on over 1,250 local elections during this period we investigate the change in business behavior around elections. We find strong indications for political inflence: the probability that savings banks close branches, lay-off employees or engage in merger activities is significantly reduced around elections. At the same time they tend to increase their extraordinary spendings, which include support for social and cultural events in the area, on average by over 15%. Finally, we find that savings banks extend significantly more loans to their corporate and private customers in the run-up to an election. In further analyses, we show that the magnitude of political influence depends on bank specific, economical and political circumstances in the city or county: political influence seems to be facilitated by weak political majorities and profitable banks. Banks in economically weak areas seem to be less prone to political influence.
In this paper, we investigate how bank mergers affect bank revenues and present empirical evidence that mergers among banks have a substantial and persistent negative impact on merging banks’ revenues. We refer to merger related negative effects on banks’ revenues as dissynergies and suggest that they are a result of organizational diseconomies, the loss of customers and the temporary distraction of management from day-to-day operations by effecting the merger. For our analyses we draw on a proprietary data set with detailed financials of all 457 regional savings banks in Germany, which have been involved in 212 mergers between 1994 and 2006. We find that the negative impact of a merger on net operating revenues amounts to 3% of pro-forma consolidated banks’ operating profits and persists not only for the year of the merger but for up to four years post-merger. Only thereafter mergers exhibit a significantly superior performance compared to their respective pre-merger performance or the performance of their non-merging peers. The magnitude and persistence of merger related revenue dissynergies highlight their economic relevance. Previous research on post-merger performance mainly focuses on the effects from mergers on banks’ (cost) efficiency and profitability but fails to provide clear and consistent results. We are the first, to our knowledge, to examine the post-merger performance of banks’ net operating revenues and to empirically verify significant negative implications of mergers for banks’ net operating revenues. We propose that our finding of negative merger related effects on banks’ operating revenues is the reason why previous research fails to show merger related gains.
The "quiet life hypothesis (QLH)" posits that banks enjoy the advantages of market power in terms of foregone revenues or cost savings. We suggest a unified approach to measure competition and efficiency simultaneously to test this hypothesis. We estimate bank-specific Lerner indices as measures of competition and test if cost and profit efficiency are negatively related to market power in the case of German savings banks.We find that both market power and average revenues declined among these banks between 1996 and 2006. While we find clear evidence supporting the QLH, estimated effects of the QLH are small from an economical perspective.
Motivated by the recent discussion of the declining importance of deposits as banks´ major source of funding we investigate which factors determine funding costs at local banks. Using a panel data set of more than 800 German local savings and cooperative banks for the period from 1998 to 2004 we show that funding costs are not only driven by the relative share of comparatively cheap deposits of bank´s liabilities but among other factors especially by the size of the bank. In our empirical analysis we find strong and robust evidence that, ceteris paribus, smaller banks exhibit lower funding costs than larger banks suggesting that small banks are able to attract deposits more cheaply than their larger counterparts. We argue that this is the case because smaller banks interact more personally with customers, operate in customers´ geographic proximity and have longer and stronger relationships than larger banks and, hence, are able to charge higher prices for their services. Our finding of a strong influence of bank size on funding costs is also in an in- ternational context of great interest as mergers among small local banks - the key driver of bank growth - are a recent phenomenon not only in European banking that is expected to continue in the future. At the same time, net interest income remains by far the most important source of revenue for most local banks, accounting for approximately 70% of total operating revenues in the case of German local banks. The influence of size on funding costs is of strong economic relevance: our results suggest that an increase in size by 50%, for example, from EUR 500 million in total assets to EUR 750 million (exemplary for M&A transactions among local banks) increases funding costs, ceteris paribus, by approximately 18 basis points which relates to approx. 7% of banks´ average net interest margin.
It appears astonishing to me that none of the papers and discussions at this conference on "Financial Flows to Developing Countries" have even touched upon an important category of international financial relationships which involves direct flows and links to the so-called developing countries. Specifically, none of the contributions have dealt with “development finance”, which is a broad term covering various kinds of activities carried out in the framework of development assistance. This is a particularly striking omission, given that until fairly recently the volume of official aid exceeded the volume of private capital flows to the developing and transition economies (IMF, 1998, p. 60). Moreover, it is conceivable that, in terms of both their developmental impact and their contribution to the alleviation of social problems, the flows financed by official aid may be more important than private capital flows. Thus, I felt that, at the very least, my fellow conference participants should be made aware of this gap in the range of topics addressed by the conference, and it was with this goal in mind that I prepared the present paper as a contribution to the concluding session of the conference. The first section of the present paper defines the concept of “development finance” and seeks to show how its content and meaning has changed over time. In the second section, I discusses a broad trend in banking regulation which has recently emerged in many developing and transition countries and which has, in my view, highly problematic implications for the potential to create financially sound and developmentally relevant “microfinance institutions”.
Der bevorstehende Beitritt Sloweniens in die OECD1 (Organisation for Economic Cooperation and Development), die jüngste Bewertung des BTI-Status-Index 2008 (Bertelsmann-Transformation-Index) auf dem 2. Platz, der Ratsvorsitz der EU (Europäische Union) im 1. Halbjahr 2008, die Mitgliedschaft zum Schengen-Raum und die Einführung des Euro, sind nur die jüngsten Meilensteine der erfolgreichen und nachhaltigen Transformation in ein demokratisches System und die Festlegung auf eine marktwirtschaftliche Ordnung. Die Geschichte Sloweniens stand lange Zeit im Schatten der Geschichte Österreichs und Jugoslawiens. Als eine Nation in einem eigenen Staat sieht sich Slowenien seit dem Zerfall Jugoslawiens in einer gänzlich neuen Rolle. Das Erbe der früheren Abhängigkeiten ist einem neuen Selbstbewusstsein gewichen. Die graduelle Transformation Sloweniens während der 1990er Jahre in einen völkerrechtlich unabhängigen Staat, eine politische Demokratie und eine freie Marktwirtschaft erscheint im europäischen Kontext „…only [as] a chapter in the larger tale of the democratic wave that rather unexpectedly swept across Central, Eastern, and Southeastern Europe during the last years of the twentieth century.“ In Reflexion der historischen Ereignisse beurteilt Kornai die Transformation am Ende des letzten Jahrhunderts in Europa „…in spite of serious problems and anomalies …[as] a success story.“ Im Rahmen des Transformationsprozesses konnte sich Slowenien als „politischer und ökonomischer Zwerg“ als unabhängiger Staat in das demokratische Europa und die Europäische Union integrieren und fest verankern. Um Gründe und Faktoren dieses Prozesses zu identifizieren, ist eine Betrachtung der Entwicklungen in den 1980er Jahren, die zur Auflösung des blockfreien sozialistischen Jugoslawiens und zur Selbstständigkeit Sloweniens geführt haben, notwendig. Jede der konstituierenden Teilrepubliken und Regionen Jugoslawiens blickt zurück auf eine eigene historische, religiöse und sprachliche Tradition mit individuellen Erfahrungen und spezifischen Spannungen innerhalb und außerhalb der gemeinsamen Föderation. Sloweniens Weg in die politische, ökonomische und demokratische Unabhängigkeit war ein individueller nationaler Differenzierungs- und Umgestaltungsprozess und Ergebnis vielfältiger mehrdimensionaler Konflikte. Unerwartet und plötzlich war der Bruch und die Herauslösung aus dem Staatenbund Jugoslawiens am 25. Juni 1991 nicht. Die Gründung und der Niedergang eines Staates sind schwierig zu erklärende und komplexe Phänomene. Die Triebkräfte der auflösenden gesellschaftlichen Prozesse im Jugoslawien der 1980er Jahre ausschließlich auf die Nationalitätenfrage zu reduzieren, bewertet Weißenbacher als eine zu enge Fokussierung der Darstellung und Begründung auf die ethnischen Spannungen innerhalb des Vielvölkerstaates. Er argumentiert: „Die Wurzeln der Desintegration des sozialistischen Jugoslawiens in alten ethnischen Feindseligkeiten zu suchen, hieße die ökonomischen, sozialen und politischen Prozesse zu ignorieren….“ Die zunehmenden regionalen Inkompatibilitäten Jugoslawiens in den 1980er Jahren verdeutlichen in Betrachtung des spezifischen Entwicklungspfads der Teilrepublik Slowenien, dass die politisch-gesellschaftlichen, kulturellen und die sozioökonomischen Strukturen letztendlich nicht dauerhaft mit den Strukturen anderer jugoslawischer Teilrepubliken vereinbar waren. Die politische und wirtschaftliche Instabilität Jugoslawiens und der frühzeitige Wandel innerhalb der slowenischen Gesellschaft und der Kommunistischen Partei in den 1980er Jahren führten durch politischen Reformdruck und makroökonomische Ungleichgewichte zum Kollaps des jugoslawischen Staatenbundes. Mencinger betont, dass die tiefe Krise Jugoslawiens letzten Endes ohne einen radikalen Systembruch und Sturkurwandel von politischer und ökonomischer Machtverteilung nicht zu überwinden gewesen wäre. Der vorliegende Beitrag greift die Rahmenbedingungen, Entwicklungen, Konflikte und Ziele auf und zeichnet die wesentlichen politischen und wirtschaftlichen Geschehnisse nach, denen sich die slowenische Bevölkerung und Politik in den Jahren vor der Loslösung gegenübersahen und die zur Gründung des unabhängigen Staates geführt haben.
Der Beitritt zur Europäischen Union (EU) war seit Beginn der Transformation in Osteuropa eines der wichtigsten politischen Ziele der neu gewählten Regierungen. Im Mittelpunkt der öffentlichen Diskussion stand dabei weniger die Frage nach möglichen nationalen Opfern einer schnellen EU-Integration, sondern der Wunsch, die nach dem zweiten Weltkrieg erfolgte Teilung Europas endgültig zu überwinden. Nach über zehn Jahren Transformation und Privatisierung ist jedoch vielerorts Ernüchterung eingekehrt. Die politische Debatte um die EU-Integration der osteuropäischen Beitrittskandidaten wird zunehmend von den Kandidaten selbst kritisch geführt, und die Frage nach den nationalen Lasten eines EU-Beitritts gewinnt an Bedeutung. Je näher der Beitritt der osteuropäischen Staaten zur EU rückt, desto nachdrücklicher wird dort gefragt, ob die Mitgliedschaft in der Union ein Gewinn sein wird. Die Beitrittskandidaten befürchten u.a., dass die eigene Wirtschaft und ganze Berufsgruppen, wie z.B. die Bauern, dem EU-Wettbewerbsdruck nicht standhalten werden können. Auf der anderen Seite bremsen eigennützige Ansprüche der Altmitglieder die Osterweiterung der EU. Noch ist bei anstehenden Abstimmungen in den mittel- und osteuropäischen Ländern (MOEL) über den Beitritt überall eine Mehrheit dafür zu erwarten, doch die Euroskepsis wächst und die Europa-Kritiker gewinnen an politischem Einfluss. Die vorliegende Arbeit soll einen Beitrag zur Versachlichung der EU-Erweiterungsdiskussion leisten und die Zusammenhänge zwischen dem Transformationsprozess der MOEL und deren EU-Integration verdeutlichen. Eine sachliche Diskussion kann nur dann geführt werden, wenn dabei die Besonderheiten, die Gemeinsamkeiten und die Interdependenzen von Transformations- und Integrationsprozess berücksichtigt werden. Wir gehen dazu wie folgt vor. Zunächst beschreiben wir en Transformationsprozess aus ökonomischer Sicht (2.). Neben den wirtschaftlichen und sozialen Folgen der Transformation, soll die historische Pfadabhängigkeit verschiedener Transformationsergebnisse gezeigt und deren Bedeutung für die EU-Integrationsfähigkeit der MOEL diskutiert werden. Im Anschluss daran erläutern wir die Voraussetzungen einer EU-Osterweiterung aus Sicht der Beitrittskandidaten (Beitrittskriterien von Kopenhagen) und aus Sicht der Europäischen Union. Wir zeigen die aus einem Integrationsprozess resultierenden wirtschaftlichen, sozialen und politischen Folgen für Neu- und Altmitglieder auf und stellen den aktuellen Stand der EU-Beitrittsverhandlungen vor (3.). Die Arbeit endet mit der Darstellung alternativer Entwicklungen und einem Fazit (4.).
Im Rahmen der Arbeit wird empirisch untersucht, welche Reaktionen die Veröffentlichung von Periodenergebnissen als Teil der Unternehmenspublizität am deutschen Kapitalmarkt auslöst, welches die Bestimmungsfaktoren für das Ausmaß der Kapitalmarktreaktionen sind und ob Unternehmen in der Lage sind, durch ihre Publizitätsentscheidungen die Kapitalmarktreaktionen auf die Veröffentlichung von Periodenergebnissen zu beeinflussen. Kapitalmarktreaktionen auf die Veröffentlichung von Periodenergebnissen werden im Rahmen dieser Arbeit anhand von Aktienkursen und Handelsvolumen (Informationsgehalt) sowie anhand von Geld-Brief-Spannen (Informationsasymmetrie) gemessen. Als Ergebnis kann ein erhöhtes Ausmaß an abnormalen Renditen und Handelsvolumen am Tag der Ergebnisankündigung festgestellt werden, was darauf hinweist, dass Ergebnisankündigungen Informationsgehalt besitzen. Weiterhin kann festgestellt werden, dass durch Ergebnisankündigungen anhand von Geld-Brief-Spannen gemessene Informationsasymmetrien sinken. Weiterhin zeigt sich, dass die Kapitalmarktreaktion umso stärker ist, je mehr zusätzliche Informationen zusammen mit dem Periodenergebnis veröffentlicht werden. In diesem Zusammenhang kann auch gezeigt werden, dass sowohl Aktienkurs- und Handelsvolumenreaktionen als auch Geld-Brief-Spannen bei Anwendung international anerkannter Rechnungslegungsgrundsätze größer sind als bei Anwendung handelsrechtlicher Grundsätze. Dabei zeigt sich, dass Aktienkursreaktionen und Geld-Brief-Spannen über den Untersuchungszeitraum, der als Gewöhnungsphase an international anerkannte Rechnungslegungsgrundsätze angesehen werden kann, sinken und das Handelsvolumen steigt. Darüber hinaus kann gezeigt werden, dass die Kapitalmarktreaktion umso geringer ausfällt, je mehr oder je qualitativ hochwertiger die Unternehmenspublizität vor der Ergebnisankündigung ausfällt.
Risk transfer with CDOs

Modern bank management comprises both classical lending business and transfer of asset risk to capital markets through securitization. Sound knowledge of the risks involved in securitization transactions is a prerequisite for solid risk management. This paper aims to resolve a part of the opaqueness surrounding credit-risk allocation to tranches that represent claims of different seniority on a reference portfolio. In particular, this paper analyzes the allocation of credit risk to different tranches of a CDO transaction when the underlying asset returns are driven by a common macro factor and an idiosyncratic component. Junior and senior tranches are found to be nearly orthogonal, motivating a search for the where about of systematic risk in CDO transactions. We propose a metric for capturing the allocation of systematic risk to tranches. First, in contrast to a widely-held claim, we show that (extreme) tail risk in standard CDO transactions is held by all tranches. While junior tranches take on all types of systematic risk, senior tranches take on almost no non-tail risk. This is in stark contrast to an untranched bond portfolio of the same rating quality, which on average suffers substantial losses for all realizations of the macro factor. Second, given tranching, a shock to the risk of the underlying asset portfolio (e.g. a rise in asset correlation or in mean portfolio loss) has the strongest impact, in relative terms, on the exposure of senior tranche CDO-investors. Our findings can be used to explain major stylized facts observed in credit markets.

Performance measures shall enhance the performance of companies by directing the attention of decision makers towards the achievement of organizational goals. Therefore, goal congruence is regarded in literature as a major factor in the quality of such measures. As reality is affected by many variables, in practice one has tried to achieve a high degree of goal congruence by incorporating an increasing number of these variables into performance measures. However, a goal congruent measure does not lead automatically to superior decisions, because decision makers’ restricted cognitive abilities can counteract the intended effects. This paper addresses the interplay between goal congruence and complexity of performance measures considering cognitively-restricted decision makers. Two types of decision quality are derived which allow a differentiated view on the influence of this interplay on decision quality and learning. The simulation experiments based on this differentiation provide results which allow a critical reflection on costs and benefits of goal congruence and the assumptions regarding the goal congruence of incentive systems.
This dissertation contains five independent chapters dealing with wage dispersion and unemployment. The first chapter deals with the explanation of international changes in wage inequality and unemployment in the 80s and 90s. Both theoretically and empirically, social benefits and its link to average income are blamed for the different experiences across countries. The second chapter discusses the search framework, to explain residual wage inequality and finds that institutional wage compression has ambiguous effects on employment. In the third chapter, we apply the theory to German data. We show that job-to-job transitions are important in explaining both frictions and career advances. In the fourth chapter, we empirically assess the relationship between wage dispersion and unemployment for homogeneous workers. We find that neither a frictional nor a neo-classical view in explaining this relationship are convincing. Unemployment within cells is not negatively correlated with wage dispersion. Finally, the last chapter builds a theoretical model which treats heterogeneous individuals in a production function framework and a frictional labor market. The model generates both wage dispersion within and between skill groups and both frictional and structural unemployment. In sum, the dissertation stresses the importance of modelling frictions to understand different types of wage inequality and unemployment.
Die Börsenindustrie hat in den vergangenen zwei Jahrzehnten einen signifikanten Wandel durchlaufen - und das nicht nur in Deutschland. Börsen haben schon längst nicht mehr den Charakter vergangener Tage, in denen ihre Mitglieder auf dem Parkett um Aktienpakete und -kurse von inländischen Unternehmen feilschten und an den genossenschaftlich organisierten Handelsplätzen eher eine vertrauliche Clubatmosphäre herrschte. Eine Vielzahl der Börsen hat den Parketthandel abgeschafft, ist selbst an einer Börse gelistet und orientiert sich primär am Shareholder Value und somit an den Interessen einer internationalen Aktionärsbasis. Mittlerweile existieren Börsenplätze, die mehrere Länder umspannen. Der französisch dominierten Euronext kommt hier eine Vorreiterrolle zu. Aber auch andere Börsen, wie die Deutsche Börse und die Schweizer Börse, haben länderübergreifend ihre Derivatehandelsplattformen vereinigt und mit ihrem Jointventure Eurex die umsatzstärkste Derivatebörse der Welt geschaffen. In jüngster Zeit werden nun auch transatlantische Allianzen zwischen amerikanischen und europäischen Börsen angedacht. Sowohl die Strategie der Nasdaq, die bisher eine Sperrminorität von über 25% an der Londoner Börse hält, als auch die der New York Stock Exchange, die eine Fusion mit der Euronext anstrebt, belegen dies. Zudem stehen Börsen mittlerweile in direktem Wettbewerb mit ihren Kunden und ehemaligen Eigentümern, den Finanzintermediären wie Banken und Wertpapierhäuser. Sie konkurrieren um Wertpapieraufträge von Investoren, da Banken nicht mehr jede Order automatisch an sie weiterleiten. Stattdessen versuchen manche Finanzintermediäre, die erhaltenen Investorenaufträge im eigenen Haus mit einer entsprechenden reziproken Order zusammenzuführen, um somit die Geld-Brief Spanne des Wertpapiers als Gewinn einzubehalten. Diese Internalisierung von Auftragsausführungen ist seit einigen Jahren insbesondere in England und Deutschland eine bedeutende Einkommensquelle für Wertpapierhäuser geworden. Gleichzeitig stoßen Börsen immer stärker in Geschäftsbereiche vor, die bislang die Domäne ihrer Kunden repräsentierten. Hier sei der Handel von bestimmten Kreditderivateprodukten genannt, die bisher außerbörslich zwischen großen Wertpapierhäusern gehandelt wurden. Sowohl die Chicago Mercantile Exchange als auch die Eurex planen den Handel dieser Titel auf ihren eigenen Plattformen. Ein weiteres Beispiel ist die vertikale Integration von Wertpapierabwicklungs- und Wertpapierverwahrungsgeschäften. Große internationale Banken wie BNP Paribas, Citigroup und State Street kämpfen hier gegen Börsen um Marktanteile. Wie kam es zu dem hier beschriebenen Wandel? Der entscheidende Katalysator ist der gestiegene Wettbewerbsdruck auf traditionelle Börsen, welcher in vielen Fällen zu einer Umstrukturierung ihrer Organisationsform und Eigentümerstruktur führte. The introduction of a common currency as well as the harmonization of rules and regulations in Europe has significantly reduced distance in all its guises. With reduced costs of overcoming space, this emphasizes centripetal forces and it should foster consolidation of financial activity. In a national context, as a rule, this led to the emergence of one financial center. Hence, Europeanization of financial and monetary affairs could foretell the relegation of some European financial hubs such as Frankfurt and Paris to third-rank status. Frankfurt’s financial history is interesting insofar as it has lost (in the 1870s) and regained (mainly in the 1980s) its preeminent place in the German context. Because Europe is still characterized by local pockets of information-sensitive assets as well as a demand for variety the national analogy probably does not hold. There is room in Europe for a number of financial hubs of an international dimension, including Frankfurt.
Sowohl die Diversifikation als auch die Fokussierung von Unternehmensaktivitäten werden häufig mit der Maximierung des Unternehmenswertes begründet. Wir untersuchen die Auswirkungen auf den Aktienkurs für 184 Akquisitionen sowie 139 Desinvestitionen deutscher Konzerne im Zeitraum von 1996-2005. Unternehmensdiversifikationen üben, entgegen der oft geäußerten Kritik, keinen signifikant negativen Einfluss auf den Marktwert aus. Fokussierende Unternehmensakquisitionen hingegen sind mit einem signifikanten Wertaufschlag verbunden. Der Verkauf von Unternehmensteilen führt generell zu einer Marktwertsteigerung. Dabei führen Abspaltungen außerhalb des Kerngeschäfts zu einer – allerdings insignifikant – höheren Wertsteigerung als Desinvestitionen von Kerngeschäftsaktivitäten. Statt eines systematischen Diversifikationsabschlags finden wir somit einen „Fokussierungsaufschlag“ für den deutschen Markt.
Generally, information provision and certifcation have been identified as the major economic functions of rating agencies. This paper analyzes whether the “watchlist” (rating review) instrument has extended the agencies' role towards a monitoring position, as proposed by Boot, Milbourn, and Schmeits (2006). Using a data set of Moody's rating history between 1982 and 2004, we find that the overall information content of rating action has indeed increased since the introduction of the watchlist procedure. Our findings suggest that rating reviews help to establish implicit monitoring contracts between agencies and borrowers and as such enable a finer partition of rating information, thereby contributing to a higher information quality.

Many tax-codes around the world allow for special taxable treatment of savings in retirement accounts. In particular, profits in retirement accounts are usually tax exempt which allow investors to increase an asset's return by holding it in such a retirement account. While the existing literature on asset location shows that risk-free bonds are usually the preferred asset to hold in a retirement account, we explain how the tax exemption of profits in retirement accounts affects private investors' asset allocation. We show that total final wealth can be decomposed into what the investor would have earned in a taxable account and what is due to the tax exemption of profits in the retirement account. The tax exemption of profits can thus be considered a tax-gift which is similar to an implicit bond holding. As this tax-gift's impact on total final wealth decreases over time, so does the investor's equity exposure. JEL Classification Codes: G11, H24
This paper analyses the role of collateral in loan contracting when companies are financed by multiple bank lenders and relationship lending can be present. We conjecture and empirically validate that relationship lenders, who enjoy an informational advantage over arm’s-length banks, are more senior to strengthen their bargaining power in future renegotiation if borrower’s face financial distress. This deters costly conflicts between lenders and fosters workout decisions by the best informed party. Consistent with our conjecture, we find that relationship lender in general have a higher probability to be collateralized, and a higher degree of collateralization (i.e. seniority). Furthermore, we show that seniority and the status of relationship lending increases the likelihood that a bank invests in a risky workout of distressed borrowers. Both findings support the view that collateral is a strategic instrument intended to influence the bargaining position of banks. Our result further suggest that seniority and relationship lending are complementary to each other. JEL Classification: G21

single price for a given product. One visit in a store already shows that consumers face many various prices. This strategy of differential prices allows to increase profit but also improves consumers’ situation and increases welfare. A wide range of various price differentiation mechanisms exists on the market which makes price differentiation a very interesting phenomenon. This thesis is concerned with various aspects of estimating trend output and growth and discusses and evaluates methods to prepare medium-term GDP growth projections. Furthermore, econometric techniques suited for cross-correlated macroeconomic panel data with a focus on factor models are applied for unit root and cointegration testing as well as panel error correction estimation. Applications involve the identification of growth determinants as well as the modelling of aggregate labor supply in a multi-country framework. The first chapter evaluates a very popular method for potential output estimation and medium-term forecasting---the production function approach---in terms of predictive performance. For this purpose, a particular forecast evaluation framework is developed and an evaluation of the predictions of GDP growth for the three to five years ahead for each individual G7 country is carried out. In chapter two, a new approach for estimating trend growth of advanced economies is proposed. The suggestion combines econometric methods that have been used to test and estimate the implications of the extended Solow growth model in a cross sectional time series setting with an application of multivariate time series filter techniques. The last chapter discusses several panel unit root tests designed to accommodate cross-sectional dependence. These methods are then applied to an OECD country sample of the aggregate labor supply measure "hours worked".

Ob ein Angehöriger im Alter zu Hause von der Familie versorgt werden kann, hängt von vielen Faktoren ab, nicht nur davon, ob die Familienmitglieder über die nötigen Pflegekenntnisse verfügen, motiviert sind oder ob sie sich moralisch verpflichtet fühlen. Bei der Frage nach den Möglichkeiten der Pflege in der Familie, man spricht auch von »intrafamiliären Pflegearrangements«, müssen auch ökonomische Gesichtspunkte berücksichtigt werden: Wer sich als Pflegebedürftiger entscheidet, keinen ambulanten Pflegedienst zu engagieren oder nicht ins Heim zu gehen, der bevorzugt – ökonomisch gesprochen – die Eigenproduktion in Form der Familienpflege gegenüber dem Kauf professioneller Pflegedienstleistungen von externen Märkten. Welche Gründe haben Familien für die Bevorzugung der intrafamiliären Pflege, welchen Nutzen und welche Kosten berücksichtigen sie bei ihrer (Pflege-)Entscheidung? Um die beobachtbare Stabilität und die möglichen Vorteile der Pflege in Familien und Privathaushalten zu erklären, kann die ökonomische Sicht interessante Aspekte erhellen. Letztere werden in diesem Beitrag mit den Ergebnissen einer schriftlichen Befragung zu den Auswirkungen der Gesetzlichen Pflegeversicherung in Hessen konfrontiert.
Seit Jahren wird von einem Krieg der Generationen fabuliert, der in den kommenden Jahrzehnten ausbrechen werde. Von einer Kündigung des Generationenvertrags in der Gesetzlichen Rentenversicherung ist die Rede, nach dem bisher die laufenden Renten aus den gleichzeitig gezahlten Beiträgen ohne Bildung eines Kapitalstocks finanziert werden (Umlageverfahren). Die Menschen werden zunehmend unsicherer, ob sie noch ein Alterseinkommen erwarten können, das einen Ruhestand ohne große finanzielle Sorgen erlaubt und das sie vor Armut im Alter bewahrt. Gleichzeitig spricht man aber von der Generation der Erben, die in den nächsten ein oder zwei Jahrzehnten Erbschaften in bisher nie gekannter Höhe erhalten werden. Diese Gemengelage bedarf der genaueren Durchleuchtung, um echte von vermeintlichen Problemen unterscheiden zu können.
Die Entscheidung, die »Regelaltersgrenze« von derzeit 65 auf 67 Jahre anzuheben, hat erneut der Debatte Auftrieb verschafft, wie der Übergang von der Erwerbsphase in den Ruhestand sinnvoll zu gestalten ist. Sind die betroffenen Altersjahrgänge noch leistungsfähig genug, um weiter berufstätig zu sein? Wie schätzen Arbeitgeber die Einsatzmöglichkeit älterer Arbeitnehmerinnen und Arbeitnehmer ein? Gibt es genügend Arbeitsplätze, um eine erweiterte Zahl von älteren Erwerbstätigen aufzunehmen? Mindert der spätere Ausstieg der Älteren die Einstiegschancen der Jüngeren? Ist der geplante Aufschub der Regelaltersgrenze lediglich ein »Trick«, um die Rentenabschläge hochzuschrauben?
Acquiring foreign firms far away might be hazardous to your share price: evidence from Germany

This paper examines shareholder wealth effects of cross-border acquisitions. In a sample of 155 large acquisitions by German corporations from 1985–2006 international transactions in total do not lead to significant announcement returns. Geography, however, makes a difference: Shareholders of acquiring firms gain 6.5% in cross-border transactions into countries that have a common border with Germany but lose 4.4% in other international transactions. We find proximity to be one of the most important success factors in cross-border mergers and acquisitions, even when we control for firm, deal and country characteristics.
We analyze the effect of committee formation on how corporate boards perform two main functions: setting CEO pay and overseeing the financial reporting process. The use of performance-based pay schemes induces the CEO to manipulate earnings, which leads to an increased need for board oversight. If the whole board is responsible for both functions, it is inclined to provide the CEO with a compensation scheme that is relatively insensitive to performance in order to reduce the burden of subsequent monitoring. When the functions are separated through the formation of committees, the compensation committee is willing to choose a higher pay-performance sensitivity as the increased cost of oversight is borne by the audit committee. Our model generates predictions relating the board committee structure to the pay-performance sensitivity of CEO compensation, the quality of board oversight, and the level of earnings management.
Mutual insurance companies and stock insurance companies are different forms of organized risk sharing: policyholders and owners are two distinct groups in a stock insurer, while they are one and the same in a mutual. This distinction is relevant to raising capital, selling policies, and sharing risk in the presence of financial distress. Up-front capital is necessary for a stock insurer to offer insurance at a fair premium, but not for a mutual. In the presence of an owner-manager conflict, holding capital is costly. Free-rider and commitment problems limit the degree of capitalization that a stock insurer can obtain. The mutual form, by tying sales of policies to the provision of capital, can overcome these problems at the potential cost of less diversified owners.
This paper documents the methodology underlying the construction of a global database of gross foreign asset and liability positions for 153 countries over the period 1970 to 2004 and illustrates some key data characteristics. The data cover both inflows and outflows of capital and thus allow for an assessment of the degree of international financial integration. In addition to net foreign asset stocks, we also provide details on the composition of the main asset and liability categories, namely the foreign direct investment, equity investment and debt components. Finally, we report on valuation changes as one of the main sources of discrepancy between transaction-based capital flow data and stock values of investment positions. In this paper we revisit medium- to long-run exchange rate determination, focusing on the role of international investment positions. To do so, we develop a new econometric framework accounting for conditional long-run homogeneity in heterogeneous dynamic panel data models. In particular, in our model the long-run relationship between effective exchange rates and domestic as well as weighted foreign prices is a homogeneous function of a country’s international investment position. We find rather strong support for purchasing power parity in environments of limited negative net foreign asset to GDP positions, but not outside such environments. We thus argue that the purchasing power parity hypothesis holds conditionally, but not unconditionally, and that international investment positions are an essential component to characterizing this conditionality. Finally, we adduce evidence that whether deterioration of a country’s net foreign asset to GDP position leads to a depreciation of that country’s effective exchange rate depends on its rate of inflation relative to the rate of inflation abroad as well as its exposure to global shocks. Much has been written on the success of the Indian software industry, enumerating systemic factors like first-class higher education and research institutions, both public and private; low labour costs, stimulating (state) policies etc. However, although most studies analyzing the 'Indian' software industry cover essentially the South (and West) Indian clusters, this issue has not been tackled explicitly. This paper supplements the economic geography explanations mentioned above with the additional factor social capital, which is not only important within the region, but also in transnational (ethnic) networks linking Indian software clusters with the Silicon Valley. In other words, spatial proximity is complemented with cultural proximity, thereby, extending the system of innovation. The main hypothesis is that some Indian regions are more apt to economic development and innovation due to their higher affinity to education and learning, as well as, their more general openness, which has been a main finding of my interviews. In addition, the transnational networks of Silicon Valley Indians seem to be dominated by South Indians, thus, corroborating the regional clustering of the Indian software industry. The Indian IT industry has received great attention. Although most studies cover South Indian locations, clustering has rarely been a topic. This study focuses on Bangalore addressing questions related to Bangalore’s successful development and lessons thereof for other regions in and outside India. The approach pertains to economic geography and international business; hypotheses have been developed from a multi-disciplinary literature survey and interview fieldwork in Bangalore. I emphasize human and social capital and networks. While the first chapter delineates cultural foundations of human capital formation, the second and third deal with bonding and bridging social capital (or dense and loose networks), respectively; the fourth is an outlook on future opportunities through intersectoral upgrading. The main hypothesis is that a combination of both forms of social networks - contingent upon sub-sectors – has helped Bangalore developing a successful IT industry. Positive attitudes towards education led to relatively more human capital spawning two positive feedbacks: 1) establishment of national research and educational institutes resulting in large inflows of a diversity of people providing the required setting for creativity and innovation; 2) transnational networks linking to Silicon Valley are dominated by people from South India, allowing for additional knowledge spillovers corroborating the regional clustering.
Mit dieser Arbeit ist gezeigt worden, wie vielfältig die Produkte bzw. Dienste im Mobilfunkbereich sind. Der eigentliche Schwerpunkt lag auf der Fragestellung, wie die Mobilfunk-Dienste im Internet bepreist werden. Die Untersuchung der verschiedenen Mobilfunktarife im Internet hatte das Ziel, die grundlegenden Preisparameter für diese Tarife zu identifizieren, zu diskutieren und zu modellieren. Das oberste Ziel bei der Modellierung war die Erstellung eines flexiblen Tarif- und Abrechnungsmodells. Zu diesem Zweck wurden die Vorteile, die XML-Schema und XML-Netze bieten, zum Ausdruck gebracht. Dabei wurde das methodische Vorgehen in den Vordergrund gestellt und nicht die Abbildung des tatsächlichen Marktgeschehens. Zunächst wurde in dieser Arbeit kurz das Internet und die speziellen Eigenschaften des Internets behandelt. Dabei wurde festgestellt, dass sich das Internet auf Grund seiner Eigenschaften besonderes für digitale Produkte eignet. Die digitalen Produkte und deren Eigenschaften wurden untersucht und daraus ergab sich, dass die digitalen Produkte eine vorteilhafte Kostenstruktur aufweisen; nämlich vernachlässigbar niedrige Reproduktionskosten. Unter anderem ist festgestellt worden, dass für die Nutzung der digitalen Produkte für Konsumenten deren Verbreitungsgrad wichtig ist. Gerade hier kann das Internet dank seiner Eigenschaften diese Anforderung besser als ein anderer Vertriebskanal unterstützen. Schließlich lassen sich aus dem Zusammenspiel der Interneteigenschaften und der Merkmale der digitalen Güter gewisse ökonomische Gesetzmäßigkeiten ableiten. Diese verschaffen einem Unternehmen langfristig Vorteile gegenüber der Konkurrenz. Der Schwerpunkt dieser Arbeit liegt aber bei einer speziellen Gruppe der digitalen Produkte, nämlich der Produkte bzw. Dienste im Mobilfunkbereich. Mobilfunk ist eine wichtige und weitverbreitete Art der Mobilkommunikation. Auf dem deutschen Mobilfunkmarkt wurde gerade die 4. Generation der Mobilfunkstandards – UMTS - eingeführt. Allerdings wird UMTS noch einige Zeit brauchen, um sich auf dem Markt richtig zu etablieren. Damit bleibt der GPRS immer noch der führende Standard auf diesem Markt. Der meist genutzte Dienst im Mobilfunk ist immer noch der „Sprach-Dienst“. Der Mobilfunk bietet neben der „Sprache“ eine ganze Reihe weiterer Dienste an. Durch die neuen Technologien ist der Trend in Richtung Datenübertragung über Mobilfunk stark am Aufholen. Die zur Verfügung stehenden Dienste hängen mit den Mobilfunkstandards zusammen. Daher ist es möglich, dass bei der Änderung der Standards auch die zur Verfügung stehenden Dienste angepasst werden. Ein wichtiger Punkt am Bespiel von Mobilfunk als digitales Produkt bzw. Dienstleistung war die Wahl der richtigen Preisstrategie. Die meisten Netzbetreiber entschieden sich für die Strategie differenzierter Preise. Damit können sie unterschiedliche Zahlungsbereitschaften ihrer Kunden relativ gut ausschöpfen. Hierzu wurden die Vielfältigkeit der Möglichkeiten und die Vorteile, die die Preisdifferenzierungsstrategie anbietet, dargestellt. Der sich anschließende Hauptteil dieser Arbeit ist die Parametrisierung und die Modellierung des Mobilfunktarifs und dessen Abrechnungssystems. Zur Modellierung wurden XML-Schema und XML-Netze gewählt. Das XML-Schema ermöglicht flexible Erstellung, Anpassung und Erweiterung von Tarifelementen. Außerdem ermöglicht XML Datenaustausch über Plattform unabhängige Protokolle. Die XML-Netze bieten durch ihre graphische Darstellung die Visualisierung der Abläufe und der ablaufrelevanten Daten. Die aktuellen Zustände können aufgezeigt, simuliert und analysiert werden. Außerdem ermöglichen sie die gute Umstrukturierung, Anpassung und Erweiterung des Abrechnungsprozesses. Bei der Erstellung des Abrechnungsmodells wurde von den Hauptbestandteilen eines beliebigen Abrechnungsmodells ausgegangen. Anschließend sind diese Bestandteile an die Anforderungen des Abrechnungsmodells für Mobilfunkverträge angepasst worden. Die jeweiligen Abrechnungsparameter wurden, wie z.B. Tarifdaten, mit der modifizierten XMLSchema dargestellt. Die Tarifdaten stellen die Vielfältigkeit der Parameter dar, die die Preise eines Mobilfunktarifes beeinflussen. Die Preisparameter wurden nach eingehender Untersuchung verschiedener Tarife181 der vier Netzbetreiber identifiziert. Dabei fiel auf, dass die Netzbetreiber in der Regel von vergleichsweise ähnlichen Parametern ausgingen. Damit haben auch die Tarife ähnliche Strukturen. Weiterhin führen stark differenziert Preise dazu, dass man nicht vom „schlechtesten“ oder vom „besten“ Tarif sprechen kann. Im Prinzip gibt es nur den „besten“ Tarif für ein bestimmtes Nutzungsverhalten. Außer Sprachkommunikation wurden in der Arbeit auch andere Kommunikationsarten vorgestellt. Dabei wurde eine neue Art des Bepreisens angesprochen, nämlich das Bepreisen nach Dienstqualität. Die darauf basierenden Preisstrukturen werden zukünftig sicherlich eine große Rolle spielen, da sie sich insbesondere für Dienste eignen, die vom UMTS unterstütz werden.
This paper documents the experiences of assurance evaluation during the early stage of a large software development project. This project researches, contracts and integrates privacy-respecting software to business environments. While assurance evaluation with ISO 15408 Common Criteria (CC) within the certification schemes is done after a system has been completed, our approach executes evaluation during the early phases of the software life cycle. The promise is to increase quality and to reduce testing and fault removal costs for later phases of the development process. First results from the still-ongoing project suggests that the Common Criteria can define a framework for assurance evaluation in ongoing development projects.
