This book highlights the importance of Pan-Africanism in view of reasserting its pivotal role in the economic integration of the continent. For Africans to co-exist and aspire to a much needed dynamic and social community, there is need for a common understanding of their shared histories and projects. The contributions analyse regional identities that derive from an observed syncretism between traditional culture, Islamic religion and modernity. The example of interregional relations is tangible proof of the difficult negotiation of imposed international axiological constraints. From this perspective, the new partnership between the North and the South ought to be the responsibility of all and sundry, in which social or state actors are capable of communicating and putting forward their various rationalities for discussion. In this way, the South-South dialectic will find its place: regionalisation will as such promote solidarity between peoples and the reinvention of great democratic values.
Die Wasser-Gesellschaften der fließenden Gewässer in Hoch- und Mittelbelgien werden beschrieben: das Callitricho-Ranunculetum mit Ranunculus penicillatus (Ardenne), das Ranunculetum fluitantis (Kalkgebiete des Maasbeckens) und die Laichkraut-Gesellschaft mit Potamogetón pectinatus der Lößgebiete (Mittelbelgien). Die Beziehungen zu den chemisch-limnologischen Eigenschaften der Gewässer wurden untersucht; die mineralische Zusammensetzung der Gewässer ist der bedeutendste Faktor.

Les recherches ethnologiques effectuées jusqu'à ce jour se sont concentrées principalement sur deux grands axes. Elles ont d'une part dressé un inventaire détaillé des forges et de leurs techniques dans les différents groupes ethniques de cette région. D'autre part, elles ont examiné l'histoire des migrations et de la sédentarisation des forgerons. Il serait intéressant de savoir si les résultats des recherches linguistiques concordent avec ceux des travaux d'ethnologie. Jusqu'ici, les recherches ont montré la mobilité des forgerons professionnels. Ces "travailleurs transfrontaliers" de la culture jouent le rôle de médiateurs et favorisent les échanges culturels à l'intérieur de chaque ethnie et entre les différentes ethnies. En raison de cette mobilité, l'inventaire et les produits des forges présentent souvent des caractères identiques, même sur des espaces géographiques de plus grande taille. Par contre, le vocabulaire est souvent influencé par des mots empruntés à d'autres langues. Ce phénomène constituera précisément un des éléments centraux dans la suite de nos recherches sur le thème des artisans.
Du XVIe au milieu du XIXe siècle les sociétés sénégalaises étaient frappées par une profonde crise consécutive à la traite négrière devenue la préoccupation majeure des autorités. Aux escarmouches succédaient les expéditions de grande envergure entraînant à leur suite des pillages, des vols, des viols. De partout montaient vers le ciel les gémissements des victimes. Cette atmosphère irrespirable de violence mit la société dans une sorte de vide spirituel et moral. Là où la religion traditionnelle était prépondérante comme en pays sérère aucune réponse adéquate n'était trouvée à l'inquiétude du lendemain en raison même de l'étroitesse de ses horizons. Toutefois il en était autrement dans les zones d'implantation des musulmans. Refusant de subir les caprices de l'aristocratie dirigeante, les musulmans prenaient souvent les armes pour abattre les régimes despotiques qui, à leurs yeux, avaient perdu toute légitimité. Ils décidèrent de remodeler la société en recourant aux provisions de la loi islamique.
It is more than forty seven years ago that the Federation of black African students in France (FEANF) organised its first seminar in Paris on the relationship between black African literature and politics. The significance of the event came from the fact that literature served as a vehicle for unmasking traitors in Africa. This was also an opportunity for African students to define the role of literature in political struggles and to appreciate correctly and objectively the commitments of African writers in French. At no time was it a question of over emphasising the importance of this type of work in relation to the immense political challenges in the liberation struggle of African countries. Despite their ideological, religious and philosophical differences, African intellectuals were all committed to African independence and unity, and the need for a critical appraisal of the contribution of African literature in this regard. Participants at this seminar accomplished this task in serenity and with much lucidity. The young generation of pupils and students have the right to know the opinions of their elders who took part, in various degrees and for various reasons, in the struggles for independence on the African continent.
This collection is produced by a trio which in reverse order recalls the trio Senghor, Csaire, Damas; one African and two Caribbeans who were flag bearer of a protest for the recognition of fundamental rights of which Blacks were deprived of. In the same vein, the Clervoyant, Ndi and Vakunta trio: a Caribbean and two Africans in a globalised world dissect and trace, through their poetry the horrible affliction of postcolonial pain Blacks suffer from in spite of the fight put up by their predecessors for the obtainment of fundamental human rights. For this trio, the black pen will continue to bleed until the pain is buried. That will be the only way for all from English speaking Cameroon to Haiti to lead a life worthy of its name.
This book is an uncompromising analysis of Senegal's decentralisation policy in rural areas. It discusses the state's inability to promote local development, despite this being its main raison d'?tre in a context of poverty. To identify reasons for the shortcomings, the author goes beyond policy statements and explores, sociologically, the compatibility of the behaviour and the cultural context of actors with the pursuance of local development objectives. Yet, there are indeed solutions to the actors' lethargy and to the weak coverage of the initiatives undertaken. The solutions can be found in the methodical and civic mobilisation around more ambitious actions that are more adapted to receptive localities, though opened to modernity and perfectly anchored in the culture for positive results. Rosnert Ludovic Alissoutin holds a PhD in Law. Since 1995, he has been working as a consultant on development issues in Senegal and Africa, particularly local development issues. The particularity of his approach lies in the rejection of scientific exclusivism and recourse to a multi disciplinary, open and flexible analysis of the complexity of human development. An analysis of natural resources in the Central African Republic has shown that the country has a strong national potential and a diversified ecosystem. However, the economy has drastically deteriorated over the years owing to mismanagement. As a result, people's welfare has become increasingly critical, reaching now the level of what can be called 'acute misery'. While studying issues of governance and the stabilisation of the economic system, this book pays a special attention to the analysis of the structural and contextual evolution of the economy of the Central African Republic. The study is a longitudinal assessment of the acts and undertakings spanning from the colonial times through 2003. A consideration of which tool to use to reach a particular economic goal requires, first and foremost, asking the question: 'If the goal is reached, are we capable of stabilizing the system?' This book is written as a guide for political decision making and a rational basis for economic policy making, through its analysis of the possible implications of instruments of target-oriented economic policy, the possible usage of rare resources, the costs of particular decisions, the sacrifice incurred by particular choices, etc. The major concern is about what the economist can bring in to prevent blind decision making: what rules can decision makers put in place to improve living conditions in the community.
La métallurgie du fer jouit d'un regain d'intérêt en Afrique depuis une décénnie. Alors que les diffusionistes et les antidiffusionistes se sont affrontés dans les années 1970, on assiste aujourd'hui à une nouvelle fièvre du "fer" où les chercheurs, mettant de côté l'idéologie, travaillent avec acharnement sur les fourneaux de réduction et sur toutes les traces de cette métallurgie. Les résultats obtenus sont déja impressionnants. L'environnement constituent aussi, désormais, une préoccupation majeure des chercheurs. Les recherches en paléométallurgie au Burkina Faso n'échappent pas totalemennt à cette critique. C'est pour attirer plus d'attention sur l'important complément sociologique des investigations archéologiques que nous proposons en ces lignes les quelques informations relatives aux conditions sociales des forgerons, potiers et potières, réunis dans plusieurs nationalités du Burkina Faso par une sorte de communauté de destin: les arts du feu.
Un heureux hasard nous a fait acheter, en janvier dernier, pour une experience, une chevre adulte, qui mourut peu de temps apres de dysenterie coccidienne. Le parasite appartenait à l'espece decrite en 1930 par W. L. Yakimoff et Rastegaieva sous le nom de Eimeria Nina-Kohl-Yakimovi. La description originale des auteurs ne comprenait que celle de l'ookyste. Nous avons pu la completer par celle de son cycle evolutif et des Iesions que cette espece determine. Au cours des investigations bibliographiques que nous avons du entreprendre, nous avons ete gene par une certaine confusion dans les travaux concernant les coccidioses du mouton et de la chevre, confusion qui avait ete remarquee par d'autres. Nous avons cru utile, a l'occasion de l'etude particuliere qui se presentait à nous, d'entreprendre un travail plus general et d'essayer de retrouver et de fixer les bases preeises de la zoologie des parasites qui nous occupent. C'est a dessein, pour eliminer des I'abord une cause de confusion, que nous reunissons les coccidies du mouton et de la chevre.
