This paper traces the location of foreign banks in Germany from 1949 to 2006. As suggested by new economic geography models we find a ‘u’-shaped concentration of foreign banks in Germany. Only after a competition between several cities, Frankfurt has emerged as the pre-eminent financial centre, triggered by the ‘historical event’ of setting up the German central bank in Frankfurt. After a strong increase, Frankfurt’s share in the location of foreign banks in Germany decreases slowly but significantly since the mid 1980’s. We conclude that there will be a lesser role in Europe for secondtier financial centres in the future.
Wir untersuchen, in welchem Ausmaß die Aktien deutscher Unternehmen im Zeitverlauf an ausländischen Börsen gehandelt werden. Es zeigt sich – nach anfänglich bedeutsamer Handelsaktivität im Ausland – ein ausgeprägter Rückfluss-Effekt nach Deutschland. Zweitnotierungen an ausländischen Börsen dienen der Verbreiterung der Aktionärsbasis und somit der Senkung der Kapitalkosten und letztendlich der Steigerung des Unternehmenswertes. Dazu ist ein ausreichendes Handelsvolumen an der ausländischen Börse unabdinglich. Daran gemessen sind die Auslandsnotierungen deutscher Unternehmen nicht erfolgreich. Dies ist jedoch nicht im gleichen Ausmaß für alle Unternehmen der Fall. Kleinere, wachsende Unternehmen und Unternehmen mit höherem Anteil des Auslandsumsatzes am Gesamtumsatz werden relativ stärker im Ausland gehandelt.
Stakeholderorientierung, Systemhaftigkeit und Stabilität der Corporate Governance in Deutschland

Since the time of Germany’s belated industrialisation, corporate governance in Germany has been stakeholder oriented in the dual sense of attaching importance to the interests of stakeholders who are not at the same time shareholders, and of providing certain opportunities for these stakeholders to influence corporate decisions. Corporate governance is also systemic. It is a system of elements that are complementary to each other, and also consistent. In other word, it is composed of elements for which it is important that they fit together well, and in the German case these elements did fit together well until quite recently. Corporate governance as a system is itself an element of the German bank-based financial system at large and possibly even of the entire German business and economic system. Stakeholder orientation of governance is consistent with the general structure this system, and even represents one of its central elements. In retrospect, German corporate governance has also proved to be surprisingly stable. Its fundamental traits date back to the turn from the 19th to the 20th century. There are strong reasons to assume that the systemic features, that is, its complementarity and consistency, have greatly contributed to its past stability. Since about ten years now, there are growing tendencies to question the viability and stability of the German corporate governance system and even the financial system as a whole. One of the central topics in the new debate concerns the stakeholder orientation of the system, which some observers and critics consider as the main weakness of the “German model” under the increasing pressures of globalisation and European integration. As far as their development over time is concerned, systems of complementarity elements exhibit certain peculiarities: (1) They do not adjust easily to changing circumstances. (2) Changes concerning important individual elements, such as the stakeholder orientation of governance, tend to jeopardize the viability and the stability of the entire system. (3) While they appear to be stable, systems shaped by complementary may simply be rigid and tend to break under strong external pressure. “Breaking” means that a system undergoes a fundamental transformation. It seems plausible to assume that the German financial system is already in the middle of such a transformation. It is yet another consequence of its systemic character that this transformation is not likely to be a smooth and gradual process and that it will not lead to a “mixed model” but rather to the adoption of a capital market-based financial system as it prevails in the Anglo-Saxon countries. In such a system, corporate governance cannot be geared to catering to the interests of stakeholders, and an active role for them would not even make any economic sense.
In dieser Studie werden die Wirkungen von Arbeitsbeschaffungsmaßnahmen (ABM) in Deutschland auf die individuellen Eingliederungswahrscheinlichkeiten der Teilnehmer in reguläre Beschäftigung evaluiert. Für die Untersuchung wird ein umfangreicher und informativer Datensatz aus den Datenquellen der Bundesagentur für Arbeit (BA) verwendet, der es ermöglicht, die Wirkungen der Programme differenziert nach individuellen Unterschieden der Teilnehmer und mit Berücksichtigung der heterogenen Arbeitsmarktstruktur zu untersuchen. Der Datensatz enthält Informationen zu allen Teilnehmern in ABM, die ihre Maßnahmen im Februar 2000 begonnen haben, und zu einer Kontrollgruppe von Nichtteilnehmern, die im Januar 2000 arbeitslos waren und im Februar 2000 nicht in die Programme eingetreten sind. Mit Hilfe der Informationen der Beschäftigtenstatistik ist es hierbei erstmals möglich, den Abgang in reguläre Beschäftigung auf Grundlage administrativer Daten zu untersuchen. Der vorliegende Verbleibszeitraum reicht bis Dezember 2002. Unter Verwendung von Matching-Methoden auf dem Ansatz potenzieller Ergebnisse werden die Effekte von ABM mit regionaler Unterscheidung und für besondere Problem- und Zielgruppen des Arbeitsmarktes geschätzt. Die Ergebnisse zeigen zwar deutliche Unterschiede in den Effekten für Subgruppen, insgesamt weisen die empirischen Befunde jedoch darauf hin, dass das Ziel der Eingliederung in reguläre ungeförderte Beschäftigung durch ABM weitgehend nicht realisiert werden konnte. Previous empirical studies of job creation schemes in Germany have shown that the average effects for the participating individuals are negative. However, we find that this is not true for all strata of the population. Identifying individual characteristics that are responsible for the effect heterogeneity and using this information for a better allocation of individuals therefore bears some scope for improving programme efficiency. We present several stratification strategies and discuss the occurring effect heterogeneity. Our findings show that job creation schemes do neither harm nor improve the labour market chances for most of the groups. Exceptions are long-term unemployed men in West and long-term unemployed women in East and West Germany who benefit from participation in terms of higher employment rates. JEL: C13 , J68 , H43
Innovations are a key factor to ensure the competitiveness of establishments as well as to enhance the growth and wealth of nations. But more than any other economic activity, decisions about innovations are plagued by failures of the market mechanism. As a response, public instruments have been implemented to stimulate private innovation activities. The effectiveness of these measures, however, is ambiguous and calls for an empirical evaluation. In this paper we make use of the IAB Establishment Panel and apply various microeconometric methods to estimate the effect of public measures on innovation activities of German establishments. We find that neglecting sample selection due to observable as well as to unobservable characteristics leads to an overestimation of the treatment effect and that there are considerable differences with regard to size class and betweenWest and East German establishments.
Persistently high unemployment, tight government budgets and the growing scepticism regarding the effects of active labour market policies (ALMP) are the basis for a growing interest in evaluating these measures. This paper intends to explain the need for evaluation on the micro- and macroeconomic level, introduce the fundamental evaluation problem and solutions to it, give an overview of the newer developments in evaluation literature and finally take a look on empirical estimations of ALMP effects. Wir verwenden eine neue, auf der Burr-Verteilung basierende Spezifikation aus der Familie der Autoregressive Conditional Duration (ACD) Modelle zur ökonometrischen Analyse der Transaktionsintensitäten während der Börseneinführung (IPO) der Deutsche Telekom Aktie. In diesem Fallbeispiel wird die Leistungsfähigkeit des neu entwickelten Burr-ACD-Modells mit den Standardmodellen von Engle und Russell verglichen, die im Burr-ACD Modell als Spezialfälle enthalten sind. Wir diskutieren außerdem alternative Möglichkeiten, Intra- Tagessaisonalitäten der Handelsintensität in ACD Modellen zu berücksichtigen.
Auch sechs Jahre nach Einführung der Vorschriften zur Ad-hoc-Publizität nach § 15 WpHG besteht bei den Unternehmen weiterhin große Unsicherheit bezüglich ihrer ordnungsmäßigen Umsetzung. Dies gilt insbesondere für die Behandlung von ad-hoc-meldepflichtigen Sachverhalten, die sich aus der Regelberichterstattung ergeben. Der vorliegende Beitrag entwickelt hierzu Lösungsansätze im Sinne einer kapitalmarktorientierten Unternehmenspublizität.
