Examined here are the legal and practical reasons for the inefficiency of the legal framework of creditor protection in Nigeria. This is amply justified considering the critical role of credit in the promotion of economic growth and development and also bearing in mind the near calamitous consequences the 2009 financial crisis unleashed not only among Nigerian banks and financial institutions, and in the international financial system. The latter nearly led to socioeconomic catastrophe in Nigeria, as well as globally. It is hoped that book is found useful by government, policy makers, academics, corporate financial experts, investment bankers and other stakeholders to initiate and implement efficient policy actions to protect creditors in order to sustain the flow of credit, the engine of any economy.
The legal protection of intellectual property in Nigeria is the focus of this book. Its nine chapters dwell on copyright trademarks, patents, industrial designs and the legal protection of intellectual property in Nigeria. An overview is given of the law relating to the subject in order to facilitate a solid grounding in the law as a starting point from which various political, theoretical or other perspectives can be developed. There is substantial reliance on the relevant Nigerian statutes on copyright, trademarks, patents and industrial designs as contained in the Laws of the Federation 2004, and also on the reported cases decided in this area by Nigerian courts over the years. References are also given to the case and statutory laws in some other jurisdictions, especially where Nigerian legislative enactments need a reform. It is straightforward and comprehensive, intended as a basis both for undergraduates and for postgraduate courses, in addition to being useful to teachers, lawyers, judges, magistrates and accessible for general readership.
Though predominantly on oil and gas law, this is nonetheless a veritable Reference Book on the oil and gas industry in Nigeria. It places before anyone interested in the oil and gas industry basic and critical oil and gas issues not in common circulation in existing texts on the subject. The book is arranged in such a chronological order, like reference books and dictionaries tend to be,that a lay person in going through it would now know how oil is explored and found,how oil fields may be onshore and offshore, how oil blocs are bidded for, how oil is drilled, including associated gas deposits, among others. The transportation of oil and gas, storage of oil and gas, refining of oil and processing of gas, marketing of oil and gas,the impact of oil and gas exploration, production and revenues on the Nigerian environment, politics and economy and a myriad of other issues are comprehensively covered. The book should prove most useful to the lawyer, petroleum geologist, petroleum engineer, policy makers, investors, local and international development agencies and bodies, lecturers and students specialising in wide ranging subjects as economics, development studies, engineering, management, public administration, insurance, marketing, accounting and finance.
This is a book of reading on religion and culture in Africa comprising ten papers by experts in religion and cultural matters and an introductory note by the editor himself. Covered in the volume are papers covering: the impact of secularisation and urbanisation on a most cherished socio-cultural practice of the extended family system of the Isoko people in Nigeria; the traditional medical practices in Urhobo with particular focus on the use of local herbs to treat ailments; the socioreligious as well as the political significance of Obiri (family hall) in Ikwerreland; the rationale behind the use of the concept 'Dunamis' in the Gospel According to Staint Mark. Although his paper does not focus on African (traditional) religion, its inclusion here is based purely on the theological significance of the concept of 'Dunamis'; the extent to which evil spirits and mysterious forces have influenced the religion and culture of the Urhobo people of Nigeria; the significance of festivals in the traditional African society; John Wesley's innovations in Christendom and their implications for Africa; the recent unprecedented upsurge in the assumed use of religious powers to cast out evil spirits as well as for prayer healing among Muslims in Nigeria; the culture of alienation, anxiety and violence, drawing inspiration from the Fall Story of Genesis 3; and the widowhood practices of some areas in Nigeria.
This book contains papers which focus on the twin subjects of globalisation and information/communication technologies (ICTs). They express either fear or optimism regarding their effects on the survival of indigenous cultures, languages and literature. This book is a must read for anyone who is interested to learn more about the role of globalisation in the erosion of cultural as well as linguistic diversity, and the impact of ICTs in the development of indigenous languages in Africa.
A Grammar of Igala

The book establishes 28 phonemic consonants and 7 vowels, as well as lexical and grammatical tones in Igala. It shows the canonical syllable types as V and CV with no complexity, and relates resyllabification to the retiming of segments as tone bearing units and the duration of their mora. The work discusses nine word classes, as well as ideophones and clitics in Igala. There are splitting verbs of various structures and fully-fledged pronouns with morphologically toneless clitic counterparts that are toned in their syntactic context, among other elements of the Igala morphology. The work establishes clitics as generally bearing the grammatical tones of various categories as a result of their morphological tonelessness and their availability for post-lexical tone assignment. It also accounts for the generally complex interaction of clitics and tones in the organisation of the morphosyntax and the tone-syntax interface. Igala has both verbal and nominal extensional affixes with various semantic features. Some interesting discussions in the Igala syntax include the structural and functional types of serial verb constructions, the detransitivizing process of verb movement in object demoting structures, coreferentiality in relativised constituents and the future/non-future temporal distinction. Complementary binominals are conjoined with a specified binominal morpheme, and their rigidly irreversible structures have implications in the Igala semantics. The binominals demonstrate a grammatically specified pattern defined over a conceptual space, showing the network among conceptual categories, such as kinship, marital, social, hunter-hunted, more-less and cause-effect relationships as reflected in the Igala grammar.
The book is an introduction to the study of culture, with emphasis on the dynamism factor intrinsic and susceptible to generating growth, development initiatives and change, especially in religion and other aspects of Nigerian society. The collection of 19 papers is organised into five parts: Concepts and Theoretical Alignments, Social Institutions in Culture Change and Development, Religious Traditions and Change Experience, Votaries and Sectarian Reaction to Culture and Religious Change, and Pastoral Objective and the Management of Cultural Diversity and Change in Christianity.
The papers in this volume were selected from the Silver Jubilee edition of the Annual Conference of the Linguistic Association of Nigerian (LAN) which was held at the Nigerian Educational Research and Development Council (NERDC), Abuja, Nigeria. The Silver Jubilee edition is dedicated to the father of Nigerian Linguistics, Professor Emeritus Ayo Bamgbose. Professor Emeritus Bamgbose was the first indigenous Professor of Linguistics in Nigeria, and the first black African to teach linguistics in any known university south of the Sahara. He was there from the very beginning, and together with co-operation of people such as the late Professor Kay Williamson, he nurtured Nigerian linguistics. He is not just a foremost Nigerian linguist, but also a most famous, respected, celebrated, distinguished, and cherished African linguist of all times. To be candid, Nigerian linguistics is synonymous with Professor Emeritus Bamgbose. In 58 well-written chapters by experts in their fields, the book covers aspects of Nigerian languages, linguistics, literatures and culture. The papers have not been categorized into sections; rather they flow, hence there is some overlapping in the arrangement. The book is an essential resource for all who are interested to learn about current trends in the study of languages, linguistics and related subject-matters in Nigeria.
The present volume, which is the 5th in the Nigerian Linguists Festschrift Series, is devoted to Professor Munzali A. Jibril, a celebrated icon in university administration, and an erudite Professor of English Linguistics. The title of this special edition was specifically chosen to crown Professor Jibril?s academic prowess in both English and indigenous Nigerian languages, and to mark and laud his official departure from active university lectureship. 72 assessed papers are included from the many submitted. Papers cover the main theme of the volume, i.e. the interaction between English and indigenous Nigerian languages, and there are a number of papers on other secular areas of linguistics such as: language and history, language planning and policy, language documentation, language engineering, lexicography, translation, gender studies, language acquisition, language teaching and learning, pragmatics, discourse and conversational analysis, and literature in English and African languages. There is also a rich section devoted to the majwor ?traditional? fields of linguistics - phonology, morphology, syntax and semantics.
The Landmarks Series is a research and publications outfit funded by the Landmarks Research Foundation to publish recent outstanding doctoral dissertations on any aspect of Nigerian linguistics, languages, literatures and cultures. This study is a departer from most previous work on Yoruba Grammar in the sense that rather than being purely a descriptive grammar; it attempts to provide a theoretical analysis of the internal and external syntax of Yoruba nominal expressions using the Chomskyan Principles and Parameters approach to syntax. This Generative theory attempts to characterize the grammar of all natural languages in terms of a set of universal principles that all languages share, and a set of parameters along which languages may vary. The book emphasizes the empirical motivation behind major theoretical proposals in that framework, and shows how views on the nature of universal grammar and cross-linguistic variation have developed over the years as a consequence of a massive increase in cross-linguistic syntactic research.
African Short Stories: Vol 2

In twenty-five chapters this book covers phonology, morphology, syntax and semantics. The chapters are organized in four discrete parts: phonology, morphology, syntax and semantics. They are uneven in terms of scope covered, length, the density of their contents and their degrees of difficulty. Each chapter ends with ?Some References? relevant to both the topic(s) treated in the chapter, in Igbo linguistics, and in general linguistics.
The papers in this collection present the numeral systems of more than twenty Nigerian languages. The papers mainly emanate from a workshop on the numeral systems of Nigerian languages organised by the Linguistic Association of Nigeria during its 23rd Annual Conference which was held at the University of Port Harcourt, Nigeria. The workshop arose from awareness created by Dr. Eugene S.L. Chan on the need for Nigerian linguists to document this severely endangered but very important aspect of natural languages. The quantum of mathematical computations - addition, multiplication, subtraction, or a combination of two or all of these - involved in the numeral systems of Nigerian languages is remarkable. The papers reveal that a variety of numeral systems do exist, such as: binary, decimal, incomplete decimal, duodecimal, quinary, quaternary, ternary, mixed, body-part tally systems, and much more. The book is a resource about how different languages manipulate their numeral systems.
This commemorative volume is the 12th edition in the Nigerian Linguists Festschrift Series devoted to Professor (Mrs.) Appolonia Uzoaku Okwudishu. The majority of the papers were presented at the 27th Annual Conference of the Linguistic Association of Nigerian (CLAN) which was held at the Benue State University, Makurdi, Nigeria, and the 26th CLAN which was held at the University of Ibadan, Nigeria. The title derives from the theme of the 27th CLAN: Language Endangerment: Globalisation and the Fate of Minority Languages in Nigeria. A large number of the papers address the major theme of the conference, while the balance address various aspects of Nigerian linguistics, languages, communication, and literature. Fifty-one papers are included, ranging from sociolinguistics through applied linguistics to formal areas of linguistics which include phonology, morphology and syntax of Nigerian languages. Papers on language endangerment and language revitalisation strategies for safeguarding the vanishing indigenous tongues of Nigeria are the major focus, and the book serves as important reference material in various aspects of language and linguistic studies in Nigeria.
NEW BLACK AND AFRICAN WRITING Vol. 2 is our concluding edition of a series that has featured many critical entries and reviews on canonical African fiction, poetry, drama and non-fiction. This second edition explores intricacies of relationships and associations, the recurrent tropes for the interpretation and understanding of historical connections, and the shaping of thought brought into fictional and cultural renditions that are evolving and continually reassessed although around the periphery of older canons. The quest for a meaningful heuristic for approaching contemporary arts is almost totally redefined by the contributions of eminent scholars of our time whose balancing and correspondence create room for complementarity of values and toward cultural understanding and value appreciation in contemporary society.
Gender Issues in African Literature examines the ways in which some protagonists of African fictions are made to counter and challenge intertwined Western discourses on gender, employment, sexuality, and health. Here the conflict between Tradition and Modernity is argues from the favourite premise of male supremacist ideology showing how women have -unlearned- these false concepts to build a sustained feminist movement and (re)learn the value of sisterhood. There is a bold attempt to reread Achebe as a consistent in urging women to fight the seemingly oppressive structures that have traditionally discriminated against them, and to disregard their diversity and embrace their unity. A chapter of Feminist Re-writing disagrees with the attempt to equate theory with political activism and presents Feminist literature as more than a verbal assertion that points to Feminist aesthetics and politics. The use of the trauma theory and testimonio literature to explore traumatisation of female characters and its impact for Zimbabwean civil society is a useful addition to these gender studies in African literature.
In literature the ambiguous portraiture of female characters by some male writers and the phallic nature of men's writings have proved a matter of concern to female writers in Africa. For decades within African writing the issue of silencing was interrogated particularly as it addressed the muting and marginalisation of black women by male writers through the script of patriarchy which men follow. In this series we continue the literary and dramatic tradition of feminist concern for women's issues and we review novels, plays and poetry which demonstrate a commitment to exploring the challenges facing modern women in changing times and excerpting the issues of gender, feminism, identity, race, history, national and international politics specifically as they affect women. Female Subjectivities collectively answers the need to question and adumbrate the possibilities of literary revisions, showing what it would mean to revise even the Feminist psychoanalyst in a discourse on the subjectivity of women of colour.
This volume charts the widening frontiers of black literary aesthetics using the prose and dramatic fictions of writers from Africa and the African diaspora. The chapters come in two interactive phases of current critical discourses involving rejoinders from past-present concerns and issues of cultural and contemporary modernity. These studies stress the argument that African literature is hardly discussed outside contemporary history and that the reason for the apparent disconnection among groups in Africa and the diaspora can be traced to the disparate elements within the continent and diaspora.
Post Colonial Identities

Post Colonial Identities revisits issues regarding the newer literature within the expansive African heritage of diverse regional and national groupings. It is poised at substantiating the uniformity of Africa in terms of literary and cultural movements, and lending some inter-disciplinary insights on the whole body of literature through twentieth century history.
With new integrative and indigenous approaches to literary affairs the focus of this volume is on the influence of tradition in African writing. Using the work of Chinua Achebe two scholars from outside Africa offer insight on oratorical devices in modern African fiction, two chapters follow which, by fusing traditional elements in transitional societies, illustrate the cultural awareness that touch on the exalted role of the artist in their communities. The post colonial rhetoric also continues with echoes of political commitment on modern poetry - town issues in the discourse of Africa's literary progress in the last decade. The growing concern for African youth development is at the heart of a dialogue with children's fiction writer Anezi Okoro. Two scholars of Africa orature have written on the birth songs of Cameroonian women performers and the riddle contents of youth artists from Nigerian in a manner which recognises the immediate relevance of this cherished but neglected part of African literary aesthetics.
This study of oral tradition in African literature is borne from the awareness that African verbal arts still survive in works of discerning writers and in the conscious exploration of its tropes, perspectives, philosophy and consciousness, its complementary realism, and ontology, for the delineation of authentic African response to memory, history and other possible comparisons with modern existence such as witnessed in recent developments of the African novel. In this series we have strived to adopt innovative and multilayered perspectives on orality or indigeneity and its manifestations on contemporary African and new literatures. These studies use multi-faceted theories of orality which discuss and deconstruct notions of history, truth-claims and identity-making, not excluding gender and genealogy (cultural and biological) studies in African contexts.
Crossing Borders showcases intellectual attempts to commit the process of African interrogation of postcoloniality and postmodernity to the exploration of perspectives on black identities and interactions of contemporary cultural expressions beyond the borders of Africa and across the Atlantic. We have particularised on theoretical and critical perspectives that show how the controversial influence of westernisation of Africa has demanded remedial visions and counteractive propositions to the cycle of abuses and fragmentation of the continent. We have consequently distilled some very significant historic and informative insights on modern African and black literary traditions methodically espoused to articulate the greater unity in the diversities, fusions and hybrids that have been embedded in the external and subjective realities of our universe.
This edition commits to the depths of black identities in modern black texts. The cultural reclamation of an African origin and/or roots as tied to the solemn remembrance of the Ancestor has demanded the intense attention of enlightened black writers for the social and psychic revaluation of their generation and others that follow. In this series we further examine the status of the oral performer in African traditional societies which encouraged a wide range of human expression to create identity for members of the community Africa -and we have proposed a challenge to sustain the methods of creative transmission through the continuing presence of these African performers who are living proofs of the survival of her oral traditions, especially in the propulsion of communicative action and the communicative strength of men, women and children in the community.
Namibias main liberation movement, the South West Africa Peoples Organisation (SWAPO), relied heavily on outside support for its armed struggle against South Africas occupation of what it called South West Africa. While East Germanys solidarity with Namibias struggle for national self-determination has received attention, little research has been done on West Germanys policy towards Namibia, which must be seen against the backdrop of inter-German rivalry. The impact of the wider realities of the Cold War on Namibias rocky path to independence leaves ample room for research and new interpretations. In West Germany and Namibias Path to Independence, 1969-1990: Foreign Policy and Rivalry with East Germany, Thorsten Kern shows that German division played a vital role in West Germanys position towards Namibia during the Cold War. West German foreign policy towards Namibia, at the height of the Namibian liberation struggle, is investigated and discussed against the backdrop of rivalry with East Germany. The two states deeply diverging policies, characterised in this context by competition for infuence over SWAPO, were strongly affected by the Cold War rivalry between the capitalist West and the communist East. Yet ultimately the dynamics of rapprochement helped to bring about Namibias independence. This book is based upon a doctoral dissertation presented to the University of Cape Town in 2016. Kern conducted research in the National Archives of Namibia and in German archives and his work draws on interviews with contemporary witnesses.
Modern-day Namibian history has largely been shaped by three major eras: German colonial rule, South African apartheid occupation, and the Liberation Struggle. It was, however, not only military conquest that laid the cornerstone for the colony, but also how the colony was imagined, the dream of this colony. As a tool of discursive worldmaking, literature has played a major role in providing a framework in which to dream Namibia, first from outside its borders, and then from within. In Fictioning Namibia as a Space of Desire, Renzo Baas employs Henri Lefebvres city-countryside dialectic and reworks it in order to uncover how fictional texts played an integral part in the violent acquisition of a foreign territory. Through the production of myths around whiteness, German and South African authors designed a literary space in which control, destruction, and the dehumanisation of African peoples are understood as a natural order, one that is dictated by history and its linear continuation. These European texts are offset by Namibias first novel by an African, offering a counter-narrative to the colonial invention that was (German) South West Africa.
Recent nature conservation initiatives in Southern Africa such as communal conservancies and peace parks are often embedded in narratives of economic development and ecological research. They are also increasingly marked by militarisation and violence. In Ruling Nature, Controlling People, Luregn Lenggenhager shows that these features were also characteristic of South African rule over the Caprivi Strip region in North-Eastern Namibia, especially in the fields of forestry, fisheries and, ultimately, wildlife conservation. In the process, the increasingly internationalised war in the region from the late 1960s until Namibia's independence in 1990 became intricately interlinked with contemporary nature conservation, ecology and economic development projects. By retracing such interdependencies, Lenggenhager provides a novel perspective from which to examine the history of a region which has until now barely entered the focus of historical research. He thereby highlights the enduring relevance of the supposedly peripheral Caprivi and its military, scientific and environmental histories for efforts to develop a deeper understanding of the ways in which apartheid South Africa exerted state power.
How does a peoples music reflect their history, their occupations, cultural beliefs and values? These are the core questions that this book addresses in relation to the Aawambo people of Namibia. The author, herself born and bred in Namibia, brings to the fore the nuanced views of different people, describing their personal musical experiences past as well as present. This is the first time that the music and stories of contemporary Namibian musicians is shared alongside those of the elderly. Similarly, it is the first time that some of the traditional Aawambo dances are analysed and described, abundantly illustrated with colourful photographs and several songs. Based on years of personal research, this book will appeal to research scholars, students and other interested readers alike, since its style is accessible but detailed, personal yet objective. Recommended for all those interested in culture, anthropology, the arts, and Namibian studies.
Ellen Ndeshi Namhila is intrigued by the question: Why can the National Archives of Namibia respond to genealogical enquiries of Whites in a matter of minutes with finding estate records of deceased persons, while similar requests from Blacks cannot be served? Not satisfied with the sweeping statement that this is the result of colonialism and apartheid, she follows the track of so-called Native estates through legislation, record creation and disposal, records management and administrative neglect, authorised and unauthorised destruction, transfer and appraisal, selective processing, and (almost) final amnesia. Eventually she discovers over 11,000 forgotten surviving African estate records but also evidence for the destruction of many others. And she demonstrates the potential of these records to interpret the lives of those who otherwise appear in history only as statistics records which were condemned to destruction by colonial archivists stating they had little research value and no functional value. This study of memory against forgetting is a call to post-colonial archives to re-visit their holdings and the systemic colonial bias that continues to haunt them. This is the revised version of Ellen Namhilas 2015 doctoral thesis published at the University of Tampere, Finland.
Namibian beer is celebrated as an inextricable part of Namibian nationalism, both within domestic borders and across global markets. But for decades on end, the same brew was not available to the black population as a consequence of colonial politics. This book aims to explain how a European style beer has been transformed from an icon of white settlers into a symbol of the independent Namibian nation. The unusual focus on beer offers valuable insight into the role of companies in identity formation and thus highlights an understudied aspect of Namibian history, namely business-state relations.
Community-based natural resource management or CBNRM, with its attention to community participation, its call for de-centralization of rights to local resource users through democratic and equitable structures, and its potential to deliver benefits to local livelihoods and national conservation interests now forms the predominant strategy for rural development in the communal areas of Namibia. This framework is presumed by the Namibian government and international bodies concerned with conservation and development to deliver measurable and positive economic, environmental, and political results for the State and all of its citizens. For residents of many of the communal areas of Namibia the Conservancy has become the primary avenue through which rural residents engage with development and conservation in various efforts to improve local livelihoods and to conserve natural resources. CBNRM has taken on particular form and significance for the San in Namibia. This book examines the current position of the San as marginalized indigenous peoples in Namibia. In doing so, it explores how CBNRM has become a nexus through which questions of indigeneity, conservation and development have come to bear on San communities. Focusing on the experiences of a group of predominantly San communities in the North-East of Namibia, the historical and contemporary situations of the San of the Na Jaqna Conservancy and their engagement with CBNRM are examined. In looking to the future, this work seeks to understand what mechanisms and institutions give indigenous groups, such as the San, a foothold in the State and an avenue though which to navigate and shape their own modernity(ies). This work explores the modalities through which conservation comes together with interests of indigenous groups and how these groups deploy leverage gained through invoking conservation as discourse and practice. In examining San engagements with the Conservancy structures in Na Jaqna, this study seeks answers not only to the question of what San engagements with CBNRM can tell us about the potential of the CBNRM framework itself for facilitating rural development and conservation, but also the question of what engagement with CBNRM can tell us about how the San of Namibia actively engage in rural development. The following work focuses not solely on how policies and governmental or non-governmental interventions have impacted San realities and life ways, but also the ways in which the San of Na Jaqna have negotiated, impacted, and shaped these processes.
Civil society is one of several Western political and social concepts that have not traveled successfully to Africa. Revived in response to the search for democracy in Eastern Europe during the late Soviet era, Western donors promoted and funded new civil society organizations in sub-Saharan Africa, regarding them as an essential grounding for African democratization. Most of these new civil society organizations had little in common with African associational activity. Focusing on the characteristics and behavior of long-standing African organizations would appear a better starting point for developing a useful concept of an African civil society. One candidate worth serious investigation is the Buganda Kingdom Government. This organization violates most distinctions central to Western notions of civil society. Yet it continues to behave like a civil society organization. Its political and conceptual collisions offer guidance toward a useful notion of African civil society and understanding Ugandan politics.
In many instances, the colonial state has left a strong imprint on the postcolonial archive. In the National Archives of Namibia (NAN), for instance, it is difficult to locate pre-independence person-related records of the black majority, while the same type of records of their light-skinned compatriots are easily accessible. This lecture discusses a substantial corpus of about 11 000 so-called 'Native Estates' files which previously were not accessible through the existing finding aids. What is the research potential of these formerly neglected and untouched records in particular regarding the social history of contract labour in Namibia and of African migrants on a wider scale? Furthermore, a substantial amount of estate files of migrants from other African countries were discovered - a feature of Namibian history that has rarely been researched. The sometimes very detailed files reveal information on the migrants' origin, their integration in Namibian society and expatriate networks in the country. They also reveal that not only Angolans and West Africans but also a substantial number of migrants from other Southern African colonies found employment opportunities in Namibia during the colonial era. The 'Native Estate' records thus have an important research potential with regard to the entire Southern African region, which was heavily reliant on migrant labour both on the demand and on the supply side.
This book publishes Martin Legassick's influential doctoral thesis on the preindustrial South African frontier zone of Transorangia. The impressive formation of the Griqua states in the first half of the nineteenth century outside the borders of the Cape Colony and their relations with Sotho-Tswana polities, frontiersmen, missionaries and the British administration of the Cape take centre stage in the analysis. The Griqua, of mixed settler and indigenous descent, secured hegemony in a frontier of complex partnerships and power struggles. The author's subsequent critique of the 'frontier tradition' in South African historiography drew on the insights he had gained in writing this dissertation. It served to initiate the debate about the importance of the precolonial frontier situation in South Africa for the establishment of ideas of race, the development of racial prejudice and, implicitly, the creation of segregationist and apartheid systems. Today, the constructed histories of 'Griqua' and other categories of indigeneity have re emerged in South Africa as influential tools of political mobilisation and claims on resources.
A child of a Jewish family fleeing Nazi-Germany and settling in apartheid South Africa in the 1930s, Ruth Weiss? journalistic career starts in Johannesburg of the 1950s. In 1968 banned from her home country, and then also from Rhodesia for her critical investigative journalism, she starts reporting from Lusaka, London and Cologne on virtually all issues which affect the newly independent African countries. Peasants and national leaders in southern Africa ? Ruth Weiss met them all, travelling through Africa at a time when it was neither usual for a woman to do so, nor to report for economic media as she did. Her writing gained her the friendship of diverse and interesting people. In this book she offers us glimpses into some of her many long-nurtured friendships, with Kenneth Kaunda or Nadine Gordimer and many others. Her life-long quest for tolerance and understanding of different cultures shines through the many personalized stories which her astute eye and pen reveals in this book. As she put it, one never sheds the cultural vest donned at birth, but this should never stop one learning about and accepting other cultures.
Taking the history of trade and of traders as its subject matter, this book offers the first economic history of northern Namibia during the twentieth century. It traces Namibia's way from a rural, largely self-relying society into a globalised economy of consumption. This transformation built on colonial economic activities, but it was crucially shaped by local traders, a new social elite emerging during the 1950s and 1960s. Becoming a trader was one of the few possibilities for black Namibians to gain monetary income at home. It was a pathway out of migrant labour, to new status in the local society and often to prosperity. Politically, most traders occupied a middle ground: content of their own social position, but intent on political emancipation from colonial rule. Economically, their energy and business acumen transformed northern Namibia into an increasingly urban consumer society. The development path they chose, however, depended too much on the colonial reserve economy to remain sustainable after 1990. Their legacy still shapes spatial and social structures in northern Namibia, but most traders' businesses have today closed down. By telling the history of the rise and decline of traders and trade in northern Namibia, this book is thus also a reflection on the conundrums of economic development under conditions of structural inequality.
This study investigates the experiences of women journalists during the last phase of Namibia's liberation struggle against South African rule. Black or white, women journalists in Namibia made significant contribu-tions to the liberation cause -including the founding of a high-profiled newspaper -whilst others worked for media sympathetic to the apart-heid government. Based on interviews and deploying feminist media theory, Maria Mboono Nghidinwa pays close attention to the gendered power relationships in the newsrooms of newspapers and radio stations at the time. She looks at the intense political intimidations which tar-geted women and, in particular, the constraints experienced by black women journalists.
This book describes the Nyae Nyae Village Schools, an innovative and unique mother-tongue education initiative set in north-eastern Namibia. Inspired by the optimism of Independence, the project was designed in close consultation with the Ju|?hoansi community in the early 1990s. Drawing upon their traditional knowledge transmission strategies, and initiated in a supportive political environment, the project exemplified ?best practice.? During the following two decades, the Village Schools have transitioned from a donor-supported ?project? to government schools, and have received much attention and support from donors, civil society organisations, researchers, and others. However, the students still do not seem to succeed in the mainstream schools. Why is this? Based on long-term field-work in the region, including interviews with Nyae Nyae residents over several years and work with involved organisations, the book addresses this question. Contextualising the Village Schools within post-Independence Namibia, southern African history and the global indigenous rights movement, it examines the enormous paradoxes that schooling presents for the Nyae Nyae community. ?Owners of Learning? is the English translation of the Ju|?hoansi word for ?teacher? and it serves to highlight a fundamental question ? to whom does education belong?
The most extensive urban demographic transitions ahead will take place in Africa and Asia. These transitions occur in regions where the majority of inhabitants remain trapped in vulnerable employment, which limits the capacities to plan, save, invest, and afford critical amenities, as well as limits the horizons of what is considered possible. Yet, the aspirations for mobility, security, consumption, and attainment are enormous. How can different rationalities and practices of everyday sociality be more effectively connected to the prevailing concepts informing formal political and policymaking projects? How can incommensurable facets of urban life be folded into each other as a matter of an enlarged political practice? There is no pre-existent map that tells us how to link these equally important dimensions of urban life. Thus, any effort to consider the relationship between them is by necessity an experiment.
This collection of essays documents the growth of African history as a discipline at the University of Basel since 2001. It thus pays tribute to fourteen years of research and teaching by Patrick Harries at the Department of History and the Centre for African Studies Basel. The Festschrift covers a broad range of topics from mine labour to missionary endeavour and the production of knowledge, reflecting some of his core research interests. The contributions engage with Patrick Harries' oeuvre with reference to the authors' own scholarship or vice-versa. Some directly address his publications while others take his teaching, correspondence, remarks or intellectual life more broadly as a point of reference. They all pay tribute to a brilliant and inspiring scholar, a great teacher and a kind person.
South Africa is an example of a relatively successful political transition. Nevertheless, the first democratic elections in 1994 did not change the systemic and structural inequalities, the socioeconomic legacies of discrimination or the alienation of the different population groups. At the centre of this study is the transformation potential of two formerly white neighbourhoods in Johannesburg - Norwood and Orange Grove. Both neighbourhoods have experienced considerable demographic changes and the various population groups differ in terms of their expectations and their willingness to adjust to the changes provoked by the transition. At the local level, patterns of discrimination and oppression continue. Spaces, opportunities and leverage of social networks engaged in the community are influenced by the resources people are able to access. Moreover, cooperation is contested in a context of pervasive inequality because there is no incentive for privileged groups to change arrangements that benefit them. In this context of conflicting interests and unequal access to power and resources, decentralisation and the promotion of participatory structures in local communities are a problem and the reliance on local networks as agents of development is questionable.
National Culture in Post-Apartheid Namibia : State-sponsored Cultural Festivals and their Histories

National Culture in Post-Apartheid Namibia' addresses the challenges of creating a 'national' culture in the context of a historical legacy that has emphasised ethnic diversity. The state-sponsored Annual National Culture Festival (ANCF) focuses on the Kavango region in north-eastern Namibia. Akuupa critically examines the notion of Kavango-ness as a colonial construct and its subsequent reconstitution and appropriation. He analyses the way in which cultural representations are produced by local people in the postcolonial African context of nation building and national reconciliation by bringing visions of cosmopolitanism and modernity into critical dialogue with the colonial past. Competing cultural festivals are used as celebratory social spaces in which performers and local people participate whilst negotiating a sense of national belonging in an ongoing tension between the need to celebrate diversity, yet strive for unity. This is the first study to discuss the comprehensive role played by those cultural festivals, which were organised in the ethnic homelands during the time Namibia fell under South African control.
This book brings together recent and ongoing empirical studies to examine two relational kinds of politics, namely, the politics of nature, i.e. how nature conservation projects are sites on which power relations play out, and the politics of the scientific study of nature. These are discussed in their historical and present contexts, and at specific sites on which particular human-environment relations are forged or contested. This spatio-temporal juxtaposition is lacking in current research on political ecology while the politics of science appears marginal to critical scholarship on social nature. Specifically, the book examines power relations in nature-related activities, demonstrates conditions under which nature and science are politicised, and also accounts for political interests and struggles over nature in its various forms. The ecological, socio-political and economic dimensions of nature cannot be ignored when dealing with present-day environmental issues. Nature conservation regulations are concerned with the management of flora and fauna as much as with humans. Various chapters in the book pay attention to the ways in which nature, science and politics are interrelated and also co-constitutive of each other. They highlight that power relations are naturalised through science and science-related institutions and projects such as museums, botanical gardens, wetlands, parks and nature reserves.

This book is a long-overdue history of the Pan Africanist Congress of Azania (PAC) and the rise of the Africanist ideology in South Africa. From its formation in 1959, the PAC underground inside South Africa and in exile shaped the dynamics of the anti-apartheid movement and liberation struggle by framing alternative ideologies. Kwandiwe Kondlo analyses the radical traditions, the structural contradictions and the internal conflicts of this rival to the African National Congress (ANC), South Africa?s dominant liberation organisation. The contributions of some of the PAC leaders, including Robert Sobukhwe, Potlake Kitchener Leballo, Vusumzi Make and John Nyathi Pokela, are reconstructed as are the PAC?s experiences in exile and the strategies pursued by its military wing, the Azanian People?s Liberation Party (APLA). The role of the PAC in the power-sharing negotiations leading to the historic 1994 elections in South Africa round off the narrative. The PAC story is a highly controversial one, as the perspectives are wide and various. This book seeks to present a balanced picture which includes diverse views in a comprehensive narrative.
The role played by Botswana in various southern African liberation struggles has previously been neglected in historical studies. The country?s politics of support and mobilisation early on in Namibia?s struggle for independence from South Africa proved crucial for the formative period of both nation states. Botswana?s difficult and contradictory position as neighbour of the South African apartheid state and colonial power in Namibia are carefully dealt with, as are the challenges faced by the fragile Namibian refugee networks and liberation movements, SWANU and SWAPO, operating in Botswana for decades. ?The Inevitable Pipeline into Exile? deals with a crucial phase of nationalism and transnational politics during the period of southern African decolonisation at the height of South Africa?s diplomatic and military aggression throughout the region.
This book encompasses a history of identity-building amongst Khwe San people, and of contestations for authority over land and natural resources in Namibia?s West Caprivi. The politics of authority in this contested borderland area were significantly shaped by state and NGO interventions into local institutions and land use between the late 1930s and 2006. Julie J. Taylor pays close attention to the role of NGOs in these processes. She shows that, in their relationship with West Caprivi?s residents, NGOs unintentionally contributed towards the hardening and politicising of ethnic difference, including through the implementation of land mapping projects. At the same time, in their relationship with the state, NGOs often worked to ?depoliticise? struggles over authority, thus inadvertently reinforcing the state?s authority in the area.
Women?s contributions against apartheid under the auspices of the Namibian liberation movement SWAPO and their personal experiences in exile take center stage in this study. Male and female leadership structures in exile are analysed whilst the sexual politics in the refugee camps and the public imagery of female representation in SWAPO?s nationalism receive special attention. The party?s public pronouncements of women empowerment and gender equality are compared to the actual implementations of gender politics during and after the liberation struggle.
The Swiss ophthalmologist Erika Sutter was born in Basel in 1917. She spent 32 years working in Elim Hospital, founded by the Swiss Mission in an impoverished rural area in North-Eastern South Africa. Together with her African colleague and friend, Selina Maphorogo, she founded the Care Groups, village self-help groups working for better health in their communities. The movement is still active after more than 30 years, and now has around 2,000 members, mostly women, in over 200 villages. Erika Sutter has received numerous international honours and awards for her pioneering work, including the award ?Woman of the Year? in 1984 from the South African newspaper ?The Star?, and an honorary doctorate from the University of Basel. For the creation of this biography, Erika Sutter spent many hours with the author, her friend Gertrud Stiehle, telling the story of her long life ? vividly, with a sharp eye for social issues, a hint of self-irony, and dry wit. Her account does not ignore events in the wider world. She experienced life on the Swiss-German border during the Second World War, and her years of working in South Africa were those when the apartheid policies of the South African Government were becoming more and more repressive, affecting many aspects of life in the country.
Caprivi, the remote and narrow Namibian strip of land encapsulated by neighbouring Angola, Zambia and Botswana, has a contested colonial and postcolonial history. Bennett Kangumu traces the politics of its people in this complex borderlands since the late 19th century. Neglected by German and South African colonial administrations, its inhabitants were often pushed towards neighbouring territories though not being an integral part of them. At the same time, South African apartheid and homeland politics emphasised the ethnization of local identities. Becoming a strategic location in the ensuing liberation wars of the late 20th century, its history is often one of conquest and resistance, plunder, betrayal and rivalry. Kangumu shows how the inhabitants of Caprivi responded in various ways, notably in the form of regional nationalism when the Caprivi African National Union (CANU) was formed in the early 1960s. The Union?s merger with the dominant Namibian liberation movement, SWAPO, was a claim to end seperation and isolation, which, however, flarred up again in post-colonial Namibia.
Windhoek in the early 1960s: the 34-year-old politician Clemens Kapuuo knocks at the door of the senior advocate Israel Goldblatt to solicit advice regarding the myriad of difficulties encountered by Africans daily under the apartheid regime. An unusual relationship and friendship develops, one that transcends the racial divide in this South African-governed Territory and will last for nearly 10 years. Meeting in Goldblatt's chambers, at his home and in the Old Location, other participants in the consultations included the veteran politician Chief Hosea Kutako and a group of younger nationalists, among them Rev. Bartholomews Karuaera and Levy Nganjone. Through Kapuuo, Goldblatt also met Kaptein Samuel Witbooi and counselled the long-term prisoner from Caprivi, Brendan Simbwaye. Israel Goldblatt's notes on these meetings were discovered after his death and form the core of this book. They are complemented by additional biographical information about his interlocutors, and annotations that place his notes in their historical and political context. Illustrated with many photographs, this publication pays tribute to Israel Goldblatt and the Namibian nationalists who attempted to build bridges where apartheid entrenched racism and suspicion.
This book deals with colonialism on a Namibian periphery and considers both the German colonial period as well as South African rule in the country. The marginality of the Kaoko region within this colonial topography of power is analysed as a dynamic and fractured feature where power relations and constellations remained highly contested. The dynamics of gender within a regional society constituted of men and women, African and European, receive special attention within frameworks engaging with colonial photography, oral histories and gendered visions.
An increasing number of poor Southern Africans live in poverty-stricken urban slums or shantytowns. Focusing on four shantytowns in the northern Namibian town of Oshakati, this book analyses the coping strategies of the poorest sections of such populations. The study is based on fieldwork conducted intermittently during a period of ten years. It combines theories of political, economic and cultural structuration, and of the material and cultural basis for social relations of inclusion and exclusion as practise. The poorest shanty dwellers are marginalised or excluded from vital urban and rural relationships and forced into social relations of poverty amongst themselves. Having experienced long-term processes of impoverishment, the very poorest and most destitute in the shantytowns tend to give up improving their lives and act in ways that further undermine their position.
Dani Wadada Nabudere, the illustrious Ugandan scholar, produced a diverse body of work on various aspects of African culture, politics, and philosophy. Toward the end of his life, he formulated a theoretical construct that he termed Afrikology. Unlike most other Afrocentrists, who have stopped with the task of proving the primacy of the Egyptian past and its numerous cultural and scientific achievements, Nabudere strenuously attempts to connect that illustrious heritage with the African present. This, remarkably, is what makes his project worthy of careful attention. His corpus is multidisciplinary, although a major preoccupation with Africa is discernible in virtually all his works. His writings deal with critiques of imperialism, African political systems, processes of globalization and Africas location within them, and finally the ideological and existential imperatives of Afrocentric discourse.
What are the issues discussed today by African philosophers? Four important topics are identified here as important objects of philosophical reflection on the African continent. One is the question of ontology in relation to African religions and aesthetics. Another is the question of time and, in particular, of prospective thinking and development. A third issue is the task of reconstructing the intellectual history of the continent through the examination of the question of orality but also by taking into account the often neglected tradition of written erudition in Islamic centres of learning. Timbuktu is certainly the most important and most famous of such intellectual centres. The fourth question concerns political philosophy: the concept of 'African socialisms' is revisited and the march that led to the adoption of the 'African Charter of Human and Peoples' Rights' is examined. All these important issues are also fundamental to understanding the question of African languages and translation.
The role of higher education in establishing structures and procedures in society and industry is clearly articulated in scholarly discussions. The narrative has recently taken a new momentum in Kenya with acknowledgement of the creative industry involves many youth, as an area that impacts on the economy. In unravelling the link between higher education and industry, the authors focus on leadership and governance in higher education and its expected and perceived contribution to the shaping of the creative industry. Through analysis of cases, the authors interrogate the processes and structures that govern the teaching and practice of the creative subjects, noting how these affect the creative industry in Kenya. This document approaches the creative disciplines from the perspectives of the students, lecturers and university administrators. The three voices provide a balanced view of what higher creative arts education in Kenya is. The multiple authorship of the book further provides a balanced account of the development of these disciplines in higher education, and their growth in industry. The key concepts here are the development of the creative industry and how higher education should contribute to the same.
The Great Lakes region of Africa is characterized by protest politics, partial democratization, political illegitimacy and unstable economic growth. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.
This book brings together contributions on the challenges of the environment, agriculture and cross-border migrations in Africa; key areas that have become critical for the continents development. The central theme running through these contributions is that Africas development challenges can be attributed to its human and natural ecology. Contrasted with the Cold War epoch, current developments have ushered us into a world of long and uncertain transitions characterized by a search for new pathways including investment in large-scale agriculture by big finance, attempts to revitalize existing agriculture and reworking of social policy. A major twist relates to environmental questions, especially climate change and its global effects, leading to all forms of cross-border migrations and the emergence of new areas of strategic interest such as sub-regional developments as in the Gulf of Guinea. This book provides some intellectual clues on how to interpret these emerging predicaments and chart a way forward into a new era for Africa.
Scholars, especially those interested in understanding how leadership has inhibited academic freedom and hindered effectiveness of institutions of higher learning have for long been engaged by the very important manner in which governance and leadership of higher education institutions in Africa is constituted and managed. The fact that there has been a dearth of work based on the experiences of those who have served as university leaders has created a major gap. Questions remain on how leaders of higher education institutions are identified, how they are prepared, the personal predispositions that individuals bring to the exercise of such positions and their personal experiences regarding what energizes or inhibits the performance of their work. Elections and Governance in Nigerias Fourth Republic is a book about Nigerian politics, governance and democracy. This book is the outcome of a South-South conference jointly organized by the Asian Political and International Studies Association (APISA), the Latin American Council of Social Sciences (CLACSO) and the Council for the Development of Social Science Research in Africa (CODESRIA) in Dakar, Senegal, May 2012. The conference was organised in response to the financial crisis of 2008 which started in the United States and Europe, with reverberating effects on a global scale. Economic problems emanating from such crises usually leave major social and structural impacts on important sectors of the society internationally. They affect living standards and constrain the well-being of people, especially in poor countries. Persistent problems include high unemployment, increased debt and low growth in developed countries, as well as greater difficulties in accessing finance for investment in the developing world. There is a need for countries in the South to examine the available options for appropriate national and regional responses to the different problems emanating from the economic crisis. This book attempts to provide ideas on some strategic responses to the disastrous impact of the crisis, while keeping in mind the global common interest of the South. It is hoped that the book will contribute significantly towards the agenda to rethink development and the quest for alternative paradigms for a just, stable and equitable global political, economic and social system. A system in which Africa, Asia, and Latin America are emancipated from the shackles of hegemonic and anachronistic neoliberal dictates that have nothing more to offer than crises, vulnerabilities and dependency.

This book focuses on African childhood and youth within the context of development and socialization where children are expected to be moulded in the image of adults. In many African societies children are generally held as passive bearers of the demands of adults, regardless of the fact that they are often exposed to a multitude of challenges that originate from the capriciousness of those adults. However, buoyed by international conventions and national legislations that offer them greater protection, and the ubiquitous internet that exposes them to childhood and youth experiences elsewhere, many of them are increasingly becoming assertive in homes, schools, and communities as well as re-invigorating their survival and self-preservation instincts. It is in this regard that this book, through the various chapters, engages with their competencies, skills and creativity to respond to experiential challenges as independent migrants or ones under coercion working in city streets and markets or cocoa farms or juggling work and schooling in pursuit of some education. Confronted with their parents' and siblings' health predicaments and the inadequacies of state and familial care, or urgent negotiation of their sexualities, they demonstrate incredible resilience. Similarly, their perceptiveness is demonstrated in a unique appreciation of politics and its actors and a capacity to assume responsibilities beyond their chronological age. Thus while highlighting some of the challenges confronting African children, the book provides gripping evidence of how they resiliently negotiate those challenges.
This book is about how extreme situations appearing to have a destructive potential can actually be used to produce meaningful individual and social lives. It is about the taming of fate. This notion means and accounts for the ability of individuals and communities to rebuild their lives against all odds. The book is based on case-studies that draw from theoretical insights derived from the sociology of disasters. It addresses some limitations of the sociology of risk, chief among which is the rejection of the relevance of the notion of risk to the study of technologically non-advanced societies. The book argues that this rejection has deprived the study of the human condition of an important analytical asset. The book claims that risk is a property of social action which can best be understood through the analytical scrutiny of its role in the historical constitution of social relations.
Climate change is one of the most pressing challenges of the twenty-first century. Anthropogenic activities, such as fossil fuel consumption and other activities focused on enhancing economic growth, have been identified as the main drivers of changes in the environment that defy planetary boundaries. The transgression of planetary boundaries has profound implications for practically all biophysical and human systems and their impact could also be related to the exacerbation of existing problems such as land tenure insecurity, poverty and inequality, marginalization of poorer populations, climate induced migration, and resource wars or conflicts. From a global South perspective, research on the multifaceted nature of climate change is thus necessary and appropriate, including the analysis of socioeconomic, political and cultural aspects. This book is an outcome of the Comparative Research Workshop on 'Inequality and Climate Change: Perspectives from the South' of the South-South Collaborative Programme of CLACSO-CODESRIA-IDEAS. It gathers a diversity of case studies from the South with ample biophysical differences and particular social and cultural realities. As such, it is a fresh contribution offering a vantage point from which to examine some of the current perspectives on inequality and climate change.
The variety of land questions facing Africa and the divergent strategies proposed to resolve them continue to evoke debates. Increasingly, in response to the enduring problems of land tenure, there are land movements of all shapes and orientations, some reformist and others quite revolutionary in their agenda. However revolutionary, land movements have tended to ignore the land tenure interests of women, pastoralists, youth and indigenous people. Several of these longstanding and emerging issues in land tenure include the role of the state in land tenure reforms; urban land questions, the nature of land struggles and improvements; and, the impact of land tenure developments on particular social groups and countries. An overarching concern is the extent to which land rights are being commodified, through the conversion of land held under customary tenure systems into marketised systems. The consequences of this include growing land concentration, land tenure insecurities, diminishing access to land by various sections of society, including the poor, women and less dominant ethno-religious groups. This volume brings together different studies on Africa's land questions exploring emerging land issues on the continent in terms of the wider questions of development, citizenship, and democratisation. The chapters discuss the land question through a variety of themes. Some focus on the agrarian aspects of the land questions, while others elucidate the urban dimensions of the land question.
Many African countries achieved independence from their colonisers over five decades ago, but the people and the continent largely remain mere spectators in the arena of their own dance. The post-independence states are supposed to be sovereign, but the levers of economic and political powers still reside in the donor states. Not in many fora is the complex reality that defines Africa more trenchantly articulated than in imaginative literature produced about and on the continent. This is the crux of the essays collected in African Literature and the Future. The book reflects on Africa's past and present, addressing anxieties about the future through the epistemological lens of literature. The contributors peep ahead from a backward glance. They dissect the trend and tenor of politics and their impact on the socio-cultural and economic development of the continent as portrayed in imaginative writings over the years. One salient feature of African literature is the close affinity between art and politics in its polemics. This is well established in all the six essays in the book as the authors stress the interconnections between literature and society in their textual analyses. On the whole, there is an overwhelming feeling of angst and pessimism, but the authors perceive a glimmer of hope despite daunting odds, under different conditions. Thus, they depict the plausible fate of Africa in the twenty-first century, as informed by its ancient and recent past, gleaned from primary texts.
The Crises of Postcoloniality in Africa is an assemblage of transdisciplinary essays that offer a spirited reflection on the debate and phenomenon of postcoloniality in Africa, including the changing patterns and ramifications of problems, challenges and opportunities associated with it. A key conceptual rhythm that runs through the various chapters of the book is that, far from being demised, postcoloniality is still firmly embedded in Africa, manifesting itself in both blatant and insidious forms. Among the important themes covered in the book include the concepts of postcolonialism, postcoloniality, and neocolonialism; Africas precolonial formations and the impact of colonialism; the enduring patterns of colonial legacies in Africa; the persistent contradictions between African indigenous institutions and western versions of modernity; the unravelling of the postcolonial state and issues of armed conflict, conflict intervention and peacebuilding; postcolonial imperialism in Africa and the US-led global war on terror, the historical and postcolonial contexts of gender relations in Africa, as well as pan-Africanism and regionalist approaches to redressing the crises of postcoloniality.
The National Council for Higher Education (NCHE) and the Growth of the University Sub-sector in Uganda, 2002-2012, narrates the experience of the Ugandan NCHE in the establishment, development and regulation of higher education institutions in Uganda from 2002 to 2012. In this period, student numbers in higher education institutions increased from about 65,000 to some 200,000 and university institutions from about ten to more than triple the number. The book discusses the role of a regulatory agency in the delivery of higher education, the relations of universities and colleges with such an agency, its impact on developing university capacities, and leadership in creating and refining higher education ideas. The experience of Ugandas regulatory agency, the NCHE, in those ten years should help both the Ugandan and other African countries higher education stakeholders in sharing lessons learned from this one case study. The author sees the roles of regulatory agencies as vital in the initial stages of building a higher education sub-sector and in periods of system transitions such as the current journey from elite to mass systems but is of the view that the university remains the home of knowledge creation, dissemination, and its application in society.
Ghana attained independence in 1957. From 1992, when a new constitution came into force and established a new democratic framework for governing the country, elections have been organized every four years to choose the governing elites. The essays in this volume are about those elections because elections give meaning to the role of citizens in democratic governance. The chapters depart from the study of formal structures by which the electorate choose their representatives. They evaluate the institutional forms that representation take in the Ghanaian context, and study elections outside the specific institutional forms that according to democratic theory are necessary for arriving at the nature of the relationships that are formed between the voters and their representatives and the nature and quality of their contribution to the democratic process.
This book examines the concept of the democratization of governance in universities in Kenya with particular emphasis on students involvement in governance processes and decision making. Data were collected from members of the student community utilizing a structured self-administered questionnaire and from purposively selected key informants and focus group discussants drawn from Kenyatta University (representing the public sector) and the United States International University (representing the private sector). The guiding argument for the study was that shared governance, one of the principles of good governance, is critical in enabling the universities to deliver their visions and the missions effectively. The results revealed that while in principle, Kenyan universities have embraced democratic governance in which all stakeholders, including students, have a role to play, in practice they continue to violate the core principles of good governance, particularly shared governance. Specifically, students, who are major stakeholders in university education, are largely excluded from significant structures of governance thereby limiting their influence and participation. Although their representation is mainly provided via student self-governance organs (unions, associations and/or councils), their effectiveness is undermined considerably by the lack of trust and confidencec of the student body and the unending manipulation by top university administrators and external political actors. Student active involvement in decision making is mainly confined to lower levels such as the school/faculty and departmental/programme. The authors call for a paradigm shift in the involvement of students in the governance of universities in ways that discourage the current culture of tokenism and political correctness that characterizes public and private universities in Kenya.
This book presents a comparative history of slavery and the transition from slavery to free labour in Zanzibar and Mauritius, within the context of a wider comparative study of the subject in the Atlantic and Indian Ocean worlds. Both countries are islands, with roughly the same size of area and populations, a common colonial history, and both are multicultural societies. However, despite inhabiting and using the same oceanic space, there are differences in experiences and structures which deserve to be explored. In the nineteenth century, two types of slave systems developed on the islands while Zanzibar represented a variant of an Indian Ocean slave system, Mauritius represented a variant of the Atlantic system yet both flourished when the world was already under the hegemony of the global capitalist mode of production. This comparison, therefore, has to be seen in the context of their specific historical conjunctures and the types of slave systems in the overall theoretical conception of modes of production within which they manifested themselves, a concept that has become unfashionable but which is still essential. The starting point of many such efforts to compare slave systems has naturally been the much-studied slavery in the Atlantic region which has been used to provide a paradigm with which to study any type of slavery anywhere in the world. However, while Mauritian slavery was 100 per cent colonial slavery, slavery in Zanzibar has been described as Islamic slavery. Both established plantation economies, although with different products, Zanzibar with cloves and Mauritius with sugar, and in both cases, the slaves faced a potential conflictual situation between former masters and slaves in the post-emancipation period. Another interesting focus in this book is the largely un-researched subject of female slaves. In Zanzibar, the privileged role of the suria whose status was defined by Sharia law was explored; and in Mauritius, the manumission of female slaves was explored as they formed the majority among manumitted slaves. The book will certainly prove helpful to those involved in comparing the Atlantic slave system with that of the Indian Ocean for the better understanding of both.
One of the major issues this book examines is what the African experience and identity have contributed to the debate on citizenship in the era of globalisation. This volume presents case studies of different African contexts, illustrating the gendered aspects of citizenship as experienced by African men and women. Citizenship carries manifold gendered aspects and given the distinct gender roles and responsibilities, globalisation affects citizenship in different way. It further examines new forms of citizenship emerging from the current era dominated by a neoliberal focus. This book is not exclusive in terms of theorisation but its focus on African contexts, with an in-depth analysis taking into consideration local culture and practices and their implications for citizenship, provides a good foundation for further scholarly work on gender and citizenship in Africa.
This book revisits the perennial challenge that scholars, economists, and politicians have been grappling with since the 1960s. Development, in this book, has been defined in a context that projects it as a multidimensional and complex process which seeks to enhance the human, social, economic and cultural welfare of the people. This book calls for a rethinking of trade and industry for Africa's development. It uses data drawn from national development plans and strategies, and trade and industry issues have been prioritized at the continental level, in key policy documents. On the whole Africa's industry and trade performance have been poor in spite of national, regional, and continental plans. The contributors to this volume propose some alternative strategies and policies which are necessary for trade and industry to grow and to contribute to the well-being of Africa's people. It calls for a developmental trade and industry policy which, fundamentally, must be people-centred. African states should invest time, energy and resources to develop policies which will take into consideration African realities.The different contributors are aware that Africa has experienced strong economic growth in the recent past but this growth has largely been due to a strong demand for Africa's primary commodity exports. It has also been a result of increases in productivity and domestic investment and remittances from Africans living in the Diaspora. It is important to note that despite this unprecedented growth performance, the impact of trade and industry on development has been limited. The book argues that a structural transformation of Africa's economies is inevitable if Africa is to achieve the shift from the dominant paradigm of production and export of primary goods. The various contributors to this book agree that there is need to rethink policy and strategy in order to achieve industrial development in Africa. There is no unique solution or answer that can fit all situations as African countries are not the same. While Africa can draw lessons from other regions which have successfully industrialized, this book argues that policies and strategies will have to be adapted to country-specific situations and circumstances.

The Council for the Development of Social Science Research in Africa, CODESRIA, held its 13th General Assembly, 5-9 December 2011, in Rabat Morocco. The theme of the scientific conference was: 'Africa and the Challenges of the Twenty-first Century'. Some of the reasons that influenced the choice of this theme were to do with how Africa should position itself in the new global political and economic order in the context of an increasingly complex neoliberal globalisation. Changes in intercultural relations at the global level, climate change, poverty, rapid urbanisation, the ICTs revolution, the emergence of a multi-polar world and the phenomenon of emerging powers of the South are some of the realities of our world that are widely and extensively discussed by both academics and policy-makers. This book contains the statutory lectures of the 13th General Assembly. Each one speaks to major challenges that African and the Global South are facing in this second decade of the Twenty-first Century: neoliberal globalisation, capital flight, the land question, gender relations, with a particular focus on matriarchy; and universalism.
This annotated bibliography provides a summary of scholarly work on children and youth in Africa published between 2001 and 2011. It draws from journal articles, monographs, and book chapters. This rich resource for scholars presents publications with a wide range of approaches to child and youth studies. Some scholars question certain views of children especially when it comes to their own agency and full participation in socioeconomic production at the household level. The idea that children are vulnerable social subjects is the predominant view that shaped much of the research reported on in this volume. Western restrictions, on specific age limits, that govern children's participation in work or labour, whether paid or not, and the subsequent rights that go along with them are often not easily translatable to many African contexts. This creates a kind of separation between African and Western scholars in their study and understanding of children. The overwhelming focus of research published on HIV/AIDS and orphans, violence and child-soldiers, children's rights, and street children, demonstrates the continued interest regarding children as vulnerable and in need of adult protection. Focusing on the vulnerability of children in Africa appears to be a result of the construction of childhood in terms of modern (mostly) Western perceptions which are based on chronological age mainly. This book is very important for all scholars working on children and the youth in Africa.
The fate of Sudan, by then the largest country in Africa, was clearly decided when results of the referendum vote were announced in February 2011. Policy makers, scholars and the international community began to grapple with critical issues that might arise after the independence of South Sudan and how different stakeholders were likely to react during the period of uncertainty. Political developments in Sudan were long-term outcomes of post-cold war revolutions in the world system after the Soviet Union collapsed. A domino effect of such events swept across Eastern Europe with some manifestations in the Horn of Africa. The fall of Mengistu Haile Mariam, marked the beginning of the redrawing of the map of Africa and posed a challenge to the long held principle of preservation of colonial borders that had been enshrined in the Charter of the Organisation of African Unity. The precedent set by the independence of Eritrea seemed to encourage southern Sudan to press forward for independence through a two pronged approach of armed struggle and diplomacy led by the Sudan People's Liberation Army/Movement. This book attempts to understand national, regional and continental dimensions of the unresolved issues that could result in the escalation of conflict in the Sudan. It examines internal dynamics of the Sudan after secession of the south and how these dynamics might affect neighbouring countries in the geopolitical regions: the Horn of Africa, the Great Lakes Region and Central Africa. A section of the book is dedicated to dynamics within South Sudan as a new state. Post-conflict South Sudan as country was marked by extreme poverty, lack of infrastructure and prevalence of inter-communal armed violence. This book proposes possible policies to prevent the country from descending into a state of economic and social chaos. The book provides the argument that equitable and rational transformative socio-economic programmes and policies could greatly reduce potentials for conflict. This book calls on policy makers to pursue policies that could lead to concrete projects planned to alleviate poverty and provision of basic social services such as education, health, and safe water. The book comes to the conclusion that political stability will depend on collective actions of stakeholders to ensure that peace prevails both in the north and the south to guarantee human security in the region.
This book is about how work enters and affects the lives of children in Africa, taking for granted neither the traditional values surrounding children's work, nor the international standards against it. Many African societies nurture their children on the ingrained notion that children must work as part of their process of growing up. Children participate in their families and communities through the work they do in the house and in whatever else their families do. Such views are, however, antithetical to the dominant views in Europe and North America which see childhood as a time of freedom from responsibility and economic activity. These views have become so popular with the elites in other countries to the extent that they now drive international campaigns against 'child labour', and have been incorporated into what are now considered universal international standards and conventions. This book was conceived within the framework of the CODESRIA tradition of taking African perspectives seriously and not allowing social research in Africa to become subservient to values from outside. African scholars remain keenly aware of the need not to isolate themselves from developments in the wider world, which could lead to stagnation. This book, through empirical observation of the lives of African children, the work they do, its place in their lives, and what the children say about it, proposes new perspectives towards a new understanding of this complex stage of human development. Work is not simply about the right to income: work provides identity and status in society, and participation in the community. People relate to one another through work. Those who do not work are often without status and are at the periphery of society. One of the major ways in which this book differs from most of the available literature is in the understanding it brings to the problem of 'child labour'. There are economic reasons why children may need an income of their own. There is the demographic fact that the proportion of children to adults in low-income countries is nearly double that in high-income societies. This book attempts to demonstrate that work is both necessary and beneficial in terms of a child's development to become a full, responsible, and respectable member of society.
Regional Economic Communities : Exploring the Process of Socio-economic Integration in Africa

This book examines how the existence of overlapping regional institutions has presented a daunting challenge to the workings of various Regional Economic Communities (RECs) on the African continent. The majority of the African countries are members of overlapping and, sometimes, contradictory RECs. For instance, in East Africa, while Kenya and Uganda are both members of EAC and COMESA, Tanzania, which is also a member of the EAC, left COMESA in 2001 to join SADC. In West Africa, while all former French colonies belong to ECOWAS, they simultaneously keep membership of UEMOA, an organization which is not recognized by the African Union (AU). Such multiple and confusing memberships create unnecessary duplication and dims the light on what ought to be priority. Various chapters in this book have therefore sought to identify and proffer solutions to related challenges confronting the workings of the RECs in different sub-regions of the African continent. The discourses range from security to the stock exchange, identity integration, development framework, labour movement and cross-border relations. The pattern adopted in the book involves devolution of related discussions from the general to the specific; that is, from the continental level to sub-regional case studies.
The agrarian reform dynamics in southern Africa have to be understood within the framework of colonial land policies and legislation that were designed essentially to expropriate land and natural resource property rights from the indigenous people in favour of the white settlers. Colonial land policies institutionalised racial inequity with regard to land although conditions are not homogeneous there are broad themes that cut across the southern Africa region. Colonialism dispossessed and impoverished the people by taking away the most productive lands. Neoliberal globalization has undermined the people's wellbeing through direct influences on agriculture and rural economies in conjunction with policies promoted by national governments and international agencies. Another shared feature is to be found in the high rates of unemployment, poor returns to small-scale agriculture, lack of access to social services such as health and education all of which serve to erode existing livelihood activities and perpetuate relative and absolute poverty in rural areas.
Development has been on Africa's agenda for a long time but progress has been both varied and limited, partly due to the diverse levels of the discussions on the challenges and the interventions for tackling them. Africa's greatest challenge is the uneven development within and between its countries, and the pressing issues of extreme poverty in southern Africa, and the continent as a whole. Poverty causes its victims to suffer social exclusion and political repression. In addition, societies that experience poverty are also mostly under continuous threat of ecological disasters and diseases. All poor people are therefore plagued by loss of freedom and dignity, and are often unable to participate effectively in the political, economic, legal and social processes of their countries. This book focuses on the social and cultural dimensions of development dynamics and, in particular, the role of values in shaping development. Values are at the core of the hopes and aspirations of individuals, communities and societies. The book therefore explains the values that motivate and inform African communities and societies, with a view to facilitating a dialogue about sustainable development in Africa among academics, intellectuals, policy and, and the communities. It also investigates the social and cultural dynamics of development in Africa, as a better alternative to earlier studies that blame African culture for poverty and exclude the people of Africa in their definition of developments in the continent. The significance of this book lies in its provision of a theoretical argument, from empirical perspective, on the role of values in the development of Africa; an argument that is capable of facilitating a dialogue about African development, which obviously proves more useful than either the imposition of a technical process or the announcement of a normative framework.
The Fast Track Land Reform Programme implemented during the 2000s in Zimbabwe represents the only instance of radical redistributive land reforms since the end of the Cold War. It reversed the racially-skewed agrarian structure and discriminatory land tenures inherited from colonial rule. The land reform also radicalised the state towards a nationalist, introverted accumulation strategy, against a broad array of unilateral Western sanctions. Indeed, Zimbabwe's land reform, in its social and political dynamics, must be compared to the leading land reforms of the twentieth century, which include those of Mexico, Russia, China, Japan, South Korea, Taiwan, Cuba and Mozambique. The fact that the Zimbabwe case has not been recognised as vanguard nationalism has much to do with the 'intellectual structural adjustment' which has accompanied neoliberalism and a hostile media campaign. This has entailed dubious theories of 'neopatrimonialism', which reduce African politics and the state to endemic 'corruption', 'patronage', and 'tribalism' while overstating the virtues of neoliberal good governance. Under this racist repertoire, it has been impossible to see class politics, mass mobilisation and resistance, let alone believe that something progressive can occur in Africa. This book comes to a conclusion that the Zimbabwe land reform represents a new form of resistance with distinct and innovative characteristics when compared to other cases of radicalisation, reform and resistance. The process of reform and resistance has entailed the deliberate creation of a tri-modal agrarian structure to accommodate and balance the interests of various domestic classes, the progressive restructuring of labour relations and agrarian markets, the continuing pressures for radical reforms (through the indigenisation of mining and other sectors), and the rise of extensive, albeit relatively weak, producer cooperative structures. The book also highlights some of the resonances between the Zimbabwean land struggles and those on the continent, as well as in the South in general, arguing that there are some convergences and divergences worthy of intellectual attention. The book thus calls for greater endogenous empirical research which overcomes the pre-occupation with failed interpretations of the nature of the state and agency in Africa.
Within the context of the absence of effective state sovereignty and the presence of numerous armed struggles for power, Nande traders have managed to build and protect self-sustaining, prosperous, transnational economic enterprises in eastern Congo. This book discusses the commercial enterprises of the Nande trust networks and the subsequent transnational community they have produced, thereby challenging the assumption that a 'weak state' or a 'failed state' or even a 'collapsed state' can be presumed to signal a 'failed' society. It demonstrates the fact that several sovereignties and property right systems can coexist side by side, reinforcing each other - an idea which seems inconceivable for those with a normative view of governmental institutions and state sovereignty. Rethinking the question of African state formation, the study contributes to the formulation of a more rigorously transnational and local paradigms in the study of post-colonial African state formations. It constitutes an original contribution to critical theory of societal responses to processes of state implosion, and the anthropology of new social formations that emerge when states disintegrate, especially in war-torn Africa. The book also discusses issues related to the dynamics of conflict, new state formation, transnational trade network, ethnicity, and global political and economic governance. In the midst of abundant anti-ethnic literature on African studies, this study posits that there may be a renewed usefulness and necessity in theorizing the salience and continuing production of 'ethnic' differences in a manner that challenges the notion of ethnicity as merely a devious and divisive invention of colonialism that must simply be overcome.
Education is an important tool for the development of human potential. Organizations and individuals interested in development consider knowledge, skills and attitudes, obtained through formal, non-formal and incidental learning, as invaluable assets. Therefore, it is necessary to reflect on fundamental elements that shape the process through which education is attained: How do people learn, and what are the conditions that facilitate effective learning? Answers to these questions demonstrate that no education can be politically neutral, because there is no value-free education. The traditional or indigenous education systems in Nigeria, which covered (and still cover) physical training, development of character, respect for elders and peers, development of intellectual skills, specific vocational trainings, developing a sense of belonging and participation in community affairs, and understanding, appreciating and promoting the cultural heritage of the community were, and are, not value-free. In other words, the goals and purpose of education, the content, the entire process and the procedures chosen for evaluation in education are all value-laden. This book attempts to show that the teaching-learning process in higher education, and religion, taught and learned through non-formal and informal education (or the hidden curriculum), and other socialization processes within and outside the formal school system, all interface to determine the persons that women become. This education enhances or limits women's capabilities, whether in the civic-political sphere or in their attempts to resist violence. Hence, education and religion have ways of empowering or disempowering women.

Philosophy and African Development: Theory and Practice appraises development in a holistic manner. It goes beyond the usual measurement in terms of economic achievement and widens the scope to include the impact that history of ideas, political theory, sociology, social and political philosophy, and political economy have had on development in Africa. It is a departure from the traditional treatment of development by economists who point towards the so-called time-tested assertions and recommendations for 'sustainable development', but which are yet bring about significant change in the economies of the so-called 'developing' societies. It is on account of the failures of the economic development theory, with its tepid prescriptions for 'sustainable development' and 'poverty reduction' that theories of development have now been expanded from mere economic analysis to include considerations of history, sociology, political economy and anthropology, as could be discovered in this book. Most of the contributions in this book have been prepared by philosophers across Africa and the United States who implicitly practise their discipline as one whose most effective modern function would be to appraise the human experience in all its dimensions from the standpoints of modern social and natural sciences, all disciplinary offspring of philosophy itself. With chapters ranging from issues of modernity and religious interpretations, the human right to development, the idea of 'African time', the primacy of mental decolonisation, and the type of education offered in Africa today and as a tool for development, to development planning, science, technology and globalisation, as well as issues of post coloniality among others. The tenor of the contributions is not only proportional, but also engaged in the meta-analysis of the theories on which the concept of development is founded and practised. This book is strongly recommended as a useful text in the hands of scholars, researchers and students of development studies. It approaches the important issue of African development from the broad perspective of the social sciences in general, and buttresses this with the keen analytical approach of its contributors.
The 21st century qualifies as one in which humanity raised environmental decay, especially climate change, as a key global concern requiring urgent political attention. The book Framework and Tools for Environmental Management in Africa is written from this perspective. It provides researchers from different disciplines including environmental sciences, engineering, commerce, planning, education, agriculture and law, as well as NGOs, government officials, policy makers and researchers, with a platform to engage with concerns relating to sustainable environmental management in this epoch. One of the weaknesses of research in Africa is the little consideration that is given to questions of epistemology and methodology. What we see is the trivialization of research protocols which, consequently, are reduced to fantasy prescriptions that detach social studies from universal debates over the validity of science rather than an interrogation of research procedures induced by the complexity of social dynamics. As a result, social sciences have become an imitative discourse and a recital of exotic anecdotes without perspectives. Knowledge production therefore loses any heuristic bearing. It is on the basis of this reality that attempts to correct this tendency have been made in this book by discussing the methodological foundation of social science knowledge. This volume is a collection of papers presented during methodological workshops organized by CODESRIA. Its objective is to revitalize theory and methodology in field work in Africa while contributing to the creation of a critical space hinged upon the mastery of epistemological bases which are indispensable to any scientific imagination. Far from being a collection of technical certainties and certified methods, this book interrogates the uncertain itinerary of the process of social logics discovery. In that sense, it is a decisive step towards a critical systemization of ongoing theories and practices within the African scientific community. The reader can, therefore, identify the philosophical, historical, sociological and anthropological foundations of object construction, field data exploitation and research results delivery. This book explains the importance of the philosophical and social modalities of scientific practice, the influence of local historical contexts, the different usages of new investigative tools, including the audiovisual tools. Finally, the book, backed by classical theories, serves as an invitation toward considering scientific commitment to African field research from a reflective perspective.
ECOWAS and the Dynamics of Conflict and Peace-building testifies to the fact that we cannot talk of West African affairs, more so of conflict and peace-building, without talking about ECOWAS. For over two decades now, West Africa has remained one of Africa's most conflict-ridden regions. It has been a theatre of some of the most atrocious brutalities in the modern world. It has, nonetheless, witnessed one of the most ambitious internal efforts towards finding regional solutions to conflicts through ECOWAS. The lead role of ECOMOG - the ECOWAS peacekeeping force - in search of peaceful solutions to civil wars in Liberia, Sierra Leone, Guinea Bissau and Cote d'Ivoire has yielded a mix of successes and failures. In this book, the authors take a candid look at the role that ECOWAS has played and show how the sub-regional organisation has stabilised and created new conditions conducive to nation building in a number of cases. Conversely, the book shows that ECOWAS has aggravated, if not created, new tensions in yet other cases. The comparative advantage that ECOWAS has derived from these experiences is reflected in the various mechanisms, protocols and conventions that are now in place to ensure a more comprehensive conflict prevention framework. This book provides a nuanced analysis of the above issues and other dynamics of conflicts in the region. It also interrogates the roles played by ECOWAS and various other actors in the context of the complex interplay between natural resource governance, corruption, demography and the youth bulge, gender and the conflicting interests of national, regional and international players.
The global perspectives adopted in this volume by the authors, from different academic disciplines and social experiences, ought not to be locked in sterile linearity which within process of globalisation would fail to perceive, the irreversible opening up of the worlds of the south. There is the need within the framework of the analyses presented here, to quite cogently define the sense of the notion of the market. The market here does not refer to saving or the localised exchange of goods, a perspective which is imposed by normative perceptions. In fact, a strictly materialistic reading of exchange would be included, since every social practice and interaction implies a communitarian transaction; meanwhile the exchange system under study here broadens to root out the obligation of the maximisation of mercantile profit from the cycle of exchange. Trade here would have a meaning closer to those of old, one of human interaction, in a way that one could also refer to ?bon commerce? between humans. In one way, trade places itself at the heart of social exchanges, included the power of money, and is carried along by a multitude of social interactions. The reader is called upon to take into account the major mercantile formations of the social trade system, the market society, without forgetting the diversity of exchange routes as well as the varying modalities of social construction, at the margins and within market logics ? those of implicit value in trade between humans ? which the texts herein also seek to review. The age-old project of restructuring the domestic economy, the market society as it has developed in the West, ? whence it has set out to conquer the whole wide world ? places at the very centre of the current capitalist expansion the challenge of imperatively reshaping gender identity, inter alia, in market relations.
This study explores the service-citizenship nexus in Nigeria, using the National Youth Service Corps (NYSC) programme as an empirical backdrop. It attempts to understand the relationship between civic service and citizenship on the one hand, and it examines the question as to whether youth service promotes a sense of citizenship and patriotism on the other. In the relevant studies on service and sociology, the assumption that service is antecedent to, and impacts positively on citizenship, is taken for granted. However, conclusions from this study call for an urgent rethinking of this wisdom. Using data from open-ended interviews, questionnaires and focus group discussions, the study traces the ways in which political dynamics in Nigeria have affected the implementation of the NYSC programme. The study articulates allegiance to national ideals as an essential foundation for creating and nurturing citizenship. Although it upholds the potential of national service as a tool for national integration, this research cautions against unalloyed faith in its presumed agency, arguing that the limitations imposed by the prevailing socio-political ecology should not be ignored.
The case for privatization, whether defined in a broad or narrow sense, has been forcefully made by its advocates against the backdrop of the much advertised poor performances of state-owned enterprises (SOEs) and theoretical arguments relating to the efficiency of private firms over public enterprises. Consequently, privatization and commercialization have been key components of the structural adjustment programmes foisted by the Bretton Woods institutions on Third World countries. Yet, the empirical findings on privatization, especially outside Africa where they exist, do not portray the strategy to be a panacea that works in all circumstances in all branches of economic activity. In spite of this, since the late 1980s, privatization has been stepped up in almost all African countries. And after about two decades of vigorous implementation of privatization programmes in Africa, there is a compelling need for a comprehensive and systematic analysis of various privatization issues, particularly the economic and social impact. This book thus establishes a clear case for a comprehensive and systematic analysis of the impact of privatization in Africa. Specifically, the book provides a state-of-the art review of privatization issues and research questions as a prelude to an in-depth study of the economic and social impact of privatization. In the light of the rich insights brought to bear on the issues, this book should stimulate the interest of researchers, donors and policy makers to undertake or support the follow-up in-depth research envisaged.
This is the second of a two-volume work taking stock of the study of Africa in the twenty-first century: its status, research agenda and approaches, and place. It is divided into two parts, the first entitled Globalisation Studies and African Studies, and the second, African Studies in Regional Contexts. Topics addressed in part one include: trans-boundary formations and the study of Africa; global economic liberalisation and development in Africa; African diasporas, academics and the struggle for a global epistemic presence; and the problem of translation in African studies. Part two considers: African and area studies in France, the US, the UK, Australia, Germany and Sweden; anti-colonialism and Russian/soviet African studies; African studies in the Caribbean in historical perspective; the teaching of African history and the history of Africa in Brazil; African studies in India; African studies and historiography in China in the twenty-first century; and African studies and contemporary scholarship in Japan.
This monograph highlights the necessity for taking preventive measures in the form of peace-building as a sustainable and long-term solution to conflicts in West Africa, with a special focus on the Mano River Union countries. Apart from the Mano River Union countries, efforts at resolving other conflicts in say, Guinea Bissau, Senegal, C?te d'Ivoire and Nigeria, have suffered from a lack of attention on the post-conflict imperatives of building peace in order to ensure that sustainable peace is achieved. Given the often intractable and inter-related nature of conflicts in this region, it argues for the need to revisit the existing mechanisms of conflict resolution in the sub-region with a view to canvassing a stronger case for stakeholders towards adopting the peace-building strategy as a more practical and sustainable way of avoiding wars in the sub-region. Peace-building in consonance with its infrastructure is a more sustainable approach to ensuring regional peace and stability and, therefore, ensuring development for the peoples of West Africa. Scholars in the Marketplace : The Dilemmas of Neo-Liberal Reform at Makerere University, 1989-2005

Scholars in the Marketplace is a case study of market-based reforms at Uganda's Makerere University. With the World Bank heralding neoliberal reform at Makerere as the model for the transformation of higher education in Africa, it has implications for the whole continent. At the global level, the Makerere case exemplifies the fate of public universities in a market-oriented and capital friendly era. The Makerere reform began in the 1990s and was based on the premise that higher education is more of a private than a public good. Instead of pitting the public against the private, and the state against the market, this book shifts the terms of the debate toward a third alternative than explores different relations between the two. The book distinguishes between privatisation and commercialisation, two processes that drove the Makerere reform. It argues that whereas privatisation (the entry of privately sponsored students) is compatible with a public university where priorities are publicly set, commercialisation (financial and administrative autonomy for each faculty to design a market-responsive curriculum) inevitably leads to a market determination of priorities in a public university. The book warns against commercialisation of public universities as the subversion of public institutions for private purposes.
Hitherto the human rights debate in Africa has concentrated on the legal and philosophical. The author, Professor of Law at the University of Dar es Salaam, here moves the debate to the social and political planes. He attempts to reconceptualise human rights ideology from the standpoint of the working people in Africa. He defines the approach as avoiding the pitfalls of the liberal perspective as being absolutist in viewing human rights as a central question and the rights struggle as the backbone of democratic struggles. The author maintains that such a study cannot be politically neutral or intellectually uncommitted. Both the critique of dominant discourse and the reconceptualisation are located within the current social science and jurisprudential debates.
Youth and Higher Education in Africa : The Cases of Cameroon, South Africa, Eritrea and Zimbabwe

Student activism in Africa, at least since the early 1990s, has been preoccupied with popular struggles for democracy in both their respective countries and institutions of higher learning. The changing socio-economic and political conditions in many African countries, characterized by the decline in economic growth and the introduction of multi-party politics, among several other factors, have had different impact on students and student political organizations in African universities. This book recounts the responses of students to these changes in their attempt to negotiate better living and studying conditions. The four case studies contained in the book - Cameroon, South Africa, Zimbabwe and Eritrea - clearly reveal the very important aspects of the situation in which African students find themselves in many countries, and underscores the need to understand the character and development of higher education on the continent. Ministries of Higher Education, Vice Chancellors, Deans of Students, Student Unions and parents will find this book very useful in terms of understanding the tensions that often arise at institutions of higher learning and why solutions seem to be elusive.

The five research reports that constitute this monograph are a fruit of the collaboration between the Council for the Development of Social Science Research in African (CODESRIA) and the Social Science Research Council (SSRC), two institutions with a longstanding interest in the study of youth and social transformations in Africa. Under the collaboration, 12 young African researchers were able to benefit from fellowships, workshops and the expertise of resource persons. The studies contribute significant empirical insights from five different countries (Tanzania, Ethiopia, Mozambique, Zimbabwe and Cameroon) to ongoing debates on how youth and social processes in Africa shape, and are shaped, by the HIV/AIDS pandemic.
