Viel Sicheres ist über das Institut zum Studium des Faschismus/L'institut pour l'étude du Fascisme (INFA) nicht bekannt. Den Grundstock unseres Wissens bilden noch immer die Erinnerungen von Arthur Koestler und Manès Sperber, die natürlich auch Ungenauigkeiten aufweisen, zumal beide nur zeitweise zum Institut gehörten. Eine bis heute nicht übertroffene Gesamtdarstellung der Aktivitäten des Instituts gibt die sorgfältig und umfangreich recherchierte wissenschaftliche Studie von Jacques Omnès. Auch sie ist zum größten Teil auf das Gedächtnis ehemaliger Mitarbeiter angewiesen, kann sich aber auch auf Archivquellen und einige zeitgenössische Publikationen aus dem Umkreis des Instituts stützen. Sofern nicht wesentlich neue Materialien aufgefunden werden können, wird sich jede künftige Aussage zum INFA auf diese Darstellung beziehen müssen. Das gilt auch für den vorliegenden Text, der den von Omnès zusammengetragenen Quellen weitgehend verpflichtet ist und nur wenige - aber immerhin einige - bisher unbekannte oder nicht ausgewertete Belege und Hinweise hinzufügen kann.
During SPURT (Spurenstofftransport in der Tropopausenregion, trace gas transport in the tropopause region) we performed measurements of a wide range of trace gases with different lifetimes and sink/source characteristics in the northern hemispheric upper troposphere (UT) and lowermost stratosphere (LMS). A large number of in-situ instruments were deployed on board a Learjet 35A, flying at altitudes up to 13.7 km, at times reaching to nearly 380 K potential temperature. Eight measurement campaigns (consisting of a total of 36 flights), distributed over all seasons and typically covering latitudes between 35° N and 75° N in the European longitude sector (10° W–20° E), were performed. Here we present an overview of the project, describing the instrumentation, the encountered meteorological situations during the campaigns and the data set available from SPURT. Measurements were obtained for N2O, CH4, CO, CO2, CFC12, H2, SF6, NO, NOy, O3 and H2O. We illustrate the strength of this new data set by showing mean distributions of the mixing ratios of selected trace gases, using a potential temperature – equivalent latitude coordinate system. The observations reveal that the LMS is most stratospheric in character during spring, with the highest mixing ratios of O3 and NOy and the lowest mixing ratios of N2O and SF6. The lowest mixing ratios of NOy and O3 are observed during autumn, together with the highest mixing ratios of N2O and SF6 indicating a strong tropospheric influence. For H2O, however, the maximum concentrations in the LMS are found during summer, suggesting unique (temperature- and convection-controlled) conditions for this molecule during transport across the tropopause. The SPURT data set is presently the most accurate and complete data set for many trace species in the LMS, and its main value is the simultaneous measurement of a suite of trace gases having different lifetimes and physical-chemical histories. It is thus very well suited for studies of atmospheric transport, for model validation, and for investigations of seasonal changes in the UT/LMS, as demonstrated in accompanying and elsewhere published studies.
Zum Start einer gemeinsam geplanten Monatsschrift wünschte Siegfried Jacobsohn im September 1926 von Tucholsky den Entwurf für die erste programmatische Seite. Darüber hinaus aber - heißt es dann in Jacobsohns Brief weiter - rate er ihm, einen Artikel mit dem Titel "Der Jahrhundertkerl Heine" zu schreiben. Pompös und ausgiebig sollte dieser Artikel sein, denn es lasse sich darin "wunderschön alles sagen, was wir von der Gegenwart und Zukunft fordern". Jacobsohn sah in einem solchen Artikel Tucholskys "die Hauptsache" für die erste Nummer dieser neuen Zeitschrift, die - vorläufig - als "Das Jahrhundert" angekündigt werden sollte.
Der Vorschlag war nicht neu, denn schon ein Jahr zuvor hatte Jacobsohn seinem Freund und Autor nahegelegt, er solle doch "in einem ganz großen, ganz ernsten Aufsatz den Politiker Heine neu entdecken". Auch das bewundernd-derbe Wort vom "Jahrhundertkerl" Heinrich Heine findet sich bereits hier. Das folgende Jahrhundert, das 20., meint Jacobsohn, habe - zumindest in seinem ersten Viertel - seinesgleichen nicht hervorgebracht. Der politische Heine wird also von Jacobsohn akzentuiert, ja, eine aktuelle Charakteristik seiner Vorstellungen geradezu als eine Neuentdeckung betrachtet. Wie weit das zutrifft, sei dahingestellt - um ein zeitgemäßes Verständnis des Schriftstellers Heine bemühten sich damals auch andere. Entscheidend ist, daß es Jacobsohn dabei um Heine als eine programmatische Leitfigur ging, er hoffte - wie es in einem anderen Brief an Tucholsky heißt - auf "einen Hymnus auf Heine, der Dir und mir aus dem Innersten käme".
