Energy Transition in Africa

The world?s demand for energy coupled with a decreasing stock and supply of fossil fuels is propelling the transition to renewable sources of energy. This global movement presents many opportunities and challenges to Africa. If Africa can identify the opportunities and start to position itself, with its abundant sources of renewable energy, it stands a chance of being a global player in the production and supply of renewable energy. Achieving this will, however, require a combination of effective planning and investment on infrastructure, skills and technology. In determining how this should be done, this publication has brought together some of Africa?s leading experts in the field. The book sets out a foundation for Africa?s role in harnessing renewable energy by highlighting an ideal mix of investment, resource use, skills development and infrastructure management which the authors believe Africa needs in order to migrate successfully to a green economy that is supported by renewable energy. In policy terms, a pan-African approach is required to drive African policy on renewable energy that will cater for Africa?s economies. This should also demonstrate a political will to carry the policy through and to establish an environment that encourages private investment as well as providing access to carbon credit finances. In this new era of what has been termed ?the second scramble for Africa?, the authors? views on Africa?s potential to supply renewable energy present hope that Africa can lead in the supply of renewable energy.
The ongoing crisis in Zimbabwe has led to an unprecedented exodus of over a million desperate people from all strata of Zimbabwean society. The Zimbabwean diaspora is now truly global in extent. Yet rather than turning their backs on Zimbabwe, most maintain very close links with the country, returning often and remitting billions of dollars each year. Zimbabwe's Exodus. Crisis, Migration, Survival is written by leading migration scholars many from the Zimbabwean diaspora. The book explores the relationship between Zimbabwe's economic and political crisis and migration as a survival strategy. The book includes personal stories of ordinary Zimbabweans living and working in other countries, who describe the hotility and xenophobia they often experience.
This volume, titled Africas Growing Role in World Politics,' includes a selection of papers dedicated to the problems of the contemporary international relations and foreign policies of the African states. Most of these papers were presented at the panels, held within the framework of the 13th International Conference of Africanists Society and Politics in Africa: Traditional, Transitional and New (Moscow, Russia, May 27-30, 2014). The book contains many articles devoted to the Western countries policies in Africa. On the background of the ongoing competition between Washington and Beijing, the US Administration has recently increased the amount of attention it pays to the continent. European Union is also actively developing its strategic partnership with Africa. The authors analyze thoroughly the ongoing cooperation between African states and a great emerging donor and investor - China. They particularly address the question about possible implications of Chinas African policy for the countries of the continent. Major attention is given to Sudan and South Sudan. One of the urgent problems addressed by this book is the situation with African IDPs and refugees, their life conditions in camps and the measures for their transition to normal life.

This is the first book on German-African economic relations published in Russia in the last 25 years. It covers a whole spectrum of Germany's bi-lateral and multilateral relations with the countries of Africa, including commercial ties, money transfers, direct and portfolio investment, movement of labor resources, etc. Special attention is given to the legal framework and political context of German-African cooperation. Germany's role in implementing EU joint policy in Africa is analyzed in detail for the first time in the Russian economic literature. The book will be of interest to scholars, university students as well as business people, interested in the contemporary economic, political and social development of Africa.

One World, Many Knowledges : Regional experiences and cross-regional links in higher education

Various forms of academic co-operation criss-cross the modern university system in a bewildering number of ways, from the open exchange of ideas and knowledge, to the sharing of research results, and frank discussions about research challenges. Embedded in these scholarly networks is the question of whether a ?global template? for the management of both higher education and national research organisations is necessary, and if so, must institutions slavishly follow the high-flown language of the global ?knowledge society? or risk falling behind in the ubiquitous university ranking system? Or are there alternatives that can achieve a better, ?more ethically inclined, world? Basing their observations on their own experiences, an interesting mix of seasoned scholars and new voices from southern Africa and the Nordic region offer critical perspectives on issues of inter- and cross-regional academic co-operation. Several of the chapters also touch on the evolution of the higher education sector in the two regions. Our activities are based on the values of democracy, equity, and mutually beneficial academic engagement.
In 1973, Yashev Raval wrote The Power of Wisdom, correctly pointing out that collusion between East and West had kept not only the balance of terror but provided the glue that kept geographic spheres of influence stable. Africa was part of that arena for global rivalry. With the collapse of the Union of Soviet Socialist Republics in 1991, the stifling grip the superpowers had exercised throughout the world was fundamentally altered. The transformation of the international security system, coupled with political democratization, allowed the partial reorganisation of the security establishments on the African continent to embark upon the New African Civil Military Relations (ACMR). In the last decade and half, the implosion of African states exposed to forces of democratization has escalated, manifest in Algeria, Egypt, Mali, Madagascar, Somalia, South Sudan, Central African Republic and Lesotho. At the heart of the states implosion has been weak, fragile and partisan defence and security institutions a phenomenon that requires urgent research intervention to guide the much-needed reforms. In 2014, the Russian Academy of Sciences hosted the bi-annual African Studies Conference, with the lead author accorded the responsibility of organizing a Session on ACMR. From amongst some of the exciting Abstracts presented, authors submitted these as full chapters for this book which captures International African Studies Perspectives, managed by the African Public Policy & Research Institute (APPRI). This process was further facilitated by one of the presenters and now co-editor, Maj Henrik Laugesen from the Royal Danish Defence College, who agreed to lead on the fundraising succeeding in securing support from the Royal Danish Defence College. The result is this book.
Between 1992 and 1994 Malawi underwent a remarkable transition from dictatorship to democracy. Truly a transformation of power! Yet this period of profound change raised many issues of power and accountability. In this book some of the key questions are explained and addressed from a theological perspective. The year 1999 was a watershed in the history of Nigeria as it witnessed the peaceful transfer of power from the military to the political class. ECOWAS and the Dynamics of Conflict and Peace-building testifies to the fact that we cannot talk of West African affairs, more so of conflict and peace-building, without talking about ECOWAS. For over two decades now, West Africa has remained one of Africa's most conflict-ridden regions. It has been a theatre of some of the most atrocious brutalities in the modern world. It has, nonetheless, witnessed one of the most ambitious internal efforts towards finding regional solutions to conflicts through ECOWAS. The lead role of ECOMOG - the ECOWAS peacekeeping force - in search of peaceful solutions to civil wars in Liberia, Sierra Leone, Guinea Bissau and Cote d'Ivoire has yielded a mix of successes and failures. In this book, the authors take a candid look at the role that ECOWAS has played and show how the sub-regional organisation has stabilised and created new conditions conducive to nation building in a number of cases. Conversely, the book shows that ECOWAS has aggravated, if not created, new tensions in yet other cases. The comparative advantage that ECOWAS has derived from these experiences is reflected in the various mechanisms, protocols and conventions that are now in place to ensure a more comprehensive conflict prevention framework. This book provides a nuanced analysis of the above issues and other dynamics of conflicts in the region. It also interrogates the roles played by ECOWAS and various other actors in the context of the complex interplay between natural resource governance, corruption, demography and the youth bulge, gender and the conflicting interests of national, regional and international players.
The global perspectives adopted in this volume by the authors, from different academic disciplines and social experiences, ought not to be locked in sterile linearity which within process of globalisation would fail to perceive, the irreversible opening up of the worlds of the south. There is the need within the framework of the analyses presented here, to quite cogently define the sense of the notion of the market. The market here does not refer to saving or the localised exchange of goods, a perspective which is imposed by normative perceptions. In fact, a strictly materialistic reading of exchange would be included, since every social practice and interaction implies a communitarian transaction; meanwhile the exchange system under study here broadens to root out the obligation of the maximisation of mercantile profit from the cycle of exchange. Trade here would have a meaning closer to those of old, one of human interaction, in a way that one could also refer to ?bon commerce? between humans. In one way, trade places itself at the heart of social exchanges, included the power of money, and is carried along by a multitude of social interactions. The reader is called upon to take into account the major mercantile formations of the social trade system, the market society, without forgetting the diversity of exchange routes as well as the varying modalities of social construction, at the margins and within market logics ? those of implicit value in trade between humans ? which the texts herein also seek to review. The age-old project of restructuring the domestic economy, the market society as it has developed in the West, ? whence it has set out to conquer the whole wide world ? places at the very centre of the current capitalist expansion the challenge of imperatively reshaping gender identity, inter alia, in market relations.
Youth and Higher Education in Africa : The Cases of Cameroon, South Africa, Eritrea and Zimbabwe

Student activism in Africa, at least since the early 1990s, has been preoccupied with popular struggles for democracy in both their respective countries and institutions of higher learning. The changing socio-economic and political conditions in many African countries, characterized by the decline in economic growth and the introduction of multi-party politics, among several other factors, have had different impact on students and student political organizations in African universities. This book recounts the responses of students to these changes in their attempt to negotiate better living and studying conditions. The four case studies contained in the book - Cameroon, South Africa, Zimbabwe and Eritrea - clearly reveal the very important aspects of the situation in which African students find themselves in many countries, and underscores the need to understand the character and development of higher education on the continent. Ministries of Higher Education, Vice Chancellors, Deans of Students, Student Unions and parents will find this book very useful in terms of understanding the tensions that often arise at institutions of higher learning and why solutions seem to be elusive.

When, why and how can religion and culture be both sources, and places of expression for fundamentalisms, particularly in relation to politics? Those are the central questions asked throughout this book alongside a discussion on the result when religion, strenthened by culture, is used as a political tool to access moral and social power. Cultural and religious messages often form the basis of decisions, laws and programs made in politics, and have a direct effect on society in general, and on women and gender relations in particular. This volume charts the widening frontiers of black literary aesthetics using the prose and dramatic fictions of writers from Africa and the African diaspora. The chapters come in two interactive phases of current critical discourses involving rejoinders from past-present concerns and issues of cultural and contemporary modernity. These studies stress the argument that African literature is hardly discussed outside contemporary history and that the reason for the apparent disconnection among groups in Africa and the diaspora can be traced to the disparate elements within the continent and diaspora.
Gender Issues in African Literature examines the ways in which some protagonists of African fictions are made to counter and challenge intertwined Western discourses on gender, employment, sexuality, and health. Here the conflict between Tradition and Modernity is argues from the favourite premise of male supremacist ideology showing how women have -unlearned- these false concepts to build a sustained feminist movement and (re)learn the value of sisterhood. There is a bold attempt to reread Achebe as a consistent in urging women to fight the seemingly oppressive structures that have traditionally discriminated against them, and to disregard their diversity and embrace their unity. A chapter of Feminist Re-writing disagrees with the attempt to equate theory with political activism and presents Feminist literature as more than a verbal assertion that points to Feminist aesthetics and politics. The use of the trauma theory and testimonio literature to explore traumatisation of female characters and its impact for Zimbabwean civil society is a useful addition to these gender studies in African literature.
In literature the ambiguous portraiture of female characters by some male writers and the phallic nature of men's writings have proved a matter of concern to female writers in Africa. For decades within African writing the issue of silencing was interrogated particularly as it addressed the muting and marginalisation of black women by male writers through the script of patriarchy which men follow. In this series we continue the literary and dramatic tradition of feminist concern for women's issues and we review novels, plays and poetry which demonstrate a commitment to exploring the challenges facing modern women in changing times and excerpting the issues of gender, feminism, identity, race, history, national and international politics specifically as they affect women. Female Subjectivities collectively answers the need to question and adumbrate the possibilities of literary revisions, showing what it would mean to revise even the Feminist psychoanalyst in a discourse on the subjectivity of women of colour.
This edition commits to the depths of black identities in modern black texts. The cultural reclamation of an African origin and/or roots as tied to the solemn remembrance of the Ancestor has demanded the intense attention of enlightened black writers for the social and psychic revaluation of their generation and others that follow. In this series we further examine the status of the oral performer in African traditional societies which encouraged a wide range of human expression to create identity for members of the community Africa -and we have proposed a challenge to sustain the methods of creative transmission through the continuing presence of these African performers who are living proofs of the survival of her oral traditions, especially in the propulsion of communicative action and the communicative strength of men, women and children in the community.
This study of oral tradition in African literature is borne from the awareness that African verbal arts still survive in works of discerning writers and in the conscious exploration of its tropes, perspectives, philosophy and consciousness, its complementary realism, and ontology, for the delineation of authentic African response to memory, history and other possible comparisons with modern existence such as witnessed in recent developments of the African novel. In this series we have strived to adopt innovative and multilayered perspectives on orality or indigeneity and its manifestations on contemporary African and new literatures. These studies use multi-faceted theories of orality which discuss and deconstruct notions of history, truth-claims and identity-making, not excluding gender and genealogy (cultural and biological) studies in African contexts.
Crossing Borders showcases intellectual attempts to commit the process of African interrogation of postcoloniality and postmodernity to the exploration of perspectives on black identities and interactions of contemporary cultural expressions beyond the borders of Africa and across the Atlantic. We have particularised on theoretical and critical perspectives that show how the controversial influence of westernisation of Africa has demanded remedial visions and counteractive propositions to the cycle of abuses and fragmentation of the continent. We have consequently distilled some very significant historic and informative insights on modern African and black literary traditions methodically espoused to articulate the greater unity in the diversities, fusions and hybrids that have been embedded in the external and subjective realities of our universe.

This book focuses on African childhood and youth within the context of development and socialization where children are expected to be moulded in the image of adults. In many African societies children are generally held as passive bearers of the demands of adults, regardless of the fact that they are often exposed to a multitude of challenges that originate from the capriciousness of those adults. However, buoyed by international conventions and national legislations that offer them greater protection, and the ubiquitous internet that exposes them to childhood and youth experiences elsewhere, many of them are increasingly becoming assertive in homes, schools, and communities as well as re-invigorating their survival and self-preservation instincts. It is in this regard that this book, through the various chapters, engages with their competencies, skills and creativity to respond to experiential challenges as independent migrants or ones under coercion working in city streets and markets or cocoa farms or juggling work and schooling in pursuit of some education. Confronted with their parents' and siblings' health predicaments and the inadequacies of state and familial care, or urgent negotiation of their sexualities, they demonstrate incredible resilience. Similarly, their perceptiveness is demonstrated in a unique appreciation of politics and its actors and a capacity to assume responsibilities beyond their chronological age. Thus while highlighting some of the challenges confronting African children, the book provides gripping evidence of how they resiliently negotiate those challenges.
Achieving a new integration of Africa into the world economy in the neoliberal era prompts discussion of the success and failure of economic policies undertaken so far in African countries; And how to address the factors that currently hamper Africa's development in a globalized economy. What does globalization mean for Africa? What changes does it imply? Which models of development impose, and under what conditions? A comprehension essay is presented in this book.
This book brings together recent and ongoing empirical studies to examine two relational kinds of politics, namely, the politics of nature, i.e. how nature conservation projects are sites on which power relations play out, and the politics of the scientific study of nature. These are discussed in their historical and present contexts, and at specific sites on which particular human-environment relations are forged or contested. This spatio-temporal juxtaposition is lacking in current research on political ecology while the politics of science appears marginal to critical scholarship on social nature. Specifically, the book examines power relations in nature-related activities, demonstrates conditions under which nature and science are politicised, and also accounts for political interests and struggles over nature in its various forms. The ecological, socio-political and economic dimensions of nature cannot be ignored when dealing with present-day environmental issues. Nature conservation regulations are concerned with the management of flora and fauna as much as with humans. Various chapters in the book pay attention to the ways in which nature, science and politics are interrelated and also co-constitutive of each other. They highlight that power relations are naturalised through science and science-related institutions and projects such as museums, botanical gardens, wetlands, parks and nature reserves.

Post Colonial Identities revisits issues regarding the newer literature within the expansive African heritage of diverse regional and national groupings. It is poised at substantiating the uniformity of Africa in terms of literary and cultural movements, and lending some inter-disciplinary insights on the whole body of literature through twentieth century history.
With new integrative and indigenous approaches to literary affairs the focus of this volume is on the influence of tradition in African writing. Using the work of Chinua Achebe two scholars from outside Africa offer insight on oratorical devices in modern African fiction, two chapters follow which, by fusing traditional elements in transitional societies, illustrate the cultural awareness that touch on the exalted role of the artist in their communities. The post colonial rhetoric also continues with echoes of political commitment on modern poetry - town issues in the discourse of Africa's literary progress in the last decade. The growing concern for African youth development is at the heart of a dialogue with children's fiction writer Anezi Okoro. Two scholars of Africa orature have written on the birth songs of Cameroonian women performers and the riddle contents of youth artists from Nigerian in a manner which recognises the immediate relevance of this cherished but neglected part of African literary aesthetics.

Twenty Years of Education Transformation in Gauteng 1994 to 2014: An Independent Review presents a collection of 15 important essays on different aspects of education in Gauteng since the advent of democracy in 1994. These essays talk to what a provincial education department does and how and why it does these things - whether it be about policy, resourcing or implementing projects. Each essay is written by one or more specialist in the relevant focus area. The book is written to be accessible to the general reader as well as being informative and an essential resource for the specialist reader. It sheds light on aspects of how a provincial department operates and why and with what consequences certain decisions have been made in education over the last 20 turbulent years, both nationally and provincially. There has been no attempt to fi t the book's chapters into a particular ideological or educational paradigm, and as a result the reader will find differing views on various aspects of the Gauteng Department of Education's present and past. We leave the reader to decide to what extent the GDE has fulfilled its educational mandate over the last 20 years.

Driving Change tells a story that exemplifies a basic law of physics, known to all - the application of a relatively small lever can shift weight, create movement and initiate change far in excess of its own size. It tells a story about a particular instance of development cooperation, relatively modest in scope and aim that has nonetheless achieved remarkable things and has been held up as an exemplar of its kind. It does not tell a story of flawless execution and perfectly achieved outcomes: it is instead a narrative that gives some insight into the structural and organisational arrangements, the institutional and individual commitments, and above all, the work, intelligence and passion of its participants, which made the SANTED Programme a noteworthy success.
Looking at two smaller-scale systemic school improvement projects implemented in selected district circuits in the North West and Eastern Cape by partnerships between government, JET Education Services, and private sector organisations, this book captures and reflects on the experiences of the practitioners involved. The Systemic School Improvement Model developed by JET to address an identified range of interconnected challenges at district, school, classroom and household level, is made up of seven components. In reflecting on what worked and what did not in the implementation of these different components, the different chapters set out some of the practical lessons learnt, which could be used to improve the design and implementation of similar education improvement projects. Many of the lessons in this field that remain under-recorded to date relate to the step-by-step processes followed, the relationship dynamics encountered at different levels of the education system, and the local realities confronting schools and districts in South Africa's rural areas. Drawing on field data that is often not available to researchers, the book endeavours to address this gap and record these lessons. It is not intended to provide an academic review of the systemic school improvement projects. It is presented rather to offer other development practitioners working to improve the quality of education in South African schools, an understanding of some of the real practical and logistical challenges that arise and how these may be resolved to take further school improvement projects forward at a wider district, provincial and national scale.
Elections and Governance in Nigerias Fourth Republic is a book about Nigerian politics, governance and democracy. This book brings together contributions on the challenges of the environment, agriculture and cross-border migrations in Africa; key areas that have become critical for the continents development. The central theme running through these contributions is that Africas development challenges can be attributed to its human and natural ecology. Contrasted with the Cold War epoch, current developments have ushered us into a world of long and uncertain transitions characterized by a search for new pathways including investment in large-scale agriculture by big finance, attempts to revitalize existing agriculture and reworking of social policy. A major twist relates to environmental questions, especially climate change and its global effects, leading to all forms of cross-border migrations and the emergence of new areas of strategic interest such as sub-regional developments as in the Gulf of Guinea. Regional Economic Communities : Exploring the Process of Socio-economic Integration in Africa

This book examines how the existence of overlapping regional institutions has presented a daunting challenge to the workings of various Regional Economic Communities (RECs) on the African continent. The majority of the African countries are members of overlapping and, sometimes, contradictory RECs. For instance, in East Africa, while Kenya and Uganda are both members of EAC and COMESA, Tanzania, which is also a member of the EAC, left COMESA in 2001 to join SADC. In West Africa, while all former French colonies belong to ECOWAS, they simultaneously keep membership of UEMOA, an organization which is not recognized by the African Union (AU). Such multiple and confusing memberships create unnecessary duplication and dims the light on what ought to be priority. Various chapters in this book have therefore sought to identify and proffer solutions to related challenges confronting the workings of the RECs in different sub-regions of the African continent. The discourses range from security to the stock exchange, identity integration, development framework, labour movement and cross-border relations. The pattern adopted in the book involves devolution of related discussions from the general to the specific; that is, from the continental level to sub-regional case studies.
Many African countries achieved independence from their colonisers over five decades ago, but the people and the continent largely remain mere spectators in the arena of their own dance. The post-independence states are supposed to be sovereign, but the levers of economic and political powers still reside in the donor states. Not in many fora is the complex reality that defines Africa more trenchantly articulated than in imaginative literature produced about and on the continent. This is the crux of the essays collected in African Literature and the Future. The book reflects on Africa's past and present, addressing anxieties about the future through the epistemological lens of literature. The contributors peep ahead from a backward glance. They dissect the trend and tenor of politics and their impact on the socio-cultural and economic development of the continent as portrayed in imaginative writings over the years. One salient feature of African literature is the close affinity between art and politics in its polemics. This is well established in all the six essays in the book as the authors stress the interconnections between literature and society in their textual analyses. On the whole, there is an overwhelming feeling of angst and pessimism, but the authors perceive a glimmer of hope despite daunting odds, under different conditions. Thus, they depict the plausible fate of Africa in the twenty-first century, as informed by its ancient and recent past, gleaned from primary texts.
The Council for the Development of Social Science Research in Africa, CODESRIA, held its 13th General Assembly, 5-9 December 2011, in Rabat Morocco. The theme of the scientific conference was: 'Africa and the Challenges of the Twenty-first Century'. Some of the reasons that influenced the choice of this theme were to do with how Africa should position itself in the new global political and economic order in the context of an increasingly complex neoliberal globalisation. Changes in intercultural relations at the global level, climate change, poverty, rapid urbanisation, the ICTs revolution, the emergence of a multi-polar world and the phenomenon of emerging powers of the South are some of the realities of our world that are widely and extensively discussed by both academics and policy-makers. This book contains the statutory lectures of the 13th General Assembly. Each one speaks to major challenges that African and the Global South are facing in this second decade of the Twenty-first Century: neoliberal globalisation, capital flight, the land question, gender relations, with a particular focus on matriarchy; and universalism.
The present volume, which is the 5th in the Nigerian Linguists Festschrift Series, is devoted to Professor Munzali A. Jibril, a celebrated icon in university administration, and an erudite Professor of English Linguistics. The title of this special edition was specifically chosen to crown Professor Jibril?s academic prowess in both English and indigenous Nigerian languages, and to mark and laud his official departure from active university lectureship. 72 assessed papers are included from the many submitted. Papers cover the main theme of the volume, i.e. the interaction between English and indigenous Nigerian languages, and there are a number of papers on other secular areas of linguistics such as: language and history, language planning and policy, language documentation, language engineering, lexicography, translation, gender studies, language acquisition, language teaching and learning, pragmatics, discourse and conversational analysis, and literature in English and African languages. Developing a Sustainable Economy in Cameroon is an ambitious effort as the authors try to set a blue print for Cameroon's economy. In the 1980s facing economic crisis, and as dictated by the structural adjustment programme, Cameroon sharply cut public investment expenditures before later cutting government consumption which were followed by privatisation, liquidation of public companies and reduction in the size of the public sector. All these measures are believed to have had devastating effects on the economy. Given the performance of the economy so far the authors suggest that much more effort, with a strong commitment of the main stakeholders, is required to guarantee sustainable economic development in Cameroon. Truly, very few countries in Africa possess such enormous human and natural resources as Cameroon does. This volume brings out the challenges Cameroon faces in its quest for development as well as for designing appropriate strategies for addressing those development challenges.
One of the major issues this book examines is what the African experience and identity have contributed to the debate on citizenship in the era of globalisation. This volume presents case studies of different African contexts, illustrating the gendered aspects of citizenship as experienced by African men and women. Citizenship carries manifold gendered aspects and given the distinct gender roles and responsibilities, globalisation affects citizenship in different way. It further examines new forms of citizenship emerging from the current era dominated by a neoliberal focus. This book is not exclusive in terms of theorisation but its focus on African contexts, with an in-depth analysis taking into consideration local culture and practices and their implications for citizenship, provides a good foundation for further scholarly work on gender and citizenship in Africa.
The Fast Track Land Reform Programme implemented during the 2000s in Zimbabwe represents the only instance of radical redistributive land reforms since the end of the Cold War. It reversed the racially-skewed agrarian structure and discriminatory land tenures inherited from colonial rule. The land reform also radicalised the state towards a nationalist, introverted accumulation strategy, against a broad array of unilateral Western sanctions. Indeed, Zimbabwe's land reform, in its social and political dynamics, must be compared to the leading land reforms of the twentieth century, which include those of Mexico, Russia, China, Japan, South Korea, Taiwan, Cuba and Mozambique. The fact that the Zimbabwe case has not been recognised as vanguard nationalism has much to do with the 'intellectual structural adjustment' which has accompanied neoliberalism and a hostile media campaign. This has entailed dubious theories of 'neopatrimonialism', which reduce African politics and the state to endemic 'corruption', 'patronage', and 'tribalism' while overstating the virtues of neoliberal good governance. Under this racist repertoire, it has been impossible to see class politics, mass mobilisation and resistance, let alone believe that something progressive can occur in Africa. This book comes to a conclusion that the Zimbabwe land reform represents a new form of resistance with distinct and innovative characteristics when compared to other cases of radicalisation, reform and resistance. The process of reform and resistance has entailed the deliberate creation of a tri-modal agrarian structure to accommodate and balance the interests of various domestic classes, the progressive restructuring of labour relations and agrarian markets, the continuing pressures for radical reforms (through the indigenisation of mining and other sectors), and the rise of extensive, albeit relatively weak, producer cooperative structures. The book also highlights some of the resonances between the Zimbabwean land struggles and those on the continent, as well as in the South in general, arguing that there are some convergences and divergences worthy of intellectual attention. The book thus calls for greater endogenous empirical research which overcomes the pre-occupation with failed interpretations of the nature of the state and agency in Africa.
This book revisits the perennial challenge that scholars, economists, and politicians have been grappling with since the 1960s. Development, in this book, has been defined in a context that projects it as a multidimensional and complex process which seeks to enhance the human, social, economic and cultural welfare of the people. This book calls for a rethinking of trade and industry for Africa's development. It uses data drawn from national development plans and strategies, and trade and industry issues have been prioritized at the continental level, in key policy documents. On the whole Africa's industry and trade performance have been poor in spite of national, regional, and continental plans. The contributors to this volume propose some alternative strategies and policies which are necessary for trade and industry to grow and to contribute to the well-being of Africa's people. It calls for a developmental trade and industry policy which, fundamentally, must be people-centred. African states should invest time, energy and resources to develop policies which will take into consideration African realities.The different contributors are aware that Africa has experienced strong economic growth in the recent past but this growth has largely been due to a strong demand for Africa's primary commodity exports. It has also been a result of increases in productivity and domestic investment and remittances from Africans living in the Diaspora. It is important to note that despite this unprecedented growth performance, the impact of trade and industry on development has been limited. The book argues that a structural transformation of Africa's economies is inevitable if Africa is to achieve the shift from the dominant paradigm of production and export of primary goods. The various contributors to this book agree that there is need to rethink policy and strategy in order to achieve industrial development in Africa. There is no unique solution or answer that can fit all situations as African countries are not the same. While Africa can draw lessons from other regions which have successfully industrialized, this book argues that policies and strategies will have to be adapted to country-specific situations and circumstances.
This book is about how work enters and affects the lives of children in Africa, taking for granted neither the traditional values surrounding children's work, nor the international standards against it. Many African societies nurture their children on the ingrained notion that children must work as part of their process of growing up. Children participate in their families and communities through the work they do in the house and in whatever else their families do. Such views are, however, antithetical to the dominant views in Europe and North America which see childhood as a time of freedom from responsibility and economic activity. These views have become so popular with the elites in other countries to the extent that they now drive international campaigns against 'child labour', and have been incorporated into what are now considered universal international standards and conventions. This book was conceived within the framework of the CODESRIA tradition of taking African perspectives seriously and not allowing social research in Africa to become subservient to values from outside. African scholars remain keenly aware of the need not to isolate themselves from developments in the wider world, which could lead to stagnation. This book, through empirical observation of the lives of African children, the work they do, its place in their lives, and what the children say about it, proposes new perspectives towards a new understanding of this complex stage of human development. Work is not simply about the right to income: work provides identity and status in society, and participation in the community. People relate to one another through work. Those who do not work are often without status and are at the periphery of society. One of the major ways in which this book differs from most of the available literature is in the understanding it brings to the problem of 'child labour'. There are economic reasons why children may need an income of their own. There is the demographic fact that the proportion of children to adults in low-income countries is nearly double that in high-income societies. This book attempts to demonstrate that work is both necessary and beneficial in terms of a child's development to become a full, responsible, and respectable member of society.
Development has been on Africa's agenda for a long time but progress has been both varied and limited, partly due to the diverse levels of the discussions on the challenges and the interventions for tackling them. Africa's greatest challenge is the uneven development within and between its countries, and the pressing issues of extreme poverty in southern Africa, and the continent as a whole. Poverty causes its victims to suffer social exclusion and political repression. In addition, societies that experience poverty are also mostly under continuous threat of ecological disasters and diseases. All poor people are therefore plagued by loss of freedom and dignity, and are often unable to participate effectively in the political, economic, legal and social processes of their countries. This book focuses on the social and cultural dimensions of development dynamics and, in particular, the role of values in shaping development. Values are at the core of the hopes and aspirations of individuals, communities and societies. The book therefore explains the values that motivate and inform African communities and societies, with a view to facilitating a dialogue about sustainable development in Africa among academics, intellectuals, policy and, and the communities. It also investigates the social and cultural dynamics of development in Africa, as a better alternative to earlier studies that blame African culture for poverty and exclude the people of Africa in their definition of developments in the continent. The significance of this book lies in its provision of a theoretical argument, from empirical perspective, on the role of values in the development of Africa; an argument that is capable of facilitating a dialogue about African development, which obviously proves more useful than either the imposition of a technical process or the announcement of a normative framework.
The fate of Sudan, by then the largest country in Africa, was clearly decided when results of the referendum vote were announced in February 2011. Policy makers, scholars and the international community began to grapple with critical issues that might arise after the independence of South Sudan and how different stakeholders were likely to react during the period of uncertainty. Political developments in Sudan were long-term outcomes of post-cold war revolutions in the world system after the Soviet Union collapsed. A domino effect of such events swept across Eastern Europe with some manifestations in the Horn of Africa. The fall of Mengistu Haile Mariam, marked the beginning of the redrawing of the map of Africa and posed a challenge to the long held principle of preservation of colonial borders that had been enshrined in the Charter of the Organisation of African Unity. The precedent set by the independence of Eritrea seemed to encourage southern Sudan to press forward for independence through a two pronged approach of armed struggle and diplomacy led by the Sudan People's Liberation Army/Movement. This book attempts to understand national, regional and continental dimensions of the unresolved issues that could result in the escalation of conflict in the Sudan. It examines internal dynamics of the Sudan after secession of the south and how these dynamics might affect neighbouring countries in the geopolitical regions: the Horn of Africa, the Great Lakes Region and Central Africa. A section of the book is dedicated to dynamics within South Sudan as a new state. Post-conflict South Sudan as country was marked by extreme poverty, lack of infrastructure and prevalence of inter-communal armed violence. This book proposes possible policies to prevent the country from descending into a state of economic and social chaos. The book provides the argument that equitable and rational transformative socio-economic programmes and policies could greatly reduce potentials for conflict. This book calls on policy makers to pursue policies that could lead to concrete projects planned to alleviate poverty and provision of basic social services such as education, health, and safe water. The book comes to the conclusion that political stability will depend on collective actions of stakeholders to ensure that peace prevails both in the north and the south to guarantee human security in the region.
To claim its culture, to demand its right to cultural diversity or to proclaim its belonging to a group of believers and to seize the flag of that belief in order to perpetrate actions that are then called 'holy', to terrorize others by imposing their vision Of things and its law, are undoubtedly two of the most worrying features of the entry of our societies in the twenty-first century which is beginning. This is why the texts gathered here have been judged to be appropriate, to open a serious and methodical reflection on religion and culture in Africa at the threshold of the 21st century. The contributions gathered in this volume are opened by an interrogation and, rather than closed, end with an opening on research horizons. There is something here to open up and nourish the inquiries which alone or in structured groups the specialists in the sciences of man are invited to imagine and lead on the religion and culture of Africa today.
The papers in this collection present the numeral systems of more than twenty Nigerian languages. The papers mainly emanate from a workshop on the numeral systems of Nigerian languages organised by the Linguistic Association of Nigeria during its 23rd Annual Conference which was held at the University of Port Harcourt, Nigeria. The workshop arose from awareness created by Dr. Eugene S.L. Chan on the need for Nigerian linguists to document this severely endangered but very important aspect of natural languages. The quantum of mathematical computations - addition, multiplication, subtraction, or a combination of two or all of these - involved in the numeral systems of Nigerian languages is remarkable. The papers reveal that a variety of numeral systems do exist, such as: binary, decimal, incomplete decimal, duodecimal, quinary, quaternary, ternary, mixed, body-part tally systems, and much more. The book is a resource about how different languages manipulate their numeral systems.
Mohammed Chris Alli is a retired Nigerian Army Major General who served as Chief of Army Staff from 1993 to 1994 under General Sanni Abacha's regime and was military governor of Plateau State Nigeria from August 1985 to 1986 during the military regime of General Ibrahim Babangida. Many years later, he was appointed interim administrator of the state during a 2004 crisis in the state following ethno-religious killings in Shendam, Yelwa Local Government. In this anthology, organized as a symposium on Mohammed Christopher Alli?s work, he is identified as one of those critical and rational thinkers, philosophers, albeit, a General in the Nigerian Army, whose work finds a befitting logical space in the contemporary African philosophical tapestry. The book also captures the elements of military misrule in Nigeria and its undue influence on the body polity; it is a critical survey of past military misadventures, and a satire against false federalism, it is a firm warning against future corruption and impunity in the military.
This anthology is an outcome of literary writers reaction to the Boko Haram insurgency in the north-eastern part of Nigeria. Lives therein have not only been extensively disrupted by the groups violent tactics and the mind-numbing levels of physical destruction and thousands of deaths, but also in the dislocation of millions of people, with most of them seeking refuge in urban centres, especially Maiduguri, for safety. These refugees, classified as Internally Displaced Persons and in camps guarded by Nigerian soldiers, have received worldwide attention. Writers in the affected areas and elsewhere in Nigeria have responded in their poetry, short stories, and non-fiction some of which are collected here.
Anthropological reflections on citizenship focus on themes such as politics, ethnicity and state management. Present day scholarship on citizenship tends to problematise, unsettle and contest often taken-for- granted conventional connotations and associations of citizenship with imagined culturally bounded political communities of rigidly controlled borders. This book, the result of two years of research conducted by South African and Japanese scholars within the framework of a bilateral project on citizenship in the 21st century, contributes to such ongoing efforts at rethinking citizenship globally, and as informed by experiences in Africa and Japan in particular. Central to the essays in this book is the concept of flexible citizenship, predicated on a recognition of the histories of mobility of people and cultures, and of the shaping and reshaping of places and spaces, and ideas of being and belonging in the process. The book elucidates the contingency of political membership, relationship between everyday practices and political membership, and how citizenship is the mechanism for claiming and denying rights to various political communities. Self requires others to construct itself, a reality that is subject to renegotiation as one continues to encounter others in a world characterised by myriad forms of interconnecting mobilities, both global and local. Citizenship is thus to be understood within a complex of power relationships that include ones formed by laws and economic regimes on a local scale and beyond. Citizenship in Africa, Japan and, indeed, everywhere is best explored productively as lying between the open-ended possibilities and tensions interconnecting the global and local.
Right from the enslavement era through to the colonial and contemporary eras, Africans have been denied their human essence portrayed as indistinct from animals or beasts for imperial burdens, Africans have been historically dispossessed and exploited. Issues of gender, marriage and family are at the heart of the main cultural wars of our time and have led to a number of legal and societal reforms in many African countries. These reforms, generally initiated by the state and dictated by the neoliberal model of human rights, often have to come to terms with local resistance, mainly from religious circles. What is the modus operandi of these reforms? What are the power relationships that structure them? How are they perceived and received by African societies? What are the terms of religious resistance? These questions are at the heart of this volume which examines the margins of docility and indocility of African societies to legal reforms aimed at promoting the neoliberal model of sexuality, marriage and the family. Emphasis is placed on the centrality of the state and the power struggle with other stakeholders in the deconstruction and reconstruction of gender relations. Few empirical studies have illustrated the issue of power struggles surrounding the social production of gender norms. This book is the outcome of an international conference organized at the Institute of Dignity and Human Rights of the Center for Research and Action for Peace (CERAP) in Abidjan, in June 2017, on the following theme: 'State, Religions and Gender in West and Central Africa'. The main objective of the conference was not only to highlight the results of a research project on the reception of the recent modification of the family code in Côte dIvoire but also to broaden the discussion to similar case studies in other countries of West and Central Africa such as Senegal, Niger, Benin, Cameroon and Mali.
This commemorative volume is the 12th edition in the Nigerian Linguists Festschrift Series devoted to Professor (Mrs.) Appolonia Uzoaku Okwudishu. The majority of the papers were presented at the 27th Annual Conference of the Linguistic Association of Nigerian (CLAN) which was held at the Benue State University, Makurdi, Nigeria, and the 26th CLAN which was held at the University of Ibadan, Nigeria. The title derives from the theme of the 27th CLAN: Language Endangerment: Globalisation and the Fate of Minority Languages in Nigeria. A large number of the papers address the major theme of the conference, while the balance address various aspects of Nigerian linguistics, languages, communication, and literature. Fifty-one papers are included, ranging from sociolinguistics through applied linguistics to formal areas of linguistics which include phonology, morphology and syntax of Nigerian languages. Papers on language endangerment and language revitalisation strategies for safeguarding the vanishing indigenous tongues of Nigeria are the major focus, and the book serves as important reference material in various aspects of language and linguistic studies in Nigeria.
This book explores from various perspectives how the literature of the northern region of Nigeria has promoted the ideology of integration and societal resurgence. Through the diverse cultural productions from this very heterogenous socio-political region, researchers have dissected the portrayals and characterisations of ideologies which foster harmony among the people who speak a multitude of languages and have an array of cultural practices. These contributions bring to the fore the multiple roles that both indigenous literary productions and those adapted from foreign elements have played in realising social and cultural integration and advancing collective values of the people of Northern Nigeria. Beginning from an auteur standpoint, this book interrogates extant cinematic re-presentation of African and Nigerian postcolonial realities in Nollywood. It makes a case, using Kunle Afolayan's The Figurine, for a critical space-clearing gesture around the notion of a neo-Nollywood, which transcends the formulaic cinematic re-presentation of African and Nigeriam realities to embrace a visionary and philosophic rearticualtion of the role of filmmaking, and of Nollywood, in the Nigerian imagination. The Idea of neo-Nollywood, and a visionary director, therefore stands at the core of a cinematic production process that challenges, disturbs and stimulates perceptions of current and future African identities.

This book focuses on the work of one of the leading African scholars on the land question and agrarian transformation in AfricaSam Moyo. It offers a critical discussion, in conversation with Sam Moyo, of the land question and the response of African states. Since independence, African states have been trying to address the colonial legacy on land policy and governance. After six decades of formulating and implementing land reforms, most countries have not succeeded in decolonising approaches to land policy and the administrative framework. The book brings together the broader debates on the implications of decolonisation of Africas land policy. Through case studies from several African countries, the book offers an empirical analysis on land reforms and the emerging land relations, and how these affect land allocation and use, including agricultural production. Most of the chapters discuss how the unresolved land question in post-colonial Africa impacts on agricultural production and rural development broadly. The failure to decolonise colonial land policy and the imported tenure systems has left post-colonial African states dancing to two tunes, resulting in schizophrenic land and agrarian policies. The book demonstrates that the failure by African states to reconcile imported and indigenous land tenure systems and practices is evident in the deliberate denigration of customary tenure. It is also evident in the rising land inequality and the neglect of the agricultural sector, the small-scale and subsistence sub-sectors in particular.
Given the circularity of the witchcraft complex in Africa, given its performative potential, isnt the flood of anthropological publications on the topic counter-productive insofar as it feeds what it pretends to analyse, and even stigmatize? Wouldnt the social scientists be well advised not to emulate the media and the Evangelical preachers and to avoid bestowing on Africa the dubious privilege of being no more than a shadow theatre devoid of substance on the stage of which everything power, work, production, economy, the family would actually be played in the occult? In this publication, eight scholars namely: Jean-Pierre Warnier, Didier Péclard, Julien Bonhomme, Patrice Yengo, Jane Guyer, Joseph Tonda, Francis Nyamnjoh and Peter Geschiere engage in a lively and contradictory debate on witchcraft/sorcery in Africa in a controversial historical context.
This book explores a collective understanding of the perception and treatment of borders in Africa. The notion of boundary is universal as boundaries are also an important part of human social organization. Through the ages, boundaries have remained the container by which national space is delineated and contained. For as long as there has been human society based on territoriality and space, there have been boundaries. With their dual character of exclusivism and inclusivism, states have proven to adopt a more structural approach to the respect of the former in consciousness of the esteem of international law governing sovereignty and territorial integrity. However, frontier peoples and their realities have often opted for the latter situation, imposing a more functionalist perception of these imaginary lines and prompting a border opinion shift to a more blurring form of representation and meaning in most African communities. This collective multidisciplinary effort of understanding how tangible and intangible borders have influenced Africas attitude and existence for ages is worthy in its own rights. The difference between what borders are and what they are not to a people is the mere product of their own estimations and practices, a disposition that leads the contributors to this book to study borders beyond states or nations and how borders are crossed or transferred from one point to the other for the convenience of their histories and being.
It is increasingly clear that children and the youth today play a significant role in the labour process in Africa. But, to what extent is this role benign? And when and why does this role become exploitative rather than beneficial? This book on children and the youth in Africa sets out to address these questions. The book observes that in Africa today, children are under pressure to work, often engaged in the worst forms of child labour and therefore not living out their role as children. It argues that the social and economic environment of the African child is markedly different from what occurs elsewhere, and goes further to challenge all factors that have combined in stripping children of their childhood and turning them into instruments and commodities in the labour process. It also explains the sources, dynamics, magnitude and likely consequences of the exploitation of children and the youth in contemporary Africa. The book is an invaluable contribution to the discourse on children, while the case studies are aimed at creating more awareness about the development problems of children and the youth in Africa, with a view to evolving more effective national and global responses.
This volume highlights the proceedings of the two policy dialogue conferences held by the Working Group on Finance and Education (WGFE) in 2004. Part I of the document discusses the endemic crisis that higher educationhas been beset with since the outset of the post colonial period in Africa. It highlights the critical state of higher education systems in Burkina Faso, Mali, Nigeria and Senegal by scrutinizing the causes, manifestations and consequences of the crisis to posit useful recommendations and possible solutions. Part II is a comprehensive review of the challenges facing the financing and planning of all levels and types ofeducation - from kindergarten to graduate school - in selected African countries. The papers reveal the sources and mechanisms of funding education in Africa, drawing attention to the experiences of communities confronted with new funding sources. A new trend, which consists of designing decade long educational development plans, has emerged and is rapidly expanding in numerous African countries. This experience is examined and shared by the authors. This book has contributions in both French and English.
The Technical and Vocational Education and Training (TVET) college environment is marked by increasingly stark juxtapositions between what needs to be achieved in the post-school education sector and the increasing difficulty of current conditions. The 'triple challenge' of poverty, inequality and unemployment weighs heavily on the social, political and economic fabric of the country and expectations are high that the TVET colleges can make a pivotal contribution to counter these challenges. Despite laudable increases in TVET enrolment, the education system needs to work harder to accommodate the weight of demand for post school further education and training (FET) band qualifications from young people not in education, employment or training. At the same time, it is vital to secure adequate quality in TVET programmes which depend so much on the competence and commitment of college lecturers.
The formal scientific communication system is currently undergoing significant change. This is due to four developments: the digitisation of formal science communication; the economisation of academic publishing as profit drives many academic publishers and other providers of information; an increase in the self-observation of science by means of publication, citation and utility-based indicators; and the medialisation of science as its observation by the mass media intensifies. Previously, these developments have only been dealt with individually in the literature and by science-policy actors. The Future of Scholarly Publishing documents the materials and results of an interdisciplinary working group commissioned by the Berlin-Brandenburg Academy of Sciences and Humanities (BBAW) to analyse the future of scholarly publishing and to make recommendations on how to respond to the challenges posed by these developments. As per the working groups intention, the focus was mainly on the sciences and humanities in Germany. However, in the course of the work it became clear that the issues discussed by the group are equally relevant for academic publishing in other countries. As such, this book will contribute to the transfer of ideas and perspectives, and allow for mutual learning about the current and future state of scientific publishing in different settings.
Since the 1990s, internationalisation has become key for institutions wishing to secure funding for higher education and research. For the academic community, this strategic shift has had many consequences. The Social Dynamics of Open Data is a collection of peer reviewed papers presented at the 2nd Open Data Research Symposium (ODRS) held in Madrid, Spain, on 5 October 2016. Research is critical to developing a more rigorous and fine-combed analysis not only of why open data is valuable, but how it is valuable and under what specific conditions. The objective of the Open Data Research Symposium and the subsequent collection of chapters published here is to build such a stronger evidence base. This base is essential to understanding what open datas impacts have been to date, and how positive impacts can be enabled and amplified. Consequently, common to the majority of chapters in this collection is the attempt by the authors to draw on existing scientific theories, and to apply them to open data to better explain the socially embedded dynamics that account for open datas successes and failures in contributing to a more equitable and just society.

The third in Idasa's Democracy Index series, this book argues that democracy needs economic development along with an embedded system of institutions, supported by active citizens and a vibrant political culture.
Since the collapse of apartheid, there have been major increases in migration flows within, to and from the Southern African region. Cross-border movements are at an all-time high across the region and internal migration is at record levels. The implications of greater mobility for areas of origin and destination have not been systematically explored. Migration is most often seen as a negative phenomenon, a result of increased poverty and the failure of development. More recently, the positive relationship between migration and development has been emphasised by agencies such as the Global Commission on International Migration, the Global Forum on Migration and Development, the United Nations Development Programme and the African Union. The chapters in this publication are all based on primary research and examine various facets of the relationship between migration, poverty and development, including issues that are often ignored in the migration-development debate like migration and food security and migration and vulnerability to HIV. The book argues that the development and poverty reduction potential of migration is being hindered by national policies that fail to recognise and build on the positive aspects and potential of migration. As a result, as these studies show, migrants are often pushed to the margins where they are forced to 'survive on the move'. Their treatment violates labour laws and basic human rights and compromises the potential of migration as a means to create sustainable livelihoods, reduce poverty and food insecurity, mitigate the brain drain and promote the productive use of remittances. This book shows that migrant lives and livelihoods should be at the centre of international and African debates about migration, poverty and development.
Social Accountability in Africa: Practitioners' Experiences and Lessons is a collection of case studies from Africa on social accountability. This collection attempts to build a consolidated body of knowledge on social accountability efforts across the continent. The case studies are diverse and present unique approaches to how social accountability strategies and interventions are implemented within different countries. The book is written by practitioners, for practitioners, providing first hand experience of designing and implementing social accountability initiatives and the challenges, methods and successes each one presents.
The 2011 Transformation Audit presents a collection of articles by South African thought leaders, which asks how the country can set goals and achieve them in a hostile global climate that threatens developmental gains that have been painstakingly achieved. For nearly two decades, South Africans have conducted exhaustive analyses of the country's challenges, embarked on bold scenario exercises and, more recently, produced forward looking strategies aimed at addressing these challenges. The most eminent of these in recent years were the Department of Economic Development's New Growth Path, and the National Planning Commission's Draft National Development Plan. We know now what the problems are and, by and large, what needs to change to address them. Courage is required now to forge consensus, to take decisions on strategies, and to start implementing them. As in previous years, this publication, with its slightly different format and appearance, seeks to provide analysis and provoke debate on how this might be achieved.
The relationship between migration, development and remittances in Lesotho has been exhaustively studied for the period up to 1990. This was an era when the vast majority of migrants from Lesotho were young men working on the South African gold mines and over 50 percent of households had a migrant mineworker. Since 1990, patterns of migration to South Africa have changed dramatically. The reconfiguration of migration between the two countries has had a marked impact on remittance flows to Lesotho. The central question addressed in this report is how the change in patterns of migration from and within Lesotho since 1990 has impacted on remittance flows and usage.
Although gender and non-gender scholars have studied men, such an academic exercise requires a critical and focused study of masculine subjects in particular social contexts, which is what this book attempts to do. This empirically rich collection of essays, the seventh of the CODESRIA Gender Series, deals with critical examinations of various shades and ramifications of Africa's masculinities and what these portend for the peoples of Africa and for gender relations in the continent. So much has changed in terms of notions and expressions of masculinities in Africa since ancient times, but many aspects of contemporary masculinities were fashioned during and since the colonial period. In what ways does access to undergraduate education have a transformative impact on people and societies? What conditions are required for this impact to occur? What are the pathways from an undergraduate education to the public good, including inclusive economic development? These questions have particular resonance in the South African higher education context, which is attempting to tackle the challenges of widening access and improving completion rates in in a system in which the segregations of the apartheid years are still apparent. Higher education is recognised in core legislation as having a distinctive and crucial role in building post-apartheid society. Undergraduate education is seen as central to addressing skills shortages in South Africa. It is also seen to yield significant social returns, including a consistent positive impact on societal institutions and the development of a range of capabilities that have public, as well as private, benefits. This book offers comprehensive contemporary evidence that allows for a fresh engagement with these pressing issues.
Drawing on various disciplinary perspectives, this book re-focuses the debate on what makes a good health system, with a view to clarifying the uses of social science research in thinking about health care issues in Africa. The explosion of the HIV/AIDS pandemic, the persistence of malaria as a major killer, and the resurgence of diseases like tuberculosis which were previously under control, have brought about changes in the health system, with implications for its governance, especially in view of the diminished capacity of the public health facilities to cope with a complex range of expanded needs. Government responsibilities and objectives in the health sector have been redefined, with private sector entities (both for profit and not-for profit) playing an increasingly visible role in health care provisions. The reasons for collaborative patterns vary, but chronic under-funding of publicly financed health services is often an important factor. Processes of decentralisation and health sector reforms have had mixed effects on health care system performance; while private health insurance markets and private clinics are pointers to a growing stratification of the health market, in line with the intensified income and social differentiation that has occurred over the last two decades.These developments call for health sector reforms.
This sixth volume of the CODESRIA Gender Series is a collection of discourses, perspectives, practices and policies on the role of the female gender in science and technology, particularly in the African context. Although widely advocated as the indisputable foundation for political and economic power in the modern world, science and technology remains marked by various layers and dimensions of gender inequality that work to the disadvantage of girls and women. Despite the fact that a lot of awareness has been created, and gender issues are now more readily acknowledged by various development initiatives in Africa, participation in science and technology still remains a hurdle as far as girls and women are concerned. To many young people, the term sport has an exhilarating ring; to many older persons, it signifies recreation and leisure. From colonial times, it has been viewed as a means of social control. Increasingly, it is being touted by governments and donor agencies as a self-evident tool of Africa's development. How accurate are these individual, romantic and moral notions of sport? In this volume, eleven African scholars offer insightful analyses of the complex ideological and structural dimensions of modern sport as a cultural institution. Drawing on various theories and cross-cultural data, the contributors to this volume highlight the various ways in which sport norms, policies, practices and representations pervasively interface with gender and other socially constructed categories of difference. They argue that sport is not only a site of competition and physical recreation, but also a crossroad where features of modern society such as hegemony, identities, democracy, technology, development and master statuses intertwine and bifurcate. As they point out in many ways, sport production, reproduction, distribution and consumption are relational, spatial and contextual and, therefore, do not pay off for men, women and other social groups equally. The authors draw attention to the structure and scope of efforts needed to transform the exclusionary and gendered nature of sport processes to make them adequate to the task of engendering Africa's development. Gender, Sport and Development in Africa is an immensely important contribution to current debates on the broader impacts of sport on society. This volume discusses a number of issues on the contested nature of intellectual property rights (IPR) and Indigenous Knowledge Systems (IKS) in the context of Southern Africa. The issues addressed include the protection of folklore, IKS in a digital era, the valuation and safeguard of heritage sites, the need for appropriate IKS legislation, community based control of natural resources and the role played by traditional music in the maintenance of community. It is this extensive exploration of IKS from the vantage points of communication and culture, and explored in terms of policy, cultural survival, international as well as intra-national politics, economics, philosophy and ethics that makes this empirical grounded collection of papers unique, a distinctive contribution to the literature and 'cause' of IKS. The specific IKS-related issues raised and dealt with in this volume are generic in the sense that the very same issues are being contested in different parts of the world. In this respect, this book highlights the particular as a means of comprehending the universal.
This book illuminates the complex and constantly shifting social and cultural dynamics that shape people's identity. Specifically, the volume focuses on the intersections of gender with, culture and identity, and at different historical epochs; on the way men and women define themselves and are defined by diverse peoples and cultures across time and space in sub-Saharan Africa. The discussions presented in this anthology primarily focus on 'being' as 'a state' or 'condition', defined by sex identity, and how this identity shifts, and hence 'becoming', assuming diverse meanings in disparate societies, contexts, and time. The discourse, therefore, moves from how the perception of the self in cultural and historical contexts has informed actions and at some other times shaped interpretations given to historical facts, to how changing economic realities also shape the definitions and constructions of social and relational issues in Sub-Saharan Africa. The historical trajectories of Islamic religion, colonialism and Christian missionary activities in sub-Saharan Africa have shaped the worlds of the peoples of the region and impacted on gender relations.
Tensions in South African universities have traditionally centred around equity (particularly access and affordability), historical legacies (such as apartheid and colonialism), and the shape and structure of the higher education system. What has not received sufficient attention, is the contribution of the university to place-based development. This volume is the first in South Africa to engage seriously with the place-based developmental role of universities. In the international literature and policy there has been an increasing integration of the university with place-based development, especially in cities. This volume weighs in on the debate by drawing attention to the place-based roles and agency of South African universities in their local towns and cities. It acknowledges that universities were given specific development roles in regions, homelands and towns under apartheid, and comments on why sub-national, place-based development has not been a key theme in post-apartheid, higher education planning. Given the developmental crisis in the country, universities could be expected to play a more constructive and meaningful role in the development of their own precincts, cities and regions. But what should that role be? Is there evidence that this is already occurring in South Africa, despite the lack of a national policy framework? What plans and programmes are in place, and what is needed to expand the development agency of universities at the local level? Who and what might be involved? Where should the focus lie, and who might benefit most, and why? Is there a need perhaps to approach the challenges of college towns, secondary cities and metropolitan centers differently? This book poses some of these questions as it considers the experiences of a number of South African universities, including Wits, Pretoria, Nelson Mandela University and especially Fort Hare as one of its post-centenary challenges.
This newly edited volume, Bali Nyonga Today covers about thirty years of (1985-2015) developments in Bali Nyonga, Cameroon. Already well-established as a city-state prior to German colonization in the 19th century, Bali Nyonga continues to adapt to national and global changes since its incorporation into the modern state of Cameroon. With fresh contributions from 12 leading scholars, this volume covers a wide variety of themes and issues including; geographical and historical updates on Chamba migration and settlement in its present homeland in Northwestern Cameroon, an in-depth description of Bali Nyonga cultural associations within the country and the Bali diaspora in the United States, the coexistence of traditional and modern religious worldviews, traditional medicinal practices and life-cycle rituals of significance. Of noteworthy are two chapters devoted to Mungaka, the language of the Balis and its revival in the context of new language policies and developments in African linguistic. Spiced with numerous photos, many of which have never been published, the book is a welcome addition to studies in contemporary African history, culture and society.
Young scientists are a powerful resource for change and sustainable development, as they drive innovation and knowledge creation. However, comparable findings on young scientists in various countries, especially in Africa and developing regions, are generally sparse. Therefore, empirical knowledge on the state of early-career scientists is critical in order to address current challenges faced by those scientists in Africa. This book reports on the main findings of a three-and-a-half-year international project in order to assist its readers in better understanding the African research system in general, and more specifically its young scientists. The first part of the book provides background on the state of science in Africa, and bibliometric findings concerning Africa's scientific production and networks, for the period 2005 to 2015. The second part of the book combines the findings of a large-scale, quantitative survey and more than 200 qualitative interviews to provide a detailed profile of young scientists and the barriers they face in terms of five aspects of their careers: research output; funding; mobility; collaboration; and mentoring. In each case, field and gender differences are also taken into account. The last part of the book comprises conclusions and recommendations to relevant policy- and decision-makers on desirable changes to current research systems in Africa.
Why did African men leave their homes to work on the mines of the Witwatersrand? How did a woman searching for her husband make a life in the city? What happened to a family or community forcibly removed from their homes or their land? How did racial classification destroy families and communities? What thoughts went through a detainee's mind during their long hours in prison? How did black people in South Africa manage to keep the fires of resistance burning under such harsh social, political and economic conditions? How did people born into such a hopeless present keep their dignity and resolve? With a foreword by Zakes Mda, and a mixture of famous and seemingly forgotten struggle writers, this anthology tackles the history of colonialism and Apartheid from the ground up. Through a blend of history and story-telling, it opens a window onto the ways ordinary, everyday life was shaped by the forces of history. It displays the anger, suffering, love, joy, courage and enduring humanity of ordinary people and communities striving for dignity, freedom and justice.
In June 2016, the Norwegian Programme for Capacity Development in Higher Education and Research for Development (Norhed) hosted a conference on the theme of 'knowledge for development' in an attempt to shift the focus of the programme towards its academic content. This book follows up on that event. The conference highlighted the usefulness of presenting the value of Norhed's different projects to the world, showing how they improve knowledge and expand access to it through co-operation. A wish for more meta-knowledge was also expressed and this gives rise to the following questions: Is this way of co-operating contributing to the growth of independent post-colonial knowledge production in the South, based on analyses of local data and experiences in ways that are relevant to our shared future? Does the growth of academic independence, as well as greater equality, and the ability to develop theories different to those imposed by the better-off parts of the world, give rise to deeper understandings and better explanations? Does it, at least, spread the ability to translate existing methodologies in ways that add meaning to observations of local context and data, and thus enhance the relevance and influence of the academic profession locally and internationally? This book, in its varied contributions, does not provide definite answers to these questions but it does show that Norhed is a step in the right direction. Norhed is an attempt to fund collaboration within and between higher education institutions. We know that both the uniqueness of this programme, and ideas of how to better utilise the learning and experience emerging from it, call for more elaboration and broader dissemination before we can offer further guidance on how to do things better. This book is a first attempt.
Beyond the Enclave sets out to unravel the contradiction of a country, Zimbabwe, where a rich, diverse resource base co-exists with endemic poverty. One reason lies in the colonial economy, which was predicated on an ideology of white supremacy, creating an enclave formal economy employing one-fifth of the labour force. Yet over three decades after independence, the non-formal segment has become even more entrenched. This book assesses Zimbabwe?s economy through three main phases: 1980-90 when a strong social policy framework proved difficult to sustain due to erratic growth, and 1991-96, when ?structural adjustment? demanded a market-driven approach to development. The third phase is characterized by crisis-management leading to policy inconsistencies and reversals. Not surprisingly, such incoherence saw the economy descend into hyperinflation and paralysis in 2007-2008, leading to the signing of the Global Political Agreement in September 2008. In the absence of formal dollarization, economic recovery after the adoption of the multi-currency regime has remained fragile, leaving an estimated 70 per cent of the population outside the banking system. This has further entrenched uneven (enclave) growth as the economy remains locked in a low-income poverty trap. There is a need to facilitate transition towards formality to promote decent jobs. Furthermore, a strategic, developmental role for the state in the economy is now widely recognized as vital for development. Beyond the Enclave argues for a new approach to development in Zimbabwe based on pro-poor and inclusive strategies, which will contribute to the well-being of all of its citizens and wise stewardship of its resources. It offers suggestions on policy formulation, implementation, monitoring and evaluation in all sectors, designed to promote inclusive growth and humane development.
This report is the first independent, substantive and public assessment of the progress of the African Union. 'Towards a People-Driven African Union: Current Obstacles and New Opportunities' analyses the preparations of African Union member-states, the AU Commission and civil society organisations for the twice-yearly AU summits. The main finding is that despite some welcome new opportunities for participation, the African Union's vision of -an Africa driven by its own citizens- remains largely unfulfilled. Detailed recommendations are offered to help deliver on this vision in future. Published by AFRODAD, AfriMAP and Oxfam, this report is endorsed by more than a dozen other organisations in Africa and elsewhere, and is based on interviews with more than 50 representatives of member-states, the AU Commission and civil society organisations in eleven African countries.
Strengthening popular participation in the African Union : a guide to AU structures and processes

The African Union (AU) has committed to a vision of Africa that is 'integrated, prosperous and peaceful - driven by its own citizens, a dynamic force in the global arena' (Vision and Mission of the African Union, May 2004). This guide is an effort to take up the challenge of achieving this vision. It is a tool to assist activists to engage with AU policies and programmes. It describes the AU decision-making process and outlines the roles and responsibilities of the AU institutions. It also contains a sampling of the experiences of those non-governmental organisations (NGOs) that have interacted with the AU.
The doctrine of international relations (inter-state, indeed), territorial ideologies, the logic of autochthony and its ramifications, ethnic cleansing, are all hinged at different levels upon the same pseudo-fact: to every society a closed and exclusive territory demarcated by fixed and linear borders. This way of thinking, totally foreign to African societies for a long time, has generated today more contradictions than it can ever solve. The authors of this book make a clear distinction between territory formation 'from the top' as being a deliberate political project, and its formation 'from below' as being a more diffused historical process which is determined by the scheme of antagonisms and compromises between social forces. In lieu of a stark opposition between 'the top' and 'below', the authors unveil the interdependence and mutual influence which form the basis of a dual system within which legal formation -by the colonial authorities first, then by the postcolonial one- is confronted with a host of subaltern spatial dynamics, neglecting thereby the legitimacy which only them can provide. As an essential read for anyone who is interested in the relationship between knowledge and power, this book offers stimulating perspectives on the issue of African unity and its epistemological and political challenges. Rethinking Security in Nigeria adopts an alternate conceptual and methodological framework for rethinking national security in Nigeria by using the humanities' multidisciplinary perspective against the backdrop of the hitherto restrictive analysis of the nature of national security. By expounding the largely unexplored cosmological, conceptual, ethical and aesthetic dimensions as key contributors to national survival and social integration, the volume argues systematically for a basic redefinition of the meanings of security, the value of life, government action and social re-engineering in order to create a new system of social order an integration. The authors attempt to extend the boundaries of previous theorizing on security by identifying alternate ethical and aesthetic approaches to national reconciliation and human development in present-day Nigeria, which faces major security challenges requiring the clarification of the basis for developing a just and harmonious society. The study is a contribution to the quest for defining the vital socio-cultural norms and doctrinal imperatives needed for responsible cooperative human action. It examines the roles of dominant works of philosophy, literature, plays and performances in the creation of a basis for political stability and social reconciliation in the society. It extends the boundaries of previous aesthetic studies and redefines the roles of ethics and aesthetics as crucial contributors to security, human development and world civilisation.
Reforming the Malawian Public Sector argues that the new public management model that Malawi, like most African countries, adopted under the influence of donor organisations has not led to the intended development. The book examines decentralisation, performance contracting, and public-private partnerships as key aspects of the reforms and comes to the conclusion that at best, it can be argued that the failures have been due to poor implementation and this could be attributed to the fact that the process was led by donors who lacked the necessary institutional infrastructure. The book uses the 2005/6 fertiliser subsidy programme, which the government embarked on despite donor resistance that it went against market models, but which turned out to be overwhelmingly successful to demonstrate the state's developmental ability and potential. This volume is essential reading for academics, students, and practitioners seeking a deeper understanding of public administration, management, policy, development and governance in Africa and the rest of the developing world. The book is dedicated to the memory Guy Mhone, a Malawian, who was among Africa's leading scholars in public administration and governance. His works focused mainly on public sector reforms and development.
The second volume of the African Higher Education Dynamics Series brings together the research of an international network of higher education scholars with interest in higher education and student politics in Africa. Most authors are early career academics who teach and conduct research in universities across the continent, and who came together for a research project and related workshops and a symposium on student representation in African higher education governance. The book includes theoretical chapters on student organising, student activism and representation; chapters on historical and current developments in student politics in Anglophone and Francophone Africa; and in-depth case studies on student representation and activism in a cross-section of universities and countries.
