Die Arbeit untersucht am Fall der Religionspolitik in den Verfassungsgebungsprozessen der deutschen Bundesländer, ob Verfassungen eher das Ergebnis von Konflikt oder Konsens sind. Die Länderverfassungen zeigen eine hohe religionspolitische Vielfalt, die in dieser Arbeit erstmals vollständig erhoben und systematisiert wird. Die religionspolitischen Normen der Verfassungen werden vier Typen von Religionspolitik zugewiesen (Statusverleihung, Redistribution, Religionsfreiheit und Restriktion). Für die Verbreitung der einzelnen Normen werden die historischen Verläufe von 1919 bis 2015 analysiert und Trends beschrieben. Für die Erklärung der Unterschiede entwickelt die Arbeit ein ökonomisches Modell des Parteienwettbewerbs, in dem religiöse Parteien, insbesondere CDU und CSU, die zentrale Rolle spielen. In dem Modell wird angenommen, dass religiöse Parteien (einschließlich der Union) nur dann die Interessen nicht- und andersreligiöser Wähler berücksichtigen – wenn dies für ihren Wahlerfolg notwendig ist. Die zentrale Idee des Modells ist, dass religionspolitische Policies unterschiedliche Kosten und Nutzen für religiöse und nichtreligiöse Wähler implizieren. Diesen Kosten und Nutzen müssten religiöse Parteien Rechnung tragen, wenn sie Politikergebnis und Wahlergebnis gleichzeitig optimieren – d.h. rational abwägend agieren. Aus der Überprüfung dieses Modells lässt sich ableiten, ob die Religionspolitik in Verfassungen das Ergebnis offener Verhandlungen mit dem Ziel der Herstellung bzw. Abbildung eines gesellschaftlichen Konsenses sind – oder ob sie vielmehr das Ergebnis harter politischer Auseinandersetzungen sind und die gesellschaftlichen Machtverhältnisse reproduzieren. Je weniger Ersteres und je mehr Zweiteres gegeben ist, desto weniger können Verfassungen voraussetzungslos als Rahmen oder Bezugspunkt eines fairen politischen Wettstreits dienen. Die Arbeit belegt dieses Modell empirisch mit einem Mixed-Methods-Ansatz aus multiplen Regressionsanalysen und fuzzy set Qualitative Comparative Analysis (fsQCA).
Allen Buchanan argues that a particular set of false factual beliefs, especially when part of a comprehensive ideology, can lead persons to develop ‘morally conservative’ convictions that stand in the way of realising justice even though these persons have a ‘firm grasp of correct principles of justice and a robust commitment to their realisation’. In my remarks, I raise some questions concerning the core argument: How ‘firm’ can a grasp of principles of justice be if a person is blind to the realities of injustice? And how ‘sincerely committed’ to justice can such an injustice-insensitive person be? Alternatively: How firm is that grasp or commitment if one has a radically pessimistic view about human nature so that one does not believe that (egalitarian) justice can or could ever be realised? Secondly, I ask: If such ideologies or false beliefs are in play in reproducing injustice, do they not also ‘mask’ existing injustices?
This essay explores the problem of legitimation crises in deliberative systems. For some time now, theorists of deliberative democracy have started to embrace a “systemic approach.” But if deliberative democracy is to be understood in the context of a system of multiple moving parts, then we must confront the possibility that that system’s dynamics may admit of breakdowns, contradictions, and tendencies toward crisis. Yet such crisis potentials remain largely unexplored in deliberative theory. The present article works toward rectifying this lacuna, using the 2016 Brexit and Trump votes as examples of a particular kind of “legitimation crisis” that results in a sequence of failures in the deliberative system. Drawing on recent work of Rainer Forst, I identify this particular kind of legitimation crisis as a “justification crisis.”
Justice, not development : Sen and the hegemonic framework for ameliorating global inequality

Starting from the merits of Sen's "Development as freedom", the article also explores its shortcomings. It argues that they are related to an uncritical adoption of the discourse of "development", which is the hegemonic framework for ameliorating global inequality today. This discourse implies certain limitations of thought and action, and the article points out three areas where urgent questions of global justice have been largely ignored by development theory and policy as a consequence. Struggles for justice on a global scale, this is the conclusion, should not take the detour of "development".
Kulturalisierungen und Zuschreibungen ›kollektiver Identitäten‹ dienen in Debatten um die Einwanderungsgesellschaft Deutschland immer wieder dazu eine soziale Ordnung zu konstruieren, die zwischen denen unterscheidet, die dazu gehören und jenen, die nicht dazu gehören. Gleichzeitig formiert sich ›Identitätspolitik‹ als eine widerständige politische Praxis. Sie greift im Bewusstsein einer gemeinsamen Geschichte der Ausbeutung und Unterdrückung infolge einer zugewiesenen und konstruierten ›Identität‹ als ›Andere‹ diese als politischen Kampfbegriff auf und macht sie zum Mittel von Befreiungspolitik. Vor diesem Hintergrund untersucht die vorgelegte Dissertation die Fragestellung: Welche Strategien politischen Handelns existieren, die zum Ziel haben, das Kraftfeld der identitären Projektionen und deren materiellen Folgen zu stören, politische und sozio-ökonomische Rechte einzufordern und ohne ›Identität‹ auszukommen?
In Auseinandersetzung mit Konzepten von Stuart Hall, Judith Butler, Antke Engel, Fatima El-Tayeb und Audre Lorde lote ich theoretisch die Möglichkeiten und Unmöglichkeiten nicht-identitärer Strategien politischen Handelns aus. Ein solches Handeln konzeptualisiere ich in Abgrenzung vom Gros der Ansätze sozialer Bewegungsforschung als eines, das nicht auf der Politisierung und Mobilisierung einer ›kollektiven Identität‹ basiert, sondern sich anti-identitär gegen Identitätszuschreibungen und deren Folgen wendet. Zugleich wirkt es ent-identifizierend, wenn es gelingt, vorhandene Identitätszuschreibungen zu dekonstruieren ohne neuen ›Identitäten‹ zu konstruieren. Anhand einer theoriegeleiteten, empirischen Analyse ausgewählter politischer Interventionen von FeMigra und Kanak Attak – zweier kollektiver Akteur_innen auf dem Feld der Migrations- und Antirassismuspolitik – werden die Bedingungen und die Strategien dieses Handelns sichtbar.
Die Fallstudien zeigen, dass nicht-identitäre Strategien politischen Handelns nur kontingent und temporär möglich sind, bevor sie wieder identitär vereinnahmt werden. Es sind aber gerade diese Momente, in denen schlaglichtartig erkennbar wird, dass die identitäre Zwangslogik nicht unausweichlich ist. Zentrales Motiv dieser nicht-identitären Momente ist ein Perspektivenwechsel, der darin besteht, nicht die Subjekte, sondern die gesellschaftlichen Verhältnisse in den Blick zu nehmen, die ›Migrant_innen‹ erst als ›Andere‹ hervorbringen und ausgrenzen. Ihre Strategien, die ich unter Rückgriff auf meine theoretischen Überlegungen als ›ent-identifizierender Artikulationen‹ (FeMigra) und ›VerUneindeutigungen‹ (Kanak Attak) interpretiere, richten FeMigra und Kanak Attak gegen jene materiellen Verhältnisse, die gesellschaftlichen Ein- und Ausschluss organisieren. Dabei fordern sie nicht die Anerkennung einer ›kollektiven Identität‹, sondern versuchen alternative Konzepte von Zugehörigkeit zu entwickeln. Zugehörigkeit wird dabei nicht an eine ›Identität‹ geknüpft, sondern als Resultat einer gelebten Realität verstanden. Soziale und politische Rechte und gesellschaftliche Teilhabe werden von nationaler Zugehörigkeit qua Staatsbürgerschaft entkoppelt. Damit können die von Kanak Attak und FeMigra formierten Bewegungen als Ausdruck einer schon existierenden anderen Gesellschaft begriffen werden, in der Praktiken der Inklusion und Formen der Bürger_innenschaft praktiziert werden, die durch Rassismen in der Mehrheitsgesellschaft verunmöglicht werden.
Die Untersuchung macht darüber hinaus deutlich, dass Widerstand jenseits von ›Identitäten‹ den Blick nicht nur auf Herrschaftsverhältnisse richtet, sondern auch durch diese erzeugt wird. Die verschiedenen Strategien sind ebenso durch die unterschiedlichen institutionell-organisatorischen Zusammenhänge wie durch die Veränderungen des historisch-sozialen, zeitdiagnostischen Kontextes (1990-2007) bedingt. Für die Entwicklung der beiden Akteur_innen und ihrer Motivation zu kollektivem Handeln und für das Verständnis der Strategien ist dieser Kontext, das heißt die Strukturen rassistischer Unterwerfung und kapitalistischer Ausbeutung, entscheidend. Die Interventionsformen sind damit Störungen des jeweils zeitgenössischen Systems und daher nicht verallgemeinerbar, sondern immer geprägt von den Verhältnissen, gegen die sie sich richten.
Blockchain verspricht, Intermediäre wie Banken überflüssig zu machen und durch dezentrale Peer-to-Peer-Netzwerke zu ersetzen. Dieser Beitrag stellt die Frage nach der Realisierbarkeit dieser Ankündigung sowie danach, welche gesellschaftlichen Implikationen damit verbunden sind. Eine historisch informierte theoretische Analyse zeigt, dass die Erzeugung von Kreditgeld durch Banken ein für kapitalistische Gesellschaften existenzieller Vorgang ist. Die Fiktion des Geldwerts bedarf ihrerseits glaubwürdiger Intermediäre, die dauerhaft in der Lage sind, die zeitliche und räumliche Stabilität des Geldes zu inszenieren. Explorative Interviews mit Akteuren im Finanzsektor in Kombination mit einer inhaltsanalytischen Auswertung von einschlägigen Blogs, White Papers und Artikeln der Wirtschaftspresse lassen vermuten, dass Blockchain Intermediäre keineswegs ausschaltet, sondern diejenigen mächtiger werden lässt, die in der Lage sind, die Technologie ihren Bedürfnissen entsprechend umzugestalten.

Visuals can be effective tools for educating an audience about peacebuilding and the need to engage with a nation's violent past. However, research on visuality has pointed to the ambivalence visuals can develop through audiencing and the dominant political discourse. Building on this, this article argues that ambivalence can also occur between narratives by different media although the same institution produced them, and that such inherent contradictions can limit the institution's effectiveness. The analysis centers upon a case study of the East Timorese Commission for Reception, Truth and Reconciliation (CAVR) that compares the commission's documentary dalan ba dame (“road to peace”) with its final report about peace and the human rights violations committed in the territory between 1975 and 1999. While the commission's final report stresses the individual responsibility of members of the Indonesian military and formulates the need for an institution-based liberal peace, the documentary communicates the message that all parties to the conflict are guilty of committing crimes and that peace has already been created, mitigating the need to further engage with the violent past. The analysis identifies the media's different formats and their different agendas as reasons for the creation of these contradicting messages. Based on an assessment of the dissemination of both media and their reception within the political discourse in Timor-Leste, the implications of these conflicting narratives for educating an international audience are discussed. Since the final report is difficult to access due to its length and its legal language, the documentary remains the more accessible medium to educate an international audience about the nation's violent past. However, due to the narrative it conveys, the documentary's ability to mobilize an international audience is limited. Thus, the article argues for considering three aspects when designing visuals for peace education: the intermediality of visuals with other media and its potential effects concerning the communication of a specific message, the reception of the message by the target audience, and the reception of the message by broader audiences when the visual is distributed online.
A recent trend in international development circles is "New Institutionalism". In a slogan, the idea is just that good institutions matter. The slogan itself is so innocuous as to be hardly worth comment. But the push to improve institutional quality has the potential to have a much less innocuous impact on aid efforts and other aspects of international development. This paper provides a critical introduction to some of the literature on institutional quality. It looks, in particular, at an argument for the conclusion that making aid conditional on good institutional quality will promote development by reducing poverty. This paper suggests that there is little theoretical or empirical evidence that this kind of conditionality is good for the poor.
Ausgehend von Scheffers Beschreibung Existentieller Probleme untersucht die Masterarbeit die Problembehandlung solcher. Dabei versucht sich der Autor an einer vorläufigen Begriffsdefinition Existentieller Apparate und untersucht im folgenden, wie sich diese von der Arbeitsweise, ihrer Struktur und anderer Merkmale von herkömmlichen Apparaten unterscheiden. Die Diskussion erfolgt anhand der Problembearbeitungskapazitäten von der Flüchtlingshilfe auf Lesbos, Impfzentren und der Fridays-for-Future-Bewegung, die jeweils für Sich genommen speziell nur im Kontext jeweiliger Existentieller Probleme existieren.
In contrast to Japan and the “dragon economies,” the Philippines has not been able to partake in the “Asian Economic Miracle.” In short, the Philippines does not classify as a developmental state which exercises strategic industrial policies as traced in Japan, South Korea, Taiwan and Singapore. In fact, even its Southeast Asian neighbors Malaysia, Thailand and Indonesia had economically outdone the Philippines by the 1980s even though their prospects were much worse than those of the Philippines in the 1950s. And while the Philippine economy has been experiencing an upsurge in recent years, it is still significantly lagging behind regional standards—especially with regard to industrial development. From a political economy perspective, it is of key interest in how far the Philippine state has been contributing to this subpar development. In order to explore the ongoing Philippine development dilemma, the study thus offers a comprehensive analysis of the Philippines’ industrial policies, based on distinct government–business relations and patterns of social embeddedness. In addition to assessing the Philippines’ industrial policies and their embeddedness in general, two of the Philippines’ main export industry sectors—textile/garments and electronics—are examined. In this manner, the study contributes to the analysis of the political economy of economic development in the Philippines and provides insights on the prospects and limits of industrial policy in the Southeast Asian context.
Aufbauend auf einer Synthese der Theorie der sozialen Felder von Pierre Bourdieu und der Theorie der Art-Worlds von Howard Becker und der Institutionentheorie von Peter Berger und Thomas Luckmann wird die Stellung der Institution Frankfurter Musikwerkstatt im Feld der Kunst beschrieben. Mit Hilfe von narrativen Interviews und teilnehmender Beobachtung wird das Spannungsverhältnis zwischen dem Freiheitsideal der Kunstform Jazz-Musik und deren Institutionalisierung expliziert.
We cannot imagine a political system without opposition. Despite this crucial position in politics, political science has largely neglected to study oppositions. Attempting to fill this gap, this article analyses the institutional opportunities of parliamentary oppositions. It offers a parsimonious framework by distinguishing two dimensions of opposition influence: Some institutions enable oppositions to control governments, while others offer opportunities to present alternatives. A comparison of oppositions’ opportunities in 21 democracies shows that countries fall into four groups along these dimensions: In majoritarian democracies, weak control mechanisms are countered by excellent opportunities to publicize alternatives. Consociational democracies are characterized by strong control mechanisms, but provide only weak opportunities to present alternatives. Moreover, in Southern Europe, control mechanisms and opportunities to present alternatives are weak, while both are pronounced in Nordic Europe. The results are summarized in three indices that can easily be applied in future research examining oppositions and their power.
In the 21st century, the division of housework remains gendered, with women on average still spending more time doing chores than their male partners. While research has studied why this phenomenon is so persistent, few studies have yet been able to assess the effect of gender ideology and socio-economic resources at the same time, usually due to data restrictions. We use data from the pairfam, a new and innovative German panel study, in order to test the effect of absolute and relative resources as well as his and her gender ideology on the division of housework. We employ a life course perspective and analyze trajectories of couples’ housework division over time, using multi-level random effects growth curve models. We find that an egalitarian gender ideology of both him and her significantly predicts more egalitarian division-trajectories, while neither absolute nor relative resources appear to have an effect on the division of housework over time. Furthermore, our results expand the literature by investigating how these processes differ among childless couples and couples who experience the first birth.
Rising powers are fundamentally shifting the relations of power in the global economic and political landscape. International political theory, however, has so far failed to evaluate this nascent multipolarity. This article fills this lacuna by synthesizing empirical and normative modes of inquiry. It examines the transformation of sovereignty exercised by emerging democracies and focuses especially on the case of Brazil. The paper shows that – in stark contrast to emerging democracies' foreign policy rhetoric – the "softening" of sovereignty, which means that emerging powers gain as well as lose certain aspects of sovereignty, has become the norm. The paper explores this softening of sovereignty from the perspective of global justice by assessing it on the basis of globalist, statist, and internationalist conceptions of global justice. We find that the emergent multipolarity contributes in various ways to the realization of the distinct socioeconomic and political criteria of these three conceptions of global justice. However, we also point out that the transformation of sovereignty generates particular problems for the realization of all three conceptions.
Globale Finanzplätze im Vergleich : Frankfurt und Sydney zwischen Global City und lokaler Variation

Frankfurt und Sydney sind international bedeutende Knotenpunkte des Global- Cities-Netzwerks. Als transnationale Finanzzentren erreichen sie im Global Financial Centres Index (GFCI) ähnliche Platzierungen. Populäre Rankings wie der GFCI entfalten ihre Wirkungsmacht in einem politischen Diskurs, der die Konkurrenz von Finanzzentren in einem hierarchischen Städtenetzwerk betont und so die Orientierung an den Champions der Finanzmetropolen forciert. Der hier vorgenommene kontrastive Vergleich Frankfurts und Sydneys zeigt hingegen, dass die stark von Globalisierungs- und Finanzialisierungstendenzen beeinflussten Städte sich nicht einfach einem Idealtypus von Global Cities angleichen. Vielmehr sorgt die Einbettung in unterschiedliche Entwicklungslinien – im Falle Frankfurts in die Tradition einer koordinierten Marktwirtschaft, im Falle Sydneys in die Tradition einer liberalen Marktwirtschaft – für die Ausbildung von Finanzsystemen mit unterschiedlichem Charakter und unterschiedlicher Reichweite. So weist der Finanzplatz Frankfurt im Vergleich mit Sydney eine starke globale Vernetzung auf, wenngleich die Merkmale der koordinierten Marktwirtschaft - geringere Börsenkapitalisierung der Unternehmen, einer primär kreditbasierten Unternehmensfinanzierung und geringere Finanzmarktorientierung der Bevölkerung nachwirken. Demgegenüber profitiert der Finanzstandort Sydney von einer durchwegs finanzialisierten Ökonomie, was sich in der Finanzmarktorientierung von Unternehmen und jener der allgemeinen Bevölkerung ausdrückt, weist aber eine stärkere Binnenorientierung, also die Fokussierung auf den nationalen Markt auf.
Im Kontext der Diskussion zur „Globalisierung des Managements“ und der daraus entstandenen These einer transnationalen Klasse untersuchen wir in diesem Beitrag den Stellenwert internationaler Berufserfahrung bei Bankvorständen in Deutschland und weltweit. Bisherige Forschungen (etwa Pohlmann 2009) argumentieren, dass bei den Top-100- Industrieunternehmen in den USA, Ostasien und Deutschland Karriereverläufe im mittleren und Spitzenmanagement kaum internationalisiert sind und Hauskarrieren die Regel seien. Unsere eigene explorative Untersuchung legt die Vermutung nahe, dass die Situation im deutschen sowie im globalen Bankensektor anders aussieht. Vor allem in Deutschland verlaufen die Top-Karrieren im Unterschied zu Industrieunternehmen deutlich internationaler, was auf andere personelle Konstellation im Feld des global vernetzten Finanzsektors hinweist. Im deutschen wie im globalen Finanzsektor könnten wir es hierbei mit dem Phänomen einer „Transnationalisierung ohne Migration“ zu tun haben.
In methodischer Hinsicht macht unsere Studie auf die Grenzen quantitativer Forschungsdesigns bei der Untersuchung internationaler Berufserfahrung und internationalen Arbeitspraxen aufmerksam. Daher plädieren wir für ein an die Kategorien der Bourdieu‘schen Sozialtheorie angelehntes qualitatives Forschungsdesign für die Untersuchung der Herausbildung einer globalen Klasse auf den globalisierten Finanzmärkten.
This paper argues that it is necessary to focus on gender rather than exclusively on women in discussions on global poverty eradication. It argues firstly, that the drivers of poverty are complex and multifaceted leading to a least two different forms of deprivation – transitory and structural poverty – each requiring different forms of analysis and treatment. Transitory poverty can arise as a consequence of an event or shock that would diminish an individual’s capacity to retain or secure employment and where a State lacks an appropriate form of social protection. Structural poverty, on the other hand, arises where groups are excluded from the workforce on a more permanent basis due to a wide variety of factors of discrimination such as sex, race, ethnicity, and age. Focusing on the sex of an individual alone cannot explain why some are more likely to experience different forms of poverty than others. Policies that protect women against transitory poverty, such as care related allowances, are not sufficient to eradicate structural poverty. Secondly, structural poverty prompts an examination of gender roles and relations. Unlike the category of ‘women’, the concept of gender demands consideration of a wider range of intersecting factors that influence life chances. The structure of contemporary gender relations, where women continue to experience higher levels of violence, and carry the greatest burden of responsibility for non-market based production activities, create the social conditions where domination and dependence thrive, and where persistently high rates of poverty seem inevitable. Such circumstances are generated by human agency. Thus, thirdly, it argues that these circumstances can and should be changed through human action. Knowledge of these circumstances gives rise to moral obligations for both men and women to avoid upholding values and practices that lead to domination and dependence as a matter of basic justice.
