This article discusses the potential of a historical approach to sustainability transformations. Using environmental issues and governance structures as case studies, it first describes how historical “sustainability transformations” can be conceptualized. It then suggests that 19th-century constitutional reforms can be read as attempts at reaching fiscal sustainability, whereas some social reforms can be interpreted as attempts to render the capitalist economy sustainable. In conclusion, the article highlights that the primary value of historical approaches to sustainability transformations will not lie in models, but in encouraging more creative questions.

Das Oberverwaltungsgericht für Nordrhein-Westfalen hat am 19. März eine für die rechtsstaatliche Prägung deutscher Außenpolitik sehr bedeutsame Entscheidung getroffen. Demnach muss sich die Bundesrepublik in Zukunft vergewissern, ob durch den Einsatz von US-Drohnen, die über deutsches Gebiet gesteuert werden, Völkerrecht verletzt wird. Ist dies der Fall, muss sie Maßnahmen treffen, damit eine solche Rechtsverletzung unterbleibt. Ein einfaches Wegducken der Bundesrepublik ist damit nicht mehr möglich. ...
Die Gegenwart ist heimlicher Komplize der Geschichtsschreibung. Also war nach seinem Standardwerk "A History of American Law" (1973) vom Nestor der amerikanischen Rechtsgeschichte, Lawrence M. Friedman, eine autoritative Fortsetzung zu erwarten. Mit "American Law in the Twentieth Century" liegt sie vor. Fesselnd geschrieben, in die Hand eines jeden Studierenden gehörend, wie es heißt, wirft das umfangreiche Werk – Komplizenschaft hin oder her – eine Reihe von Fragen auf. Warum gerade das 20. Jahrhundert? Waren 1900 und 2000 Schwellenjahre, die den Beginn und das Ende einer diskreten Entwicklungsphase des amerikanischen Rechts markieren? Vielleicht dessen Moderne oder gar Postmoderne? Geprägt von normativen Leitprinzipien oder gesellschaftlichen Umbrüchen? – Der Reihe nach. ...
Am Anfang der modernen Lehren vom Staat war Thomas Hobbes. Genauer: sein unbestritten einflussreichstes Werk: der "Leviathan". Einige Historiker, Philosophen und Staatslehrer werden den Moment des Anfangs, wenn es denn auf einen solchen ankommt, anders bestimmen wollen. In der Tat wäre hinsichtlich des Ursprungs der ungebundenen Staatstechnik an Machiavellis "Fürst", geschrieben 1513 und publiziert 1552, zu erinnern. Oder an Jean Bodin als Vater der modernen Souveränitätslehre. Was die Moderne betrifft, so kommen als weitere Schnittstellen, zugleich Bruchstellen mit dem Alten, je nach Perspektive und Präferenz, auch folgende Ereignisse, Bewegungen und Prozesse in Frage: die Entdeckung der Neuen Welt, das Erdbeben von Lissabon, die Glaubensspaltung nebst Westfälischem Frieden, die Kopernikanische Wende, die "Großen Revolutionen", die Philosophie der Aufklärung, auch Gutenbergs Erfindung des Buchdrucks und andere mehr. The focus of this work, the debate about a body of law dealing with aristocratic issues, is not easy to summarize. This problem stems in part from a topic that historians who do not work on law might be forgiven for considering nonexistent; in part, it has to do with the indirect way in which Dorothee Gottwald engages with current trends in the historiography of nineteenth-century Germany. ...
Mike Rapport is one of the few scholars who write European history not as the history of a few select countries, but of the entire continent. Rapport is at home in the history of the Balkans as well as France, Italy, Germany, Russia, and Scandinavia, and well versed in the historiography published in English, French, and Italian. Rapport's well-rounded viewpoint is one excellent argument for anyone suffering from "1848 fatigue" after the sesquicentennial celebrations and their aftermath in conference volumes and historiographical reviews to put aside any skepticism regarding the possibility of anyone presenting a novel perspective; the book itself is another. In it, Rapport offers a narrative history of the events of 1848 in those European countries and regions affected directly by the revolution--France, Italy, the German states, Denmark, and Rumania--with some remarks on areas where the impact was more indirect (Britain, Russia, the Ottoman Empire, and Scandinavia). This book is less obviously an academic textbook than Jonathan Sperber's excellent survey of the revolutions of 1848, and less encyclopedic than the survey of national events and overarching themes edited by Dieter Dowe and others for the 1998 anniversary. ...
Andreas Fahrmeirs These lautet, dass die Entwicklung der modernen Form der Staatsbürgerschaft "von einer spezifischen Erfahrung zwischenstaatlichen Wettbewerbs vorangetrieben wurde" (231). Dass alle oder fast alle erwachsenen Männer nach den Prinzipien der Aufklärung und des Liberalismus Rechte besaßen oder wenigstens fähig waren, zur politischen Mündigkeit erzogen zu werden, hat sicherlich auch zur Erweiterung der Rechte und der Zahl der Staatsbürger in vielfältiger Weise beigetragen. Nach Fahrmeir waren aber "Blut und Eisen" wichtiger für die Entwicklung von Staatsbürgerrechten als der Einfluss Lockes und Kants. Krieg oder die Vorbereitung auf einen Krieg haben Staaten angetrieben, eine "homogene, gesunde und produktive Bevölkerung" zu schaffen, um Stabilität und ökonomische Effizienz herzustellen (230). Und hauptsächlich deshalb wurden weitere zivile, politische und soziale Rechte breiteren Gruppen von Einwohnern gewährt und Grenzen zwischen Staatsbürgern und Ausländern schärfer gezogen. Dieser Hypothese folgend, kommt Fahrmeir zum Schluss, dass, da westliche Regierungen seit den 1970er Jahren zunehmend auf die Wehrpflicht verzichten und sich vielmehr auf den wirtschaftlichen Erfolg im Kontext einer globalisierten Ökonomie konzentrieren, sie sich fortan auch weniger um die Opferbereitschaft und um die Rechte ihrer Einwohner kümmern. Deren ökonomische Nutzbarkeit steht im Vordergrund (231 f.). ...
Im Jahr 1921 kam ein 16-jähriger, ursprünglich aus der Ölstadt Baku stammender jüdischer Reisender namens Lev Nussimbaum in Konstantinopel an. Lev wurde 1905 als Sohn eines Ölunternehmers und einer Mutter mit bolschewistischen Neigungen geboren. 1917 ergriffen Lev und sein Vater – die Mutter war um 1911 gestorben, möglicherweise durch Selbstmord – die Flucht. Ihre Reise führte über Turkmenistan und Persien zunächst in die Türkei, dann nach Frankreich, schließlich in das Deutschland der Weimarer Republik. Dort entdeckte der fast mittellose Student einen Markt für Artikel und (ab 1929) Bücher über den Orient, den er als ›echter‹ Araber bediente. »Essad Bey«, wie er sich seit etwa 1924 nannte, erlangte mit einer Fülle von Publikationen, darunter Biographien Mohammeds und Stalins, internationale Bekanntheit, bis die Machtergreifung der Nationalsozialisten seine Lage prekär machte. Denn die falsche Familiengeschichte des Konstrukts Essad Bey, dessen Vater angeblich Mohammedaner und dessen Mutter angeblich eine christliche Adelige waren, wurde nun durch missgünstige Konkurrenten genau untersucht und drohte als Fälschung entlarvt zu werden. Während Nussimbaums jüdische Ehefrau nach Amerika auswanderte und sich dort scheiden ließ, ging er selbst zunächst nach Wien, wo er 1937 als »Kurban Said« das später in Aserbeidschan als Nationaldichtung betrachtete Buch »Ali und Nino« verfasste, dann nach Italien, wo er 1941 an einer Wundinfektion starb. ...
The privatization of Old Age and Survivors Insurance and Disability Insurance was a top priority on president Bush’s domestic political agenda. Although Bush’s reform initiative has failed and president Obama has declared not to privatize social security, the system of public old age security in the United States is still in crisis, mainly because of demographic factors and the ensuing financial problems but also because of the recent and deep economic recession in the United States. This article reviews the initiative of the Bush-Administration to partially privatize social security and analyzes the main objectives behind Bush policy as well as the main arguments against and obstacles to it. By placing Bush politics of privatizing social security in a broader context of comparative welfare state reform, this article discusses the consequences of privatizing social security systems on equality and poverty, as well as on the legitimacy of the political system in general.
This paper studies one of the earliest forms of modern consumer culture—the road book—in relation to one of the early utopias of modern consumption—California. Criticism has traditionally treated the road book as an extension of a loosely defined transcendentalist project, where drivers take to the open road to “discover” themselves in nature. The determinate context, however, is corporate rather than literary-historical. The earliest road books were advertisements. Their itineraries linked up with other spatial technologies (e.g. the conveyor belts in automobile plants and modern highways), transforming space into a vast production and distribution network. Production and distribution intersected in California, the state with the most automobiles per capita and the destination of most early road trips.
The first section of the paper considers the journey to California from the perspective of Emily Post, who would later become a famous writer on etiquette. Post’s book is the narrative equivalent to the standardized roadside architecture, converting local difference into a tourist attraction, and local (especially ethnic) identity into a commodity. The next section considers the effects of commercial homogenization on gender, focusing on the moment when some women, taking the steering wheel, assumed agency as consumers. The primary texts here are some of the early novels of Sinclair Lewis, along with examples of sociology and advertising copy from the 1920s and 1930s. The final section analyzes the WPA Guidebook to California as a federal attempt to re-map corporate space—the space of tourist attractions and consumers—according to a progressive ideal. All three sections treat the tour form as a spatial and literary structure—a privileged topos, at once geographical and symbolic, where complex relations between identity and place are negotiated in the form of a journey.

Shell, Söhnke Schreyer, Ulrike Fischer und Rüdiger Wersich dokumentieren Aspekte einer in den zurückliegenden Semestern am ZENAF geführten Diskussion zur Problematik des Multikulturalismus in den USA. Die Diskussion begann anlässlich der Tagung der Sektion Politikwissenschaft der DGfA ("Die USA als multikulturelle Gesellschaft") in Frankfurt im November 1991. Im Sommersemester 1993 und im Wintersemester 1993/94 folgten zwei Diskussionsrunden im Rahmen des Jour Fixe des ZENAF unter dem Leitthema "Probleme der Institutionalisierung des Multikulturalismusll• Eine gemeinsame Diskussionsgrundlage bildete zunächst der in dieser ZAF-Ausgabe abgedruckte Aufsatz von Hans-Jürgen Puhle: "Multikulturalismus in den USA", der bereits (in englischer Fassung) als Vortrag auf der Jahrestagung der DGfA ("Multikulturalismus: Politische, soziale und kulturelle Konsequenzen am Beispiel der USA") in Berlin im Juni 1992 gehalten wurde. Die Publikation des Aufsatzes in einem von Berndt Ostendorf herausgegebenen Sammelband (''Multikulturelle Gesellschaft: Modell Amerika?", München) ist für 1994 vorgesehen. Die übrigen Beiträge dieser ZAF-Ausgabe sind überarbeitete Versionen von Kurz-Statements, die von den Autoren für die beiden Diskussions-Veranstaltungen am ZENAF vorbereitet wurden. Die angeregte und intensive Diskussion, an der sich eine erfreulich große Zahl von Teilnehmern aus verschiedenen Fachbereichen der Kultur- und Sozialwissenschaften beteiligten, kann diese Zusammenstellung allerdings nicht in ihrer vollen Breite repräsentieren. Für das Sommersemester 1994 ist eine Fortsetzung der Veranstaltungen am ZENAF geplant, die weitere Fragen der Problematik der Institutionalisierung des Multikulturalismus aufgreifen soll.
The paper aims at presenting research about Neo-Conservatism, in particular about the origin(s), history of development, ideas, and foreign policy goals. The core argument of the paper is that the discipline of International Relations (IR), in particular the North American Research and the Peace and Conflict Research, should take the Neoconservatives seriously. Three arguments can be made for this: First of all, Neoconservatives such as Robert Kagan, Charles Krauthammer, and Normen Podhoretz are participating in the debates about US foreign policy, and they introduce their ideas (e.g. "democracy promotion", "unipolar moment", and "benevolent empire") into the discourse. The foreign policy of the Reagan administration as well as the foreign policy of George W. Bush was highly influenced by neoconservative ideas. To sum up, Neo-Conservatism is the fourth influential school of US foreign policy beside Isolationism, Liberal Internationalism, and Realism. Secondly, Neoconservatives are proponents of a war-prone-US foreign policy, and advocates of the "war on terror" and the Iraq War. And finally, Neoconservatives are characterized by ideas, in particular the idea of democracy promotion, as the purpose of American politics and historic mission. Along with this, a neoconservative misunderstanding of IR theories becomes apparent. The "Democrat Realist" Krauthammer and the "Wilsonianist" Podhoretz both refer to "Realism", "Liberalism" and Wilson’s doctrine "to make the world safe for democracy" in a way which is not only misleading, but deceptive. Neoconservatives suggest that Realism is a sole power politics-theory without normative bias, and that the scholars of the liberal peace theory as well as Wilson and his successors claim for a policy of democracy promotion by using force and waging war. Against this background, a critical examination with Neoconservatism is presented in the paper. To reveal the neoconservative misunderstanding of IR discipline and its two important school of thoughts, the few similarities but numerous differences between Neo-Conservatism on the one hand and realist and liberal approaches in IR on the other hand are worked out.
After he had only tightly lost the election in July 2006, Andrés Manuel López Obrador and his Coalición claimed fraud and asserted that unfair conditions during the campaign had diminished his chances to win the presidency. The paper investigates this latter allegation centering on a perceived campaign of hate, unequal access to campaign resources and malicious treatment by the mass media. It further analyzes the mass media’s performance during the conflictual post electoral period until the final decision of the Federal Electoral Tribunal on September 5th, 2006. While the media’s performance during the campaign tells us about their compliance with fair media coverage mechanisms that have been implemented by electoral reforms in the 1990s, the mass media is uncontained by such measures after the election. Thus, their mode of coverage of the postelectoral conflicts allows us to “test” the mass media’s transformation to a more unbiased, social responsible “fourth estate”. Finally the paper scrutinizes whether the claims of fraud and the protests by the leftist movement resulted in lower levels of institutional trust and democratic support. The analysis of the media performance is based on data provided by the Federal Electoral Institute (IFE). Its Media Monitor encompassed more than 150 TV stations, 240 radio stations and 200 press publications. However, there is no comparable data available for the postelectoral period. Interviews with Mexican media experts, which the author has conducted during the postelectoral period, serve as empirical basis for the second part. Data on the public opinions and attitudes of Mexican citizens are taken from the 2007 Latinobarometro, the 2006 Encuesta Nacional and several polls conducted by Grupo Reforma. The results do not support López Obradors notions. Even though a strong party bias is characteristic of the Mexican media system, all findings hint at a continuity of balanced campaign coverage and fair access to mass media publicity. Coverage during the postelectoral period was more polarized, yet both sides remained at least partially open for oppositional views. The claims of fraud, mass protest mobilization and anti-institutional discourse by Lopez Obrador’s leftist movement seem not to have caused significant loss in institutional trust, support of and satisfaction with democracy, even though these levels remain quite low.
Stéphane Dufoix schreibt im Vorwort, das vorliegende Buch (das in etwas kürzerer Fassung 2003 auf französisch in der Reihe "Que sais je" erschien) habe "a somewhat schizophrenic character". Es handele von "Diaspora", sei aber von einem Autor verfasst, der an die Nützlichkeit von Diaspora als Forschungsbegriff nicht glaube. Nach der Lektüre von rund 100 Seiten luzidem und konzisem Text weiß man garantiert etwas über Diaspora, was man vorher nicht gewusst hat, und man wird vermutlich die Skepsis des Autors im doppelten Sinne teilen: gegenüber der Nützlichkeit des Begriffs als analytischem Instrument, und gegenüber der Annahme, dass der Begriff bald durch andere ersetzt werden wird. ...
