Sobre la libertad política

Este artículo presenta un argumento en favor de un concepción intersubjetivista de la libertad política constituida por cinco diferentes nociones de autonomía: moral, ética, legal, política y social. Más allá de las nociones estrictamente liberales o comunitarias, negativas o positivas, el concepto de libertad política incluye todas aquellas libertades que los ciudadanos, en tanto continentes y usuarios autónomos de la libertad, pueden conceder y garantizar de forma recíproca y general. Así, en la base de este concepto reposa un principio de justiticación moral y política.
This article discusses the potential of a historical approach to sustainability transformations. Using environmental issues and governance structures as case studies, it first describes how historical “sustainability transformations” can be conceptualized. It then suggests that 19th-century constitutional reforms can be read as attempts at reaching fiscal sustainability, whereas some social reforms can be interpreted as attempts to render the capitalist economy sustainable. In conclusion, the article highlights that the primary value of historical approaches to sustainability transformations will not lie in models, but in encouraging more creative questions.

The language of hope is a ubiquitous part of political life, but its value is increasingly contested. While there is an emerging debate about hope in political philosophy, an assessment of the prevalent scepticism about its role in political practice is still outstanding. The aim of this article is to provide an overview of historical and recent treatments of hope in political philosophy and to indicate lines of further research. We argue that even though political philosophy can draw on recent analyses of hope in analytic philosophy, there are distinct challenges for an account of hope in political contexts. Examples such as racial injustice or climate change show the need for a systematic normative account that is sensitive to the unavoidability of hope in politics as much as its characteristic dangers.
Globaler Konstitutionalismus ist etwas für Optimisten. Dass politische Macht in der globalisierten Welt sich der Herrschaft des Rechts, der Demokratie und den Menschenrechten unterwirft, ist nichts, was sich rein faktenorientiert an irgendwelchen Messinstrumenten ablesen ließe – noch viel weniger, dass sie sich diesen konstitutionellen Grundprinzipien auch auf globaler Ebene unterwerfen sollte. Das muss man schon auch glauben wollen, zumal in Zeiten wie diesen, wo sich die Zweifel häufen: Sind diese im Westen entwickelten Verfassungsprinzipien wirklich so universalisierbar, dass sie sich Chinesen, Saudis, Türken und Russen auch dann anempfehlen, wenn diese zunehmend – und zunehmend selbstbewusst – ohne sie zurechtzukommen scheinen? Was lehrt es uns bei unseren Versuchen, supra-, trans- und internationale Organisationen in konstitutionellen Kategorien zu beschreiben, dass dieselben allerorten die Bürgerinnen und Bürger auf die Barrikaden treiben? Kritische Reflexion tut not, und die Gelegenheit dazu erhielt der globale Konstitutionalismus letzte Woche bei einem außergewöhnlich prominent besetzten Workshop, den unser Partner, das Center for Global Constitutionalism beim WZB, gemeinsam mit der Humboldt-Universität und dem Frankfurter "Normative-Orders"-Cluster in Berlin veranstaltet hat.
What motivates welfare attitudes during economic crises? While existing research highlights self-interest, this conclusion rests on a predominant conceptualization of citizens’ crisis experiences as personal job loss. However, during economic downturns, people are likely to also witness colleagues or distant others being laid off, which might affect welfare attitudes for reasons beyond self-interest. This article analyses how personal job loss as well as that of colleagues and acquaintances during the Great Recession is related to welfare attitudes in the UK, Germany and Sweden, where welfare regimes and crisis policies differ systematically. Based on Eurobarometer data from 2010, the findings reveal that the importance of personal job loss as well as that of colleagues and acquaintances varies cross-nationally. In the liberal UK – with its modest crisis response – demand for greater public welfare provision is associated with personal job loss. In social-democratic Sweden – with its active crisis management – demand for greater welfare provision is associated with acquaintances’ job loss. In conservative Germany – with its labour market insider-focused crisis response – no clear picture emerges. These findings support a sociological perspective emphasizing the importance of other-regarding concerns for welfare attitudes and the role of institutions in structuring people’s self-interest and normative orientations.
Die gegenwärtige Krise der Demokratie wird besonders sichtbar in der "symbolischen Dimension politischer Repräsentation". Diese Auffassung vertritt Paula Diehl in ihrem Aufsatz Demokratische Repräsentation und ihre Krise. "In Bildern, Inszenierungen und Diskursen werden sowohl demokratisierende als auch antidemokratische Konzepte 'getestet'. Erfahren sie Resonanz in der Öffentlichkeit und in der Bevölkerung, kann sich die Lage in die eine oder in die andere Richtung entwickeln. Denn Symbole aktivieren Vorstellungen über die politische Ordnung, Repräsentanten, Bürgerinnen und Bürger, über den Staat und auch darüber, wie politische Institutionen funktionieren sollen." So Paula Diehl im besagten Aufsatz, der Überlegungen bündelt, die sie in ihrer Studie Das Symbolische, das Imaginäre und die Demokratie. systematisch entfaltet hat. In dieser Arbeit analysiert Diehl den Zusammenhang zwischen den normativen Strukturen und der symbolischen Praxis eines demokratisch verfassten politischen Gemeinwesens. Beide bedingen sich gegenseitig. Die normative Struktur einer Gesellschaft findet den Grund ihrer Geltung und der Stabilität in der symbolischen Praxis; diese wiederum muss begriffen werden als Ausdruck der Prinzipien und Regeln der normativen Grundstruktur. Eine Krise des Politischen ist zu verstehen als Resultat und Ausdruck einer Störung in diesem wechselseitigen Bedingungsverhältnis von normativer Struktur und symbolischer Praxis der politischen Gemeinschaft. ...
