Ce travail fournit deux résultats principaux : 1. Calliosioma sirigosum doit être réuni à Gibbula cinemria dont il n'est qu'une forme méridionale; 2. L'étude, tout au long des côtes, du passage de Gibbula cinerara classique à l'aspect Calliosloma slrigosum, montre un curieux phénomène de double inversion : on passe d'abord de Gibbula cineraria à Calliosioma sirigosum en passant des régions septentrionales à la côte basque; puis on revient progressivement de Calliosloma slrigosum à Gibbula cineraria en passant de la côte basque à la Galice; puis on passe à nouveau progressivement de Gibbula cineraria à Calliosloma slrigosum en passant de la Galice au Sud du Portugal et au Maroc. Ces inversions successives sont à nos yeux la preuve de l'extrême sensibilité de cette espèce aux conditions climatiques. Car tout nous montre que la côte basque est un milieu de vie à peu près équivalent au Portugal, et la côte galicienne un milieu de vie à peu près équivalent à la Bretagne. L'étude des caractères généraux de la faune et de la flore est venue s'ajouter à la connaissance des données physiques (voir, entre autres travaux et mises au point, E. FISCHER-PlETTE, 1955 et 1957) pour imposer cette manière de voir. Non seulement la composition de la faune et de la flore traduisent à l'évidence les grossières équivalences que nous venons d'énoncer, mais on connaît en outre déjà divers cas où une même espèce, susceptible de vivre au long de ces régions à climats différents, y montre des changements de ses caractères : telles sont Paiella intermedia (FISCHER-PIETTE et GAILLARD, 1959), Littorina saxalilis (Id., 1960 et 1961), Fucus vesiculosus (FISCHER-PlETTE, 1961). Les variations de Gibbula cineraria nous apportent un nouvel exemple du même ordre. Mais cette espèce est encore beaucoup plus plastique que celles que nous venons de citer, elle est si sensible aux conditions externes, qu'elle se transforme au point d'avoir fait croire à deux états spécifiques et même génériques différents. Il n'en est rien puisque nulle part ces deux états ne co-existent, et puisqu'entre eux, dans les secteurs géographiquement intermédiaires, on voit les populations changer graduellement de l'un des aspects à l'autre. C'est ce caractère remarquablement accentué des effets morphogènes du milieu, et c'est le fait que les transformations sont si complètement effectuées deux fois de suite de part et d'autre d'un secteur où la transformation inverse est tout aussi complète, qui nous a fait dire, au début de notre rédaction, qu'il s'agissait d'un cas particulièrement instructif.
L'éveil à la vie politique des larges masses africaines sous domination francaise constitue un des points saillants des bouleversements consécutifs à la seconde guerre mondiale. C'est ce qui fondamentalement nous a conduit à travailler sur ce sujet qui nous a été propose par le professeur Abdoulaye Bathily: Le rassemblement democratique africain et la lutte anticoloniale de 1946 a 1958.

L’oeuvre poétique de l’écrivain juif de langue allemande Paul Celan (1920-1970) jouit aujourd’hui d’une renommée internationale et d’une considération quasi unanime, qui sont peu habituelles pour un poète contemporain. Rares sont en effet les écrivains dont on est à ce point sûr, dès leur vivant, que leur oeuvre va rester une référence essentielle pour la postérité. Classique « pré-posthume », Paul Celan n’a pas connu le purgatoire littéraire après sa disparition ; presque immédiatement il a été accueilli dans le panthéon de la poésie universelle, où il côtoie des figures telles que Hölderlin, Rilke, Mallarmé, Rimbaud, Shelley, Pessoa. À l’heure actuelle, les articles, livres et colloques qui lui sont consacrés de par le monde entier ne se comptent plus. En même temps, on a pu assister à la création d’un mythe Paul Celan, notion qu’on n’entendra pas dans le sens d’une non-vérité, mais comme la représentation puissante, surdéterminée autant que simplifiée, d’une réalité autrement plus complexe. Comme chaque mythe, celui de Celan comporte plusieurs variantes, pour lesquelles il est néanmoins aisé de trouver un dénominateur commun. Depuis sa mort, Paul Celan a été peu à peu subsumé sous l’image du poète de la Shoah, dans un sens historique, mais aussi philosophique, voire religieux. De la sorte, son oeuvre est aujourd’hui considérée à la fois comme un mémorial pour les six millions de Juifs morts dans les camps nazis, et comme l’entreprise, contre le verdict d’Adorno, de faire renaître des cendres de notre civilisation occidentale la parole poétique et sa vérité. L’investissement passionnel que certains lecteurs de Paul Celan ont pu manifester est à la mesure du rang qui lui a été assigné ; et le conflit des interprétations qui existe au sujet de son oeuvre, reflète dans une large mesure les discussions, controverses et polémiques sur le génocide des Juifs d’Europe et sur la période de la Seconde Guerre mondiale.
Ce manuel traite, du point de vue des femmes, des enjeux liés à l’entrée des pays africains dans la société de l’information. Il présente, à l’intention des décideurs et acteurs publics, civils et privés, un plaidoyer sur la prise en compte du genre dans les politiques de TIC pour une société africaine de l’information juste, plurielle et inclusive.

Dans ce travail, nous avons le dessein de traduire le caractère ambiguë de la langue, du langage à travers un projet oecuménique orienté vers la diversité dans l’unicité. Ahmadou KOUROUMA nous propose, à travers la bouche de son protagoniste, BIRAHIMA, de raconter un « blablabla » qui, en fin de compte, est complexe et fort enrichissant. Car sa mission est d’illustrer en filigrane la différence linguistique entre le français et le malinké. De même, Ytsia-MOON et les autres protagonistes de Parole de vivant semblent ne pas vouloir se laisser piéger par les incohérences de la langue française et complètent parfois leurs propos avec leur langue propre : le Ipunu. Ce travail, axé sur le langage à travers la langue d’ Ahmadou KOUROUMA et de Auguste MOUSSIROU MOUYAMA, n’est qu’un jalon. C’est assurément un thème que nous envisageons orienter vers l’exploration de toute la littérature africaine écrite, c’est-à-dire celle en langue anglaise et celle en langue française. Avant tout, nous tenons à avertir la classe littéraire du fait que ce travail que nous commençons fut entamé par Nicolas MBA ZUE2 lors de la journée du 24 janvier 20043 en hommage à Ahmadou KOUROUMA. Cela aurait pu nous détourner ou décourager du choix de ce thème. Mais une telle solution aurait été une fuite en avant. La métadiscursivité est un champ si vaste qu’au regard de cette première ébauche, on pourrait simplement parler d' « écorchure ». C’est ce qui fait en sorte que nous restions attachés à notre dessein d’en faire un thème d’étude pour les années à venir.
La Journée Internationale des Musées dont le thème cette année est : « Les musées et les jeunes », nous offre l’agréable occasion d’échanger avec de jeunes scolaires sur la question de la valorisation du patrimoine culturel immatériel. Cette initiative du Musée de la Musique est à saluer ; car si je ne m’abuse, c’est l’une des rares occasions que le service chargé de la protection et de la valorisation du patrimoine culturel a pour s’entretenir de cette question avec les scolaires. Que toute l’équipe du Musée de la Musique en soit remerciée ! Les remerciements vont également à l’endroit de toutes celles et de tous ceux qui ont fait le déplacement de ce soir. La jeunesse, comme on a coutume de le dire « constitue l’avenir de la nation. » C’est à elle que reviendra le témoin de conduire, dans un futur proche, le destin de la nation. Dès lors se pose la question de savoir quelle éducation inculquer à cette jeunesse dans un monde globalisé. Comme l’a dit un célèbre historien burkinabé, en l’occurrence le Pr. Joseph KI-ZERBO, « Pour savoir où l’on va, il faut d’abord savoir d’où l’on vient. » Cette affirmation pour dire que le passé et tout ce qui lui est rattaché est fondamental dans la connaissance du présent et dans la projection de l’avenir. Pour cela, la jeunesse doit être éduquée aux valeurs fondamentales et cardinales de nos sociétés. C’est pourquoi, la jeunesse doit connaître son patrimoine culturel.Qu’est-ce que le patrimoine culturel et comment les jeunes peuvent-ils s’impliquer dans sa préservation ? Voici les questions autours desquelles s’articulera notre intervention.
Reason is not the monopoly of any particular group or culture. It is a universal human quality. Nevertheless, it should be recognised that reason manifests itself differently from one culture to another. Do we therefore admit that these forms are distinctly plural or should we, on the contrary, recognise the possibility of a meeting and, if need be, of an ordered confrontation that would guarantee, beyond this obvious diversity, a unity of human reason? This book with contributions in both English and French is the result of a debate on this question, during a conference co-organised by UNESCO and the 'Centre Africain des Hautes Etudes de Porto-Novo' on the theme 'The Meeting of Rationalities' held in Porto-Novo in Benin in September 2002, during the 26th General Assembly of the International Board of Philosophy and Human Sciences (CIPH). Several well-known researchers participated in that debate, amongst whom Richard Rorty (United States), Meinrad Hebga (Cameroon), Harris Memel-Fot? (C?te d'Ivoire), and more than seventy philosophers, historians, anthropologists, literary critics, and psychoanalysts from various countries. Paulin J. Hountondji is a Professor of Philosophy at the National University of Benin Republic, joint-laureate of Mohamed El Fasi 2004 prize. He is the Director of the African Centre of Higher Education in Porto-Novo. The American version of his book ? philosophie africaine ? : critique de l'ethnophilosophie (Paris, Maspero 1976) (African philosophy, Myth and Reality, Bloomington : Indiana University Press, 1983) was awarded the Herskovits Prize in 1984. The book is part of the 100 best African books of the 20th century selected in Accra in the year 2000. Hountondji has recently published The Struggle for Meaning: Reflections on Philosophy, Culture and Democracy in Africa (Ohio University Press, 2002) and edited several publications, including Endogenous Knowledge: Research Trails, (Dakar: CODESRIA, 1997). Paulin J. Hountondji has served as the Vice-President of the International Board of Philosophy and Human Sciences (CIPH) and also of CODESRIA.
This book highlights the importance of Pan-Africanism in view of reasserting its pivotal role in the economic integration of the continent. For Africans to co-exist and aspire to a much needed dynamic and social community, there is need for a common understanding of their shared histories and projects. The contributions analyse regional identities that derive from an observed syncretism between traditional culture, Islamic religion and modernity. The example of interregional relations is tangible proof of the difficult negotiation of imposed international axiological constraints. From this perspective, the new partnership between the North and the South ought to be the responsibility of all and sundry, in which social or state actors are capable of communicating and putting forward their various rationalities for discussion. In this way, the South-South dialectic will find its place: regionalisation will as such promote solidarity between peoples and the reinvention of great democratic values.

Un moment de ma vie

Algeria Facing Globalisation is a contribution by intellectuals (researchers, trade-unionists, members of associative movements) to the intellectual and material crisis which Algeria has gone through since the 1980s. The crisis, evident in the new economic downturn created by globalisation, has manifested itself through a genuine right of interference, then, at the end of the violence, through the search for new insertion into a world dominated by one super-power and by a neo-liberal economy. The contributions are strategic, assess public policies and their outcomes, and provide solutions for the crisis. Three of the contributions are of global interest and underscore, on the one hand, the crisis as turning point, with respect to Algeria's economic situation, and to trends in policies before 1988 (Mohamed Moulfi). On the other hand, the contributions underscore strategies by actors that are a disservice to reform policies and nurture corruption and the shambling of the economy (Rachid Tlem?ani). Five contributions are on sector-based policies: education (Ahmed Djebbar), banking and financial system (Fatima Zohra Oufriha), environment and sustainable development (Azzouz Kerdoun), rural development (Omar Benbekhti) and the implications of the law on Hydrocarbons (Farid Benyoucef). The authors assess the repercussions of external constraints (world market for oil and agricultural products, new information and communication technologies, and the financial market). The contributions on social movements (Ahmed Chouicha), women (Souad Bendjaballah and Fatima Zohra Sa?) and intellectuals (Tayeb Chenntouf) endeavour to assess the potentials of social transformation. Last but not least, the concluding contribution is an interim assessment of the situation (Tayeb Chenntouf). It provides potential means for solving the crisis: the setting up of a new historic block with its two essential components, namely, the development of a project for the future and mobilisation of social actors capable of implementing it. Today, once again, Algeria seems to be at the crossroads.
Armee et politique au Niger

Niger's political history has lacked a synthesis on the army's involvement in politics since independence. The country is a fertile ground for such analysis. Between 1964 and 1999, the country witnessed three successful military coups during the democratisation process (April 1974, January 1996, and April 1999) and at least four military coup attempts (1964, 1975, 1976, 1983). In its forty years of independence, Niger has been under military rule for twenty-one years. It has also experienced seven different institutional regimes while four out of the six presidents who headed the country were soldiers. Niger evolved from the Second to the Fifth Republic in less than ten years - from the national conference (November 1991) to the last military coup (April 1999). In statistical terms, Niger has been witnessing a military coup or a military coup attempt every five-years since 1974. In addition to that, the country recorded seven mutinies and various other forms of troop rebellion between December 1963 and August 2000. In terms of institutional instability, Niger's record is unparalleled in Africa. A study on the army is therefore more needed than ever before. The recurrence with which the military appears on the political scene imposes another way of looking at Niger's army. A critical analysis of the military phenomenon, if not an assessment, would help envisage new prospects for Niger's future. This work, which was undertaken by a multi disciplinary team, suggests an analysis, from a historical and sociological perspective, of the long-standing involvement of the army in politics (the apparition of war leaders in the 19th century, the transition from colonial army to national army, the politicisation of the army and the emergence of 'military-politicians', the army sociology.). It aims at providing an answer to a key question: Why is the army so deeply involved in politics in Niger? It reveals how a significant military component has been gradually built up in Niger's political arena to become a highly dynamic political entrepreneur, able to compete with civilian politicians. The work shows, on the one hand, the significance of socio-political and economic contexts that promote the propensity for military interventionism, and on the other hand the transformations within the army that explain its propensity to intervene. It relates two decades of 'military rule', analyses their modes of legitimating, organising and managing power, gives an assessment of their economic policies and sheds light on women's role in that institution, which was thus far a men's business.
This book seeks to explain the events that have been taking place in C?te d'Ivoire since 1999 and which are commonly referred to as 'la crise ivoirienne' (the Ivorian crisis). It seems that the day to day interpretation of the events did not provide a satisfactory explanation of the deep fracture and that it was necessary to reconsider the essentialist theoretical categories that are striving to impose on us a false view, made cumbersome by ethnocentric prejudices. To avoid falling into the trap of the day to day interpretation of events will require an in-depth questioning of the causes of the foreseen collapse of the Ivorian model. Having a grasp on the historical meaning of facts is required in examining the sequence and interconnection of events which we always need to rule on the historical weight in order to gauge the tragic trend of the social dynamics. While looking for the causes of the social and political rift, the authors of this volume started by asking a central question: How does the weight of the modern Ivorian society formation intervene in the modalities of the actions of individuals and current collectivities? The brutal and violent fracture which the Ivorian social formation underwent brings forth, once again, the issue of collective identities and unveils, at the same time, the challenges related to the incomplete nature of the construction of 'Nation States' in Africa. In fact, it is a mistake to think that the crisis spontaneously started among partisan higher authorities and to ignore that behind the ostentatious declarations on National Unity, pre-colonial groups have not completely melted into the modern 'Nation'. Furthermore, in the process of 'national' social space formation, new social combinations emerge by continuously re-inventing themselves. It seems that the roots of current crises reside in the unprecedented transformation which contemporary African societies have been undergoing.
This book is an uncompromising analysis of Senegal's decentralisation policy in rural areas. It discusses the state's inability to promote local development, despite this being its main raison d'?tre in a context of poverty. To identify reasons for the shortcomings, the author goes beyond policy statements and explores, sociologically, the compatibility of the behaviour and the cultural context of actors with the pursuance of local development objectives. Yet, there are indeed solutions to the actors' lethargy and to the weak coverage of the initiatives undertaken. The solutions can be found in the methodical and civic mobilisation around more ambitious actions that are more adapted to receptive localities, though opened to modernity and perfectly anchored in the culture for positive results. Rosnert Ludovic Alissoutin holds a PhD in Law. Since 1995, he has been working as a consultant on development issues in Senegal and Africa, particularly local development issues. The particularity of his approach lies in the rejection of scientific exclusivism and recourse to a multi disciplinary, open and flexible analysis of the complexity of human development. This challenging statement awakens the conscious deadening of a Supreme human being, as the search for our spiritual identity has nothing to do with the collective degree that is dictated by religious rules, which creates dependency. It is a process of individualism that makes each one of us responsible for our own being. We can be in contact with God from the moment we become conscious of All and Nothing. As God is primarily All and Nothing (love and hate, good and evil), to be able to connect with All (Love), we must transform ourselves into All and Nothing and deepen our understanding on inner brightness and darkness, which pushes us to carry valuable moral judgements on our own acts. If Each One of Us Would Be God? courageously opens up the debate over Biblical statements.
