Wir verwenden eine neue, auf der Burr-Verteilung basierende Spezifikation aus der Familie der Autoregressive Conditional Duration (ACD) Modelle zur ökonometrischen Analyse der Transaktionsintensitäten während der Börseneinführung (IPO) der Deutsche Telekom Aktie. In diesem Fallbeispiel wird die Leistungsfähigkeit des neu entwickelten Burr-ACD-Modells mit den Standardmodellen von Engle und Russell verglichen, die im Burr-ACD Modell als Spezialfälle enthalten sind. Wir diskutieren außerdem alternative Möglichkeiten, Intra- Tagessaisonalitäten der Handelsintensität in ACD Modellen zu berücksichtigen.
Es gibt Überlegungen, Kreditinstituten den Besitz der Anteilsmehrheit an Kapitalanlagegesellschaften (KAGs) zu untersagen. Dahinter steht die Vorstellung, daß solche Beteiligungen Gestaltungsspielräume eröffnen, die mißbräuchlich genutzt werden. Die Neuemission von Aktien ist einer der Fälle, die in diesem Zusammenhang erörtert werden. Ziel dieser Arbeit ist es zu prüfen, ob die zum Konzernverbund einer konsortialführenden Bank gehörenden KAGs bei Erstemissionen anders behandelt werden als andere KAGs.
Untersucht werden 46 Neuemissionen der Jahre 1994 bis 1997. Insgesamt deuten die Ergebnisse darauf hin, daß die KAGs in ihren Anlageentscheidungen unabhängig sind, und daß keine mißbräuchliche Nutzung eventuell vorhandener Informationsvorsprünge vorliegt.

This paper aims to provide a descriptive analysis of the changing patterns of labour market participation, non-participation and unemployment in Great Britain, Sweden and Germany. Since the mid 1970s, most European countries have experienced two parallel developments: on the one hand they have witnessed a huge growth in the proportion of women participating on the labour market. On the other however, they have experienced the return of mass unemployment and a growing insecurity of employment for those in work. In this paper, a typology of work histories is constructed using decade periods. Retrospective and panel data from Germany, Britain and Sweden are then used to compare the effects of different employment and welfare regimes on the proportions of respondents with different types of work histories and how these are combined with unemployment.
Economic theory suggests that a commitment by a firm to increased levels of disclosure should lower the information asymmetry component of the firm’s cost of capital. But whi le the theory is compelling, so far empirical results relating increased levels of disclosure to measurable economic benefits have been mixed. One explanation for the mixed results among studies using data from firms publicly registered in the US is that, under current US reporting standards, the disclosure environment is already rich. In this paper, we study German firms that have switched from the German to an international reporting regime (IAS or US -GAAP), thereby committing themselves to increased le vels of disclosure. We show that proxies for the information asymmetry component of the cost of capital for the switching firms, namely the bid-ask spread and trading volume, behave in the predicted direction compared to firms employing the German reporti ng regime.
This paper studies the incentives of German firms to voluntarily disclose cash flow statements over time. While cash flow statement are mandated under many GAAP regimes, its disclosure has not been mandatory in Germany until recently. Nevertheless, an increasing number of firms provides cash flow statements voluntarily. These firms are likely to be influenced by recommendations of the German accounting profession, IAS 7 as well as the respective standards of other countries. The idea of the paper is to study this influence by looking at the adoption pattern over time and the format of the cash flow statement. It documents the development of voluntary cash flow statement disclosures by German firms with respect to ”milestones” in the evolution of German professional recommendations and respective international standards. The cross-sectional determinants of voluntary and international cash flow statements are analyzed using probit regressions and factor analysis. The results are generally consistent with the idea that capital-market forces drive voluntary cash flow statements that are in line with international reporting practice.
Kursänderungen auf Aktienmärkten können informationsinduziert durch neu zu verarbeitende Informationen oder liquiditätsinduziert durch kurzfristige Angebots- bzw. Nachfrageüberhänge auftreten. Diese zwei so unterschiedlich verursachten Kursreaktionen sind in empirischen Untersuchungen nur schwer zu trennen. Das Modell von Easley, Kiefer, O’Hara und Paperman (1996) bietet eine theoretische Basis zur separaten Erfassung von liquiditätsorientiertem und informationsbasiertem Handel und eröffnet darüber hinaus auch einen Weg zur empirischen Quantifizierung dieser Größen.
In der vorliegenden Untersuchung nutzen wir diesen Ansatz zur Analyse des Handels deutscher Aktien über das Computerhandelssystem IBIS. Dabei zeigt sich, daß innerhalb der DAX-Werte Informationsereignisse bei den sehr stark gehandelten Aktien nicht häufiger als bei weniger oft gehandelten Werten auftreten. Die Unterschiede im Handelsvolumen sind auf unterschiedlich starke Handelsaktivität sowohl informierter als auch uninformierter Marktteilnehmer zurückzuführen. Weiterhin zeigt sich, daß das Risiko, mit informierten Marktteilnehmern zu handeln, bei den sehr umsatzstarken Aktien am geringsten ist.
In Einklang mit dem sogenannten Montagseffekt ist die Wahrscheinlichkeit für das Auftreten von negativen Informationsereignissen zu Wochenanfang besonders groß. Dieses Ergebnis könnte durch eine Tendenz von Managern erklärt werden, negative Informationen freitags nach Börsenschluß zu veröffentlichen. Eine getrennte Untersuchung für Handelstage mit niedriger und solche mit hoher Volatilität zeigt, daß an Handelstagen mit höherer Volatilität die Handelsintensität sowohl informierter als auch uninformierter Investoren größer ist. Auch die Wahrscheinlichkeit, an solchen Tagen mit besser informierten Marktteilnehmern zu handeln, steigt. Dieser Anstieg ist allerdings nicht statistisch signifikant.
Traditional tests of the CAPM following the Fama / MacBeth (1973) procedure are tests of the joint hypotheses that there is a relationship between beta and realized return and that the market risk premium is positive. The conditional test procedure developed by Pettengill / Sundaram / Mathur (1995) allows to independently test the hypothesis of a relation between beta and realized returns. Monte Carlo simulations show that the conditional test reliably identifies this relation. In an empirical examination for the German stock market we find a significant relation between beta and return. Previous studies failed to identify this relationship probably because the average market risk premium in the sample period was close to zero. Our results provide a justification for the use of betas estimated from historical return data by portfolio managers.
All-over in Europe, unemployment became a growing problem from the mid 1980s to the mid 1990s. Nevertheless, the effects on the economical situation of the unemployed and the whole population are quite different in European countries. In this paper we first give a brief overview over the development of unemployment rates in eight member states of the European Union and over the different reactions to provide the social protection of the unemployed. Therefore we look at the social security expenditures, the level of income replacement for the unemployed and recent social policy reforms concerning them. In the second section of the paper, we examine the development of income distribution and poverty taking different poverty lines into consideration. There is no general pattern neither for the relationship of inequality among the unemployed to the whole economically active population nor for the development from the 80s to the 90s. But one can say that in countries with increasing income inequality also poverty is rising (especially in the UK) and that where inequality among the unemployed is less pronounced the proportions of the poor went down from the mid 80s to the mid 90s (France and Ireland). In nearly all countries the risk of being poor is ernormously high for the unemployed, Denmark is the only exception.
To sum up our findings we come to the following statements. - During the period from 1973 to 1993 inequality of the personal distribution of equivalent pre-government income increased to some extent, as was to be expected given the enormous rise in unemployment. - Inequality of post-government income also increased slightly, but was much lower than inequality of pre-government income due to the equalizing effect of the German tax and transfer system. - In 1993 inequality of pre-government income was higher, and inequality of post-government income was considerably lower in East Germany than in West Germany; the West German tax and transfer system that was transferred to East Germany after reunification - with some additional but temporary minimum regulations - seems to have had a stronger equalizing effect in the East than in the West. - A decomposition into three age groups, the young and the middle-aged group sub-divided further according to whether household members were affected by unemployment, showed that within-groups inequality explained by far more of overall inequality than between-groups inequality. - The relative positions of the two young groups as well as of the middle-aged group with unemployed members deteriorated with respect to their equivalent pre-government and post-government incomes. - During the first period with rising unemployment (1973 to 1978), the development of within-groups inequality and of between-groups inequality contributed to about the same extent to the increase of overall inequality of pre-government income. But this was fully compensated by the tax and transfer system as there were only a negligible change in inequality of equivalent net income and very slight effects of the (four) components of change which nearly compensated each other. - During the last period from 1988 to 1993 the equalizing effect of the German tax and transfer system seems to have weakened, at least in the western part of Germany. The increase in inequality of equivalent net income is mainly due to developments of within group inequalities.
This paper fits within a broader research programme concerned with the processes that link labour market precarity and social exclusion. Labour market insecurity manifests itself most directly in the form of unemployment, and other elements in the programme seek to measure the impact of precarity, and unemployment in particular, on poverty and social exclusion in the eight countries covered. One of the principal concerns of the programme is however the extent to which institutional differences across countries with respect to the labour market and social protection are a significant factor mediating the relationship between labour market precarity and social exclusion. This paper focuses on the effectiveness of cash transfers, the central element of social protection systems, in alleviating the effects of unemployment on income poverty. The structures of social protection systems vary greatly across European Union member states, and in many cases have altered significantly in recent years in response to high unemployment (see Hauser et al, 1998). Using data from the mid-1980s and the mid-1990s for six member countries, the paper compares the effectiveness of different systems in lifting or keeping the unemployed out of poverty, and how this has been affected by the way systems have responded to the challenges produced by developments in the labour market in the past decade. The specific role of social insurance-based unemployment-linked transfers versus other cash transfers is also considered, to assess the extent to which social insurance has been able to cope with changes in the labour market over the period. The data come from a variety of national large-scale household surveys. The paper is structured as follows. Section 2 discusses the data and methods to be employed in measuring the impact of cash transfers on poverty risks for the unemployed. Section 3 looks at the overall risks of poverty for the unemployed before and after cash transfers, and how these changed between the mid-1980s and mid-1990s. Section 4 looks at the role of social insurance-based unemployment payments versus other cash transfers. Section 5 examines the extent to which the impact of transfers varies by gender and by duration of unemployment. Section 6 highlights the key patterns identified and what these tell us about the relationship between the type of welfare regime a country operates and effectiveness in alleviating poverty among the unemployed.
The main argument in this paper is that new information and communication technologies (ICT) in the financial industry will increase specialisation and competition within the European financial centre system and thereby lead to a ‘re-bundling’ of functions of the various financial centres. Frankfurt plays an interesting role in this development as it is one of the main development centres for ‘financial technology’. With these technologies, remote access to the Frankfurt stock exchange and inter-bank payment system is now feasible from most European cities. This leads to a reduced need for physical presence, which opens up new possibilities for the financial sector’s spatial organisation. However, as financial production is information- and knowledge-intensive, spatial and other types of proximity between financial actors and clients are still essential in many stages. We examine the value chains of three different products (advisory, lending, trading) with regard to different proximities, in order to identify possible patterns of their spatial (re)organisation. From these findings, inferences are drawn for a ‘new’ role for Frankfurt in the European financial centre system.
Einkommensverteilung in Deutschland : Strukturanalyse der Ungleichheit nach Einkommenskomponenten

Ergebnisse von Verteilungsanalysen fallen je nach der Bezugseinheit - Haushalt oder Person - recht unterschiedlich aus. Dies gilt sowohl für das Niveau von Verteilungsindikatoren und deren Entwicklung im Zeitverlauf, als auch hinsichtlich der Beiträge einzelner Einkommens- und Abgabearten zu der gemessenen Ungleichheit. Auf der Basis der Einkommens- und Verbrauchsstichproben 1988 und 1993 und unter Verwendung der "älteren OECD-Skala" hat sich gezeigt, dass die Ungleichheit der personellen Verteilung der Nettoäquivalenzeinkommen im Beobachtungszeitraum in den alten Ländern zugenommen hat, aber nach wie vor wesentlich gleichmäßiger als die unveränderte Verteilung der Haushaltsnettoeinkommen auf Haushalte ist. In den neuen Ländern ist der Unterschied zwischen der haushaltsbezogenen und der personenbezogenen Einkommensverteilung noch deutlicher bei insgesamt geringerer Ungleichheit als in den alten Ländern. Auch die Zerlegung der aggregierten Ungleichheit nach Einkommenskomponenten führt zu teilweise abweichenden Ergebnissen in Abhängigkeit von der Bezugseinheit, da bei einzelnen Haushaltstypen im Durchschnitt jeweils unterschiedliche Einkommensarten dominieren. Entgegen gängigen Vorstellungen über Verteilungsstrukturen zeigt sich allerdings generell, dass die Verteilungsungleichheit zum größten Teil durch die Bruttoeinkommen aus unselbständiger Arbeit bestimmt wird. Zwar sind die Selbständigen- und Vermögenseinkommen erwartungsgemäß wesentlich ungleicher verteilt, durch ihren vergleichsweise geringen Anteil am Gesamteinkommen ist ihr Einfluss auf die Gesamtverteilung aber - insbesondere in Ostdeutschland, aber auch in Westdeutschland - begrenzt. Dies wird bei der Analyse der personellen Verteilung allerdings weniger deutlich als bei der Bezugnahme auf Haushalte. Wiederum im Gegensatz zu verbreiteten Annahmen wird die Ungleichheit der Verteilung der Haushaltseinkommen durch staatliche Transferzahlungen nicht oder nur unwesentlich gemildert. Dies ist aber nur auf den ersten Blick überraschend, da nur ein geringer Teil der Transfers vorrangig vertikalen, interpersonellen Umverteilungszielen dient. Die Leistungen der Sozialversicherung und vergleichbarer Systeme bezwecken hauptsächlich eine intertemporale Umverteilung und Lebensstandardsicherung bei Eintritt bestimmter Risikotatbestände (Alter, Tod des Ernährers, Unfall, Arbeitslosigkeit, Krankheit), so dass sie die Verteilung der Einkommen aus unselbständiger Arbeit abgeschwächt wiederspiegeln. Demzufolge geht auch von ihnen keine merkliche Verminderung der Ungleichheit der Nettoeinkommensverteilung auf der Haushaltsebene bzw. sogar eine leichte Erhöhung der Ungleichheit der personellen Verteilung der Nettoäquivalenzeinkommen in Westdeutschland aus. Aber selbst von den steuerfinanzierten Transfers geht unter Bezugnahme auf Haushalte insgesamt nur ein sehr geringer nivellierender Effekt aus. Hier wird die konzeptionelle Schwäche des analytischen Ansatzes am ungewichteten Haushaltseinkommen besonders deutlich. Denn mit dem Haushaltseinkommen wird ohne eine Berücksichtigung der Haushaltsgröße und -struktur die Bedarfssituation der Haushaltsmitglieder, die für viele steuerfinanzierte Transfers maßgeblich ist, nur unzureichend erfasst. Dementsprechend erweist sich der ausgleichende Effekt der Transfers der Gebietskörperschaften unter Bezugnahme auf Personen als recht deutlich, wenn auch in Westdeutschland im Vergleich zum Anteil am Einkommensaggregat als unterproportional. Bei einer weiteren Aufspaltung des heterogenen Komplexes der steuerfinanzierten Transfers in das einkommensunabhängige Kindergeld, Einkommensübertragungen mit Entschädigungscharakter und Transfers mit dem vorrangigen Ziel vertikaler Umverteilung zeigt sich aber auch für Westdeutschland eine weit überproportionale Reduzierung der Ungleichheit der Verteilung der Nettoäquivalenzeinkommen durch i. e. S. bedarfsabhängige Transfers. Absolut gesehen macht der ausgleichende Effekt zwar in den alten Ländern weniger als ein Zehntel, in den neuen Ländern ungefähr ein Fünftel der entsprechenden Effekte der persönlichen Steuern aus; unter Berücksichtigung des geringen Volumens der Transfers mit vorwiegend vertikaler Ausrichtung ergibt sich aber eine recht hohe Effizienz. Sie scheint in Westdeutschland zwischen 1988 und 1993 allerdings etwas zurückgegangen zu sein, ähnlich wie der ausgleichende Einfluss der persönlichen Steuern. Schließlich zeigt sich für das Kindergeld eine nur mäßige relative Reduzierung der Ungleichheit der personellen Einkommensverteilung, die 1993 in West- wie in Ostdeutschland nur ungefähr zwei Dritteln des Anteils am Einkommensaggregat entspricht. Dies ist angesichts der horizontalen Ausrichtung des Familienlastenausgleichs in Deutschland nicht verwunderlich, könnte aber für eine Zieldiskussion im Zusammenhang mit Reformüberlegungen Anlass geben.
Wenn man untersuchen möchte, ob sich die Finanzsysteme verschiedener Länder im Verlauf der letzten Jahre aneinander angeglichen haben oder demnächst angleichen werden, braucht man ein Konzept zur Beschreibung von Finanzsystemen, durch das wesentliche Strukturen, deren Unterschiede und Veränderungen erkennbar werden, ohne dabei in "Systemgeschwafel" (D. Schneider) abzugleiten. Wir haben dafür das Konzept der Komplementarität als nützlich identifiziert. Der Beitrag stellt dieses Konzept vor und soll und seine Eignung belegen. Letztlich geht es dabei auch um die Frage, ob reale Finanzsysteme konsistente Systeme mit komplementären Elementen darstellen. Nach der Vorstellung der formalen Konzepte der Komplementarität und der Konsistenz wird "das Finanzsystem" auf seine Komple mentarität untersucht. Dazu wird ein Finanzsystem aus der Sicht von Unternehmen des nichtfinanziellen Sektors als ein System gekennzeichnet, das aus drei Teilsystemen besteht. Das erste Teilsystem ist das Finanzierungssystem einschließlich Finanzsektor und Mustern der Unternehmensfinanzierung, das zweite das Corporate Governance-System und das dritte das Unternehmens-Strategie-System. Für alle drei Teilsysteme wird – allgemein und mit Bezug auf die Finanzsysteme Deutschlands, Japans und der USA - gezeigt, inwieweit die Elemente der betreffenden Teilsysteme untereinander komplementär sind, und geprüft, ob sie in ihren Ausprägungen auch konsistent sind, d.h. wirklich "zueinander passen". Untersucht wird auch die Komplementarität und Konsistenz zwischen den Teilsystemen selbst. Der Beitrag endet mit Überlegungen über die Anwendung des Komplementaritätskonzepts. Dass ein Finanzsystem die Eigenschaft der Komplementarität aufweist, hat nicht nur weitreichende Implikationen für die Methodik der Analyse von Finanzsystemen, sondern auch für die Vorhersehbarkeit der Entwicklung von Finanzsystemen und damit für die Wahrscheinlichkeit einer Konvergenz von Finanzsystemen, für deren Effizienzeigenschaften und für die Möglichkeiten, Finanzsysteme durch gestaltende Eingriffe zu verbessern.
Ja, der Ablauf der Lock-up-Frist ist ein kursrelevantes Ereignis. Wir untersuchen Kursreaktionen auf das Ende der Lock-up-Frist bei 142 Unternehmen des Neuen Marktes. Da der Ablauf der Sperrfrist bereits zum Zeitpunkt des Börsengangs bekannt ist, erwarten wir bei einem (semi-)informationseffizienten Kapitalmarkt durchschnittlich keine Kursreaktion. Im Rahmen einer Ereignisstudie zeigen wir aber, dass sich am Ende der Sperrfrist signifikant negative Überrenditen ergeben. Durch eine differenzierte Analyse stellen wir fest, dass firmenspezifische Faktoren (Volatilität, Performance, Free Float) die Kursreaktionen am Ende der Lock-up-Periode beeinflussen. Die Befunde unserer Untersuchung belegen die Notwendigkeit klarer Regeln für mehr Transparenz nach dem Börsengang. Bedeutsam sind die vorliegenden Ergebnisse vor allem vor dem Hintergrund der aktuellen Diskussion um eine Erweiterung der insiderrechtlichen Meldepflichen im Rahmen des 4. Finanzmarktförderungsgesetzes. This paper explores the materiality of expirations of lock-up provisions that prevent insiders from selling their shares after the initial public offering (IPO). We examine 172 lock-up agreements of 142 IPOs floated on Germany’s New Market. Since the date of the lock-up expiration is common knowledge at the IPO, we would not expect to find abnormal returns surrounding the event day, assuming that markets are informationally efficient. However, using an event-study methodology we detect statistically significant negative abnormal returns and a twenty-five percent increase in trading volume surrounding lock-up expiration. The negative abnormal returns are larger for firms with high volatility, superior performance after the IPO, and low free float. The results of our study raise important regulatory issues with respect to disclosure rules of firms going public. We argue that insiders should be legally required to disclose their sell transactions in order to protect new and less informed shareholders.
A widely recognized paper by Colin Mayer (1988) has led to a profound revision of academic thinking about financing patterns of corporations in different countries. Using flow-of-funds data instead of balance sheet data, Mayer and others who followed his lead found that internal financing is the dominant mode of financing in all countries, that therefore financial patterns do not differ very much between countries and that those differences which still seem to exist are not at all consistent with the common conviction that financial systems can be classified as being either bank-based or capital market-based. This leads to a puzzle insofar as it calls into question the empirical foundation of the widely held belief that there is a correspondence between the financing patterns of corporations on the one side, and the structure of the financial sector and the prevailing corporate governance system in a given country on the other side. The present paper addresses this puzzle on a methodological and an empirical basis. It starts by demonstrating that the surprising empirical results found by Mayer et al. are due to a hidden assumption underlying their methodology. It then derives an alternative method of measuring financing patterns, which also uses flow-of-funds data, but avoids the questionable assumption. This measurement concept is then applied to patterns of corporate financing in Germany, Japan and the United States. The empirical results are very much in line with the commonly held belief prior to Mayer’s influential contribution and indicate that the financial systems of the three countries do indeed differ from one another in a substantial way.
Initiated by the seminal work of Diamond/Dybvig (1983) and Diamond (1984), advances in the theory of financial intermediation have sharpened our understanding of the theoretical foundations of banks as special financial institutions. What makes them "unique" is the combination of accepting deposits and issuing loans. However, in recent years the notion of "disintermediation" has gained tremendous popularity, especially among American observers. These observers argue that deregulation, globalisation and advances in information technology have been eroding the role of banks as intermediaries and thus their alleged uniqueness. It is even assumed that ever more efficiently organised capital markets and specialised financial institutions that take advantage of these markets, such as mutual funds or finance companies, will lead to the demise of banks. Using a novel measurement concept based on intermediation and securitisation ratios, the present article provides evidence which shows that banking disintermediation is indeed a reality for the US financial system. This seems to indicate that American banks are not all that "unique"; they can be replaced to a considerable extent. Moreover, many observers seem to believe that what has happened in the US reflects a universal trend. However, empirical results reported in this paper indicate that such a trend has not manifested itself in other financial systems, and in particular, not in Germany or Japan. Evidence on the enormous structural differences between financial systems and the lack of unequivocal signs of convergence render any inferences from the American experience to other financial systems very problematic.
Collateral, default risk, and relationship lending : an empirical study on financial contracting

This paper provides further insights into the nature of relationship lending by analyzing the link between relationship lending, borrower quality and collateral as a key variable in loan contract design. We used a unique data set based on the examination of credit files of five leading German banks, thus relying on information actually used in the process of bank credit decision-making and contract design. In particular, bank internal borrower ratings serve to evaluate borrower quality, and the bank's own assessment of its housebank status serves to identify information-intensive relationships. Additionally, we used data on workout activities for borrowers facing financial distress. We found no significant correlation between ex ante borrower quality and the incidence or degree of collateralization. Our results indicate that the use of collateral in loan contract design is mainly driven by aspects of relationship lending and renegotiations. We found that relationship lenders or housebanks do require more collateral from their debtors, thereby increasing the borrower's lock-in and strengthening the banks' bargaining power in future renegotiation situations. This result is strongly supported by our analysis of the correlation between ex post risk, collateral and relationship lending since housebanks do more frequently engage in workout activities for distressed borrowers, and collateralization increases workout probability. Persistently high unemployment, tight government budgets and the growing scepticism regarding the effects of active labour market policies (ALMP) are the basis for a growing interest in evaluating these measures. This paper intends to explain the need for evaluation on the micro- and macroeconomic level, introduce the fundamental evaluation problem and solutions to it, give an overview of the newer developments in evaluation literature and finally take a look on empirical estimations of ALMP effects. Zur wissenschaftlichen Evaluation der aktiven Arbeitsmarktpolitik in Deutschland : ein Überblick

Dieser Beitrag gibt einen Überblick der neueren wissenschaftlichen Literatur zur Evaluation der Aktiven Arbeitsmarktpolitik (AAMP) in Deutschland. Das Grundproblem mikroökonomischer Evaluation besteht darin, den Vergleichsmaßstab bei Nichtteilnahme zu schätzen, sei es auf Basis einer vergleichbaren Kontrollgruppe von Nichtteilnehmern oder auf Basis der Situation vor Teilnahme. Entscheidend ist hierbei, den potentiellen Selektionsproblemen Rechnung zu tragen. Evaluationsstudien auf der Makroebene müssen zusätzlich auch die indirekten Effkete der AAMP auf den gesamten Arbeitsmarkt berücksichtigen und der möglichen Endogenität der AAMP Rechnung tragen. Die meisten Evaluationsstudien fur Deutschland zeigen keine signifikant positiven Beschäftigungseffekte der AAMP, sind jedoch mit großer statistischer Unsicherheit behaftet. Wir führen letzteres im wesentlichen darauf zurück, daß wegen zu geringen Datenumfangs meist äußerst heterogene Maßnahmen gepoolt werden und daß über Teilnehmer und Nichtteilnehmer zu wenige Hintergrundinformationen verfügbar sind. Aufgrund dieser Datenrestriktionen verbietet sich daher aus Sicht der Autoren ein vorschnelles Verdikt über die ökonomischen Wirkungen der AAMP, obwohl mögliche positive Effekte nicht sehr stark sein können, da sie sonst vermutlich trotz unterschiedlicher Methoden und unzureichender Daten empirisch hätten identifiziert werden können.
Versicherungsunternehmen haben bei der Auswahl ihrer Vermögensanlagen die gesetzlichen Restriktionen des Versicherungsaufsichtsgesetzes einzuhalten. Neben einer strukturierten Darstellung der zahlreichen Regulierungstatbestände werden aus Sicht der Finanzierungstheorie sowie den empirischen Verhältnissen an den Kapitalmärkten die im VAG enthaltenen Rahmenbedingungen einer kritischen Bewertung unterzogen.
The purpose of this paper is to compare three different index construction methodologies of commercial property investments. We examine for different European countries (i) appraisal-based indices and methods of „unsmoothing“ the corresponding return series, (ii) indices that trace average ex-post transaction prices over time, and (iii) indices based on Real Estate Investment Trust share prices.
Vorgestellt wird eine empirische Studie, welche den Zusammenhang zwischen Rendite und Risiko für ein Sample deutscher Versicherungsaktien im Zeitraum 1975-1998 untersucht. Als Methode wurde ein Multifaktorenmodell mit makroökonomischen Faktoren verwendet. Je nach Untersuchungszeitraum beläuft sich der Anteil der erklärten Varianz auf 9,29% bis 13,62%. Es konnte eine signifikanter negativer Einfluß zwischen der Veränderung des allgemeinen Zinsniveaus und den Risikoprämien von Versicherungsaktien identifiziert werden. Weiterhin ist Wechselkurses der DM zum US-Dollar signifikant.
Real estate is an important asset, but as a direct investment subject to several difficulties. Shares of public open end funds or of real estate stock corporations represent a possible way for an investor to avoid these problems. The focus of this paper is the analysis of inflation risk of European real estate securities. An overview of the institutional frameworks regarding these companies is given. The returns of real estate securities in France, Germany, Switzerland and the United Kingdom are examined for the period 1980:1-1998:12. Besides the classical Fama/Schwert-approach, shortfall risk measurements have been used. In this context, transaction costs in particular have been taken into account.
Im folgenden Beitrag wird zunächst die Entwicklung der personellen Einkommensverteilung in Deutschland zwischen 1993 und 1998 auf der Basis der Einkommens- und Verbrauchsstichproben (EVS) dargestellt. Dabei werden - ähnlich wie in früheren Analysen auf Basis der EVS und des Sozio-ökonomischen Panels (SOEP) - hoch aggregierte Indikatoren berechnet, mit denen die Informationsfülle einer Mikrodatenquelle zu nur einer Zahl bzw. zu einer eindimensionalen relativen Häufigkeitsverteilung verdichtet wird. In einem zweiten Schritt und schwerpunktmäßig wird untersucht, welche Verteilungsstrukturen sich hinter diesen Darstellungen der Gesamtverteilung verbergen.
Auch sechs Jahre nach Einführung der Vorschriften zur Ad-hoc-Publizität nach § 15 WpHG besteht bei den Unternehmen weiterhin große Unsicherheit bezüglich ihrer ordnungsmäßigen Umsetzung. Dies gilt insbesondere für die Behandlung von ad-hoc-meldepflichtigen Sachverhalten, die sich aus der Regelberichterstattung ergeben. Der vorliegende Beitrag entwickelt hierzu Lösungsansätze im Sinne einer kapitalmarktorientierten Unternehmenspublizität.
Since the beginning of the 1990s, it has been widely expected that the implementation of the European Single Market would lead to a rapid convergence of Europe’s financial systems. In the present paper we will show that at least in the period prior to the introduction of the common currency this expected convergence did not materialise. Our empirical studies on the significance of various institutions within the financial sectors, on the financing patterns of firms in various countries and on the predominant mechanisms of corporate governance, which are summarised and placed in a broader context in this paper, point to few, if any, signs of a convergence at a fundamental or structural level between the German, British and French financial systems. The German financial system continues to appear to be bank-dominated, while the British system still appears to be capital market-dominated. During the period covered by the research, i.e. 1980 – 1998, the French system underwent the most far-reaching changes, and today it is difficult to classify. In our opinion, these findings can be attributed to the effects of strong path dependencies, which are in turn an outgrowth of relationships of complementarity between the individual system components. Projecting what we have observed into the future, the results of our research indicate that one of two alternative paths of development is most likely to materialise: either the differences between the national financial systems will persist, or – possibly as a result of systemic crises – one financial system type will become the dominant model internationally. And if this second path emerges, the Anglo-American, capital market-dominated system could turn out to be the “winner”, because it is better able to withstand and weather crises, but not necessarily because it is more efficient.
Mängel bei der Abschlußprüfung : Tatsachenberichte und Analysen aus betriebswirtschaftlicher Sicht

Unternehmenskrisen, „überraschende“ zumal, standen am Anfang der gesetzlichen Normierung der Abschlußprüfung in Deutschland. Es entspricht daher einem legitimen Anliegen von Öffentlichkeit und Fachwelt, die herrschende Maßstäblichkeit der Qualität von Abschlußprüfungen und die Glaubwürdigkeit4 von Abschlußprüfern insbesondere dann in gesteigertem Maße als Problem zu begreifen, wenn den gesetzlichen Schutzzwecken und Schutznormen der etablierten Abschlußprüfung zum Trotz Unternehmen in eine Krise geraten: Denn innerhalb der institutionellen Mechanismen ihrer Früherkennung – eines funktionalen Teils des deutschen Systems von corporate governance – gilt die Pflichtprüfung mit Recht als pivotales Element. Vieles an festzustellender Kritik mag hierbei einem der Komplexität der zu verhandelnden Sachzusammenhänge unüberbrückbaren Laienverständnis geschuldet sein; manches aber ist sicherlich erklärlich durch verbesserbare gesetzliche Vorschriften, zu lösende theoretische (ökonomische und rechtswissenschaftliche) Problemstellungen und eine zu fördernde gute Berufspraxis. Jüngste fragliche Mängel der Abschlußprüfung geben den Anlaß zu vorliegenden Tatsachenberichten und betriebswirtschaftlichen Analysen. Die getroffene Auswahl der Unternehmen ist hierbei ebenso willkürlich wie die der betroffenen Wirtschaftsprüfungsgesellschaften – nicht zufällig ist indes die Auswahl der betriebswirtschaftlichen Grundprobleme: Betreffen diese doch wesentliche Erwartungen an die Abschlußprüfung, die offenbar so regelmäßig enttäuscht wurden, daß selbst in Regierungsbegründungen von Gesetzesvorlagen nunmehr eine „sog. Erwartungslücke“5 bemüht wird. Die Erwartungslücken ergeben sich hierbei insbesondere aus der Vorstellung, daß (a) der gesetzliche Pflichtprüfer bei einer ordnungsmäßigen Prüfung zwingend doloses Handeln aufzudecken habe, daß (b) bilanzielle Wertansätze hinreichend zuverlässige Größen bilden, die über die Vermögenslage des Unternehmens berichten und schließlich (c) die Prüfung der tatsächlichen wirtschaftlichen Lage des Unternehmens und die Unterrichtung hiervon in Prüfungsbericht und Bestätigungsvermerk eine Selbstverständlichkeit der Pflichtprüfung sei. Diesen Erwartungen folgt der Gang der Untersuchung.
Our study provides evidence on the share price reactions to the announcement of equity issues in Germany, where capital market is characterized by institutional features distinct from the U.S. market. German seasoned equity issues yield a positive market reaction which contrasts to the significant negative abnormal returns reported for the U.S. We provide evidence that these results are due to differences in both issuing characteristics and floatation methods, and in the corporate governance and ownership structures of the two countries. Our study explains much of the empirical puzzle of different market reactions to seemingly similar events across financial markets.
In this paper we study the benefits derived from international diversification of stock portfolios from German and Hungarian point of view. In contrast to the German capital market, which is one of the largest in the world, the Hungarian Stock Exchange is an emerging market. The Hungarian stock market is highly volatile, high returns are often accompanied by extremely large risk. Therefore, there is a good potential for Hungarian investors to realize substantial benefits in terms of risk reduction by creating multi-currency portfolios. The paper gives evidence on the above me ntioned benefits for both countries by examining the performance of several ex ante portfolio strategies. In order to control the currency risk, different types of hedging approaches are implemented.
The present paper seeks to study the possible diversification potential by the integration of indirect real estate investments in international portfolios. To this end, monthly index-return time-series in the time-period from January 1985 till December 1998 from real estate investment companies as well as common stocks and bonds in Germany, France, Switzerland, Great Britain and the USA were used. We utilize, due to the critical normal distribution assumption, a mean/lower-partial-moment framework. In order to take into account the influence of the currency risk for international investments the analyses have been undertaken both with as well as without hedging the currency risk. We take the viewpoint of a German as well as that of a US-investor to gain insight into the dependency of the diversification potential on the reference currency of the investor.
Pensions- und Finanzsysteme in Europa : ein Vergleich unter dem Gesichtspunkt der Komplementarität

Die Debatte über die optimale Ausgestaltung der Alterssicherung wird in jüngster Zeit äußerst kontrovers und hitzig geführt. Dabei scheint uns ein zentraler Aspekt nicht genügend beachte zu werden: Welcher Zusammenhang besteht zwischen den Merkmalen des Finanzsystems und des Pensionssystems eines Landes? Weil dieser Zusammenhang wichtig sein könnte, wird in diesem Beitrag untersucht, ob es Unterschiede zwischen den Finanz- und Pensionssystemen in drei großen europäischen Ländern, Deutschland, Frankreich und Großbritannien, gibt, ob sich diese Unterschiede in charakteristischer Weise entsprechen und ob sich über diese Entsprechungen hinaus auch Wechselwirkungen zwischen dem Finanzsystem und dem Pensionssystem eines Landes nachweisen lassen.
Zur Beantwortung dieser Fragen wird in einem ersten Schritt kurz die Unterschiedlichkeit der Finanz- und Pensionssysteme zwischen den drei Ländern skizziert, und es werden parallelen zwischen diesen Unterschieden nachgewiesen. Daran anschließend werden die Zusammenhänge zwischen der Ausgestaltung der gesetzlichen Alterssicherung und der volkswirtschaftlichen Risikoallokation sowie der Ausgestaltung der betrieblichen Alterssicherung für die Unternehmensstrategien, -finanzierung und –verfassung betrachtet. Dabei lässt sich zeigen, dass es sowohl in Deutschland als auch in Großbritannien eine – wenn auch vollkommen unterschiedlich ausgeprägte – Komplementarität zwischen Finanz- und Pensionssystem gibt, während sich ein solcher Zusammenhang für Frankreich nicht konstatieren lässt. Abschließend werden wirtschaftspolitische Implikationen dieses Zusammenhangs angesprochen
Who knows what when? : The information content of pre-IPO market prices : [Version March/June 2002]

To resolve the IPO underpricing puzzle it is essential to analyze who knows what when during the issuing process. In Germany, broker-dealers make a market in IPOs during the subscription period. We examine these pre-issue prices and find that they are highly informative. They are closer to the first price subsequently established on the exchange than both the midpoint of the bookbuilding range and the offer price. The pre-issue prices explain a large part of the underpricing left unexplained by other variables. The results imply that information asymmetries are much lower than the observed variance of underpricing suggests.
Differenzierte Verdienststrukturen, wie zum Beispiel qualifikatorische Verdienstunterschiede, tragen der Heterogenität am Arbeitsmarkt und somit auch einer notwendigen Flexibilität der Löhne Rechnung. Trotz dieser bedeutenden Rolle der Lohnstruktur für den Arbeitsmarkt gibt es relativ wenig detaillierte empirische Evidenz zu deren Ausgestaltung und Dynamik für Westdeutschland. In dieser Arbeit werden auf Basis der Gehalts- und Lohnstrukturerhebungen für die Jahre 1990 und 1995 sowohl die Lohndispersion innerhalb bestimmter Erwerbsgruppen („Within-Dispersion“) als auch zwischen diesen Gruppen („Between-Dispersion“) untersucht. Im Fokus der Analysen steht dabei der Vergleich zwischen den Erwerbsgruppen der vollzeitbeschäftigten Männer, der vollzeitbeschäftigten Frauen und der teilzeitbeschäftigten Frauen nach den Qualifikationsniveaus: ohne Berufsabschluss, mit Berufsabschluss und mit Hochschulabschluss. Dichteschätzungen des Bruttotageslohns zeigen, dass vollzeiterwerbstätige Männer über die gesamte Verteilung den höchsten Verdienst aufweisen. Weiterhin deuten die Dichteschätzungen darauf hin, dass die geschlechtsspezifischen Lohndifferentiale mit zunehmendem Verdienst steigen. Der selbe Sachverhalt findet sich auch für die qualifikatorischen Verdienstunterschiede. Mit steigendem Qualifikationsniveau steigt sowohl der Lohn als auch die Dispersion. Besonders ausgeprägt ist die qualifikatorische Dispersion für Männer. Eine Analyse der Lohndifferentiale sowohl innerhalb der Erwerbsgruppen als auch zwischen Männern und Frauen weist darauf hin, dass in der Gruppe der teilzeiterwerbstätigen Frauen die größte Lohndispersion vorzufinden ist und dass diese im Zeitablauf zugenommen hat. Ferner sind die Lohndifferentiale im unteren Bereich der Verteilung kleiner als im oberen. Die weitere Disaggregation nach dem Qualifikationsniveau reduziert die Within-Dispersion, wobei die Lohnunterschiede innerhalb der Erwerbsgruppen mit steigendem Qualifikationsniveau tendenziell zunehmen. Schließlich nimmt die Within-Dispersion für vollzeitbeschäftigte Hochschulabsolventinnen im Zeitablauf zu, während sie für die Teilzeitbeschäftigten sinkt. Betrachtet man die Qualifikations- und die Verteilungsdimension, zeigt sich, dass in beiden Jahren lediglich für vollzeiterwerbstätige Frauen ohne Berufsabschluss bzw. mit Hochschulabschluss das geschlechtsspezifische Differential über die Verteilung hinweg steigt. Für alle anderen Gruppen geht es über die Verteilung hinweg zurück. Die Lohndifferentiale zwischen Männern und Frauen haben im Zeitablauf abgenommen. Das mittlere Reallohnwachstum zwischen 1990 und 1995 ist für teilzeiterwerbstätige Frauen mit 6,8% am höchsten und für vollzeiterwerbstätige Männer mit 0,7% am geringsten. Die Reduktion der geschlechtsspezifischen Unterschiede im Zeitablauf ist unter Berücksichtigung des Qualifikationsniveaus noch ausgeprägter. Dies gilt vor allem für teilzeiterwerbstätige Frauen ohne Berufsabschluss und mit Hochschulabschluss. Für teilzeiterwerbstätige Frauen und für vollzeiterwerbstätige Männer findet sich im Zeitablauf eine zunehmende Lohnspreizung, während für vollzeiterwerbstätige Frauen die Verteilung konstant bleibt. Eine Zunahme der Lohnspreizung ist dabei insbesondere bei Hochschulabsolventen festzustellen, sowohl für vollzeiterwerbstätige Männer wie Frauen. Im Unterschied dazu hat für diese Erwerbsgruppen die Lohndispersion bei den Mittelqualifizierten in den 90er Jahren abgenommen.
Untersuchungsgegenstand ist der empirische Gehalt der ökonomischen Theorie eines Hedgings auf Unternehmensebene. In den USA wurde die Hedging-Theorie in einer Reihe von empirischen Studien aufgegriffen. Die Befunde sind zumeist konsistent mit dem Erklärungsansatz von Froot/Scharfstein/Stein (1993), wonach eine Verringerung der Cashflow-Volatilität – unter der Annahme steigender Außenfinanzierungskosten – zu einer Reduzierung von Unterinvestitionskosten führt. Bei deutschen Unternehmen besitzt dieser Ansatz bemerkenswerterweise jedoch nur einen geringen Erklärungsgehalt. Die Ergebnisunterschiede können auf unterschiedliche Kapitalmarktverhältnisse zurückgeführt werden: Die unterstellten steigenden Kosten der Außenfinanzierung besitzen für deutsche Unternehmen aufgrund der Dominanz des Bezugsrechtsverfahrens sowie der Rolle der Hausbank als Mechanismus zur Überwindung von Informationsproblemen eine vergleichsweise geringere Bedeutung. Die Managerinteressen erweisen sich bei deutschen Unternehmen als eine wesentliche Hedging-Determinante. Zwischen der Höhe des gebundenen Managervermögens und der Hedging-Wahrscheinlichkeit besteht entsprechend der Hedging-Theorie ein signifikanter positiver Zusammenhang. Entgegen den amerikanischen Befunden kann jedoch eine disziplinierende Wirkung von Großaktionären auf die Hedging-Entscheidung nicht beobachtet werden. Zur Berücksichtigung der spezifischen deutschen Kapitalmarktverhältnisse wird der Einfluss von Bankenbeteiligungen und Familienunternehmen auf die Hedging-Entscheidung untersucht. Ein Bankeneinfluss auf die Derivateeinsatz-Entscheidung kann jedoch nicht festgestellt werden. Entgegen Diversifikations- und Kapitalmarktüberlegungen besteht bei Familienunternehmen interessanterweise eine signifikant geringere Hedging-Wahrscheinlichkeit.
Multiple lenders and corporate distress: evidence on debt restructuring : [Version Juli 2002]

In the recent theoretical literature on lending risk, the common pool problem in multi-bank relationships has been analyzed extensively. In this paper we address this topic empirically, relying on a unique panel data set that includes detailed credit-fie information on distressed lending relationships in Germany. In particular, it includes information on bank pools, a legal institution aimed at coordinating lender interests in borrower distress. We find that the existence of small bank pools increases the probability of workout success and that coordination costs are positively related to pool size. We identify major determinants of pool formation, in particular the distribution of lending shares among banks, the number of banks, and the severity of the distress shock to the borrower.
What constitutes a financial system in general and the German financial system in particular?

This paper is one of the two introductory chapters of the book "The German Financial System". It first discusses two issues that have a general bearing on the entire book, and then provides a broad overview of the German financial system. The first general issue is that of clarifying what we mean by the key term "financial system" and, based on this definition, of showing why the financial system of a country is important and what it might be important for. Obviously, a definition of its subject matter and an explanation of its importance are required at the outset of any book. As we will explain in Section II, we use the term "financial system" in a broad sense which sets it clearly apart from the narrower concept of the "financial sector". The second general issue is that of how financial systems are described and analysed. Obviously, the definition of the object of analysis and the method by which the object is to be analysed are closely related to one another. The remainder of the paper provides a general overview of the German financial system. In addition, it is intended to provide a first indication of how the elements of the German financial system are related to each other, and thus to support our claim from Section II that there is indeed some merit in emphasising the systemic features of financial systems in general and of the German financial system in particular. The chapter concludes by briefly comparing the general characteristics of the German financial system with those of the financial systems of other advanced industrial countries, and taking a brief look at recent developments which might undermine the "systemic" character of the German financial system.
This paper investigates the magnitude and the main determinants of share price reactions to buy-back announcements of German corporations. Based on a sample of 224 announcements from the period May 1998 to April 2003 we find average cumulative abnormal returns around -7.5% for the thirty days preceding the announcement and around +7.0 % for the ten days following the announcement. We regress postannouncement abnormal returns with multiple firm characteristics and provide evidence which supports the undervaluation signaling hypothesis but not the excess cash hypothesis. In extending prior empirical work, we also analyze price effects from an initial statement by management that it intends to seek shareholder approval for a buy-back plan. Observed cumulative abnormal returns on this initial date are in excess of 5% implying a total average price effect between 12% and 15% from implementing a buy-back plan. We conjecture that the German regulatory environment is the main reason why market variations to buy-back announcements are much stronger in Germany than in other countries and conclude that initial statements by managers to seek shareholders’ approval for a buy-back plan should also be subject to legal ad-hoc disclosure requirements. Under a new Basel capital accord, bank regulators might use quantitative measures when evaluating the eligibility of internal credit rating systems for the internal ratings based approach. Based on data from Deutsche Bundesbank and using a simulation approach, we find that it is possible to identify strongly inferior rating systems out-of time based on statistics that measure either the quality of ranking borrowers from good to bad, or the quality of individual default probability forecasts. Banks do not significantly improve system quality if they use credit scores instead of ratings, or logistic regression default probability estimates instead of historical data. Banks that are not able to discriminate between high- and low-risk borrowers increase their average capital requirements due to the concavity of the capital requirements function.
This paper is a draft for the chapter German banks and banking structure of the forthcoming book The German financial system . As such, the paper starts out with a description of past and present structural features of the German banking industry. Given the presented empirical evidence it then argues that great care has to be taken when generalising structural trends from one financial system to another. Whilst conventio nal commercial banking is clearly in decline in the US, it is far from clear whether the dominance of banks in the German financial system has been significantly eroded over the last decades. We interpret the immense stability in intermediation ratios and financing patterns of firms between 1970 and 2000 as strong evidence for our view that the way in which and the extent to which German banks fulfil the central functions for the financial system are still consistent with the overall logic of the German financial system. In spite of the current dire business environment for financial intermediaries we do not expect the German financial system and its banking industry as an integral part of this system to converge to the institutional arrangements typical for a market-oriented financial system. Intangible assets as goodwill, licenses, research and development or customer relations become in high technology and service orientated economies more and more important. But comparing the book values of listed companies and their market capitalization the financial reports seems to fail the information needs of market participants regarding the estimate of the proper firm value. Moreover, with the introduction of Anglo-American accounting systems in Europe and Asia we can observe even in the accounts of companies sited in the same jurisdiction diverging accounting practices for intangible assets caused by different accounting standards. To assess the relevance of intangible assets in Japanese and German accounts of listed companies we therefore measure certain balance sheet and profit and loss relations according to goodwill and self-developed software. We compare and analyze valuation rules for goodwill and software costs according to German GAAP, Japanese GAAP, US GAAP and IAS to determine the possible impact of diverging rules in the comparability of the accounts. Our results show that the comparability of the accounts is impaired because of different accounting practices. The recognition and valuation of goodwill and self-developed software varies significantly according to the accounting regime applied. However, for the recognition of self-developed software, the effect on the average impact on asset coefficients or profit is not that high. Moreover, an industry bias can only be found for the financial industry. In contrast, for goodwill accounting we found major differences especially between German and Japanese Blue Chips. The introduction of the new goodwill impairment only approach and the prohibition of the pooling method may have a major impact especially for Japanese companies’ accounts.
Das Firmenkundensegment und die Präsenz auf den internationalen Märkten für gewerblichen Hypothekarkredit und der Finanzierung öffentlicher Haushalte gewinnen für die deutschen Hypothekenbanken bis zum Jahr 2007 erheblich an Bedeutung, so das Ergebnis eines Forschungsprojekts der Goethe-Universität Frankfurt. A financial system can only perform its function of channelling funds from savers to investors if it offers sufficient assurance to the providers of the funds that they will reap the rewards which have been promised to them. To the extent that this assurance is not provided by contracts alone, potential financiers will want to monitor and influence managerial decisions. This is why corporate governance is an essential part of any financial system. It is almost obvious that providers of equity have a genuine interest in the functioning of corporate governance. However, corporate governance encompasses more than investor protection. Similar considerations also apply to other stakeholders who invest their resources in a firm and whose expectations of later receiving an appropriate return on their investment also depend on decisions at the level of the individual firm which would be extremely difficult to anticipate and prescribe in a set of complete contingent contracts. Lenders, especially long-term lenders, are one such group of stakeholders who may also want to play a role in corporate governance; employees, especially those with high skill levels and firm-specific knowledge, are another. The German corporate governance system is different from that of the Anglo-Saxon countries because it foresees the possibility, and even the necessity, to integrate lenders and employees in the governance of large corporations. The German corporate governance system is generally regarded as the standard example of an insider-controlled and stakeholder-oriented system. Moreover, only a few years ago it was a consistent system in the sense of being composed of complementary elements which fit together well. The first objective of this paper is to show why and in which respect these characterisations were once appropriate. However, the past decade has seen a wave of developments in the German corporate governance system, which make it worthwhile and indeed necessary to investigate whether German corporate governance has recently changed in a fundamental way. More specifically one can ask which elements and features of German corporate governance have in fact changed, why they have changed and whether those changes which did occur constitute a structural change which would have converted the old insider-controlled system into an outsider-controlled and shareholder-oriented system and/or would have deprived it of its former consistency. It is the second purpose of this paper to answer these questions.
Open-end real estate funds (so called “Offene Immobilienfonds”) play a major role in the German market for securitised real estate investments. Such funds are pools of money from many investors, which are invested in real estate by special investment management companies. This study seeks to identify the risk and return profile of this investment vehicle (before and after income taxes), to compare them with those of other major asset classes, and to provide implications for their appropriate role in a mixed-asset portfolio. Addition-ally, an overview of the institutional architecture and role of German open-end real estate funds is given. Empirical evidence suggests that the financial characteristics of open-end real estate funds are in many respects similar to those reported for direct real estate invest-ments. Accordingly, German open-end real estate funds qualify for medium and long-term investment horizons, rather than for shorter holding periods.
Past research suggests that international real estate markets show return characteristics and interrelationships with other asset classes, which probably qualify them as an interesting component of national and international asset allocation decisions. However, the special characteristics of real estate assets are quite distinct from that of financial assets, such as stocks and bonds. This is also the case for real estate return distributions. Therefore, the proper integration of real estate markets into asset allocation decisions requires profound understanding of real estate returns' distributional characteristics .
Because of the particular characteristics of real estate, representing real estate markets through reliable a time-series is a complex task. Consequently, reliable real estate indices with a sufficiently long history in major international real estate markets are only scarcely available. Most of the research that has been done on real estate returns was done for the U.K. and U.S., where eligible indices exist. On the other hand, in other important real estate markets, such as Germany, either little or no research has been perfoimed.
In this analysis, the methodology of Maurer, Sebastian and Stephan (2000) for indirectly deriving an appraisal-based index for the German commercial real estate market will be applied. This approach is solely based on publicly available data from German open-ended real estate investment trusts. It could also provide a solution to deriving a reliable real estate time-series for other markets.
We will extend previous analyses for the U.K. and U.S. to provide additional fundamental insights into the return characteristics of the German commercial real estate market. Despite univariate considerations, the main focus is the interrelationships between various international real estate markets, as well as between those respective markets and the international stock and bond markets.
To resolve the IPO underpricing puzzle it is essential to analyze who knows what when during the issuing process. In Germany, broker-dealers make a market in IPOs during the subscription period. We examine these pre-issue prices and find that they are highly informative. They are closer to the first price subsequently established on the exchange than both the midpoint of the bookbuilding range and the offer price. The pre-issue prices explain a large part of the underpricing left unexplained by other variables. The results imply that information asymmetries are much lower than the observed variance of underpricing suggests.
