Am 18.März 2010 stellte die Initiative „Wir wollen lernen“ den Antrag auf die Durchführung eines Volksentscheids. Verhindert werden soll die am 7.Oktober 2009 ins Schulgesetz aufgenommene schulpolitische Vereinbarung von Schwarz-Grün. Die Voraussetzung für den Antrag war ein erfolgreiches Volksbegehren, bei dem die Initiative 184000 Unterschriften sammelte, dreimal mehr als erforderlich. Zur Abstimmung, die am 18.Juli 2010 stattfinden wird, stehen die Forderungen an Bürgerschaft und Senat der Stadt * „eine Ausgliederung der Klassen 5 und 6 aus dem Gymnasium und anderen weiterführenden Schulen und deren Anbindung an die Grundschule als ‚Primarschule’ zu unterlassen“, * „Gymnasien und weiterführende Schulen in der bisherigen Form“ zu erhalten, * den Eltern wie bislang das Recht einzuräumen, „die Schulform für ihre Kinder nach Klasse 4 zu wählen.“ Sollte bei der Abstimmung eine Mehrheit der rund 245000 erforderlichen Wähler/innen zustimmen, wäre die Schulreform von Schwarz-Grün in wesentlichen Punkten gescheitert. ...
In der Doktorarbeit wurde ein Verfahren zur Ermittlung der Schwerpunkthöhe eines Fahrzeugs aus den Messwerten von Sensoren, die serienmäßig in vielen geländegängigen Fahrzeugen verbaut sind, entwickelt. Dieses Verfahren benötigt nur die Signale von Sensoren des elektronischen Stabilitätssystems (ESP) und eines Fahrwerks mit Luftfeder. Um die Höhe des Schwerpunkts zu bestimmen, wurde ein Modell entworfen, das die Drehbewegung des Fahrzeugs um seine Längsachse beschreibt. Eine der unbekannten Größen in diesem Modell ist das Produkt m_g\Deltah, wobei mit m_g die gefederte Masse des Fahrzeugs und mit Deltah der Abstand zwischen dem Schwerpunkt und der Wankachse des Fahrzeugs bezeichnet wird. Die Höhe des Schwerpunkts wird berechnet, indem zu diesem Abstand der als bekannt vorausgesetzte Abstand der Wankachse von der Straße addiert wird. Es wurden drei Varianten des Modells betrachtet. Die eine Modellvariante (stationäres Modell) beschreibt das Fahrzeugverhalten nur in solchen Fahrsituationen exakt, in denen die Wankgeschwindigkeit und die Wankbeschleunigung vernachlässigbar klein sind. In dieser Modellvariante wurden die Federkräfte mit einem detaillierten Modell der Luftfeder berechnet. Eine Eingangsgröße dieses Modells ist der Druck in den Gummibälgen der Luftfeder. Um diesen Druck zu ermitteln, wurde ein Algorithmus auf dem Steuergerät des Luftfedersystems implementiert. Um die Genauigkeit des Luftfedermodells zu testen und um die Abmessungen bestimmter Bauteile der Luftfeder zu ermitteln, wurden Messungen am Federungsprüfstand durchgeführt und eine Methode entwickelt, wie aus diesen Messungen die gesuchten Größen berechnet werden können. Bei den zwei übrigen Modellvarianten (dynamisches Modell) gelten die Einschränkung für die Fahrsituationen nicht. Die einzelnen Varianten des dynamischen Modells unterscheiden sich darin, dass das eine Mal die Feder- und Dämpferkonstanten als bekannt vorausgesetzt und das andere Mal aus den Sensorsignalen geschätzt werden. Passend zu jeder Modellvariante wurde ein Verfahren gewählt, mit dem Schätzwerte für das Produkt m_g\Deltah berechnet wurden. Des Weiteren wurde auch eine Methode entwickelt, mit der die Masse mg geschätzt wurde, ohne zuvor ein Wert für das Produkt m_g\Deltah zu ermitteln. Die Schätzwerte wurden unter Verwendung von Daten ermittelt, die bei einer Simulation und bei Messfahrten gewonnen worden sind. Das Ergebnis des Vergleiches der betrachteten Modellvarianten ist, dass die eine Variante des dynamischen Modells zum Teil falsche Werte für m_g\Deltah liefert, weil die Modellgleichungen ein nicht beobachtbares System bilden. Die andere Variante dieses Modells liefert nicht bei jeder Beladung exakte Werte, was vor allem daran liegt, dass in den Modellgleichungen dieses Modells ein konstanter Wert für die Federsteifigkeit angenommen wird. Bei Fahrzeugen mit Luftfeder ändert sich jedoch dieser Wert in Abhängigkeit von der Fahrzeugmasse. Die Werte von m_g\Deltah und mg können am genauesten mit dem stationären Modell ermittelt werden. Des Weiteren wurden Methoden entwickelt, die die Genauigkeit der durch den Schätzalgorithmus ermittelten Werte verbessern. So wurde zusätzlich zu dem Produkt m_g\Deltah und der Masse mg auch die Verteilung des Gewichtes auf die Vorder- und Hinterachse betrachtet. Es wurde ermittelt, welche Zusammenhänge zwischen dieser Verteilung und dem Produkt m_g\Deltah sowie zwischen dieser Verteilung und der Masse des Fahrzeugs bestehen. So konnte der Fehler in den Schätzwerten dieser Größen minimiert werden. Außerdem wurde auch der Zusammenhang zwischen dem Produkt m_g\Deltah und der Masse des Fahrzeugs ermittelt. Damit konnten die Schätzwerte dieser Größen genauer bestimmt werden. Aus den so gewonnenen Werten kann die Schwerpunkthöhe von einem Mercedes ML auf etwa 8cm genau berechnet werden. Diese Genauigkeit reicht aus, um das elektronische Stabilitätsprogramm auf die aktuelle Beladung des Fahrzeugs abzustimmen und damit einen Gewinn an Agilität für dieses Fahrzeug zu realisieren.
Background: Environmental noise is ubiquitous in population growth processes, with a well acknowledged potential to affect populations regardless of their sizes. It therefore deserves consideration in population dynamics modelling. The usual approach to incorporating noise into population dynamical models is to make some model parameter(s) (typically the growth rate, the carrying capacity, or both) stochastic and responsive to environment fluctuations. It is however still unclear whether including noise in one or/and another parameter makes a difference to the model performance. Here we investigated this issue with a focus on model fit and predictive accuracy. To do this, we developed three population dynamical models of the Ricker type with the noise included in the growth rate (Model 1), in the carrying capacity (Model 2), and in both (Model 3). We generated several population time series under each model, and used a Bayesian approach to fit the three models to the simulated data. We then compared the model performances in fitting to the data and in forecasting future observations. Results: When the mean intrinsic growth rate, r, in the data was low, the three models had roughly comparable performances, irrespective of the true model and the level of noise. As r increased, Models 1 performed best on data generated from it, and Model 3 tended to perform best on data generated from either Models 2 or Model 3. Model 2 was uniformly outcompeted by the other two models, regardless of the true model and the level of noise. The correlation between the deviance information criterion (DIC) and the mean square error (MSE) used respectively as measure of fit and predictive accuracy was broadly positive. Conclusion: Our results suggested that the way environmental noise is incorporated into a population dynamical model may profoundly affect its performance. Overall, we found that including noise in one or/and another parameter does not matter as long as the mean intrinsic growth rate, r, is low. As r increased, however, the three models performed differently. Models 1 and 3 broadly outperformed Model 2, the first having the advantage of being simple and more computationally tractable. A comforting result emerging from our analysis is the broad positive correlation between MSEs and DICs, suggesting that the latter may also be informative about the predictive performance of a model.

We show that average excess returns during the last two years of the presidential cycle are significantly higher than during the first two years: 9.8 percent over the period 1948 – 2008. This pattern in returns cannot be explained by business-cycle variables capturing time-varying risk premia, differences in risk levels, or by consumer and investor sentiment. In this paper, we formally test the presidential election cycle (PEC) hypothesis as the alternative explanation found in the literature for explaining the presidential cycle anomaly. PEC states that incumbent parties and presidents have an incentive to manipulate the economy (via budget expansions and taxes) to remain in power. We formulate eight empirically testable propositions relating to the fiscal, monetary, tax, unexpected inflation and political implications of the PEC hypothesis. We do not find statistically significant evidence confirming the PEC hypothesis as a plausible explanation for the presidential cycle effect. The existence of the presidential cycle effect in U.S. financial markets thus remains a puzzle that cannot be easily explained by politicians employing their economic influence to remain in power. The Anthonomus juniperinus group, with descriptions of two new species (Coleoptera: Curculionidae)

The Anthonomus juniperinus (Sanborn) species group is defined and two new species, Anthonomus sanborni, new species, and A. rileyi new species, from the United States are described, keyed and illustrated. The three species of the group are associated with the plant genus Juniperus and the larvae of A. juniperinus are known to develop in fungal galls of Gymnosporangium spp. as well as fruits of the Eastern redcedar, Juniperus virginiana L. The biology of the group and its taxonomic relationships to other species of Anthonomus Germar are also discussed.
The fauna of Phanaeini of the northeast of Brazil was investigated through fieldwork in the States of Ceará, Maranhão and Piauí, and through study of preserved material from other states. Seven species of Phanaeini are newly recorded from these three states. Of these, two species are also new records for the northeast region: Phanaeus melibaeus Blanchard and an unidentified Dendropaemon Perty species. A total of 13 new state records are given for eight of the 15 species of Phanaeini recorded from the northeast to date, including three new state genus records. A key is provided for identification of all species. Detailed distributional information is presented together with habitat and bait preferences and other ecological data for each species. The diversity and distribution of the tribe in the northeast is discussed in the context of regional biotopes and wider geographic ranges. The fauna is shown to be more diverse than previously believed, containing both endemic and widespread elements occurring in species assemblages that differ according to habitat type and elevation, leading to substantial complementarity of diversity amongst the main biogeographic provinces and biotopes of the region.
Four new species of Cydistomyia Taylor from New Guinea, C. missimiensis, C. madangiensis, C. waigani, and C. moresbyensis, are described and figured. A revised key to the females of New Guinea Cydistomyia and New Guinea collection records for 57 additional species of Tabanidae are provided. A table with the approximate longitudes and latitudes of all but one locality listed is provided.
Hiltonius carpinus carpinus Chamberlin, 1943 (Spirobolida: Spirobolidae), is authoritatively recorded from the United States for the first time; it is known only from southern/southeastern Arizona but should be expected in adjoining counties of New Mexico. The northernmost locality is the Pinaleno Mountains, Graham County, and its distribution extends to southern Mexico; the other subspecies, H. c. vulcan (Chamberlin, 1953), occurs in Guatemala. The range of H. c. carpinus includes the type locality of the enigmatic H. fossulifer (Pocock, 1908), lending credence to prior suggestions that the names are synonymous. Three new Mexican states – Durango, Jalisco, and Nuevo León – are documented for H. c. carpinus.
New species are described in the tribe Piezocerini: Gorybia rondonia sp. nov. from Brazil (Rondônia) and G. bahiensis sp. nov. from Brazil (Bahia); in the tribe Hexoplonini: Calycibidion rubricolle sp. nov. from Brazil (Bahia); in the tribe Ibidionini, Tropidina: Tropidion argentina sp. nov. from Argentina (La Rioja) and T. boliviensis sp. nov. from Bolivia (Santa Cruz); in the tribe Rhinotragini: Ommata (Ommata) albitarsis sp. nov. from Brazil (Rondônia); and in the tribe Rhopalophorini: Cosmisoma viridescens sp. nov. from Brazil (Bahia). To validate the tribal names, Hexoplon Thomson, 1864 and Tropidion Thomson, 1867, are here designated type genera of Hexoplonini and Tropidiina, respectively.
