Der IT-Industrieverband Bitkom findet die Debatte um Netzneutralität nicht so gelungen und möchte lieber über etwas anderes reden: Deutsche IT-Branche ringt um Position zur Netzneutralität. Dass die Deutsche Telekom bei Bitkom eines der einflußreichsten Mitglieder ist, wenn nicht sogar das einflußreichste, dürfte damit sicher überhaupt nichts zu tun haben.
Bereits in der letzten Woche hat der rheinland-pfälzische Landtag den Gesetzentwurf zum "Vierzehnten Staatsvertrag zur Änderung rundfunkrechtlicher Staatsverträge" (kurz: die landesrechtliche Umsetzung des JMStV) ratifiziert.
Und zwar mit den Stimmen von CDU und SPD. Die FDP hat sich enthalten. Die Entscheidung im Beck’schen Königreich kam nicht wirklich überraschend, schließlich wurde der Staatsvertrag federführend von der Mainzer Staatskanzlei vorangetrieben.
Deutlich überraschender ist da schon, dass der Unionspolitiker Dr. Peter Tauber (MdB und Enquete-Mitglied) ausgerechnet einem Piraten Platz in seinem Blog einräumt, um ihn in einem Gastbeitrag gegen den Staatsvertrag argumentieren zu lassen. ...

Ainsi s’achève, par son deuxième tome consacré au XVIIIe siècle, cette vaste entreprise d’une histoire de l’éducation et de la culture de la fin du Moyen Âge à nos jours, répartie sur 6 tomes et 7 volumes. Conçue dès les années 1970, publiée dans un ordre assez aléatoire à partir de 1986 en commençant par le tome III couvrant la période 1800–1870, elle livre pour finir ce deuxième tome, 9 ans après le tome I qui ouvre chronologiquement la série. Il est paradoxal que la période reine de l’histoire de la pédagogie allemande, ce »siècle pédagogique« pour reprendre l’expression de Johann Heinrich Campe, surreprésenté dans la production historiographique, ait donné tant de difficultés aux rédacteurs. Cela tient sans doute autant aux défaillances individuelles d’une entreprise collective associant pour ce seul tome 18 personnes sur une telle durée (Rainer A. Müller est décédé et Rudolf Vierhaus, un des coéditeurs, s’est retiré pour cause d’âge et a dû être remplacé par Notker Hammerstein), qu’aux erreurs de conception et de cadrage initiales qu’il convenait autant que possible de rattraper. En effet, nous avions relevé dans le premier tome des déséquilibres et des lacunes assez peu explicables1 , notamment à propos du XVIIe siècle qu’il était pourtant censé couvrir. ...
This study explores the development of the concept of administratio between the early Merovingian period and the late ninth century. The author’s thesis is that administration lost its original connotation of authority delegated by and exercised on behalf of the state, and that this signals the loss of an abstract awareness of the commonwealth in the early medieval period. In the fifth century the idea of administratio as public powers derived from a higher authority was still in place, but soon thereafter this conception vanished (p. 2–3). Yet when in 814 Louis the Pious became emperor, the original meaning of administratio seemed to get a revival – or, should one say, a new lease of life? Hardly, for only in Italy and Aquitaine was there any awareness left of public service as an abstract concept (p. 7–37). North of the Alps, those in charge did not understand such abstract concepts referring to "Staatlichkeit", as is shown by the fact that the authority of the Carolingian mayors of the palace was never called administratio, even though, in the original meaning of the word, the mayoral office was a clear case of delegated power (p. 16–18). ...
