This article discusses the recent proposal for debt restructuring in the euro zone by Pierre Paris and Charles Wyplosz. It argues that the plan cannot realize the promised debt relief without producing moral hazard. Ester Faia revisits the Redemption Fund proposed in November 2011 by the German Council of Economic Experts and argues that this plan, up to date, still remains the most promising path towards succesful debt restructuring in Europe.
Die politische Steuerung des Krankenhaussektors hat sich in den vergangenen anderthalb Jahrzehnten nachhaltig verändert. Das Gesundheitsstrukturgesetz von 1992 markiert einen gesundheitspolitischen Paradigmenwechsel, mit dem verstärkt wettbewerbliche Steuerungsinstrumente in das Gesundheitswesen eingeführt wurden. Auch im stationären Sektor ersetzen bzw. ergänzen wettbewerbliche Instrumente korporatistische Arrangements. Die Gegenüberstellung der politischen Steuerung des Krankenhaussektors vor 1992 mit der Situation nach der Gesundheitsreform 2007 verdeutlicht, dass auf den Feldern Leistungserbringung, Vergütung und Qualitätssicherung sukzessive ein neues Steuerungsmodell entstanden ist. Dieses zeichnet sich durch eine gewachsene Komplexität, eine Zunahme von Steuerungsaktivitäten und eine Neujustierung des Verhältnisses staatlicher bzw. korporatistischer Steuerung einerseits und wettbewerblicher Steuerung andererseits aus. Dort, wo es um allokative Entscheidungen geht, werden korporatistische Elemente durch wettbewerbliche ersetzt. Auf anderen Regulierungsfelder bleibt der Korporatismus dagegen erhalten. Der Staat als „architect of political order“ (Anderson) hat diese Transformation herbeigeführt, sieht sich allerdings zunehmend mit dem Widerspruch zwischen einer bedarfsorientierten Krankenhausplanung und Investitionsfinanzierung auf Landesebene und einer Leistungsverteilung über den Wettbewerb konfrontiert.
Sharing of substructures like subterms and subcontexts in terms is a common method for space-efficient representation of terms, which allows for example to represent exponentially large terms in polynomial space, or to represent terms with iterated substructures in a compact form. We present singleton tree grammars as a general formalism for the treatment of sharing in terms. Singleton tree grammars (STG) are recursion-free context-free tree grammars without alternatives for non-terminals and at most unary second-order nonterminals. STGs generalize Plandowski's singleton context free grammars to terms (trees). We show that the test, whether two different nonterminals in an STG generate the same term can be done in polynomial time, which implies that the equality test of terms with shared terms and contexts, where composition of contexts is permitted, can be done in polynomial time in the size of the representation. This will allow polynomial-time algorithms for terms exploiting sharing. We hope that this technique will lead to improved upper complexity bounds for variants of second order unification algorithms, in particular for variants of context unification and bounded second order unification.

What is the canon? Usually this question is just a proxy for something like, "Which works are in the canon?" But the first question is not just a concise version of the second, or at least it doesn’t have to be. Instead, it can ask what the structure of the canon is - in other words, when things are in the canon, what are they in? This question came to the fore during the project that resulted in Pamphlet 11. The members of that group were looking for morphological differences between the canon and the archive. The latter they define, straightforwardly and capaciously, as "that portion of published literature that has been preserved—in libraries and elsewhere" The canon is a slipperier concept; the authors speak instead of multiple canons, like the books preserved in the Chadwyck-Healey Nineteenth-Century Fiction Collection, the constituents of the six different "best-twentieth century novels" lists analyzed by Mark Algee-Hewitt and Mark McGurl in Pamphlet 8, authors included in the British Dictionary of National Biography, and so forth. [...] This last conundrum points the way out of these difficulties and into a workable model of the structure of the canon. It suggests two different ways of entering the canon: being read by many and being prized by an elite few—or, to use the terms arrived at in Pamphlet 11, popularity and prestige. With these two dimensions, we arrive at a canonical space [...].
We build a search-and-matching algorithm of network dynamics with decision-making under incomplete information, seeking to understand the determinants of the observed gradual downgrading of expert opinion on complicated issues and the decreasing trust in science. Even without fake news, combining the internet’s ease of forming networks with (a) individual biases, such as confirmation bias or assimilation bias, and (b) people’s tendency to align their actions with those of peers, produces populist and polarization network dynamics. Homophily leads to actions with more weight on biases and less weight on expert opinion, and such actions lead to more homophily.

Portfolio choice and estimation risk : a comparison of Bayesian approaches to resampled efficiency

Estimation risk is known to have a huge impact on mean/variance (MV) optimized portfolios, which is one of the primary reasons to make standard Markowitz optimization unfeasible in practice. Several approaches to incorporate estimation risk into portfolio selection are suggested in the earlier literature. These papers regularly discuss heuristic approaches (e.g., placing restrictions on portfolio weights) and Bayesian estimators. Among the Bayesian class of estimators, we will focus in this paper on the Bayes/Stein estimator developed by Jorion (1985, 1986), which is probably the most popular estimator. We will show that optimal portfolios based on the Bayes/Stein estimator correspond to portfolios on the original mean-variance efficient frontier with a higher risk aversion. We quantify this increase in risk aversion. Furthermore, we review a relatively new approach introduced by Michaud (1998), resampling efficiency. Michaud argues that the limitations of MV efficiency in practice generally derive from a lack of statistical understanding of MV optimization. He advocates a statistical view of MV optimization that leads to new procedures that can reduce estimation risk. Resampling efficiency has been contrasted to standard Markowitz portfolios until now, but not to other approaches which explicitly incorporate estimation risk. This paper attempts to fill this gap. Optimal portfolios based on the Bayes/Stein estimator and resampling efficiency are compared in an empirical out-of-sample study in terms of their Sharpe ratio and in terms of stochastic dominance.
Several recent studies have addressed household participation in the stock market, but relatively few have focused on household stock trading behavior. Household trading is important for the stock market, as households own more than 40% of the NYSE capitalization directly and can also influence trading patterns of institutional investors by adjusting their indirect stock holdings. Existing studies based on administrative data offer conflicting results. Discount brokerage data show excessive trading to the detriment of stockholders, while data on retirement accounts indicate extreme inactivity. This paper uses data representative of the population to document the extent of household portfolio inertia and to link it to household characteristics and to stock market movements. We document considerable portfolio inertia, as regards both changing stockholding participation status and trading stocks, and find that specific household characteristics contribute to the tendency to exhibit such inertia. Although our findings suggest some dependence of trading directly-held equity through brokerage accounts on the performance of the stock market index, they do not indicate that the recent expansion in the stockholder base and the experience of the stock market downswing have significantly altered the overall propensity of households to trade in stocks or to switch participation status in a way that could contribute to stock market instability. Assumptions about the dynamic and distributional behavior of risk factors are crucial for the construction of optimal portfolios and for risk assessment. Although asset returns are generally characterized by conditionally varying volatilities and fat tails, the normal distribution with constant variance continues to be the standard framework in portfolio management. Here we propose a practical approach to portfolio selection. It takes both the conditionally varying volatility and the fat-tailedness of risk factors explicitly into account, while retaining analytical tractability and ease of implementation. An application to a portfolio of nine German DAX stocks illustrates that the model is strongly favored by the data and that it is practically implementable. Klassifizierung: C13, C32, G11, G14, G18
An important assumption underlying the designation of some insurers as systemically important is that their overlapping portfolio holdings can result in common selling. We measure the overlap in holdings using cosine similarity, and show that insurers with more similar portfolios have larger subsequent common sales. This relationship can be magnified for some insurers when they are regulatory capital constrained or markets are under stress. When faced with an exogenous liquidity shock, insurers with greater portfolio similarity have even larger common sales that impact prices. Our measure can be used by regulators to predict which institutions may contribute most to financial instability through the asset liquidation channel of risk transmission.
Real options theory applies techniques known from finance theory to the valuation of capital investments. The present paper investigates further into this analogy, considering the case of a portfolio of real options. An implementation of real option models in practice will mostly be concerned with a portfolio of real options, so the analysis of portfolio aspects is of both academic and practical interest. Is a portfolio of real options special? In order to shed some light on this question, the present paper will outline the relevant features of a portfolio of real options. It will show that the analogy to financial options remains great if compound option models are applied. As a result, a portfolio of real options, and therefore the firm as such, generally is to be understood as one single compound, real option.
In this study I want to show, above all, that the linguistic expression of POSSESSION is not a given but represents a problem to be solved by the human mind. We must recognize from the outset that linguistic POSSESSION presupposes conceptual or notional POSSESSION, and I shall say more about the latter in Chapter 3. Certain varieties of linguistic structures in the particular languages are united by the fact that they serve the common purpose of expressing notional POS SESSION. But this cannot be their sole common denominator. How would we otherwise be able to recognize, to understand, to learn and to translate a particular linguistic structure as representing POSSESSION? There must be a properly linguistic common denominator, an invariant, that makes this possible. The invariant must be present both within a particular language and in cross-language comparison. What is the nature of such an invariant? As I intend to show, it consists in operational programs and functional principles corresponding to the purpose of expressing notional POSSESSION. The structures of possessivity which we find in the languages of the world represent the traces of these operations, and from the traces it becomes possible to reconstruct stepwise the operations and functions.
Possession im Dakota

Zweck dieser Arbeit ist die Darstellung der sprachlichen Mittel, derer sich das Dakota zum Ausdruck von Possessiv-Relationen bedient. Dem Hauptteil geht eine in die Thematik einführende Charakterisierung der untersuchten Sprache sowie eine Betrachtung des sprachtheoretischen Hintergrundes voraus. Eine systematisierende Zusammenfassung der relevanten Daten bildet den Abschluß der Arbeit. Mangels Belegstellen konnten allerdings nicht alle Fragen, die sich aus der Auseinandersetzung mit der Materie ergaben, restlos geklärt werden. Die Beispiele stammen großenteils aus Mythen; sofern sie nicht mit Quellenangaben versehen sind, sind sie von der Verfasserin konstruiert.
Possessive constructions are grammatical constructions which contain two nominals and express that the referent of one of these nominals belongs to the other. The kind of relationship denoted by possessive constructions is not only that of ownership (1), as the term "possessive" might suggest, but also that of kinship (2), bodypart relationship (3), part/whole relationship (4) and similar relationships [...]. The following investigation will start with possessive constructions on phrase level, i.e. possessive phrases, and then deal with possessive constructions on clause level.
The basic question is whether POSSESSOR and POSSESSUM are on the same level as the roles of VALENCE, two additional roles as it were. My research on POSSESSION has shown (Seiler 1981:7 ff.) that this is not the case, that there is a difference in principle between POSSESSION and VALENCE. However, there are multiple interactions between the two domains, and these interactions shall constitute the object of the following inquiry. It is hoped that this will contribute to a better understanding both of POSSESSION and of VALENCE.
Eine allgeneine und theoretische Antwort auf die Frage, ob der Begriff "Possesivität" zur grammatischen Beschreibung einer natürlichen Sprache gehören solle oder nicht, wird je nach Standpunkt verschieden ausfallen. Man kann auch anders vorgehen, indem man in einem vortheoretischen Verständnis einen Begriff "Possesssivität" zunächst annimmt und zusieht, wie die Repräsentationen eines solchen Begriffs in je einer einzelnen Sprache sich gestalten. Die Möglichkeit, dass sich daraus, fast von alleine, eine Bestätigung und Präzisierung für diesen Begriff, ja sogar der eine oder andere Anhaltspunkt für dessen Universalität ergibt, dürfte man nicht ausschliessen. Der .Aufsatz von Hansjakob Seiler scheint schon in Zusammenhangmit diesem Problem nicht nur das Wesentlichste klargemacht zu haben; er stellt auch die Frage nach einem gemeinsamen Prinzip, dem die einzelnen Sprachen gehorchen, wenn sie die Possessivitätsrelation ausdrücken.
Dieser Beitrag ist ein Vorschlag, auf der grammatisch-semantischen Ebene dieses Prinzip in einer konktreten Sprache, dem Polnischen, aufgrund der die Possessivität ausdrückenden Mittel und ihrer Bereiche zu illustrieren. Daher wird hier semantisch davon ausgegangen, dass die Possessivität eine Relation ausdrückt, die den Verhältnis des Teils zum Ganzen entspricht. Ob man nun diese Relation als direkte Zugehörigkeit zur Menge oder als eine Art indirekter Zugehörigkeit, nämlich zum Besitzer der Menge auffasst, wäre eine Frage über die aufgrund der Struktur der betreffenden Sprache entschieden werden sollte, – vorausgesetzt immer, dass die Possessivität ein sprachlich ausgeprägtes und sprachwissenschaftlich beschreibbares Phänomen ist.
I. Zum Problem der Possessivität im Cahuilla (Uto-Aztekisch, Süd-Kalifornien) -
Von "possessiv", ''Possessivität'' wird in den Grammatiken verschiedener Sprachen in mindestens zwei verschiedenen Zusammenhängen gesprochen: 1.) Im Zusammenhang mit den "Possessivpronomina" und mit "Genitiv", z. B. dt. 'Karls Vater', 'sein Tod', 'seine Verurteilung', 2.) Im Zusammenhang mit 'haben', 'gehören', 'besitzen'. Daß die beiden Zusammenhänge nicht koextensiv sind, zeigt sich etwa bei 'sein Tod', wo neben es kein *'er hat einen Tod' gibt. Ebenso ist neben 'Karls Vater' ein Satz wie *'Karl gehört der (oder: ein) Vater' abweichend, zumindest wenn es sich um den leiblichen Vater Karls handeln soll. Das zeigt sich auch, daß die von der TG lange geübte Praxis, die Genitiv-Syntagmen auf 'haben'-Syntagmen zurückzuführen, nicht den Tatsachen entspricht. In anderen indogermanischen Sprachen finden wir ähnliches wie im Deutschen. Wir wissen zwar, was "Possessivpronomina" qua morphologische Klasse sind; aber syntaktisch und erst recht semantisch ist das Phänomen ''Possessiv'' weitgehend ungeklärt.

Ich glaube nun in einer Sprache den Bereich der Probleme einigermaßen zu überschauen, die man traditionellerweise und ohne recht zu wissen wie, mit dem Terminus "possessiv" in Verbindung bringt. Die Sprache heißt CAHUILLA, wird im südlichen Kalifornien von wenigen Sprechern noch gesprochen und gehört zur Uto-Aztekischen Sprachfamilie.
II. Possessivität und Universalien -
In meinem ersten Vortrag bin ich davon ausgegangen, daß für eine gegebene Sprache bei guter Kenntnis derselben eine zunächst intuitive Erfassung eines Bereichs der Grammatik möglich ist, den man sodann durch eine Theorie und nachprüfbare Methoden schrittweise auf die Ebene des wissenschaftlichen Bewusstseins zu heben versucht. Es handelt sich um jenen Bereich, dessen Grundprinzipien semantischer Natur sind, an dem aber auch die Syntax einen wesentlichen Anteil hat. Wie man den Bereich nachher nennt, ist weniger wichtig; ich sehe kein Hindernis, den traditionellen Terminus "possessiv", "Possessivität" dafür zu verwenden. Auch heute, in dem zweiten Vortrag, in dem es zunächst vor allem ums Deutsche, dann aber um die Frage nach den sogenannten Universalien geht, will ich wieder davon ausgehen, daß es möglich ist, einen semanto-syntaktischen Bereich "Possessivität" intuitiv abzustecken. Ich will dafür zunächst einen prominenten Zeugen aufrufen, der das fürs Griechische getan hat: Aristoteles.
Für eine Wirkungsabschätzung der forcierten Einführung von Gewächshäusern wurde eine Potenzial- und Restriktionsanalyse aufbauend auf einer Literaturrecherche durchgeführt. Grundsätzlich gestattet der Gewächshausanbau unter den in Vorderasien häufigen ariden und semi-ariden Situationen trotz erheblicher Intensitätssteigerung eine deutliche Verringerung des Wassereinsatzes.
Es sind Lösungsansätze vorhanden, die dazu beitragen können, dort positive Entwicklungspotenziale zu entfalten und die negativen Entwicklungen zu verhindern. Dennoch ist das Gewächshaus kein Allheilmittel. Insbesondere die Vermittlung bzw. regionale Anpassung von Wissen (auch zum Pflanzenschutz), der Erhalt geeigneter Sorten und der Zugang der Landwirte zu diesen sind starke Hemmnisse. Flankierende staatliche und private Fördermaßnahmen sowie neue institutionelle Arrangements bzw. Governancestrukturen erlauben, nachteilige Entwicklungen zu vermeiden und den Erhalt von Ökosystemleistungen zu fördern.
Power and law in enlightened absolutism : Carl Gottlieb Svarez' theoretical and practical approach

The term Enlightened Absolutism reflects a certain tension between its two components. This tension is in a way a continuation of the dichotomy between power on one hand and law on the other. The present paper shall provide an analysis of these two concepts from the perspective of Carl Gottlieb Svarez, who, in his position as a high-ranking Prussian civil servant and legal reformist, has had unparalleled influence on the legislative history of the
Prussian states towards the end of the 18th century. Working side-by-side with Johann Heinrich Casimir von Carmer, who held the post of Prussian minister of justice from 1779 to 1798, Svarez was able to make use of his talent for reforming and legislating. From 1780 to 1794 he was primarily responsible for the elaboration of the codification of the Prussian private law – the “Allgemeines Landrecht für die Preußischen Staaten” in 1794. In the present paper, Svarez’ approach to the relation between law and power shall be analysed on two different levels. Firstly, on a theoretical level, the reformist’s thoughts and reflections as laid down in his numerous works, papers and memorandums, shall be discussed. Secondly, on a practical level, the question of the extent to which he implemented his ideas in Prussian legal reality shall be explored.
