Stadtpolitik greift immer häufiger auf »best practices« aus anderen Städten zurück und nutzt sie als Blaupausen für ihre Entwicklungskonzepte. Doch was geschieht, wenn globalisierte Politikmodelle auf lokale Gegebenheiten heruntergebrochen werden? Neue Fragestellungen für die Humangeografie – die Frankfurter Wissenschaftler erforschen dies an konkreten Beispielen für die Mainmetropole.
Dass die Stadt seit der Krise des Fordismus nicht mehr als ein eher ausführendes Organ des Wohlfahrtsstaates fungiert, sondern selbst unter Wettbewerbsbedingungen für die Aktivierung endogener Wachstumspotenziale und die Schaffung von Wohlstand und Arbeitsplätzen verantwortlich ist, hat seit längerem unter dem Begriff der „unternehmerischen Stadt“ Einzug in die kritische Stadtforschung erhalten. Gefordert werden aber immer wieder konkrete empirische Untersuchungen im Spannungsfeld zwischen zunehmendem interkommunalem Standortwettbewerb und den lokalen Regulationsformen vor Ort. Stadtpolitik verfügt auch weiterhin über eine relative Autonomie und kann somit durchaus einen Unterschied – beispielsweise in der Ausgestaltung der Sozialpolitik – machen. Als empirisches Ergebnis einer Untersuchung der Transformationsprozesse am Beispiel der Stadt Münster im Bundesland Nordrhein-Westfalen lässt sich festhalten, dass der Wandel zu einem „Unternehmen Münster“ samt den Folgen für benachteiligte Bevölkerungsgruppen nicht etwa kriseninduziert gewesen ist, sondern erstens politisch gewollt und strategisch durchgesetzt wurde. An Hand einer Analyse der diskursiven Deutungsmuster innerhalb der städtischen Verwaltung wird zweitens deutlich, dass das Ideal der unternehmerischen Stadt als hegemoniales Deutungsmuster von den leitenden Akteuren so verabsolutiert und verinnerlicht worden ist, dass sie ihr Handeln auch ohne direkten Zwang primär an dem Ideal der Verbesserung der lokalen Wettbewerbsfähigkeit ausrichten. Die unternehmerischen Stadtumstrukturierungsprozesse haben lokalpolitische Konflikte provoziert. Die daraus resultierenden sozialen Kämpfe konnten zwar die grundsätzliche Transformation zu einer unternehmerischen Stadt und die drastischen Kürzungen im Sozialbereich nicht verhindern, aber auf Grund plebiszitärer Elemente in der nordrheinwestfälischen Kommunalverfassung durchaus Teilerfolge erzielen.

We briefly discuss the history of critical geography in Germany, leading to a comparison of the conditions of critical geography around 1980 and in recent years. The focus is on two factors in the changed role of critical perspectives in German geography: (1) the growing internationalisation of German geography, which opened new avenues and allowed new approaches to enter the discipline; and (2) the high citation indices of "critical" journals, which leads to an enhanced reputation and a high significance of international critical geography in the German discipline. However, we draw an ambiguous conclusion: the increased role of critical approaches in German geography is linked to a growing neoliberalisation of academia and a decline of critical approaches in other disciplines.

Los campañas de 2006, 2007 y 2008 en Alcorrín han puesto de manifiesto la importancia del lugar para los primeros contactos entre fenicios e indígenas en el extremo occidental de la provincia de Málaga, que las dataciones radiométricas han situado en la segunda mitad del siglo IX a.C. Este proyecto ha permitido documentar una imponente fortificación del Bronce Final, conocida con anterioridad sólo a nivel superficial. La realización de prospecciones geofísicas nos revela un incipiente urbanismo que irá siendo conocido en detalle en futuras actuaciones. Estos trabajos se han completado con la excavación de un edificio singular, de planta cuadrangular y compartimentada, con un pavimento de conchas en su acceso. Entre los materiales, escasos y mayoritariamente consistentes en cerámica a mano, cabe señalar la presencia de dos grafitos fenicios sobre cerámica.

Sa protection et son usage durable doivent ainsi être une partie intégrante d’une politique orientée vers l’avenir et ancrer de plus en plus dans la conscience politique et publique. La condition préalable pour cela est une meilleure compréhension des effets des actions humaines sur la biodiversité et une connaissance plus approfondie de sa valeur. La recherche scientifique contribue de façon indispensable à la préservation des biomes, des espèces et gènes. Elle ne se limite pas à fournir les connaissances fondamentales qui sont nécessaires pour arrêter le progrès de la disparition de la biodiversité. Bien plus, ce sont les chercheurs eux-mêmes qui, ensemble avec leurs partenaires locaux, élaborent des stratégies pour un usage durable de la biodiversité. Explorer la flore et la faune du continent africain, et mesurer les changements observés dans leur milieu naturel afin de les réduire, tels sont les objectifs de BIOTA (Biodiversity Monitoring Transect Analysis in Africa / Transect d´Analyse du suivi de la Biodiversité en Afrique de l´Ouest). Ce réseau de recherche a été créé en 1999 ensemble par les chercheurs africains et allemands. Vu la grande importance de BIOTA, cette initiative est non seulement financée par le Ministère fédérale de l’Education et de la Recherche, mais entre-temps aussi par plusieurs Etats africains et institutions partenaires. «BIOTA Ouest» a été lancé au début de 2001. Parmi les résultats de cette coopération réussie figurent le centre de biodiversité à Ouagadougou (Burkina Faso) et l’Atlas «BIOTA Ouest» actuel. Je me réjouis de l’apparition de cet atlas, qui constitue une vue d’ensemble compréhensive aussi bien que compréhensible des nombreux résultats de recherche et recommandations pratiques, car la biodiversité est une condition essentielle pour le fonctionnement de l’écosystème et, partant, le fondement de la vie humaine et de l’activité économique.

Background: Environmental noise is ubiquitous in population growth processes, with a well acknowledged potential to affect populations regardless of their sizes. It therefore deserves consideration in population dynamics modelling. The usual approach to incorporating noise into population dynamical models is to make some model parameter(s) (typically the growth rate, the carrying capacity, or both) stochastic and responsive to environment fluctuations. It is however still unclear whether including noise in one or/and another parameter makes a difference to the model performance. Here we investigated this issue with a focus on model fit and predictive accuracy. To do this, we developed three population dynamical models of the Ricker type with the noise included in the growth rate (Model 1), in the carrying capacity (Model 2), and in both (Model 3). We generated several population time series under each model, and used a Bayesian approach to fit the three models to the simulated data. We then compared the model performances in fitting to the data and in forecasting future observations. Results: When the mean intrinsic growth rate, r, in the data was low, the three models had roughly comparable performances, irrespective of the true model and the level of noise. As r increased, Models 1 performed best on data generated from it, and Model 3 tended to perform best on data generated from either Models 2 or Model 3. Model 2 was uniformly outcompeted by the other two models, regardless of the true model and the level of noise. The correlation between the deviance information criterion (DIC) and the mean square error (MSE) used respectively as measure of fit and predictive accuracy was broadly positive. Conclusion: Our results suggested that the way environmental noise is incorporated into a population dynamical model may profoundly affect its performance. Overall, we found that including noise in one or/and another parameter does not matter as long as the mean intrinsic growth rate, r, is low. As r increased, however, the three models performed differently. Models 1 and 3 broadly outperformed Model 2, the first having the advantage of being simple and more computationally tractable. A comforting result emerging from our analysis is the broad positive correlation between MSEs and DICs, suggesting that the latter may also be informative about the predictive performance of a model.
