Das deutsche Rentensystem und der Generationenvertrag sind unter Druck geraten. Demografische Verschiebungen, anhaltende Massenarbeitslosigkeit sowie die Übertragung des westdeutschen Systems der Altersvorsorge auf die neuen Bundesländer führten zu einem Paradigmenwechsel in der Alterssicherungspolitik. Durch die mit der Riester-Förderung eingeführte private Altersvorsorge, das Alterseinkünftegesetz und die 2006 beschlossene sukzessive Erhöhung des Renteneintrittsalters auf 67 Jahre im Jahre 2029 sind die rentenpolitischen Konsolidierungsmaßnahmen vorerst zu einem Abschluss gekommen. Der Generationenvertrag, nach dem »der Anspruch der Rentner auf Sicherung ihres Lebensstandards und der Anspruch der Beitragszahler auf Berücksichtigung ihrer Leistungsfähigkeit gleichermaßen beachtet werden müssen«/1/, wurde somit durch die Stärkung der privaten und betrieblichen Vorsorge und eine Verlängerung der Lebensarbeitszeit ergänzt. ...

"A manager in the minds of doctors" : a comparison of new modes of control in European hospitals (2013)

Background: Hospital governance increasingly combines management and professional self-governance. This article maps the new emergent modes of control in a comparative perspective and aims to better understand the relationship between medicine and management as hybrid and context-dependent. Theoretically, we critically review approaches into the managerialism-professionalism relationship; methodologically, we expand cross-country comparison towards the meso-level of organisations; and empirically, the focus is on processes and actors in a range of European hospitals. Methods: The research is explorative and was carried out as part of the FP7 COST action IS0903 Medicine and Management, Working Group 2. Comprising seven European countries, the focus is on doctors and public hospitals. We use a comparative case study design that primarily draws on expert information and document analysis as well as other secondary sources. Results: The findings reveal that managerial control is not simply an external force but increasingly integrated in medical professionalism. These processes of change are relevant in all countries but shaped by organisational settings, and therefore create different patterns of control: (1) ‘integrated’ control with high levels of coordination and coherent patterns for cost and quality controls; (2) ‘partly integrated’ control with diversity of coordination on hospital and department level and between cost and quality controls; and (3) ‘fragmented’ control with limited coordination and gaps between quality control more strongly dominated by medicine, and cost control by management. Conclusions: Our comparison highlights how organisations matter and brings the crucial relevance of ‘coordination’ of medicine and management across the levels (hospital/department) and the substance (cost/quality-safety) of control into perspective. Consequently, coordination may serve as a taxonomy of emergent modes of control, thus bringing new directions for cost-efficient and quality-effective hospital governance into perspective.
"After all I've got the soul of a young girl" : a psychosocial perspective on the impact of heteronormative images of masculinity on sexual risk behavior of gay men (2014)

The paper is aimed at contributing to an empirically grounded understanding of the psychosocial dynamics that underlie the relation between heteronormative images of masculinity, internalized heterosexism and health behavior of gay men in the global North. It is based on a qualitative interview study that focuses on the consequences of the internalization of dominant images of masculinity for the identity constructions of gay men and their HIV-related sexual risk behavior in Germany. In the paper it will be argued that 1) the tension between the authoritative image of masculinity that is determined by heteronormative discourses one the one hand and the gendered self-image that is shaped and threatened by connotations of a non-masculine homosexuality on the other constitutes a decisive issue of gay identity constructions, 2) a higher sexual risk behavior can be understood as a possible consequence of the internalization of masculine images and its impact on the self-esteem, if the self-image does not match the male ideal, and 3) this may include a paradoxical desire for the imagined masculinity that is experienced as violent with regard to one’s own psychodynamics. Finally, perspectives on gay masculinities that may transgress dominant heteronormative modes of subjectification are discussed.

"Apaixonados por carros como todo brasileiro" (?) - Reflexões frankfurteanas sobre a indústria cultural contemporânea (2019)

O presente artigo tem por objetivo tecer uma reflexão crítica acerca da "paixão" enunciada pela campanha de marketing da empresa de combustíveis Ipiranga, a partir das contribuições teóricas formuladas por Adorno e Horkheimer, teóricos da Escola de Frankfurt, no que concerne ao conceito de Indústria Cultural. Salientamos, desde já, que este ensaio não visa a estudar epistemologicamente a referida Escola, mas sim a apontar a atualidade do conceito de "indústria cultural". Em vista da atual crença na felicidade a partir do consumo idealizado de mercadorias, disseminados pela publicidade, o presente trabalho tem por objetivo tecer uma reflexão crítica acerca da Indústria Cultural contemporânea e suas implicações psicossociais na atual constituição das subjetividades, a partir da Teoria Crítica. Tomamos como exemplar da referida Indústria o slogan publicitário: "Apaixonados por carro como todo brasileiro", que divulga como "cultura de massa" esta "paixão". Metodologicamente procedemos a uma revisão de conceitos da Escola de Frankfurt vinculados à racionalidade técnico-instrumental moderna, apontando a atualidade do conceito de "indústria cultural" e diferenciando-o de uma cultura originária das massas. A pesquisa empírica, cuja estratégia metodológica consistiu em recolhermos depoimentos de internautas em 12 sites relacionados à temática do slogan, visou investigar as atuais formas de adesão/resistência ao referido slogan. Em nossa leitura teórico-crítica dos depoimentos, apesar das formas de adesão fascinadas serem majoritárias, também detectamos formas de resistência; o que nos aponta que esta "paixão", como muitas outras proclamadas pela indústria cultural, não emerge espontaneamente dos brasileiros, mas que, em verdade, foi construída para os brasileiros – forma atualizada do fetichismo da mercadoria.

"Citizen Science" – eine Programmatik zur Rehabilitierung des Handelns wissenschaftlicher Laiinnen und Laien und ihre Implikationen für die Archäologie (2015)

In seinem unlängst erschienenen Buch „Citizen Science“ untersucht der Wissenschaftstheoretiker Peter Finke die Rolle von Laiinnen und Laien für die Wissenschaft. Sein Anliegen ist es, ihre Bedeutung für den Erkenntnisfortschritt wie auch für ein praxisbezogenes bürgerschaftliches Engagement darzulegen. Aus zahlreichen Blickwinkeln variiert Finke den Grundgedanken einer Kontinuität des Handelns von Laiinnen und Laien zu dem von Fachwissenschaftlerinnen und Fachwissenschaftlern, die durch die institutionalisierten Erscheinungsformen der Wissenschaft verschleiert wird. Demgegenüber sollen im vorliegenden Beitrag Aspekte der Diskontinuität hervorgehoben werden, die es zu berücksichtigen gilt, gerade wenn man von der Wichtigkeit einer Etablierung und Förderung von „Citizen Science“ überzeugt ist.
