Im Mittelpunkt des Gutachtens stehen die anthropologischen Grundlagen, das wirtschaftsethische Fundament und das Menschenbild der Sozialen Marktwirtschaft. Die Leitlinien des Wittenberg-Prozesses der Chemie-Sozialpartner dienen dabei als argumentative Grundstruktur. Ziel der Arbeit ist es, aufzuzeigen, dass die CSSA und der Wittenberg-Prozess auf den normativen und wirtschaftsethischen Prämissen der (originären) Sozialen Marktwirtschaft ruhen und die Sozialpartnerschaft der chemischen Industrie ein wichtiger Baustein ist auf dem Weg hin zu einer Neubegründung und Renaissance der Sozialen Marktwirtschaft vor dem Hintergrund der Globalisierung. Folgende Hypothesen sollen dabei eingehender untersucht werden: 1. Fundamental für die Wirtschaftsethik der Sozialen Marktwirtschaft ist die Unterscheidung von Individual, Unternehmens-und Ordnungsethik. 2. Das Freiheitsverständnis der Sozialen Marktwirtschaft enthält sowohl negative (im Sinne der Abwesenheit von Willkür und Zwang) als auch positive Momente (im Sinne von rationaler Selbstbestimmung und kantischer Autonomie). Darüber hinaus inkorporiert es die aus der Konstitutionenökonomik bekannten Prinzipien der Diskriminierungs und Privilegienfreiheit. 3. Das Gerechtigkeitsverständnis der Sozialen Marktwirtschaft ist synkretistisch und eklektisch; es verbindet kommutative mit distributiven Gerechtigkeitselementen. 4. Der Homo oeconomicus ist kein(!) Bestandteil der Wirtschaftsethik der Sozialen Marktwirtschaft. Diese weist vielmehr Parallelen zur Heuristik der Kulturellen Ökonomik – dem sogenannten Homo culturalis – auf. 5. Eine bedeutende Funktion innerhalb der Sozialen Marktwirtschaft kommt der Sozialpartnerschaft zu. Diese leistet einen wichtigen Beitrag zur Stärkung der sozioökonomischen Teilhabe und Inklusion auf der unternehmensethischen Ebene.
Freiburg School of Law and Economics, Freiburg (Lehrstuhl-)Tradition and the Genesis of Norms

The paper analyzes the parallels and differences between the Freiburg School of Law and Economics represented by the works of Eucken (and Röpke) and the Freiburg (Lehrstuhl-)Tradition represented by the works of Hayek and Vanberg. The parallels are illustrated by making use of the constitutional economics concepts Ordnungspolitik (i.e., order of rules/choices over rules) as well as freedom of privileges and discrimination. The differences, which have received surprisingly little attention, include the following aspects: 1. philosophy of science and epistemology, 2. genesis of norms, and 3. political philosophy. The paper tackles these issues in three steps. The second chapter presents Vanberg’s constitutional economics theory with special emphasis on the concepts of citizen sovereignty and normative individualism. The third chapter reviews the ordoliberal concepts of science and the state which are – to a certain degree – elitist and expertocratic, that is, they rely to a considerable degree on intellectual experts (in particular, scientists) being part of the societal elite. The fourth chapter differentiates two kinds of genesis of norms: an evolutionary one and an elitist-expertocratic one allowing for a differentiation between Eucken’s and Röpke’s Ordoliberalism on the on the hand and Vanberg’s Hayekian -- and Buchanan-style constitutional economics approach on the other hand. The paper ends with a summary of the main findings.
Following Foucault's analysis of German Neoliberalism (Ordoliberalism) and his thesis of ambiguity, this paper introduces a two-level distinction between individual and regulatory ethics. In particular, its aim is to reassess the importance of individual ethics in the conceptual framework of Ordoliberalism. The individual ethics of Ordoliberalism is based on the heritage of Judeo-Christian values and the Kantian individual liberty and responsibility. The regulatory or formal-institutional ethics of Ordoliberalism which has so far received most attention on the contrary refers to the institutional and legal framework of a socio-economic order. By distinguishing these two dimensions of ethics incorporated in German Neoliberalism, it is feasible to distinguish different varieties of neoliberalism and to link Ordoliberalism to modern economic ethics.
Variations and disparities between von Hayek and Ordoliberalism can be detected on diverse levels: 1. philosophy of science; 2. setting dissimilar priorities; 3. social philosophy; 4. genesis of norms; and, 5. notion of freedom. Therefore, it is possible to make an important distinction within neoliberalism itself, which contains at least two factions: von Hayek’s evolutionary liberalism, and German Ordoliberalism. The following essay not only takes the neoliberal separation of different varieties as granted; it proceeds further. It focuses on the topic of justice and elaborates the (slightly) differing conceptions of justice within neoliberalism. Thus, the specific contribution of the paper is that it adds a sixth dimension of differences (which is highly interconnected with the differing conceptions of genesis of norms). In this paper, I emphasize the (often neglected) subtle differences between von Hayek, Eucken, Röpke, and Rüstow, with special emphasis on their theories of justice. In this regard, I focus not only on Eucken and von Hayek; in addition, I include the concepts of justice developed by Rüstow and Röpke, as well, and, in consequence, broaden the perspective incorporating Eucken as a member of the Freiburg School of Law and Economics, and Rüstow and Röpke as representatives of Ordoliberalism in the wider sense. The paper tackles these topics in three steps. After briefly examining and discussing the existing literature and providing a literature overview on the decade-long debate on von Hayek and Ordoliberalism, I then describe von Hayek’s conception of commutative justice; particularly, justice of rules and procedures (rather than end-state justice). Then, I examine Eucken’s, Rüstow’s, and Röpke’s theories of justice, which consist of a mixture of commutative and distributive justice. Then, I draw a comparison between the ideas of justice developed by Eucken, Röpke, Rüstow, and von Hayek. The essay ends with a summary of my main findings.
4 June 2013 marked the formal launch of the third generation of the Equator Principles (EP III) and the tenth anniversary of the EPs – enough reasons for evaluating the EPs initiative from an economic ethics and business ethics perspective. This chapter deals with the following questions: What has been achieved so far by the EPs? Which reform steps need to be adopted to further strengthen the EPs framework? Can the EPs be regarded as a role model in the field of sustainable finance and CSR? The first part explains the term EPs and introduces the keywords related to the EPs framework. The second part summarises the main characteristics of the newly-released third generation of the EPs. The third part critically evaluates EP III from an economic ethical and business ethics perspective. The chapter concludes with a summary of the main findings.
2008/9 sees the 60th anniversary of the German economic and currency reform of June 20, 1948, and the adoption of the Grundgesetz on May 23, 1949, which committed the country to the ideals of a socially committed market economy. Both of these events are important points along the path taken by the Federal Republic of Germany to reach the system of a social market economy. Since the term, Social Market Economy is often used in several different contexts and sometimes to mean contradictory things, we must ask: what exactly does the term social market economy entail? What economic-ethical ideas and theories are behind it? This paper will trace the origins of the social market economy (chapter 2) and explain the central characteristics of the Freiburg School of Economics (chapter 3), one of the main pillars of the social market economy. Central to this paper is the oeuvre of Walter Eucken, one of the leading representatives of the ordoliberal Freiburg School. The aim is to identify socio-political factors of influence and inspiration on his theory of economic policy (chapter 4) and evaluate similarities to the works of Kant, Smith and other economic philosophers. Chapter 5 will seek to elucidate Eucken’s “Program of Liberty”. We shall also allow ourselves a slight diversion to elaborate on the parallels between this work and Kant’s understanding of freedom and autonomy. Chapter 6 deals with Eucken’s dual requirements of an economic and social order (i.e. functioning and humane socio-economic order). In chapter 7, we seek to answer – with considerable reference to Adam Smith – to what extent it can be assumed that self-interest and the common good are mutually compatible. This paper concludes with a few remarks about the topicality of ordoliberalism in relation to modern, German-speaking economic ethics (chapter 8).
Tunesien hat bislang als einziges Land des Arabischen Frühlings einen demokratischen Weg eingeschlagen.
Gleichzeitig hat der „Islamische Staat“ (IS) nirgendwo so großen Zulauf wie hier, kommt die größte Gruppe ausländischer Jihadisten des IS aus Tunesien. Fast vier Jahren nach dem Sturz des autokratischen Herrschers Zine el-Abidine Ben Ali schaffte das kleine nordafrikanische Land mit freien Wahlen den letzten Schritt zur Demokratie. Der „Arabische Frühling“ begann mit der Selbstverbrennung des Gemüsehändlers Mohamed Bouazizi am 17. Dezember 2010 nach einem Streit mit einer Polizistin in Sidi Bouzid. Dies war der Auftakt für landesweite Unruhen und Aufstände. Es waren vorwiegend schlechte Lebensbedingungen sowie die Arbeits- und Perspektivlosigkeit der Jugend, die die Menschen auf die Straße trieben, aber auch die Monopolisierung von Reichtümern durch die Präsidentenfamilie. Im Januar 2011 wurde der Präsident Zine el-Abidine Ben Ali zum Rücktritt gezwungen, woraufhin er fluchtartig das Land verließ.

Wir sprechen mit ihr unter anderem über Themen aus ihrem Buch Angriff auf die Freiheit (2009, mit Ilija Trojanow), die Privatsphäre im Internet, biologistische Metaphern in Gefahrenerzählungen, über die Erzählbarkeit von Nicht-Ereignissen, den Wandel der Sicherheitskultur seit dem Kalten Krieg und die Verbesserungsmöglichkeiten demokratischer Sicherheitspolitik.
Alle Jahre wieder findet in München die MünchnerSicherheitskonferenz statt. Und wie auch schon letztesJahr werden wir wieder darüber berichten. LisaKatharina Bogerts von der Gruppe “MSK Verändern”ist für uns vor Ort, das Team vom SiPo-Blog selbst istes leider nicht. Aber das soll uns nicht vom Kommentieren abhalten. DieBerichterstattung wird wieder auf diesem Blog erfolgen, sowohl mit späterenKommentaren als auch mit Liveblogs...
Die Anschläge in diesem Sommer in ganz Europa sowie der andauernde Kampf gegen den Islamischen Staat haben das Thema der Terrorbekämpfung auch in der Öffentlichkeit wieder ganz nach oben auf die Tagesordnung gesetzt. Ob nun auf Länderebene oder durch neue Maßnahmen auf Bundesebene und International – eine ganze Reihe weiterer Maßnahmen wurden beschlossen um die Terrorbekämpfung in Deutschland zu verbessern. Ebenso wurden auch in anderen Ländern neue Maßnahmen beschlossen, in Frankreich sogar der Ausnahmezustand bis Anfang 2017 verlängert. Gleichzeitig brachten die neuen Maßnahmen auch eine Diskussion über die Sinnhaftigkeit, Effizienz und Effektivität dieser Maßnahmen mit sich – und ebenso, wie weit eine demokratische Gesellschaft in ihrem Sicherheitsbedürfnis überhaupt gehen soll. An diese Diskussion soll diese Blogserie anschließen...
Wir haben Geburtstag!

Heute vor drei Jahren ist der Sipoblog gestartet. Anfangs noch als reines Studentenprojekt mit dem Schwerpunkt WikiLeaks, dann eingebettet in das Forschungsprojekt Sicherheitskultur im Wandel. Mittlerweile ist das Forschungsprojekt abgeschlossen, doch der Sipoblog hat überlebt – und feiert heute seinen dritten Geburtstag!

Die gleichnamige Sendung beim DRadio Wissen stellt einmal im Monat ein Blog vor, und morgen sind wir an der Reihe: Ab 11.05h berichten Christopher Daase und Philipp Offermann über das wissenschaftliche Bloggen, demokratische Sicherheitspolitik und andere Themen aus unserem Spektrum. Am Exzellenzcluster “Die Herausbildung normativer Ordnungen” der Goethe-Universität Frankfurt am Main findet am 13./14. November ein interessanter Workshop für Nachwuchswissenschaftlerinnen und Nachwuchswissenschaftler statt. Es geht vor allem um die kritische Reflexion der Beziehung von Wissenschaft und Gesellschaft – das ist, so finden wir, auch für kritische denkende Forschende im Bereich Sicherheitspolitik interessant...
In Zukunft werden wir ausgesuchte Beiträge der Blog-Fokusse hier auf dem Sicherheitspolitik-Blog als Buch veröffentlichen. Das soll nicht nur die Zitierbarkeit im Wissenschaftsdiskurs und die Veröffentlichung qualitativ hochwertiger Beiträge abseits langwieriger peer-review-Prozesse erleichtern. Ziel unserer neuen Buchreihe ist es zudem, sozialwissenschaftliches Wissen weitgehend barrierefrei und schnell einer interessierten Öffentlichkeit zur Verfügung zu stellen. Nicht jeder hat schließlich Zugang zu wissenschaftlichen Zeitschriften oder Büchern. Die Bücher stehen kostenlos zum Download zur Verfügung. Wer allerdings das gute alte Papier bevorzugt, kann die Bücher auch käuflich erwerben...

Im April nächsten Jahres findet in Tutzing die IB-Nachwuchstagung unter dem Thema „Sicherheit, Wirtschaft, Gesellschaft: Theorien und Problemfelder internationaler Politik“ statt. Bis zum 1. Oktober können hierfür noch Abstracts eingereicht werden, über die in einem anonymen Begutachtungsverfahren entschieden wird...
Wenn Apple im September in den Medien ist, dann traditionell weil sie gerade das neue iSpielzeug präsentiert haben. Diesmal aber liegt es daran, dass scheinbar über Jahre auf die iCloud Accounts von hauptsächlich weiblichen Prominenten zugegriffen wurde um deren private Bilder, vor allem Nacktbilder, abzugreifen. Und diese sind an die Öffentlichkeit gelangt. Das sollte für breites Interesse sorgen, und zwar gerade nicht wegen Nacktbildern – sondern weil es einerseits zeigt, wie mit der Privatsphäre von vor allem weiblichen Prominenten umgegangen wird, und andererseits, wie verletzlich uns Cloudsysteme machen können. Wir problematisieren diese zwei Aspekte: Andrea Jonjic behandelt die falsche Bezeichnung ‘Leaks’ und dass es durchaus das Recht geben sollte, intime Bilder in einer Cloud zu speichern – Martin Schmetz argumentiert, dass staatliche Nachfrage nach Hacking-Tools den Skandal in dieser Form überhaupt erst ermöglicht hat...
