In this paper we propose a way forward towards increased financial resilience in times of growing disagreement concerning open borders, free trade and global regulatory standards. In light of these concerns, financial resilience remains a highly valued policy objective. We wish to contribute by suggesting an agenda of concrete, do-able steps supporting an enhanced level of resilience, combined with a deeper understanding of its relevance in the public domain.
First, remove inconsistencies across regulatory rules and territorial regimes, and ensure their credibility concerning implementation. Second, discourage the use of financial regulatory standards as means of international competition. Third, give more weight to pedagogically explaining the established regulatory standards in public, to strengthen their societal backing.
Trata de uma investigação teórica que problematiza os contornos de uma pedagogia crítica na atualidade. Adota a perspectiva do filósofo Axel Honneth como fio condutor da análise, especificamente os textos em que ele discute as características contemporâneas de uma teoria adjetivada de crítica. Após descrever seu posicionamento, extrai alguns sentidos para o empreendimento crítico no âmbito de uma pedagogia da educação física.
Die Frage ist, ob und in welcher Weise säkulare Texte auf religiöse Auslegungspraktiken und Deutungsmuster rekurrieren, und welche Verschiebungen dabei zwischen ihnen stattfinden. Die Autoren gehen dabei erstens davon aus, dass der Kommentar eine paradoxe Textpraxis ist, und zweitens davon, dass diese Paradoxie in der Moderne besonders dort manifest wird, wo sie sich mit denjenigen Paradoxien berührt oder überschneidet, die im Prozess der Säkularisierung entstehen.
Panmixia and dispersal from the Mediterranean Basin to Macaronesian Islands of a macrolichen species

The Mediterranean region, comprising the Mediterranean Basin and the Macaronesian Islands, represents a center of diversification for many organisms. The genetic structure and connectivity of mainland and island microbial populations has been poorly explored, in particular in the case of symbiotic fungi. Here we investigated genetic diversity and spatial structure of the obligate outcrossing lichen-forming fungus Parmelina carporrhizans in the Mediterranean region. Using eight microsatellite and mating-type markers we showed that fungal populations are highly diverse but lack spatial structure. This is likely due to high connectivity and long distance dispersal of fungal spores. Consistent with low levels of linkage disequilibrium and lack of clonality, we detected both mating-type idiomorphs in all populations. Furthermore we showed that the Macaronesian Islands are the result of colonization from the Mediterranean Basin. The unidirectional gene flow, though, seemed not to be sufficient to counterbalance the effects of drift, resulting in comparatively allelic poor peripheral populations. Our study is the first to shed light on the high connectivity and lack of population structure in natural populations of a strictly sexual lichen fungus. Our data further support the view of the Macaronesian Islands as the end of the colonization road for this symbiotic ascomycete.
In order to achieve the goals of social commentary and moral judgement pursued in her novels, Jane Austen describes and evaluates different aspects of her characters’ personalities: social attitude, intellectual qualities and moral traits (Lodge 1966). Mansfield Park (1814) is one of her novels in which this moral awareness is most acute. In order to construct a community of shared values with her readers, Austen skilfully alternates different points of view as sources of evaluation. We propose an analysis of the first chapter of Mansfield Park that addresses this dialogic dimension by focusing on the resources of engagement, the subsystem of Appraisal Theory with which speakers/writers express their commitment to the truth of a proposition and their willingness to open the negotiation space to other voices (Martin & White 2005: 97).
The linguistic subtlety and complexity of Jane Austen’s writing is a challenge to translators, who must try to identify all the concurrent interpretation possibilities and reproduce them in the target language. In this article we compare the English source text with various translations into Spanish, Catalan and German. Our analysis focuses on the lexicogrammatical realisations of engagement such as verba dicendi, epistemic expressions, lexical choices with a distinct attitudinal load, and also on the development of narration – as far as that is possible in a study centering on the first chapter –, since it is often the case that narrator stance is modified as the text unfolds.
We discuss fragments of narrator discourse, direct speech and indirect/free indirect speech and consider the advantages of the framework to uncover changes in the evaluative dimension of meaning that affect the readings the translations will afford in their target society, from character building to the articulation of points of view.
The ALICE High-Level-Trigger (HLT) is a large scale computing farm designed and constructed for the purpose of the realtime reconstruction of particle interactions (events) inside the ALICE detector. The reconstruction of such events is based on the raw data produced in collisions inside the ALICE at the Large Hadron Collider. The online reconstruction in the HLT allows the triggering on certain event topologies and a significant data reduction by applying compression algorithms. Moreover, it enables a real-time verification of the quality of the data.
To receive the raw data from the various sub-detectors of ALICE, the HLT is equipped with 226 custom built FPGA-based PCI-X cards, the H-RORCs. The H-RORC interfaces the detector readout electronics to the nodes of the HLT farm. In addition to the transfer of raw data, 108 H-RORCs host 216 Fast-Cluster-Finder (FCF) processors for the Time-Projection-Chamber (TPC). The TPC is the main tracking detector of ALICE and contributes with up to 16 GB/s to over 90% of the overall data volume. The FCF processor implements the first of two steps in the data reconstruction of the TPC. It calculates the space points and their properties from charge clouds (clusters) created by charged particles traversing the TPCs gas volume. Those space points are not only the base for the tracking algorithm, but also allow for a Huffman-based data compression, which reduces the data volume by a factor of 4 to 6.
The FCF processor is designed to cope with any incoming data rate up to the maximum bandwidth of the incoming optical link (160 MB/s) without creating back-pressure to the detectors readout electronics. A performance comparison with the software implementation of the algorithm shows a speedup factor of about 20 compared with one AMD Opteron 6172 Core @ 2.1 GHz, the CPU type used in the HLT during the LHC Run1 campaign. Comparison with an Intel E5-2690 Core @ 3.0 GHz, the CPU type used by the HLT for the LHC Run2 campaign, results in a speedup factor of 8.5. In total numbers, the 216 FCF processors provide the computing performance of 4255 AMD Opteron cores or 2203 Intel cores of the previously mentioned type. The performance of the reconstruction with respect to the physics analysis is equivalent or better than the official ALICE Offline clusterizer. Therefore, ALICE data taking was switched in 2011 to FCF cluster recording and compression only, discarding the raw data from the TPC. Due to the capability to compress the clusters, the recorded data volume could be increased by a factor of 4 to 6.
For the LHC Run3 campaign, starting in 2020, the FCF builds the foundation of the ALICE data taking and processing strategy. The raw data volume (before processing) of the upgraded TPC will exceed 3 TB/s. As a consequence, online processing of the raw data and compression of the results before it enters the online computing farms is an essential and crucial part of the computing model.
Within the scope of this thesis, the H-RORC card and the FCF processor were developed and built from scratch. It covers the conceptual design, the optimisation and implementation, as well as the verification. It is completed by performance benchmarks and experiences from real data taking.
Seit Jahrzehnten steht eine Gestalt an oberster Stelle des Kanons historisch bedeutsamer Figuren in der Ukraine: der Dichter und Maler Taras Ševčenko (1814−1861). Im Land besteht Einigkeit über seine identitätsstiftende Funktion für die imaginierte Gemeinschaft Ukraine. Er wird über die Regionen hinweg als verbindende Gestalt wahrgenommen - besonders in Zeiten, in denen ein mögliches "Auseinanderbrechen" des Landes intensiv diskutiert beziehungsweise befürchtet wird. Ein Grund dafür ist, dass Ševčenko für die historisch unterschiedlich geprägten Regionen einen gleichermaßen festen Bezugspunkt darstellt: Er lebte im Russischen Reich und stammte aus einem Gebiet, das heute zur Zentralukraine gehört; gleichzeitig konnte und kann man sich in der Westukraine mit der Idee von Ševčenko als einem der wichtigsten Träger ukrainischer Identität identifizieren. In Ševčenko laufen zentrale gesellschaftliche und erinnerungskulturelle Diskussionen und Projektionen über Vergangenheit, den gegenwärtigen Zustand und mögliche zukünftige Entwicklungen des Landes zusammen, und die spannungsreichen Veränderungen und erinnerungskulturellen Widersprüche in der Geschichte der Ukraine drücken sich ganz besonders in der Auseinandersetzung mit Ševčenko aus. Ševčenko ist also auch nach der Unabhängigkeit des Landes im Jahr 1991 der Kulturheros schlechthin. Diese Umwertung der Ševčenko-Gestalt wird heute vor allem bei renommierten Wissenschaftlern und Ševčenko-Forschern, aber auch in Reden von Politikern deutlich. Demgegenüber bestehen in der Gegenwartskultur jedoch zahlreiche andere Entwürfe, die die Gleichsetzung Ševčenkos mit der Nation in Frage stellen. Dabei führen die Um- und Neudeutungen zu einer Pluralisierung des Ševčenko-Bildes; und auch wenn Gegenentwürfe als Bedrohung empfunden werden - gerade durch sie wird Ševčenkos Bedeutung aktualisiert und seine Gestalt auch für jüngere Generationen zugänglich und interessant gemacht. Der Kulturheros Ševčenko, der in der Sowjetzeit etabliert und in Folge hoch verehrt wurde, ist weiterhin äußerst populär und ein beliebtes Objekt kultureller, wissenschaftlicher und medialer Auseinandersetzungen in der Ukraine.
The Middle East biting midges of the tribes Palpomyiini (20 species in three genera) and Sphaeromiini s. lat. (six species in five genera) are reviewed. Three new species are described and illustrated: Bezzia libanensis Alwin & Szadziewski sp. nov., B. sharjahi Alwin & Szadziewski sp. nov. and Palpomyia freidbergi Alwin & Szadziewski sp. nov. Bezzia aegyptia Kieffer, 1925 is recognized as a new junior synonym of B. albicornis (Meigen, 1818) (syn. nov.) and B. omanensis Boorman & van Harten, 2002, is recognized as a junior synonym of B. (Sivabezzia) pachypyga Remm, 1974 (syn. nov.). Keys to the genera and species of the tribes Palpomyiini and Sphaeromiini of the Middle East are also provided.
A política de identidade e o conceito de reconhecimento têm se transformado em questões dominantes da teoria política contemporânea. Como conceito, o reconhecimento significa que um indivíduo ou grupo social reivindica o direito a ter sua identidade reconhecida, de forma direta ou através da mediação de um conjunto de instituições. As teorias que tem problematizado estas questões abordam tanto temas teóricos importantes como questões políticas centrais do nosso tempo, como a definição de direitos das minorias, reivindicações de autodeterminação nacional ou os desafios colocados por nossas sociedades cada dia mais multiculturais. Dessa forma, o objetivo central do presente artigo é apresentar e discutir os argumentos centrais de Charles Taylor, Axel Honneth e Nancy Fraser que têm se transformando em essenciais para esta discussão, enfatizando o debate em torno da relação entre reconhecimento e redistribuição, e mais especificamente entre o problema da injustiça baseada na questão da identidade e o problema da injustiça econômica. Por último, tentaremos entender algumas das implicações teóricas e políticas do discurso da diferença e das teorias do reconhecimento dentro de uma perspectiva conceptual mais ampla.

Sollte der Gesetzgeber eine Dritte Option im Personenstandsrecht einführen, so wird er sich damit auseinandersetzen müssen, wer Zugang zu dieser Dritten Option erhalten soll. Dieser Beitrag geht der Frage nach, was sich aus der Entscheidung vom 10. Oktober 2017 dazu entnehmen lässt: Muss die dritte Option neben inter*geschlechtlichen Menschen auch allen anderen offen stehen, die sich weder als Mann noch als Frau verstehen?
What processes transform (im)mobile individuals into ‘migrants’ and geographic movements across political-territorial borders into ‘migration’? To address this question, the article develops the doing migration approach, which combines perspectives from social constructivism, praxeology and the sociologies of knowledge and culture. ‘Doing migration’ starts with the processes of social attribution that differentiate between ‘migrants’ and ‘non-migrants’. Embedded in institutional, organizational and interactional routines these attributions generate unique social orders of migration. By illustrating these conceptual ideas, the article provides insights into the elements of the contemporary European order of ‘migration’. Its institutional routines contribute to the emergence of a European migration regime that involves narratives of economization, securitization and humanitarization. The organizational routines of the European migration order involve surveillance and diversity management, which have disciplining effects on those defined as ‘migrants’. The routines of everyday face-to-face interactions produce various micro-forms of doing ‘migration’ through stigmatization and othering, but they also provide opportunities to resist a social attribution as ‘migrant’.

TO INCREASE THE INFORMATION SECURITY AWARENESS AMONG THEIR WORKFORCE AND TO ACHIEVE SECURE INFORMATION SYSTEMS, DECISION-MAKERS EMPLOY MEASURES OF INFORMATION SECURITY, SUCH AS SECURITY POLICIES OR ASSOCIATED TRAINING AND EDUCATIONAL PROGRAMS. HOWEVER, THESE MEASURES MIGHT STRESS EMPLOYEES. THIS IS TRUE IF, FOR INSTANCE, INFORMATION SECURITY MEASURES ARE PERCEIVED AS DIFFICULT TO UNDERSTAND, AS AN INVASION OF PRIVACY, OR IF THEY GIVE RISE TO CONFLICTS OF INTEREST. CONSEQUENTLY, A MULTI-FACETED PERSPECTIVE ON EMPLOYEES' STRUGGLE WITH INFORMATION SECURITY IS DISCUSSED.
Background: Previous magnetic resonance imaging (MRI) research suggests that, prior to the onset of psychosis, high risk youths already exhibit brain abnormalities similar to those present in patients with schizophrenia.
Objectives: The goal of the present study was to describe the functional organization of endogenous activation in young adolescents who report auditory verbal hallucinations (AVH) in view of the “distributed network” hypothesis of psychosis. We recruited 20 young people aged 13–16 years who reported AVHs and 20 healthy controls matched for age, gender and handedness from local schools.
Methods: Each participant underwent a semi-structured clinical interview and a resting state (RS) neuroimaging protocol. We explored functional connectivity (FC) involving three different networks: 1) default mode network (DMN) 2) salience network (SN) and 3) central executive network (CEN). In line with previous findings on the role of the auditory cortex in AVHs as reported by young adolescents, we also investigated FC anomalies involving both the primary and secondary auditory cortices (A1 and A2, respectively).
Further, we explored between-group inter-hemispheric FC differences (laterality) for both A1 and A2. Compared to the healthy control group, the AVH group exhibited FC differences in all three networks investigated. Moreover, FC anomalies were found in a neural network including both A1 and A2. The laterality analysis revealed no between-group, inter-hemispheric differences.
Conclusions: The present study suggests that young adolescents with subclinical psychotic symptoms exhibit functional connectivity anomalies directly and indirectly involving the DMN, SN, CEN and also a neural network including both primary and secondary auditory cortical regions.
Dysfunction of the NO/sGC/cGMP signaling pathway has been implicated in the pathogenesis of pulmonary hypertension (PH). Therefore, agents stimulating cGMP synthesis via sGC are important therapeutic options for treatment of PH patients. An unwanted effect of this novel class of drugs is their systemic hypotensive effect. We tested the hypothesis that aerosolized intra-tracheal delivery of the sGC stimulator BAY41-8543 could diminish its systemic vasodilating effect.
Pharmacodynamics and -kinetics of BAY41-8543 after single intra-tracheal delivery was tested in healthy rats. Four weeks after a single injection of monocrotaline (MCT, 60 mg/kg s.c.), rats were randomized to a two-week treatment with either placebo, BAY 41-8543 (10 mg/kg per os (PO)) or intra-tracheal (IT) instillation (3 mg/kg or 1 mg/kg).
Circulating concentrations of the drug 10 mg/kg PO and 3 mg/kg IT were comparable. BAY 41-8543 was detected in the lung tissue and broncho-alveolar fluid after IT delivery at higher concentrations than after PO administration. Systemic arterial pressure transiently decreased after oral BAY 41-8543 and was unaffected by intratracheal instillation of the drug. PO 10 mg/kg and IT 3 mg/kg regimens partially reversed pulmonary hypertension and improved heart function in MCT-injected rats. Minor efficacy was noted in rats treated IT with 1 mg/kg. The degree of pulmonary vascular remodeling was largely reversed in all treatment groups.
Intratracheal administration of BAY 41-8543 reverses PAH and vascular structural remodeling in MCT-treated rats. Local lung delivery is not associated with systemic blood pressure lowering and represents thus a further development of PH treatment with sGC stimulators.
Background: Signal transduction pathways are important cellular processes to maintain the cell’s integrity. Their imbalance can cause severe pathologies. As signal transduction pathways feature complex regulations, they form intertwined networks. Mathematical models aim to capture their regulatory logic and allow an unbiased analysis of robustness and vulnerability of the signaling network. Pathway detection is yet a challenge for the analysis of signaling networks in the field of systems biology. A rigorous mathematical formalism is lacking to identify all possible signal flows in a network model.
Results: In this paper, we introduce the concept of Manatee invariants for the analysis of signal transduction networks. We present an algorithm for the characterization of the combinatorial diversity of signal flows, e.g., from signal reception to cellular response. We demonstrate the concept for a small model of the TNFR1-mediated NF- κB signaling pathway. Manatee invariants reveal all possible signal flows in the network. Further, we show the application of Manatee invariants for in silico knockout experiments. Here, we illustrate the biological relevance of the concept.
Conclusions: The proposed mathematical framework reveals the entire variety of signal flows in models of signaling systems, including cyclic regulations. Thereby, Manatee invariants allow for the analysis of robustness and vulnerability of signaling networks. The application to further analyses such as for in silico knockout was shown. The new framework of Manatee invariants contributes to an advanced examination of signaling systems.
We extend the classical ”martingale-plus-noise” model for high-frequency prices by an error correction mechanism originating from prevailing mispricing. The speed of price reversal is a natural measure for informational efficiency. The strength of the price reversal relative to the signal-to-noise ratio determines the signs of the return serial correlation and the bias in standard realized variance estimates. We derive the model’s properties and locally estimate it based on mid-quote returns of the NASDAQ 100 constituents. There is evidence of mildly persistent local regimes of positive and negative serial correlation, arising from lagged feedback effects and sluggish price adjustments. The model performance is decidedly superior to existing stylized microstructure models. Finally, we document intraday periodicities in the speed of price reversion and noise-to-signal ratios.
